The team, coached by Brent Stuart and Brian Greseth, has been working hard to get ready for the tournament. Members of the OCRA All-Star team include Mason Adams, Malcolm Chambers, Koby Chapman, Mitchell Gaucin, Gabe Greseth, Robert Jones, Jared Joyner, Colton Leppert, Cody Louthan, Tristen Root and Baron Stuart. Ninth Way home. Mary Hamilton, 42, of that address, was arrested Tuesday, July 2, on felony charges of possession of marijuana with intent to sell and possession o f marijuana over 20 grams. She was also arrested on a misdemeanor charge of possession of drug paraphernalia. Okeechobee Forecast Special to the Okeechobee News Waste Management and Seacoast National Bank kicked off the 2013 hurricane season w ith a Hurricane Preparedness Seminar for Okeechobee residents at Seacoast National Bank. Attendees learned about operations and preparing for storms from business leaders in the community. Billy Dean of WOKC radio station spoke about the importance of a battery operated radio during the hurricane stages. WOKC stays on the air 24/7 to inform residents of activity and planning. Undersheriff Noel Stephen spoke about the importance of staying off the streets during the storm. He also adv ised to call the police if you see any suspicious activity. Teresa Chandler of Waste Management asked residents to secure their receptacles and bins as they could become missals. She stated that trash pickup will resume as soon as the streets are clear and trucks can pass through safely. She reminded residents to place garbage by 7 a.m. on regular pick up days. Charles Parker informed that the American Red Cross is ready to respond to emergencies, will man shelters and provide mass care. Gary Ritter of the South Florida Water Management District advised that Lake levels are regulated by the Army Corps of Engineers based on a year round regulation schedule w ith the goal of lower Lake levels at the beginning of the hurricane season. Pump stations located and operated by the Water Management District on the north shore of the Lake take care of storm water discharges managed by local municipal drainage systems, those maintained by homeowners’ associations and from natural tributary runoff. During an event these pump stations have an operator on duty 24 hours Nick Blount of Florida Power and Light stated that FPL has a plan in place that addresses readiness, restoration and recovery. He also spoke about the danger of downed power lines and improper use of generators. Okeechobee Emergency Management Director Mitch Smeykal stated, “National Weather Service and several other Tropical cyclone forecasters are predicting a greater than average an active hurricane season”. “It really does not matter how many storms are predicted for this hurricane season. It only take one to devastate a community. Preparedness and early preparation are paramount for residents to reduce their losses from a tropical weather event.” Jenny Pung advised residents that Raulerson Hospital is equipped to take care of patients at the facility. The hospital has a backup generator to provide needs for the entire hospital, staff and patients. Brian Sell spoke about the Medical Reserve Team in Okeechobee. Local volunteers trained to assist the American Red Cross, EOC, Police and Fire Department in the event of medical needs. Jon Geitner advised to have a minimum of $300 cash on hand in the event the electricity is out. He stated that there is no need to empty your accounts prior to a storm. The banks are equipped to provide cash to account holders. ATMs can be a primary source of cash, but they are dependent upon both electricity and connectivity. Make sure your nancial institution has a back-up power source. Arlena Moses from the NOAA in Melbourne spoke about the 2013 storm season predictions. County budget The county created the separate taxes for EMT and re department so that they did not max out the ad valorem. It is a way of charging the taxpayers more taxes without maxing out the ad valorem tax. If they were to charge a separate tax for the sheriff’s ofce, it would be added to what is already being paid by the taxpayers and the county can than increase the ad valorem tax for more.  The county has already contracted out the building department. Why not contract out the court house security and the jail?  It’s not just the sheriff’s of ces that are having budget problems. All of the governments are having budget problems because they are spending more than they are taking in. Spend only what you bring in.  