School Board seeks stimulus funds

a new construction project, news
on stimulus funds coming from
Washington and other housekeep-
ing items were on the agenda when
the Okeechobee County School
Board met on Tuesday night.
BMK Architects Incorporated of
Sarasota was ranked the number
one architectural firm to design the
proposed Okeechobee Achieve-
ment Academy. The new complex
will replace New Endeavor High
School. This architect has worked
in the district with several class-
room additions, and the new Brah-
man football stadium.

said Detective Van Deman, was a "through
and through." Mr. Pryor was treated at Raul-
erson Hospital and released.
The detective said it's still not known who
actually shot Javaris Johnson.
"We don't know who actually pulled the
trigger at the first shooting. We believe Javaris
was shot by a different shooter and a different
gun," said Detective Van Deman.
Keith Johnson, also known as Ki-Ki, was
arrested and charged with aggravated as-


sault, aggravated battery and tampering with
evidence in connection with the shooting of
Mr. Pryor. He was booked into the county jail
under a bond of $15,000. He posted bond
and was released the next day.
Also arrested in connection with that
shooting was Byron Bruce Brinkley, 29, of
Okeechobee. He was charged with principal
in the first degree aggravated assault, princi-
pal in the first degree aggravated battery and
principal in the fist degree tampering with
evidence.
Like Keith Johnson, his bond was set at
$15,000 and he was released on bond the
next day.
Detective Van Deman said Brinkley is the
owner of the Front Street Cafe.


Brinkley was again arrested July 8 when
his bond was revoked from his April 9 arrest
on a charge of possession of methamphet-
amine. Then, because of that bond revoca-
tion, Brinkley's bond on the shooting charge
was also revoked and he was arrested on July
14. He is now being held in the county jail
without bond.
Detective Van Deman said the reason for
the shooting was reportedly that Javaris and
Brinkley were both trying to rent a bar and
when Javaris was given the go-ahead to rent
the property Brinkley apparently became an-
gry.
"The witness came to me, an investigation
was done and it was found that he was a vic-


tim," explained Detective Van Deman. "War-
rants were obtained and they (Sherrod and
Redden) are now in jail."
Besides this investigation, OCSO detectives
are doggedly pursuing leads into the July 12
murder of Kenneth McBride but, at this time,
no arrests have been made. Mr. McBride was
shot at his home following an altercation with
an unknown person, or persons. He was later
pronounced dead at Raulerson Hospital.
Sunday was Mr. McBride's 47th birthday.
"At this time there is no correlation be-
tween the July 2 shooting and the murder,"
said Detective Van Deman.

over $2.26 million. This money can be used
for improvements to technology, staff devel-
opment, hiring new reading teachers at the
alternative school, and for new computer
software.
Dr. Cooper said they intend to use this
money to update technologies for online
testing, which is a state mandate. The grant
was already approved and is now available
to the district.
In other board business, Vanessa McAl-
lister was appointed Assistant Principal at
Central Elementary School. Jamie Bigford
and Jessina Clements were appointed Food
Service Managers. Bigford will work at Sem-
inole and Clements at Central Elementary
School.
The Board also approved an agreement
with Indian River State College to form the
Research Coast Career Pathways Consor-
tium. The cost to the district is $1,222. The
consortium will implement a plan to carry
out activities to support career and technical
programs in area schools.
School officials reported a decrease in
disciplinary referrals during the 2008-2009
school year.
School open and closing times will re-
main the same for the 2009-2010 school
year.
The board also approved the use of dis-
trict purchased cellular phones and systems.
The State required that the use of such de-
vices be first approved by the School Board.
There are 24 phones distributed to adminis-
trators, crisis counselors, and other impor-
tant employees.
The board also approved an increase in
fees for the use of school facilities, the first


