Page 3 State claims county owes more than $1 million in disputed Medicaid billsBy Pete GawdaOkeechobee News County employees might have to wait another year to receive a pay raise thanks to the effects of a new state law. The preliminary proposed budget for the coming scal year contained a 3 percent pay increase for county employees. However, at the Thursday, May 24, meeting of the county commission, county administrator announced that she was withdrawing the pay raise from the proposed budget. She was adamant that she was responsible for that action and not the commissioners. Her announcement came after a lengthy discussion of how the new state Medicaid law would drastically affect state nances. Under the recently passed law, the state sends any disputed Medicaid bills back to the county of origin and that county is responsible for the bill. The burden of proof falls on the county to document they are not responsible for the bill. In the meantime the state will withhold that county's revenue sharing funds from cigarette and sales tax until the county can prove they don't owe the money. For the period from Nov. 1, 2001 until March 31, 2012 the state claims the county owes approximately $1.3 million in disputed Medicaid bills. That amount must be paid within ve years. Each year the state will withhold a portion of the total from the county's revenue sharing funds. Mrs. Chartier detailed how this would adversely affect the county's budget with a drastic loss of revenue. Therefore, she decided to pull the employee raise from the proposed budget. However, this year the budget is in good shape. Mrs. Chartier said currently revenues exceed expenditures by 11.6 percent. She is Administrator nixes employee pay raise By Eric KoppOkeechobee News Sheriff Paul May wasn't looking to buy a new vehicle for his Okeechobee County Sheriff's Of ce (OCSO) eet but when he was offered a car for $1 a year, well, it was a deal he couldn't refuse. Thanks to the National Insurance Crime Bureau (NICB) a detective in the OCSO Criminal Investigations Division (CID) will have the use of a 2010 Nissan Altima for the unheard price of $1 a year for up to ve years. The sheriff's of ce will have to insure the car and maintain it but, like any other leased vehicle, when that ve years is up, they can turn it in and walk away. Sheriff May said when he heard about the program, there was no way he was going to turn it down. "Absolutely not," he said. "To get a car, for a dollar a year? I'm de nitely going to take advantage of that." According to OCSO Detective Mark Shireman, who handles the majority of auto theft cases, he will be assigned the Nissan. He plans to use the unmarked vehicle for surveillance and investigative purposes. By Pete GawdaOkeechobee News Congressman Tom Rooney spoke brie y at the Wednesday, May 23, quarterly luncheon of the Chamber of Commerce of Okeechobee County. After introducing the congressman, chamber vice president Terry Burroughs said, "We appreciate the time y ou took to wrestle the chamber building from the Internal Revenue Service (IRS)." The chamber building on the corner of Parrott Avenue and Park Street had been seized by the IRS because of nonpayment of payroll deduction taxes by the former tenant, the Okeechobee County Chamber of Commerce. Congressman Rooney was instrumental in having the IRS release the building to its owner, the City of Okeechobee. The city has since leased the building to the Chamber of Commerce of Okeechobee County. Mr. Rooney voiced his support of the chamber. "Nobody understands more what needs to happen than the chamber," he said. The congressman blamed the current economic condition on the policies of the present administration. "The president is trying to make you think things will get better," he said. The president's stimulus program failed, according to Congressman Rooney, because spending government money to help private business has never worked. He said that private industry needs less government restrictions in order to create more jobs. "Certainly we need to do something about the high cost of energy," he said. "The new thing is taxing the rich," the congressman said. However, he went on to say that some of those facing higher taxes are farmers and small business owners. He said that if a business owner expected to be taxed at a higher rate, that business owner would not want to expand his business. Mr. Burroughs reported that the chamber now has 118 members and has moved into the chamber building after an extensive clean up effort. He also said that there is now a community calendar on the chamber website and that the chamber is planning some sort of Fourth of July event. William Bedwell, director of community relations for New Horizons, explained the substance abuse and mental health services offered by his organization. He said that last year 1,000 individuals were treated at the Okeechobee facility and that 25 percent o f that number were children. Cedric Gibson, dean of business technology for Indian River State College and his coworkers Spike Schultheis and Bob O'Brian explained the services IRSC can provide to help new and existing businesses. Chamber welcomes Congressman Rooney to quarterly meeting By Charles M. MurphyOkeechobee News Okeechobee City Fire Chief Herb Smith admits there have not been many drowning deaths in Okeechobee while he's been chief and he'd like to keep it that way. City Code Enforcement Of cers began their annual checks of back yard pools this month to make sure they comply with all existing city codes and safety regulations. Chief Smith said most residents are eager to help and insure that their property and the neighborhoods are safe for children. "We get a lot of cooperation every year. Sometimes you'll have