She moved here from Maine with her husband after they retired. A year ago, Mrs. Plummer was widowed and she has been living on her own with her dog, Murry, and cats. Once a star of Wild West shows, Mr. Peer can be usually counted on to keep the meetings interesting as he keeps after the commissioners to solve the drainage issues in the area around his ranch. At the Thursday, June 27, meeting the surprise came not from Mr. Peer but from county attorne y John Cassels. Mr. Cassels explained that in a previous meeting Mr. Peer requested information about the drainage easement near his property. Mr. Peer has maintained that the county drainage ditch is on his land instead of the county easement. At the request of the commissioners, the attorney did some research. "It appears the easement is north of the actual ditch," said Mr. Cassels. He said the neighboring property apparentl y has two buildings on the county easement. "The barn and the apartment appear to be almost totally on the easement," he said. Mr. Cassels said he looked for the building permits and could not nd any for these structures. The barn may not have a required a building permit since it is an old structure, he said. Structures were apparently built on an easementSee ROOF — Page 11 By Katrina ElskenOkeechobee News Okeechobee County cannot raise enough in taxes to meet projected expenses, according to the discussion at the Thursday, June 27, meeting of the Okeechobee County Board of County Commissioners. County administrator Robbie Chartier said the proposed 2013-14 budget, including the of ces of the constitutional of cers, is over $26 million. Even if the county raised property taxes to 10 mills -the highest allowed -they would not generate enough money, she said. Mrs. Chartier said based on the property appraiser's estimates, property values fell about 2.15 percent. The county would have to increase the millage rate just to bring in the same amount of money that was generated in taxes last year. A mill equals $1 for every $1,000 of assessed value. Making matters worse, she continued, the 2013-04 budget spent more money than was taken in by the county. The county used $500,000 from reserves to fund the 2012-13 budget. Okeechobee Forecast Special to the Okeechobee News Thousands of Treasure Coast residents attending Indian River State College will have more money in their pockets when the Fall Semester begins August 26 thanks to no increase in tuition or fees for the 2013-2014 school year. The college’s operating budget of $83.9 million was approved by the District Board of Trustees on June 25 without increasing tuition, laboratory, technology or activities fees for the new school year. “IRSC is committed to quality with affordability,” said Dr. Edwin R. Massey, IRSC President. “With signs indicating that the economy is beginning to recover, this is the time to keep the doors of higher education open for all students, equipping them for good jobs and a better standard of living. This has a positive impact on our entire community.” IRSC has a long-standing record of affordable tuition and is ranked the 5th Most Affordable College in the U.S., with enrollment over 5,000, by the US Department of Education Affordability and Transparency Report. “The college was able to prepare a budget with no tuition or fee increases by operating in a very ef cient manner,” Dr. Massey added. Administrative costs at IRSC are historically the lowest of all 28 state and community colleges in Florida, with IRSC ranking the highest in percent of funds going toward instruction. One way IRSC has contained expenditures is through energy conservation and ef ciency, resulting in electricity savings approaching $1 million dollars over the last three years. Administrative positions have not been added and purchases of equipment, supplies and materials are carefully evaluated. Associate level tuition for Florida residents will remain $103.83 per credit and $117.10 for Baccalaureate level college credit, 40 percent lower than Florida state universities and many thousands less than private career universities. IRSC is the leading institution of higher education on Florida’s Treasure Coast with a record of larger graduating classes each year for the past 11 years. During the 2012/2013 school year, IRSC awarded 3,200 Associate and Bachelor’s Degrees. Karma Down the road from a house where I used to stay was a family that had numerous little ankle biters and other dogs. Every time a car or bicycle would come by all these dogs would run out into the street and chase the vehicles. Well I ride a motorcycle and one day it nally happened. The biggest mutt of the bunch (some kind of pit mix) ran out and bit my leg. It was beyond the point of talking to the owners because we had done so multiple times in the past. Karma kicked in later in the following months and the dog was found on the road, hit by a bigger vehicle.Wasting food Wasting food makes it cost more for everyone because it increases the demand. W hen supply exceeds demand, the item becomes less expensive. When demand exceeds supply, prices go up. Look at gas prices. When summer demand goes up, the prices go up. If you are throwing food away, then you are spending more on food than y ou need to so that is costing you more as w ell. If your family does not like leftovers, try adjusting recipes so that you only cook what y ou will eat at one meal. Also, remember that resources are used to grow food. And if y ou throw it away, you waste those resources. You cannot compost cooked food so unless you have some critters to feed it to, into the land ll it goes—wasted.  