MurphyOkeechobee News Charles Composites, LLC, located in the Okeechobee City Commerce Park, was awarded a Governor’s Business Ambassador Award Thursday as they hosted an open house on the new manufacturing plant in Okeechobee. The company is an advanced composite material custom design and molding specialist. They have created 28 jobs with plans to expand their workforce to 60 or 70 employees in the next few years. The company, Charles Industries, Ltd, founded in 1968 by Joseph Charles, manufactures enclosures for utilities and telecommunications. The product weighs less and is more durable than their competition. The company has six manufacturing plants most of them in Illinois. In Florida the company has created ve businesses that include the River Forest Yacht Center in LaBelle, and the OK Corral and Gun Club in Okeechobee. Mr. Charles said he chose Okeechobee for this plant because he is a Florida resident, the community is very friendly, and the city government was easy to deal with. The plant is also located in an enterprise zone which provides some tax relief. The company also chose Okeechobee because of its proximity to roadways, railways, airports and ports such as Miami, Tampa, and Ft. Pierce. Governor Rick Scott said people like to come to small rural counties because the towns are friendly, the governments are quicker with permits, and employees normally like the job opportunity. “Okeechobee is one of the nicest places in Florida to visit. Court records show Mohammed Mamus Salam, 36, Lake Ave., West Palm Beach, will serve 60 days in the Okeechobee County Jail, two years of probation, will have to surrender his driver’s license for two years and pay a $1,000 ne. Assistant State Attorney Ashley Albright said Salam was adjudicated guilty July 10 of two counts of sale of a synthetic cannabinoid and two counts of possession of a synthetic cannabinoid with intent to sell by Circuit Court Judge Sherwood Bauer. IRSC moved up in the rankings from the fth most affordable position last year. The ranking is based on average net prices for colleges throughout the United States. In addition, IRSC recently reinforced its long-standing commitment to affordability with no increase in tuition and fees for the 2013-2014 school year. Due to careful nancial planning throughout the college, the IRSC District Board of Trustees was able to approve the budget for the upcoming school year without increasing tuition costs to students. “With signs indicating that the economy is beginning to recover, this is the time to keep the doors of higher education open for all students,” said Dr. Edwin R. Massey, IRSC President. “Affordable higher education is the gateway to good career prospects for our residents and a skilled workforce for our community.” IRSC has been able to hold down operational costs by implementing cost ef ciencies in energy usage and administration to ensure that funds are directed into the classroom to the greatest extent possible. Administrative costs at IRSC are historically the lowest of all 28 state and community colleges in Florida, with IRSC ranking the highest in percent of funds going toward instruction Average net price for full-time freshmen at IRSC was $1,440 in the U.S. Department of Education report for the 2011-2012 academic year. The net price is based on the average cost of attendance after nancial aid, grants and scholarships are subtracted. Tuition at IRSC equates to 40 percent less than Florida state universities and many thousands less than private career colleges and universities. The IRSC Financial Aid Department works closely with students to help them obtain all types of nancial aid, including grants and scholarships which do not require repayment. About 72 percent of IRSC freshmen typically receive nancial aid or scholarships, and over $40 million in nancial aid was awarded to IRSC students last year. County budget Here we go again with the county budget. I would like to know just how much money is in reserves and if there are restrict ions on how that money can be used. I keep hearing different stories on that and I don’t know which one to believe. However, I do t hink we need to live within our means. Res erves should be used for emergencies, like overtime pay for emergency workers during and right after a hurricane, or for one-time major expenses. But like any household, a government should not be spending more t han it is taking in.Murder charge In regard to the man who is facing a rst degree murder charge for allegedly selling drugs to someone who overdosed—this is crazy.  If I went to the liquor store and buy a gallon of whatever and die, are they going to arrest the cashier?  Is this a trend with murder charges for deaths from drugs? I saw on the news that a doctor is charged with manslaughter for overprescribing a drug. The theory is the doctor should have known the patient was abusing the drug.  You would see it differently if the pers on who died was someone you loved.  