some dif culty, but that is rare," he explained. The city requires at least a ve foot-barrier for all above ground back yard pools. The pool wall can serve as the barrier as long as the ladder is removed when the pool is not in use or property attended. The city also has Taylor Creek and a lot of canals which can pose a danger to children especially when the water levels are high. In-ground pools in the city limits must have a fence and locking device. There are also requirements for alarms on doors that lead to these pools. Chief Smith said the idea is to keep the city as safe as possible for children. "We have been lucky with few people drowning in recent years, but we must be vigilant and make sure we keep children safe this summer." A two-year old child died last weekend in Clewiston when a vehicle entered into a canal and became submerged. MurphyOkeechobee News By an overwhelming majority, Okeechobee teachers approved a new three-year contract package that includes one step on the salary schedule and a new evaluation system this week. The Okeechobee School Board voted (4-0) Tuesday to ratify the contract with the Okeechobee County Educators Association 1604. Superintendent of School Ken Kenworthy said the negotiations went longer than both sides hoped, but in the end was a good package for both sides. "Both sides had to give a little bit and that is what negotiations are about. We hope to have smoother negotiations and move the district forward academically into the future." Mr. Kenworthy said teachers should not be fearful of the new evaluations which will take into consideration the teachers score on instructional practices observed by their principal and the students learning growth; FCAT scores, or end of course exam scores. "I believe we've always had good quality teachers here. Not every teacher will be highly effective because they're people. We can all bene t from using different instruction strategies and take advantage of new technologies," he said. Sixty percent of the evaluation will depend on the observation in classroom instruction made by the principal and 40 percent will be student learning gains over the next three years. Most teachers will receive a needs-improvement score on at least one part of the evaluation this year. Mr. Kenworthy said that will be hard for some to swallow because they've never gotten that score before. He said most of the teachers will receive an effective grade. The teachers will receive one step on the salary schedule which is 2.55 percent more than last year's salary and is retroactive to July 1, 2011. "This is a pretty lucrative salary package when you look at other districts," Kenworthy said, "Teachers in our district did pretty well." Some districts gave no raises, and most teachers received a step increase of between 1 percent and 1.5 percent in other districts. The starting salary for Okeechobee teachers is $34,000 and the top step after 20 years of experience is $55,860. Union President Candy Walker said a lot of teachers didn't cast a ballot Monday because this is a busy time of year. She said there will always be some teachers who won't be happy no matter what is negotiated. The vote in favor was 217-20 this year. "Teachers understood this was the best package we could come up with. There is always room for improvement," she explained. Walker said the union hopes to convince the district to make changes to the teacher evaluation next year but noted the state legislature enacted new laws that required more of an emphasis on student grades and learning gains. "There are always positive things in a negotiation and both sides learn a lot. I hope this helps us to move on to more positive situations in the future," she added. "I didn't expect the school board to disregard everything the district was staying and see the light in our argument." ScrappersYou recently wrote an article on scrappers t hat are thieves. You described a thief instead of a scrapper. Most all occupations have t hieves. Because if you take a pen from work, y ou are a thief. Not all scrappers are thieves. I spend 30 to 40 hours a week, driving and $100-$125 a week in gas. Not to mention the 1000-3500 lbs. a week I save from pollution of t he land ll. I am one of the honest scrappers. A ll of our of ces have a thief of some sort in t hem. That is what our taxpayer money is for, t o patrol our communities. Just a reminder, not all scrappers are thieves.Obama Who the heck was Obama getting to hawk his books back in the '90s? Whoever it w as, it is now causing quite a bit of consternation because they put on his bio that he w as born in Kenya. This publication, apparently, even confused Michelle about Barack's c ountry of origin. Kenya? Now, what kind of publishing company gets the nation of origin w rong for a rising star and does not correct it until 16 years later when he begins his bid for the Oval Of ce? Now, for detractors who are saying, "Well, Barack should have spotted t he typo [the only glaring typo, by the way, on the entire brochure] and demanded his agency correct it." All I've got to say is that you c annot expect a Harvard Law student to be b usied with checking this type of minutiae. T he fail-safe is that we have the mainstream media who will clear up this issue of Obama's b irthplace and get us back to the big issues of gay marriage, free birth control for female law s tudents and cars that run on algae. I hope those investigating this birther story press on. Even if Obama is out of of ce by the t ime they ever get proof positive of his birthplace, he needs to be exposed for hiding all pertinent facts about the legal requirements for one to be president of the United States. I like Martin Luther King's dream of a future where a man would