predicts $4.4 million
shortfall

Like private businesses, the
economic aspect for Okeecho-
bee County is not too good. At
their July 9 meeting Okeecho-
bee County Commissioners once
again looked at budget figures.
This time there was some action
as well as talk. Commissioners
took some definite action toward
planning next year's budget. They
also took a step toward reducing
impact fees.
County administrator Lyndon
Bonner started the budget update
with what he called a trial run at

balancing the 2009/10 budget. He
was looking at an overall budget
reduction of $13.3 million and
revenue projections below the
current year. He also predicted a
$4.4 million shortfall in next year's
budget. He projected a $1.7 mil-
lion decrease in the general fund,
a $1.3 million shortfall in public
safety and a $1.4 million shortage
in EMS if an EMS assessment is not
approved.
At this point commissioners
decided to use the apportionment
method to address the projected
$4.4 million shortfall and balance
the budget. Mr. Bonner's staff will

Brock fired; FDLE takes over investigation

When T.J. Brock awoke Thurs-
day it was, for the first time in 28
years, as a private citizen.
The former detective with the
Okeechobee County Sheriff's Of-
fice (OCSO) was fired Wednes-
day, July 8, at 3 p.m. Brock, 52,
is accused of having sex with an
inmate from the Okeechobee
County Jail.
"He was terminated for the al-
legations and for not cooperating
with the internal investigation,"
explained Sheriff Paul May Thurs-
day morning.
Sheriff May said the Florida
Department of Law Enforce-
ment (FDLE) is now handling
the criminal portion of this case,


while a veteran
detective of his
department is
handling the
civil, or policy,
portion.
The sheriff
said Brock re-

day.
"It was turned over to FDLE
because they called this office and
offered to take over the investiga-
tion," said Sheriff May. "I think it's
best for an outside agency to take
the investigation. We are looking
into policy violations and wrong-
doing by our office."
A call to the FDLE agent han-


dling the case was not returned
by newspaper deadline.
The sheriff said when Brock
was terminated there were no
problems and that the now ex-
investigator did not argue with
either Sheriff May or Major Noel
Stephen.
"It was one of the hardest
things I've had to do," the sheriff
said. "But, it needed to be done."
Sheriff May went on to say that
he now believes "there are merits
to the allegations."
Because this is an ongo-
ing criminal investigation many
things cannot be released by law
enforcement, such as the wom-
an's name or specifics about the
allegations. However, it is known
that the inmate is a 39-year-old


woman who was in jail on a
charge of driving while license
suspended.
The inmate, said Maj. Stephen,
has been transferred to another
facility "for her well being."
If the allegations turn out to be
true, Sheriff May said in an earlier
interview that Brock could be ar
rested and charged with a third-
degree felony. If convicted, he
could face a maximum penalty of
five years in prison and/or a fine
of up to $5,000.
Brock also faces the loss of his
law enforcement certification and
the loss of his state retirement.

also be asked to adjust their budgets accord-
ingly. The clerk of the court will be asked to
cut her budget by 2.2 percent or $98,902.
According to Mr. Bonner's figures the prop
erty appraiser needs to trim 2.4 percent or
$107,678 from his budget. The supervisor of
elections' budget accounts for 0.7 percent
of the $4.4 million shortfall or $29,584. The
tax collector would have to trim her budget
by 0.8 percent and the property appraiser by
2.4 percent.
The sheriff has the largest budget of any
constitutional officer. According to Mr. Bon
ner's figures, the sheriff's office is respon-
sible for 27.1 percent of the shortfall and
would have to trim $1,191,293 from his bud-
get.
Commissioner Ray Domer said the ap-
portionment method was one of the fairest
things the board has come up with.
Sheriff Paul May stated that the apportion-
ment method did not take into account the
fact that his office operates 24 hours a day.
The issue of relaxing impact fees has kept
cropping up. During the public comment

spent four years there. Brock then left that
department and went to work for the sher-
iff's office, where he has been for the last
24 years. For the last 15 years he has been a
detective, and was promoted to the rank of
sergeant about six years ago.
Sheriff May and Maj. Stephen were made
aware of the allegations on Friday, July 3, by
the FBI. They said the woman contacted the
federal agency, which then contacted the
sheriff's office. Sheriff May then met with
Brock and placed him on administrative
leave with pay.
In an interview Tuesday, July 7, Maj. Ste-
phen said the FBI will be "involved in the
entire process."
Both Sheriff May and Maj. Stephen indi-
cated that the inmate was not involved in
any of Brock's investigations, and that it has
not been mentioned "if he made any prom-
ises to her."

