Construction on a near $4
million project began this week
thanks to the Visiting Nurses As-
sociation.
Grand Oaks will house 37 se-
nior citizens in need of assistance
in a three story, 30,000 square foot
assisted living facility.
VNA Chief Executive Officer
Don Crow said this facility has
been in the works for 10 years.
They purchased the property
nearly a decade ago, and have
planned on building this facility
since they built their offices eight
years ago.
"This was a fabulous event to-
day. It's a nice day which was a
long time in coming," he stated.

soon start looking for staff which
will include cooks, an activity di-
rector and care givers. He said it
basically is a whole new business
for Okeechobee.
"There are not a lot of options
out here and no large assisted
living facility," he said. "It will be
a large facility with more ameni-

It's going to be a nice addition to
Okeechobee."

Holly Everett noted the large number of
foreclosures. "Who is going to be left to pay
any of these taxes?" she asked.
"Don't take the money from my church,
take it from me," Bill Pennington said.
"Please listen to the people," pleaded Teri
Hair. "I think the people are willing to settle
for a reduced level of services. We don't
want any more taxes. We don't want any
more assessments. The money will come
from somewhere, some how."
"I think it is very shortsighted," Dean
Webb, executive director of Faith Farms,
said of assessing nonprofit organizations. "It
cripples us."
Realtor Brandon Tucker said he spoke
"as an ambassador of Jesus Christ and a de-
fender of the Constitution." He said that tax-

churches violates the first amendment of the
constitution. He also urged repeal of fire and
solid waste assessments on churches.
"While the American people are spend-
ing less, government must do the same,"
said school board member Joe Arnold. "It
is imperative you cut the budget and taxes.
This appears to be a short-term solution cre-
ating long term problems."
Rev. Paul Jackson said some older people
are in danger of losing their home if this as-
sessment goes on the tax roles.
"In my opinion it seems self evident this
is not the time to raise taxes," asserted Ken
Childs. He said more taxes would bring
more foreclosures.
Loy Mershimer, pastor of Okeechobee
Presbyterian Church expressed concern for
home owners and business owners. He sug-
gested reducing costs by reduction of execu-
tive salaries, since many people in today's
economy have reduced salaries.
Several citizens wrote to the commission-


ers protesting the assessment. One of those
letters was from a part time resident who
proposed a prorated assessment based on
the four months they live in Okeechobee. A
petition reported to have 300 signatures op-
posing the assessment was also presented
to commissioners.
After several people spoke against the in-
creased fire assessment the board voted to
leave the fire assessment at the current rate
of $100 per residential unit. Commercial and
agricultural rates also remain at the current
levels.
The board approved a solid waste col-
lection assessment is $174.40 per dwelling
in spite of several citizens objecting to the
increased assessment.

According to an arrest report by Detective
Susan Morrison, of the Okeechobee County
Sheriff's Office (OCSO), the molestations
began when the victim was 7 or 8 years old.
The report goes on to state that the victim,
now a teenager, had been molested over 50
times. After accepting the plea, Judge Mir-
man declared Padgett to be a sexual preda-
tor. Because of that classification, when
Padgett is released from prison he will be
required to register with the Okeechobee
County Sheriff's Office every three months
for the rest of his life. Assistant State Attor-
ney Ashley Albright said the man will have to
serve the complete sentence. However, he
will receive credit for the 37 days he was in-
carcerated in the Okeechobee County Jail.
"He'll serve day for day," said Mr. Al-
bright. Padgett was the minister of the 7th
Day Christian Church on S.R. 70 W


Obviously, our main occupation is home
care and we are not for profit. This is our
way of kind of giving back to the commu-
nity."
Crow said the building should be ready to
open in July, 2010. He mentioned the con-
tractor, Commercial Contracting will try and
hire as many local subcontractors and work-
ers as they can.

Fire guts Fort

A large column of smoke greeted
Okeechobee County firemen as they re-
sponded to a trailer fire in the Fort Drum
area on Sept. 6.
A fire report from paramedic Terry Parrish
said the single wide mobile home at 31040
N.E. 21st Way was 75 percent involved, with
the roof down, and flames shooting out the
rear bedroom when firemen arrived 17 min-
utes after the first call.
Four units and eight firemen and volun-
teers were on the scene for approximately
two hours. There were no injuries reported.
Parrish said approximately $10,000 in
property damage was done in the blaze.
The family lost about $25,000 worth of pos-
sessions.
The American Red Cross was dispatched
to the scene to assist Tim Thompson and
his family. The property is owned by Armal
Chambers of Fort Drum.
The State Fire Marshall investigated the
cause of the blaze. The fire report said the

fire was caused by the failure of equip-
ment. The resident had just left the home 15
minutes prior to the fire starting, the report
added.