be judged by the content of his c haracter, rather than the color of his skin.Money that was supposed to help homeowners diverted The banks were ordered to pay billions because they were caught falsifying foreclosure documents and taking people's homes away. But instead of the money going to the people who were wronged, and are now homeless, state of cials divert the funds for other uses. Money which was awarded in behalf of "the people" is going into government programs and not being returned to those who were actually wronged/hurt? Once again, the government used the backs of its people to gain more money for "their" coffers and use. What good are these services to a family sleeping in a car "... permissible uses of settlement funds include housing counselors, state and local forclosure hotlines, forclosure mediation programs, housing remediation and blight projects (what is that?)", etc .... Advice for graduates The best thing you can do for yourself when you nd a job is to PAY YOURSELF FIRST. Now don't go off on a tangent and say, "Yeah, I'll get this and I'll get that for myself," NOT, you will go to the bank or credit union and open a lowly savings account and put in AT LEAST 10 percent of whatever you have in your hand as pay for whatever job you have. (I don't care if you have a retirement account!) This money is your lifeline for when your world falls completely apart. Notice I did not say a rainy day. You can survive a rainy day. Do not take money out of that savings unless you are putting it into another account that earns more interest for you. Remember though, you will get more reward for more RISK. Do not put your emergency fund into anything that causes you to stay up at night worrying. You may not have a pretty car or expensive clothes or a beautiful house now but you can have a clean car, clean, pressed clothing, and a tidy home by taking care of what you DO have. Save your money, take care of your belongings, and do the next right thing for your family and your world and you will be richer than 99% of the people on this Earth. The other advice I can offer is get out of this town. Its a black-hole where hopes and dreams go to die. The town is slowly dying and has no job opportunities for young people. Every "entry" level job in this area wants 3-5 years experience in something. Move away, go college/trade school, do what you want to do (not your parents), and then make a life out of it. May I?Do you remember the game of "Simon Says?" Before you could make a move or take a step you had to say, "May I?" If you forgot to say it you had to go back to the beginning. Somewhere along the lines of life people have forgotten how to say "May I." May I is an expression of courtesy. You are asking another person if it is alright with them if you get in front of them in a store line or help themselves to something on your plate, or tell other people something you told them. What's even worse is passing along stories you've heard or read about that are damaging to another person's reputation without asking that person "May I inquire from you about what I've heard about you as to whether there is any truth to it?" It absolutely broke my heart to read about the hullabaloo in the newspaper about our great Sheriff, Paul May. The man has dedicated his life and career to the people of Okeechobee. He has done more for this community than anyone I can recall. He has taken pay cuts, downsizing, unrealistic demands from ungrateful people, and yet, he has held his composure and his temper and met the needs of this community to the bes t of his ability. He has had to re friends and even jail some, all with great remorse, but doing his job for the good of the county. Now someone who wants his job, who thinks he can ll Mr. May's shoes is spreading propagand a through the web media. Well, my opinion is that everyone who knows Paul May and his beautiful wife knows that he is a man o f honor and integrity. Mr. Rhodes, it would do you good to go to Sheriff May and say, "May I offer you m y apologies?" You have to know that he is a man of strong character and that he will accept your apology because he is also a humble and forgiving man. God gave Okeechobee the best man for the job of Sheriff and I personally praise God and Thank Him fo r choosing Sheriff May. And Sheriff May, as long as I live here you will always have my vote. You have proven trustworthy and capable of the job you do. Thank you from the bottom of my heart. Jesus loves you and so do I. By Pete GawdaOkeechobee News Despite the concerns of nearby residents, the Okeechobee County Planning Board, meeting Tuesday, May 22, granted a special exception for a shell pit. According to information furnished to the board by the planning department staff, the property in question is located along the west side of S.W. 87th Terrace, west of Northlake Country Estates and Edgewater Acres subdivisions and south of S.R. 70. The property owner is 266 Trees, LLC and the applicant is Steve Grif n. A similar special exception was issued for this property in 2006. However, mining was not begun and the special exception expired. Planning department staff member T y Hancock, who was present at the meeting, stated that even though nearby residents expressed concern about traf c, noise and the effect on the water table, the board unanimously approved the request. He said that ingress and egress to the property will be from S.R. 70. However, he added that the proposed time restrictions on the hours o f operation were removed. By Pete GawdaOkeechobee News Okeechobee County Commissioners are becoming proactive in their effort to combat urban sprawl. At their meeting on Thursday, May 24, commissioners took the rst step in the long process of approving a