By Katrina ElskenOkeechobee News A 53-year-old Cocoa Beach man died Wednesday night in a one-vehicle crash on State Road 70 within the Okeechobee Cit y limits. According to the Okeechobee City Police report, Frank Eugene Dudley was driving eastbound on State Road 70 near S.E. 13th Avenue when the accident occurred. According to the report, Mr. Dudley’s 2010 Honda Insight left the roadway and collided into a concrete utility pole at the corner of a parking lot. MurphyOkeechobee News The top administrators at Okeechobee County Schools explained their various grant programs when the Community Collaborative Council held their regular monthly meeting Tuesday at the Okeechobee School Board of ces. Title III funds to assist the district to prov ide materials and services to students have decreased by 21 percent this year. The appropriation totals $100,268. There are 741 students served by the program. These students represent many different languages that include Spanish, Tagalog, Arabic, Malayalam, Ukrainian, Visayan, French, and Portuguese, among others. Renee Geeting, Director of Student Serv ices for Okeechobee Schools, said the funding was cut due to sequestration and because there are more students that qualify across Florida. She said most of the money is paid for staff at OHS to help these students graduate. Seminole Elementary School now offers a program where parents of students can attend at night and learn English. Wendy Coker, Coordinator of Exceptional Student Education, is in charge of an IDEA grant or Individuals with Disabilities Education Act, she reported they will lose $67,000 or about 4-percent in funding this year due to sequestration and budget cuts. The grant money provides for training and technology for students and parents. They work with the families outside of schools. A technology for students and teachers are also available. "These services are open to all students when they need it. Most of the grant goes toward salaries, like staf ng specialist, crisis counselors and clerical aides," she added. The program also includes Ace Pre-K. The total funding this year in this grant is just over $1.4 million. Leslie Lundy, Director of Grants and Special Programs, said the Title I, Part A grant totals $2 million this year. Title I, Part C totals $573,000. Title I, Part D totals $120,000. Indian Education grants total $12,000. Title VI will be funded at an estimated $100,000. The funds go toward the salaries of paraprofessionals, reading coaches, technology specialists, and for a percentage of salaries for an IT coordinator, secretary and bookkeepers, and other positions. Other positions funded include migrant advocates, and other positions as well as supplemental materials and an extended day tutorial for migrant students. Part D goes toward three Department of Juvenile Justice Education sites in the county and the Okeechobee Achievement Academy to help fund supplemental materials and services for students. Lundy reported there are fewer Indian students and fewer migrant students in Okeechobee Schools this year. "We are always concerned about the programs for underprivileged kids." She reported the OHS track team will hold a celebrity server event at Golden Corral on Tuesday, June 4, to raise funds for the team. The council continues to collect donations for school supplies that will be given out in August by My Aunt's House. The Summer Activity Guide for students in Okeechobee was sent to all homes in the school district on May 2. The council also presented a certi cate of appreciation to outgoing chairman Frank Avila of the Children's Home Society of Florida. The council elected Amanda Blewitt of Okeechobee Communities in Schools and the Police Athletic League to be Chair-Elect for the council for 2014. Jennifer McDonald is the chairperson effective in July. The signups for the Police Athletic League summer camps will be this Friday, May 31, at the Okeechobee Achievement Academ y starting at 8 a.m. The next meeting of the council is scheduled for Tuesday, July 23, at 10 a.m. The Guardian ad Litem program will have two new guardian volunteers in Okeechobee. Training will be held at the Okeechobee County Library on Saturday, June 22, and Saturday, June 29, for those interested in being guardians. The checkpoint will be set up at the 3000 block of State Road 70, Okeechobee, Florida. DUI checkpoints are a proven enforcement tool effective in reducing the number of persons killed and injured in alcohol involved crashes. Research shows that crashes involving alcohol drop by an average of 20 percent when well-publicized checkpoints are conducted often enough. Deputies will contact drivers passing through the checkpoint and look for signs of alcohol and/or drug impairment. OK to kill eagles? And yet another shining example of integrity at the federal level. Over a half million birds have been killed by wind farms, included 83,000 protected birds such as hawks, falcons and eagles ... but it is clean energy.  