By Eric KoppOkeechobee News Facing the death penalty, Matthew Paul Morris is literally taking things into his own hands and will defend himself when his rst-degree murder trial gets under way July 8. Morris, 40, was arrested and charged with the Nov. 15, 2007, killing of John Melvin Hall in his U.S. 441 S.E. home in Okeechobee County. Morris is charged with rstdegree murder, burglary of a dwelling with assault or battery while armed, robbery with a deadly weapon (two counts), grand theft motor vehicle and possession of a rearm by a convicted felon. Morris, a native of Alum Creek, W. Va., was indicted by an Okeechobee County grand jury on Oct. 13, 2009. He was being held in a federal prison at that time. Matthew Paul Morris By Eric KoppOkeechobee News A 19-year-old Okeechobee man will spend the next four years in a state prison after being found guilty of arson in connection with a mobile home re in the Pine Ridge Park Subdivision. Dallas Wayne Parker entered a plea of no contest to one count of rst degree arson and was then adjudicated guilty by Circuit Court Judge Sherwood Bauer. Assistant State Attorney Ashley Albright said Parker will also have to pay $40,000 in restitution. However, he will not be required to spend time on probation upon his release from prison. Parker was arrested March 27, 2012, by Detective Greg Gilkey o f the State Fire Marshal's Of ce and Detective Ted Van Deman of the Okeechobee County Sheriff's Of ce. Parker was charged with setting a mobile home ablaze at 1072 N.E. 30th Terrace during the earl y morning hours of Feb. 27, 2012. "We had multiple witness statements putting him at the scene o f the re," said Detective Van Deman shortly after Parker's arrest. Sergeant sided with the Okeechobee County School District on one contract issue and with the Okeechobee County Education Association (OCEA) on two contract issues in recommendations issued April 22. The administration and the union had declared an impasse on these items in regard to the classi ed employees contract negotiations. Classi ed employees include employees such as secretaries, clerks, bus drivers, teachers aids, janitors and warehousemen. Because the two sides could not reach an agreement, they each argued their case before the magistrate. Indian River State College is now accepting applications for its one-year Surgical Technology program. The program is located at the IRSC Main Campus in Fort Pierce. Combining classroom and laboratory instruction with clinical internships, the program will prepare students for employment as a Surgical Technologist in a hospital operating room or outpatient surgical center. Students gain hands-on experience in the varied tasks of the Surgical Technologist. These include setting up surgical instruments and assisting the surgeon in surgery. Surgical technologists also pass instruments, cut sutures, prepare specimens for laboratory analysis and apply dressings. The Surgical Technology program will begin June 25 and will involve students in 30 hours per week of instruction and clinical experience in preparation for certi cation and employment. The deadline for applications is May 9, and students are also required to complete two prerequisites: Introduction to Health Care, and Body, Structure and Function. Michelle Peters was really worried about p assing physics. Now, with free tutoring at I ndian River State College, the Port St. Lucie r esident has improved her grades. It’s been y ears since full-time Mom, Laurie Fallon, walked the halls of a college campus. The p ersonal attention she received from her a dvisor made her con dent about returning t o school. Wayne Ehret was intimidated by t he college environment, but thanks to new s tudent orientation the former construction worker is comfortable using all the college’s r esources. All these students were assisted by educational support programs at Indian River State College and many more students like these will be helped by Achieving the Dream (ATD), a national program that wraps academic arms around students to help them navigate their way to success. Indian River State College has been selected to participate in the prestigious Achieving the Dream program to help more students succeed in college, improve their skills, and earn a degree leading to career advancement and a brighter future. Following a rigorous application process, IRSC was selected based on the college's strong commitment to student success, innovative approaches to teaching and advanced use of technology. Okeechobee Forecast Drug Take Back event slated for April 27Local law enforcement agencies will hold their annual Prescription Drug Take Back Initiative in the park at S.W. Fifth Ave. and S.R. 70 W. on Saturday, April 27. The one-day