MurphyOkeechobee News Okeechobee High School assistant principle Traci Brown, who resigned earlier this year, asked the board to rescind the resignation and requested reinstatement to her job at the school board meeting Tuesday. She stated she was the victim of unfounded allegations in a recent arrest that involved a former boyfriend that was made by a deputy with the Okeechobee County Sheriff’s Of ce. She read a prepared statement to the board which stated she has no prior problems in the workplace or in life, had never been arrested before, and had never been disciplined in any way by an employer, OHS assistant principal ghts to keep her job By Eric KoppOkeechobee News A man and woman were arrested after they were allegedly involved in the purchase of 120 oxycodone tablets from an undercover law enforcement of cer during a reverse sting operation. Tony Andrew Corwin, 47, and Bonnie Trawick Villarreal, 52, were both arrested Wednesday, May 15, on a felony charge of traf cking in oxycodone 4 grams or more. Corwin, of an Andrea Lane address in Buckhead Ridge, was booked into the Okeechobee County Jail under a bond of $35,000. Jail records show that he has since been released on bond. “I do not have a history that re ects the allegations I’ve been faced with and do not feel my career should end as an administrator on mere accusations. I have pride in my character, as well as my morals and ethics. To have my reputation destroyed and my career ended is devastating,” she said. Ms. Brown said she doesn’t wish to work anywhere else and that her heart is in this community. She said she has a lot to offer as an administrator to the school system. Dr. Wayne Moesching and Patricia Wemmer both spoke on Ms. Brown’s behalf. They vouched for her character and her dedication to her job. They said published and broadcast reports of her arrest were very one sided and slanted against Ms. Brown. The speakers said the incident was a priv ate matter. Dr. Moesching said there have been other negative situations with school district employees that were dealt with differently. “I know Traci is a good person. I think she will continue to do a good job and I admire people that do their job and do it well. I’d appreciate it if you would take that into consideration,” he added. Mrs. Wemmer said she found out Ms. Brown was in an abusive and terrible relationship and should be given support by the school district. She read a letter she sent to the school board. In it she stated she had known the Brown family for over 30 years. She stated the Brown children were educated in our schools, participated in our schools, and returned to Okeechobee as educators. “Traci Brown is a caring and competent young woman who has already contributed much to the community and our educational system. My husband, (Dr. David Wemmer) and I appeal to you to reinstate her and give her resources to work through her familial problems,” she stated. Mr. Kenworthy said Ms. Brown has the right to withdraw her resignation under school board policy until it is approved by the school board. He said he would honor her request to withdraw her resignation. Mr. Kenworthy recommended Ms. Brown be suspended without pay through June 11 to review her case. She would have 15 days to request a hearing which would be heard at the June 11 board meeting. Ms. Brown said she did not wish to be suspended without pay and requested her reinstatement to her job. She said she was concerned this would show up in her personnel le and impact her opportunity to nd employment in her chosen eld of education. Board chairman David Williams said the board had two choices, approve the Superintendent’s recommendation to suspend without pay or vote it down. Mrs. Wemmer said the incident was overblown and asked why Mr. Kenworthy recommended a suspension without pay. “It’s almost like he has something against her. There are others that did things similar to this and still have their job (with the schools),” Mrs. Wemmer said. Ms. Brown said the criminal charge against her was dropped in court and she faces no penalties for this alleged incident. “Since Mr. Kenworthy has no intention of reinstating me as an administrator, I would rather resign. Based on the fact he told me I have no chance to be an administrator in this county I will resign” Ms. Brown said, adding that she had met with Mr. Kenworthy earlier to discuss this situation. A motion to approve the list of resignations, terminations and suspensions of various employees that include Ms. Brown’s resignation effective April 12 died for the lack of a second. Board member Malissa Morgan asked Mr. Kenworthy why he recommended a suspension without pay. Mr. Kenworthy said he has high standards for administrators. He said teachers are held to a high moral standard. He admitted the incident occurred at a private residence. He said he takes action on disciplinary matters regardless if criminal charges are led. “We have never had an administrator in this county get arrested,” he added. After about 30 minutes of discussion, Ms. Brown requested a hearing on June 11. The board approved the recommendation to suspend Ms. Brown without pay until June 11. Board member Joe Arnold abstained because his supervisor at work is related to Ms. Brown. The motion