If a person has too big a batch for the main meal, oftentimes you can freeze half of it and it hits the spot for a quick snack some other time. Cooking for one, a person gets used to freezing half the corn bread, cake, soup or whatever. In fact it saves on energy to do it.  We also freeze leftovers at our house. Not only do we not like the same meal twice in a row but it give me a break when I don’t feel like cooking. When the kids were all here I used to save leftovers and on Friday nights we ate buffet style. Leftovers were warmed and most time there was very little to go to the garbage or to the dog. If I make a big batch of something I just freeze in baggies enough for one meal. Many times I cook just to have some to put in the freezer.  When making a meal a person could have a “Chicken Bowl” and a “Dog Bowl.” A chicken bowl would contain pieces of fruits and vegetables and mashed egg shells, etc. A dog bowl would contain, you guessed it, things that a dog will eat. No waste. A chicken lays eggs without the aid of a rooster and the dog, well, the dog lays around and looks cute and barks when awakened. No waste, free eggs, dog and chicken happy, what more can you want?  Freezing is a great way to save on food, money and time. When we make lasagna, we always make enough for several meals and freeze it. It’s great to have casseroles in the freezer for days when we are too busy to spend time on food preparation.Recycling I live in a well populated area of the county that does not get curb side recycling. It is a shame because there are a lot of people who would recycle cans, bottles, newspapers, etc., if someone would pick them up. Why doesn’t a Scout troop or church club take that on as a project? You could make a little money and also help the environment. At a recent county commission meeting, the Waste Management folks said it was not currently cost-effective for them to expand the recycling pick up program. It is a shame that so many homes in our community do not have a convenient way to recycle. Simple actions by consumers and food retailers can dramatically cut the 1.3 billion tons of food lost or wasted each year and help shape a sustainable future, according to a new global campaign to cut food waste launched last week by the UN Environment Programme (UNEP), the Food and Agriculture Organization (FAO) and partners. Many people think of food waste as a benign substance. It rots down in the land ll anyway, so no problem, right? Wrong! For food to compost properly, it needs light and air. In the land ll, it has neither. Instead, food devoid of light and air produces methane gas, which contributes to global warming. It is estimated that we throw away a third of the food we buy each week! Through poor portion control or buying too much fresh food that goes off before we use it we create a lot of waste. Follow these top ten tips to reduce your “foodprint” and food bill:  Shop Smart—plan meals, use shopping lists and avoid impulse buys. Don’t succumb to marketing tricks that lead you to buy more food than you need, particularly for perishable items. Though these may be less expensive per ounce, they can be more expensive overall if much of that food is discarded.  Buy “funny” or “ugly” fruit—many fruits and vegetables are thrown out because their size, shape, or color are not “right.” Buying these perfectly good funny fruit, at the farmer’s market or elsewhere, utilizes food that might otherwise go to waste.  Understand expiration dates— in the U.S., “sell-by” and “use-by” dates are not federally regulated and do not indicate safety, except on certain baby foods. Rather, they are manufacturer suggestions for peak quality. Most foods can be safely consumed well after their use-by dates.  Zero down your fridge—eat food that is already in your fridge before buying more or making something new, which will save time and money. Follow storage guidance to keep food at its best. Websites such as www.lovefoodhatewaste.com can help you get creative with recipes to use up anything that might go bad soon.  Use your freezer—frozen foods remain safe inde nitely. Freeze fresh produce and leftovers if you won’t have the chance to eat them before they go bad. You can also do this with take-away or delivered food, if you know you will not feel like eating it the next day.  Compost—composting (uncooked) food scraps can reduce climate impact while also recycling nutrients.  