Dr. Patricia Cooper said the day schools re-
ceived the 2010 FCAT scores there were a lot
of perplexed and devastated educators.
"We were all devastated. We scratched
our heads," she told the School Board at
their Tuesday meeting.
Dr. Cooper said the scores are too low
and she believes they are not valid. She
blames Pearson, the company hired by the
state to grade the tests. She also complained
about the runaround she received from the

"They told me they don't do district re-

we need to look at this," she added.
Dr. Cooper said third grade scores a few
years ago were not accurate and the school

The State Department of Education has
agreed to have a third party review the
scores. Dr. Cooper said she is confident the
school will win their appeal.

our kids. When we have students who are

The FCAT also affects the graduation rate
and all of the formulas used to receive state
and federal aid so a lot is at stake in this ap-
peal.
"This is too important for our kids, teach-
ers, parents, and our cornrunity for us to
just let it go," said Dr. Cooper.

perfect chance for our local thugs and thieves
to do their deeds. All the kids running our

School board race
*I see that there are several candidates in
the school board races. I would like to see the
school board do something to help stop all
these teenage pregnancies. The "abstinence
only" education in our schools is not work-
ing. We have one of the highest teen preg-
nancy rates in the state. The school systern
needs to wake up. These parents are not go-
ing to do it. For the good of the community,
the schools need to do something to stop the
high rate of teen pregnancy. All of these teen
mothers put a big strain on the resources of
tis comniunity

OUA board
*Isn't it a conflict of interest for an OlA
board inember to be related to one of the
county commissioners since the county con-
mission appoints some of the OllA board?
*Where is the conflict? Sounds like you
may be a bit sour. From what I gather they

Inunity spirt and responsibility. Citizens like
this need to be thanked.
*I know that there are very few citizens
who volunteer for the board appointments
that open fairly regularly. Maybe instead of
looking for fault in someone who is giving of
their time, you can volunteer to sit on one of
those boards yourself.

*OUA board nernbers are volunteers --
as in lots of headaches and work for no pay.
I arn arnazed that anyone would volunteer
for that board as people are always angry no
matter what they do. It really is a thankless
job. We should be grateful that someone ac-
tually agrees to take on that responsibility.

Mosquito control
*Last night on the news, they made a big
deal about the fact that Okeechobee County
is the only county in their viewing area that
does not do mosquito control spraying. My
question is, does anyone really want mos-
quito control spraying? Do you want poison-
ous chemicals sprayed around your hornes?
They interviewed a local vet about a horse
with EEE, which was the second horse in
Okeechobee County to die from EEE this
year, and it turned out the horse was in
Fort Drurn. Even if Okeechobee County had
mosquito spraying, they would not spray
every inch of the county so I doubt a rural
area like Fort Drurn would be sprayed. Also,
Collier County has mosquito spraying and
they have had three or four horses die from
EEE. There is no guarantee that spraying for
mosquitoes would mean no horses would
get sick with EEE.
*Looks like another way to spend tax
dollars we don't have. I don't know if the
chemicals are any worse than the diseases
carried by mosquitoes. There is another one
now besides EEE. Dengue fever is in the
Keys now, so it's probably just a matter of
time until it spreads over the state. Collier
county is the sarne as Okeechobee and Ft.
Drum in that all the mosquito control is done
in Naples and the residential areas, while
Irniokolee is rural and probably doesn't get
sprayed either.
.*Dengue Fever is spread when a Inos-
quito bites an infected human and gets the
virus and then bites another human, infect-
ing that person as well. While EEE and many
other Inosquito-related diseases are spread
from birds to humans, an outbreak of Den-
gue Fever starts with an infected human.
Now that the disease is already in Flonida, it
will be hard to control. All it would take for it
to get to Okeechobee is for one of the many
people from Okeechobee who spend time
in the Keys to be bitten and bring the infee-
tion back to this cornrunity. It may already
be here. Will that change how people feel
about mosquito control?