was passed 3-1 with Ms. Morgan opposed. The board will consider the Brown case on June 11 at 6 p.m. Court records show Assistant State Attorney Ashley Albright led a no information in the battery case against Ms. Brown on Ma y 10, 2013. After the meeting, Mr. Kenworthy said he will honor whatever decision the board makes. He was asked if the statement he has no intention of reinstating her was true. “No,” he said. “The employee has a right to due process and a right to tell her story. We have a right to tell ours. The school board will be the judge and jury in this case. I work at the pleasure of the board and I will honor whatever decision they make.” Mr. Kenworthy said he can’t remember a situation where an employee was suspended with pay. He said he is philosophically opposed to paying a suspended employee for staying home and doing what they want. He said he would rather reassign the employee to another job so they earn that pay. In the interim, the assistant principal position will remain vacant. Jail records also indicated that Corwin w as arrested May 2 on a felony charge of grand theft auto, and that was released May 2 on $5,000 bond. An arrest report by a detective with the Okeechobee Narcotics Task Force stated that V illarreal actually brokered the deal between Corwin and the undercover of cer. The deal called for Corwin to buy 120 oxycodone tablets for $18 each, the report stated. According to the arrest report when the undercover of cer arrived at Villarreal’s home, Corwin pulled along side the of cer. Corwin got out of his vehicle and entered the of cer’s vehicle where the undercover of cer started counting the tablets. “Corwin stopped the undercover of cer from continuing to count the oxycodone tablets, and asked if all 120 tablets were there and the undercover of cer advised him ‘yes,’” stated the report. At that point Corwin allegedly gave the of cer $2,160 for the pain killers. When task force detectives arrived on scene Corwin and Villarreal were reportedly sitting in Corwin’s vehicle. The man was then searched by detectives and the pills were found in the right pocket of his shorts, the report stated. Corwin apparently refused to speak to law enforcement. Villarreal, however, allegedly told detectives she was not paid anything for brokering the deal. According to court records Villarreal was convicted Oct. 27, 2011, of purchase of oxycodone and possession with intent to sell or deliver oxycodone. She was then placed on community control for two years, meaning she will not complete that sentence until Oct. 27, 2013. Court records also show that Corwin was arrested in April on a grand theft motor vehicle charge. Then, on May 7, he led an application with the court for criminal indigent status. He is being represented by Brandie M. Tindall of the Public Defender’s Of ce. He is scheduled to be arraigned on the grand theft charge at 9 a.m. on Wednesday, May 29, in front of Circuit Court Judge Sherwood Bauer. PILLSContinued From Page 1

MurphyOkeechobee News Two students received Point of Light A wards for helping avoid a possible school bus accident as the Okeechobee School Board met in regular session Tuesday night. Superintendent Ken Kenworthy said he w anted to recognize the children for extraordinary courage, and for their quick action to get the medical attention the driver needed. Nikita Laduke and Wayne Morgan acted quickly as they assisted an ill bus driver in Dixie Ranch Acres in late April. “They got on the bus at 6:30 in the morning, but they knew something was not quite right, and thank goodness they watched the driver, they looked out for her, and I can’t thank you enough for what you did,” he added. Miss Laduke said she appreciated the award and said she only did what she had to do to stop the bus. She continues to inquire about the bus driver and her health. She has been called a hero by other students on the bus and at her school. She stated her parents are very proud of her. “I don’t feel like I was a hero. I just did w hat I felt was right,” she explained. She had an FCAT test that morning and was very alert on that day. Superintendent Kenworthy said the kids got the bus under control and the incident could have ended badly with injuries to students and the driver. He explained the bus driver is doing better and now works for the district in another capacity. Other students honored included Samantha Rivero and Stephon Williams for their v olunteer work on the Superintendent’s Student Advisory Council. Top readers at the elementary school level this year were honored. Shelby Sumner, Central Elementary, Kase Myers, Everglades, Makalyn Jones, North, Maria Sanchez-Virto of Seminole, and Joy Whipple of South Elementary. The top reader in the district is Makalyn Jones. The board also honored the FFA Meat J udging Team at Yearling Middle School that recently nished fourth in the state. Members include Kelvin Forde, Cady McGehee, Evan Soto and Nate Wilcox. The FFA Meat Judging Team at the Okeechobee Freshmen Campus is the Florida State Champion this year. Team members include Caitlyn Albers, Kristen Dryden, Jacob McGehee and John McGehee. The 4-H Meat Judging Team is also Florida State Champions this year. Members include Cody Casperson, Brandon McKee, Travis Register and