Use FIFO (First in First Out) as a kitchen rule. Check your pantry. Cook and eat rst what you bought rst. Store newly bought canned goods at the back of the cabinet. Keep older ones in front for easy access.  Love leftovers—tonight’s leftover chicken roast can be part of tomorrow’s sandwich. Diced older bread can become croutons. Be creative! Ask your restaurant to pack up your extras so you can eat them later. Freeze them if you don’t want to eat immediately. Very few of us take leftovers home from restaurants. Don’t be embarrassed to do so!  Donate—non-perishable and unspoiled perishable food can be donated to local food banks, soup kitchens, pantries and shelters. Local and national programs frequently offer free pick-up and provide reusable containers to donors. Joseph Gary Harris, 29, S. Parrott Ave., Okeechobee, was arrested Wednesday, J une 26, on a charge of possession of methamphetamine. His bond has been set at $20,000. An arrest report by Deputy Donnie Holmes, of the Okeechobee County Sheriff’s Office (OCSO), stated that he was called to the county jail in reference to a drug complaint. OCSO Detention Deputy Sergeant Randy Worth reportedly told Deputy Holmes that the jail had received information that drugs could be found in A Pod, B-Dorm. Sgt. Worth told the deputy that all of the inmates in the dorm were lined up along one wall. Then, a detective with the Okeechobee Narcotics Task Force and their K-9 Remi were allowed to sniff the inmates. When Remi got to Harris, the K-9 gave a positive alert to Harris, said Sgt. Worth. Harris, continued the deputy’s report, was then searched but nothing was found. A urinalysis test was then conducted and it allegedly indicated a positive result for methamphetamine. Harris, who has been in the county jail since April 27, 2012, is being held on a number of felony charges that include: burglary while armed (two counts), robbery, intimidating a witness, dealing in stolen property and grand theft. His total bond on these charges has been set at $585,500. County jail inmate charged with meth possession Joseph Harris By Eric KoppOkeechobee NewsAn 18-year-old Okeechobee teen incarcerated in the county jail on felony theft charges has been charged for allegedly robbing a taxi driver of $141 in cash. Ethan Lane King, N.E. Sixth St., was arrested Wednesday, June 26, on a felony charge of robbery by sudden snatching. His bond on that charge has been set at $200,000. Detective Bettye Taylor, of the Okeechobee City Police Department (OCPD), stated that on May 12 King and two other men called for a taxi to pick them up at a motel on U.S. 441 S.E. The men reportedly had the driver let them out at a downtown pharmacy. The detective’s report stated the men paid their $7 fare and got out of the cab. According to Detective Taylor the cabbie, who had picked up another fare while taking the three men downtown, then delivered that rider to their destination on U.S. 98 N. When the driver reached into their bank bag to make change for the second fare, they found it was empty. OCPD Of cer Jack Boon took the initial complaint, which was later turned over to Detective Taylor. The detective served a search warrant on King’s cell phone and allegedly found a message to a friend of the teen’s that indicated he had “hit a lick” on a local cab driver. Jail records show that King was already being held on several felony charges that include: grand theft-auto (two counts); burglary of a structure while armed; grand theftrearm; and, possession of a rearm/ammunition after being found delinquent. Although he is being held on $200,000 bond on four of those charges, King is being held without bond on one of the grand theft-auto charges. W, Immokalee, was arrested June 25 by Deputy Ben Lisle on a felony charge of battery on detention /commitment staff.  Kimberly Christine Peterman, 27, N.W. 16th Ave., Okeechobee, was arrested J une 25 by Deputy Corporal Aric Majere on Okeechobee County warrants charging her w ith the felonies of failure to appear forging bank bills ( ve counts), failure to appear fraud, failure to appear grand theft from a person 65 years of age or older, failure to appear grand theft-auto, failure to appear grand theft, failure to appear dealing in stolen property (three counts) and failure to appear giving false information to a pawnbroker (three counts). She is being held w ithout bond.  