The large number of local candidates and the party af liations of candidates in different races have complicated things this year. Florida is a closed political primary state. That means that only registered party members may vote in their party's primary. However, there is an exception which comes into play in this year's elections. If all candidates for an of ce have the same party af liation and the of ce will be determined by the primary election, all quali ed voters, regardless of party af liation, may vote in the primary election for that of ce. Make sure you are eligible to vote Aug. 14 By Eric KoppOkeechobee News While credit cards can be a convenient way to pay for things, the unscrupulous nd them just as convenient in separating you from your money. A local detective said if consumers don't keep their eyes on their plastic at all times they run the danger of having their credit card, or the card's number, stolen. "Always, always keep your credit card in eyeshot. If you can't see it, there's a chance somebody's snatching, scanning or photographing your card," warned Detective Bill Saum, of the Okeechobee City Police Department (OCPD). "And, if credit card fraud is not reported in a timely fashion you may well have to pay the bill!" The detective was alluding to three types o f credit card fraud easily perpetrated on the inattentive. Detective Saum said the rst of these frauds is simply exchanging your card with an expired card. TALLAHASSEE—If y ou have a blue permanent disabled parking permit, you need to be aware of the new requirements put in place by Florida lawmakers. The Florida Department of Highw ay Safety and Motor V ehicles will implement the new law. Effective Oct. 1, any person issued a blue permanent disabled parking permit must renew the permit every four years and, when doing so, provide a certi cate of disability completed and signed by a certifying authority within the last 12 months. That means every blue disabled parking permit holder w ill, at least every four years and within 12 months of the date of their renewal, ll out Form HSMV 83039. Permit holders will not have to pay a renewal fee. In addition, effective July 1, if your blue permanent disabled parking permit is lost or stolen, a replacement will only be issued if you submit the same documentation required for renewals. The new law does not affect red temporary disabled parking permits, nor people who have disabled (wheelchair) license plates. Under current Florida law, blue disabled parking permit holders must renew their parking permits every four years, but they do not have to submit certi cates of disability when renewing. They can renew online, by mail or by visiting a Tax Collector’s of ce. The legislation also directs DHSMV to collect calls reporting abuse of the permits. Calls should be placed to the DHSMV Customer Service Center at 850-617-3803. The blue disabled parking permit with a current sticker must be visible from the front and rear of a motor vehicle. One side of the permit must display the applicant’s driver license number or state identi cation card number along with a warning the applicant must have such identi cation at all times while using the parking permit. Illegally obtaining or using a permit can result in the loss of the parking permit and carries the potential for criminal penalties as outlined in Florida Statute 320.0848. Disabled parking permits requirements to change 2 Serving the communities south of Lake Okeechobee May 27, 2010 2 Okeechobee News July 6, 2012 There are one Democrat and two Republican candidates running for property appraiser, meaning that that of ce holder will be determined in the General Election. Therefore, on the ballot for registered Democrats in the Primary Election, there will be no candidates for property appraiser. Registered Republicans will be able to vote for one of the two Republicans on the ballot in the Primary Election. In the General Election all registered voters will have a choice between the winner of the Republican primary and the one Democrat candidate for property appraiser. There are two Republicans and one write-in candidate for sheriff. Therefore, that of ce will be settled in the general election. The ballot for registered Democrats in the Primary Election will have no candidate for sheriff. Registered Republicans will be able to vote for one of the two Republican candidates for sheriff in the Primary Election. In the General Election for sheriff, all registered voters will have a choice between the winner of the Republican Primary and a write in candidate. There will be no supervisor of elections candidates on the ballot for the Primary Election. That race will be determined in the general election where all registered voters will decide between one Republican candidate and two candidates running with no political af liation. Since there is only one Democrat