Clerk, $70,325 for legal services, $1.85 million
for City Police, $1.26 million for City Fire, and
$1.02 million for Public Works.
Capital improvements funded in the budget
included a computer hard drive, $50,000 for
improvements at City Hall, $77,725 for various
electronic equipment, and new vehicles.
The city has over $10 million in reserves
in various funds which include general fund,
public facilities improvement, capital improve-
ment projects fund, and a special fund for law
enforcement.

Okeechobee City Councilmen approved a
near $5.3 million dollar general fund budget
and close to $1.7 million for other budgets at
the first public hearing on the proposed 2010-
2011 fiscal year spending plan Tuesday night


without any public comment.
The budget included a public facilities im-
provement fund of $771,223, and a capital
improvement projects fund budget of $1.04
million.
The tax millage rate was set at 7.2432 mills,
a half mill increase from 2009-2010. One mill
equals $1 in taxes for every $1,000 of property
value.
Due to the decrease in property values, the
actual city property taxes collected will decline
by 10.5 percent.
The budget includes $182,879 for the City

$21,205,584 to $32,539,869. On paper, that's an
increase of $11,334,285.
Those figures raised the question: With that
much in reserves, why are commissioners de-
manad plthat departments cut their budgets
"There are areas where the board receives
funds that they can only spend in one way. Since
they're not spending right now this causes an
increase in reserves," explained deputy county
administrator Robbie Chartier. "These are one-

distinctive paper used in the manufacturing
of U.S. currency. ..
Another form of counterfeiting money is
throg ci po ess called bleach h con-
terfeiters take a valid U.S. note, normally
a $5 bill, and remove the printed ink. This
process creates a blank note of genuine cur-
rency paper that still has many of the coun-
terfeit deterrents.
Then an image of a higher denomination,
usually from a $100 bill, is transferred onto
the bleached paper.

The bleaching process creates a very de-
ceptive bill that retains the feel and features
of a genuine note, but has a counterfeit im-
age.
Counterfeiting operations based in Co-
lombia, Nigeria, Italy and North Korea have
produced large quantities of bogus bills.
These bills were printed on genuine U.S.
currency paper that had been bleached.
Also, Venezuelan and Iraqi currencies
have been bleached to produce counterfeit

eye, there are discernible differences.
So, how can you detect a counterfeit
bill?
*FEEL THE TEXTURE OF THE BILL.
Genuine currency has slightly raised ink
that's produced in the printing process. Also,
the paper on which a valid bill is printed is
not sold commercially.
*COMPARE THE BILL with another of
the same denomination and series.
*LOOK CAREFULLY AT THE PRINT-
ING. Printing techniques are used on real
U.S. bills that cannot be replicated by regu-
lar offset and digital printing. Look for blurry
areas in the fine details, such as around the
borders. Real bills have clear, unbroken
borders and on the Federal Reserve and
Treasury seals, the sawtooth points should
be sharp and well defined. Also, look at the
portraits. On fake bills the portraits may ap-
pear dull, blurred and flat. On real bills, the
portraits are sharp and contain very fine de-
tailing.
*LOOK FOR COLOR STRANDS. All
U.S. bills have tiny red and blue fibers em-
bedded in the paper--this process can't be
replicated. On fake bills, the colors are print-
ed on and are not part of the paper itself.
*LOOK AT THE WATERMARK. The
watermark portrait should match the print-
ed one. The newer $5 bill has a '5' water-
mark instead of Lincoln, while $1 bills have
no watermarks.


*EXAMINE THE SERIAL NUMBERS.
On fake bills, the numbers may not be even-
ly spaced or perfectly aligned in a row. If you
receive more than one suspicious bill, see if
the serial numbers are the same on all the
bills. If they are, they're counterfeit.
*LOOK FOR SECURITY FEATURES IN
ALL DENOMINATIONS BUT THE $1 AND
$2 BILLS. These features include an em-
bedded vertical (not printed) security thread
that will say USA, followed by the denomi-
nation of the bill which is spelled out on $5,
$10 and $20 bills but in numerals on $50 and
$100 bills; a watermark bearing the image of
the person whose portrait is on the bill that
is also embedded in the paper to the right of
the portrait and can be seen from both sides
of the bill; color-shifting ink-black to green
on older bills and copper to green on newer
bills-on all bills $10 and up; and, fine print
around the portrait and security threads-
on counterfeits microprinting will be either
non-existent or blurry, while on valid bills
the fine print is crisp and clear.
*USE A BLACK LIGHT. If real, the
bills will glow: $5 blue; $10 orange; $20 -
green; $50 yellow; and, $100 -red.
*RUN YOUR FINGERS OVER THE

