He brought with him Pam Stewart, chancellor of the Florida Department of Education, and Sherri Martin, o f the Department of Economic Opportunity. “What I do for a living,” said the governor, “is I buy services you pay for.” “The biggest issue we have around the world is jobs,” he said. “If we want jobs we have to change the direction of state government.” The governor said that since taking of ce he has eliminated 1,400 regulations, “I don’t believe government is making it easier to do business,” he said. It’s making it harder.” “The biggest problem is Medicaid,” the governor said. He recently signed legislation that requires counties to pay disputed Medicaid bills. “We’re not certifying bills that aren’t fair,” he pledged, stating that his of ce be called on any questionable bills. He admitted that this new law will cause a hardship for some counties since they did not budget for it. He noted that unemployment had dropped from over 11 percent to around 8 percent since he has taken of ce. He said he had cut $700 million from water management district budgets and he has to approve the budgets for the state’s water management districts. There seemed to be a difference of opinion between local and state of cials over FCAT. School board member Kelly Owens expressed concern that the recently raised FCAT standards were setting students up for failure with an unattainable goal. She said Leaders meet with Gov. By Eric KoppOkeechobee News As Mohammen Mandus Salam was being led out of his business in handcuffs Thursday, he professed his innocence and told Chief of Police Denny Davis and Sheriff Paul May that he didn’t have any Spice and he didn’t sell it. But by the time the search of his Marathon Convenience Store at 118 S. Parrott Ave. was done, 548 bags of Spice—worth an estimated $6,000—were seized. Salam, 35, Lake Ave., West Palm Beach, was taken into custody June 7 around 2 p.m. by members of the Okeechobee Narcotics Task Force. He was charged with the felonies of sale of a controlled substance (Spice) and possession of a controlled substance (Spice) Convenience store owner accused of selling ‘Spice’See SPICE — Page 5See SCOTT — Page 5

By Charles M. MurphyOkeechobee News Sebring, Avon Park, Lake Placid and two Okeechobee teams will compete in the District 8 Dixie Youth baseball AA tournament starting Friday in Avon Park. Okeechobee was broken into two teams; an American and National league all star squads this year. The American team is coached by Shawn Crews and the National by Trey Sizemore. Ironically the two Okeechobee teams will meet in the rst round on Friday night at 7 p.m. Members of the American League AllStars include Blake Joyner, Colton McPeak, J oshua Jenkins, Emery Coleman, Dakoya Nunez, Jacob Hardy, Landon Craig, Jordan Bobrowski, Adam Mowery, Joseph DeBree, Ramone Baker and Braison Crews. Assistant Coaches are Dale Hardy, Tim Craig and Donnie Coleman. The tournament is for player's ages seven and eight and is a double elimination. There is no live pitching with the pitching replaced by a machine. Coach Crews said he felt both Okeechobee teams will be strong this year. He said Sebring should be the toughest competitor. "I think we'll be strong and we have a good group of kids. We'll see what happens," he added. The teams were given two weeks of practice to get ready for the tournament. Crews said defense and offense are both very important to a team's success and he said defense might be slightly more important. National League All-Stars Coach Trey Sizemore said his team recently competed in the Duel on the Diamond in Lake Placid and took second place. He stated the team is improving and works hard and should represent Okeechobee well this weekend. "We like our chances. We are a bunch of scrappers. We won't be the favorites but we will do our best and compete," he added. By Pete GawdaOkeechobee News According to Okeechobee County Superv isor of Elections Gwen Chandler, a recent ruling by a federal judge on Florida voter registration laws will have little effect on her operations. The ruling deals with individuals or groups who register others to vote, something that is not prevalent in this county. On May 31, U.S. District Judge Robert Hinkle temporarily blocked some provisions of Florida voter registration laws until a trial can be held. One provision temporarily set aside required groups or individuals who were signing up voters to submit their applications w ithin 48 hours of their completion. It also barred those groups and individuals from mailing in voter registration applications. “If the goal is to discourage voter registration drives and thus make it harder for new v oters to register,” the judge stated,” the 48 hour deadline may succeed. But if the goal is to further the state’s legitimate interests without unduly burdening the rights of voters and voter registration organizations, 48 hours is a bad choice.” The judge stated that other