Okeechobee News
As school bells get ready to
ring, a local detective urges par-
ents to watch for signs that their
child has joined a gang since
schools can be a prime recruit-
ment area.
Detective Sergeant Brad Stark,
of the Okeechobee County Sher-
iff's Office (OCSO), said parents
should watch for graffiti written
in their child's agendas or note-
hooks; changes in their child's
behavior, such as aggression;
and, the color of clothes the child
wears.
"In Okeechobee, the predomi-
nant colors are blue and black
and they will wear that color

of the alphabet. This is one way
gang members communicate."
Sgt. Stark said numerals like 6,
13 and 14 are all gang numbers.
The numeral 6, he said, relates to
the Folk Nation.
"Kids often write in codes,"
he said. "This is a common prac-
tice."
Another example, he contin-
ued, is 274.
"The number 2 is B, 7 is G and
4 is D-this spells BGD and stands
for the Black Gangster Disciples,"
explained Sgt. Stark, who heads
up the OCSO gang unit.
"Look at anything they may
write in-check their computers
and cell phones," he urged, add-
ing that numbers on jerseys and

Flag presentation
County Judge Gerald Bryant (left) was presented a United
States flag by Mike O'Connor on Wednesday, Aug. 12, in his
courtroom at the Okeechobee Judicial Center. The flag was
first sent to U.S. Army Captain Bryan McCranie of Okeechobee.
Capt. McCranie, who is stationed in Northern Iraq, and mem-
bers of his special forces unit at Camp Predator flew the flag on
one of their vehicles during a recent mission. When the unit re-
turned, the flag was signed by each member then sent back to
Okeechobee. Everyone returned safely from that mission. Capt.
McCranie is a 1998 graduate of Okeechobee High School and
is the son of Milo and Pam McCranie. The captain has been sta-
tioned in Iraq for nearly 13 months and is scheduled to return
home in September.

missioners voted to continue to participate
in that program which makes low interest
loans available to first-time home buyers in
the low and moderate income group.
The county has participated in this pro-
gram for several years.
The board also honored Tommy Rimes,
who retired after 18 years as head of the
county road department. Mr. Rimes, who
died July 23, was represented by his grand-
daughter Mackenzie Green.
"Tommy will be missed," Commission
Chairman Clif Betts said. "He did not have a
college degree but I don't know of anybody
who did the job any better than he did."
Mr. Betts noted that during hurricanes
Mr. Rimes would stay on the job 24 hours
a day.
In other business, the board:
agreed to advertise for public hearings
to establish fines for handicapped parking
and enforcing county ordinances by cita-
tions;
voted to lease state owned lands near

shirts can also signify gang affiliation.
The detective went on to say certain types
of clothing, such as the South Pole brand, are
commonly worn by gang members. South
Pole shirts and clothing are linked to the
South Side gang or Surenos, which means
south or southern. This gang, continued Sgt.
Stark, is also linked to the number 13.
"They first become South Siders and will
start wearing South Pole stuff," he explained.
"They then become Surenos. Then, when
they go to prison, they become a member
of the Mexican Mafia. The 13th letter in the
alphabet is M, which stands for the Mexican
Mafia.
"This is just one indication of a crimi-
nal street gang in Okeechobee County," he
added.
As for local street gangs. Sgt. Stark said he
has documented eight different gangs with
as many as 400 members. He was also quick
to point out that from Jan. 1 until June, 91
gang members have been arrested and put
in jail.
"I'm proud of the fact that the sheriff has
taken a stance on gangs and we're doing a
good job of documenting gang members,"
he said. "Because of our street crimes unit,
we've got the upper hand on these gangs.
We're also looking at possible additional
prosecution measures."
Both Sgt. Stark and Sheriff Paul May
praised the work being done by the new
street crimes unit.
"The street crimes unit has done an un-
believable job," said Sheriff May. "I'm very
proud of them."
Still, Sgt. Stark and members of the street
crimes unit are concerned because gangs
from Highlands County, Belle Glade, Palm
Beach County and Orange County are now
moving into Okeechobee County. And, of
special concern, is the level of violence as-
sociated with these groups.
"All gangs could be violent, but these are