If you receive a counterfeit bill, the Secret
Service suggests you:
Do not return it to the passer.
Delay the passer if possible.
Observe the passer's description and
the license plate numbers of any vehicles
used.
*Contact local law enforcement as well
as a U.S. Secret Service field office. These
numbers are on the inside of your telephone
directory.
*Write your initials and date in the white
border areas of the suspected bill.
*Limit the handling of the bill and place
it in a protective covering, such as an enve-
lope.
*Only give the note to properly identified
police officer or Secret Service agent.

Okeechobee area citizens are being
warned to be on the lookout for counterfeit
U.S. currency that is being circulated around
Okeechobee.
Detective William Maerki, of the Okeecho-
bee County Sheriff's Office (OCSO), is cur-
rently working a case in which $140 in bo-
gus $20 bills were passed.
"They were given to an individual as pay-
ment for cleaning houses," said the detec-
tive.
While the bills are of poor quality, they
are still easily passed because people may

were passed, as well as two cases involv-
ing fake $100 bills and one case in which a
counterfeit $5 bill was given out.
"Be cautious," warned OCSO Detective
Ted Van Deman, "we can expect to see more

money.
According to the Secret Service there are
a number of ways to determine counterfeit
money from legitimate U.S. currency.
*PORTRAIT: The genuine portrait ap-
pears lifelike and stands out distinctly from
the background. The counterfeit portrait is
usually lifeless, flat and its details will merge
into the background which is often too dark
or mottled.
*SEALS: On a genuine bill, the saw-tooth
points of the Federal Reserve and Treasury
seals are clear, distinct and sharp. The coun-
terfeit seals may have uneven, blunt or bro-
ken saw-tooth points.
*BORDER: The fine lines in the border
of a genuine bill are clear and unbroken. On
the counterfeit, the lines in the outer margin
and scrollwork may be blurred and indis-
tinct.
*SERIAL NUMBERS: Genuine serial num-
bers have a distinctive style and are evenly
spaced. The serial numbers are printed in
the same ink color as the Treasury Seal. On a
counterfeit, the serial numbers may differ in
color or shade of ink from the Treasury Seal.
Also, the numbers may not be uniformly
spaced or aligned.
*PAPER: Genuine currency paper has
tiny red and blue fibers embedded through-
out. Counterfeiters will often try to simulate
these fibers by printing tiny red and blue
lines on their paper. Close inspection will

Letter to the Editor


Not even counting any law enforcement
or armed security officers, I've personally
instructed well over 8,000 civilians with fire-
arms for a police and sheriff's department
on the coast and the junior college over 30
years. This gies me a valuable personal
insight into their mindset. Four civilians I
taught shot and killed criminals justifiably
and many more called me telling me about
using their handguns to stop a crime with-
out a shot being fired-probably more today
I don't know about.
Criminals be cautioned, well advised and
don't be licking your chops about no law
enforcement to worry about, because some
citizens you plan to prey upon will fight back
by shooting back and if necessary, shooting

Theft on the Prairie
*I would like to thank the sheriff's de-
partment on the capture of the men that have
been stealing metal off landowner's in the
prairie. This has been an ongoing problem.
The latest was when my neighbors ROOF
was unscrewed and then the thieves took it
to the scrap yard and sold it. I hope they get
the book thrown at them. Maybe it will put
an end to cowardly individuals that make a
profit from stealing from the innocent.
*Theft seems to be everywhere, stay
alert. I have a car sitting on another piece
of property, it doesn't run, but still, a couple
of weeks ago, a guy pulled up to it and was
ready to hook it up to his truck and take off

The property owner had gone out to ask
what the heck they were doing and the guy
claimed someone told him it was theirs and
he could come get it. Yea right, believe that
one, what a story.