provisions cause “burdensome record keeping and reporting requirements that serve little if any purpose.” He said such provisions must serve a legitimate purpose that is suf cient to warrant the burden it imposes on the right to vote. Judge Hinkle went on to say that the National Voting Rights Act gives organizations the right to conduct voter registration drives, collect voter registration applications and mail them in. The ruling was sought by the League of Women Voters and other groups that have been involved in voter registration in the past. In another matter, Mrs. Chandler said that, unlike some other supervisors of elections in the state, she has not received a list from the state of noncitizens who may be registered to vote in the county. By Pete GawdaOkeechobee News The highlight of the Thursday, June 7, meeting of the Okeechobee County Commission was a visit by Governor Rick Scott. The governor had spent the hour previous to the commission meeting addressing and hearing the concerns of a group of government and business leaders. “Hopefully at the state level we are spending your dollars wisely,” he said. Gov. Scot was to attend a similar meeting of business and government leaders in Moore Haven later that day. The rest of the meeting was short and rather routine. The only item on the agenda that might have generated discussion was tabled until the next meeting. At their last meeting commissioners spent considerable time discussing but taking no action on awarding a contract for a drainage project in the S.W. 21st Street area. The commission was interested in learning if the City of Okeechobee was wiling to participate in the project. So the matter was tabled until today. However, after the last meeting it was learned that the city council would not be able to discuss participation in the project until their next scheduled meeting of June 19. Therefore the matter was tabled once again until the June 28 meeting. There were four routine items on the agenda that come up about this time every year. Once again the board gave approval to a one-time special use rate of $3,170 for Chaka’s Stars Foundation, Inc. to operate a summer camp program at the Douglas Brown Community Center. In the past this reduced fee has turned out to be a bargain for the county in terms of the program provided. The board also approved the annual Summer Food Service Agreement between the county and the school board whereby the school system furnishes lunches and snacks for county’s summer play camp program. In addition the board appointed four members to the value adjustment board to hear citizens who dispute this year’s property tax bills. Commissioners Joey Hoover and Bryant Culpepper were appointed to the board with Commissioner Hoover to serve as chairman. Bill Dover was appointed as the citizen member with Elvie Posey as the alternate citizen member. Turning to other business, because a new laptop lease program by the sheriff’s of ce quali es as debt service rather than a standard rental and lease, the board voted to transfer $16,311 from the law enforcement operating expenses fund to the law enforcement debt services fund. After two years of leasing the 100 laptops, they will become the property of the sheriff’s of ce, The lease fee approved was for the remainder of the scal year. Since it was just a transfer of funds, it was not an increase in the sheriff’s of ce budget. Lease funds for next scal year will be included in the new budget. Commissioners also approved a joint participation agreement with the Florid a Department of Transportation (DOT) for signage and marking improvements at the county airport. The county’s 20 percent participation in the grant is $12,000 with $48,000 coming from DOT for a total of $60.000. The signage and marking improvements will be included in the scal year 2013/2014 budget after scheduled airport improvements in the scal year 2012/2013 budget are completed. Lake releases Again they are releasing water from the lake into the Calooshatchee. If they had not c hannelized the Calooshatchee, the water w ouldn’t be owing out so fast. I think they need to do more to restore the old oxbows in the Calooshatchee and slow down the ow of water. That would get it back more t o what nature intended. V acant houses I see all of these vacant houses around t own and I also read about the many breakins. And yet people have trouble nding a place to rent. I know some people don’t w ant to deal with the hassle of renters. But if you carefully screen renters, require a deposit and require references, it can be worth t he effort and help protect your property. T hieves are targeting vacant properties. In one case in the paper recently, they even dug up the irrigation pipe in the yard to sell for s crap. In another, when the winter resident w ent north, a burglar moved right in and helped himself to everything in the house. W hen my elderly father was in the