documented as violent gangs," he said.
And, Sheriff May agreed while alluding to
some recent shootings in the Douglas Park
area.
"We are vigorously investigating the
shootings there. Two shootings there are
definitely looking that way (gang related),"
said Sheriff May. "Right now there are some
extra patrols down there. It has to be done
to keep the area safe."
After a recent meeting with concerned
Douglas Park citizens, Sheriff May said some
of those citizens will be addressing the
Okeechobee County Board of County Com-
missioners and asking that board to estab-
lish a curfew.
"They are more than willing to do this to
keep young people off the streets at night,"
he explained.
Sgt. Stark also warned that parents
should watch for the use of hand signals by
their child. If the child starts "throwing hand
signs" then look at their personal items, and
don't forget to check their pages on Face-
book, MySpace or Twitter. Also, don't hesi-
tate to look at their cell phones for names
and numbers and, if the phone is equipped
with a camera, photos.
The veteran detective said parents often
tell him they don't want to interfere with
their child's privacy, but he always reminds
them it is their responsibility to do so.
"You are the parent. Until the child is 18
you are responsible for what that child does,
and you have the right to look at their com-
puter and such," he said.
When things such as these are found,
or if you're not sure about some writings
or drawings, Sgt. Stark said don't hesitate to
call the sheriff's office, the school's resource
officer, the OCSO street crimes unit or him.
When speaking about gangs and the
clothing they wear, Sgt. Stark said it is also
important that parents not jump to any con-
clusions.
"Remember, just because a kid wears a
certain type of clothing or acts a certain way
doesn't mean they are a gang member," he
said. "You need to talk to your child. There

new topics or comment on existing
topics. What follows is a sampling of
some of the discussions currently tak-
ing place. Thanks for participating!

Code enforcement
I see in the Okeechobee News where
the code people fine people for not mowing.
There is a house on NW Fifth Street that the
grass is about five feet tall and they won't do
anything about it.

Health care
Obama is on TV talking about health
care reform. He says we need to get rid of
things that don't work. Well we need to get
rid of him and his health plan. Over the next
ten years, it is going to cost $549 billion for
his health care plan. I ain't paying it. If you're
a foreigner and come over here for health
care, you're illegal. We shouldn't have to
pay for their health care. What is going to
be, like a communist country? Over the next
four years it is going to
go downhill.
Obama is going
to spend our country
broke.
This is about the
healthcare bill. Howcan
Obama ask Congress to
pass it when he's never
read it and just about every one of them that
have been asked haven't read it. They had
900 pages and added 300 more. The pub-
lic hasn't had a chance to read it. We don't
know what's in it. They don't know what's
in it. How can they vote on it?

Dangerous drivers
I think it is kinda funny that they make
a law I have to wear a seat belt every time I
drive my vehicle, but you can ride a motor-
cycle down the road without a helmet on.
And you can talk on the phone or text mes-
sage on the phone while you drive and there
is no law against it. These people who talk
on their phones while they drive are worse
than drunks.

Work together
We all have feelings. We all have souls,
no matter what race or culture we are. I have
heard a lot on television about this national
coverage concerning 9-1-1 call that the lady
made when the Harvard professor was ar-
rested. Today she got on the TV and said she
never said "black man." We need to real-
ize we've all suffered, but not just one race.
What about the native Americans? What
about the Hispanics? What about years ago
the Italians, the Irish and the Germans who
came to our country? I can say I have dear
friends of all races. We need to think about
what L-O V-E means. We have things to fo-
cus on, the economy, people out of jobs,
children in schools, teacher shortage, job
shortage, a war men and women living
their lives. Let's all work together to make it
better for all in our nation and every nation.

Democrats
If we don't get out and vote in some Re-
publicans, the Democrats are going to have
us so far in debt. Obama wants a socialist
country. If you look and see, that is what
he is trying to do through ACORN and the
unions. He wants to redistribute the wealth.
Well I am poor already. I can't afford for him
to take any more money from me. When
you are sitting in a Communist country and
you're paying for everyone else, what are
you going to do. These little girls want to
have babies because it is the "in" thing to
do. Well who is going to pay for that baby?
Where is the father? He should go to work
and pay child support.

Bus tickets
I saw on television where the mayor of
New York was giving bus tickets to homeless
people to get them out of the city. What if
everyone did that? How about we give some
of our local officials a one way ticket and get
them out of here too.

Mustangs
I just see on TV where they want to
spend $700 million on the wild mustangs
out west over the next ten years. That
money could do a lot of things for a lot of
different people. The wild mustangs have
been running out there for centuries with no
help from the government. Just leave them
alone.

Obama
What is wrong with our president
thinking he can tell the Israelis what to do
and who should control Jerusalem. I guess
he wants to start war with Israel now.