event will be held from 10 a.m. until 2 p.m. The event is a collaborative effort between the Okeechobee County Sheriff's Of ce (OCSO), the Okeechobee City Police Department (OCPD) and the federal Drug Enforcement Agency (DEA). It is aimed at removing potentially dangerous prescription medication out of the nation's homes, and keeping them off the street and out of the hands of children. The initiative gives the public the opportunity to voluntarily surrender expired, unwanted or unused pharmaceuticallycontrolled substances and other medications to law enforcement of cers for destruction. All the public has to do is drive up to the area and hand their medications to law enforcement. There are no forms to ll out or questions to answer. Dog park? I have two dogs but would not use a dog park. My dogs can run all day in their b ig, fenced yard and I take them for walks on leashes. I would not expose my dogs to s trange dogs at a dog park. I am concerned about disease and parasites. If you want y our dog to run and play with other dogs in a safe area, I think the safest plan is to make friends with someone who has dogs and a fenced yard. Or fence your own yard and inv ite your friends to bring their dogs to play at y our house. T een challenges The story about the teenagers who make themselves sick or even do permanent damage to their lungs by trying to swallow c innamon just illustrates the fact that some t eenagers do not think. It is not ‘what were t hey thinking?’ They weren’t thinking at all. Parents just have to do all they can to keep t eenagers alive until they get old enough for t heir brains to work again.Taxes The county budget talks have already started. They are proposing to raise your garbage tax to pay back the money they have been borrowing. The reason that the sheriff’s budget is the most talked about is because his budget is the largest budget for the county, and when all the departments have to reduce their budgets by the same percentage their amount seems small compared to the sheriff’s budget.  I also think the sheriff can reduce his budget such as only letting the road patrol deputies to take the county owned vehicles home.  I think another savings the schools could do is to play outside sports during daylight only. Turn the lights off.  I don’t feel any of the county-owned vehicles should be going “home” unless there is a proven need/bene t to the county. Otherwise, park them at the of ce and take your own ride home like everyone else does.  Any time a marked law enforcement unit is on the road, it is providing a bene t. People see a cop car and they slow down, start using turn signals, etc. It’s just amazing how well most folks drive if there is a marked unit in sight. The unmarked cars would be needed if that person is on call so they can go directly to an emergency without the delay of going to the department to pick up a car. Years ago there was a rule that no civilians could ride in the deputies’ cars— unless that person was under arrest. Is that rule still enforced? If not, it should be. The county earned this award by meeting all the requirements for transparency as noted by the Sunshine Review, a nonpro t organization dedicated to state and local government transparency. By Charles M. MurphyOkeechobee News Sarasota avenged a loss last year with a 5-1 victory over Okeechobee in the Class 7A-Region 3 quarter nal game Wednesday night at OHS. Sailor pitcher Clarissa Lynch struck out ve and allowed just one walk as she kept the Lady Brahman hitters off balance for much of the night. Sarasota (17-11) moves on to take on District foe Braden River in the semi nals. OHS ends the season at 15-13. Lady Brahmans coach Heather Gillis said despite the loss she felt the girls had a really positive season. "With the great pitching we had last year I think people didn't think we could go as far. I think to get a district title is huge." Jaryaca Baker went 4-for-4 and Carissa Licata went 2-for-3 in the game. Cheyenne Nunez collected the RBI for the night. Danyelle Shef eld and Jaryaca Baker shared the time on the mound. Shef eld allowed two runs on eight hits in 2.2 innings pitched and Baker allowed four hits and three runs in 4.1 innings pitched. Gillis said Sarasota needs to be commended because they came out loud and hungry, and ready to play. "I don't know if we were intimidated, but we were stunned and that took the wind out of our sail," she said. "They hit the ball hard, adjusted to our pitchers well and did a good job." Gillis said off the eld her athletes came a long way this year as well with better grades and better attitudes. She said her main goal is to make the players better people. She admitted it was tough this year to set a lineup with so much parody on