If they raise your ad valorem tax to 10 mills, that will not be enough for the county to make the budget. Now they are proposing a Municipal service Taxing unit (MSTU) to help pay for the sheriff’s budget. You can call it what you want they are going to raise y our taxes. They will add the MSTU but will not reduce the millage because they have said that even if the ad valorem tax rate was maxed out they still won’t have enough. Contract out the county jail, courthouse security, the tax collector’s of ce. Contract out all mowing. The re department can be reduced to a volunteer re department. Keep the EMTs on as full time. Stop the county v ehicles from being taken home and being used for personal use.  There is still plenty of waste in the county. Just drive around and observe. If the employees, quit so be it. The county’s unemployment rate is one of the highest in the state. People still need jobs. And remember taxpayers, they are still planning on building more county buildings but since they don’t use ad valorem tax for that they think that is not a problem.  Since most of the ad valorem tax goes to the sheriff’s of ce, that is the budget that will have to be cut the most just to break even. They are going to have to make some hard choices. Some counties have gotten rid of school resource of cers. They are nice to have but not critical to public safety. Can those of cers be moved to road patrol to ll in the gaps there? Take a hard look at the narcotics task force. Are they making enough cases to justify all of the positions?  Can court security be privatized?  They can look at privatizing the jail but I don’t know if that would save any money. But sure, take a look at that to see if it would be a cost savings.  If the sheriff’s of ce needs to make money, how about ticketing the speeders on State Road 70. They y over the Kissimmee River bridge in the morning. Or how about ticketing those who pass in the no passing zones on State Road 70?  Could code enforcement be contracted out for a percentage of the nes collected?  Here’s something else no one has mentioned: Healthcare. Obamacare goes into affect January 2014. Rates have already risen and ARE going to rise more. Does the county pay employees insurance premiums now? Who is going to bear that additional cost? The employee or the county or should I say the taxpayers?  The problem isn’t the sheriff’s department and their pension. In fact, the deputies are way underpaid and eventually after a few years of service head out to “greener” pastures. The pension in law enforcement or any state job in general is the trade-off of very low pay and a dangerous line of work. Would you do it? I’m not working a 12 hour night shift with the lunatic meth addicts roaming around. $33,000 dollars a year is not worth my life.  The county commission can slash salaries. Lily, Debbie, Pat, Janice & Rick Kellar, Jr.Are Narcotics Anonymous meetings anonymous?As a concerned member of the recovering covering community in the area, I am saddened by Probation Of cers being sent in to disrupt local Narcotics Anonymous meetings in Okeechobee. Probation Of cers are frequently disrupting N.A. Meetings, intimidating and disrespecting people attending these meetings in order to keep tabs on the people they are supervising. This breaks Narcotics Anonymous’ customs, which have made is possible for Narcotic Anonymous states in its textboo k “We are under no surveillance at any time.” People rely on that, and this practice, generally unheard of anywhere else, threatens the welfare of many addicts in recovery in or area. It is important that the community becomes aware of the oppression our recovering people are enduring here in Okeechobee, because of this Narcotics Anonymous is losing support here at an alarming rate. i nd it reprehensible that the criminal Justice System in Okeechobee has allowed this appalling behavior to continue. People’s lives are at stake. The Probation Department must nd another way to keep tabs on their clients, lest the N.A. meetings in Okeechobee be forced to relocate outside Okeechobee County. Let’s hope the Criminal Justice System isn’t responsible for the destruction of such a wonderful program that brings recovery to millions of families world wide. The people of Okeechobee deserve what all other Americans have access to. I owe 23 years of freedom from active addiction to N.A. Hopefully, by the next time I visit a N.A. meeting in Okeechobee the problem will have been resolved. She was born in Elba, Ala. to Warren H. and Mildred (Peters) Davis. In 1946, after WWII, her parents moved to Ft. Pierce. She was a member of the graduation class of 1960 at Dan McCarty High School. Following their marriage in August, 1960, Lucy and Kenneth Smith returned to A labama. After they started a family they returned to Florida and the children were educated in Okeechobee and