increase in 10 years. The use of a standard
size classroom for three hours increased
from $35 to $40. The use of the gymnasium,
OHS Lecture Hall and the OHS Cafeteria for
three hours increased from $180 to $210. Dr.
Cooper said a study was conducted and she
felt the increases were reasonable.
The board also approved an amendment
with the School Superintendents Contract
that reflects a voluntary five percent reduc-
tion in salary. Dr. Cooper will earn $96,408
this year.
Chairman Owens said she donated five
percent of her salary to the Okeechobee
Educational Foundation. The money can be
used to apply for matching grants known as
mini grants. She noted her salary donation
will impact classrooms.
"It's another way to get money from the
state, and out of our coffers, that helps our
kids," she noted.
Assistant Superintendent Ken Kenworthy
reported that Blue Cross and Blue Shield and
the district agreed to a 2.3 percent increase
for various health insurance plans this year,
the lowest increase in many years.
Superintendent Cooper released her goals
for 2009-2010 which include a continued fo-
cus on student achievement, implementa-
tion of on-line testing for students in grades
3 through 10, and the improvement of ex-
isting facilities which include a replacement
building for New Endeavor, the Okeechobee
Achievement Academy.
The school board holds their first meet-
ing on the tentative budget on July 23 at
5:01 pm. The first public hearing is July 30
at 6 p.m. The board will also hold contract
negotiations with union officials on August
11. The executive session to discuss negotia-
tions begins at 8 a.m.
Dr. Cooper said there are about 10 teach-
ing vacancies in the district that need to be
filled before school.


Female teen charged with cutting boy

An Okeechobee girl was arrested after
she allegedly cut a 17-year-old boy across
the face and wrist with a box cutter.
Jolanda Chamberland, 17, N.E. 15th
Ave., was arrested Wednesday, July 15,
on a felony charge of aggravated battery
with a weapon. She was also arrested on
a misdemeanor charge of resisting a law
enforcement officer without violence.
Chamberland was booked into the
Okeechobee County Jail then taken to the
Department of Juvenile Justice Detention
Center in Fort Pierce.
According to an arrest report by
Deputy Sergeant Shannon Peterson, of
the Okeechobee County Sheriff's Office
(OCSO), the victim and Chamberland's
brother got into an argument on a basket-


ball court at N.E. 16th Ave. At some point,
stated the report, Chamberland went after
the male victim.
The fight continued until they were in
front of a home on N.E. 15th Ave. where
Chamberland allegedly produced the box
cutter. The victim, stated Sgt. Peterson, re-
ceived a 1- to 2-inch cut on his left cheek,
a cut to the left side of his upper lip and
another cut to the left wrist.
The victim was taken to Raulerson Hos-
pital for treatment by emergency person-
nel from Okeechobee Fire/Rescue.
OCSO Deputy Matt Hurst was assisting
Sgt. Peterson by trying to locate Cham-
berland. In his report, the OCSO sergeant
stated that when Deputy Hurst found the
girl on N.E. 14th Ave. she ran from him.
Chamberland was arrested after a brief
foot chase.

Woman arrested on robbery, grand theft charges

An Okeechobee woman has been
booked into the Okeechobee County Jail
on a number of misdemeanor and felony
charges following her arrest on a charge of
trespassing.
Nelida Miriam Frost, 21, N.E. 13th Ave.,
was arrested Monday, July 13, on felony
charges of grand theft, robbery by sudden
snatching, possession of a controlled sub-
stance without a prescription, introduction
of contraband into a detention facility and
tampering with evidence. She was also ar-
rested on misdemeanor charges of trespass-
ing of an occupied structure and battery.
Her total bond has been set at $33,000.
Frost was arrested after a series of events
that began with an argument in the parking
lot of a convenience store on Parrott Avenue
Monday afternoon.
An arrest report by Officer Jack Boon,


of the Okeechobee City Police Department
(OCPD), indicates that Frost and another
woman were arguing when Frost began hit-
ting the other woman about the head and
shoulders. The woman
escaped her alleged at-'
tacker, but Frost took her
purse and removed 200
oxycodone pills, some xa-
nax pills and $400 in cash,
stated the report.
Officer Boon said the
stolen items had an esti-
mated total dollar amount Nelida Miriam
of $2,472. He also indicated Frost
that the woman sustained
some minor injuries.
As he was taking the woman's report at
3:30 p.m., Frost was being arrested by fellow
OCPD Officer Ryan Holroyd. According to
Officer Holroyd's report, Frost had entered
another business in the city from which she
had been trespassed on April 1.