Middleton may face death penalty

An Okeechobee man charged in the bru-
tal slaying of a local woman in July may now
face the death penalty if convicted.
A local grand jury convened Wednesday,
Sept. 9, and handed down a true bill -- mean-
ing they found sufficient evidence to charge
Dale Glenn Middleton with the capital of-
fense of premeditated first-degree murder.
The panel also found enough evidence to
charge Middleton, 36, with grand theft, deal-
ing in stolen property and armed burglary of
a dwelling.
Middleton was arrested July 29 and ac-
cused of killing Roberta 'Bobbie' Elizabeth
Christensen, 49, in her single wide mobile
home in the Pine Ridge subdivision.
Assistant State Attorney Ashley Albright
said he will be meeting with State Attorney
Bruce Colton to determine if the state will
seek the death penalty. He said Thursday,
Sept. 10, that a date for that meeting had not
yet been scheduled.
Mrs. Christensen, a server at the Gold-
en Corral Restaurant, was found dead in
the bedroom of her mobile home on N.E.
11 th Court by her son, Eric Jr., and his wife
around 3 p.m. on July 28.
"It appears she was attacked in the kitch-
en area and then dragged into the bedroom
and killed," said Detective Ted Van Deman,
of the Okeechobee County Sheriff's Office
(OCSO). "We believe he used a knife of
some type. She suffered defensive wounds
on her arms, and her throat was cut. It was a
very gruesome crime scene."
Middleton, who lived across the street
from Mrs. Christensen, was arrested early the
next morning after OCSO investigators spent
the night interviewing nearly 100 people.
He apparently went to the woman's

ny or driving under the influence (DUI) charges by
the Okeechobee County Sheriff's Office (OCSO), the
Okeechobee City Police Department (OCPD), the
Florida Highway Patrol (FHP), the Florida Fish and
Wildlife Conservation Commission (FWC) or the De-
partment of Corrections (DOC).
Leonard J. Summa, 45, S.E. Eighth Drive,
Okeechobee, was arrested Sept. 7 by Officer S. Mor-
gan on a charge of possession of a controlled sub-
stance. He was released on his own recognizance.
Ivan Lee Frost, 25, N.E. 16th Ave., Okeecho-
bee, was arrested Sept. 8 by Deputy Justin Akins on
an Okeechobee County warrant charging him with
the attempted sale of a substance in lieu of cocaine,
possession of cocaine with intent to sell and sale of
cocaine. His bond was set at $37,500.
Barbara Lynn Acuna, 22, NE. 16th St., Okeecho-
bee, was arrested Sept. 9 by Deputy Lieutenant Keith
Murrish on a warrant charging her with preventing/
obstructing extinguishment of a fire and criminal
mischief. Her bond was set at $15,000.
Jesse Jo Belknap, 22, Bluefield Road, Okeecho-
bee, was arrested Sept. 9 by Deputy Mark Shireman
on a charge of driving under the influence. Her bond
was set at $500.
Jeantavious A. Saintelus, 18, N.E. 13th Ave.,
Okeechobee, was arrested Sept. 9 by Deputy Lt.
Keith Murrish on an Okeechobee County warrant
charging him with interference with custody. His
bond was set at $5,000.
Randel Adrian Osceola, 18, Reservation Road,
Okeechobee, was arrested Sept. 9 by Deputy Lt.

charging him with driving under the influence. His
bond was set at $750.
Andrew Kyle Kangieser, 22, N.E. Ninth Lane,
Okeechobee, was arrested Sept. 9 by Deputy Max
Waldron on a Seminole County warrant charging
him with dealing in stolen property and failure to ap-
pear driving while license suspended. His bond was
set at $4,500.
Vincent Babbs, 51, N.E. 13th Ave., Okeechobee,
was arrested Sept. 9 by Deputy Lt. Keith Murrish on
a warrant charging him with amended violation of
probation sale of cocaine and amended violation of
probation possession of cocaine. He is being held
without bond. Babbs was also arrested on a second
warrant that charged him with amended violation of
probation sale of cocaine and amended violation of
probation possession of cocaine. He is being held
without bond on these charges as well.
Nichole Marie Powers, 20, N.W 63rd Terrace,
Okeechobee, was arrested Sept. 9 by Deputy Joseph
Hall on an Okeechobee County warrant charging her
with violation of probation grand theft and violation
of probation giving false information to a pawnbro-
ker. Her bond was set at $10,000.