the roster and girls similar in ability. "I'm extremely proud of them. This year was about character building and not so much about softball. I'm really proud of what they've accomplished," she added. Sailors coach Amy Nye said last year Sarasota was in the same situation but lost to Okeechobee 2-0. She told the girls to come out and swing the bats and the team responded. "They came out on re. They came out ready to play and were ready to go," she added. She made sure the team bus left early so they would arrive in Okeechobee in plenty of time so the team wouldn't feel rushed. She said it appeared the girls didn't feel rushed and stressed and were really relaxed when they took the eld. Shelby Thorpe had a key double in a three-run third inning that put Sarasota in control. Okeechobee had a few rallies with two runners on base in both the fth and seventh innings, but were unable to score. Lexi Ward scalded a ball in the fth but right at the second basemen to end the rally. The game was delayed for some time when a Brahman player was injured running the bases. Alyssa Price had three hits for Sarasota. TULSA, Okla.—The heroes of the BASSMaster Elite Series, the best collegiate anglers in the nation, top amateurs from B.A.S.S.’s grass roots and professionals looking for their last chance to qualify for the 2014 BASSMaster Classic, now know the route to their dreams, as B.A.S.S. revealed the sites of four 2013 championships. Bruce Akin, B.A.S.S. CEO, announced the tournament locations in a press conference during BASSMaster Classic Week in Tulsa.  The third annual Toyota All-Star Week heads for Muskegon, Mich., and Muskegon Lake, Sept. 27-29.  The Carhartt BASSMaster College Series National Championship moves to Chatuge Reservoir and Young Harris College in Young Harris, Ga., Aug. 1-3.  The BASSMaster Wild Card event, w hich offers top-level pros an additional chance to qualify for the Classic, will be held on Florida’s Lake Okeechobee, Okeechobee, FL., Dec. 5-7. For the rst time in history, anglers competing in the Elite Series and the Bass Pro Shops BASSMaster Opens who did not earn spots in the upcoming BASSMaster Classic will have a special tournament through w hich they can claim a berth. The BASSMaster Classic Wild Card tournament will take place on Lake Okeechobee — one of the hottest bass lakes in the world — and will be hosted by the Okeechobee County Tourist Development Council. The tournament eld will be limited to 175 anglers, and priority entry will be given rst to Elite anglers and then to Opens pros w ho shed at least three Opens. The entry fee will be $2,000, and the full eld will compete for the rst two days. After the second round, all but the Top 12 anglers will be eliminated. First prize will be the nal berth in the 2014 BASSMaster Classic on Alabama’s Lake Guntersville, Feb. 21-23. Cash prizes will go to anglers nishing second through 30th. B.A.S.S. Senior Tournament Director Trip W eldon is looking forward to the shootout, w hich he anticipates being a heavyweight slugfest. “I will say this: The Wild Card will be held on a phenomenal shery. It’s going to be entirely possible to make up a lot of ground and come back from a long way down the standings,” he said. “Since there are no points involved and there’s a lot at stake, this event is kind of like the Classic itself — you let it all hang out and go for the glory.” Priority entry for the BASSMaster Classic Wild Card lies rst with the BASSMaster Elite Series pros who didn’t make the Classic cut via Toyota Tundra BASSMaster Angler of the Year standings or an Elite event win. Additional slots will be lled by Bass Pro Shops BASSMaster Opens pros who entered and paid for all three events in the respective circuits, until the 175-angler roster is full. The tournament format will be much like that of the BASSMaster Opens. The full eld will sh the rst two days, then will be cut to the Top 12 anglers for the nal day of competition. The angler who climbs to the top will get a ticket to the 2014 Classic. The rest of the Top 30 anglers will receive cash prizes, with the 30th-place nisher receiving $2,000. Bohannon, 32, S.E. 22nd Court, Okeechobee, entered a plea to felony drug charges W ednesday, April 24. He was found guilty by Circuit Court Judge Sherwood Bauer and w as sentenced to a year and a day in a state prison. Assistant State Attorney Brian Casey explained that Bohannon will also have his driver’s license suspended for two years. He was also ordered to pay all court costs and fees. Bohannon was arrested March 3 on felony charges of possession of methamphetamine and possession of a controlled substance without a prescription. He was also charged with the misdemeanors of possession of marijuana under 20 grams and