running for the County Commission District 1 seat, there will be no candidates for that of ce on the Primary Election ballot of a Democrat voter. Registered Republicans can vote for one of the four Republican Candidates. That seat will be determined by all registered voters in the General Election when they decide between the winner of the Republican Primary, one Democrat candidate and one candidate running with no political af liation. All candidates for County Commission District 3 are Republicans. That means that that election will be settled in the Republican primary. All registered voters will be able to vote for one of the ve Republican candidates for that of ce in the Primary Election. School board candidates are nonpartisan and all registered voters will be able to vote for one of the two candidates for school board district 2 in the Aug. 14 Primary Election. Likewise elected of cials of the City o f Okeechobee are nonpartisan and all registered voters in the city, regardless of political af liation, will be able to vote for any candidate for city of ce in the General Election on Nov. 6. The deadline for registration before the Primary Election, as well as to change part y af liation, is midnight on July 16. On that date, there will be a political forum at Osceola Middle School, 825 S.W. 28th St., beginning at 5:30 p.m. Local candidates as well as candidates for U.S. Senate, U.S. Representative District 17 and State Representative District 55 have been invited. While you’re exercising, someone gains entrance to your locker, steals your card then replaces it with an expired card. The rst thing you know the crook is having a ball with your card and, unless you caught the switch quickly, you’re likely going to pay for it. “If your credit card fraud is not reported in a timely fashion, you may have to pay the bill,” said the detective. When asked what constitutes a timely fashion, he answered that it depends on the bank, credit card company or the nancial institution. With this scenario in mind: do something w ith your cards instead of leaving them unattended in your clothing; or, when you change clothes check your cards to make sure yours is still there. The next fraud is one that nearly everyone is guilty of at one time or another. Scenario #2 : You go out for dinner and hand your card to the server. The server returns, you sign the bill and put your card back into the wallet without looking at it. W hile you weren’t paying attention the server switched your card and gave you an expired card. And, like the rst scenario, if y ou don’t catch the switch that could turn out to be a very expensive meal. “Why would I be so ridiculously trusting of a person I’ve never met or seen before? W hy would I hand them my credit card, sit there and watch them walk away with it?” asked the detective. “How many of us know our servers? It’s (Okeechobee) a small town, but we don’t know all of them. “That’s my credit card and I’m watching it because that (switch) can ruin me,” he added. He recommended going to the register and watch as your card is being swiped. Then, without ever taking your eyes off of it, take possession of your card. Scenario #3 : You make a purchase and give the cashier your credit card. The cashier takes your card, swipes it then lays it on the counter while waiting for the approval. This is pretty common so you don’t think anything about it. But then the cashier picks up their cell phone, starts to dial a number and then you hear a click. The cashier then returns your card while they have their phone in their hand and are pressing buttons. What has happened is the cashier took a photograph of your card and now has your card number. Not possible you think? While explaining this scenario Detective Saum took out his phone, quickly snapped a photo and e-mailed that photo to this reporter—all in just a few seconds. The investigator added that he’s not even that adept at doing these things on his phone, so one can only imagine how quickly it can be done by someone who has done it many times. As soon as you hear that click, said the detective, do something. Tell the cashier they have an interesting phone then ask if you can look at it. If they give it to you, immediately ask to see the manager. Explain what has happened and ask the manager to call law enforcement. Detective Saum went on to suggest that consumers keep all of their receipts so they can match them to their purchases when they receive their bill. Consumers can also monitor their credit reports. Based on its 2011 aerial survey, the Florida Fish and Wildlife Conservation Commission (FWC) estimates there are 1,457 active bald eagle nests in Florida, nearly a 9 percent increase since 2008, when the state implemented a bald eagle management plan. Long-term success with bald eagles in Florida is re ected in the species' recovery from just 88 active nests in 1973. In