If a person overdoses, it is no one’s fault but his own. Just like the cigarette companies should not be held accountable for people dying from cancer. If I were the parent, I wouldn’t see it different at all. I know parents who have dealt w ith this and they were never even quest ioned to nd out where the drugs came from, etc. It is a slap in the face to all of the other parents then who had children die of alleged overdoses and never had the person who sold t hem drugs brought up on charges. They are trying to change the laws from t his point forward and it will be something good for the future. Sadly past cases weren’t like this, but this case will set the tone for future ones.  It is an illegal substance. You aren’t supposed to have it anyway. You are already in trouble for having it. This is the consequence for selling it.  The penalties for selling drugs should be as strict as possible. That is the only way to convince people that they should not get involved with selling this poison.  Bartenders, bars, restaurants, stores and cashiers have been held accountable for drunks. If the guy’s selling dope he should be charged. If doctors are being sent to prison for writing prescriptions, then the dang corner dope man should too.  This could have happened in any county, just so happened to happen now, in Okeechobee. Dope dealers don’t take the lesser charges serious enough.Fisheating Creek Congratulations to Save Our Creeks on their success in stopping the state from shutting down Fisheating Creek. The plan to ll in two miles of the creek with sand was crazy. I can understand they say they need to x the part that was accidentally dug out by the guy who was supposed to break up the oating weeds. But that would mean lling in just the holes he left, not lling in the whole channel. The state plan would have blocked the creek completely. It makes me wonder what the ulterior motives were and who else was involved.  Thank you judge! We canoe there and despite the recent heavy rainfall there are a lot of places around the creek that you have to walk your boats through as it is.  I have to wonder who was going to make money on this sand dumping idea. Perhaps the one selling the sand? If the guy taking out the tussocks dug out some dirt, just leave it alone and let Mother Nature have a chance to heal it. It’s not a deep channel. It’s not like the cookie-cutter weed cutting machine did any real dredging. Driving trucks over the marsh to haul the tons of sand would do more damage to the marsh than the weed cutter did to begin with.Fourth of July The parking problem at the Fourth of July is not going to be easy to solve. What do you do when hundreds of drivers all want to go home at the same time? Add to that problem the fact that two, big parking lots feed onto one two-lane road. It was a Blast!Spectacular, Impressive, Sensational! Oh, Yes it was. To think that the brain storm of just a few, could grow into an event so phenomenal is quite mind boggling. Like the words, “I had a dream,” a few folks had a vision for Okeechobee, of how to break through the mundane Fourth of Julys of the past, and arrange a day for the citizens to come together, for hot dogs, drinks, MUSIC (fabulous), honor our Vets, a helicopter, a hot dog eating contest, ice cream eating contest, watermelon eating contest, and a baking contest. AMAZING amount of fun. Who knew you could shoot a T-shirt like 100 feet into the air? Who knew 1,000s of town members would show up to deplete all the food from the vendors? (This is a good thing.) Attendance was overwhelming. Who knew a very young girl singing “The Star Spangled Banner” would have grown men in tears? Who knew there would be some 20 or more dogs joining in on the festivities? A great big thank you to, Frank De Carlo, for going over and above for the love o f Okeechobee, Brian Culpepper for having th e heart of a man who certainly loves his community, Fraternal Order of Police, Bits and Spurs, Dairy Queen, Key Club, local of cials to judge the baking contest, and many man y more. Okeechobee needed to have a wonderful family-oriented day, for us to shar e with family and friends, by way of any typ e of communication, whether it be letters, email, Facebook, or Twitter. This day gives us hope for our community, that the ones who lead, truly do care. MurphyOkeechobee NewsRenee Geeting was named the new assistant superintendent for Instructional Services and the Okeechobee School Board tabled the scheduling of the legislative hearing for the instructional employee contract at their monthly meeting Tuesday. Ms. Geeting has over eight years of service to the school system. She has taught in Puerto Rico, and in Putnam and Martin County schools in Florida. She was also the principal at South Elementary before her promotion to the district of ce. "I'm very excited to be able to work here w ith the school board and administrators. Our goal is to move toward excellence and achieve excellence," she said. Ms. Geeting said her original career goal really wasn't to be a top school administrator. She said as she moved up in the school system it became something she wanted to do. "Curriculum is my love, and when I came to the district of ce the assistant superintendent job appeared to be a perfect t," she added. Ms. Geeting began her career as a paraprofessional. She nished her education degree, became