Tyler Watford, 21, N.W. 26th Ave., Okeechobee, was arrested June 26 by Deputy Megan Holroyd on a DOC warrant charging him with the felonies of violation of probation burglary of a conveyance and violation of probation grand theft. Eighth St., Okeechobee, was arrested June 26 by Deputy Corporal Chris Hans on an Okeechobee County warrant charging him with aggravated battery with a deadly weapon. Firew orks can have a life-altering impact on consumers, including severe eye injuries, loss of limbs, and even death. CPSC works closely with U.S. Customs and Border Protection (CBP); the Bureau of Alcohol, Tobacco, Fireworks, and Explosives; the Department of Transportation; and the Department of Justice to enforce federal safety standards and raise awareness about the dangers of reworks. Last year, CPSC received reports of six men w ho were killed by professional-grade, homemade or banned rework devices. In addition, an estimated 8,700 consumers were treated in U.S. hospital emergency departments for rew orks-related injuries. Between June 22, 2012 and July 22, 2012, more than 5,000 consumers were treated in hospital emergency rooms due to reworksrelated injuries. Sixty percent of all reworks injuries occur during the 30 days surrounding the J uly 4 holiday. More than half of these reported injuries involved burns to the hands, head and face. About 1,000 reported injuries involved sparklers and bottle rockets, reworks that are frequently and incorrectly considered safe for young children. Follow-up investigations of incidents showed that most injuries were associated with malfunctioning reworks or improper use. Malfunctioning reworks often resulted in unexpected ight paths and dangerous debris. Improper use included igniting reworks too close to someone, lighting reworks in one's hand and playing with lit or used reworks. Most victims recovered from their injuries or were expected to recover completely; however, several victims reported that their injuries might be long term. "These gures represent more than numbers; they represent the lives of real people who have been affected well beyond the Fourth of July," said CPSC Chairman Inez Tenenbaum. "The federal government is working hard to keep the public safe by monitoring the ports, the marketplace, and the transportation of reworks. Now, we need consumers to do their part and celebrate safely." Working with CBP, CPSC conducts surveillance on imported reworks. During 2012, the agencies collected and tested shipments of imported reworks for compliance with the Federal Hazardous Substance Act (FHSA). About 30 percent of the tested products were found to be in violation of the law and were immediately stopped at the U.S. port. This import surveillance program strives to keep violative and dangerous reworks off of U.S. store shelves and roadside stands. "Fireworks are explosives. Protecting the public means making sure that our safety regulations work when these explosives are being transported," said PHMSA Administrator Cynthia Quarterman. Consumers who decide to purchase legal reworks are urged to take these safety steps. Make sure the reworks you want to buy are legal in your area before buying or using them. Never allow young children to play with or ignite reworks, including sparklers. Parents may not realize that young children suffer injuries from sparklers. Sparklers burn at temperatures of about 2,000 degrees hot enough to melt some metals. Always have an adult closely supervise reworks activities if older children are allowed to handle devices. Avoid buying reworks that are packaged in brown paper because this is often a sign that the reworks were made for professional displays and could pose a danger to consumers. Never place any part of your body directl y over a reworks device when lighting the fuse. Back up to a safe distance immediately after lighting reworks. Keep a bucket of water or a garden hose handy in case of re or other mishap. Never try to relight or handle malfunctioning reworks. Soak them with water and thro w them away. Never point or throw reworks at another person. Light reworks one at a time, then move back quickly. Never carry reworks in a pocket or shoot them off in metal or glass containers. After reworks complete their burning, douse the spent device with plenty of water from a bucket or hose before discarding the device to prevent a trash re. With more competition from other regional land lls and less material going into the land ll, the host fees have declined. "We have to reduce expenses or nd more revenue," said Mrs. Chartier. If the county kept the tax rates the same as the current year, it will bring in $2.2 million less than this year because of the decline in property values, she explained. "We have to change the millage rate to stay even," she said. The state recommends counties have enough money in reserves to fund three months expenses but allows them to have only two months expenses in reserves during emergency situations. "By the end of the scal year, we won't have the required two months reserves," she told commissioners. "The budget level is not sustainable," the administrator said. Even raising the rate to 10 mills would not solve the problem. "Is this sustainable for the county? No. Once we reach the 10 mill point there is no more we can collect," she said. "Is this sustainable to the citizens? No. It's really going to come down to budget cuts." To keep the income level the same as the current year the county would have to raise the mill rate to 8.737, based on the lower property rates. But since they had to borrow from reserves for the 2012-13 budget, that would still mean making cuts. Mrs. Chartier said using reserves to balance a budget solves the problem for that one year, but creates more problems in the future. "We've got to get