Middleton roommates reportedly told
OCSO Detective William Maerki, who is the
case officer, that he had seen the TV and that
it was covered with a blanket. He also told
the detective that Middleton was nervous
and wanted to get rid of the television quick-
ly, indicates the detective's arrest report.
Middleton ultimately sold the television
for $200, the report added.
"It is believed he wanted the money due
to his drug addiction problem," said Detec-
tive Van Deman.
The television was recovered. However,
despite an exhaustive search the murder
weapon has not been found.
Detective Van Deman said the weapon
was apparently discarded in a dumpster at a
local store. When investigators went to that
dumpster it had been emptied.
According to Detective Maerki's report, it
was learned that Middleton had talked about
robbing Mrs. Christensen after he had seen
her with a large amount of cash. However,
the unidentified roommate reportedly told
the detective that he did not believe Middle-
ton would actually do it.
"(But) once the roommate heard what
had happened to Mrs. Christensen, it came
together," stated the report.
Mrs. Christensen's husband of 36 years,
Eric, was in New Jersey looking for work at
the time.

Hunters fight Burmese
python invastion
The Florida Fish and Wildlife Conserva-
tion Commission (FWC) initiated a program
on July 17 to help stop the spread of Bur
mese pythons in Florida. This program is
only the first step in our efforts to stop the
spread of these invaders.
We issued permits to 13 python experts
to capture and euthanize any reptile of con-
cern found in specific state-managed lands
in South Florida. This initial program will run
until Oct. 31, at which time we will consider
expanding it. So far, the permit holders have
captured 17 pythons and provided us with
data on location, size and habits.
We are encouraged that the permit hold-
ers have captured that many pythons. Each
python removed means one less python in
the wild and one less python with the po-
tential to reproduce 100 eggs in a season.
While there are thousands of pythons in
South Florida, the majority of the population
occurs in Everglades National Park, which is
not a part of our permit program.
The state-managed lands where pythons
may be captured under this new permit pro-
gram represent the northern-most range for
Burmese pythons. To destroy even one of
these nonnative invasive reptiles is a victory
in the battle to stop the spread of pythons
elsewhere in Florida.
We anticipate many more pythons will be
captured as the weather cools and pythons

But, we haven't limited our python re-
moval efforts to the 13 experts; we've ex-
panded them to include hunters. It's a natu-
ral step because, historically, hunters have
been instrumental in conserving wildlife
across this great country. Beginning with the
first hunt of the 2009-2010 season, hunters
on specific wildlife management areas in
South Florida may take any reptile of con-
cern they encounter during the course of
their hunting excursion. If it's archery sea-
son, they may take a python with a bow and
arrow and any other instrument that's legal
to posses on the area during that season. If
it's muzzleloader season, they may use that
type of gun to take the species. This special
order, issued by the FWC's executive direc-
tor, includes alligator hunters on these state-
managed areas.
We are asking the hunters to provide in-

kill in order to compile more complete infor-
mation about the species.
Burmese pythons have invaded our na-
tive habitat, at least partly, because of peo-
ple releasing them into the wild. We urge
people with an exotic, nonnative pet they
can no longer keep, to turn in the reptile
at Pet Amnesty Days held around the state.
The next one is scheduled for Nov. 7, in the
Tampa area. No matter what-never release
a nonnative animal into the wild.
The FWC takes its responsibility for
managing fish and wildlife seriously, and
our priority always will be protection and
conservation of native species. The difficult
challenges already facing native wildlife -
habitat loss and human population increas-
es are compounded by the threat of Bur-
mese pythons being loose in the wild.
Discussions are continuing on how best
to manage the Burmese python problem,
and the FWC is dedicated to working with
all of our partners Everglades National
Park, Big Cypress National Preserve, South
Florida Water Management District and the
U.S. Fish and Wildlife Service through
special programs, scientific efforts and leg-
islative action. Our mission of managing
fish and wildlife resources for their long-
term well-being and the benefit of people
is clearly shown in our dedication and new
programs to stop the spread of all nonnative
species in Florida.