Julie Sharpe. Athletic teams and athletes were also honored at the meeting. The OHS softball team won the District 12-7A Championship. Seniors honored Tuesday from the team included Jaryaca Baker, Sarah Davis, Lexi Manson and Kathy Simmons. Ami Edwards, a senior at OHS, was honored for winning the District Championship in the shot put throw. Tabatha Henry, a junior at OHS, was honored as she quali ed for the state nals in the 3200 meters. She nished 13th in the race held in Jacksonville on May 3. Instructional staff recognized upon their retirement at the end of the school year include Mary Ellen Emley, 36 years of service; Ernest Johnson, eight years; Susan Karns, 40 years; James LaPenna, 35 years; Susan LaPenna, 35 years; Cathy Raulerson, 37 years; Earnestine Roberson 26 years; and, Richardean Singleton, 27 years of service. Education Support staff recognized upon their retirement included Monika Batton, 32 years, and Fred Klein, 10 years. In business actions, the School Board approved the following items;  Expelled a ninth grade student at the Okeechobee Achievement Academy for the remainder of the school year and the rst semester of the 2013-2014 school year for de ance of authority.  Approved the issuance of a request for proposals for banking services.  Approved an agreement with Indian River State College to be a member of the Research Coast Career Pathways Consortium for $1,096 for the 2013-2014 school year.  Approved a policy that requires students to use seat belts on school buses.  Approved staf ng allocations that include 449 instructors, 366 non instructional staff and 38 administrators, a total of 853 employees for the 20132013 school year. Last year, the district had 464 instructors and 385 non instructional employees, a total of 888 employees. Superintendent Ken Kenworthy said administrative costs have been reduced 21-percent or $181 per student over the past year.  Scheduled a special school board meeting for Tuesday, May 28 at 6 p.m. to discuss and resolve the impasse on the classi ed personnel contract. The school board will serve as the legislative body to solve the dispute after both sides disagreed with recommendations made by a special master.  Learned the proposed state budget could increase funds for Okeechobee Schools by 4.65 percent. The district should expect a total amount of just over $43 million. The state also projects student enrollment to drop by 119 students to 6,404.  10 students from the Okeechobee Freshman Campus took part in the Take Stock in Children Event at IRSC and received college scholarships for four years if they meet academic and other requirements.  The graduation party for the class of 2013, spearheaded by the Kiwanis and Rotary Club will be held at the KOA Convention Center this year on Thursday, June 6. Sales tax on internet purchases Looks like we may be paying sales taxes on all internet purchases in the near future. No doubt the Democrats will rejoice in this manna from heaven, or for the more secular of them, proper and just tribute from the proletariat.  The big corporations say charging state sales tax on internet purchases will level the playing eld?? Businesses will have to send monthly or quarterly tax returns to all 46 states who collect sales tax and possibly for all 565 Indian tribes. Nearly 10,000 jurisdictions have their own tax rates. Each state can do its own audit. There will be two entities that pro t off the backs of small and medium size businesses through the collection of this tax: 1) the software company that sells me the high dollar software to keep track of all these states and then requires that I renew it every year, AND, 2) the government. When is the government going to start learning to live within its means?  Our illustrious government always wanting a piece of the pie. I really believe it’s the ONLY thing on the Legislature and Senate’s mind is how to get more money from the hard working Americans.New building I think the county’s building plan is sensible. The county buildings should all be in the same area of town so you don’t have to go running all over the place to try to nd the of ce you need. Just try getting a permit to build something and you will see what I mean.  One spending spree after another on things we do not need. A plethora of empty buildings in this town and they want to build another on the back of tax payers? The former U-Save sits totally unoccupied and has plenty of parking. When election time comes around, the one person who isn’t WASTING my tax money will be the only one who gets my vote.Graduation I want to commend the Okeechobee Kiwanis Club, the Okeechobee Rotary Club and the Okeechobee Education Foundation for stepping up to take over the graduation lock-in party. I hope all of the parents of the Class of 2013 get involved in helping any way they can to make this a great night for all of the kids. It’s time for some fresh ideas to make this traditional party even better than ever. Club seeks grant for parkThe Kiwanis Club of Okeechobee, for w hich I am currently the President, is trying desperately to raise funds to construct a special needs park in Okeechobee. Our community has more than 1,300 special needs children enrolled in the school system alone and not a single special needs park