expenses down," she said. "I have a suggestion," offered County Commissioner Bryant Culpepper. "Get on the phone and call Randall Henderson back and see if he still wants to do the Okee-Tantie project, He was going to pay $2 million up front." "But that's one-time dollars. That's not sustainable," replied Mrs. Chartier. "The danger of going to 10 mills is that's it," said Commission chairman Frank Irby. "What do you do the following year? If the numbers don't work this year, they won't work next year either." "People are having a hard time paying their taxes now," said Commissioner Margaret Helton. "The commercial people especially. We talk about we want to bring the millage down to bring business in." Commissioner Joey Hoover agreed that a high millage rate makes it hard to attract business and industry "When you look at a county that's already at a 10 mill cap, that's a red ag," he said. "Not only it is a signal that it's bad for this year, it's a signal that its not going to get better." "You wonder why our property values are continuing to decline," said Mr. Irby. "At what point does your millage affect your property values?" Mr. Culpepper said cuts in funding means cuts in services that also affect property values. For example, he said, the county needs more code enforcement of cers. "Who wants to buy a house when there is trash and cars jacked up in the yard next door?" he asked. If other homes in the neighborhood are dilapidated, it brings the property values down. "Because of our staff level, we can't address the code enforcement issues," he said. "We really don't have a lot of options," said Mr. Irby. "You have to size your business back to what you can generate and, in the meantime, make your business grow." The commission looked at an option considered before -using a Municipal Services Taxing Unit (MSTU) to fund the sheriff's of ce. Since the city residents have their own police department funded by city taxes, this MSTU could not be charged on properties in the city limits. "You would have to look at that fee schedule to see if it would generate enough revenue to reduce the millage," said Mr. Irby. "I think it is worth looking at that as an option." He said an MSTU might not raise enough money to offset a decrease in county ad valorem taxes. "We can't keep raising that millage," said Commissioner Ray Domer. "At some point we need to lower than millage." "We're at critical mass," said Mr. Culpepper. "I think all of the fat has been cut out. The only option is to reduce manpower." He said if it is true that due to the Homestead Exemption 49 percent of the residents in the county pay no ad valorem taxes, an MSTU might be appropriate. "In many cases these are the same people who demand the most of the services," he said. He said when Florida increased the Homestead Exemption it took a lot of people off the tax rolls. "Whether you make it an MSTU, or raise the ad valorem, the ones who get hurt the worse are the businesses and the people who have homes valued at over $50,000," he said. "Everybody who is getting services from the county needs to pay a little bit." County attorney John Cassels said the county discussed adding an MSTU for la w enforcement in the past and already has the mechanism in place. "You have the process," he said. "You just didn't fund it." Mrs. Chartier explained that the MSTU would only fund the sheriff's of ce. The jail expenses would still come from ad valorem taxes. Mrs. Chartier said that at a millage rate o f 8.7, the county would rase $26,993,000 in taxes. Subtract out $4.1 million to cover two months expenses in reserve and that leaves $22 million. She suggested using that as a starting point to work on the budget. "I think you have to set your budget on what you have coming in," said Mr. Irby. "I think we need to look at our budgets and see how to get there." Before the next meeting, the administrator will gather more information for the board to consider, including determining the MSTU rate necessary to fund the sheriff's of ce; looking at comparable budgets from previous years with comparable property values; coming up with a plan to reduce costs; and, looking at the millage rates charged by surrounding counties and other counties of comparable population size. "If we determine there's only $22 million to spend, then the real ght starts for that $22 million," said Mr. Irby. "The rst hurdle is how much do we have to spend, or are willing to spend." The roof was in bad shape and he did not think it would not make it through hurricane season. Mr. Cassels said the County Road Department cleaned out the ow way portion of the ditch but did not clean the banks of the overhanging vegetation. Because of the steepness of the ditch on that side, if they cleaned the vegetation it could cause erosion that would affect the integrity of the structures, he said. "The structure shouldn't have been there in the rst place," he added. Mr. Cassels said the larger issues regarding drainage in that area has to do with the culverts under the railroad spur. Some culv erts