OPINION

Residents warned about mosquito-borne illness

onset of headache, high fever, chills, and
vomiting. The illness may then progress into
disorientation, seizures, and coma. Approxi-
mately a third of patients who develop EEE
die, and many of those who survive have
mild to severe brain damage.
How is EEE diagnosed?
Diagnosis is based on tests of blood or
spinal fluid.
What is the treatment for EEE?
There is no vaccine or preventive drug
and there is no specific treatment for EEE.
Antibiotics are not effective against viruses.
Severe illnesses are treated by supportive
therapy which may include hospitalization,
respiratory support, and IV fluids.
What should I do if I think a family
member might have EEE?
Consult your healthcare provider for
proper diagnosis.
The Florida Department of Health (FDOH)
continues to conduct statewide surveillance
for mosquito-borne illnesses, including
West Nile virus infections, Eastern equine
encephalitis, St. Louis encephalitis, malaria,
and dengue. Please report dead birds via the
web site http ://myfwc.com/bird/.
For more information on mosquito-borne
illnesses, visit FDOH's Environmental Health

ment at 863-462-5805.

Okeechobee News

There has been increased activity of
mosquito-borne illnesses in Okeechobee
County. Two horses have tested positive for
Eastern Equine Encephalitis (EEE) virus. To
protect your horses from mosquitoes, you
should talk to your veterinarian regarding
vaccination for your horses to help protect
them from EEE and WNY
Please note: The risk of transmission to
humans has been increased.
The Okeechobee County Health Depart-
ment would like to remind residents and vis-
itors to take preventative measures to avoid
being bitten by mosquitoes that may cause
encephalitis.
Wear long sleeves and long pants when
weather permits.
Have secure, intact screens on windows
and doors to keep mosquitoes out.
Protect yourself and your family from
mosquitoes by using the 5 Ds:
*Dusk and Dawn -That's when mos-
quitoes are out and looking for the next
bite! Avoid being outdoors just before the
sun comes up and just before the sun goes
down.
*Dress -Try to wear light clothing that
covers most of your skin.

*DEET -Use insect repellents containing
DEET, but talk to your healthcare provider
before you use this product on children.
*Drainage -Check around your home.
Get nid of any standing water such as old
tires, buckets, etc, where mosquitoes can
lay their eggs.
Elimination of breeding sites is also part
of prevention.
Here are some tips for getting rid of mos-
quito breeding sites around your home:
Clean out the gutters.
Remove old tires or drill holes in those
used in playgrounds so water can drain.
*Turn over or remove empty pots or
buckets.
*Pick up all beverage containers and
cups after use.
*Check tarps on boats or other equip-
ment that may collect water.
*Replace water in birdbaths or other pet/
animal feeding dishes at least once a week.
*At least once a week, change the water
in plant trays or hanging plants.
*Remove plant growth or obstructions
in drainage ditches that may prevent the
flow of water. (Remember, standing water
gives mosquitoes a place to lay eggs)

FAQ
The Centers for Disease Control and
Prevention (CDC) provides answers to fre-
quently asked questions about EEE. (Listed
Below)
What is Eastern equine encephalitis
(EEE)?
EEE is a disease that is caused by a virus
spread by infected mosquitoes. EEE virus
(EEEV) is one of a group of mosquito-trans-
mitted viruses that can cause inflammation
of the brain (encephalitis).
How do people get infected?
EEEV is transmitted through the bite of
an infected mosquito. Disease transmission
does not occur directly from person to per-
son.
Who is at risk for infection?
Anyone in an area where the virus is cir-
culating can get infected with EEEV
How soon do people get sick after
getting bitten by an infected mosqui-
to?
It takes 4 to 10 days after the bite of an
infected mosquito to develop symptoms of
EEE.
What are the symptoms?
Severe cases can begin with the sudden

What is an arbovirus?
Arboviruses are viruses spread to people by insect or
tick bites. In Florida, we find West Nile virus (WNV),
Eastern Equine Encephalitis virus (EEEV), and St. Louis
Encephalitis virus (SLEV). These viruses are spread by
mosquitoes and can cause serious illnesses in people.

How do people become infected
with arboviruses?
An infected mosquito spreads virus through its bite. The
virus mainly passes back and forth between birds and
mosquitoes. Sometimes an infected mosquito will bite a
person or a horse instead of a bird. People cannot catch
an arbovirus from casual contact with an infected