I just read another article on how this administration basically gives the wind farms a bye on killing half a million of birds b ut continues to prosecute and attack fossil fuel industries. So, I guess the green energy people thinks it’s OK to kill all of these birds w hen it’s being done with green energy. W hy does this administration not prosecute t he wind farms for killing all of these prot ected birds? Of course the government is s ubsidizing the wind farms and solar power industries because on their own they are not affordable. The current administration is pushing for more green energy but I think t hey are only doing it so they can get the support from the green energy groups.18-year-old jailed for dating 14-year-old My personal opinion is that even the most immature of 18-year-old has no business with a 14-year-old.  How many cases do you know of w here high school sweethearts marry and raise a family and live normal lives? Yes, I know with the divorce rate being what it is t hey can end up divorced or stay together until death. Still it seems more normal to me if even at a young age, boy and girl fall in love and proceed with their lives.  This is one problem I have with the age of emancipation in Florida and personally feel it should be raised back to 21 as Florida has MANY students in school who ARE LEGALLY ADULTS per statute de nition but for v arious reasons can turn 18 before graduat ion. Mixing “legal adults” with “juveniles” is asking for legal trouble in my opinion. Public ignorant about scandals It hard for me to believe that people in America are so uninformed. I have those in my own family that are like that. My own daughter told me she never listens to the news because it depresses her. How can you live in America and just shut your eyes and ears to what is happening.  When I got a real job and saw how much the government was taking in taxes I had to get a better understanding of why. When I bought a house and had to start paying taxes, I again wanted to know how my money was being spent. I have learned over the years that when the economy is doing good the government is getting a certain level of money but when the economy turns bad they are used to get that certain level of money and they raise our taxes so they can still get that same amount of money instead of cutting back. I have always wanted to know why are you taking my money, why are you taking so much, and what are you doing with it. I like to know that whatever is happening with my money that I’m getting my money’s worth. I can’t wait until the day comes that I can join the rest of the 47 percent that lives off the government and sit back and enjoy everyone else working to support me.Graduation party I am glad the local community hosts an annual party for the high school graduates. I have supported it in the past and will continue to do so. But they need to establish a unique name for the event to avoid confusion. Some people refer to it as “Grad Night.” It cannot be “Grad Night” because that is the name of the big party that they have at the theme parks for all of the Florida high school seniors. It is confusing to also refer to a local event as “Grad Night.” If you ask people to donate, they might think you are talking about the theme park party. And since the theme park party has already been held for the Class of 2013, why would they donate now? Just establish a different name for the Okeechobee party. They used to call it the Okeechobee High School No-Alcohol Graduation Night Party. But that is too long a name. Maybe the Class of 2014 can come up with something catchy they can use from next year on. Help wasn’t coming in Benghazi: The new realityBy Congressman Tom RooneyDuring a Senate hearing on Benghazi, former Secretary of State Hillary Clinton famously asked: “What difference at this point does it make?” My answer is this: After Benghazi, America changed. You see, the worst part of this tragedy wasn’t the failure to protect our own, and it wasn’t the Obama administration’s efforts to cover up that failure, as seen in the disturbing emails between top of cials at the State Department and other agencies. The worst part about the assault on our consulate in Benghazi and what we’ve learned since is this: When terrorists attacked our people, the cavalry never came. And it was never going to come. As a former Army of cer, I had the privilege of serving alongside some amazing human beings. They wear the uniform knowing they may lay down their lives for their country. Their charge is to ght and win this country’s wars. Our service members live by the motto, “Leave no one behind.” This is in our DNA. Or at least it was. On dates like 9/11, we know our enemies want to make a statement with terror. What better target on that date than an unguarded embassy, in