possession of drug paraphernalia. Deputy Joseph Hall, of the Okeechobee County Sheriff’s Ofce (OCSO), arrested Bohannon on March 3 as he walked out of the emergency room. The deputy stated in his arrest report that he was helping OCSO Deputy Cari Arnold with another case when he saw Bohannon walk out of the hospital. When the deputy saw Bohannon he remembered that the man was wanted on a local arrest warrant, so Deputy Hall walked over to Bohannon and placed him under arrest. That warrant charged Bohannon with deserting his wife and/or children. According to the deputy’s report when he searched Bohannon he found: a suspected marijuana cigarette; a clear plastic baggie containing a crystal-like substance; six white oval pills; a clear plastic bag containing suspected marijuana; two white pills; and, a glass smoking pipe containing a crystal-like substance. Deputy Hall stated that the suspected pot was eld tested and that test indicated a positive result for the presence of marijuana. As for the crystal-like substance in the baggie and pipe, they were also eld tested and both tests indicated a positive result for the presence of meth. The deputy’s report indicated the round white pills were identi ed as acetaminophen with codeine, a schedule II narcotic. The six white oval pills were identi ed as buspirone, which is a non-narcotic anti-anxiety medication. The deputy’s report did not indicate wh y Bohannon was at the hospital. Man gets prison stint on drug conviction Stephen IvoryBohannon By Eric KoppOkeechobee NewsAn Okeechobee man who entered a plea of no contest to a felony robbery charge was sentenced Wednesday to three years in prison. Jonathan Douglas Hunt, 25, N.W. First St., was adjudicated guilty of the seconddegree felony by Circuit Court Judge Sherwood Bauer. The judge also ordered Hunt to serve three years of probation upon his release from prison. According to Assistant State Attorney Jeff Davis, Hunt was also ordered to pay $150 in restitution to the victim. Hunt will receive credit for the time he’s spent in the Okeechobee County Jail, but it was not immediately clear how much credit he will receive. An arrest report by Deputy Tammy Sera ni, of the Okeechobee County Sheriff’s Of ce (OCSO), indicated that she arrested Hunt on July 10, 2012. The deputy’s report stated the victim in this case had been “hanging out” and drinking beer with Hunt and another man in the room of a local motel on U.S. 441 S.E. They apparently ran out of beer and the victim, who was staying in the same motel, told Hunt and the other man that he had some beer in his room. As the three men were walking to the victim’s room, Hunt apparently knocked the victim to the ground and held him there while the other man took the victim’s cash. Hunt and his alleged accomplice then got into a car with an unidentied Hispanic man and drove away, continued the report. Hunt and the other man were arrested later in their motel room. Court records indicate the charges against the other man in this case were dropped by the state. The deputy’s report went on to state that the victim suffered an unspecied injury to his foot, but it does not state if he received medical attention. sues of retroactivity of pay, automatic step increases and longevity pay.  Retroactivity of pay: The OCEA position is that pay raises should be retroactive to July 1 for the school year for which the items were negotiated. The district wanted this provision removed from the contract, arguing that automatic retroactive increases take away the incentive to conclude negotiations in a timely manner, which makes it dif cult to make nancial decisions going forward. The union argued that retroactivity protects the bargaining unit during dif cult negotiation years by giving the union time to research and gather information on district proposals without fear of reprisal. The magistrate favored the district's arguments on this issue.  Automatic step increase: The contract calls for classi ed employees who w orked at least one day over half of their w ork year during the preceding school year and who received a satisfactory rating on their performance evaluation to receive a step increase on the salary schedule. OCEA w anted to keep the automatic increase for satisfactory employees. The district did not w ant the step increase to be automatic. The magistrate sided with the union on this issue. "The evidence shows that this provision has been in the CBA since it was originally negotiated in 1983 and that the district has made it a priority to pay classi ed employees their step since that time without any issue being raised. The evidence shows the district is in a healthy nancial condition and can easily afford to pay the step increase. Accordingly, there is no justi cation for harming employee morale by discontinuing this long-standing, well-established salary bene t," stated the magistrate.  