Donations appreciated
The Okeechobee Blood Roundup is grate-
ful to all the vendors in the park on Labor Day
for their generous contributions of prizes to be
awarded at the Roundup in November. All do-
nors at the drive will put their names in a draw-
ing for these prizes and others being donated
by area businesses. Getting prizes is wonder-
ful, but the real satisfaction comes from each
donor knowing that his or her blood donation
saves three lives.
We are especially grateful to those who
went above and beyond, like Hobby Campbell
who donated a $350 painting, Rut-n-Strut-n
Taxidermy who donated a $200 job, Fine Art
by Papasso for a $40 painting and Plaster Play-

Our changing world
This quote from Adrian Rogers made me
think about the situations we face today with
our ever changing world. He said, "If you put
all your labor in this world, it's like re-arrang-
ing deck chairs on a sinking ship."
Change, what a big word! If a politician
says the word 'change' everyone looks at
them like the goose that laid the golden egg.
All of a sudden they are seeing their future as a
brighter, richer one.
The latest fashions, household gadgets, or
even technology give us the idea that newer
is better. And quite obviously, some changes
are better, but too much change or change
for the wrong reason can leave us worse off
than we were.
And what about when we are forced to
go along with change? The world around us
changes every day, storms come and tear
things up, entrepreneurs come and build up
little towns to offer more of the same in a big-
ger way, schools teach more technology with
newer computers and advanced studies we


older generation know nothing about. It can
be overwhelming!
So, what do you do to maintain your sense
of balance, your sense of permanence in a
restless and changing world? Do you hide un-
der a rock? Where is your solid ground when
you can't touch bottom?
In Psalm 61:2 David says "When my heart
is overwhelmed, lead me to the Rock that is
higher than I." God tells us this is possible be-
cause of His Son, Jesus. "For He Himself is our
peace." Ephesians 2 :14. "He is the one who
never changes, the same yesterday, today, and
forever." Hebrews 13:8.
He is our Alpha and Omega, unmovable,
unshakable, uncontradicted, FOREVER! Long
after we are gone, He will still "BE." He is our
Rock in troubled times, our sanctuary in all
times, He never goes out of style, He never
changes. His truth and peace are timeless, our
comforter, our joy, our Rock.
I am finite and imperfect.
I AM is infinite and perfect.
Spend time in the Word and see how the
Great I AM provides stability, rock solid, in this
ever changing world. "For in the day of trouble
He will keep me safe in His dwelling; He will
hide me in the shelter of His tabernacle and
set me high upon a rock." Psalm 27: 5.
So, when you feel like life has got you
between a rock and a hard place, put "THE
ROCK" between you and the hard place.

we can do, is to stand up for what we believe
in. It is important for Americans to speak out,
protest, defend and fight for what we believe
in. Mr. Jackson therefore, A true patriot in my
opinion for speaking out for what he believes
in, whether or not you or I agree with him.
Is is important at this point I feel to ac-
knowledge two facts: I have never met Rev.
Paul E. Jackson, Sr. or had the opportunity to
read Mr. Jackson's letter to the editor.
As for the new assessment/tax and the rais-
ing of the existing assessments/taxes, I am
adamantly opposed to it for several reasons.
As for those enlightened ones out there who
say that this is not a tax, it is an assessment. I
say, "Put perfume on a pig, it is still a pig, I say
take money from the citizens of Okeechobee
without their approval and it is a tax."
Reasons for opposing the new or raising
the existing taxes are:
We are in the midst of the worst recession
in 70 years.
Foreclosures on homes are at levels not
seen in 70 years. As an examply currently for
the month of Septenber 2009, the Clerk of the
Court of Okeechobee County is scheduled to
sell 14 homes, due to foreclosure proceedings.
In other words, 14 families stand to lose their
family homes this month alone in Okeecho-
bee County.
Unemployment is at record levels in
Okeechobee County and don't forget about
underemployment, those working in jobs not
in their fields due to layoffs and must take any
job they can get.
I feel that this enhanced interest in assess-
ments by some or all (we don't know yet) of
the commissioners is just a mechanism to get

impose on all 67 counties of the state on an
emergency basis.
Common sense would dictate that now is
not the time to raise taxes.
We the people must stand up for our-
selves, it is vitally important to attend the Sept.
10 meeting of the Okeechobee County Com-
mission at 9 a.m. to protect our rights and our
homes.