the midst of the Arab Spring? To those of us who opposed our involvement in Libya from the start, Libya’s failure to become a wellspring of a burgeoning democracy was no surprise. Benghazi was a ticking time bomb, and Ambassador Chris Stevens knew it. And so the terrorists attacked, and hours went by before the terror would end. Secretary Clinton talked to embassy of cials during the siege. During one of these calls, two of our men who would ultimately give their lives were still alive. As they defended their ground in the middle of the night on hostile territory, far away from home, one thought was surely racing through their minds: Help is on the way. Backup will be here soon. They must have repeatedly looked to the sky expecting an American aircraft to arrive carrying Marines or Special Forces. As more hours went by, no one came. I can only imagine what they were thinking before they died: Where are they? When the dust settled, the administration claimed there wasn’t enough time to send a rescue team, a claim repeated countless times. I want to know: How did they know that when they rst decided not to send help?The attack went on for more than eight hours. How did the Obama administration know when the assault was going to end? What if it lasted for 10 or 20 hours? Why not send a rescue team or aircraft at hour two or four or six? Wouldn’t i t have been worth it to try? Politically, Obama could say he tried to sav e their lives but there just wasn’t time. Tactically, we would have reminded the world that if you mess with the United States, your actions will not go unanswered. Sending help would sho w Americans serving in harm’s way around th e world that we still look after our own.But the truth is, help was never coming in Benghazi. That is a new reality in this country. Our government wants to portray to the world that everything is ne. They want to show ho w progressive and open-minded we are. Shows of strength and security at the consulate befor e the attack wouldn’t t that mold. Yet the president was comfortable establishing a consulate, with a real live ambassador, in the middle of one of the most dangerous places in the world without real security. Why? To portray to the world that the Arab Spring was working and President Obama was far removed from the mistakes of the Bush administration. The thinking inside the administration goes: Obama helped the Arabs overthrow oppression where Bush went to war with them.When the initial attack disproved this notion, the administration did everything it could to protect the narrative. They refused to send help. Sending in military support would have constituted “boots on the ground,” a responsibilit y the commander in chief did not want to bear. Isolated drones strikes and NATO-led missions are the crux of the Obama Doctrine, and both are worthless against a sudden attack.In the aftermath, they falsely blamed the attack on a video, then claimed ignorance, and then when caught in a campaign of misinformation, claimed to have acknowledged it was a terrorist attack all along. Confused? That’s th e idea. To cap it all off, no one has been arrested. You burn our consulate? You kill our ambassador? What’s the ol’ U S of A going to do abou t it? Well, nothing actually. That sends the wrong message not just to the world, but to ou r troops, and to our kids who may want to serv e someday. Whenever someone raises concerns about Benghazi, the other side cries “politics.” I really don’t care about the politics. I don’t car e about what this means for 2014 or 2016. This is bigger than Benghazi, and it’s certainly bigge r than election cycles. I care about the moment those men kne w they were alone and would die, and the sinking feeling they must have experienced when the y realized help wasn’t on the way. I care abou t the new reality, where Americans under attac k can’t expect relief to come. And that breaks m y heart. The “shining city on the hill” is a littl e dimmer after Benghazi. With the start of this year’s hurricane season on June 1, the Internal Revenue Service encourages individuals and businesses to safeguard themselves against natural disasters by taking a few simple steps.  Create a backup set of records electronically Taxpayers should keep a set of backup records in a safe place. The backup should be stored away from the original set. Keeping a backup set of records—including, for example, bank statements, tax returns, insurance policies, etc.—is easier now that many nancial institutions provide statements and documents electronically, and much nancial information is available on the Internet. Even if the original records are provided only on paper, they can be scanned into an electronic format. With documents in electronic form, taxpayers can download them to a backup storage device, like an external hard drive, or burn them to a CD or DVD.  