Longevity pay: This issue concerns whether or not eligible employees who have been given an automatic step increase should receive an additional salary enhancement of $300 longevity pay. The district's position was that no additional salary enhancement should be given for the 20122013 school year because due to uncertain economic conditions the district cannot commit recurring expenses from non-recurring funds. The union's position was that longevity pay was negotiated in 2009-2010 as a way to provide a nominal amount of money to reward employees already at the top of the salary schedule without increasing their hourly pay. The magistrate found the union's arguments more compelling on this issue. "Employees at the top step of their salary schedule should receive the $300 increase in longevity pay," he wrote. He noted that in spite of the decrease in revenue due to the decrease in student enrollment, the salary schedule proposed by the union, which includes the step and longevity pay, is still $385,346 less than the cost of the previous school year. He noted that while classi ed salary expenditures have decreased by 6.08 percent over the past four years, administration costs have increased 8.5 percent over that time frame, The next step in the negotiation process is for the superintendant to meet with the union representative to determine whether to accept or reject the recommendations. This must be done within 20 days. If either party rejects one or more of the three recommendations, that automatically triggers taking the issue to the legislative bodyin this case, the Okeechobee County School Board sits as the legislative body. Should that happen, the school board will set a hearing date and hear arguments from each side and then make a ruling. "The only part that surprises me in the results is that he voted in our favor in the retroactivity language," said Superintendent of Schools Ken Kenworthy. "We actually expected this," he continued. "Not to give raises is a very unpopular decision." He said in a case such as Okeechobee County, where step increases had been given in the past, it would be unusual for a special magistrate to recommend the increase not be given. "The magistrate doesn't have to balance the budget," he added. "Thank goodness next year is looking better for us," Mr. Kenworthy said. "It's m y hope that we would be able to give more raises in the future. This (contract negotiation) was based on the situation as it is today." Mr. Kenworthy added that he hopes contract negotiations do not drag out this long in the future, noting the school year is winding down and they are still negotiating this school year's contract. An investigation into the blaze indicated that the re was intentionally set. A witness reportedly told Detective Gilkey later that, about three weeks prior to this re, Parker pointed to the home and said he could "... break into the home and set it a re to cover his tracks on the burglary." On the night of the re another witness told Detective Gilkey they saw Parker behind the mobile home. The witness saw the orange glow of a re at the back of the home, then saw Parker running from the scene toward his home on N.E. 11th Drive. A string of res in the subdivision in February and March of 2012 had residents fearing for their property and for their lives. The res destroyed three homes as well as the peace of mind of those living in Pine Ridge Park. That string of res started with small brush res in nearby pastures that were called "suspicious" by the Florida Forestr y Service. Fires in the area apparently started with a brush re on N.E. 32nd Ave. on Feb. 25, 2012, and continued through March 9. According to a published report OCF/R responded to four brush res and up to three home res. Mr. Albright said he was happy with the plea. "Given the strength of the case, I felt that was a good resolution for the state," said the prosecutor. Court records show that Parker was represented by Stanley Glenn, from the District 19 Public Defender's Of ce. Morris was initially represented by two attorneys from the District 19 Public Defender's Of ce but red them both. He was then being defended by a pair of attorneys from the Regional Con ict Counsel, but he red them too. He will return to court on May 28 for a motion hearing in front of Circuit Court J udge Sherwood Bauer. Morris will be prosecuted by Assistant State Attorneys Ashley Albright and Bernard Romero. According to arrest reports Morris entered the Hall home at 13800 U.S. 441 S.E. and killed Mr. Hall, 42, while he was asleep in his bed. Mr. Hall's wife and two other