Frost was taken into custody by OCSO
Sergeant Victoria Williams and transported
to the county jail.
Upon arrival at the jail, Sgt. Williams saw
that Frost had apparently freed her left hand
from the handcuffs.
As the woman was being searched, sev-
eral tablets allegedly fell from her bra onto
the jail floor. The arrest report states that
Frost then tried to pick up the pills with her
hand, but she was stopped before she could
retrieve them.
However, Frost stepped on one of the
pills in an attempt to hide it, the report con-
tinued.
Sgt. Williams picked up the pills, which
were later identified as alprazolam. Alprazo-
lam is also known as xanax.
OCPD arrest reports do not indicate if any
of the cash reportedly stolen from the wom-
an was found, nor if any of the oxycodone
pills were recovered.


Ford arrested on release from prison

An Okeechobee man who was released
from prison Tuesday, July 14, was immedi-
ately arrested on a local warrant and booked
into the county jail.
Harvey Lee Ford, 23, N.E. Second St., was
arrested on an Okeechobee County war-
rant charging him with grand theft. He was
picked up at the Calhoun
Correctional Institution in
Blountstown and brought
to the Okeechobee County
Jail where he is being held
on a bond of $5,000.
According to an affidavit
by Detective Ted Van De-
man, of the Okeechobee I t
County Sheriff's Office Harvey Lee
(OCSO), Ford's recent ar Ford
rest stems from the May 22,
2008, theft of items from a local company
and his attempt to sell those items for scrap.
The detective stated in the affidavit that
Ford took a hand railing, dragline bucket
and a pump from property where they were
being stored. The items were "still good and
valued at $6,800," said the affidavit.
Detective Van Deman went on to state
that Ford took the items to the recycling cen-
ter where employees unloaded the items.
Once the items were unloaded it was dis-
covered that they apparently belonged to the
local construction company. The owner of
the company was contacted, who then went
to the recycling center and reportedly identi
fied the items.
At this point the items were put back
on the trailer and Ford was told to return
the items to the area where they had been
stored, continued the detective.
The sheriff's office was then notified and
Ford was arrested as he was returning the
items.
During an inspection of the property it
was learned that an I-beam, sheet piling and
a crushed culvert were allegedly missing.
These items were valued at $7,165, the af-
fidavit added.


According to Department of Correc-
tions (DOC) records, Ford was first sent to
prison July 10, 2006, after being convicted
of burglary of a dwelling/occupied convey-
ance, grand theft and criminal mischief with
property damage. He was released Sept. 13,
2007.
Ford apparently violated his probation
and was sent back to prison on Oct. 6, 2008,


to serve a sentence of three years.
OCSO records indicate that Detective Van
Deman then obtained an arrest warrant for
Ford, based on the alleged May 2008 thefts,
and placed a detainer on him with DOC.
When Ford was up for release on July 14,
2009, he was arrested on the local warrant
and brought to the Okeechobee County Jail
by OCSO Deputy Harold Hancock.