rural activity center (RAC). A RAC activity center provides for agricultural, residential, neighborhood commercial and certain light industrial areas, subject to compatibility and buffering criteria provided in local land development regulations. There are currently 13 RACS scattered throughout the county. However, what is different about this rural activity is that the commission will control the entire development process. The other RACS were approved as an effort to control urban sprawl after certain areas began to develop. Commissioner Joey Hoover used the term "retro t" to describe the county's other rural activity centers. The RAC was requested by Amistad Holdings, LLC., the owners of approximately 620 acres on the east side of S.E. 128th Avenue, north of Quail Woods and Bridlewood Ranch subdivisions and south of E. Center Street. The proposed change to the county's land development regulations would increase the density for residential development from one unit per ve acres to one unit per acre and allow for up to 15 acres of commercial development. Planning of cial Bill Royce said the proposed RAC is about midway between S.R. 70 and C.R. 710 on a collector road between two arterial highways. He said the proposed project does not justify sewer and water. Mr. Royce said the planning board recommended approval by a 4 to 3 vote with some members expressing concern about urban sprawl and the effect on agricultural activities. He said the planning board wanted a uni ed plan for developing the entire 620 acres and not the development of isolated sections. He added that recreation areas must be provided. Realtor Brandon Tucker represented the applicant. He said that Amistad means friendship in Spanish and his client wanted to establish friendship with Okeechobee. He said that under current zoning his client could put in 124 dwelling units and no commercial components. Mr. Tucker said that would increase ad valorum taxes on the property slightly. However, he said the proposed RAC would net the county $3 million in impact fees and an increase in ad valorum taxes which would amount to about 5 percent of the existing budget. "That would be a great thing, a tax generator and an employment opportunity," Mr. Tucker said. Mr. Tucker went on to explain that the area in question is the only place for such a development. He said it fronts on two paved roads, Berman Road and Center Street, allowing for multiple ingress and egress. He said the property is high and dry, sitting on a ridge. Mr. Tucker said the creation of a new shopping area would serve the residents of the eastern part of the county, thus alleviating some of the congestion at U.S. 441 and S.R. 70. "There is a subdivision pattern already formed here," said Michael Houston, who is involved in planning the RAC. "Berman is a unique road. It's connection with S.R. 70 and S.R. 710 makes it unique." He went on to say that this would be the rst planned RAC. "I think this will end up being a groundbreaking transition in the way we develop," said Commissioner Ray Domer. "This is unique because we are developing a rural activity center before we develop any lots," said Commissioner Joey Hoover. The commission anonymously voted to send the proposal to the appropriate state agencies for approval. Then it will come back to the commission for nal approval o f the RAC. The next step will be the process o f approving a planning unit development. Commissioner Hoover noted that there will be many steps before nal approval o f the project. He said it would come before the county again at least three more times. Under the hood the car has a 2.5, four-cylinder motor that delivers an estimated 23 miles to the gallon in the city and 32 mpg on the highway. James Price, a special agent with the NICB, said this lease program has been going on for the last 20 to 30 years and is a "long-standing practice" with insurance companies. "It wouldn't be possible without the insurance industry helping," said Agent Price from his of ce in Stuart. "I have about 13 vehicles on lease with different agencies in the southeast region of Florida that I cover." He said some of the cars are used for bait, while others are used for surveillance because they don't look like a cop car. "Even an unmarked police vehicle looks like an unmarked police vehicle," he said. "This program allows a detective to be in areas where he can observe and document crimes and build cases on groups instead of individuals. This helps them to get in there and see what's going on without being noticed." Agent Price, who was with the Florida Highway Patrol for 30 years and knows Sheriff May quite well, said agencies that are having a rash of car thefts on a particular model can request that model then use it as bait. But, what happens if the bait car is stolen and can't be found? "Then, that's a bad day," said the agent with a chuckle. "It falls back on the NICB and we'll take care of it. But that hasn't happened in a long time." Motorcycles and boats are also available to law enforcement under the lease program. Law enforcement agencies can also request, and receive, more than one vehicle. "Some request more vehicles due to more crimes or they may have several different squads and each squad may need something," the agent explained. Agencies can also return the vehicle sooner if they feel it's become too well known and ask for another. Detective Shireman said since the car is being used on a lease program, very little equipment will be put on the car that can't be removed without damaging it. Once an agency is nished with the vehicle, Agent Price said it is returned to the insurance carrier that leased it out. "Sometimes," he said, "they may donate them to law enforcement." He went on to say