Mrs. Meeker was hand-picked by Governor Rick Scott two years ago to serve as the district’s executive director. In a brief one-page letter to Daniel O’Keefe, chairman of the SFWMD governing board, Mrs. Meeker said she was proud of what water managers have accomplished and is con dent the district “... will continue to effectively serve this region, its citizens and its priceless resources.” She did not state in her letter to Mr. O’Keefe if she has found work elsewhere, but only stated that she has “... Meeker resigns from SFWMD post Melissa Meeker “I think it is a good day for the 16 counties affected by water management.”— Paul Beck Glades County CommissionerSee MEEKER — Page 5 By Eric KoppOkeechobee News An Okeechobee man was arrested early Wednesday morning when narcotics detectives executed a search warrant on his home and reportedly found an operating meth lab. David Allen Lewis, 33, S.W. 16th Ave., was arrested May 22 on a felony charge of possession of methamphetamine. He was also charged with the misdemeanors of possession of listed chemicals and possession of drug paraphernalia. He is being held in the Okeechobee County Jail on $31,000 bond. The search warrant was served on Lewis’ mobile home shortly after 7 a.m. by detectives from the Okeechobee Narcotics Task Force and agents from the Drug Enforcement Administration (DEA). A task force detective said the arrest came about after a “long-term investigation.” During the search of the home detectives reportedly found a laundry list of items commonly used to make crystal meth. Among those items were: plastic bottles containing a white substance; liquid drain cleaner; plastic tubing; coffee lters; AA lithium batteries; paper gas mask; lantern fuel; rubber gloves; and, pseudoephedrine tablets. Pseudoephedrine or ephedrine is a common ingredient, or “precursor,” in the manufacture of methamphetamine. Pseudoephedrine and ephedrine are the active ingredients in legitimate brand-name and store-brand over-thecounter cough, cold and asthma medicines. An arrest report stated detectives also found a glass smoking pipe with a residue, as well as Task force shuts down meth lab By Katrina ElskenOkeechobee News Small county issues overall had a good result from the recent session of the Florida Legislature according to a report from CAS Governmental Services. Lobbyists Ken Grimes, Dale Milita and Connie Vanassche made a report to the Okeechobee County Commission at their May 23 meeting. “Some of the issues we continue to work on were budget-related,” said Mr. Grimes. He said the legislature funded offsets for scally-restrained counties such as Okeechobee County. About $44 million in road projects in Okeechobee County was included in the state budget, he said. This includes a construction project on State Road 70 from Northeast 34th to Northeast 80th Avenue, he said and improvements on the intersection of State Road 70 and U.S. 441 (Parrott Avenue) as well as resurfacing work on State Road 78. He said other funding approved that will affect Okeechobee County included libraries, solid waste grants, aquatic weed programs and Department of Juvenile Justice programs. Locally, Okeechobee Utility Authority had two budget items funded for wastewater with a total of $600,000 included in the state budget, he said. The legislature appropriated $70 million fo r Everglades restoration as the state’s portion o f the project, he said. He said the Florida Legislature chosen not t o participate in the expansion of Medicaid unde r the Affordable Care Act. Retirement was another issue highly dis cussed but no major changes to the Florid a Retirement Systems were made, Mr. Grime s continued. The Florida House wanted to close the FR S system to new employees, he said. The Florid a Senate had a different proposal. By Charles MurphyOkeechobee NewsPlans to beautify and improve the City of Okeechobee were discussed at the Tuesday, May 21, meeting of the Okeechobee City Council. Councilman Devin Maxwell said the city should appropriate additional revenue for permanent long-term capital improvements in the public works area that will generate additional revenue. “We’ve been slashing our budget but I’d like to work on generating revenue with streetscapes, curb and gutter, urbanized type streets, lighting and benches,” he added. “There is a school of thought that if you invest in that you will get a nancial return.” Mr. Maxwell said they should also consider park development because they do a great job increasing the property value of adjacent properties. “In a number of ways parks prov ide an improvement, people want to recreate and that creates a demand for housing and economic development.” Mr. Maxwell said he is concerned that there has been less growth in the city than in the county in recent years. He pointed at the Home Depot, built on the city border that had a tax bill this past year of $128,000, as a missed opportunity for the city. Mayor Jim