Old fashioned churcheS
*On Sept. 15, under the heading of "Old
fashioned churches" someone complained
about the banging of drums and guitars and
how hard it is for people with hearing aids.
It was suggested they go to The Gathering
because they have no drums. The Gathening
church has always had drums. The skilled

are not offensive. As far as being a problem
with people with hearing aids? There are sev-
eral long-time members with hearing aids at
the Gathering. They simply adjust their hear-
ing device according to what's going on, and
they don't have a problem.
*The Methodist Church has that beau-
tiful old pipe organ and an organist who
knows how to play it very well. They don't
need drums, guitars and a keyboard to pro-
duce good music.


*There is a "old-fashioned" Christian
church on 70W close to Lazy 7 called West-
side Christian Church. They sing all the old
hymns with piano and sometimes they have
a winter visitor that plays the organ. It's a
very friendly church and loves to have visi-
tors. They always make you feel welcomed!
You might give it a try! I think their services
start at 10 a.m. on Sunday.
*Good old fashioned church-non Bap-
tist choices are: traditional service at Peace
Lutheran, traditional service the 1st United
Methodist or the Episcopal Church (just
north of the Methodist Church). Can't help
you out on the Baptist Churches with the ex-
ception of Northside, which I believe is the
One suggested off Hwy. 441 N. Turn Left on
Hwy 68, and I have heard that it is very good.
Forgive me if I am wrong.
*I go to Abundant Blessings Church on
441 N. They added live streaming Sunday
morning service with live chat. I volunteered
for it, and am enjoying church more than I
ever did before. Don't think for minute God
doesn't like new technology. I'll give you the

*As far as the comment that most
churches have modern "praise teams," that
just is not true. I never even heard the term
"praise team" before this discussion came
up. Some of us are just fine with that old
time religion. It's good enough for me.

Lock your car
*Once again we have reports of thefts
from cars. In one case, a woman left her
purse in an unlocked car. Lock your car ev-
ery time you park it. Even if it is on the street

Su port your local sheriff
It was 19 years ago when my wife, Su-
san, an RN, and I first moved to Okeecho-
bee so she could take over a failing home
health agency. We really have come to like
the rural, laid back lifestyle and friendly folks
here a lot. I am the longest licensed Real-
tor in Okeechobee and formerly was in law
enforcement and criminal investigation and
taught at the college credit level.
Because of my lifelong interest in fire-
arms, I soon became acquainted with Joe
Hazellief who owns a private shooting
range, and he is a former law enforcement
officer also. Unofficially, there is a brother-
hood of the badge, so when Joe threw his
hat into the Sheriff 's election ring, I jumped
on the election bandwagon, earnestly work-
ing for his election, but Joe didn't win. Paul
May, another former cop that I didn't even
know then did.
We all know what an excellent job Paul
May is doing as sheriff, and today we are
good friends. Occasionally, we talk but ney-
er-if my 75 year old memory is correct--
do I ever recall discussing anything with the
sheriff about his budget or the County Com-

mlnji mentally, an earlier commission really
disappointed me by fining our then County
Administrator George Long. He was snapped
up by the city of Bartow just as quick as a
chicken picks up a kernel of corn, to be their
City Manager.
By Flonida's Constitution, the sheriff is the
chief law enforcement officer, and as such is
responsible for public safety. Over the past
three years, the sheriff has voluntarily cut his
budget three years in a row by $1.7 million
because of declining economic conditions
overall.
Now, Mr. Bonner, the commission's new
administrator somehow expect s1the ser-

County budget shortfall. The prior cuts to
his department's budget clearly show that
the sheriff is not unreasonable. But knowing
another $1.5 million budget cut (this totals
almost $3.2 million) would mean he could
not meet his official responsibilities, the
sheriff announced he would appeal directly
to the governor, as he certainly can.
Clearly surprised, Bonner could only
stammer, "I didn't expect that!" Well, he
should have!