Croppin' Crew will meet Saturday, Sept.

class is $1. Bring a covered dish if you want

Benefit golf tourney planned
A golf tourney is set to be held on Satur-

Club. Funds raised will benefit the Okeecho-
bee Wranglers Baseball teams. Registration
for the tourney begins at 7:30 a.m. or you

Four-man scramble $50 person/$200 per

awarded for first, third and last place. There

Claire M. Vannasse, 83
PORT ST. LUCIE Claire M. Vannasse died
on Sept. 23, 2009, in Port St. Lucie at Tiffany Hall
Nursing and Rehabilitation Center. She was 83.
She was born in Boston, Mass. She moved to
Wilton Manors in 1956 and lived there till 1970
when she moved to Okeechobee. Nine years
ago she became a resident of St. Lucie county.
She Graduated from Jackson Von Ladau
School of Fashion in 1946 and was a member of
Ladies of the Moose in Okeechobee. She was a
bookkeeper for the family business's and was a
member of the Miniature club in Fort Pierce and
a homemaker.
Survivors include two children, Sandy Van-
nasse of White City, and Gregory Vannasse of
Port St. Lucie. She has one grandchild, Aaron;
four great-grandchildren, Darryan 14, Zachary
11, Ethan 7, and Emma 4 of Lakeland; and a sis-
ter Beverely Sanford of Groton, Mass.
Her interment will be in Ft. Lauderdale.
Memorial contribution can be made for Claire
Vannasse to Treasure Coast Hospice, 1201 S.E.
Indian St., FL 34997.


Howard C. Estey, 89
OKEECHOBEE Howard C. Estey, age 89, of
Okeechobee, died Thursday, Sept. 10, 2009, at
Raulerson Hospital.
Born Feb. 26, 1920, in Londonderry, N.H., he
has been a resident of Okeechobee for the past
43 years and was one of Jehovah's Witnesses
and attended the Kingdom Hall. He enjoyed
playing the guitar and piano.
He is survived by his wife of 55 years, Ethel Es-
tey of Okeechobee; sons, David Estey (Joyce) of
Tennessee, Howard W Estey (Donna), Douglas
Gerbing, all of Perry; daughters, Joanne Young
(Jim), Dolores Simmons (Gene), Lorna Crock-
ett, all of Okeechobee, Michelle McDaniel (Wil-
liam) of Fort Payne, Ala., and Eva Pickering of
Gainesville, Ga. In addition, he is survived by
brother, Donald G. Estey (Bertha) of Alabama;
and sisters, Ruth A. Martin of Hudson, N.H.,
Marion Curtis of Manchester, N.H., Bernice Mer-
cier (Ralph) of Album, N.H., Barbara Bonner
(Herman) of Tampa,and Hazel E. Cole of Toc-
coa, Ga. Also surviving are 20 grandchildren and
21 great-grandchildren.
A memorial service will be conducted at 1
p.m., Saturday, Sept. 12, at The Kingdom Hall,
Highway 70 West.

Board reaches settlement with Saucier In the military ...

Okeechobee News
Colonel Lawrence Saucier was back on
the job Sept. 9, nearly a year after he was
suspended from his post as commander
of the ROTC Program at Okeechobee High
School.
The School Board approved an agree-
ment with Saucier to pay him $15,000 at
their meeting Tuesday night. Later in the
agenda they approved his reappointment as
director of the ROTC program.
Saucier was arrested for failure to report
a crime involving a school board employee,
Jose Maldonado, last summer. Maldonado

moved approval of the settlement. Riedel
said the Superintendent recommended the
settlement and that was her main reason for
supporting it.
Board member Joe Arnold said he found
this a bit problematic. He said he felt board
policy was broken by this individual.
"I don't think this is in the best interests of
the students to follow through with this. I'm
going to oppose this," he said.
Attorney Tom Conely said it was a very
good settlement and would avoid a lengthy
and costly battle with the Colonel.
"It's an excellent settlement," Mr. Conely
stated.


Mr. Conely commended Libby Maxwell,
the opposing counsel, for the work she put
in to get this settlement reached.
The settlement was approved by a vote of
4-1 with Arnold in dissent.
The School Board also is named in a civil
litigation filed by another former ROTC em-
ployee, Nathaniel Mitchell. Both Col. Saucier
and the school system are defendants in this
litigation. The complaint was filed in No-
vember, 2007. There is a hearing scheduled
for Sept. 21, on this matter.


Local resident completes military basic
Army Reserve Pvt. Michael G. Cauley has
graduated from basic combat training at Fort
Jackson, Columbia, S.C.
During the nine weeks of training, the sol-
dier studied the Army mission, history, tradi-
tion and core values, physical fitness, and re-
ceived instruction and practice in basic combat
skills, military weapons, chemical warfare and
bayonet training, drill and ceremony, march-
ing, rifle marksmanship, armed and unarmed
combat, map reading, field tactics, military
courtesy, military justice system, basic first aid,
foot marches, and field training exercises.
He is the son of Ronnie Cauley of Okeecho-
bee.

deavor High School, Okeechobee.