Kirk said it would be nice if the city would grow. He said if he was a business man and could build outside the city and avoid the city tax, he would do it. “That’s a tremendous operating cost,” he said. “I don’t know how to offer businesses in here but just offer them what we have.” Mayor Kirk said he won’t give the farm away to get vegetables. He said other communities have given away millions to have businesses come in. He gave as an example Palm Beach County which has lost a lot of money in business ventures. “We do need to make the place beautiful. Parks are nice and so is landscaping. We also must be good stewards of the taxpayers’ money. That is why we’re in the good shape that we are in,” he added. The mayor said the more attractive the city looks, the more likely they’ll attract new business and residents. Councilman Dowling Watford said he supports passive recreation parks in the city. He said each council member has pet projects and interests. He suggested the city create a formal process where the councilmen can speak about these projects. Mayor Kirk said a pre-budget workshop to toss around these ideas before the budget is discussed, might be a good process to use. “Things are starting to get better, but we have businessmen that are very aware that this could change quickly. We have to be careful. Make sure when we make decisions it is something we can live with,” he added. Keith Walpole said a lot of things have changed in Okeechobee since he came here in 1972. He said it has never been more challenging to bring people into this community from a business stand point. He supported the city improvement of streetscapes, lighting and parks. “The council has been so responsible from a nancial perspective. It is time to start investing, with a plan or an idea. We want to support the civic organizations,” he added. County Commissioner Frank Irby said he encourages the city to think hard about spending money on trees and plants. He pointed to improvements made in Stuart, Fort Pierce and Indiantown that have improved the appearance of the community. “It gives a much better impression and what we think of the city so I would encourage you to do that,” he added. Main Street Okeechobee recently received a grant for beauti cation. Mr. Irby said maintenance of these improvements is also imperative. He said the city must consider the widening of the main intersection and the impacts on trees in Flagler Park. “A lot of those trees are going to go down. We need to talk to Florida DOT and plant trees before the others go down or it will look very bare there,” he added. Mac ‘Hoot’ Worley gave an example of Pahokee, which he described as a wholesale ghost town. He mentioned a newspaper article in West Palm Beach that listed whether the CEO and the CEO’s wife wanted to live in that community is one of the main reasons for growth. “Our community is dirty. It is overgrown. You were the rst to have proactive code enforcement and a landscaping plan. I know you have worked hard but I implore you to do more,” he suggested. He said the city could match the $100,000 grant received by Main Street and still spend less than they did in 2011-2012. J.D. Mixon, lifelong Okeechobee resident, echoed the statements in support of the landscape improvements. He said if parks and playgrounds can be strategically placed to improve the city, we would see economic and social bene ts around the community. “When it comes down to it, the city is still the heart of the community. We don’t want to be the next Pahokee,” he added. Mr. Mixon is in the process of pursuit of a park that would be more accessible to special needs children. City Administrator Brian Whitehall said the city has had the philosophy of being cautious; to hunker down, hold the line on taxes and to be nancially conservative. He said staff has considered a park plan and realize the council wants to be part of that planning. He is in the process of working on a small park on Taylor Creek at Southeast Sixth Avenue and Seventh Street suggested last year by Councilman Mike O’Connor. “If the mind set now is we want to improve the entrance to Okeechobee. We are ready to be a part of that,” Mr. Whitehall added. Mr. O’Connor solicited and secured $35,000 in promised donations from private citizens and businesses to help with this park. A conceptual plan is in the process of being developed. 