commissioners that the economic council
board of directors passed a resolution favor-
ing the suspension or temporary reduction
of impact fees. Commissioners received her
comments with no response. However, the
topic was brought up again in the afternoon
budget discussion.
Commissioner Clif Betts has been in favor
of suspending impact fees in order to collect
ad valorum taxes on projects that might be
built if the builder did not have to pay an im
pact fee.
"I don't think dropping impact fees is the
answer," asserted Commissioner Domer.
Mr. Bonner suggested modifying impact
fees so they are not such a burden to build-
ers and the county would still get a benefit.
Commissioner Margaret Helton said that
her networking with commissioners in other
counties revealed that suspending impact
fees did not cause an increase in construc-
tion projects.
After some discussion, county attorney John Cassels
was instructed to bring back a proposed ordinance for
the commissioners to consider that would suspend
impact fees for six months.

Although OCSO dispatchers have fielded
one call from a person who was upset and
angry about the situation, both Sheriff May
and Maj. Stephen said they have received nu-
merous positive calls and e-mails. The major

their "blessings" and prayers for what mem-
bers of the sheriff's office is going through
and for the obviously difficult measures the
two men were forced to take.
"I've not received one (call) that's been
negative," said Sheriff May.
He did go on to say that people at the
sheriff's office and in the community have
expressed their disbelief that the well-known
and well-liked Brock could have done some
thing so insidious.
For Maj. Stephen, who has worked at the
sheriff's office with Brock for 22 years, end
ing his friend's career Wednesday afternoon
was not only difficult, it was heartbreaking.
"It was tough," he said, in a voice that
was barely audible.

Vietnam veterans entitled


to high school diplomas


The 2009 Florida Legislature passed the
Corporal Larry E. Smedley Vietnam Veterans
High School Diploma Act. This act, effective
July 1, 2009, authorizes the Commissioner
of Education to award a high school diplo-
ma to honorably discharged Vietnam War
veterans that entered military service prior
to completion of high school. To be eligible,
veterans must meet the following criteria:
Must be a Florida resident;
Inducted into military service before


completing the necessary graduation re-
quirements;
Must have served in the Vietnam Era,
Feb. 28, 1961 through May 7, 1975; and
Received an honorable discharge.

benefits. The Health Benefit Navigator Pro-
gram is sponsored by Florida Community

Man arrested for child support

nonpayment faces drug charges

A man being arrested on a warrant charge
ing him with non-payment of child support
was subsequently arrested on a felony drug
charge.
Hector Anibal Serrano, 42, N.E. 11th St.,
Okeechobee, was arrested July 7 on a fel
ony charge of possession of cocaine and a
misdemeanor charge of possession of mari-
juana. He was booked into the Okeechobee
County Jail under a bond of $5,500.
An arrest report by Deputy Augustin
Saucedo, of the Okeechobee County Sher-
iff's Office (OCSO), indicates that at 7:50
p.m. Tuesday he stopped a vehicle in which
Serrano was a passenger. The deputy added
that he recognized Serrano and knew that
there was an outstanding warrant calling for
the man's arrest.
The deputy searched the vehicle and al-
legedly found a small amount of a green
leafy substance in a cigarette package. In

According to the report, the suspected
pot weighed 3.8 grams. The suspected co
caine, stated the deputy, weighed 2 grams.
Serrano's bond on the warrant arrest is
a $1,000 cash purge, which is normally the
amount of child support owed.
The driver of the vehicle was not
charged.


Traffic stop leads to felony coke arrest

An Okeechobee man who reportedly
failed to stop at a stop sign was subsequent
ly arrested on a felony drug charge.
Jefferson 'Jeff' Jackson Davis, 44, N.W
Third Ave., was arrested Tuesday, July 7, on
a charge of possession of cocaine. He was
booked into the Okeechobee County Jail un-
der a bond of $5,000.
An arrest report by an Okeechobee Nar-
cotics Task Force detective indicates that
Davis was stopped around 4 p.m. after he
reportedly ran a stop sign at the intersection
of N.E. 16th Ave. and S.R. 70 E.
The report states a traffic stop was con-
ducted and when Davis refused to let the de-
tective search his truck, another detective re-
sponded to the scene with his K-9. The dog

uty Justin Akins on a charge of driving under
the influence. His bond was set at $500.
Antonia Lara, 38, S.R. 78 E., Okeecho-
bee, was arrested July 6 by DOC's Alfreda L.
McFarlane on charges of violation of proba-
tion. He is being held without bond.
David Mullins, 40, S.E. Eighth Ave.,
Okeechobee, was arrested July 7 by DOC's
Alfreda L. McFarlane on charges of violation
of probation possession of methamphet-
amine, violation of probation possession
of marijuana under 20 grams (two counts),

Evaristo Martinez, 26, S.W. Second St.,
Okeechobee, was arrested July 8 by Deputy
Patricia Massung on an Okeechobee County
warrant charging him with burglary of a
dwelling with assault/battery. His bond was
set at $20,000.