Housing
I just heard on the news that prices of
housing has gone up again. Isn't that the
whole reason we are in this boat to begin
with. People are out of work with 10 percent
unemployment. And they are going to raise
the price of housing? That is the worst thing
they could do. We need more affordable
housing. What about the people. We can't
afford to pay taxes. We need good housing
and cheap.

Health care
I had to go the emergency room over
the weekend and had an infection on my
leg. They gave me two shots of antibiotics
and a tetanus shot. It cost $1,000. People say,
don't go to the emergency room, go to your
doctor. Well if it is on a weekend, you have
to go to the emergency room. Why is it so
expensive?

Economy
In the climate we are in, we don't need
to be raising taxes.

Accidents
There was an auto accident that hap-
pened today and it made me think of a
question/statement
that I wanted to share
with everyone. I'm
sure everyone at one
Point in time has seen
POLICE police officers sitting
in their cars under
trees, around bushes
or even sitting at the
bottom of bridges try
ing to catch speeders.
Doesn't this seem a little dangerous? Es-
pecially the officers sitting at the bottom of
the bridges. People come off the bridges, or
around corners and catch a glimpse of the
patrol cars and then immediately hit their
brakes not giving the people behind them a
chance to stop properly.
If you can't stop, you're driving too
close, especially coming off a bridge.

Python
Regarding the story about the veterinar-
ian shooting the snake in the head, I want
to know if I could do that legally. It's on Fox
News and CNN. If I had shot a snake, I would
be in jail. Is this legal, to just shoot a snake
if you see one? Editor's note: According to
the Fish and Wildlife Commission officials,
property owners may kill non-native snakes
on their own property. Pythons are non-
native snakes
and considered
a hazard both
to pets and hu-
mans as well as
to the Florida en-
vironment, since
the pythons eat
native birds and
animals, includ-
ing some en-
dangered species. Some native snakes are
protected species. The veterinary clinic staff
had previously contacted Animal Control
about the snake, but when they responded,
Animal Control had been unable to find it.
The concern was if they waited, the snake
would have gone back into the canal and
would have continued to be a threat to
pets, wildlife and humans in the area.
Regarding the 17 foot python that was
207 pounds, wouldn't a zoo have wanted
a snake that large? Editor's note: 17 feet is
not unusual for a python. Adult pythons
can exceed 20 feet in length. The largest
one on record was more than 400 pounds.
Zoos can easily obtain pythons, which have
been commonly sold in pet stores since the
1990s, and most zoos have more offers of
pythons than they have space for. When
FWC-sanctioned hunters capture pythons,
they are euthanized.
People who want all these exotic pets
are just asking for trouble. You want a pet?
Go to a shelter and get a nice dog or a cat.
And make sure it is spayed so you don't
wind up with a bunch of puppies or kittens
you don't have homes for.

17 percent Property
Tax increase
Well, I'm not going to tell you I told you
so: to save your money for a county tax in-
crease. Guess what is about to happen if the
County Administrator hais recommenda-
tion approved?
A property tax increase.
When you receive your property appraisal
this year, check to see if your property values
increase while the national average is down
15-25 percent. And what is the school board
going to do? I wonder?
By the way, on the 17th of this month, the
bid is being opened for your new proposed
Emergency Management Center, unless they
delay the opening again.
Estimated cost, $4.8 million, is this with
or without equipment? Why knows? It will
be such a small building too, 15,000 square
feet. Let's see, my house is around 2,000 sq
ft., so this will be seven times larger. Seems
that the three hurricanes we have had in the
past 30 years justifies this, not. This is not a
public shelter but a place to meet to decide
what to do, three times every 30 years, and
should these emergency plans not have al-
ready been in place in advance, not after the
fact?
Yes, there is a plan to move the 911 call
center to this new building, so why not just
build a 2000 sq ft. addition for the sheriff, to
his building and save the money to cover the
budget shortages? (Sheriff did you figure this

in your new budget, the cost to move and
equip the 12 dispatcher desks?)
Will the new EMC create more bills for
us, the taxpayers, to pay? Yes. Just how
much more will it cost to run and maintain
this LARGE building once built? Just keep
building government to try to justify your
jobs and pay (*). I also can not wait to see
how many local contractors will be involved
in this project; usually they are from the
coast, so much for the local workers.
This is the same administrator who is ask-
ing the sheriff to cut another 1.3 million from
his budget. I saw nothing that showed the
Administrator cutting 10-15% from his bud-
get, just use some of the county's reserve to
cover the short falls: what next year? As a
reminder, the sheriff runs a 24 hour a day
365 days a year department while the ad-
ministration runs about 256 days at 8 hours
a day. Could another change be coming in
administration and commission seats?
As a note, I have no family member who
either works for the sheriff's department or
any county department.
Tom Murphy
I think it is time to report on the salaries,
employment cost and benefits of some of
our high paid employees, yes they work for
us? How will your pay and benefits match
up? Could be interesting.