2 Serving the communities south of Lake Okeechobee May 27, 2010 PROTECT YOUR ANIMALS FROM FLEAS, TICKS & MOSQUITOS Walpole Feed & Supply Co. 863-763-6905 Hwy 98 N • Okeechobee Stop by and see us today.Frontline • Advantage • Tri-Force Advantix • Fly Relief • Bronco Repel-X Mosquito Halt • Saber & Many More The Okeechobee News will be closed Monday, May 27 for Memorial Day WEDNESDAY, May 29 DEADLINE Display Advertising.......3 p.m. Friday, May 24Have a Safe Holiday! Churches Tax churches now. Restore their re/ EMT obligations and relieve tens of thous ands of individual homeowners from carrying those infrastructure burdens for them. I thought the tax exemptions were originally instituted to give a break to those w ho are doing good for humanity and the c ountry. Of course an atheist will see no good in what any Christian organization does. Add to that the hypocrisy which exists among many, certainly not all, and add to it t he secular rule of law and you get an expensive mix of undeserved breaks for many w ho have nothing but greedy and worse, destructive intentions toward our country. T his is why I am currently against those tax exemptions. It that currently it is quite easy for any Joe Schmoe to rent or buy a building, apply for exempt status and start preaching w hatever version of Christianity or other that he wants to, without any real knowledge of t he scriptures. I am not saying there are no t rue Christian ministers out there. But if the c hurches paid taxes like every other entity, it might help sort out the fakes. Anyone who c an make comparison appraisals could estimate the amount a church would owe compared to any other piece of real estate, and t hen come up with a probable amount that w ould be owed. I think they can afford it, and if not they should scale down.Obamacare If Obamacare is so good for this count ry and the people then why is the President, Congress and their families exempt? I agree t he cost of healthcare and medicines is too high and should be controlled. The real question is how can the cost be controlled? If you pay cash for a medical procedure, it is generally a third of what the insurance companies and the government pay. Why are t hey charging so much more to the insurance companies and the government?Disasters Watching the news, I was struck at the differences between the Hurricane Sandy victims in New Jersey and the Oklahoma tornado victims. Hurricane Sandy victims were complaining because they lost vacation homes. Oklahoma tornado victims were just thankful if they and their children were still alive. People who lost everything they owned in the world called it “just stuff” and were happy just to have their families. Of cials in New Jersey expected the federal government to pay for everything. Of cials in Oklahoma are only asking for federal help with debris cleanup. They do not want to put the nation further in debt, since their children would be stuck with that bill.Conservative or liberal? It seems to me that rather than Liberals bashing Conservatives for a seeming unconcern for those less fortunate and Conservatives objections to creating a society of lazy irresponsible people, calls for a totally new look at our situation. I prefer to look at things with a percentage-wise view, as well as cause and effect considerations. For instance, what are they doing to help themselves? Do they even know what it takes to help themselves? Are they willing to do what it takes to help themselves? I have often heard the statement “those people are mostly able bodied and can work.” But in order to work, one has to be hired by someone or go into business for himself. OK-suppose there are certain requirements to working at this prospective place of employment. Maybe the employer would like to have employees’ hair groomed to a certain standard, maybe a no hardware piercings policy, perhaps a rule about how low the neckline should be. If a person is determined to maintain his right to dress and accessorize any way he chooses and does not get hired there, then is the taxpayer obliged to support him? On the subject of social service, would it be wrong to investigate even more thoroughly as to what a person is willing to or can do for themselves, before giving them assistance? It appears that the fact a person is hungry and penniless today is all that matters. We need background checks before being allowed to purchase a gun. Maybe a background check would be in order before handing out all sorts of assistance. It seems nowadays that the less willing you are to help yourself, the more likely you are to receive it from the government. Hope they don’t run out of money by the time I apply. By Charles M. MurphyOkeechobee News Okeechobee City Council extended a moratorium on impact fees for one year, learned their nancial picture continues to improve, and, approved a rezoning requested for Okeechobee Asphalt and Ready Mix Concrete when they met in regular session on Tuesday night at City Hall. Okeechobee Asphalt requested rezoning from multi-family residential to industrial for ve lots, just under an acre, located at 800 N.W. Ninth St. A nal public hearing was scheduled for Tuesday, June 18, at 6 p.m. The company plans to use the property for storage of materials to support the existing asphalt plant. The city planning consultant recommended residential multi family while the city planning board recommended approval of the industrial rezoning. Mayor Jim Kirk said there is one home nearby that is undergoing a major