Okeechobee County, 33 bald eagle nests have been documented. Neighboring Glades County has 23 documented eagle nests On July 3, at the Audubon Center for Birds of Prey in Maitland, leaders from the FWC and Audubon Florida highlighted the bald eagle's recovery and the ongoing challenge of conserving these large raptors. They said celebrating the bald eagle's resurgence in Florida was a great way to kick off the nation's 236th anniversary of declaring independence. "Bald eagles have made a remarkable recovery in Florida. The FWC and Audubon are working together to protect bald eagles in Florida, so these majestic raptors will continue to soar as a symbol of national pride and conservation success," said FWC Chairman Kenneth Wright. For 20 years, Audubon Florida has recruited citizen-scientists to monitor eagles and their nests through its EagleWatch program, active in more than 40 counties. By monitoring more than 20 percent of the state's nesting pairs, these volunteers make a signi cant difference in conserving the species. "Audubon is proud to have played a role in the bald eagle's amazing success story in Florida," said Eric Draper, executive director for Audubon Florida. "Our dedicated staff and EagleWatch volunteers, along with our state agency partners, have helped to identify potential threats to these magni cent birds and their nest sites, but our work is far from done. Together, we are leading the nation in the protection of this important and iconic species." Working with ranchers and other landowners to protect bald eagle habitat is another priority for Audubon, with its involvement going back 50 years to the start of the Cooperative Kissimmee Eagle Sanctuary Program. Florida's greatest concentrations of bald eagle nesting territories are clustered around coastal and freshwater areas such as the Kissimmee Chain of Lakes. In 2011, Osceola and Polk counties ranked rst and second, respectively, for highest number of documented bald eagle nests. Floridians and visitors are encouraged to get outdoors to enjoy the state's many parks and public lands and watch bald eagles soar. You can nd a Bald Eagle Nest Locator at MyFWC.com/Eagle. Bald eagles almost disappeared from the lower 48 states by the mid-20th century, with an estimated 417 pairs in the United States in 1963. The use of the now-banned pesticide DDT was causing eggshells to weaken and break under the weight of adults incubating eggs. Today, a healthy and stable eagle popsulation in Florida will depend on continued availability of appropriate nesting and foraging habitats, as well as protection from disturbance during the nesting season. While the bald eagle is no longer listed as an endangered or threatened species, it is federally protected under the Bald and Golden Eagle Protection Act and Migratory Bird Treaty Act, and by state rule (F.A.C. 68A16.002). It is illegal to feed, disturb, take or possess a bald eagle, its feathers, nest or eggs. The public can help conserve bald eagles in Florida by following state guidelines for activities near eagle nests, and by reporting new eagle nest locations to BaldEagle@MyFWC.com. The goal of the FWC bald eagle management plan, developed with public input, is to maintain a stable or increasing bald eagle population throughout Florida. The FWC provides guidelines for avoiding disturbance to nesting eagles, and a permitting framework for activities that cannot adhere to the guidelines. Audubon's Center for Birds of Prey contributes to eagle conservation through its specialized clinical care and EagleWatch program. Bald eagles becoming more common in Florida By Tabitha TrentSpecial to the Okeechobee News The Rotary Club of Okeechobee held its annual banquet on June 22 in which a new board of of cers and directors were installed, and awards presented to individuals from the community for their "Service Above Self" attributes. Rotary is a network of inspired individuals who translate their passions into relevant social causes to change lives in their communities. Individual clubs are made up of caring people who are in business, professional roles, and of community leaders who volunteer their time and talents to serve communities locally and around the world while forming strong, lasting friendships in the process. Graduation While I don’t like having graduation at the Agri-Civic Center, I think dividing the c lass would be a terrible idea. These kids are in school together, some of them are t ogether for 12 years. They want to graduate together and share that night with their friends. An option that has been considered b efore is having it on the football eld. Many F lorida schools do that and it can be nice. T here is plenty of room for everyone to att end that way. There is a problem if it rains. Y ou need a backup in case of rain. But I think t he football eld would be better than the rodeo arena. Grass is better than dirt.  