Okeechobee News

By Charles M. Murphy
Okeechobee News
Okeechobee will receive nearly $4 mil-
lion less in state aid for students in this year's
proposed spending plan as educators tight-
en their belt to provide a quality education to
Okeechobee students.
The Okeechobee County School Board
held a workshop Tuesday night to discuss
the proposed spending plan for 2010-2011
highlighted by a presentation from Superin-
tendent of Schools Dr. Patricia Cooper.
A decline in revenue is nothing new for
the school system. In the past two years, the
local taxes collected have dropped over $3
million per year. Enrollment is also down 54
students during that time. The base student
allocation per student has also dropped $262
per student in the past two years.
"We are talking significant money, hun-
dreds of thousands of dollars," Dr. Cooper
said.
rePropderty v les have declined,s pihp h
from $11.5 to $8.7 million this year. Feder-
al stimulus dollars this year is projected at
just under $2.2 million. That funding source
could end next year.
"We have decided to use these federal
dollars for non recurring expenditures be-
cause we know they are going away," Dr.
Cooper told the board.
64T~hem Isopoas mill eo for 27010-2s01Th i
millage includes .748 in discretionary local
effort and .25 mills for critical operating ex-
penses. The board must have four members
vote in favor to have the .25 mills.
The legislature has also reduced the capi-
tal improvement millage from 2 mills to 1.5
mills.
One mill is equal to $1 per $1,000 of as-
sessed vue.

The proposed budget, to be presented
July 22, will include $34.6 million from the
state, $10.3 million in local tax revenue, and
just under $2.2 million in federal dollars.
"We continue to take hits in revenue.
The requirements for expenditures are not
reduced. This year to meet class size require-
ments we allocated 30.5 instructional alloca-
tions. The projected cost at the maximum
level is $1.83 million," Dr. Cooper added.
Class size require 18 students to one
teacher from third grade down, 23 students
from eighth grade down to fourth, and 25 for
upper grade levels.
Dr. Cooper said the district will meet class
size requirements partly because the finan-
cial penalties for not making these require-
ments are substantial.
Dr. Cooper also said she will keep the
costs of contracted services at the bare mini-

mC airman Kelly Owens said the public
must know that there is still a level of control
over class size. She noted parents fear their
child will be in a class with 35 students.
"As a board we must reassure the com-
munity that would not be the case because
there are still hard caps in place," she said.
The November ballot will include an item
that would allow the school system to con-
tinue to use .25 mills for critical operating
needs.
Board members agreed that maintaining
this additional taxing authority will be very
important to the districts programs.
The Charter School at the Brighton Res-
ervation has cut slightly into enrollment in
Okeechobee Schools. Dr. Cooper said at
least 27 Okeechobee students have left the
district for that school.

Okeechobee School System have a relation-
ship that dates back to the 1950s. He said the
Seminoles owe a lot to Okeechobee schools
for the education they have provided their
students over the years.
School Administrator Mike Radebaugh
nominated the Tribe for the award this year.
Superintendent Dr. Patricia Cooper said the
Seminole Tribe has been a wonderful part-
ner with the school system.
Mr. Bowers said that although the reser-
vation has schools of their own, he still ex-
pects Seminole kids to attend Okeechobee
schools for the foreseeable future.
The board also honored Valerie Hender-
son, Lawrence Saucier and Algia Cope upon
their retirement from the school system.

The board voted to expel three students
at New Endeavor High School for defiance
of authority and inappropriate conduct for
the first semester of the 2010-2011 school
year.
Tracy Downing was appointed assistant
principal at Okeechobee High School
The board also set a special executive
session on Monday, Aug. 9, to discuss nego-

meeting was changed from Tuesday, Sept. 7,
to Thursday, Sept. 9, at 6 p.m.
Ralph Watts, a volunteer at New Endeavor
High School, was honored for his work with
students on wood working. He has taught
the kids usable skills in the use of their hands
and the value of hard work.
Principal Randall Weigum said he not
only teaches the students a talent and a hob-
by but also shows that the community cares
about them. "He is also a great role model
and he keeps kids engaged. He has done a
great job with them and they look forward
to the work they do," he said.
The board also adopted a resolution that
requires a referendum election in Okeecho-
bee on Nov. 2. The voters will decide if the
school board can continue to levy .25 mills

for critical operating needs for the 2011-12
and the 2012-13 fiscal years.
The board also intends to rename New
Endeavor High School once the replacement
building is finished this winter. The new
name will be New Beginnings Academy.
The board also created the position of IT

Okeechobee defeated Hardee in a blow-

Coach Brent Stuart said his teams had a
few fielding errors and other mistakes and
had some bad luck during the tournament.
"We didn't hit as well in our game with
Wewahitchka, not like we had. To be honest
with you we felt we were the better team
even in the games we lost," he noted.
Okeechobee allowed seven runs in one
bad inning against Wewahitchka which was
an elimination game.
Stuart said he was very impressed with
the overall play of his team and stated they
all have bright futures on the baseball dia-

available for expenses incurred during the
lazy hazy days of surnier and throughout
the rest of the year.
The cost of day camp may count as an