renovation. He questioned whether they would be impacted by dust from the storage. Councilman Dowling Watford said right by the railroad track is appropriate for industrial and should be an expected use. Councilman Devin Maxwell said he was concerned about possible noise and odor impacts especially with a church nearby. City code enforcement of cers said the storage materials used on the site beforehand were in violation of city code and urged the applicant to apply for a rezoning, city administrator Brian Whitehall added. "I assume he'll be using this for storage. He has not represented himself to the contrary. We also can't put a contingency on a rezoning," he added. Mr. Whitehall said if there are problems created by the storage of materials the city would have to address this with the company. "We have a couple of remedial actions by other industrial uses in town where the business decided to be good neighbors," he added. A buffer area might be a solution. The council asked Mr. Whitehall to approach the applicant and discuss this possibility before the June public hearing. The council approved an extension of the moratorium on public works, law enforcement and re impact fees for one year. A nal hearing on this ordinance was set for June 18 at 6 p.m. Auditor Deborah Goode of the CPA, Carr, Riggs & Ingram, LLC, reported the city saw an increase in assets of just over $353,000 this year. Revenues exceeded expenditures in 2012. She pointed out the overall fund balance had been reduced from $10.4 to $9.3 million in the past year. General fund revenues were $5.5 million about $39,000 more than the previous year. Actual expenditures dropped by $735,000. The city pension plans also saw a solid recovery for employees. "The city is in very good, stable nancial condition," she told the council. The city spent $189,000 less than they budgeted for the last scal year. City nance director India Riedel also gave a positive report on city nances. Ad valorem tax revenue received is 5 percent ahead of last year. General fund revenues are up by 3.16 percent or $77,050. General fund expenditures this year have increased by $20,252 over last year. Franchise fees from Florida Power & Light based on power usage are down, perhaps due to a mild winter. The same holds true for Waste Management commercial franchise fees, perhaps due to the closure o f the local U-Save supermarket. Mrs. Riedel said most of the city's revenues have leveled off in recent years including sales taxes after huge declines in 2008. Building fees are down due to a continued building slowdown. Gas tax revenues are also down slightly. In other business, the mayor proclaimed the week of May 19-25 as "National Public Works Week." The entire City Public Works Department was on hand to accept the proclamation. Public works director David Allen said a lot of the work done by public works is taken for granted and is often behind the scenes. He praised his staff for their willingness to work hard and for their dedication to their jobs. The council approved a 90-day extension for workers compensation insurance bene ts to Brian Padgett, who was injured on the job back in October. He has not full y recovered and has not been released by a physician to return to work. The mayor also proclaimed the month o f May as Civility Month. Councilman Clayton Williams was absent from the meeting. City council extends moratorium on impact fees 2 Serving the communities south of Lake Okeechobee May 27, 2010 5 Okeechobee News May 24, 2013 accepted a new opportunity ...." For Glades County Commissioner Paul Beck, Mrs. Meeker's resignation left him w ith mixed feelings. "I think it's a good day for the 16 counties affected by water management. Hopefully, her replacement will be open, honest, have some integrity and that their system will begin to operate in the Sunshine as Florida statutes state," he said, Thursday. "But, my desire was that she be red and put out by the curb side." The commissioner's anger still rages w hen he recalls a Jan. 31 meeting with Mrs. Meeker and current SFWMD Chief of Staff Daniel DeLisi in Moore Haven. It was at this meeting, recalls the commissioner, that Mrs. Meeker lied to him when she claimed that her agency had nothing to do with the ongoing trial by which water managers are trying to take property from Bonnie Luna Byars and other members of the Luna family through eminent domain. The district claims they need the property as part of the Kissimmee River restoration project. However, at that January meeting Mrs. Meeker told Mr. Beck her agency doesn't take people to court to take their property. She told him the U.S. Army Corps of Engineers brought the action, even though the lawsuit clearly indicates that the SFWMD is the petitioner. That case number is 2012CA251. He also pointed out that an employee from the Glades County Clerk of Courts of ce was at that meeting and was taking notes, and that Mrs. Meeker's