need to be replaced with larger ones, he said. County administrator Robbie Chartier said the contract for that work should be on the agenda for the July 11 county commission meeting. While the commission took no action on the issue of the structures built on the county drainage easement, Commissioner Joey Hoover said they will need to address that issue in the future. "I think we need to prioritize and clean up encroachments on these major drainage canals," Mr. Hoover said. "Access is everything to quick and ef cient cleaning of those canals." Mr. Cassels said solving the issues related to blocked easements is a matter of allocation of resources. "Your easements are there for a purpose. They need to be maintained and kept clear," he said. One particularly common species is known scienti cally as Chlorophyllum molybdites and often called the false parasol, said mycologist Matthew E. Smith, an assistant professor with UF’s Institute of Food and Agricultural Sciences. The large, light-colored fungus grows in grassy areas such as lawns throughout the Eastern United States and in California. “Mushrooms can grow very quickly, so it’s important to be observant,” Mr. Smith said. “If y ou have a puppy or a dog, you should check the yard before you let the dog out, or supervise it when it goes outside.” Though poisoning cases are rare, the false parasol causes intense gastrointestinal distress in people and may be deadly to dogs and horses. Puppies and adult dogs that like to chew are especially at risk for ingesting the fungus. The false parasol is easy to spot against a grassy background. White or tan, it has a domed or at cap and a thick stem; at maturity it may be several inches tall. Colonies often grow in circles, called “fairy rings.” Mr. Smith suggests that animal owners learn to identify the species, check their property often and destroy the mushrooms if they appear w here animals might eat them. When a veterinarian suspects mushroom poisoning, Mr. Smith is sometimes called upon to identify any fungus fragments that have been recovered. It’s not an easy or pleasant task. But Smith said he’s glad when he can give owners helpful information. He’s been involved in 10 to 15 cases of suspected mushroom poisoning in dogs since arriving at UF about 18 months ago. Photographs can aid identi cation, he said, especially if they show intact specimens and the area where the fungus grew. False parasols are responsible for more human poisonings than any other U.S. mushroom species, but they are seldom cited in animal poisonings, said Michael Beug, a professor emeritus with The Evergreen State College in Olympia, Wash., and a noted mushroom expert. Hard statistics on dog poisoning cases are kept by the North American Mycological Society, and their records from 1980 to the present include just three cases with the false parasol. However, Beug noted that when he hears about a case of mushroom poisoning in an animal from Florida, it invariably involves the false parasol. “C. molybdites can be pretty devastating,” Mr. Beug said. “Especially if it’s eaten raw, which is the way dogs eat them.” There’s generally not much that veterinarians can do for af icted dogs except provide intravenous uids and palliative care to reduce distress and discomfort. Fido isn’t the only animal potentially in danger: Livestock are at risk, too. Grazing animals such as horses may consume wild mushrooms accidentally as they browse on grass and other forages. Horses suspected of consuming false parasols should receive immediate veterinary care. Mr. Smith’s overall advice: Discourage dogs from investigating wild mushrooms. “And don’t let your dog eat any mushrooms, even supermarket ones,” he said. 2 Serving the communities south of Lake Okeechobee May 27, 2010 June 28, 2013 Okeechobee News 22 Biologists with the Florida Fish and W ildlife Conservation Commission (FWC) have discovered that a female Florida panther rescued as an orphaned kitten and raised in captivity has given birth just a few months after her release back into the wild. Biologists found an approximately 1-month-old female kitten Saturday in the Fakahatchee Strand Preserve State Park in southwest Florida, near where they released the young adult panther on Jan. 31. “We were very excited to find this panther’s kitten,” said Dave Onorato, FWC panther biologist. “The fact that this panther has given birth is positive news for the recovery of this endangered species and a testament to the hard work of all involved in its rescue and rehabilitation.” Biologists estimate the female panther became pregnant about three weeks after her release, when she was only 21 months old. That age is somewhat y ounger than the typical age of first conception for female panthers the FWC has documented. While biologists are encouraged the female became a contributor to the population so quickly, it was not completely unexpected, given that her home range is w ithin prime panther habitat. After discovering the kitten over the weekend, biologists evaluated its health and tagged it for