a classroom teacher on special assignment, assistant principal and school principal. Ms. Geeting said her top goal is to ensure that standards are fully implemented and to be able to bring instruction in the classroom to a level w here every student is fully engaged at all times. "Career ready and college ready, whatever the student's choice is, is our goal for education," she added. In other business at their Tuesday meeting, the school board honored the Okeechobee Kiw anis Club with the Commissioner of Education Business Recognition Award. President J.D. Mixon and Vice President Ken Keller were on hand to accept the award. Mr. Kenworthy said the graduation night celebration this year was an example of the heart and concern the Kiwanis Club of Okeechobee has for education. Mr. Mixon said grad night is a tradition in Okeechobee. He said the Rotary Club and the Children Services Council played key roles in helping the event this year. "Everything we try to do involves our youth. My focus is doing more in the schools and a special-needs park in Okeechobee over the next few y ears," he added. The board also voted to lengthen the school day at Okeechobee High School by 13 minutes daily. Classes will begin at 7 a.m. sharp and end at 2:10 p.m. This will allow the rst semester to be completed by the Christmas break. Building Code Inspector Bill Huddle was honored upon his retirement from the school system. He worked for the system for 11 years. Superintendent Ken Kenworthy said Mr. Huddle played a key role in the quality of the school buildings on campus. He noted they recently earned a Cares Award from the Okeechobee Economic Council for the replacement campus for the Okeechobee Achievement Academy and that Mr. Huddle played a key role in that project. Okeechobee Educators Association representatives indicated the earliest they could participate in the legislative hearing on the instruction contract would be Aug. 13 as they need to gather representatives and witnesses who are out of state and on their summer break. School Board members said it was their preference to take care of the hearing as quickly as possible and before the start of a new school year. Mr. Kenworthy said the district is ready to go and by statute the hearing should be held immediately. He added that a delay of two months is not immediate in his opinion. Attorney Tom Conely said the board can set the date whenever they like and the union will have to comply. Mr. Kenworthy suggested they supply two dates for the legislative hearing and present them to the union. "I don't want to create an unfair labor practice allegation or anything like that. OCEA is supposed to represent the members. The members must have faith in them that they will get this resolved." Mr. Conely said he doubts the district would face an unfair labor practice allegation for enforcing the state statute for these hearings. Scott singled out company employee Matt Meyers, who has bene ted from the job opportunity. “This job has changed his life and it helps the community. His life is better today. These jobs are a real opportunity for employees.” Governor Scott continues to support deregulation and less of a tax burden for citizens and businesses. He points to the fact that Florida unemployment rates are below the national average and that jobs in the priv ate sector are being created every day. “We have had a dramatic turnaround in our state and it’s because of entrepreneurs like this. Florida is a better place to live and do business. We keep taxes low and get rid of regulations that don’t make sense,” he added. Gov. Scott said he has helped cut 2,500 state government regulations and helped to create 330,000 private sector jobs in the past 30 months. Mr. Charles said the company also plans to bring a fabrication facility to Florida in the next few months. He said their market is the 55 utility companies in the state like Florida Power and Light, Glades Electric Cooperative, and Florida Public Utilities. He said their products are used by utility companies, cable companies, wireless people and cell phone towers. “We want to build products that bene t these companies here in Florida. All we ask for is an opportunity,” he added. The open house event was attended by many community leaders and city leaders. Tours of the plant were offered to the guests. Charles Composites purchased a 40,000square-foot facility on ve acres. “Okeechobee County is very pleased that Charles Composites chose to locate their manufacturing business in the city’s industrial park,” said Robbie Chartier, County Administrator of Okeechobee County. “This manufacturing business will be an asset to Okeechobee’s economy and we are happy to have them here. County Administrator Robbie Chartier said the county’s health insurance rate increase is lower than the average increase for the insurance pool. “My recommendation is to continue to fund current plan,” she said. “If we go to a lower plan, the increase in the deductible is quite a cost to the employee.” County Commissioner Ray Domer agreed w ith the administrator’s recommendation. “When you employed these people, this was included,” he said. “A lot