statements were recorded. Then, about three weeks later, Mr. Beck ran into Mrs. Meeker at another meeting and confronted her about telling him "a half truth" in regard to her statement about the Byars trial. She then apparently responded by reminding him there was a story about the trial in the Okeechobee News so why "... would I tell you something like that?" At a May 14 meeting of the Glades County Board of County Commissioners, Mr. Beck told his fellow commissioners about the apparent lies and that Gov. Scott should "... terminate her employment because she has manufactured information on different occasions." Despite these allegations along with other documented controversies swirling around her and the district as a whole, Mrs. Meeker stated in a letter to her staff that she was proud of the way they "... rallied in the face of adversity, focused on solutions and refused to yield to cynicism." And while she made reference to "... a very challenging period ..." in her letter to Mr. O'Keefe, she did not say if that contributed to her leaving. Rumors have been circulating recently that she has been looking for another job. As for her replacement, no names have been mentioned. However, one person of consideration would likely be Mr. DeLisi, who also served as a member of the governing board before taking his current position. When asked about having Mr. DeLisi lead the district, Mr. Beck was lukewarm about the idea. "I've had two opportunities to talk to Mr. DeLisi at length. He seems genuine and appears to want to clean up water management," said Mr. Beck. "I asked him if he was going to be part of the problem or part of the solution. His reply was he wanted to be part of the solution. He appears to be more up front than Mrs. Meeker." None the less, he continued, he plans on keeping a close watch on what goes on in the district's of ces on Gun Club Road in West Palm Beach. Regardless of who takes the helm, Mr. Beck said he hopes the new SFWMD head will demonstrate real leadership and improve the district's way of doing things. Or else, he said, it will simply be the same old thing. "I hope this is not just a new public relations campaign by water management," he said with a sigh. MEEKERContinued From Page 1 drone aircraft put limits on the use of drones for any type of surveillance. He said the state legislators who represent Okeechobee County have been ver y responsive to local concerns. "Our delegation, Florida Senator Denise Grimsley and Representative Cary Pigman, are there when we need them," said Mr. Grimes. "They go to the wall for you when issues involving this county come up. They're always willing to get in there and ght for us." ROADSContinued From Page 1 a small plastic bag that contained a white powder. That powder was eld tested and the test indicated a positive result for the presence of methamphetamine, the report added. The suspected meth weighed approximately 1.2 grams and had an estimated street value of around $150, said a task force detective. According to the detective Lewis was running a "shake and bake" operation. The detective explained that is simply a quick cooking method during which the chemicals are mixed together in a 2 liter plastic bottle. Once the ingredients are mixed the gas is taken off. Then, in 45 to 60 minutes, the cooker will have about 3 grams of crystal meth. Methamphetamine is a synthetic drug sold as pills, capsules or powder and can be smoked, snorted, injected or swallowed. It is also known as meth, speed, crank or ice. Meth is an illegal and highly addictive drug that affects the central nervous system. Ingestion of methamphetamine increases heart rate, blood pressure, body temperature and the rate of breathing. It also dilates the pupils and produces euphoria, increased alertness, a sense of increased energy and tremors. High doses or chronic use have been associated with increased nervousness, irritability and paranoia, which in turn lead to hyperactive behavior and dramatic mood swings. Heavy users often exhibit extreme belligerence and paranoia. Withdrawal from high doses often results in severe depression. Adverse consequences of abuse include the risk of stroke, convulsions, dangerously high body temperature and cardiac arrhythmia. According to the detective's arrest report Lewis had been involved in cooking meth on at least four occasions in the last three to four months in his home. An arrest report by Deputy DeMarcus Dixon, of the Okeechobee County Sheriff’s Of ce (OCSO), stated that Ramona Roberta Baker, 37, and Carlotta Pamela Hopson, 29, were both arrested on felony charges for their part in the Tuesday, May 21, incident. Baker, Red Barn Road, Okeechobee, was arrested on a felony charge of aggravated battery with a deadly weapon (two counts) and a misdemeanor charge of affray. She was booked into the Okeechobee County Jail on a bond of $20,500. Hopson was charged with one felony county of aggravated battery