that there is always a waiting list and that trucks and late model imports are really popular. They also awarded a contract of $1,428,131.65 to Drawdy Construction Co. for repair of bridges on S.W. 87th Terrace, N.E. 39th Boulevard, and N.W. 240th Street and approved a change order reducing the price by $530,210.95. Commissioner Bryant Culpepper had been on the agenda to discuss an alternative to building a new building for the propert y appraiser, the tax collector and the drivers's license bureau. However he said that after talking with Donnie Oden, the county's capital projects manager, and looking at alternatives, he concurred with the idea of building a new building. The commissioner said the sheriff could utilize the old building and the proximity of the tax collector and the drivers license bureau would allow for cross training. Mitch Smeykal, the county's emergenc y operations director, gave an update on hurricane preparedness and training exercise just competed. By Eric KoppOkeechobee News A convicted felon currently on probation has been arrested in connection with the theft of a rearm from an area home. John Wesley Reel, 43, U.S. 441 S.E., Okeechobee, was arrested Wednesday, May 23, on felony charges of armed burglary of an occupied dwelling and grand theft. Reel is being held in the Okeechobee County Jail in lieu of $30,000 bond. Reel and another man apparently went to the home and, while there, Reel asked to use the bathroom, stated an arrest report by Detective M.D. Faulkner of the Okeechobee County Sheriff's Of ce (OCSO). Reel and the man soon left the home, the detective added. According to witness statements Reel then had the man take him to a home in Whispering Pines. When they arrived at the home, Reel was reportedly seen with a black and chrome .22 caliber ri e. The report stated that Reel went to the home and apparently sold the ri e to someone for $50. According to Detective Faulkner Reel reportedly had taken the Remington model 66 nylon ri e by putting it in his pants leg. The detective went on to state that he spoke with the person who bought the ri e, and was told by that person that he asked Reel several times if the gun was stolen. But, added the investigator, Reel said the gun was not stolen and that the people he was with needed the money. Detective Faulkner said his investigation into the alleged theft is continuing, and that he is also searching for a silver .22 caliber handgun with pearl grips that was apparently also taken from the home. A check of Department of Corrections (DOC) records indicates that Reel was convicted of felony battery in 2009. He was then sentenced to a little more than 23 months in prison, to be followed by felony probation. Those DOC records indicate that Reel's probation does not end until Jan. 31, 2014. The event, sponsored by Indian River State College and Workforce Solutions honored government, industry and organizational leaders and their contributions to the research and information technology community throughout the fourcounty region. In 2011 the Okeechobee County Commissioners began utilizing a new software program, IQM2 Intelligent Meeting Management Solutions that streams county meetings live on the internet, allows for paperless agendas and elevates the standards of professionalism in Okeechobee County. County administrator Robbie Chartier, center, accepted the award for the county. To her right is Jeff Hoffman, founder of Priceline.com and to her left is Andy Fazata of Indian River State College. The award winner in the government category was Martin County for the Martin County Community Broadband Network. Taking a big step toward a brighter future, 442 Treasure Coast residents have earned their high school diploma through Indian River State College this year. Throughout the 2011/2012 school year, the graduates earned high school credits in IRSC’s Adult High School or completed preparation and passed the General Educational Development (GED) exam at IRSC Adult Education sites throughout St. Lucie, Martin, Indian River, and Okeechobee counties. IRSC Adult Education graduates participated in the IRSC High School Diploma Ceremony on May 15, 2012. “IRSC Adult Education Career Pathways students are encouraged to select a career pathway and take college courses either w hile enrolled in Adult Education classes or upon graduation to enhance their earning potential. In today’s economy, post-secondary education is integral to our citizen’s earning a sustainable wage” said Libby Livings-Eassa, Assistant Dean of Adult Education. IRSC’s Adult Education Career Pathw ays program has seven career academies to help students enter the College’s health science, technology, public safety, business, industrial, education, and STEM disciplines. Many graduates will continue their education in one of IRSC’s certi cate or degree programs. The IRSC Adult Education program awards thousands of dollars per year in scholarships through the IRSC Foundation. A long with forty-one graduates receiving over $50,000 in scholarships, several graduates were inducted into the National Adult Education Honor Society. These students w ere selected by faculty for outstanding cooperation, attendance, and self-reliance in the IRSC Adult Education Program. During the 2011-2012 school year to-date, 367 students passed the GED exam and 75 successfully completed the Adult High School program at IRSC. Students in GED classes progress at their own pace to review high school subjects prior to taking the GED equivalency exam. Students in the Adult High School program earn high school credits in traditional high school subjects. In addition to GED preparation, Adult High School and A dult Basic Education, IRSC’s Adult Education program also includes English as