that they can visit. We will be soliciting corporate sponsorships for this endeavor soon, but right now we are trying to get the ball rolling by winning a $25,000 grant from Landscape Structures, a well-known playground equipment manufacturer. Graduation party planners seek community support Special to the Okeechobee NewsConKerr Cancer does 10,000 pillowcases!ConKerr Cancer’s mission is to “Give sick kids a reason to smile, one pillowcase at a time.” Okeechobee’s ConKerr Cancer group is part of the West Palm Beach chapter. All of our pillowcases are donated to St. Mary’s Hospital, Palms West and Lakeside in Belle Glade. Marilyn Degler, coordinator for West Palm Beach, recently reported that this chapter delivered its 10,000th pillowcase. Okeechobee contributed 2,087 pillowcases to that total since June, 2011, when the local group was formed. By Eric KoppOkeechobee News A local detective’s case load became heavier with the theft of two unlocked vehicles in Okeechobee earlier this week. Okeechobee County Sheriff’s Of ce (OCSO) reports indicate those thefts were made even easier because the keys were left in the ignitions of the two vehicles. OCSO Detective Mark Shireman is searching for clues in the theft of a 2007 John Deere Gator all terrain utility vehicle from a local business on N.W. 16th Blvd. The report indicates the Gator was parked under an awning by the company’s of ce late Saturday afternoon, May 11. The company’s manager reported the theft on Monday, May 13, to OCSO Deputy Sergeant Shannon Peterson. Sgt. Peterson’s report stated no property surrounding the area was damaged in gaining access to the utility vehicle. According to the sergeant’s report the utility vehicle was painted green, except for the top of the bed which was painted black. The value of the Gator was placed at $6,000. The detective has also been charged to nd the culprit or culprits responsible for the theft of a 2005 Chevrolet half-ton pickup truck from a residence on S.W. 35th Circle. The dark gray, four-door truck was last seen by its owner around 9 p.m. Monday. A report by OCSO Deputy Jose Garduno indicated the vehicle’s owner took a newspaper to his neighbor around 7 a.m. Tuesday and when he returned home he realized his truck was not in his driveway. Although the truck has no distinctive markings, Deputy Garduno stated it had tinted windows, stock rims and new tires. The owner of the pickup reportedly told the deputy no one had permission to use the truck. Deputy Garduno’s report did not indicate the value of the pickup. King, 18, N.E. Sixth St., Okeechobee, was arrested May 14 on a felony charge of grand theft auto when he w as reportedly found sleeping in a pickup truck that had been reported stolen from Palm Beach County. Records indicated King is being held in the Okeechobee County Jail w ithout bond. An arrest report by Deputy Jose Garduno, of the Okeechobee County Sheriff’s Of ce (OCSO), indicated he and OCSO Deputy Sergeant Shannon Peterson found the green pickup parked in a wooded area at the end of Northeast Eighth St. When Deputy Garduno approached the truck he could see someone sleeping in the reclined driver’s seat, stated the report. Sgt. Peterson reportedly recognized the sleeping man as King. According to the arrest report the keys were in the ignition and the radio was playing. While King was detained at the scene, Sgt. Peterson veri ed the truck was reported stolen. "An average wet season would bene t w ater managers in the challenging effort to balance the needs of 7.7 million people and South Florida's unique ecosystems," said Susan Sylvester, SFWMD Chief of the Water Control Operations Bureau. "Still, we remain vigilant because Florida has unexpected weather extremes that can dramatically impact water conditions across large areas." Released May 15, the National Weather Service's 2013 wet season forecast calls for: Near-normal precipitation through October; Nearto above-normal temperatures; Lack of either El Ni–o or La Ni–a conditions through the summer, which can lead to higher variability in rainfall across the area.Current conditionsSouth Florida has seen 12.93 inches of rain to date this dry season, which is 81 percent of average, or a de cit of 3.04 inches. Key placed and well-timed rainfall events during this time period, however, stabilized regional water supplies during the driest portions of the dry season. This included the second wettest April on record since 1997. Because of this rainfall, water levels in managed areas are on target with or near their regulation schedules. These federally authorized operating plans are designed to set water levels, based on a host of factors, to help balance competing demands on a resource such as a lake or reservoir and to achieve the lowest desirable water levels going into the hurricane/wet season. The hurricane season of cially begins on June 1 and ends on November 30. Lake Okeechobee stood at 13.48 feet NGVD Thursday, which is 0.18 feet above its historic average for this time of year. During the past ve years, the district has invested $240 million in essential maintenance work, including: Hardening pump stations; Overhauling gated spillways; Replacing project culverts; Dredging canals; Stabilizing canal banks; Enhancing treatment wetlands. The