Coquina Board looks at contracts

By Pete Gawda
Okeechobee News
At their meeting on Wednesday, Aug. 12
the Coquina Water Control District Board of
Supervisors spent a good deal of time dis-
cussing the wording for contracts on mow-
ing, spraying, grading and installing culverts.
When the contracts are rewritten, the board
plans to go out for bids. The spraying con-
tract will call for a price by mile for spraying
shoulders, ditches and canals and an hourly
rate for miscellaneous spraying. The grading
contract will be for emergency work under

unusual circumstances. Most of the routine
grading will be done by Coquina staff.
At their next meeting on Sept. 9 the board
plans to finalize the budget for the coming
fiscal year. It was noted that the assessment
rate will remain the same. Viking residents
will pay $62.64 cents per acre, the same as
this year.
In other business, the board renewed
their contract with Harrison O'Connor to
haul fill dirt for another year. They also ap-
proved an insurance program for employ-
ees. It was reported that next year's work

schedule is being developed.
There was some discussion about wheth-
er a collapsed culvert on North Grade was
on the Coquina right of way and if the board
was responsible for replacing it. It was deter-
mined that, regardless of whether or not the
culvert was on Coquina property, it would
cause flooding on Coquina property. So the
board decided to replace it.

School Union seeks pay raise

By Charles M. Murphy
Okeechobee News
Negotiations for a new contract between
Okeechobee Schools and local union #1604
centered around teacher planning time, lan-
guage, and as always, sal-
ary levels, this week.
Teams of negotiators
from the Union and the
School Board met Tues-
day and Wednesday at the
school board offices to try
and iron out a deal.
Union President Can-
dy Walker said the Union Diane
hoped to negotiate a pay Falvo
hike for employees. She
explained the district has an 11 percent fund
balance and funds are available for salary
hikes. "We will try to do the best for our
members. I don't think anyone should have
to go backward."
Walker said another issue is more teacher
planning time.
Union negotiator Diane Falvo said princi-
pals need to be more flexible to allow teach-
ers more time during the school day for cur-
riculum planning.
The union also wants a list to specify
what times of day employees have breaks.
Asst. Superintendent Ken Kenworthy said he
would be concerned that this list would cost
the district money.
Union members also objected to a re-
quirement that teachers who were not
retained last spring, and then rehired this
summer, have to be considered first year
teachers. These teachers would be required
to undergo orientation and training and
also would be paid on the beginning salary
schedule.
Falvo noted with the reduction in staff,

her union's request for salary hikes will be
'fairly cost neutral.'
The union asks for step salary hikes for all
employees. They also asked that teachers at
the top step receive a $600 longevity stipend
plus whatever benefit they are entitled to.
Employees that move to the top step of the
salary schedule during the 2009-2010 school
year are entitled to step movement only and
are not eligible to receive a longevity stipend.
Employees who received a longevity stipend
last year would receive an additional $600 to
the longevity stipend.
They also ask that teachers with advanced
degrees see an increase of $100 for that edu-
cation. Those with a masters degree would
receive $2,300, a Special degree $3,300, and
a Doctorate degree, $4,300.
First year teachers would continue to be
paid $34,000. The top step pays $54,860.
They'd also like to put into writing the
requirement that a teacher hired with prior
experience be placed on an appropriate
salary step. After the initial step placement
these teachers will move a step for each year
of experience.
For classified employees the union asked
that teacher aides assigned to teachers of
intensive emotional behavior disorder, ex-
tended ninth grade, and secondary school
discipline program students, be paid an ex-
tra $500 per year. They asked that migrant
advocates with four year college degrees
earn an extra $1,000 per year.
The salary levels would increase by $300
for those with five or less years of experi-
ence, $350 for six to ten years of service,
$400 for 11 to 15 years, $450 for 16-20 years,
and $500 for 21-25 years.
Walker noted the local union has a web-
site devoted to updates on the negotiations.