"We don't have the technology, because
of our bandwidth problem, we could not
broadcast it because it was internet based,"
Superintendent Dr. Patricia Cooper said.
Instead the message was video taped and
can be played in the classroom if the teacher
opts to use it. So far, four teachers have asked
to use the video. The principal will have final
approval at individual school sites.
Dr. Cooper said parents will have the op-
portunity to have their child opt out of the
speech. They will be given an optional as-
signment that day.
School Board members said they were
fine with the policy the Superintendent out-
lined for the speech. Joe Arnold said as long
as the material corresponds with Sunshine
State Standards, it can be used by teachers.
"I felt it was a motivational speech.

tary students to view, "I thought it was good.
It was a motivational speech. I think a lot of
children in these economic times can use
motivation because mom and dad might
be depressed at home if they don't have
work."
Mr. Arnold said parents make the best
choices for their children and that will al-
ways be the case.
School Board Chairperson Kelly Owens
said she felt the controversy involved with
the speech could have been avoided if an
advance copy of the material was released
earlier to schools.
"If we had been given notice and a copy
ahead of time, and had a real good idea of
what was being said, we could have avoided
the controversy. Parents have concerns; we
must take these concerns seriously. Some
objected to it, understandably so, not know-
ing at the time what the address contained,"
she said.

School Board approves $80.5 million budget

The Okeechobee County School Board
approved a near $80.5 million spending plan
Tuesday night.
The board held their final public hearing
on the spending plan and received no public
comment. They adopted a tax rate of 8.069
mills. That is an increase of .408 mills over
last year. However, some taxpayers may pay
less in school taxes this year due to declining
property values in the city and county.
Superintendent Dr. Patricia Cooper said
there is a projected decline in enrollment for
Okeechobee. She noted state aid has also
been reduced by approximately $312 per
student. She said Okeechobee gained 30 stu-
dents by winning the contract for the former
Eckerd Youth Development Half Way House
program. The district will receive $202,438
for the educational program there. The dis-
trict will also see less money to transport
students to school. The school will have just
under $8.1 million in reserves.
The district reduced capital project spend-
ing by 51 percent. Projects planned include
completion of the MIS building, an addition-
al classroom building at Seminole Elemen-
tary, and the beginning of the Okeechobee
Achievement Academy.
Chairman Kelly Owens commended the
superintendent and staff. "They are doing
nearly the impossible with revenues and
state mandate," she said. "To be able to pay
our employees and our bills, unlike some
districts, is only through our top notch man-
agement."
Dr. Cooper said principals and adminis-
trators are to be commended as well. She
said they have paid attention to all expendi-
tures this past year.
In other actions, the board scheduled a
special executive session for Sept. 16 at 3
p.m. at the School Board offices to discuss
union contract negotiations.

blood drive
Wednesday, Sept. 16, the Okeecho-
bee Business Women's Referral Network
blood drive will be held in the vacant lot
beside the Mainstreet Office on Hwy 441.
There will be only one bus, it will be on
site from 11 a.m. until 5 p.m.


The board also approved a contract with
Attorney Glen Sneider to serve as the board's
counsel on the Value Adjustment Board this
year.
The board also approved three new staff
positions at the district office which includes
the position of Coordinator of Staff Develop-
ment.
The board also received an award from
Gary Clark of the Energy Education, Inc. He
stated the district has done an outstanding
job in conserving energy in the past few
years under their program. The district saved
$1.6 million in 36 months. The district was
awarded the Energy Excellence Award for
their partnership.
Janet Allshouse of the Veterans of Foreign
Wars Post #4423 Ladies Auxiliary spoke to
the board about various scholarships that
are available to the students in the district
for a variety of contests. These national con-
tests can involve students and educators.
The Voice of Democracy is a taped speech
contest. The Patriots Pen is another great
opportunity for students. Another contest is
the Patriotic Art Award. There also is a color-
ing contest for kindergarten through second
grade. Another award is available to teach-

Okeechobee man tries to run over local delivery man

Okeechobee News
An Okeechobee man has been arrested
and accused of trying to run over a delivery
man whose truck was partially blocking a
street in a mobile home park.
Henry George Ploof, 41, U.S. 441 S.E., was
arrested Wednesday, Sept. 9, on a charge of
aggravated assault with a motor vehicle. He
was booked into the Okeechobee County Jail


under a bond of $2,500.
An arrest report by
Deputy Paul Jackson, of the
Okeechobee County Sher-
iff's Office (OCSO), states
that the victim-a delivery
man for a local home fur-
nishings store was mak-
ing a delivery to a home in
henry G. the Oak Park Trailer Park.

victim's delivery truck was parked "about
half way on the side of a one way street."
According to the deputy's report, when
Ploof had to drive around the truck he appar-
ently became angered. Ploof drove about 30
feet past the truck, got out of his vehicle and
began to curse the victim, continued the re-
port.
Ploof reportedly said "I ought to hit you,"
then got to within 3 feet of the victim with his
hand clenched into a fist.