St. Lucie County Schools. Lucy's greatest loves were her family and her faith and belief in God. She was preceded in death by Kenneth Smith, her husband of 37 years. Survivors include sons, Kenneth Warren Smith, Lenton Derrick Smith; daughter, Robyn Perry, all of Okeechobee; grandchildren, Andrew, James, Jacob, and Taylor Smith, Sarah, Kenley, Luke, Evan and Kaylie Perry. Most of the South Florida Water Management District (SFWMD) received aboveaverage rainfall in June, with Miami-Dade County being the lone area to see belowaverage rainfall. “After a soaking start to June from Tropical Storm Andrea on the east coast, rains shifted to west for the remainder of the month,” said Susan Sylvester, SFWMD Chief of the Water Control Operations Bureau. “Water managers are anticipating the typically less active July to prepare the system for the peak of the hurricane season.” District-wide, 10.68 inches of rain fell in J une, representing 129 percent of average, or 2.42 inches above average. The Kissimmee and East Caloosahatchee basins, along w ith the Southwest Coast, received some of the largest rainfall totals for the month. These areas received between 3.44 and 4.26 inches above-average rainfall. Miami-Dade County ended June with 6.52 inches of rain, representing 71 percent of average, or 2.63 inches below average. A combination of factors contributed to the county ending up with the lowest rainfall total of the 16 counties in the District. This included Tropical Storm Andrea’s heaviest rains (June 5-7) being concentrated to the north and southeast winds causing thunderstorms to develop inland during much of the remainder of the month. Eastern Broward and Palm Beach counties, along with Martin and St. Lucie counties, received between 0.11 and 1.71 inches above-average rainfall. This included heavy rain from Tropical Storm Andrea. Following several weeks of above-average rainfall, water levels are currently at or above scheduled levels in key areas, such as some lakes in the Kissimmee region and the Water Conservation Areas. This included 10.43 inches of direct rainfall over Lake Okeechobee and its immediate area, representing 149 percent of average or 3.45 inches above average for the month. The lake stood at 14.33 feet NGVD today. This is 0.89 feet higher than its historic average for this time of year. The U.S. Army Corps of Engineers, which manages the lake level with input from stakeholders including the District, has been making regulatory releases. District water managers are continuing to monitor levels and move water in preparation for the most active months of the hurricane season. On average, South Florida’s wet season begins around May 20 and ends around October 13, lasting for about 21 weeks. Typically, about two-thirds of annual rains fall during the wet season, or approximatel y 35 inches out of 52 inches. June is usually South Florida’s wettest month. The June 26 crash happened at 7:58 a.m. w hen a pickup truck driven by Roger Carroll Estes, 60, of Okeechobee, was eastbound on N.W. 240th St. and tried to turn left into a private drive, indicated the report. Okeechobee County Sheriff’s Of ce Deputy Adrian Rogers went on to state in his report that as Mr. Estes was turning, a second v ehicle was in the process of passing the 2007 Chevrolet pickup truck he was driving. The pickup reportedly struck the passing 2008 Nissan automobile driven by Tammie Dees Beasley, 48, of Okeechobee, and redirected it off the road and into a ditch. The car was apparently struck in the right front quarterpanel and passenger door. Deputy Rogers indicated in his report that both drivers sustained “possible” injuries but did not state what those injuries were or their severity. The deputy went on to state that he found Mr. Estes at fault. Damages to the pickup were estimated at $3,000, while Deputy Rogers estimated the Nissan sustained $1,500 in damages. No traf c citations were issued. No one seriously injured in auto accident, says report By Eric KoppOkeechobee News A pregnant Okeechobee woman was taken to Raulerson Hospital for precautionary reasons after the vehicle in which she w as a passenger was involved in an accident on S.R. 70 E., stated an accident report. Okeechobee County Sheriff’s Of ce (OCSO) Deputy Ben Lisle stated in his June 28 report that Christopher Justin Boney, 28, of Okeechobee, was eastbound on the twolane highway around 1:14 p.m. when he pulled off the highway onto the shoulder. He then pulled back onto the highway in an attempt to enter the westbound lane, stated the deputy. When Mr. Boney pulled back onto the highway, continued the report, he pulled in front of an oncoming 2008 Chevrolet pickup truck driven by Charles