a Second Language (ESL) classes. I am a native Floridian, born in Jacksonville Naval hospital and a graduate of both FSU University and University of Florida Medical School. (So no rivalry since Im a hybrid.) Im writing to tell you about state of the art cancer treatment located right here in Okeechobee and you will be treated here and not shipped to the coast (except for planning of your treatment) or anywhere else where you dont have the support of your family and friends. At the cancer center, we are capable of delivering Intensity Modulated Radiation Therapy. Now, you dont have to know the details, all you need to know is it allows us to concentrate the radiation where it is needed and even shape the area to conform to your anatomy, avoiding excessive radiation of normal, noncancerous tissue. The treatments are painless and the only side effects are localized to the treatment area, unlike chemotherapy which affects the entire body and bone marrow. Recently, IMRT has been found to be superior to proton therapy in some tumors! Giving equal or better cure rates and less long term side effects! This was a relative surprise since the ONLY advantage of protons was supposed to be sparing of normal tissue. Whew! Thank God I dont have to go spend 125 million dollars! About the only thing superior about protons is the expense. It is a failure of our system to approve technology for use before it is proven to be effective. If you are treated at Okeechobee Cancer Center, you will also have the advantage of your treatment being planned using the only PET/ CT simulator on the Treasure Coast! This is one of the most important and useful technological advances in the staging of and treatment of cancer. A PET/CT is signi“ cantly more accurate because the CT portion cuts down on FALSE positive and negative interpretations. (Improves by as much as 15 to 30 percent or more.) So remember, if a PET is ordered, it is better done on a combination scanner for staging and treatment. The major advantage of using a PET/ CT simulator is in showing more accurately the extent of the tumor. Since as a Radiation Oncologist my job is basically that of a target shooter, the PET keeps me from missing the target (cancer) by telling me to treat more or most importantly allows me to treat less thereby reducing side effects! Pesticide applicator laws and rules can be confusing at best, and frustrating to persons who want to get a new license or renew an existing one. An upcoming event is planned for our of ce to help train persons that wish to obtain a license to apply pesticides inside buildings. The license is called Limited Certi cation Governmental or Private Applicator Certi cation Structural Pest Control. It is required for all persons who need to use pesticides as part of their jobs as either public or employees o f private businesses. This license does not allow persons to operate a pest control business. The Okeechobee County Extension of ce will hold a training class on Wednesday, May 30, from 10 a.m. to 3:30 p.m. It is designed for those that wish to prepare for the "Limited Structural" exam. The class will also be open to those that already have that license who need to earn CEUs to renew their licenses. There is no cost for this training session, but preregistration is required. Sixh St., conducted a 5K Fun Run on the morning of May 11. Students, faculty and parents participated in this event to raise funds for new playground equipment and other beauti cation efforts they are making towards the school over the next few months and through the summer. Everyone enjoyed walking and jogging as it was a cool and breezy Friday morning. Parents and faculty supervised and walked the distance with the students as well, offering w ater along the way and encouragement. It w as a fun and productive day for all! All of the students were determined to complete their goal of walking the entire 5K and they are happy to announce that each and every one accomplished this goal! Also, their class had a goal of reaching $500, but as these over-achieving students would have it, they raised a total of $1,022! Way to go students! The contractor hopes to start work the end of this month on remodeling the building to include adding to the front and installing dual drive through lanes. With a few changes, the site plan for the project received the approval of the city's technical review committee on Thursday, May 17. Mark Puales of Code Checkers, Inc., represented McDonald's. He has been working with city planner Bill Brisson to make sure the site plan conforms to city codes. With the dual drive through lanes, there w as some concern about the increased desire for customers to park on N.E. Fourth Avenue. Therefore the contractor was required to construct a sidewalk along that side of the property and paint a yellow re zone area on the adjoining street. McDonald's will also be required to screen the dumpster from view. The size of the signage must conform to the city's sign ordinance. Fire Chief Herb Smith expressed concern that the N.E. Fifth Avenue entrance bear up to the weight of his re trucks. Therefore, that entrance will have to be paved. There will be an upgrade on all the on-site safety signs and existing hedges will have to be brought up to code. In addition, Mr. Paules said the lighting in the parking lot would be enhanced. MurphyOkeechobee News Mark Weir signed a scholarship to play baseball for Northern Oklahoma College this week and enjoyed his accomplishment w ith a large crowd of family and friends at Okeechobee’s Backyard Barbecue Restaurant on Monday. Weir was a four-year lettermen for the Brahmans and a solid player at third base through his career. He played in the Treasure Coast All Star game as a senior