Yes, now that I think about it, many of t he pictures on TV show people’s graduat ion ceremonies outdoors. The rain would b e a potential problem.  If they are going to have the high school graduation in the rodeo arena, they should let the high school rodeo team come in on horseback and get their diplomas handed t o them as they ride by. At least that would b e exciting and different and get us on the nightly news.Health bill I’m going to buy cigarettes with my EBT c ard. You working folks pay for my health c are too .. Thanks!  You may have meant that for a joke but t here is more corruption in the food stamp law then about anywhere; stamps for money is a big deal. A nn Romney The scandal is that she was part owner of a dressage horse and they were accused of selling the horse and not disclosing all of t he horse’s injuries. The case against Mrs. Romney was settled in 2010.  I don’t really care for Mitt Romney, but I think Ann Romney would be a great rst lady. She is being compared to Jacqueline Kennedy already.Media bias I am pretty tired of the media bias in favor of President Obama. The reporters play up any little thing about the Republicans turning it into a big scandal, even things that happened 15 or 20 years ago, but they refuse to print anything negative about the president. It’s like when John F. Kennedy was in of ce and the reporters helped cover up his affairs. Take the Fast and Furious investigation. Why isn’t that all over the news? Why do you have to conduct an internet search to nd out anything about it? If this had happened when a Republican was in of ce, it would be on CNN nonstop until we were all sick of it.Summer camps In regard to the comment about summer activities for the kids, the Children’s Services Council published a whole booklet of summer activities and many of those had reducedprice fees for low income families or for those with more than one child in the program. Some activities were even free. Every school child in Okeechobee County was given one of those booklets to take home. So there is no excuse for a parent to not know about the available activities. Anyone who was paying any attention to their children should have known about the camps and activities. Okeechobee County property owners pay an extra tax—the Children’s Services Tax— to help fund children’s programs. The voters chose to add that tax. We didn’t have to do it. So to say that people here don’t care about the kids or don’t do anything for the kids is just wrong. But parents have to do their own part too. The county can’t do it all. Many of the children’s programs rely on volunteers to help keep the costs down. Parents should step up and volunteer their own time if they want more programs.  If the person who commented about how wonderful the programs in Belle Glade are thinks it is so great there and things are so bad in Okeechobee, why not move? Summer sewing camp enjoys lunchLunch was SEW good .. The Summer Basic Sewing Camp ended their sixth summer with a luncheon at Mama Flegos, located at 202 N.E. 2nd St., Suite #10. Thirteen girls, Monika Allen, a volunteer, Mr. Wendy, a volunteer to the volunteer (as he likes to be called), Mrs. McKay, Mrs. Underwood, three siblings and Judy Watts, volunteer. The servers at Mama Flegos had our tables set up just like a banquet. The service was superb. We lunched on pizza, our drink and for dessert-ice cream. When we were nished, Mr. Wendy went to the front to pay our bill, the lady told him the owner of Mama Flegos, Mr. George Marshall said the luncheon was ‘on him.’ He treated the bunch of sew and sews to lunch! Thank you, Mr. Marshall, you gave us a special, unexpected treat! Thanks again. The girls were celebrating the completion of a two week ‘Summer Basic Sewing Camp’ located at My Aunt’s House. Thank you to the volunteers. Pat O’Conner, the rst week, introduced the girls to the ‘Hot Dog in a Bun’ pillowcase. Monika Allen came in the second week, like gang busters. She helped the girls nish the pillowcases, introduced the frilly, fun aprons and also the rag quilt decorative pillow. Thanks! Thank you to the girls. You were super, quick to learn and soooo much fun! Thanks to the parents who transported their girls every day and picked up ‘right on time.’ My Aunt’s House was given this opportunity ( nancially and supportively) by The Children’s Service Council of Okeechobee. Without the grant, the ‘sewing camp’ would not have been possible. Thank you Children’s Service Council!! She was preceded in death by her husband, Robert Franks; and a sister, Grace Siemen. Miranda Steve, 28, S.W. Ninth Lane, was killed July 4 when she failed to negotiate a curve and struck a tree on the west side of the highway near its intersection with Bull Head Road shortly after 10 p.m. A report by Florida Highway Patrol Trooper James Mulhern said, Ms. Steve was northbound in a 2012 Chevrolet Equinox and was driving “... at an excessive speed ... .” The report went on to indicate that she was not wearing her seat belt. The woman’s vehicle overturned after hitting the tree. The SUV suffered an estimated $25,000 in damage, stated the report. Ms. Steve was pronounced dead at the scene. The accident is still under investigation. He is being held without bond.  