with a deadly weapon and one misdemeanor count of affray. Her bond was set at $10,500. According to Deputy Dixon when he arrived at the soccer elds on Northwest 10th Terrace he saw a number of people, mainly Okeechobee High School students, ghting. He along with OCSO Deputy Lieutenant Joe Ortega broke up the brawl. One of those female juveniles was taken to Raulerson Hospital by Okeechobee County Fire/Rescue because she was having trouble breathing, pointed out the deputy’s report. Another 15-year-old combatant refused medical treatment, as did 18-year-old Jaryaca Baker Jaryaca Baker, 18, was charged with the misdemeanor of affray. Also arrested on that same charge were Thaddnesha Roberts, 18, and Jazma Washington, 18. Their bonds were set at $500 each. Deputy Dixon went on to state that four juveniles were also arrested on a misdemeanor affray charge. They were each turned over to their parents. The deputy’s report stated that two of the juveniles were apparently ghting when Ramona Baker interfered and grabbed another female by the hair. At some point Ramona Baker reportedly produced a blue bat and allegedly told her opponents “I got something for you ...” Ramona then allegedly struck Washington in the side of her body with the bat. At that point, stated Deputy Dixon, Hopson went to a parked vehicle and grabbed a tire lug wrench. She then struck Ramon a Baker with the lug wrench, added the deputy. The deputy added that Ramona Baker’s shirt was torn and she had blood on her right ear. A video of the brawl then showed Jaryaca Baker swinging the bat and threatening some other female combatants with it, the deputy’s report stated. The arrest report does not indicate what caused the melee. Deputies break up brawl; two women arrested Ramona Baker Carlotta Hopson

We Treat Kids Too! Diabetic Foot Complications At Florida Foot Specialist we treat all problems with the foot and ankle. There are a wide range of problems that affect the foot and ankle. These can range from orthopedic problems such as bunions to neurologic problem i.e. neuropathy. A large number of our patients are diabetic, due to the numerous complications that accompany diabetes. We also deal with fungal infections of the nails and feet, as well as vascular disorders that can cause long-term problems with the foot and ankle. Diabetes is an inability of the body to deliver sugar into the cells. Sugar is delivered into the cells with insulin. The inability of the body to deliver the sugar into the cells causes a high concentration of sugar in the blood. These high sugar concentrations cause damage to the small vessels and nerves. The high sugars also decrease the bodys ability to “ ght infection. As the nerves become damaged, pain can occur in the feet “ rst. This is followed by numbness. Often patients are relieved when the feet become numb since they are no longer painful. However, the numbness can pose its own threat. The patient is unable to feel if something is happening to Florida Foot SpecialistYour Neighborhood Foot & Ankle Specialists his or her feet. This can lead to an ulcer or wound. Once you have an ulcer, you need a good blood supply to feel that ulcer. The high blood sugars will cause enough damage to the vessels that the wound will not receive enough blood to heal. This means that the patient will have a wound that is unable to heal quickly. An ulceration is also a source of infection. The skin is the bodys “ rst line of defense against infection. An ulceration in the skin is a break in that defense system. So bacteria are able to enter the body. In diabetics with high blood sugars the immune system is de“ cient. This will allow the infection to spread. If the infection gets into the blood it can be life-threatening. Often times, if the infection gets into the bone, the bone needs to be removed calling for an amputation. As a diabetic, it is important to keep your blood sugars under control. It is also important to check your feet and shoes every day for any signs o f problems. Lastly, as a diabetic, you should be seen regularly by you r Primary Physician and a Podiatrist. Small problems can become big very quickly with diabetes. 11 Okeechobee News May 24, 2013

All expectant mothers agree on one thing: keeping their baby healthy during and after pregnancy is a primary focus. While new moms understand the role prenatal vitamins and healthy eating play in their child’s health, many may be unaware of the various disorders that can be prevented by a simple screening once the baby arrives. The Florida Department of Health (DOH) encourages all moms to consider how they can give their babies the healthiest life possible. The department and its new health initiatives are making strides toward increasing the number of Florida’s babies that receive proper screenings for uncommon genetic, metabolic, or enzymatic defects. The Florida Newborn Screening Program is one initiative that aims to prevent impairments