hospital a few years ago, thieves ransacked his house, even stealing copper wiring. Vacant houses are an easy target for the bad guys.School bus speeding Regarding school buses exceeding the s peed limit, sadly there is not anything the police can do. The of cer has to see the bus s peeding. I had to call in due to a car going 75 through a residential area and almost missed the turn and went into the ditch. Ofcer said they would talk to them but there w as nothing she could do because she didn’t s ee it happen. Maybe if you call the bus garage they will do something. The buses do not do the speed limit and hang corners at s top signs and say a prayer they don’t hit y ou! The dogs alert for something positive in a car or trunk and they nd something. But, how many people get stopped on the dog’s so-called alerts and they don’t nd anything? I have been stopped once for speeding when asked if I would let him search my car, I stated “no.” I was advised by an attorney to never let a cop search your automobile. The cop then ran a dog around my car. The of cer stated the dog alerted but I did not see the dog do anything special. I spent 45 minutes on the side of the road just for him to say “I’ll let you go with a warning this time for speeding.” I do not do drugs or have them in my car.Capitalism Capitalism is responsible for the nancial success, growth and power of this country. Not socialism, unions or anything else. It continues to provide opportunity for all.Traf c I have to agree with those who complained about the problem with speeders on State Road 70 between the Kissimmee River and town. The big problem is these people are in such a hurry that they pass in no passing zones, even when there is oncoming traf c. Something needs to be done to slow this traf c down as it is very dangerous. And people who live in Lazy 7 have to drive that road as there is no alternative route to and from their homes.  In response to the comment about the drivers exceeding the speed limit and aggressive driving, this is a major problem on U.S. Highway 441 North, from the city limits to Yee Haw. If you are going the speed limit, they just about run you off the road. Are some boaters ruining the shing spots?By Rudy SochaWounded Nature/Working VeteransI know who messed up your favorite shing hole and why the sh you catch may taste a little funny. Everyone has seen them, the recreational boats that have three smokers aboard going out for a day of beer and shing. Upon return, there are no empty beverage containers, cigarette butts, or single use plastic bags. They consumed the goods and disposed of the waste. Unfortunately, they disposed of it while on-site at your favorite shing spot, not that littering is acceptable anywhere. Most boaters feel that the ocean (or the lake) is a massive body of water, and it is, but the problem is most boaters travel the same routes, hang out at the same popular shing holes, and litter the same area. This causes bottom carpeting. The food chain in any area starts with the bugs and seaweed living on the bottom. What happens is the bottom becomes covered with the cans and bottles and the exposed sea or lake oor of mud and seaweed is reduced. If you have 20 littering boats at your favorite shing hole drinking and littering two 12 packs for 100 days during the year, they would have littered 24,000 beverage containers. This means each year they carpet 28,000 square feet of the bottom terrain in your favorite shing hole. Think about the cumulative 10 year affect on the bottom structure and what shing in this area would be like if that litter was not there. Aside from littering the bottom with beer and beverage bottles, cigarette butts are one of the worst items to ick overboard. Feeder and surface sh will have eaten them before the end of the day. Their digestive juices extract the chemicals from the plastic in the lter and deposit these cancer causing agents into the muscle and fat tissue of the sh you are catching and grilling up at home. The bulk of the carcinogens in every cigarette is collected in the lter. Each lter contains 69 known carcinogens. Some of these lter-trapped carcinogens never enter a smokers bloodstream when they smoke a cigarette, but when you start eating these cancer causing agents, they enter your system and will have an accumulated effect on you. There are several other items that inadvertently end up in the water whenever they are brought aboard a boat. The single use plastic bags containing all the items you picked up on your way to the marina always seems to catch air and set sail as soon as you use the last item in the bag. The other item that ends up in th e water is Styrofoam lids from coolers. Everyone at one time or another has bought on e of these cheap coolers because they needed more cooler space or forgot to bring one of th e coolers from home. The lids on these coolers seem to y better than a kite on a windy day. Here are some easy solutions for boaters to prevent your favorite shing hole from continuing to become trashed:  Share this article with as many shing contacts as possible. It is important to educat e other shermen and make them aware of th e real impact of their actions. Their litter sinks to the bottom and is therefore unseen and perceived as not having any effect on the vas t ocean.  