EMS Tax Assessment
How many Special Tax Assessments are
our county commissioners going to impose
on us? We already have a Fire Tax Assessment
added to our tax bill. Where will it end? Our
Sheriff's Office is having budget problems.
In our 22 years of living in Okeechobee we
have never had to call EMS, we have had to
call the Sheriff's Office on several occasions.
I feel that the people that use these services
that EMS provides should be forced to pay
for them, not every homeowner. Make the
free loaders pay for the services they use.
Many who are not citizens use the EMS and
the emergency room
as their primary health wOF
care providers -- this
needs to stop. There
are quite a few retired rFE
people in Okeechobee
that are on Social Secu-
rity and there will be no
cost of living this year.
Some people will have to make very difficult
choices, eat, get medications or pay taxes.
Neither of those are a winning solution for
retired people. I still haven't heard of what
our county commissioners are going to sac-
rifice to make the problem better. I don't
want to hear that they can't donate their pay
checks to some organization or community
project in financial difficulty.
When you use an ambulance, the bill
is outrageous, and now they want an EMS
tax too? Something is wrong here. It cost
us thousands when we called the EMS fol-
lowing an accident that was less than a mile
from the hospital. We did not want to move
the victim ourselves due to a possible spine
injury. Considering how much they charge
when you use the ambulance, there must be
a lot of people just not paying their ambu-
lance bills.


Like everyone else, I hate to see an-
other tax, but emergency medical services is
something I cannot do without. I have never
had to call them, but I certainly want them
there should I ever need them. As far as the
county budget, how about cutting back on
some of these assistants and secretaries? Do
we really need that much support staff in
the county offices? Every other business in
town has had to cut back and the supervi-
sors who are on salary are answering their
own phones and working longer hours to
catch up the extra work. If the rest of us can
work a little harder, shouldn't those paid by
our tax dollars do the same?

Smoking
Should smoking be banned from the
military?
I got this email from Military News yes-
terday about the smoking ban. It states that
it will take at least 10 years to fully imple-
ment. Most folks are saying that allowing
them to smoke gives them at least some re-
lease from the stress. Now they want to say
they can't smoke.
I'm surprised that they can smoke in the
Navy. With all the places you can't smoke in
public, I wonder how they have separated
smokers from nonsmokers on a ship. When
I was in the Navy unless we were under
General Quarters you could smoke in all
berthing areas, most work areas, even on
the mess deck. I just wonder how that has
changed today.
I'd say it's up to the military to decide if
it is beneficial. It's not like soldiers have the
same rights. They don't get to really have a
public opinion and even have their own sep-
arate court system. Isn't drinking banned to
an extent? It is very strict, and is that way for
a reason. I could see the reasoning for ban-
ning smoking. As a professional soldier part
of your job is to be in peak physical condi-
tion. Smoking obviously negatively impacts
this. If you ran a company where people's
lives potentially depended on their physical
prowess, wouldn't you consider banning
anything that takes away from it?
Not all military personnel have a front
line job. There are clerks, cooks, dental
techs, accountants, legal, and every other
job in the civilian world, plus those that are
military, and combat specific. Combat per-
sonnel can only smoke at certain times. The
heat put off can give their position away.

School kids might be required
to have flu shots
There is discussion under way about
possibly requiring all school children to
be vaccinated against the HINI flu before
school starts. I am not sure what to think
about that.
All I can say is the parents of school age
children need to ban together and say no. If
they would stand together, the school gets
paid for the number of children that attend,
money is the only thing that talks.
There's room for a very real concern
here. Back in the '80s they came up with a
rushed flu vaccine, they quit dispensing it af-
ter it started killing folks who were older.
I am going to have to wait for some
medical studies to be done, to show that
these shots are safe
and have no lasting
medical issues. Too of-
ten in the past we have
"rushed" to get medi-
cation manufactured in
situations like this only
to find that there just
was not proper stud-
ies done prior to rushing it on to the market.
Not saying our family will not get the shots
because I think they are important. From
everything I have been reading, the swine
flu could possible be life threatening to hun-
dreds of thousands of Americans come nor-
mal flu season. My mind keeps flickering to
all the shots that service personal have been
mandated to take over the years with serious
health consequences for many.