family members were in the home at the time but were not injured. Okeechobee County Sheriff's Of ce (OCSO) Special Investigator Dale LaFlam, who was heading up the OCSO Criminal Investigations Division in 2007, said there were signs of forced entry into the 1,800-squarefoot home. He also said some personal property and cash were taken, but declined to be speci c on the property taken. He also declined to say what type of gun was used. Detective Mark Shireman, of the Okeechobee County Sheriff's Of ce (OCSO), said the 1998 Plymouth Voyager mini van was stolen from a home at the east end of Treasure Island. He said the van was unlocked and the keys were left in the vehicle. He said the owner parked their vehicle in the driveway of their home around 8 p.m. Tuesday, April 23. When they came out the next morning, April 24, the vehicle was gone. The OCSO investigator said the vehicle was found burning on N.E. 32nd Ave. "If the public knew how many stolen vehicles are the result of keys being left in the vehicle, no one would ever leave their keys in their vehicle again," said Detective Shireman. Investigator Joseph Pietrafesa, from the State Fire Marshal's Of ce, is investigating the apparent arson. Detective Shireman is working the vehicle theft. MurphyOkeechobee News Mike Davis of the Healthy Start Coalition and Gail Grif th of the Guardian ad Litem program were the featured speakers at the Okeechobee Community Collaborative Council meeting Tuesday. Mr. Davis gave a presentation on the serv ice provided by the Okeechobee Healthy Start Coalition. The program has been in existence for 20 years. In 2011 there were 532 births to Okeechobee residents, and one infant death. Thirteen percent of births w ere preterm births or less than 37 weeks. Less than 1 percent of births were of very low birth weight or less than three pounds w hich is less than the state average. Smoking during pregnancy is one of the main challenges for the local coalition. Repeat teen pregnancy is another issue identi ed in a ve-year plan approved by the state. Breast feeding education, car seat safety, child birth education, grief counseling, teen parent programs, and parent education are among the programs offered. Of moms who gave birth in 2011, 57percent were involved with rst trimester prenatal care. Mr. Davis said they emphasize early prenatal care because they can identify any problems early on in a pregnancy and provide the services they need. "Some women don't know what is available to them. Some have substance abuse problems and don't seek care due to (legal) rami cations," he explained. In 2011, 25.3 percent of mothers had less than a high school education. Fifty-nine mothers, or 11.1 percent, reported they smoked during their pregnancy. That is almost double the state average. Some 18.4 percent of births were to mothers ages 10-18. The youngest mother was 14. There were 41 births in this age bracket. From ages 15-17 there were 21 births and at age 18 there were 19 births. Since 2007, the On Track program has helped lower the amount of repeat teen pregnancies. Only 2.2 percent of the students in this program have had repeat pregnancies. The data said 10.7 percent of mothers had no health insurance. Mothers on Medicaid increased in 2011 with over 63 percent in Okeechobee, compared to 49 percent in the state. "We have seen an increase in our Medicaid births due to the decline in the economy," he said. There are over 100 children in the Guardian ad Litem program in Okeechobee. There are 22 advocates helping them. Volunteers meet with the children and are appointed by the court system. These children are removed from their home at no fault of their own. They are abandoned, neglected and or abused. Within 24 hours of removal from a home, there is a hearing before a judge and a Guardian ad Litem is appointed by the court. "The judges rely on us to be their eyes and ears for the best interests of the child. It is a community program that encourages everyone to get involved. All you have to have is a heart, a desire and a passion to help." Grif th said if you invest your time in the life of a child in Okeechobee, the child will be much better for it. They will have a better life and a better future. On average the volunteer gives up 10-15 hours per month. "These kids are our future. We give children hope. Every single child is capable of success, no exceptions." On average about 30 Okeechobee kids do not have a Guardian ad Litem to speak for them at court. She asked for the council to help get the word out. Grif th and other representatives do guest speaking engagements for service clubs and churches. "We speak up for children and make sure there best interests are represented. Their voice matters," she added. Grif