Christopher Lance English, 22, U.S. 441 S.E., Okeechobee, was arrested July 3 by Deputy Matthew Hurst on a felony charge of violation of probation possession of oxycodone. He is being held without bond.  Leonardo Alonso, 38, N.E. 168th St., Okeechobee, was arrested July 3 by Deputy Max Waldron on a felony charge of battery on a law enforcement of cer. He is being held without bond.  Timothy Tucker, 39, N.W. 278th St., Okeechobee, was arrested July 3 by Deputy Cari Arnold on a charge of attempted sexual battery on a child under the age of 12. One of the best ways to do that is through dove hunting, which is one reason why great dove hunts are in such high demand but often difcult to nd. That’s why the FWC created its SpecialOpportunity Dove Club Program—to offer hunters the chance of experiencing exceptional dove hunting on the state’s best public dove elds. Dove Club permits enable one adult and one youth (under age 16) to hunt all scheduled dates for the dove eld of their choice. Permits cost $150 and enable both hunters to take a daily bag limit of birds each. There are eight hunts on all but one of the selected dove elds (Caravelle Ranch has six), and all hunts are from noon until sunset and take place on Saturdays, starting Oct. 6 and ending Jan. 5. Last year, 1,421 birds were harvested from six elds. This coming season, there again will be six special-opportunity dove elds scattered throughout the state from which to choose. One of the elds is on Allapattah Flats Public Small-Game Hunting Area (PSGHA) in Martin County, east of Lake Okeechobee. Thirteen Dove Club permits are available for the 100-acre eld. Participants last year took an average of nearly six birds per hunter, per day, harvesting 601 birds! North Newberry PSGHA, in Alachua County, has 15 Dove Club permits on its 40 acres. That eld produced 135 doves for nearly a two-birds-per-hunter, per-day average. Another eld, Caravelle Ranch in Putnam County, has a 200-acre dove eld with 30 Dove Club permits available. Last season, 73 doves were harvested there. The dove eld on Hilochee Wildlife Management Area, in Lake County, has 15 Dove Club permits available to hunt its 58 acres. Hunters there last season took 107 doves. Frog Pond North PSGHA in Miami-Dade County has been a top producer in past years, and 201 birds were taken there last season, for nearly a two-birds-per-hunter, per-day average. Fifteen Dove Club permits are available to hunt its 50 acres. The remaining special-opportunity dove eld is Koon Farm in Lafayette County. There will be 13 Dove Club permits available to hunt on its 40 acres. Hunters took 304 birds there last season for nearly a ve-birds-perhunter, per-day average. Dove Club permits will be issued by random drawing during Phase I. That application period runs through July 11. After obtaining the correct application worksheet by going to MyFWC.com/License and clicking on “Limited Entry/Quota Hunts,” you can apply for these season passes by lling out a single worksheet (with up to ve dove eld choices) and turning it in at any county tax collector’s of ce, license agent or by going online to License.MyFWC. com. During Phase I, hunters may be awarded a permit for only one dove eld. If you are successful in getting drawn, you must pick up and pay for your Dove Club permit at any of the same places mentioned above by July 31. Outta the Woods: Join the FWC Dove Club program A plan for long-term conservation of the Florida black bear, whose population is estimated at more than 3,000 today, compared w ith as few as 300 in the 1970s, was approved J une 27 by the Florida Fish and Wildlife Conservation Commission (FWC). “The Florida bear population is thriving. That is the success story, but we still have a lot of education to do,” FWC Commission Chairman Kathy Barco said. “Everyone loves bears, but not everyone wants them in their backyard. When people call to say, ‘Relocate this bear,’ we need to help that neighborhood learn the ways to coexist with the bear – take care of your garbage, dog food and bird feeders.” The Florida Black Bear Management Plan, available online at MyFWC.com/Bear, encourages public input into bear management decisions at the local level. When implemented, the plan will help the FWC nd solutions that best t the challenges facing both people and bears in different parts of the state. Bear populations in some areas are thriving, while populations in other places still are recovering. “If we all work together to promote these protections, we can expand upon this