No alcohol sold to minors
So the public knows ... several weeks
ago the Okeechobee City Police went to
every store in the city limits with controlled
beer buys. Not one clerk would sell to our
purchaser.

Locks reopen
The Lake is at 13.27 feet (above sea
level). I wonder how long before the Corps
and SFWM will pump it down again.

I would say they are not going to let
them get much higher because of the strain
on the dike where they are already having
problems. At the first sign of a hurricane or
tropical storm I would bet they will dump
as much water as possible and then leave
it that way until next summer. The SFWMD
doesn't care if we have tourism or not, their
only concern is keeping the lake within the
boundaries of the dike.
People talk about "pumping" the lake
down, but from the reports I have seen and
scientists I have talked to, in the time between
having a hurricane reported and the time it
could hit, they can't lower it more than a few
inches even if they have all pumps running
and south gates open. The lake is just too
big to "pump down." We lose more water to
evaporation than any other way. On a sunny
day, we can lose half an inch to evaporation.
Lake Okeechobee is a terribly inefficient
place to store water -- flat and shallow. The
dike was built for flood control, not for water
storage. Without the dike, the water could
only be around 12 feet because some of the
land south of the lake is only 12 feet above
sea level.

Consolidation
If you look at the voting precincts for
the previous votes on consolidation, it ap-
pears the city residents voted FOR it and the
county residents shot it down. A lot of the
city residents are not happy about paying
all those extra taxes. But they should have
thought of that before they bought a house
in the city limits. Let the buyer beware.

Nubbin Slough alligators
back in the news
With all the publicity on the gator at-
tacks at Nubbin Slough, looks like the place
is attracting poachers now.
Many years ago I worked the locks at
J&S. That was another place full of gators.
Then if they turned the pumps on I could see
them coming from miles away to feast on
the fish shot through and stirred up by the
pumps. During the gators hunt people go-
ing through the locks would ask me where
a good place for gators was and I'd tell them
"about 20 yards out side the locks." Few be-
lieved me and would take off across the lake.
It was a slow job during the summer some
days no boats at all would pass through.

Golf tournament
helps Firestix
Chobee Firestix Fast-Pitch Softball will
host a golf tournament on July 18 to raise
money for the team to go to the Disney
World Series, at the Okeechobee Golf and

History Camp to open soon
Take a trip through time with our Adven-
tures in History 4-H Camp. The camp will
take place from July 20-24, and will take
a trip a day, opening doors for local youth
through history. The cost for the week long
camp is $100 and includes a Monday visit to
the Edison and Ford Estate Tour including
the lab and museum. Tuesday's adventure
includes Jupiter Lighthouse and swimming
at DuBois Park. Wednesday, it's the Tampa
History Center including exhibits, "A Land
Remembered and Cowmen and Crack-
ers"; Thursday the Ah-Tah-Thi-Ki Museum
and Billy Swamp Safari and Friday, it's off
in space with a visit to the Kennedy Space
Center. Youth ages 8 and up are welcome to