The mission of the March of Dimes is
to improve the health of babies by prevent-
ing birth defects, premature birth, and in-
fant mortality. This mission is carried out
through research, community services,
education and advocacy to save babies'

of Dimes is March for Babies, which is held
in Okeechobee in March of each year. Plan-

About one out of every three children
lives in a home where someone smokes
regularly. Children exposed to secondhand
smoke are at increased risk of sudden
infant death syndrome (SIDS), ear infec-
tions, colds, pneumonia, bronchitis, severe
asthma, headaches, sore throats, dizziness,
nausea, lack of energy, and fussiness.
The younger the child, the greater the
risk is.
Secondhand smoke is made up of two
things: (1) the smoke given off by the burn-
ing end of a cigarette, pipe or cigar; and (2)
the smoke exhaled by the smoker.
Secondhand smoke is also called pas-
sive or involuntary smoking and contains
over 250 harmful chemicals.
To protect your child from secondhand
smoke:
*If you or someone in your house
smokes, stop!
*If you smoke and plan to breastfeed
your baby, stop smoking. Breastmilk from
women who smoke contains chemicals
that are dangerous to babies.
*Don't let anyone smoke in your home
or your car, especially when children are
present.
*Remove ashtrays from your house.

died Sept. 14, 2010, at Lehigh Regional Medical
Center in Lehigh Acres.
She is survived by her father, Robert Smith, Jr.
of Lac du Flambeau, Wis.; her mother, Valenie
Holata of Hollywood; two brothers; Silas Madri-
gar of Brighton, and Eli Odem of Hollywood;
three sisters, Jennie Eagle, Raylon Eagle and
Talena Smith-Holata, all of Brighton. She is also
survived by her paternal grandparents, Robert
Smith, Sr. and Mary Ash both of Lac du Flam-
beau, Wis.; great-grandmother, L. C. Spencer of
Seminole, Okla.; step-father, Glenn Odem, Sr.;

Battlefield and Historic Park
meetings are scheduled
Two public meetings are planned to dis-
cuss the future of the Okeechobee Battlefield
Historic State Park. The first meeting will be
held on Tuesday, Sept. 21, at 7 p.m. at the

Highway 98 N. The meeting will include a
presentation of the proposed management
plan for the Park. A second public meeting
about the park will be held on Wednesday,

"The 5000 Year Leap"
free seminar planned
On Sept. 18, there will be a free seminar
held at First Baptist Church Fellowship hall

The council also voted to approve a small
scale amendment to the Future Land Use
Map for Lifestyles and Healthcare LTD. The
land use map would change from single
family to commercial. The council also set
a final public hearing for Sept. 28, to amend
the land development regulations that al-
low nursing homes in commercially zoned
areas. The city currently has no zoning clas-
sifications that allow nursing homes.
The council also approved a request
from the Diocese of Palm Beach to reduce
the paved parking spaces requirement for
the new Sacred Heart Catholic Church. The
reduction totaled 106 spaces. The church
agreed to provide a grass parking area that
would provide 114 spaces. The grass park-
ing area can't be used for any permanent
construction and the city could require the
area paved in the future.

The other issues include the need to es-

size pedestrian connectivity and establish
streetscape standards within the city.
There was considerable debate about
the issues raised in the report among city
councilman on issues such as the require-
ment of sidewalks and whether or not the
city wants to get involved in regulating the
color and architectural designs of buildings
in the future.


Although commissioners are at odds

and county administrator Lyndon Bonner
that if they deny his $16.6 million proposed
spending plan he will file an appeal with the
state.
The county has told the sheriff his 2010/1 1
operating budget will be $15,190,281.
"Should the sheriff appeal his budget and
the board is told they must fund x-amount
they can: 1. either take it from reserves; or,
2. cut their own budget again," said Mrs.
Chartier. "Those are your options. They're
not good ones, but... .
To move money from the reserves, Mrs.
Chartier said the board would have to ap-
prove it by a super-majority vote-or, four
out of five commissioners would have to OK
it. Should the board deem necessary, money
can be moved from these reserves at any
time by a super-majority vote.
She added that the act of holding mon-
ey in the reserve account is due, in large
part, to the declining financial condition of
Okeechobee County. When asked if things
were really as bad as they appear, her an-
swer failed to build confidence.
"Auditors have said the county is in de-
teriorating financial condition," she said.
"We are that bad in terms of our spending-
especially, spending in operating areas. Our
revenues dropped quicker than our expen-
ditures."