Detective charged
No matter how the matter of the de-
tective who is accused of misconduct turns
out, it has hurt the department and hurt the
community. Anyone in public service should
know that and consider that their actions re-
flect on others. The whole department has
been hurt by this.
In this country, a man is considered in
nocent until proven guilty. There are allega-
tions and the sheriff must investigate them.
But nothing is "fact" at this point. Maybe the
allegations are true. Maybe they aren't. Det.
Brock's family is in my prayers. No matter
how this turns out, his family is suffering
right now.

Teen pregnancy in
Okeechobee
To have the best solution, I guess I
would need to know why the Okeechobee
rate is double. You can't stop teenagers who
want to have sex. Parents who have influ-
ence and care have a better chance of mak
ing their kids be responsible about their ac
tions. I would say the best way to stop teen
pregnancy would be freely available birth
control.
On the subject of pregnant students at
school, schools are in the education busi-
ness. All kids are entitled to an education,
whether they have sex or not, whether they
are pregnant or not. I think a student who
is going to be a parent needs an education
badly! I don't see how pregnant students on
a school campus harm anybody. If fact, I
would think it would a deterrent.
It does seem some of the pregnant
teens are enjoying the extra attention and
treat the baby as a fashion accessory. This
does send the wrong message to other teen-
age girls when it appears it is no big deal to
be pregnant and you can still do everything
you want. Yet the pregnant girls should not
be deprived of an education.


When they wear their "baby pouch"
like an ornament. it is not a deterrent.
Free birth control is offered in several
places in Okeechobee County. I totally don't
understand why the teenagers of Okeecho-
bee don't take advantage of it! I've seen
girls who laugh over missing taking their
birth control pills ... the depo shot lasts four
months but most girls don't want it because
it makes you gain weight.
Of the pregnant girls I have encoun-
tered in Okeechobee, it seems the parents
are the ones who throw a fit if the girl does
not want to keep it. It seems anger gets the
best of families with comments like "that
boy will have to pay child support and help
take care of the baby" knowing full well "the
boy" has no education, no job and very little
chance of this changing. It's like a test of will
with the parents automatically wanting to
force the teenagers to do the right thing. I
see little thought process in what happens
AFTER the child is born. In the majority
of cases I have seen, the baby is used as a
pawn to try and "change" the boy into take
responsibility. I have heard girls say "I'm go-
ing to go out with (insert name here) to get
his attention. Usually that is followed up with
"lets see how he likes so and so holding his
baby." And then they run to their myspace
page to post pictures of a guy holding their
child. And, there are still the girls who get
pregnant on purpose to try and "trap" the
guy into staying with them.

Consolidation
Looking at the map, the city limits of
Okeechobee is quite small. None of it is re-
ally "urban" anyway. Much of the populated
area is not in the city limits. Oaklake Estates
is not in the city limits. Oak Park is not in the
city limits. Basswood is not in the city lim-
its. Taylor Creek Isles is not in the city limits.
Since the city no longer has the "carrot" of
the monopoly on water and sewer services,
I don't think anyone is going to agree to be
annexed into the city limits, so it's not likely
to get any larger. Would it be more efficient
-i.e. save money -to merge the fire depart
ments and run one big department instead
of two? Might be worth looking into. Would
it be more efficient to merge the road de-
partments to make better use of expensive
equipment?
I can see where city residents would
welcome consolidation so they don't have
to pay double taxes.