OHS running back hopes

to make up for lost time

By Charles M. Murphy
Okeechobee News
Marcus Martin has a lot of nicknames,
Uncle Joe, Joe Martin, and Dude to name a
few.
The junior running back just doesn't want
anybody to compare him to Lonnie Pryor or
any other Brahman running back. He wants
to make a name for himself.
"I'm not worried about filling somebody
else's shoes. I'll just be me. I will do what
I can do. I'm not Lonnie Pryor, I'm Marcus
Martin," he stated.
Martin started as a freshman, but he sat
out his sophomore year. He was a standout
on defense immediately and was impressive
in the spring game against Palm Bay rushing
the football. He admits missing a year hurt
his progress, but he won't dwelt on the past,
"I don't have regrets about it. It was a big
reality check for me. It's something I needed
at that time. That made me a better person.
I'm ready now."
"I feel good about this year. I'm working
hard and feeling healthy. I'll just try to keep
this thing going and be ready for the season
to start."
Martin will likely be a two-way starter
this year at running back and linebacker. He
notes his goals will be to win games and av-
erage two touchdowns per game.
"I want to show everybody in Okeecho-
bee that we have more than just one talent-
ed person in Okeechobee. I want to show
everyone that I can run the ball."
Martin has spent a lot of time this sum-
mer on conditioning. He stated he'll have to
be in great shape to play the entire game. "I
need to work more and get better but I have
it under control. I just got to prove to every-
body that I can do it."
Martin thanked his parents Gwendolyn
Hendry and Marcus Martin, his step father

Johnny Henry, and God for their help and
assistance. "Without them I wouldn't be
here."

Big Brothers, Big Sisters

to support reading

mentor program
Big Brothers Big Sisters, along with
Americorp volunteers, will serve all
five Okeechobee elementary schools
for the 2009-2010 school year! The
program provides reading mentors to
referred children in grades K-3. BBBS

is hosting a Clay Shoot at Quail Creek
Plantation on Saturday, Oct. 24. I hope
you can support this program and the
children in Okeechobee by sponsor-
ing, donating a raffle item or shoot-
ing at this event. The lunch will be
delicious and last year everyone had a
really great time! Have any questions,
please give me a call. Thank you in
advance for your support of our local
BBBS programs.

School Board meets

Okeechobee News/Charles Murphy
Sam Lee makes a point for the school board negotiators as Asst. Su-
perintendent Ken Kenworthy (right) and school board secretary Genia
Arbogast (left) look on.

By Charles M. Murphy
Okeechobee News
Grants continued to be the buzz
word as the Okeechobee County
School Board held their regular August
meeting on Tuesday night.
The Board also took steps to con-
struct a replacement building for New
Endeavor High School.
The Board approved a contract with
BMK Architects to provide architec-
tural and engineering services for the
Okeechobee Achievement Academy
construction project. $290,000 is the
estimated price of their services.
Facilities Director Dale Barrett said
under state guidelines, the price for
this service should be $353,000,"1 feel
it's a good deal for us. I think we're do-
ing good on fees."
The Board also voted to join the
Florida Educational Purchasing Con-
sortium. The membership is free. The
district isn't obligated to purchase
products through the consortium, but
can elect to if they so choose. The goal
is to save school districts money across
the state.
"It's the power in volume that is go-
ing to help," Superintendent Dr. Patri-
cia Cooper said.
The district approved a contract
with Florida Virtual School to be the
provider of the Virtual Instruction Pro-
gram for the School District.
Dr. Cooper said they have had a
good relationship with Florida Virtual.
The Board also applied for a num-
ber of grants that total over $2.2 mil-

lion. If acquired these grants can be
used for salaries, improved technology,
and even the hiring of new employees.
One grant called theAcademicAchieve-
ment of the Disadvantaged, American
Reinvestment and Recovery Act has al-
ready been awarded to the district. The
grant amounts to $823,032.
The board also approved two
memoranda of agreements with the
local union 1604 that makes all supple-
mental wages pro rated and included
in each employees regular paycheck.
The second agreement affects retired
employees who seek employment or
re-employment with the district. Re-
tired teachers will waive all their years
of verified teaching experience for
purposes of placement on the salary
schedule. These teachers will thus be-
gin work on the first salary step.
In other actions the Board honored
Deanna Sharpe, Guidance Counselor
at North Elementary School, upon her
retirement. She was thanked for her 29
years of service. Sharpe was not able
to attend the meeting.
Union President Candy Walker told
the board that teachers need to have
more time for planning. She noted
each year the district imposes more
requirements on a teacher's time to
pursue professional development.
"We obviously have a problem with
preserving planning time, it is an issue
at the table."
Dr. Cooper said all but one instruc
tonal vacancy and five non instruc-
tional positions have been filled, as of
Tuesday.