of people chose this job because of that bene t.” Commission Chairman Frank Irby asked if they could consider letting the employees take a cash option if they choose the less expensive health insurance option, rather than putting that money toward dental or vision insurance. “If I choose the lower-cost, high-deductible option, is there any way I can get part of that money?” he asked. “There are people who would rather have the money and do something with it.” Assistant County Administrator Jim Threewitts said if the county added part of that money to the employee’s pay, the county would incur other expenses associated with payroll. “If my wife has insurance through her business and they offer family coverage, I might make an individual decision for myself. I would rather have this money and do something else with it,” said Commissioner Joey Hoover. “People under the age of 40 might feel invulnerable and they might take the money, but then when they need the insurance, they’re in trouble,” said Commissioner Bryant Culpepper. “You don’t want to let people opt out of the health insurance because you are going to wind up with all high risk people in the insurance pool,” said Mr. Domer. “Your price is going to go up drastically. Casondra Henrietta Hutcherson, 30, N.W. 38th A ve., Okeechobee, was arrested Wednesday, July 10, on felony charges of possession of a controlled substance (oxycodone) w ith intent to sell and possession of a controlled substance (oxycodone) without a prescription. She was also arrested on a misdemeanor charge of carrying a medication outside of its prescribed container. Her bond was set at $6,500. An arrest report by a detective with the Okeechobee Narcotics Task Force stated that a Ford pickup truck was stopped for running a stop sign at the intersection of S.E. 24th Avenue and S.R. 70 West. The truck, continued the report, was being operated by Hutcherson. The detectives reportedly asked for, and received, permission from Hutcherson to search the vehicle and her person. While nothing was found in the truck, the report indicated that two white tablets and two green tablets were found on the woman. The white tablets were oxycodone 30mg and the green tablets were oxycodone 15mg, stated the report. According to the detective Hutcherson had “delivered” four 15mg oxycodone to another person for a total of $120. The remaining pills, the report added, were seized and placed into evidence. His bond was set at $25,000.  David Adam Siler, 25, N.W. 32nd Ave., Okeechobee, was arrested July 9 by Deputy Corporal Aric Majere on a DOC warrant charging him with violation of probation giving false information to a secondary metals recycler and dealing in stolen property. He is being held without bond.  Ronald Joe Pena, 51, N.W. 39th Circle, Okeechobee, was arrested July 9 by Deputy Cpl. Aric Majere on an Okeechobee County warrant charging him with felony battery. Dune crossovers protect the fragile dune ecosystem. The park is ideal for swimmers, snorkelers, shermen and sunbathers for beach recreation. Swimmers and snorkelers are advised to be cautious of underwater obstacles left behind by amphibious warfare exercises during World War II. MacArthur State Beach Park 10900 Jack Nicklaus Drive in North Palm Beach, o ers a unique mixture of coastal and tropical hammock and mangrove forest. This barrier island provides a haven for several rare or endangered native tropical and coastal plant species. The park’s Nature Center shows visitors why the park is a biological treasure. Visitors can swim, picnic, and surf at the beach; scuba diving and snorkeling are also popular activities. Birdwatchers can see herons, brown pelicans, terns, sandpipers, and gulls. Anglers can sh in the lagoon by wading, kayaking, or canoeing. They can also sh from non-swimming areas of the beach. Admission is $5 per vehicle (for up to 8 people). A boardwalk takes visitors across mangrove forests and hammocks of live oaks, cabbage palms, paradise trees, and wild limes to a neatly preserved Atlantic beach. During the summer months, the island is an important nesting area for loggerhead, leatherback, and green turtles. They come ashore at night to dig holes in the beach sand where they lay their eggs. The preserve is a favorite for nature students interested in learning about the native ora and fauna of Florida barrier islands. Visitors come to swim, sunbathe, or picnic at the pavilion on the quiet beach. Others make the trip for the great surf shing. Snorkeling and scuba diving are also popular activities. A haven for wildlife, the islands and their waters are home to West Indian manatees, bottlenose dolphins, roseate spoonbills, marsh rabbits, and bald eagles. The two-mile long beach is accessible by boardwalk or tram and is popular for shelling, swimming, picnicking, and sunbathing. Black Island has over ve miles of multiuse trails for hiking and bicycling. Anglers and boaters can launch their vessels from the park’s boat ramp. At the beach along Wiggins Pass, where swimming is not allowed, shing is a popular activity. Boaters can launch their vessels into Water Turkey Bay and travel to the Gulf or up the Cocohatchee River for