As a resident of the City and a former
resident of the county, I can tell you that if
they consolidate the city and county gov-
ernments, it's the residents of the city that
would suffer in the end.
Would it be more efficient to merge the
law enforcement agencies? Certainly, they
already work together on joint task forces.
The bad guys do not respect the jurisdiction-
al boundaries. A "city" burglar is not going
to limit his crimes to the homes in the city
limits. Maybe it wouldn't save money. May-
be it would. But shouldn't we at least ask
the questions? The two governments have
already merged some services. For example,
city already uses the county tax collectors
office to collect taxes. They use the county
elections office instead of holding their own
separate elections (which they once did).
The city police use the county jail to lock up
prisoners.

vices save money?
Merging the city and the county govern
ment would mean you would need fewer
elected officials -- five or maybe seven in-
stead of 10. And you would need fewer su-
pervisors. And maybe you could save some
money on the big equipment used by the
road departments because you would not
have to buy two of everything. But would
that actually save tax money for the county
or would the city residents -who pay both
city and county taxes now -- reap all the ben-
efits? Last time they voted on consolidation,
the city folks were for it and the county folks
were against it because the county folks did
not see the benefit. And I still don't see the
benefit to me as a taxpayer. I say leave it
alone.
Consolidation of the city and county
governments has been brought up at least
two, maybe three times in the past where
they debated and got it to a vote and noth-
ing happened. I don't see the point of going
into that mess again unless it's just to give
us something to talk about during the long,
hot summer.


Cigarette taxes
With all of the hoopla going on about
the cigarette taxes and how expensive they
are getting, I had to put my 2 cents worth
in. First of all, I wonder if anyone has quit
smoking due to the fact that we can no lon-
ger afford to buy cigarettes? Has anyone
thought about what this is going to do to
the economy? Here are my thoughts on it:
1. Taxes go up all the time. Next year we will
all be paying double for the price to register
our vehicles. Will everyone not re-register?
2. When we all quit smoking because it of-
fends our next door neighbor, how are the
tobacco companies going to stay in busi-
ness? 3. None of us will be smoking any-
more because we can no longer afford the
price, how many more people are going to
be out of work due to the fact that there will
no longer be any reason to have tobacco
companies in business? 4. Why haven't they
taxed the alcohol in this country the way
they have done the cigarettes? 5. Has it oc
curred to anyone that you are much more
likely to die from "second hand" alcohol
than you are from "second hand" smoke?
What I mean by that is the fact that I never
heard of anyone killing someone while they
were smoking a cigarette yet how many
deaths are attributed to alcohol? Now that
our country is going to smoke free, I won-
der how many people will have to take anti-
anxiety medications because they no longer
can afford to smoke? People are dying ev-
eryday due to drug and alcohol overdoses.
The next time you decide to drink and drive,
think about the person who is smoking and
driving and ask yourself who is likely to get
killed or maimed first. I would rather have
the choice of blackening my lungs than have
someone kill me because they are inebriated
before my time comes.
Taxes go up. Some people will quit.
Many will not. Additionally, the government
considers people quitting as a positive, which
is why they like to increase the cigarette tax.
They certainly could tax alcohol. It would
probably generate money hand over fist. It is
a little different though because while ciga-
rettes are seen as unquestionably bad for
your health, alcohol is not; only in excess or
when used recklessly. I read an article I liked
that said fining drunk drivers $8,000 a piece

Croppin' Crew to meet
The Croppin' Crew will meet on Satur-
day, July 11, from 9 a.m. until 5 p.m. at
the Treasure Island Baptist Church on 441
south. All levels of scrapbookers are wel-

Payne will be doing a class on a "quilt card"

Benefit yard sale
helps Christian Academy
A community wide yard sale will be held
to benefit Okeechobee Christian Academy
on Saturday, July 11, from 7 a.m. to 3
p.m. If you have any items that you wish to
donate for the yard sale, you can drop them
off at the school Monday through Thursday
between 9:30 a.m. and 2 p.m. Pick up for

Free school/sports physical
As a service to the community, the Visit-
ing Nurse Association's mobile medical clin-
ic will provide school and/or sports physical
free of charge to any students in need of this
service on July 17 and July 23, from 11 a.m.
until 3 p.m. Physicals are performed by San-
dra Ripper-Brown, ARNP (Advanced Regis-
tered Nurse Practitioner), who is licensed in
the State of Florida to provide this service.
Parents and/or guardians are strongly en-
couraged to bring any available medical his-
tory information, as well as immunization
records and student identification.