Deputy Jackson then stated that Ploof
walked back to his vehicle and put it in re-
verse and began backing toward the victim
at a high rate of speed. The victim, continued
the report, had to jump out of the way to keep
from being hit by the vehicle.
The deputy went on to state in his report
that a passerby saw the incident and corrobo-
rated the victim's account of what happened.

mission was dominated by routine noncon-
troversial items for action. As often happens,
it is the unexpected things not on the agenda
that make the meeting interesting.
During the time for commissioner com-
ments, Commissioner Joey Hoover brought
up the question of utility companies doing
work in the county right of way. According
to an ordinance passed in May of 2008 any
utility work done in the county right of way
requires a permit, a $250 fee and a bond.
Deputy County Administrator Jim Three-
witts said there was some resistance from
Embarq on the bond issue. He went on to
say that the Florida Department of Transpor-
tation was not going to pay.
"We don't hear from FP&'L" (Florida Pow-
er & Light), he said. "I think we will have to
look at our policy. It becomes very burden-
some for us to chase these things down."
Commissioner Hoover suggested a blan-
ket annual permit for regular operators to re-
pair existing facilities with new construction


being handled under a different permit. He
suggested something such as a dollar value
or destruction of pavement to trigger a spe-
cial permit.
"Right now there are a lot of questions,"
he said.
"We have an ordinance on the books and
we need to enforce it," asserted Commis-
sioner ClifBetts. He said that OUA (Okeecho
bee Utility Authority) recently closed a coun-
ty road for utility work and the county road
department did not know about it.
In another item that was not on he agen-
da, plans were discussed for operating the
county government should a significant
number of employees be out due to H1N1.
County Administrator Lyndon Bonner said it
might be necessary to close some nonessen-
tial operations temporarily and shift employ-
ees around to cover essential operations.
"If you are sick, stay home from school,
stay home from work. Wash your hands.
Cover your cough," was advice given by
health department director Frank Krupa. He
said HIN1 will probably be our seasonal flu
this year.

ply Facilities Work Plan required by law. This
plan demonstrates the availability of potable
water to meet the needs of projected devel-
opment for the next 10 years. Planning of-
ficial Bill Royce noted that the plan has been
approved by OUA and the planning board.
In connection with this plan commissioners
authorized transmittal of proposed amend-
ments to the county's comprehensive plan
to the Florida Department of Community Af-
fairs for approval.
Mark Smith of Okeechobee Main Street
Economic Development Council updated
the board on his organization's activities.
"On a number of fronts we have had
very good results," he said. Mr. Smith went
on to say that their economic development
program has achieved its first year funding
goal. They have opened an office and will
soon have a web site. The most newsworthy
item he had was the introduction of a new
director of economic development, Brian
Cartland, who has extensive experience in
economic development and tourism. Mr.
Cartland has worked with urban areas and
smaller counties on a variety of economic
projects and he has helped companies iden-
tify export markets.
Grant administrator Deborah Belcher
reported on the county's current grant situ-
ation. She said she would be getting propos-
als and coming back to the commissioners.
In other business, the board refused
a request to waive charges for use of the
Okeechobee County Agri Civic Center by a


nonprofit organization. The American Can-
cer Society requested use of the facility for
the 2010 Relay For Life. Mr. Bonner recom-
mended refusal of the request. He said the
organization wanted to use the circle and he
was concerned about lighting, security and
the lack of rest rooms. The board took no
action on the request. In the past the Ameri-
can Cancer Society has used the high school
track for this event.
At 11:30 the board held an executive
session concerning pending litigation with
American Drilling.
In other action, the board:
accepted for county maintenance
streets in Ridgway Acres in the Lazy 7 area,
Estates of Okeechobee Pines, south of S.R.
70 and east of Spot in the Sun, and Towns of
Okeechobee which is a replat of a portion of
Conners Highlands;
approved an addendum to the contact
with Cost Recovery Group, a company that
reviews all telecommunication services for
refunds, credits and/or lowered billings;
approved a contract with Embarq for
E-911 equipment, installation and mainte-
nance to be paid for under a grant with no
county match; and
approved a service agreement and
purchase of radio equipment for the county
wide radio system.