Take some binoculars along on your trip. If the sh are not biting, start watching th e other boats, especially if they are catching sh and you are not. You may be able to gure ou t what they are doing right in addition to spotting a litterer in your favorite shing hole. I f you witness another boat littering, call them out over the radio.  Spread the word. Tell everyone which boat is out in your favorite shing spot trashing the place.  Fishing tournaments should do a declared beverage count when leaving the dock. Any boat returning without their empties should be disquali ed.  Do not take the single use plastic bags on board. Dump the stuff on the boat and nd a place to stash all of your goodies.  Use an empty beverage container as you r ashtray. It will trap and keep the butts until you reach the docks.  For the Styrofoam containers, use the duc t tape x. Tape a beverage or similar weight object to the top of the lid and you will not hav e the lid blowing off your boat allowing you to reuse the cooler. Increased regulation is not the answer. I believe education and peer pressure by shermen who care about their sport can signi cantly reduce this problem. If all of this accumulated trash stayed on top of the water in favorite shing holes instead of carpeting the bottom, this problem would have been corrected a long time ago since it would be such an eyesore to the community surrounding it. Salam was booked into the Okeechobee County Jail under a $100,000 bond. “We asked him to quit—he didn’t, and this is what he gets,” said Sheriff May. “This stuff has got to stop—it’s making a lot of our kids deathly ill and we don’t know the long-term effect.” According to a task force detective Salam, along with every other business in the county where Spice was sold, was told not to sell the synthetic cannabinoid on April 5—about a month after Florida House Bill 175 went into effect. That bill bans the sale and possession of synthetic cannabinoids, which are more commonly referred to as K-2 or Spice. Ironically, detectives found a copy of HB 175 near the cash register in Salam’s store. The date on the paperwork indicated that he had printed out the bill on April 10— ve days after he was told to stop selling Spice. “They were advised if they didn’t stop selling it they would be arrested,” said the detective of the noti cations. These substances, sold many times as incense, contain chemicals that mimic THC— the active ingredient in marijuana—and produce a marijuana-like high. Smoking Spice can cause seizures, vomiting, paranoia and delusions. It damages the lungs, cardiovascular system and can cause brain damage or even death. Spice originated at Clemson University as researchers were developing synthetic cannabinoids to create therapeutic drugs. Because the manufacturers of Spice continually change its ingredients, law enforcement of cers have had a dif cult time getting the courts to act on the arrests. So, when the marijuana-like substance is found it is con scated then sent to a crime lab where tests are done to determine what illegal substances are present—which is just what happened in Salam’s case. The task force detective said a con dential source bought some Spice from Salam. It was sent off for testing, and when it was found to contain illegal substances, a search warrant was served on Salam’s store and he was arrested. Assistant State Attorney Ashley Albright said the sale of Spice is a second degree felony. “It’s the same as if he was selling cocaine,” he said. Thursday’s arrest could also present future problems for Salam, said Mr. Albright. “If he’s convicted, I believe he will lose his license to sell alcohol,” he pointed out. After the search had been nished, a task force detective explained that because various different brands of Spice had been found only one bag of each brand would be sent to the lab for testing. Spice is sold for $10 to $15 for a 3-gram bag. Possession of anything over 3 grams is a felony. Spice is known by a variety of names, including: Mr. Nice Guy, Genie, Yucatan Fire, Skunk and Barely Legal. She compared raising the FCAT standards to a distance runner going from running a 5 kilometer race to running a marathon. “It’s not that we don’t want students to succeed,” she asserted, “quite the opposite.” Ms. Stewart said that when she taught kindergarten by the end of the school y ear the students knew the sounds of the letters of the alphabet. She said that now kindergarten students are reading by April. “They’ll get there with the right resources and support,” she