and was a key player for the Brahman District Championship Team under Coach Dylan Tedders three years ago. Weir intends to study engineering and ultimately get into medical engineering. He had the opportunity to attend Indian River State College and play baseball last summer but elected to take some time off and work for his parents at Don’s Appliances. During the layoff he decided that he missed the game of baseball and wanted to give college baseball a shot. “I’m really excited about going out there. It’s an opportunity that others don’t get every day. I feel my time off has brought back my desire and love for the game,” he said. Weir also put on 30 pounds in the off season and is much stronger than when he played in high school. He played a little softball but also worked out on his own to get ready for college. The campus in Tonkawa, Okla., has only 1,500 students which is similar to Okeechobee. Weir’s travel ball coach Andy Wells of Fort Pierce got in touch with the college a few months ago and his family took a trip out there to check the place out. His dad, Don Weir said he was immediately impressed with the campus and the people there and felt it was a good situation for his son. “I’m very proud of him because he’s done a very good job. We had a very nice time out there and the people were all very nice,” he explained. Don said when Mark was 12 years old he knew his son was good enough to play baseball at the next level. He said they dedicated a lot of time to the game and are glad that they did. He thanked the coaches who had helped his son along the way. “He had some good friends that taught him very well. He was always a leader and was very knowledgeable about the game. He knew what he was doing and helped his teammates along the way,” he added. Mark said he loved having the opportunity to share this moment with his family, friends, and former teammates Monday. “This is just an awesome moment. You can’t replace a moment like this because it’s a once-in-a-lifetime deal. By Charles M. MurphyOkeechobee News The Yearling Bulls basketball team battled through a .500 season last year at (7-7). Most of the players gure the team will continue to improve and should leave mediocrity in the rear view mirror in seasons to come. Coach Efrain Ochoa honored Antawyn Fludd as the team's Most Valuable Player, named Laquavius Williams Offensive MVP, Francisco Compton Defensive MVP, and handed out the Yearling Award to Jarred Morgan at the Bulls awards banquet last Friday. Ochoa said he wants basketball to be as good as the volleyball and soccer programs at Yearling which have rarely lost in recent seasons. "It's nice to win in Okeechobee but we want to expand and win everywhere else," he explained. Ochoa said he will only be satis ed when his teams are able to beat and be competitive year after year with teams from Vero Beach. The team defeated Brighton and Osceola this year and has had bragging rights over the local rivals for many years but Ochoa said that isn't enough. "Everybody returns next year and we have a lot of talent. I hope to compete for a conference title and at least put a banner up on our gym wall next year," he added. Fludd said he thinks the team can be a lot better next year. He led the team at the point guard position as a seventh grader. He said he will have a better attitude and that might rub off on the better players. "I feel like it was my fault that we were only .500 this year. We have the talent but we have to come together and play together." Fludd and others will play travel ball this summer with Coach Myron Refoure and play several tournaments on the Treasure Coast and other parts of the state. Fludd is also an accomplished football player and is excited about playing in the new Mid Florida Football League next fall. Another football player who excelled on the basketball court was Laquavius Williams. The six-footer is only in sixth grade. He missed most of the football season last fall with a fractured hip but didn't let it slow him down on the basketball court. He held his own against older and taller players this year. "I have some height and weight and I have worked out hard. The strong guys inside made it tough but I hope to continue to improve and grow to about 6'2" so I can start dunking the basketball," he added. Williams will also play in the new football league and is expected to excel as a linebacker and running back for Okeechobee's 14 and under team next fall. Yearling boys basketball honored at banquet By Charles M. MurphyOkeechobee News Wilson Barahona followed up the Male Athlete of the Year Award at Yearling Middle School with the Most Valuable Player Award for the soccer team in separate ceremonies last Friday. Other award winners for soccer included Tyler Selph who won the Yearling Award, Logan Laskey who was named Offensive Most Valuable Player, Edgar Ayala who won Defense Most Valuable Player and Jhovanni Hernandez who won the Most Improved Award. Coach Erick Rios said the Bulls undefeated season was a nice accomplishment but he expects the success to continue and the team to be strong again in the fall. In addition to soccer, Rios emphasized academics and the importance of getting good grades, and staying out of trouble. He said he has been able to build the con dence, character and abilities of his players over the past few years. "It is a good feeling. Before this streak of wins the school never had this before so it is good for both the school and the kids. We'll try to do the same thing next year," he added. Rios said he fell in love with soccer at a young age and tries to instill that love in his players. He said every time the Bulls play a match he feels like he is on the eld with his players. Barahona broke a school record