Obituaries


Mary Emily Brown Rucks
OKEECHOBEE "Merry" was born Monday, Nov. 27, 1922, the third of four daughters to Harry
Davis Brown and Carrie Louise Jackson Brown of Ensley, Birmingham, Jefferson County, Ala. She
passed away Tuesday, July 14, 2009, due to inoperable carcinoma.
Merry was the great-great-great-granddaughter of Lt. Col. Thomas Bonner who served in the
American Revolution from South Carolina. She was a member of the Cora Stick-
ney Harper Chapter Daughters of the American Revolution, Fort Pierce, Florida
and a charter member of the Okeechobee Chapter Daughters of the American
Revolution where she served as an officer.
Merry was granddaughter of Judge William Fannin Brown, one of Carroll
County Georgia's first judges. Merry's father attended West Point and was em-
ployed 35 years with the US Army Corps of Engineers. Due to her father's career
Merry and her family lived in many locations.
Merry was attending South Broward High School, Dania, when she met her fu-
ture husband, Jonathan Earl Rucks, Sr. They eloped and were married on Sunday, Oct. 1, 1939, in
Fort Pierce. They were married almost 60 years ending in Earl's death in 1999.
During World War II Merry was employed by Belle Aircraft in Marietta, Ga., as a Job & Wage ad-
ministrator. When Earl and Merry returned to Dania, Merry was employed as a secretary/bookkeep-
er for Dania Elementary School. She worked part time for Judge Archie Black as well. In 1959, Earl
and Merry moved to Okeechobee where they built Margate Dairy with their three sons.
Merry taught herself to read music and played the piano beautifully. She loved opera and classical
music. She enjoyed reading and was a crossword puzzle expert. She enjoyed challenging her fami-
ly during game shows. She played golf for many years and had received trophies. She had traveled
throughout the United States with her husband, children and grandchildren.
Merry was preceded in death by her sisters and brothers-in-law who called her "Mamie," Myrtle
Harriett Stogrin (Gene), Edna Earle Eason (Don) and Carolyn Louise Saville (Howard). They spent
many summers cooking seafood at Mexico Beach and having a glorious time together.
Merry is survived by her three sons, Davis Brent (Rita) of Okeechobee, Gary Frank (Suzanna) of
Okeechobee and Jonathan Earl Jr. (Mary Jane) of Bedford, Va. She leaves behind six grandchil-
dren, four step grandchildren; seven great grandchildren and eight step great grandchildren and
two special former daughters-in-law, Phyllis Joy Tuscani (Robert) and Betty Lou Hazellief (David)
as well as three nieces and two nephews whom she loved dearly.
Merry was of the Methodist faith and believed in life after death and the reuniting with loved ones.
Graveside funeral services will be 10 a.m. Saturday, July 18, at Evergreen Cemetery.

Rachel Parlier, 95
LAKE WORTH, Fla. Rachel Parlier, age 95,
passed away quietly in her home in Lake Worth,
on Wednesday, July 15, 2009.
Born Feb. 19, 1914, in Sunfish, Ky, she had
been a longtime resident of Okeechobee before
moving to Lake Worth.
She is preceded in death by her husband, Rob-
ert Parlier.
She is survived by two sons and two daugh-
ters. In addition she is survived by numerous
grandchildren.
The family will receive friends from 10 to 11
a.m. Saturday, July 18, in the Buxton Funeral
Home Chapel, with services immediately follow
ing. Interment will follow in Evergreen Ceme-
tery.
In lieu of flowers memorial contributions may
be made to Hospice of Palm Beach County,
1630 S. Congress Ave., Suite 102, Palm Springs,
FI 33461.

Filipino cultural center ground breaking set

Okeechobee may soon have a unique Phil-
ippines garden- the only one outside that coun-
try to showcase the Philippines exotic plant life.
The Philippine American Cultural Foundation
of South Florida recently announced an Aug.
I date for ground-breaking at their planned
Philippine Heritage Enrichment Complex to be
built on S.W 16th Avenue.
On June 10 Edwin Dominado, president
of the Philippine American Federation, an-
nounced to the Okeechobee Chamber of Com-
merce that his organization planned to build
the cultural center. At that time the ground-
breaking date had not been set.
The federation is a not-for-profit Florida cor-
poration headquartered in Royal Palm Beach
whose mission is to educate Filipino Ameri-
cans and the general public about the culture
of the Philippines.