It could cost you if you let your unde-
veloped lot in the City of Okeechobee get
overgrown. That's the message the City of
Okeechobee Code Enforcement Board sent
to four property owners at their Tuesday eve-
ning, Sept. 8 meeting.
RJ Builders & Renovations was cited for
untended vegetation on the SE Fifth Street
lot owned by the corporation. Kevin Salette
faced similar charges for his SE 10th Street
lot. On that same street, code enforcement
officer Fred Sterling stated that David and


Kimberly Black had let their vacant lot be-
come overgrown. Stanley Lemos owns two
lots on SE 14th Court that were also cited for
untended vegetation.
On the basis of the evidence presented,
the board voted to fine the four property
owners $25 a day for every day the violation
continues starting 14 days from the date of
the meeting. Mr. Lemos received two $25 a
day fines because he owns two overgrown
properties.

A long time rivalry that dates back nearly
85 years, resumes tonight as Okeechobee
tangles with Avon Park.
The Brahmans and Red Devils both strug-
gled during the first week of the season as
Okeechobee lost to Vero Beach 36-0, and
Avon Park lost 41-8 to Frostproof.
Brahman Coach Myron Jackson said
Highlands County puts out solid football
teams and he expects a good matchup for
his young team tonight.
"We don't have intimidating offensive
linemen nor do they. Both teams do have
some talented football players. It will come
down to who makes the least amount of
mistakes and who is the most disciplined,"
he said.
Okeechobee will be nursing some inju-
ries. QB and starting safety T.J. Allen is ques-
tionable due to an ankle injury. He was held
out of practice this week. Without him, D.J.
Washington will get the call at QB.
Other JV players like Jack Radebaugh and
Jose Santibanez will also get an opportunity
this week in the backfield.
Okeechobee will also be without Jason
Ford for at least a month. He injured his knee
early in the Vero Beach game.
Avon Park will be led by Division I pros-
pect Dwayne Council who had a big night
defensively against Frost Proof. He had 14
tackles in the game. Western Michigan and
other schools are looking at Council.

Boys golf team defeats Port St. Lucie

Okeechobee High School boy's
golf is rounding into form.
The boys whipped Port St. Lucie
Tuesday by 32 strokes, 166-198 Tues-
day.
Michael Watson continued his
steady play with a 39. Richard Done-
gan shot 41 and Kodi Stephen followed
with a 42 to lead Okeechobee.
Coach Mark Ward said it was dif-


ficult for his team to maintain focus
when they had a big lead, "We were
not very sharp. It was a rough day. The
bright spot was Mike Watson, he is
playing very steady for us," he said.
Ward noted PSL is rebuilding. They
had one kid hit a hole in one during
the match Tuesday. He'd only played
high school golf for two weeks. "It is
difficult to get a mental edge. If we tru-
ly want to get to State we have to put
mental toughness in our arsenal."
Okeechobee finished second out of


10 teams at the Fairwinds Invitational
on Saturday. Okeechobee trailed Mar-
tin County by 13 strokes. They scored
309 over 18 holes. Richard Donegan
and Tim Gray both shot 76, Kodi Ste-
phen shot 77, and Michael Watson
shot 80.
"I'm pretty impressed that our
guys hammered it in and posted good
scores. It's a good sign that the guys
are taking pride in what were doing
and wanting to represent Okeecho-
bee."


Coach Ward said Martin County is
in the team's radar and he's confident
they can give the Tigers a run for their
money by the time the District Tourna-
ment rolls around. "They want a piece
of Martin County but it will take a lot
of work and mental discipline for the
next month to give us a shot.
Okeechobee traveled to Jensen
Beach on Thursday. The Brahmans
first home match will be Sept. 22, at
the Okeechobee Golf and Country
Club.

leyball team remained unbeaten
Wednesday with an easy win over the
Lady Panthers of Westwood, 25 11,
25-6, and 25-18
Coach Todd Jones said his girls
were not expecting much of a chal
lenge from Westwood, "They were
not a team we were particularly con-
cerned about."

strong season with 13 digs and seven
kills at the net. LeAnna Cotton chipped
in with 18 assists. Monica Koger had
seven kills and Janezzka Koger added
six kills for Okeechobee, (4-0).
Things will change this weekend
as the girls travel to Gainesville to take
part in the Gator Town Tournament.
They will square off with defending
district champion Jensen Beach and
other top teams in the state.
The girl's next home match is Tues-
day against Jensen Beach.