said. The governor said he tells business leaders that if they bring jobs to Florida he will see that Floridians get the training they need to do these jobs. Realtor Phil Berger noted that government regulations make it dif cult for banks to get involved in nancing home sales. He said that currently about 76 percent of home sales are not bank nancing. A few years ago he said, 90 percent of sales were bank nanced. He said without banks, cash buyers are forcing prices down. “It’s not going to change until we hold people accountable,” the governor said. “I’m going to reduce rules, I’m going to reduce spending.” He stated that before he got into of ce, the state debt had been increasing for 20 years. Former superintendent of education Phoebe Raulerson, asked the governor to reduce paperwork requirements. She said school administrators “are drowning in paperwork.” The governor asked for a list of required paperwork and said he would do what he could. Raulerson Hospital administrator Robert Lee asked the governor if anything could be done about the increase of emergency room patients. He said some people wold go to the emergency room because many doctors are not accepting Medicaid. The governor said this must be changed on the federal level. “We spend enough money on health care,” the governor said, “We just don’t spend it well.” Businessman Mack Worley complained of unfunded mandates. “I hate them,” the governor responded, then asked for a list of unfunded mandates. “I ran because I want to change things, I can’t do that unless people complain,” he said. “My business has to move at the speed of business,” he said, “It can’t move at the speed of bureaucracy. She then returned to Okeechobee to help drive the school bus and deliver mail after her father became ill. In 1946, after WWII, she met and married in her late husband, James Edward King. Sylvia was the third child of Laura and Sylvester. She was a great story teller and inspired many with her early memories of Okeechobee, the great hurricanes, life on the river, and many old remedies passed down by her mother. Sylvia loved working in her yard planting and caring for her plants and orchids. She had a green thumb and could literally grow anything. She worked constantly on hand crafts, crocheting, and quilting until her eyesight deteriorated. She had an endless love of dolls which she made and also collected. Sylvia was preceded in death by her husbands, James Edward King and Staley Jack Pennington; her parents; sisters, Pricilla Nettles and Kathyrn Snipes; and a brother, Perry Sylvester Arnold. She is survived by her daughters, Susie Burk, Boni Perl (Larry), and Jenny Vickers, Roseanne Locklear (John Paul) and Linda Lipscomb (James); sisters, Maybelline Creach (Franklin), Jane Hardin; a brother, Marvin Arnold (Rita); nine grandchildren; eight great grandchildren; and a host of nieces and nephews. The students competed in a quiz bowl type format with one round of speed computation problems and one round of higher order more complex questions called the follow up round. MurphyOkeechobee News The Treasure Coast Hunger Free Coalition is meeting every other month in Okeechobee to discuss hunger related issues in Okeechobee County. “We bring different community leaders to the table to access the situation in Okeechobee County, look at the resources available, the gaps in service, and put a plan together to address those gaps,” Krista Garofalo, Director of the Program, recently told the Shared Services Network. The Health Department, the School Board and the Area Agency on Aging have been participating in their meetings but more v olunteers and businesses are needed. Ms. Garofalo said she would like to see business owners and farmers and ranchers come forw ard to take part. Anyone interested in hunger relief will be fully trained and brought up to speed on the current situation and told how they can help. The group would like to see more involvement from the business community, the food industry and restaurants, and the agriculture community. “Today about 104,350 people are served in the four counties we serve each week. Okeechobee County is particularly af icted w ith hunger issues,” she explained. The ultimate goal is to provide more food pantries and soup kitchen and develop partnerships to improve the service they provide to the community. “We are making progress. We want to nd out what everyone in the community is doing. There are a lot of people feeding people and doing good work that we’re not aware of. Hunger coalition to help local area FORT PIERCE—On Monday, June 4, Wifredo A. Ferrer, United States Attorney for the Southern District of Florida, Jos A. Gonzalez, Special Agent in Charge, Internal Revenue Service, Criminal Investigation Division (IRS-CID), David C. Nieland, Special Agent in Charge, Department of Homeland Security, Of ce of Inspector General, Miami Field Ofce, and Susan Benton, Sheriff, Highlands