"We are pretty proud that we can econo-
mize and share the pain a little with our con-
stituents," he added. City taxes have dropped
50 percent since 2007, and 20 percent in the
past year.
The city will continue to use ideas like en-
ergy conservation, parking police cars more
and using less gas, and other cost reduction
efforts this year. Mr. Whitehall said if these
programs had not been implemented the
city would have faced up to a $600,000 defi-
cit this year.
City Councilman Lowry Markham said
the staff really did a good job of solving
problems this year in the budget.
Councilman Dowling Watford said he felt
the spending plan was a good compromise
and the best the city could do this year.
"We hope for a better year next year," he
said.

There are no salary and or benefit in-
creases planned for employees and a hiring
freeze will remain in place.
"We meticulously went through each
line item this year and a lot of time and effort
was put in," Administrator Brian Whitehall
said, "We had been punished with property
value decreases and sales tax reductions. It
was a tough year."
The city pulled $260,000 from reserves
to balance the budget. Whitehall noted that
money isn't principle but interest accrued
from their reserves in recent years.
Tax notices that were sent out recently
had errors in it, Mr. Whitehall explained. The
actual city tax revenue will be down 10.5
percent. The city will collect about $150,000
less in property taxes.

the county gas tax can only be used for
road improvements. And, like that gas tax
money, there are other funds in that reserve
account that can only be used to pay for spe-
cific items. As another example, funds ear-
marked for capital improvements can only
be used to pay for capital projects--such as

Mrs. Chartier added. "These reserves are to
be spent in the future. Reserves are like a
savings account.
Money from the landfill trust, solid waste
management and capital improvement
funds are all being held in this reserve ac-
count and make up the bulk of that $1 1 mil-
lion increase in the reserve fund.
The board voted earlier this year to ear-
mark these funds and restrict their use.
One fund facing serious problems is the
landfill trust fund, which has a floor of $8
million--meaning, money in that account
cannot go below that amount. There is cur-
rently $8.7 million in that fund and dimin-
ishin hos fees a e severely impacting the

Veterans and service members whose military service was involuntarily extended under
Stop Loss between Sept. 11, 2001 and Sept. 30, 2009 are eligible for Retroactive Stop LOSS

Veteran's Widows eligible for benefits
Widows of veterans are possibly eligible for VA benefits. Two of the benefits they may be
entitled to are Death Pension or Dependency Indemnity Compensation (DIC). The Death
Pension, more commonly known as a widow's pension is an income based program
through the Department of Veterans Affairs. To be eligible for a widow's pension, the vet-
eran must have served at least 90 days active service with at least one day during a war-time
period and received a discharge under other than dishonorable conditions. Also, eligible
widows in a nursing home or assisted living facility may also apply and a family member
can assist in the application. The other benefit, DIC, is not income based, but is a monetary
compensation provided to the widow for the death of a veteran from a service connected
disability, or in some instances whose death resulted from a non-service connected injury
or disease and was rated 100% service connected from the VA. Widows or family members
who think they may be eligible for a widow's pension or DIC (even if not sure if death is
service related) should contact the County Veterans' Service Officer, Betsy Grinslade, at

Cops, golfers ensure kids

will have a merry Christmas


While 144 adults were having a good time
playing golf Saturday, Sept. I1, they were also
ensuring that some local children will have a
good Christmas.
The one-day event was staged by the
Okeechobee Fraternal Order of Police (FOP)
Lodge #69 to raise funds for their Shop with

"This was a local endeavor with all of the
money going right back into the community,"

the Lodge by school guidance counselors and
OCSO school resource offices. The Lodge then
selects a number of children to go shopping
with local law enforcement members at the lo-
cal Walmart Super Center.

Last year, each child was given $100. "It's their
shopping spree," Deputy Hazellief added.
Each child is accompanied by a law en
forcement officer who helps them shop and
keep track of how much they've purchased.

Deputy Hazellief agreed and added that an
important aspect of the Shop with a Cop day is
to show kids that law enforcement officers do
more than just put people in jail.