both saltwater and freshwater shing. Kayakers can enjoy paddling through estuaries and scuba divers can explore the hard bottom reef in the Gulf. Gulf Coast beaches• Fort Myers Beach, o Estero Boulevard in the City of Fort Myers Beach, is on San Carlos Bay, which is wide open to the Gulf of Mexico, although not actuall y on the gulf. It is billed as the safest beach on the Gulf Coast because of its calm and shallow waters. There are more than 30 beach access points. The beaches are open from sunrise to half an hour pas t sunset. • Sanibel Island is a barrier island jus t o shore from Fort Myers, accessible b y the Sanibel Causeway. The island has sandy beaches that are well known fo r shelling. The beaches h ave public res t rooms. Beach parking is $2 per hour. There is a $6 bridge toll to get to Sanibel. Wrestling Coach Robert Olive and baseball coach Jeff Blackstone left the district effective on June 10. School of cials expect the search for a wrestling coach to last longer than the search for the other sports. Olive resigned to take the job at Bloomingdale High School in Tampa after a twoy ear stint at OHS. Assistant Principal Dylan Tedders said progress has been made on the softball and baseball coaches and an announcement is expected later this summer.  The OCRA Angels All-Star team won a sportsmanship award at the Dixie Youth State Tournament held in Brooksville earlier this month. OCRA also had a team in the Darlings division compete at the state tournament. Holmes County won the state title in the Darlings Division and West Pasco won the Angels X-Play Division. OCRA also sent two teams to the Dixie Youth baseball state tournaments this month. The AA division team won their district tournament and nished sixth in the state. Okeechobee defeated Paxton and Wildwood during the tournament before being eliminated by Calhoun County. West Volusia was the state champion. The tournament was held in Wildwood. Okeechobee also sent a t-ball, all-star squad to the state tournament. Okeechobee nished fth in the state in the 12-team tournament. Okeechobee defeated Paxton 21-10 and Mulberry 2917 before being eliminated by West Volusia. The tournament was held in Sebring. ENTERTAINING EXCELLENCE $459,000 21 Okeechobee News July 12, 2013 Salam, who entered a plea of no contest to the court, was arrested June 7, 2012, after detectives from the Okeechobee Narcotics Task Force raided the Marathon gas station/ convenience store at 118 South Parrott Ave. A n arrest report by a detective with that task force stated that Salam sold a brand of Spice called Marley Boy to a con dential source during an undercover operation. As he was being led out of the store by Police Chief Denny Davis and Sheriff Paul May, Salam adamantly professed his innocence. He said not only did he not sell Spice and he didn't have any in his store. However, detectives executed a search w arrant on the store and by the time they w ere done they had found 548 bags of varying brands of Spice. "We asked him to quithe didn't. And, this is what he gets," said Sheriff May in an interview shortly after the arrest. "This stuff has got to stop. It's making a lot of our kids deathly ill and we don't know the long-term effect." As the store was being searched a task force detective explained that Salam, as w ell as every other business in the county that was selling Spice, was told not to sell the synthetic marijuana on April 5, 2011. The businesses were warned about a month after House Bill 175 went into effect that banned the sale and possession of synthetic cannabinoids, which are commonly referred to as spice or K-2. Ironically, task force detectives found a copy of HB 175 near the cash register in Salam's store. The date on the paperwork indicated it had been printed out on April 10 ve days after Salam was told to stop selling Spice. Mr. Albright said the owner of the business, Salam's brother, was not charged because "he was never there when the purchases were made." He added that all of the sales were made by Salam. The prosecutor went on to add "... there was no paper trail ..." to link the owner to the purchases of the Spice for the store. Synthetic cannabinoids, which go by a variety of different names, contain chemicals that mimic THCthe active ingredient in marijuanaand produces a marijuanalike high. Smoking Spice can cause seizures, vomiting, paranoia and delusions. It damages the lungs, the cardiovascular system and can cause brain damage or even death. Because the manufacturers of spice continually change its ingredients, law enforcement of cers have had a dif cult time getting the courts to act on the arrests. So, when the fake pot is found it is con scated then sent to a crime lab where it is tested to determine what, if any, illegal substances are present. This, explained detectives, is exactly what happened in Salam's case. After the search was completed, one bag of each different brand of Spice found in the store was sent to the crime lab for testing. Spice is sold for $10 to $15 for a 3-gram bag. Possession of anything over 3 grams is a felony. Records indicate that Salam was represented by Fort Lauderdale attorney Jalal Shehadeh.