th said the program has a group of getting 10 more volunteers in Okeechobee County. A summer activity guide will be sent home from school with all students in Okeechobee Schools on May 2. My Aunt's House intends to collect school supplies again this summer. They served about 350 children last year. Communities in Schools will hold four camps this summer. Teacher Appreciation Week begins on May 7. MurphyOkeechobee News Six Okeechobee High School Lady Brahmans and one male athlete were able to qualify for this year’s track regional held W ednesday at Arch Bishop McCarthy in Fort Lauderdale. Mike Thomas quali ed for the fourth consecutive year in the 100 meters as he nished fourth at districts with a time of 11.07. Ami Edwards won the district meet in the shot put throw as she reached over 34-feet w ith a throw in the nals. Tabatha Henry quali ed in both the 1600 and 3200 meters. She was third in the 1600 meters at 5:38.56 and second in the 3200 meters at 12:25.42. Tabatha was ranked fourth in the state in the 3200 meters. Sha’Dajia Williams quali ed in the 400 meters with a fourth-place nish. W illiam’s time was 1:02.77. The 4x400 meter relay team also quali ed in fourth position at districts with a time of 4:23.60. The team is comprised of Mercedes Washington, Shania Bays, Keirsten Bostwick, and Williams. Tabatha Henry said she was really excited to make the regional in two events. She made the regional last year in the two mile and has reached state in cross country. “I really want to go to college for running or track and I’ve pushed it hard this year, lifting more weights, doing sprints and I hope to have a spot for state,” she said. Henry said she will be nervous but will push it as hard as she can. She admits that having ve other teammates along should help her with encouragement and support. Williams was a two-sport star this spring as she also played ag football. This is her rst year in track. She said she enjoyed it and w as amazed about the performance of the relay team at districts. “People didn’t think we could do it but w e came out and showed them. We worked really hard and we prayed before we ran so w e did our best,” she added. Williams said she is proud she has made the regional meet and planned to try her hardest to reach the state nals set for May 3 in Jacksonville. Ami Edwards, named All-State in basketball for the second time last week, also did w ell on the track team this year. She is familiar with the shot put itself and her size and strength helped her win the district meet. She plans to go into the U.S. Navy and then onto college. “I’m happy to go to regional. I did track just to stay in shape. I’m stronger than every other girl. My problem is when I think about it, it doesn’t go far. When I just throw it, it goes farther,” she added. Thomas said he pushed a lot harder this year and dealt with some hamstring and ankle problems. He said he would like to compete in the Olympics one day and wants to attend the Art Institute in Fort Lauderdale and then run track for Nova University. “I am very passionate about track. I wish I were a little taller but that is the way it is. The runners in our districts are very fast and I think we have the fastest district at regional,” he added. Thomas thanked all of his coaches over the past four years and everyone who has been there for him during his athletic career. Lady Brahman track coach AJ Mayernik said he was really excited about having six girls at regional. Only one girl reached regional last year. “The girls were ready to compete and did very well. We’ve faced phenomenal competition this year. The girls came out this year and put in a lot of work. The practices normally hurt worse than the meets and the girls really took that to heart,” he added. Mayernik praised the relay team for their performance. He noted the girls were able to pass the baton awlessly for the rst time during the district race. He said Edwards was an athlete who was naturally gifted at throwing the shot put without any instruction. Brahman boys coach Tyrone Smith said a lot of football players bene ted from track this year as they worked on their speed and endurance. He praised Thomas for ghting through some injuries this year. “His times have been a little inconsistent this year but he has run fairly decent times in the past few weeks. He defeated many of his district opponents during the year and has a real chance to get into the nals at regional.” Smith also praised Devon Wigfall in the discus throw as he reached a distance of 117 feet. He also praised Cole Owens, Emmanuel Gaona and Hernan Baltazar in distance running for their effort and performances this year. “The boys put in some work. We did a lot of running in the beginning but most