It's not yet known just how many children
will be selected, or how much they will be
given to spend.
Last year the Lodge sponsored a softball
tournament and sold iced tea in Flagtler Park
to raise money for their inaugural shopping
event.
"But they weren't nearly as successful (as
the golf tournament)," said Deputy Hazellief.
He said besides having a full field of golf
ers at the Blue Heron Golf & Country Club last
weekend, there were also over 90 hole spon
sors.

Pryor enjoys strong start to

Okeechobee's Lonnie Pryor continues to
take advantage of the opportunities Florida State
has given him to be a star football player in col-

noles this year and has been a key element to
their running game which has done well so far.
The Seminoles have averaged 5.3 yards per car-
ry and have generated 343 yards on the ground
in their first two games.
Pryor started four games at full back last year
and earned praise for his strong blocks.
Pryor has three receptions out of the back-
field this year and was able to turn two of those
into touchdowns against Samford in week one.
With Florida State well behind Saturday in
Oklahoma, the Seminoles abandoned their rush
game. They lost the game 44-17 and Pryor did
not touch the football against the Sooners.
~h~ Last year Pryor had 156 yards rushing and
four touchdowns. He also caught 10 receptions
for 132 more yards and five touchdowns. He
was fourth on the team in scoring with 30 points
last year.
Florida State faces Brigham Young this Sat-
., urday in Tallahassee at 3:30 p.m. and the game
will be on ESPN.

dren with a chance to learn to ride a horse.


Special Olympics at Lucky Lanes


Ever since involving herself in
the care of an autistic nephew
now in his 40s, Mimi Arnold has
been concerned about people with
special needs. Now at age 60, she
doesn't have a lot of extra time for
people without those needs.
Arnold not only is the Execu-
tive Director for the Okeechobee
Special Equestrian (OSE) organiza-
tion, but is also county coordinator
for Special Olympics Okeechobee
County. This evening at 6 p.m. at
Lucky Lanes, the Special Olympic
County Games will be held. Ap-
proximately 30 special needs ath-
letes ranging in age from teens to
older adults will bowl, with quali-
fiers advancing to the Area Games
Sept. 25 in Broward County and
those winners to the State Games
later in the fall.
"We're really looking forward to
Friday's event," said Arnold, whose
work with special needs kids and
adults is more of a lifestyle than a
hobby. "In addition to this bowling
event, we've got bocci and equesc-
trian coming up in January as part
of Special Olympics Okeechobee
County. The equestrian competi-
tion will be held at Summerfords
on Highway 441 South, and we're
looking for a location to build a boc-
ci court between now and then."
Until recently, Special Olympics has
not had a presence in Okeechobee
for many years, according to Ar-
nold. In May, the local sheriff's de-
partment conducted a Torch Run
and raised "a significant amount of
money" for Special Olympics.
Whether it's Special Olympics or
the Okeechobee Special Equestrian
organization, Arnold is always look-
ing for volunteers to get involved.


"There are plenty of options for
volunteers," she said. "We need
some for office work, barn work
and lesson volunteers. Organiza-
tions can come out and give us a
day if they want to be involved in a
'giving back' project. Summers are
especially tough for having enough
volunteers."
Okeechobee Special Equestrian
falls under the certification of the
North America Riding for the Hand-
icapped Association (NARHA). OSE
serves the local school system and
county residents with special needs
classes for Seminole Elementary
and Yearling Middle schools, teach-
ing speech therapy, physical ther-
apy, recreational riding and thera-
peutic day programs. The cost for
non-school programs is $10 mini-
mum per visit, and donations are
welcome. Donations can also take
the form of cars, old boats, ink jet
cartridges and cell phones. Arnold,
who also provides riding programs
for the home school community,
works with Directors Lyn Williams
of Okeechobee and Joan Milligan
of Port St. Lucie. OSE is sponsored
by Walpole Feed.
"Our instructors are certified
professionals dedicated to creat-
ing unique programs based on the
principle that people, challenged
or not, are capable of doing more
than they think they can," Arnold
said. "We are very proud that our
organization is run completely by
volunteers, and all donations, funds
and grants are used to support our
horses and our programs."