identification purposes to document whether it eventually becomes part of the adult population. An estimated 100 to 160 adult and subadult panthers remain in south Florida. “Kitten survival rates are pretty low, but this kitten looked healthy and feisty,” said Mr. Onorato. “The kitten has a chance of one day contributing to the population as well.” The FWC rescued the now young adult panther and its brother as 5-monthold kittens in September 2011 after their mother was found dead. They were then raised at the White Oak Conservation Center in Yulee until they were ready for release. The FWC released the male panther in April at the Rotenberger Wildlife Management Area in south Florida. Florida residents can support panther conservation efforts through the purchase of a “Protect the Panther license plate.” Fees from license plate sales are the primary funding source for the FWC’s research and management of Florida panthers. “The success story of this once orphaned panther giving birth in the wild following its rescue and rehabilitation would not be possible without license plate funds,” said Carol Knox, FWC’s Imperiled Species Section Leader. Biologists from FWC’s Fish and Wildlife Research Institute released her at the Picayune Strand State Forest in Collier County. FWC panther biologists recently discovered that the panther has given birth to a single female kitten, dubbed K398. The students also learned about land ll operations, recycling and the certi ed wildlife habitat, taught by Waste Management Community Relations Teresa Chandler. The 26 students received prizes for answering questions about the lesson and enjoyed lunch and dessert in the boardroom. Dee’s husband, Jimmy Holley drove the ambulance for Yates. In the picture, Jimmy’s sister Faye and widow, Dee share pictures with the membership of the Okeechobee Historical Society. Special to the Okeechobee NewsThe South Florida Water Management District (SFWMD) operates the primary canal system, yet the task of ood control in South Florida is a shared responsibility to ensure that the complex, multi-tiered system operates as designed. Flood control throughout the region is achieved through an interconnected drainage system. During heavy rainfall, neighborhood ditches, swales and conduits carry excess stormw ater to secondary canals. In turn, secondary canals operated by local water control districts, cities or counties connect and carry excess water to the District's primary regional canal system. "The district's primary canal system is monitored and operated 24 hours a day, 365 days a y ear," said Tommy Strowd, SFWMD Assistant Executive Director of Operations, Maintenance and Construction. "But during heavy rainfall, there are many parts of the integrated system that have to work to make sure the water is conv eyed to District canals as quickly as possible." Residents, property managers and homeowners associations are encouraged to do their part to keep the water owing by: Keeping ditches, swales, drainage grates and retention lakes clear of debris, trash and other discarded material; Knowing whether a nearby canal is a primary regional canal maintained by the District or a secondary canal maintained by a local municipality or drainage district; Reporting the location and condition of any clogged or damaged facilities to the proper authority; Making sure trees or other vegetation do not encroach on canal maintenance right-ofway; Making sure there are periodic checks of the components of the drainage system to ensure peak performance; South Florida's low, at terrain, combined with a wet climate, make it prone to ooding. The potential for ooding persists every year in South Florida, where bursts of heavy rainfall over a short period of time are inevitable. This is often associated with a tropical storm or hurricane during the wet season, although isolated intense storms can appear any time throughout the year. When the ood control system is operating as designed, water is directed to streets and swales instead of homes and buildings. After a heavy rain, standing water in streets, swales, yards and low-lying areas is expected and normal. Many factors contribute to the ability of water managers to move water during and after a storm: Surface and groundwater levels affect the ability of drainage systems to receive or store new rainfall. The location and capacity of structures, such as culverts, gates, weirs, pumps, levees and even street gates, are all key elements of the drainage system. Water bodies such as ponds, lakes and lagoons also play a role in water management. Tides, winds and the phase of the moon can affect discharges to the ocean.Keeping the ow goingThe district has an extensive program of structural maintenance and upgrades that is critical to ensuring the regional ood control system operates at optimal capacity. The extensive regional ood control system includes nearly 2,000 miles of canals and 2,800 miles o f levees and berms. District crews also regularl y inspect the 645 water control structures and 69 pump stations.