Joseph Roup, 57 of Okeechobee. The deputy indicated that Mr. Roup tried to stop but was unable to do so and struck Mr. Boney’s 1999 Dodge pickup truck in the driver’s side door with the front of his truck. The deputy indicated that Mr. Roup was not injured but one of the passengers in his vehicle -Jessica Lynn Raulerson, 23, -was taken to Raulerson Hospital by Okeechobee County Fire/Rescue for precautionary reasons. Tyler Ward Crawford, 24, was in the same vehicle but apparently was uninjured. Deputy Lisle stated neither Mr. Boney nor a passenger in his vehicle -Caycee Morgan Rolling, 19 -were injured. The deputy issued Mr. Boney a traf c citation for careless driving, indicated the report. Damages to Mr. Roup’s vehicle, as well as a 20-foot aluminum boat and trailer he was towing, were estimated at $12,000. Mr. Boney’s vehicle sustained an estimated $3,000 in damages, added the deputy. There will not be a district tournament because there weren’t enough teams locally to have a tournament so we automatically reach the state tournament,” he noted. Stuart said he feels the team can compete against the strong programs in the state. The tournament will be held in Sebring this year. “I think we’ll be in the mix. I don’t know that we’ll have a whole lot of problems competing. I’m real happy with how they are working and the progress they are making,” he added. Stuart intends to rely heavily on a deep pitching staff led by his son Baron Stuart, Gabe Greseth, Cody Louthan and Robert Jones. Stuart said his biggest obstacle will be nding places to play for all of the players. “Some of them will play out of position, but I’m sure they’ll do their best at those positions,” he stated. Stuart has preached to the kids about con dence and feeling like they belong at the state tournament. He said physically the kids can compete, now they must trust their own abilities to do so. “I want them to believe in themselves. They must be self-motivated and be ready to play both mentally and physically,” he added. He predicted the young boys will play hard and make Okeechobee proud o f them. Jared Joyner, a seventh grader, said he predicts the team will do well and that he feels good about the team. He has played baseball for over six years in OCRA and travel ball leagues like the St. Lucie Mets, Team Rage and the Mudcats. He plays rst base, catcher, second base and all over the in eld. “I hit the ball decent, but I don’t have a lot of power. I’m a contact hitter and I feel we have a good chance to win the tournament,” he added. His parents are Greg and Sonda Joyner o f Okeechobee. Baron Stuart will enter the ninth grade this year and intends to play baseball for the Brahmans. He said he thinks the team has potential and can compete this year. “We have a pretty strong team with prett y good players. There is a lot more pressure than just playing OCRA because it’s a much bigger stage. It is pretty exciting too,” he added. Stuart plays Travel ball year round and has played for teams like Team Worth, and All American Prospects based in Vero Beach. Stuart plays shortstop, third base, and pitcher. His parents are Brent and Vickie Stuart. “The main thing about this team is hard work. Hard work will get you a long way in life and a long way in baseball as well,” he added. OCRAContinued From Page 1 Hamilton was booked into the Okeechobee County Jail on $11,000 bond. Jail records indicated Wednesday afternoon that she had been released on bond. Also arrested in the home was Ronald Lamberson, 38. He was charged with one misdemeanor count of possession of marijuana under 20 grams. His bond was set at $1,000. A task force detective stated in an arrest report that 6.65 pounds of suspected pot w as found in a shed outside of the home in Four Seasons Estates. That pot, continued the report, was still packaged and in ‘brick’ form. The detective went on to say what wasn’t found is even more troubling than what was seized. “Lying on the oor of the shed was a cardboard box with 18 empty packages, which w ere the same type of packaging (as) the ve bricks,” stated the veteran investigator. “This leads me to believe 18 separate packages of marijuana, weighing over 1 pound each, have been sold prior to the search w arrant being served.” The detective went on to state that nine bundles of cash, as well as some loose currency, was also found in the shed. Lamberson, continued the report, was living in the garage where a number of suspected marijuana ‘roaches’ were found. The detective would not divulge what was taken. He also would not comment when asked if Wright was a suspect in the killing. He did con rm, however, that witness statements led him to Wright. OCSO deputies were called