Fort Pierce Central High School's golf
team played their best match of the season
Tuesday but it wasn't enough to upset the
Okeechobee High School golfers.
Okeechobee used some younger golfers
and came out on top 171-187 at the Indian
Hills Country Club.
Richard Donegan led the way with a
three over par 39. Tyler Finney was 4 over at
40. Justin Morgan and Kutter Crawford both
shot 46 for the Brahmans. Chris Chatam
carded the low score for Fort Pierce with a
45.
Golf Coach Kenny Buckner said the


younger players had worked hard and de-
served a shot to get some experience, "They
deserved the chance," he said. "It was windy
but our players did well."
Donegan continued to be locked in. He
and Finney were both at even par through
six holes Tuesday. They had a few bumps
in the road as they made their way to the
clubhouse.
"I felt the younger guys played well. The
older guys practiced and fine tuned their
games at home," he added.
Okeechobee travelled to Vero Beach on
Thursday. The golf team will compete in an
18 hole tournament in Sebring on Monday.
Ten Okeechobee golfers are scheduled to
compete in that tournament.

Dominguez said he wants to improve ev-
ery day. He has practiced all summer long
despite a minor knee injury. He said it is
important to him to continue the winning
tradition. "It will be hard to keep up with
the runners that graduated but my friends
are like family and they keep on moving me.
I'm proud of them and they always motivate
me," he added.
Coach Bohannon said she has been im-
pressed with Dominguez work ethic at prac-
tice. She said he always gives 100 percent.
She said she expects Dominguez to be a
team leader this year.
"It will be a lot of responsibility but I can
always try something new. I have never
been a leader before but I'm ready for the
challenge," he added.
Horvath has ran for the past four years
and has gotten used to the grueling practice
conditions that often exceed 100 degrees. He
said he wants to lead the team with a good
example and positive attitude. "I'm will not
be nonchalant about this. I will try everyday.
I want to show the younger guys what to
do and how to do it." Horvath said he has
gotten used to the warm weather sport. He
said it is also important to him to continue
the winning tradition at Okeechobee. "We
want to show these other schools that just
because some guys graduated we won't let
up and that we are just as good as ever."
Coach Bohannon said she expects Hor-
vath to have a strong season. She noted he
has taken it a little easier this summer and
should have a lot left for the actual races.

The Okeechobee High School Boys Cross
Country team finished fifth in the state last
year and despite a number of key gradua-
tions, expect to compete for another district
and regional title this year. Coach Julie Bo-
hannon said she has a number of talented
and committed runners on the boy's team
this year. They lost three seniors which in-
cluded top runners Eddie Guerrero and Adri-
an Leon but return three of their top runners
from last year. "We are kind of weak in the
ros,"oa ch gorigalnneaind, elBu Ieptro-
boys did in the past few years and they want
to come out and run.
Top runners this year include Mauro
Dominguez, Shawn Horvath, and Augustine
Leon. Coach Bohannon said she expects all

Tallahassee--The Florida Department
Of Transportation (FDOT) has established
a Statewide coalition to address the specific
needs of Florida's aging road users.
The Safe Mobility for Life Coalition's mis-
Sion is to improve the safety, access and
mObility of Florida's aging road users by
developing a comprehensive strategic plan
to reduce injuries and crashes among this
Vulnerable population.
In 2009, 17.5 percent of Florida's popu-
lation was 65 years and older and growing.
By 2030, this population group is predicted
to reach more than 27 percent, according to
the U.S. Census Bureau.
"As Florida's population ages, we must
TeCOgnize the specific needs of older drivers
and provide the accommodations to ensure
the safety of Florida's roads," said FDOT Sec-
retary Stephanie Kopelousos. "By working
together, we can help keep people mobile
during their golden years."
COalition members will work together
to create strategies and implement safety
and mobility programs designed to address
all the needs of this growing population.
Some emphasis areas initially identified for
COnsideration by the Coalition include data
analySis, prevention, education, roadway
enhancements and transitioning from driv-