County Sheriff’s Of ce, announced sentencings of defendants Jeffrey Wayne Aunspaugh, a Port St. Lucie electrical contractor, his wife, Angela Aunspaugh, and Christopher Hale, his brother-in-law, in connection with a kickback scheme involving Hurricane Wilma disaster relief FEMA payments. U.S. District Judge K. Michael Moore sentenced Jeffrey Wayne Aunspaugh to 63 months in prison, to be followed by 2 years of supervised release. Angela Aunspaugh was sentenced to 63 months in prison, to be followed by 2 years of supervised release. Hale was sentenced to 30 months in prison, to be followed by 2 years of supervised release. On March 5, 2012, after a ve-day trial in Ft. Pierce, the Aunspaughs were convicted of conspiracies to commit honest services mail fraud, money laundering, and structuring nancial transactions to evade currenc y reporting requirements. The jury also convicted the pair on substantive charges o f structuring nancial transactions to evade currency reporting requirements. According to evidence presented at trial, Jeffrey and Angela Aunspaugh, owners of Ener-Phase Electric, Inc., obtained more than $1 million from subcontracts with Glades Utilities Services, Inc. for storm-related repairs following Hurricane Wilma in 2005. According to the evidence, the defendants paid more than $200,000 in cash kickbacks to their brotherin-law, Christopher Hale, who was the general manager of Glades Utilities Services, Inc., to obtain the contracts. Christopher Hale pled guilty to receiving the kickbacks. To get the cash for the kickbacks, the Aunspaughs engaged in a series of structured withdrawals from their corporate ban k account in amounts just under the amount necessary to trigger reports of cash transactions. In this way, the Aunspaughs withdre w $205,000 in cash in six months in 2006. Mr. Ferrer commended the investigative efforts of IRS-CID, the Department of Homeland Security, Of ce of Inspector General, and the Highlands County Sheriff’s Of ce. The case was prosecuted by Assistant U.S. Attorneys Russell R. Killinger and Adam McMichael. MurphyOkeechobee News Timmy Farrell tossed three shutout innings and Will Jackson made three ne running catches in the out eld but it wasn't enough as the North squad was shut out 5-0 by the South squad at the annual Mike Picano Treasure Coast High School All Star game Tuesday at Digital Domain Park in Port St. Lucie. Six Brahmans played and three started in the game, Tyler Finney at shortstop, Farrell on the mound and Justin Morgan behind the plate. Jackson, Brad Coleman and Billy Childers also got to alternate in at various positions in the game. Brahman coach Jeff Blackstone served as an assistant coach and rst base coach in the contest played before a couple hundred fans and parents at the Mets Spring Training baseball stadium. Jackson said it felt good to come back and play on a professional eld, "I had a pretty good game today and I felt comfortable. It was good to end my high school career like this." Farrell said he was glad he got hitters off balance as they hit a lot of pop y balls and w eak grounders against his pitches. He was motivated because college scouts were in the stands to check out the players. "I had fun and tried to do what I do best. The game let us come back on the eld one more time and play together." Morgan had a lot of activity late in the game with plays at the plate and did a great job blocking balls in the dirt. His goal was to have fun and enjoy the moment. "It was a cool experience and I loved it. Every day I can play baseball is a great day," he added. Finney played second base, shortstop and third base during the game. He enjoyed getting to play one more game with his Okeechobee teammates. "It has always been my goal to play here one way or another so I couldn't ask for anything better," he said. Finney will continue his career at Flagler College next year. Coleman dropped down a sacri ce at the plate and got the chance to play second base for the rst time in several years. He said the pitching was very tough in this game. "The kids were throwing gas and it was tough to catch up to sometimes. The visuals of this stadium is awesome and is something I'll never forget," he said. Childers hit a hard ground ball in his rst at bat but it was right at the third basemen and he turned a double play. He handled a couple of chances in the out eld awlessly. He said he won't soon forget this day. "It was great being here in this park, it's just beautiful out here and I'd play here any day," he said. It was a pitchers battle throughout as the South scored one run in the fourth and four more in the seventh inning. Alec Lamrouex of Jensen Beach, Josh Thorne of Martin County, Phil Naclerio of Treasure Coast and Jesse Arnold of Port St. Lucie combined to toss a shutout. Matt Nocito of Port St. Lucie was named the Most Valuable Player thanks to an RBI single, a run scored, and two stolen bases.