Plans call forthe Okeechobee cultural center
to be built on a 20-acre plot behind Okeecho-
bee Fishing Headquarters. It will be patterned
after a similar cultural center in Tampa. Plans
call for a fiesta village with an outdoor theater,
food booths, an open air pavilion and a cultural
arts center which will house a 700 to 1,000 seat
theater and permanent exhibits. The center of
attraction will be the one-of-a-kind garden with
a typical bamboo hut as the centerpiece.
The foundation expects this multifunc-
tional facility to impact the tourism industry of
the surrounding counties as well as the entire
state.
"We believe this will help the community,

City code board finds two

properties in noncompliance

The City of Okeechobee Code Enforcement
Board, at their July 14 meeting, placed two
property owners in the category of repeat of-
fenders.
Code enforcement officer Fred Sterling
stated that Michael Arnold's N. Parrott Avenue
property was 95 percent of the way toward
compliance that morning. Mr. Arnold had been
cited for public nuisance. The board decided
that he was in noncompliance from April 24 to
July 14. While he was not fined, Mr. Arnold will
be in the category of a repeat offender if he is
cited again.
The same action was taken against the
owner of Building Blocks Preschool who had
been cited for prohibited signs. Mr. Sterling said
the signs had been removed after the property
owner was cited. The board found that the
business owner was in noncompliance from


May 22 to July 2, thus making him a repeat of-
fender in any future citations.
Robert Leach had been cited for general
cleaning and beautification and not having a
building permit. However, Mr. Sterling stated
that the property was now in compliance and
that case was not heard. The case against 0
Town properties, LLC, of S.E. Tenth Avenue
was not heard because of a lack of proper no-
tification.
Marie Fenton had applied for a fine reduc-
tion. However, Mr. Sterling said she had to work
that evening and was unable to appear. Chair-
man Jamie Gamiotea stated that the case could
still be heard if the board so desired. However,
city attorney John Cook offered the opinion
that Ms. Fenton should be present to present
any extenuating circumstances. Therefore, the
case was postponed until the next meeting.

The Okeechobee Historical Society sold bricks from the old county jail as a

In early June, the Okeechobee Historical
Society met on the site of the old County Jail
to sell bricks from the historic building. The
jail was constructed when the county was
only two years of age, 1919. It was disman-
tled, not demolished earlier this year. The
plans for the good bricks that were savable
call for these bricks to be used whenever the
present jail needs an addition.
The Okeechobee Historical Society, Main
Street and the Board of County Commission-
ers were sad to see this first brick jail go. It


could not be helped as the cost would have
been over $1 million to restore the building.
Grants were applied for by Main Street but
we did not received one to assist in the res-
toration.
If you missed buying one of the bricks,
there are few available for $5 each at the
Historical Museum. The Tantie Quilters keep
the museum open each Thursday from 9
a.m. until 1:30 p.m. You are invited to come
out and look at our exhibit and perhaps pur-
chase a sentimental jail brick.


Kids learn about reducing

waste and recycling

The campers at the Sheriff's Youth Camp held at OHS this week learned
about conservation and recycling from Waste Management on Monday, as
they planted flower seeds in their 'recycled' flower pots. Jarret Rodriguez,
Jarret Emmick and Zachary Gopher display their flower pots which were
reused bottom halves of plastic water bottles. The camp also provided each
camper with a reusable drink containers for use during the camp and after-
wards, rather than disposable cups or water bottles.


Campers at the Sheriff's Youth Camp
learned from Waste Management Mon-
day about how solid waste and recycling
is handled in Okeechobee. They discussed
how to reduce and reuse waste, before
participating in a project with Waste Man-
agement where they reused the bottom
half of plastic water bottles to serve as a
pot in which to grow flowers. The campers
buried their seeds, watered them and took
their recycled flowerpots home to watch
them grow. This project also focused on
the important role trees and plants play to


the overall environment and the need to
conserve them. The Sheriff's Youth Camp
is a free community outreach opportunity
for children ages 8 to 14 years old; it ac-
commodates about 65 campers.
The camp is one week long and held at
Okeechobee High School campus. Camp-
ers play outdoor activities and learn from
demonstrations by law enforcement offi-
cers and others in the community. This is
the third year the camp has been held in
Okeechobee.