Document valuables Another step a taxpayer can take to prepare for disaster is to photograph or videotape the contents of his or her home, especially items of higher value. The IRS has a disaster loss workbook, Publication 584, which can help taxpayers compile a roomby-room list of belongings. A photographic record can help an individual prove the market value of items for insurance and casualty loss claims. Photos should be stored with a friend or family member who lives outside the area.  Update emergency plans Emergency plans should be reviewed annually. Personal and business situations change over time as do preparedness needs. When employers hire new employees or when a company or organization changes functions, plans should be updated accordingly and employees should be informed of the changes.  Check on Fiduciary Bonds Employers who use payroll service providers should ask the provider if it has a duciary bond in place. The bond could protect the employer in the event of default by the payroll service provider.IRS is ready to helpIf disaster strikes, an affected taxpayer can call 1-866-562-5227 to speak with an IRS specialist trained to handle disaster-related issues. The accident is still under investigation, according to the Okeechobee City Police report. Upon arriving, the of cers observed a man outside apartment B104, who appeared to be in the process manufacturing methamphetamine. The man was taken into custody and members of the Okeechobee Narcotics Task Unit were noti ed to respond. During the course of the investigation, it was determined that this was a “one pot methamphetamine cook” with an estimated 1 gram of nished value that had been produced, according to the report. Law enforcement of cials estimate the value of the drugs conscated at about $200. Due to the volatile nature of the meth lab, the Drug Enforcement Agency was noti ed and responded to disable the lab. Miguel Alan Rodriguez, 27, was arrested and charged with felony counts of manufacturing methamphetamine and unlawful possession of chemicals. He was also charged with a misdemeanor count of possession of drug paraphernalia. Bond was set at $41,000. The $32 million is an historic step forward in restoring America’s Everglades by improving water quality and water ow. The Governor signed the bill as part of a ceremony at the Florida Atlantic University Pine Jog Environmental Education Center in West Palm Beach. Governor Scott said, “I was proud to work w ith state, local and federal of cials to create the $880 million Everglades Restoration Plan, which w ill ensure we’re doing what it takes to protect and properly manage our nation’s most delicate natural treasure. In this session alone, we’ll invest $70 million for supporting the Everglades – and by signing HB 7065, we’ll provide $32 million in recurring dollars for the Everglades, which is a huge win for Florida’s environment.” Senator Wilton Simpson said, “I was proud to work with Governor Scott to provide $32 million in annual funding to support Florida’s Everglades. These dollars will help protect, restore and create a more sustainable ecosystem for this natural treasure.” Representative Matt Caldwell said, “Governor Scott did a great job in working with all stakeholders to create the $880 million Everglades restoration plan—and our job is now to fund it. By providing $32 million annually for the Everglades, we’re doing our part in supporting this worldrenowned ecosystem, which provides limitless bene ts to our state and nation.” The goal of the Governor’s $880 million Everglades Restoration plan is to improve water quality and water ow throughout the Everglades. Improvements to the health of the Everglades ecosystem are important for sh and animal habitat as well as the health of the South Florida economy. The plan is funded, in part, by a $32 million annual appropriation and is a partnership between the Florida Department of Environmental Protection, the Water Management District, stakeholders in the Everglades Agricultural Area and all of South Florida to address water quality in the Everglades. The Water Management District has already achieved several milestones ahead of schedule. The Governor’s landmark water quality plan includes:  6,500 acres of additional stormwater treatment areas, which are man-made managed wetlands that naturally remove phosphorus from water prior to the water being discharged into the Everglades; and,  110,000 acre-feet of water storage capabilities in ow equalization basins, or reservoirs that work with the proposed and existing stormwater treatment areas to regulate ows and optimize treatment ef ciency. Other components of the plan include engineering projects in existing treatment areas and the modi cation of conveyance features necessary to move the water through the South Florida Water Management District’s massive ood control and water delivery features The Governor’s plan was presented