with 33 goals this past year and is expected to make an impact for the high school team next season. Rios predicts that Barahona has the ability to play college soccer one day. Barahona said he enjoys the sport and thanked his teammate Logan Laskey for helping him score goals. He said he built up a rapport and chemistry with Laskey and his teammates and worked well with them. "I'm really happy to win this award. I hope the team does really well next year. I thank Coach Rios for his good coaching," he explained. Barahona said he will try out for the high school team and he feels his skills are sharp enough to compete against older players. He plays club soccer in the off season to hone his skills. Selph said he was honored to win the Yearling Award for character, teamwork and attitude. He admits he didn't get as much action as the other players as the Bulls normally dominated matches and kept the ball out of their end of the eld. "I think we've done really well to go undefeated for four years. I feel teamwork is the key because we know each other and work together well," he added. Selph kept sharp by training and doing drills at home. He admitted there was less pressure on him during matches with the soccer ball on the other side of the eld. "I was happy to play middle school ball and I had fun here. I hope to do the same thing at Okeechobee High School," he added. Coach Rios said despite the loss of man y eighth graders the program will reload and continue to excel on the eld and in the classroom next year. "We hope to keep winning. I know it's going to be hard because we have really strong players go to high school. We will continue to ght our opponents," he said. MurphyOkeechobee News Okeechobee High School’s Cade Stokes has moved around the gridiron over the past few y ears. Cade was rst a promising quarterback, then a starter at wide receiver, and then a starter at linebacker. This year Stokes is being counted on to be a quick pass rusher from defensive end. The 2011 Brahman Award winner for football hopes to continue to contribute and add his experience to what appears to be an improved defensive unit. “It is going fast and the tempo of practice is really great and enjoyable. I think practice is a lot of fun this year,” he stated. Many of the starters will return to the defense w hich should help with continuity and communication. The biggest battles appear to be in the defensive secondary with several quality candidates. The base defense of four down linemen, three linebackers and four defensive backs has been easier for the high school kids to learn. Stokes stands at over 6 feet, 2 inches but w ill weigh less than the average defensive end. W hat he lacks in bulk he hopes to make up for w ith speed and quickness. “I believe I’ll have fun with it. It’s a lot of responsibility and it’s a big job but I think I can handle it. I’ve worked on my quickness and my job is to contain and put pressure on the QB,” he added. While nothing has been promised to any of the returning players, Stokes expects to win the starting job and be a force on the defense this year. “They are working us hard out there. The purple white game should be a good practice game for us,” he explained. Stokes took to linebacker well last year with several big games including a strong night when Okeechobee defeated Palm Beach Lakes in a thunderstorm last fall. He said he hopes to make his senior year his best year in football. “I can let loose and have a little fun on defense. I think the team is coming together as a family and that should help us a lot,” he added. Stokes ready for new position Special to the Okeechobee News The OHS Rodeo Team had 11 members that competed in the Florida High School Rodeo Association’s State Finals competition held at the Okeechobee Agri-Civic Center on May 3-5. In order to be able to qualify for State, a competitor had to be in the top 15 in their event from the points they earned throughout the 22 rodeo season. After the three days of competition, the OHS Rodeo Team members had of cially ended the year as the following: Justin Mills ended up rst in the State in Bareback riding, second in the State in Saddle Bronc riding, and second in the State for Bull riding. Nat Stratton ended up rst in the State in Saddle Bronc riding and fth in the State in Team roping-heeler. Austen Holmes ended up 5th in the State in Bareback riding and eighth in the State in Bull riding. Allyson Trimble ended up tied for 15th place in the State in Goat tying and 15th in the State in Team roping-heeler. Raylee Holmes ended up tied for 15th place in the State in Goat tying. Dalton Boney ended up seventh in the State in Tie Down roping and 13th in the State in Team roping-header. Josie Stratton ended up 14th in the State in Barrel racing. Jarrod Sparks ended up fth in the State in Team roping-header. Josh Lea ended up 13th in the State in Team roping-heeler. Makenzie Tomlinson ended up 15th in the State in Team roping-header. Josh Keese ended up 12th in the State in Tie Down roping and 8th in the State in Steer wrestling. At the State Finals they were competing to be in the top four in their event to be able to represent the State of Florida in the national competition held in Rock Springs, Wyoming held July 15-21. Nat Stratton and Justin Mills both quali ed to go to Nationals this year. The team will be having fundraisers in the coming month to help these two young men with expenses to get to Wyoming. The OHS Rodeo Team worked very hard this year and represented the State of Florida and Okeechobee very well. Not only did they compete in their events, they volunteered many hours in helping other FHSRA members and directors to help make sure every rodeo ran smoothly. Congratulations to all the members!