2010 Miss Rodeo Okeechobee, Brittany Nethers and Miss
Teen Rodeo Okeechobee, Amanda Sheffield recently made
a special visit to the MDA Summer Camp at Gold Coast
Christian Camp in Lake Worth. The camp is organized by
the Muscular Dystrophy Association each year and is usu-

ally only offered in Brandon, Fla. This year the camp was
brought closer to south Florida residents, due in part to
Lowes. Lowes donated the material to make Gold Coast a
handicap accessible camping facility.
The camps' theme was "American Road Trip," where

the campers visited Hollywood, Las Vegas and New York
City and had the opportunity to meet reigning royalty from
Okeechobee. The Rodeo Queens handed out autographed
pictures, signed the kids camp T-shirts and brought a young
calf to exhibit. Many of the kids do not have the opportu-
nity to see, much less pet livestock. Brittany and Amanda
assisted the campers with a miniature horse ride. Campers
maneuver their wheel chair into an enhanced easy entry
cart that holds them and their camp counselor. Ms. Nethers
has been visiting the camp for the past eight years and says
the part she most enjoys is watching the campers' faces light
up when they see "Mighty Max" the mini.
"Camp is an opportunity for the kids to experience an
overnight summer camp, just like any other kid. Visiting
with the campers makes me take a second look at my life
and how God has blessed me and my family."
Ms. Sheffield had never experienced anything like this
before. She stated that "she was very blessed to have had
the opportunity to interact with these children and see how
determined they were to get around like anyone else would.
I burst into tears telling my mother about the kids and their
amazing abilities and how excited they were to see us."
The Rodeo Queens brought a display board showcasing
different rodeo events and explained how to compete in
each event. "It's not just about competing and doing your
best, it's enjoying time with family and friends." Amanda
stated. Campers were invited to the upcoming Okeechobee
Cattlewomen Association "Branding" event at Eli's Western
Wear, July 23 and the July 24, National Day of Cowboy Ranch
Rodeo held at the handicap accessible, Okeechobee County
Agri-Civic Center. For more information on upcoming Miss
Rodeo Okeechobee or Cattlewomen's events, email ques-

would be required to designate on this cal-
endar for 2010-2011, the weeks for horne
one and horne two, and or the days the stu-
dents are to be taken and picked up at horne
one or horne two.
The principal, administration and trans-
portation officials would all receive a copy
of this form.
"Last minute phone calls for Inodifica-
tions will not be accepted. That is what
caused us so Inuch concern and angst be-
fore," Dr. Cooper added.
"We are trying to do this to keep the pol-
icy in place but accornrodate these homes
with these court orders for custody," the su-
perintendent said.
It is up to the principal to grant or deny
the request. The form then goes to the trans-
portation department which will assign the
buses.
Parent Donna Carter, who asked for the
revision a few months ago, said she was
thrilled with the change. She said it will help
her farnily irniensely.
Once this form is completed and the bus
routes are established, that schedule will re-
main in place, Dr. Cooper added.
Chairman Kelly Owens said she was sat-
isfied with the policy shift. She wanted to
be sure that the legal department was okay
with this change.
Attorney Torn Conely said he was con-
cerned that the board is authorizing prin-
cipals to ignore an existing policy. He sug-
gested the policy be amended instead.
"I have no problem with the concept," he
added.
Dr. Cooper redrew her recornrendation
to allow the multiple bus passes at the ad-
vice of the attorney.
Some minor revisions will likely be made
and brought back to the board at a future
meeting. The policy change should be in
place in time for the new school year.