to the U.S. Environmental Protection Agency in the Fall of 2011. After coordination with EPA, the nal plan was included in permits and orders issued by the Department of Environmental Protection in September of 2012. DEP Secretary Herschel T. Vinyard, Jr. said, “Governor Scott’s leadership has resulted in a major step toward improving and protecting one of our nation’s greatest natural resources. According to Okeechobee City Police Detective Bettye Taylor’s report, a 4-wheel drive Chevrolet Silv erado truck was stolen on May 9 from a fenced yard on S.E. Sixth Avenue. The owner reported that the keys had been left in the unlocked vehicle. He also reported that a loaded .22 Ruger Mark III pistol in a red case had been left on the back seat of the truck. OnStar was activated and the vehicle was recovered behind a barn in Enchanted Forest trailer park, the report continues. The trailers closest to the barn were unoccupied. The truck was towed to dry storage for processing. When the vehicle was recovered, the gun, gun case, magazine with bullets, two checkbooks and other documents were missing from the truck. Ethan Lane King, 18, of N.E. Sixth Street, was charged with burglary of a structure or conveyance while armed and grand theft auto. According to the report, a witness reported seeing King with the gun, which he reportedly used to shoot armadillos. According to the report, the victim’s check books were turned in by a resident who found them off N.E. 270th Street. The gun and gun case were also recovered during the course of the investigation. Teen accused of stealing truck Ethan King The following individuals were arrested on felony or driving under the in uence (DUI) charges by the Okeechobee County Sheriff's Of ce (OCSO), the Okeechobee City Police Department (OCPD), the Florida Highway Patrol (FHP), the Florida Fish and Wildlife Conservation Commission (FWC) or the Department of Corrections (DOC).  David Enrique Sanchez, 20, of N.E. 13th Street, was arrested May 29 by OSCO Deputy S. Pollock and charged with DUI.  Catarino Cruz, 41, of N.W. 207th Street, was arrested May 28 by OSCO Detective W. Hill and charged with ling a workers comp claim with fraudulent information. On March 13, the manager of a local farm led an injury report indicating Cruz “stubbed big toe on the left foot” and refused to go to the emergency room. This is the only injury report known of or documented by the employer. On May 6, Cruz presented himself for treatment at Raulerson Company Care in reference to what he claimed was a workrelated injury, according to the OCSO report. He presented what appeared to be a Florida identi cation card with his name on it and gave a Social Security number. During the investigation into this matter by the Division of Insurance Fraud it was learned the Social Security number was not assigned to Cruz and is not a valid Social Security Number, the report states.  April Renee Simmons, 31, of N.W. 32nd Avenue was arrested on May 30 on Okeechobee County warrants on charges of violation of community control (dealing in stolen property and giving false information to a pawn broker) and failure to appear in court (felony child neglect). Okeechobee Arrest Report The Florida Fish and Wildlife Conservation Commission (FWC) will host a free hunter safety course on June 8 from 8 a.m. to 5 p.m. in Glades County. Participants must successfully complete the online portion of the course prior to attending and bring the nal Web report to the FWC course on June 8. It does not have to be notarized. Students will learn about hunting laws, safe gun handling and hunter ethics/responsibility, among other topics, before taking the nal test. The course also includes livering instruction on a shooting range. The class is at the Glades County Sheriff’s Of ce Shooting Range in Moore Haven on Gun Club Road (north of the city barn), 3 miles north of U.S. 27 on State Road 78, and 6 miles south of Lakeport, near the Fisheating Creek entrance. The team, which is coached by Robert Garcia and Heath Whipple, is in its rst season of play and is off to an impressive start. They nished the weekend with two wins and three losses and fth place overall out of 11 teams. It takes only inches of water for a small child to drown so taking extra safety tips at home and around pools, spas and all bodies of water can prevent drowning incidents. Facts about young children and drowning: the majority of deaths and injuries in pools and spas involve children ages 1-4. Drownings occur when there is a short lapse in adult supervision. Little children drown quickl y and silently. Drowning is preventable. Never leave a child unattended around a pool, spa, bath tub or any body of water. Teach children basic water safety skills. Learn how to swim to ensure your children know how to swim as well. Avoid entrapment be keeping children away from pool drains, pipes and other openings.