great day today,” said FWC Commissioner Ron Bergeron. Challenges addressed by the Black Bear Management Plan include: Maintaining wildlife habitats and corridors on public and private lands that accommodate bears’ large home ranges of up to 60,000 acres and allow bears to roam safely. Reducing human-bear con icts, through use of bear-proof cans for garbage and proper storage of birdseed and pet food, which can be irresistibly mouth-watering treats for bears. Educating Floridians and visitors about black bear behavior and conservation, and how to remain safe if a bear comes into your yard or if you encounter a bear. To nd out more, go to MyFWC.com/Bear. Seven bear management units (BMUs) will be created, with each unit containing a geographically distinct bear subpopulation and a local advisory group of stakeholders interested in issues such as creating “Bear Smart” communities. The state’s largest land mammal is a subspecies of the American black bear and had been listed as a state-threatened species since 1974. Successful conservation of the Florida black bear was con rmed by the FWC’s 2011 Biological Status Review, which reported the bear to be no longer at high risk of extinction. While commissioners today passed a rule to remove the black bear from the list of statethreatened species, they also adopted a separate new rule stating it is still illegal to injure or kill a bear in this state, or possess or sell bear parts. The public and stakeholder groups participated extensively in developing Florida’s bear management plan: A diversity of stakeholders provided input into the original draft bear management plan released on Nov. 10, 2011. More than 550 public comments were received on the draft plan and revised draft plan, with a majority of suggestions used by the FWC to improve the plan. Additionally, more than 5,400 email form letters were received from Floridians. Two rounds of public comment were made available: from Nov. 10, 2011, through Jan.10, 2012, on the draft plan, during which time four public workshops also were held, and from April 13 until June 1, 2012, on the revised draft plan. The Florida black bear is among the 62 wildlife species that soon will join the list o f species, like the bald eagle, already under an FWC management plan. Florida’s new threatened species conservation model requires that management plans be created for all species that have been state-listed and that plans be updated at speci ed intervals. Those management plans give citizens an active role in Florida’s efforts to conserve its diverse wildlife for future generations. It will consist of several events including relay swim, basketball shootout, tug-a-war, obstacle course, table tennis, and more. Teams will register up to 15 people to compete in Olympic-style games to win bronze, silver and gold medals. MurphyOkeechobee News Two Okeechobee Dixie Youth baseball teams have quali ed to compete in state tournaments this month in Sebring. The Ozone All-Stars outlasted Lake Placid and Avon Park to win the District 8 Tournament last month in Okeechobee. The tournament was interrupted for two days by the rains from Tropical Storm Debby and ended just before midnight on June 26. The 11-12 year old team will play this w eekend in Sebring with a game on Saturday at 3 p.m. against West Volusia. Games can be heard on your computer at jockjive. com according to their website. The Okeechobee team was dominant early with a 19-0 victory over Lake Placid and a 13-2 victory over Avon Park. After Lake Placid eliminated Avon Park, Okeechobee won the district title with a tight 2-1 win. It was the Ozone program’s second title in three years. Members of the team included Tristan Root, Koby Chapman, Robert Jones, Gabe Greseth, Baron Stuart, Colton Leppert, Cody Louthan, Mason Adams, Dylan Morris, Cory Coleman, Jared Joyner, Jarrett Mills and Jarrett Faulkner. The team is coached by Joey Chapman, Brent Stuart and Brian Greseth. The Okeechobee 14 year old all stars also claimed the District 8 Tournament with victories over Avon Park, 14-4, and Lake Placid 9-2. Okeechobee is coached by Brian Morgan. They will play in the State Tournament which starts on Saturday, July 14, in Sebring. The Okeechobee AAA all stars, ages 9-10, fell short in their bid to win the District Tournament at their home eld in late June. Golf Results Lake Kissimmee lock to be closedThe S-65 Navigation Lock at the south end of Lake Kissimmee is scheduled to be closed to boat traf c beginning July 9 for inspection and repairs. The navigation lock is located immediately south of State Road 60, where Lake Kissimmee ows into the Kissimmee River. The closure will not affect ood control operations through the structure. The lock is scheduled to reopen to boat traf c by July 31. Xplosion/Brahman Wee Cheer Clinic is scheduledThe fourth annual Xplosion/Brahman Wee Cheer Clinic will be July 9-13.