to the 1400 block of N.E. Seventh Street around 9:42 p.m. Saturday, June 15, after a resident in the area found Hill lying in the roadway. Deputy John Hazy secured the scene, then had Okeechobee County Fire/Rescue medical personnel called to the scene. Hill was pronounced dead at the scene. He had apparently been shot multiple times but it’s still unclear just how many times, said OCSO Public Information Of cer Michele Bell. As of Wednesday, July 3, she said her agency had yet to receive an autopsy report from the District 19 Medical Examiner’s Of ce in Fort Pierce. She also explained that the tampering charge led against Wright is a third-degree felony. However, she added, if Hill had been alive when Wright rummaged through his pockets, the charge would then be a rst-degree felony and punishable by a maximum of life in prison. No arrest in the slaying has been made. “This incident has been under investigation since our deputies arrived on the scene, and this investigation will continue until the person or persons responsible are brought to justice,” said Sheriff Paul May. “There is no doubt that some citizens in the area have information that can help us greatly. Although it is illegal and dangerous for anglers to fish with electricity, biologists use electrofishing boats to temporarily stun and collect fish for scientific analyses and to help manage the fishery. Florida Fish and Wildlife Conserv ation Commission (FWC) fishery biologists have special training to operate this equipment safely. Electrofishing boats use a generator to create an electric current. The current flows out in an electrical field between booms that hang off the front of the boat and its metal hull. The electric field does not kill fish and can actually attract them toward the booms, before stunning those that swim within 6 to 8 feet. Biologists scoop up the fish in nets and place them in an aerated livewell to recover. Several factors contribute to how long the fish remains stunned, including the fish’s size, the species, water temperature and conductivity, how close the fish is to the booms and how long the current is applied. In most cases, stunning occurs w ithin seconds of the fish entering the electric field and lasts less than a couple of minutes once the fish is removed from the field. Biologists typically identify fish by species and count and measure them, including their length and weight. Depending on the study, blood samples may be taken, stomach contents examined and tissue samples collected to determine mercury and pesticide levels or the fish’s genetic makeup. Occasionally, biologists transport some specimens to the lab or hatchery for further examination or for breeding purposes. Scientists may also harvest a few to examine their otoliths (earbones), which, once cut and ground into thin slices, show growth rings that reveal their age. In the field, biologists also collect data to use in conjunction with fish data to evaluate the fishery and determine how best to manage the resource. For instance, they record water clarity, conductivity, dissolved oxygen and temperature, along with other information about the type of plants, specific location and substrate (for example, mud, gravel or sand). This is useful to determine why certain fish may be present or absent and to compare samples from year to year or with different water bodies. Electrofishing tends to be less damaging than methods that entangle or trap fish, such as seines, gillnets, wire traps or trawls. It is an urban myth that electrofishing harms the eggs of female fish. In fact, biologists use electrofishing to collect brood fish to use at hatcheries as parent fish. Electrofishing allows biologists to determine how healthy a fish population is in a particular pond, lake, river or canal. For instance, it can determine if habitatrestoration efforts, stocking programs or conservation measures were successful or if measures are needed to enhance angler enjoyment. Information from electrofishing and other sampling methods, including angler creel surveys – where we talk to anglers to determine what they caught – provide much of the information used in quarterly fishing forecasts. The FYCCN effort includes hosting summer fish camps. The goal is to create life-long anglers and stewards of aquatic and fisheries resources. Licensed anglers and hunters who donate to youth fishing and hunting education programs help fund these camps. Over the past four years, these camps have expanded from two to 15 locations statewide and can reach 900 children annually. Besides being fun and informative, camps teach angling and boating skills and introduce campers to the possibilities of a future career.