The following individuals were arrested
on felony or driving under the influence
(DUI) charges by the Okeechobee County
Sheriff's Office (OCSO), the Okeechobee
City Police De artment (OCPD), the Florida
Highway Patrol (FHP), the Florida Fish and
Wildlife Conservation Commission (FWC)
or the Department of Corrections (DOC).
*Ashley Nicole Bolen, 19, N.E. 64th
Ave., Okeechobee, was arrested Sept. 13 by
Deputy Jason Hickman on an Okeechobee
County warrant charging her with the felony
of obtaining property with a worthless check
over $149 and the misdemeanor of worth-
less check. Her bond was set at $3,000.
*Amy Elizabeth Cates, 42, Airport Road,
Punta Gorda, was arrested Sept. 13 by Dep-
uty Eliberto Carmona on an Okeechobee
County warrant charging her with failure to
appear possession of cocaine and failure to
appear tampering with physical evidence.
She is being held without bond.
*Robert Mason Detzer, 32, S.E. 27th St.,
Okeechobee, was arrested Sept. 13 by Dep-
uty Lieutenant Keith Murrish on a warrant
charging him with dealing in stolen prop-
erty. His bond was set at $10,000.
*Bill Clemons, 23, Knotts Landing,
Okeechobee, was arrested Sept. 14 by Dep-
uty Corporal Aric Majere on Okeechobee
County warrants charging him with failure
to appear grand theft firearm, failure to
appear burglary of a conveyance and fail-
ure to appear grand theft. He is being held
without bond.


*Stephanie Ann Yates, 20, Okeechobee,
was arrested Sept. 14 by Deputy Matthew
Hurst on a felony charge of dealing in stolen
property and a misdemeanor charge of petit
theft. Her bond was set at $10,500.
*Jessica Ann Giles, 28, S.R. 78 W.
Okeechobee, was arrested Sept. 14 by Dep-
uty Joseph Hall on charges of grand theft
and dealing in stolen property. Her bond
was set at $5,000.
*Victor Van Vickery, 21, was arrested
Sept. 14 by Deputy Michael Hazellief on a
Palm Beach County warrant charging him
with violation of probation possession of
a Schedule IV substance, violation of proba-
tion possession of a Schedule II substance
and violation of probation possession of
marijuana under 20 grams. He is being held
without bond.
*Pamela Louise Perkins, 52, S.W. Fourth
Ave., Okeechobee, was arrested Sept. 15 by
Deputy John Hazy on Okeechobee County
warrants charging her with violation of pro-
bation driving under the influence and vio-
lation of probation possession of drug par-
aphernalia. She is being held without bond.

Investigators are warning citizens to be
wary of yet another telephone scam that has
hit the area
Detective William Maerki of the Okeecho-
bee County Sheriff's Office (OCSO) said
Wednesday, Sept. 15, that some local citi-
zens received a phone call from Jamaica tell-
ing them that they had won a $2.5-million
lottery. All they had to do was wire the caller
$100 to take care of handling costs and they
would then receive their winnings.
The detective said the phone number of
the caller was 876-296-1271, which is in Ja-
mal'hey were told to wire the money via
Western Union to the West Indies," said De-
tective Maerki.


Scam artists nearly always advise their
target to wire them money through compa-
nies like Western Union because they can
avoid federal postal inspectors, and subse-
quent federal charges if caught.
OCSO Detective Ted Van Deman said a
little common sense in scams like this will
easily prevent you from becoming a victim.
"You can't win a lottery you didn't enter "'
he offered. "Also, if you won, why would you
have to pay money to get your winnings?'
Detective Maerki said if you've been con-
tacted by a scammer, or if you just have
questions, he can be reached by calling the
Okeechobee County Sheriff's Office at 863-
763-3117.

nursing home resident and
then pawning the item. Patricia Ann
Patricia Ann Basile, 65, Basile
N.E. Third St., was arrest-
ed Wednesday, Sept. 15, on a felony charge
of grand theft. She was booked into the


Okeechobee County Jail then released the
next morning on her own recognizance.
An arrest affidavit by Officer Jack Boon
of the Okeechobee City Police Department
(OCPD) stated that the tapestry was taken
from a resident's room at a local health care
facility on Sept. 4.
Basile allegedly took the $350 hand woven
piece of art and pawned it for $30, continued
the report.
Officer Boon went on to state that a fam-
ily member retrieved the tapestry after paying
$30 to the pawn shop.