of them stuck it out and realized there was a purpose for it when they performed at regional,” he added. Often times, if the infection gets into the bone, the bone needs to be removed calling for an amputation. As a diabetic, it is important to keep your blood sugars under control. It is also important to check your feet and shoes every day for any signs o f problems. Lastly, as a diabetic, you should be seen regularly by you r Primary Physician and a Podiatrist. By Katrina ElskenOkeechobee News The Okeechobee County Board of Commissioners approved a resolution for the Local Housing Assistance Plan (LHAP) for Okeechobee County at their Thursday meeting. This action “puts the county’s name in the hat” for State Housing Initiative Partnership (SHIP) funding of $350,000. In a discussion at their April 11 meeting, some board members expressed concerns about the high rate of foreclosures on homes that had been purchased with the help of SHIP funding. Since the funding can be used for purchase of homes or for repairs to existing homes, they questioned if the money might be better spent on repairs to homes of low-income residents. The discussion at the last meeting also brought up the costs to the county for administration of the SHIP funds and for the county attorney’s time when a SHIP home goes into foreclosure. At the April 25 meeting, George Roberson, of the Okeechobee Community Improvement Association, asked the commission to continue using a portion of the SHIP funding for home purchases. He said it is not fair to just look at the past ve years regarding foreclosures. Due to the economic problems nationwide there was a high rate of foreclosures across the board, he pointed out. He said some low income residents w ould never have the opportunity to own their own homes without the SHIP program. “Owning your own home is the American dream,” Mr. Roberson said. “The SHIP program helps people with the down payment,” he said. “With any program we have to look at and see if we are doing the best we can with the taxpayer money,” said Commissioner J oey Hoover. He said they have looked at other counties that pass SHIP funds to other organizations, rather than having the county administer the program. “I don’t think we’ve thrown the baby out with the bath water,” said Mr. Hoover. “We do want to stop and see if we are doing this the best way.” County Commissioner Bryant Culpepper said after the last meeting he spoke to a successful participant in the program, a single mother of three who now owns her own home. He said he thinks the program is worthwhile overall even if some of the homes wind up in foreclosure. The commissioners unanimously voted to approve the LHAP, making the county eligible for SHIP funding. County administrator Robbie Chartier said the county’s allocation is expected to be $350,000 and they are allowed to use 10 percent for administration. According to the county’s allocation plan used previous years, 34.49 percent would be used for very-low income residents; 42.88 percent for low income; and 12.88 percent for moderate income. Applicants for SHIP funding must comply with the income limits determined by HUD:  Very low income—household income at or below 50 percent of the area median income as determined by HUD (U.S. Department of Housing and Urban Development) and adjusted for family size.  Low income—household income at or below 80 percent of the area median income as determined by HUD and adjusted for family size.  Moderate income—household income at or below 120 percent of the area median income as determined by HUD and adjusted for family size. According to the program guidelines, applicants must be either a U.S. Citizen or have Permanent Resident Alien status. Only those applicants meeting the participating lender’s credit standards will be processed. Applicants will be screened for an incometo-debt ratio based on lender requirements. Housing expense cannot exceed 30 percent of the applicant’s gross monthly income without compensating factors and approval of SHIP Administrator. Affordability will consist of applicant’s ability to demonstrate a previous satisfactory rental/mortgage history. Should applicant not demonstrate a satisfactory history, SHIP funds will not be granted. Total debt to income ratio shall not exceed 41 percent of the applicant’s gross monthly income without compensating factors and approval of SHIP Administrator. Applicants must not own any other residence unless it is being replaced by a ne w SHIP unit. Income from assets will be added to their annual gross income. Households with dependant minor children will receive preference. Every adult member (age 18 or older) of the household’s income will be included in the computation of gross income.