New coach knows the Okeechobee community

Myron Jackson is basically the epitome
of a successful former Brahman football
player. The man has a masters degree, has
played for the legendary Bobby Bowden,
has coached at three well known universi-
ties, and now has the thing he wanted the
most, a head coaching job.
Jackson settled in at the high school this
month and is in the process of selecting


assistant coaches. He
noted he and his family
have gotten a lot of posi-
tive feedback about re-
turning to Okeechobee.
"Its been a warm
welcome home for me
and my family. Every
time I run into some- Coach M
body who knows me, Jackson
they've always been
very positive about this," he stated.


Jackson said Okeechobee is a good op-
portunity for his career, "Okay I have the
job, now what am I going to do with it. Ev-
erything that happens now is my own. I'm
looking forward to it."
Jackson said he's getting used to being
an administrator in addition to his coaching
duties.
There are a couple of spots open on the
coaching staff. He said he wants to get peo-
ple who are concerned about winning, but
also discipline, and developing solid young


men. He said he wants a team that the
school and community can be proud of.
Jackson intends to run a broken I offense,
and will have various defensive looks.
Jackson is the first African American to
be named head coach at Okeechobee High
School.
"I'm very passionate about Okeechobee.
I love the school, love the program and we
want to put out the best program we can,"
he said.


Lake Okeechobee navigation locks reopen


The South Florida Water Management
District (SFWMD) this week opened the
navigation locks at J&S Fish Camp (S-135)
and Henry Creek (G-36) on the northern
edge of Lake Okeechobee.
The locks, which allow boaters to navi-
gate through the Herbert Hoover Dike into
the lake, were closed to boat traffic in order
to maintain canal water levels during the
recent record-breaking dry season.
Lake Okeechobee's elevation stood at
13.27 feet NGVD on July 15. The two locks
will remain in the open position with no
lock tender until the lake elevation reaches
13.75 feet NGVD, at which time normal op-
erations with a lock tender will resume on
the following schedule:

On the west shore, the S-131 navigation
lock at Lakeport resumed normal opera-
tions June 10 on the following schedule:
Lakeport (S-131): 5:30 a.m. 9 p.m.
Two other lake locks will remain closed.
The Taylor Creek structure (S-193) will re-
main closed until the U.S. Army Corps of
Engineers completes an upgrade of the
manatee protection system. The Buckhead
Ridge structure (S-127) will remain closed
until dredging work on the Pearce Canal
and hydraulic repairs to the gate mecha-
nism are completed and water levels re-
main optimum.

Shoreline fishing license requirement starts Aug. 1


Florida's new shoreline fishing license
requirement takes effect Aug. 1. Resident
anglers who fish for saltwater saltwater species from
shore or a structure affixed to shore must
have a $9 shoreline fishing license or a $17
regular saltwater fishing license.
Nonresident anglers need a regular non-
resident saltwater fishing license to fish from
shore or from a vessel. Short-term and annu-
al nonresident fishing licenses cost between
$17 and $47.
Additional fees may apply to all fishing li-
censes, depending on where an angler pur-
chases the license.
The shoreline requirement allows ex-
emptions for resident anglers who fish in
their home county, using live or natural bait,
on a line or pole without a line-retrieval
mechanism. This exemption does not apply
to anglers who use nets, traps, gigs, spears
or who gather seafood by hand or any type

qualify for temporary cash assistance, food
stamps or Medicaid. Also, resident anglers
who are age 65 or older and children under
age 16 may fish without a license. Active-
duty military personnel may fish without a
license while home on leave in Florida.
Licensed fishing piers have licenses that
cover everyone who fishes from them.
The FWC suggests the $17 regular saltwa-
ter fishing license may be the best option for
most resident anglers unless they are certain
they will fish only from shore or a structure
affixed to shore all year.
By creating the shoreline fishing license,
the Florida Legislature arranged for Florida
anglers to be exempt from a more expen-
sive federal angler registration requirement
that will take effect in 2011.