Police may be amended
to address students who
have two legal homes

By Charles M. Murphy
Okeechobee News
The Okeechobee County School Board
may make things a little easier for children of
divorced parents. Responding to a request
from a mother who has shared custody of
her children, the board considered allowing
a student who has two legal hornes to ride
more than one school bus.
While, the School Board took no action
on the request to change their transportation
policy, they agreed to consider an amend-
Inent to the existing rules. The change would
authorize the principals of Okeechobee
High School and Okeechobee's Freshman
Campus to approve special transportation
requests for students who reside by court
order in dual households.
Dr. Patricia Cooper said the policy will
still emphasize safety, which is the goal of
the transportation policies.
Dr. Cooper said the parents must provide
the court order to the principal. Both of the
bus stops must already be in existence for
other students. If there is any change in the
schedule, it will require a new form and re-
quest.
'We are maintaining and are most con-
cerned with the safety of our students," Dr.
Cooper said.
Some situations mean the student chang-
es households every other week and there
are sorne situations where it is every other
day. This would make it very difficult for
school officials to keep up with which bus a
student should be on.
Under the plan proposed, when the par-
ent completes the special request form, they

OUA recognizes personnel for service

July 16, 2010

Okeechobee County Commissioners said

It was the first commission meeting held
in the renovated courtroom and the audi-
encet oass abe to adtech tet cmnussi ner
on large screens around the room. How-
ever, the sound system left something to be
desired. No doubt it will be adjusted for later
meetings.
After an hour's discussion commission-
ers had decided not to take the specific 100
acres offered by Waste Management in con-
tract fulfillment. However, they reached no
decision on whether or not to take cash in
lieu of land or take another parcel of land.
Waste Management had offered $1.5 million
in cash in lieu of the 100 acres.
Tara Minton of the Economic Council of
Okeechobee read a letter from her organi-
zation recommending the board take cash
in lieu of land and use those funds for eco-
nomic development of the community.
County Attorney John Cassels expressed
reservations about the land because it was
encumbered with an Okeechobee Utility
Authority (OUA) developer's agreement. He
said that OUA had refused to remove that
parcel from the developer's agreements cov-
ering the entire parcel owned by Stephen E.
Myers, Sr., the man who was proposing to
sell the land to Waste Management. Mr. Cas-
sels said he received a call on Tuesday say-
ing that at closing, Mr. Myers would pay off
the entire OUA obligation.
The 100 acres is currently zoned residen-

tial but the county would develop it into an
industrial park. Commissioner Joey Hoover
wondered about the cost of rezoning and
putting in the infrastructure for an industrial
park. "We are not in the residential property
business." He said, "We do not want to be.
He suggested taking the cash and putting it
in a trust fund for industrial development.
"You need to decide what you are going
to do with it before you decide if you want
the poety," sttd Mr. C 1 ls
eC missiostateRay Dr rs stated that
the realtor would make a commission, the
owner is motivated to sell and Waste Man-
agement would be fulfilling their contract
obligation. "You've got three winners," he
said. "Are the citizens of Okeechobee getting
their fair share?"
Mr. Cassels cautioned the board that
Waste Management could say that the board
voted to accept their proposal so the board
would have to either take the 100 acres of-
fered or the $1.5 million.
In an unrelated matter, Deputy Clerk
Donnie Yates made a presentation on the
revamped county web site that has been in
the works for three years. One of the biggest
changes is that the public can watch com-
mission meetings in the comfort of their
homes. Past meetings, including the court-
house dedication are also available for view-
ing. All minutes back to 1917 can now be
found on the website.
"It's an awesome opportunity for the
citizens to be involved in the history of the
county," stated Mr. Yates.
Much more information on the county
government and the community is nOW
available by going to www.co.okeechobee.
fl.us.

In other action, the board:
*approved application for a Community
Development Block Grant for drainage on
the west side of U.S. 98 and voted to proceed
with engineering for the 18th Street drainage
project to be incorporated in further down-
stream work if grant money is available;
*tabled action to name a member to the
affordable housing committee;
*set July 21 at 6 p.m., July 22 at 6 p.m'
July 27 at 6 p.m., July 29 1 p.m. and July 30
at 1 p.m. as the dates and times for budget
workshops to be held in the commission
chambers.;
*adopted a resolution proclaiming the
week of July 18 24 as Probation, Parole,
and Community Supervision Week in the
county,
*declared certain items of equipment to
be surplus;
*authorized the county attorney to
schedule an executive session on code en-
forcement cases involving Michael and Cin-
dy Rucker and Tony G. Huet due to pending
litigation;
*withdrew action on ratification of pay-
ment of $7, 775.29 to Curran Electrie for work
performed on the Okeechobee County Jail
emergency generator for further research;
*appointed Commissioners Margaret
Helton and Joey Hoover to the value adjust-
ment board with Commissioner Hoover as
chairman; and
*appointed Bill Dover as a citizen mem-
ber and Elvie Posie as an alternate citizen
member to the value adjustment board.