by screening newborns for diseases that might not be immediately apparent, but can affect a child’s development later on. The program works with af liated organizations like Newborn Screening Lab, Children’s Medical Services, and the greater community to guarantee an increased percentage of infants screened and cured of defects such as Severe Combined Immunode ciency Syndrome (SCIS), cystic brosis (CF), and, hearing loss. SCIS is an immune de ciency that makes children vulnerable to dangerous infectious diseases including pneumonia and meningitis, during the early months following birth. Early treatment for the disease involves replacing a child’s immune system through blood transplants, a process which has high success rate when detected early. The same may also be said of cystic brosis, a genetic disorder that critically affects the lungs, pancreas, liver and intestines. Despite having no of cial cure, a diagnosed infant can live unaffected by the condition if it is detected and treated early. According to the summer 2012 issue of Baby Steps, the Florida Newborn Screening Newsletter, nearly 50 percent of babies that require additional screenings do not complete the program, and are therefore unable to receive a proper diagnosis or treatment. The Florida Newborn Screening Program encourages mothers to adhere to their “1-3-6” policy, which suggests babies be screened within a month of their birth, diagnosed within three, and enrolled in an early intervention program by month six, should their results require treatment. It is an initiative based on prevention, detection, and high-quality treatment services. The Florida Newborn Screening Program’s 2012 issue of Baby Steps may be found at: http://www.doh.state. .us/cms / NewbornScreening/NewbornScreening / Babystepssummer12.pdf. Running out of C. Scott Driver Park in the town of Okeechobee, to sh the 730-square-mile lake, the Haines City angler caught ve bass weighing 17.06 pounds. He anchored his bag with a 7.69-pound bucketmouth that also took tournament lunker honors. For the Boater Division victory, Soles took home a check for $1,017 plus a $140 bonus for the big bass. "We started with frogs and then went to ipping beav ers around reeds and cattails," Soles revealed. "The frog bite shut down when the sun came up. We stayed on the north end of the lake. I caught the big bass late in the afternoon with about an hour left to sh. The water was pretty stained." In second for the boaters, Corey A. Roberts of Fort Myers landed a ve-bass tournament limit going 17.03 pounds. He anchored his bag with a 6.14-pounder to pocket $859. "We started on the west side and didn't do much, so we moved to the east side," Roberts advised. "I was throwing a jig and lled out a limit. On the last cast, I caught my biggest sh on a swimbait." David M. Thomas of Lake Butler nished third for the boaters with ve bass and 16.86 pounds. For the effort, he w ent home with a check for $572. "We ran to the east side and caught a couple small sh on frogs," Thomas said. "Then, we ran farther south and sh blew up near the grass and started schooling. We stayed shing that grass in that same area and caught a lot of sh." Jim Gestwicki of Miami placed fourth with ve bass and 15.57 pounds including a 4.52-pound kicker. Jared A. Dial of Winter Haven wrapped up the top ve boaters with ve bass at 15.16 pounds. In the Co-Angler Division, Tom Reeves of Land O Lakes w on with three bass weighing 15.71 pounds for a 5.24pound average. He upped his average with a 6.48-pounder that led the division big bass contest. For the win, Reeves earned $859 plus another $70 in big bass money. "We shed both the east side and the west side," Reeves explained. "We caught sh everywhere we went on anything we threw. I caught sh on swim jigs, swimbaits and w orms. I got tired of culling we caught so many sh. I caught the big sh on a Reaction Innovations Skinny Dipper swimbait at midday." Taking second for the co-anglers, Ernie C. Johnson of Okeechobee brought in a three-bass division limit for 12.23 pounds. He collected $429 for the effort. "We shed on the bar and threw a spinnerbait," Johnson said. "I broke off a 4-pounder. Then, we went to the east side and shed a speed worm all day. I worked it like a senko. Within ve minutes, I caught my two biggest sh." Matt M. Surman of Orlando placed third place with three bass going 10.38 pounds. He anchored his bag with a 6.12pounder to pick up a check for $286. "We were shing near the Monkey Box and throwing a swim jig most of the day," Surman recalled. "We caught some on a spinnerbait early in the morning. I had one 5-pounder roll all over my jig, but just couldn't get it in. That would have helped me." In fourth place for the co-anglers, Nik C. Kayler of Apopka landed two keepers and nished with 8.26 pounds topped by a 4.76-pound kicker. Fred George of Okeechobee took fth place among the co-anglers with a three- sh limit going 7.96 pounds.