district will also conduct its annual "Hurricane Freddy" exercise as part of the agency's emergency operations readiness for hurricane season. On average, South Florida's wet season begins around May 20 and ends around October 13, lasting for about 21 weeks. Typically, about two-thirds of annual rains fall during the wet season, or approximatel y 35 inches out of 52 inches. Since 1932, virtually all wet seasons have produced 2 to 4 feet of rainfall. June is usually South Florida's wettest month. The wet season has three general phases: Memorial Day weekend through July 4 weekend, which are typically the wettest six weeks of the year. Early July through mid-August, which are hotter and often drier. Late August through October, which are characterized by highly variable rainfall mainly due to tropical activity and cold fronts. Birth certi cates are legal documents used for a variety of reasons, such as school registration, driver's license renewal and application for a U.S. Passport. Parents of newborns are encouraged to apply as soon as possible after the birth of their child to determine if any corrections are needed. Citizens can purchase a certi ed copy of their Florida birth certi cate at the Health Department. By Eric KoppOkeechobee News It appears local arcade businesses have heeded the warning of law enforcement and have closed their businesses as required by a law that went into effect last month. Even though the law became effective A pril 29, local law enforcement gave local establishments a grace period to come into compliance. They had until Wednesday, May 15, to become compliant. “To the best of my knowledge, they’ve all closed,” said Detective Lieutenant Brad Stark, of the Okeechobee County Sheriff’s Of ce (OCSO), late Thursday afternoon. He estimated some 30 local businesses were affected by the law. Detective Bill Saum, of the Okeechobee City Police Department (OCPD), said he checked the three businesses located inside city limits Wednesday night and they, too, had all closed. Prior to this week, the two detectives had visited arcades and public service organizations that had arcade machines to explain the new law and that they had to close. For some businesses—such as restaurants and service clubs—they don’t have to close but they do have to either get rid of the machines or render them inoperable. In an earlier interview, Lt. Stark said he and Detective Saum had visited restaurants, bars, service clubs, veteran’s organizations and adult arcades about the law. He said the people had listened and all agreed to shut down. “They’ve been very cooperative—understanding and cooperative,” said Lt. Stark. Some arcades had already shut their doors before the detectives paid them a visit, while others had already made their machines inoperative. The law, HB-155, was approved in response to a three-year federal and state investigation into illegal gambling at internet cafes af liated with Allied Veterans of the World—a St. Augustine-based charity group. It has been alleged that Allied Veterans and their af liates collected $300 million in revenue but only donated $6 million to charity. Former Florida Lieutenant Governor Jennifer Carrol resigned in the wake of that probe and subsequent arrests because she had once worked as a consultant for Allied Veterans. To date, she has not been accused of any wrongdoings. The law deals with electronic games of chance. Assistant State Attorney Ashley Albright said there are exceptions to the law but they mainly apply to those places—sometimes referred to as amusement centers—frequented by children. One exception would be a basketball game where the player tries to shoot a ball through a hoop. For amusement centers to be legal the y must have over 50 coin-operated machines that are not casino-style games in which the outcome is not predictable by the player. Another exception would be if a center has 50 or more machines and only gives out prizes in toys and other novelties. The value of these prizes cannot exceed .75 cents per game played. “They cannot give out gift cards or alcoholic beverages,” said Mr. Albright. “This statute is carved out to make a place for a child. A prime example would be Chuck E. Cheese’s. Initiated last year, service men and women Army, Navy, Air Force, Marines, Coast Guard, and activated National Guard and Reserves, and their dependents who present the Interagency Military Pass will receive a fee waiver to USACE-managed day-use areas (boat launches and swimming areas). The Military Pass, which is free, may be obtained in person at U.S. Forest Service, National Park Service, Bureau of Reclamation, Bureau of Land Management and U.S. Fish and Wildlife Service facilities. Additional information on the Military Pass can be found at http://store.usgs.gov/pass/military.html. Information on the Federal Recreation Pass Program for the general public is available at http://store.usgs.gov/pass/general.html. Military members and their dependents may also present a Department of the Defense Identi cation Card or Common Access Card (CAC) to receive the day-use fee waiver at USACE-managed day-use areas. Several Corps-managed recreation areas in Florida continue to participate in the program: W.P. Franklin North Campground and Day Use Area, W.P.