Golf tournament helps
Firestix
Chobee Firestix Fast-Pitch Softball will
host a golf tournament on July 18 to raise
money for the team to go to the Disney
World Series, at the Okeechobee Golf and
Country Club, starting at 8 a.m. Cost is $50
per player or $200 per team. Hole sponsors

Sigurd 'Sig' Harald Erson, 79
OKEECHOBEE Sigurd "Sig" Erson, died July
6, 2009, in his home. He was 79.
He was born March 22, 1930 in Los Angeles,
Calif., to the late Arvid and Gudrun (Holm) Er-
son. Mr. Erson proudly served our country in the
U.S. Army during World War II and the Korean
War. He enlisted in the Army at age 16 by lying
about his age and spent his tour in Tokyo, Ja-
pan guarding the Imperial Palace. He spent the
Korean War at Ft. Lewis in Washington.
He worked for Iskendarian Cams in Los An-
geles until opening Sig Erson Racing Cams in
1963. He was an avid drag racer, motorcycle
trials participant and outstanding off road racer.
He competed in the Baja 500 and 1000 many
times. He also enjoyed sportfishing and he was
a private pilot.
Mr. Erson was a founding member of SEMA
(Speed Equipment Manufacturers Association,
now Specialty Equipment).
After selling Sig Erson Racing Cams in 1982,
he and his wife MaryAnn spent many years in
Huntington Harbor, Calif., Kona, Hawaii and the
Florida Keys.
Mr. Erson was preceded in death by his par-
ents and his brother, Leif "Babe" Erson.
A resident of Okeechobee, Florida for the past
six years, he is survived by his wife of 26 years,
MaryAnn Erson; daughters, Ginny Brumley
(Steve) of Washington, Barbara Storm and Lyn-
da Rubly of California; son, John Erson of Ha-
waii; five grandchildren; 23 great-grandchildren;
brother-in-law and sister-in-law, Dave and Judy
Rickard of Arkansas; beloved dog, Peet; and cat,
Julio.
Celebration of life will be held at a later date.
In lieu of flowers, memorials may be made to
Hospice of Okeechobee, P.O. Box 1548, Okee-
chobee FL 34973.

Jason James Estey, 29
RAWLINS, WYO. Jason James Estey,
passed away Sunday, June 28, 2009, in his
home. He was 29.
He was born Oct. 19, 1979
in Manchester, N.H.
Jason fought a courageous
battle of a rare form of Mela-
noma skin cancer, which at-
tacked his heart, brain and
spine. Jason grew up and at-
tended school here in Okee-
chobee for 18
years. Jason always enjoyed life
to the fullest; camping, fishing and even snow
boarding. His beautiful smile and happy disposi-
tion was always a joy to all.
He is survived by his parents, Trish Hawes of
Okeechobee, Richard Hawes of Rawlins, Wyo.,
Jim Estey of Madison, and Suzanne Estey Shep-
herd of Okeechobee; daughter, Amber Town of
Okeechobee; siblings, Michael, Jared and Ash-
ley Hawes of Rawlins, Wyo., Amanda, Benja-
min, and Daniel Estey of Okeechobee, and
Cynthia Rossi of New Hampshire; grandparents,
Donald and Bertha Estey of Fort Payne, Ala.;
nieces, Nevaeh and Makenzi of Rawlins, Wyo.;
and many aunts, uncles and cousins throughout
the U.S.
In Jason's memory, "Love one another and al-

Like other local governments, Coquina
Water Control District is making plans for
the new budget year beginning in October.
The district is in good shape financially.
"Our budget is looking good," Melvin
Byars, chairman of the Coquina Water Con-
trol Board of Supervisors stated at the July 8
board meeting. However, he noted that ex
penses are going up and the board needs to
be more cautious with spending. Mr. Byars
noted that employees' health insurance has
gone up. That increase will have to be ac-
counted for in the new budget.
At the last board meeting it was an
nounced that the assessment to Viking prop-
erty owners would remain the same in the
new budget-$62.64 an acre.
The engineer was asked to create a map


showing road and culvert work done. The at-
torney was asked to send a friendly letter to
a property owner who could possibly have a
fence crossing a Coquina easement.
Supervisor Danny Faircloth said that 16
culverts are required for ditches draining into
CanalAand 34 culverts for Canal B. Itwas not
ed that a list of culverts and elevations would
be needed in order to advertise for bids.
The board discussed services that might
be better contracted out in the new budget.
The board will need to decide if the present
mowing contract will be renewed or rebid.
They also discussed adding partial mowing
to the contract, allowing for less frequently
used roads to be mowed less often.
The next board meeting will be Aug. 12
at 9 a.m. at the county annex on U.S. 98.

Input sought for strategic economic development plan


Florida's Heartland REDI, Inc. and Enter-
prise Florida Inc. are calling on South Central
Florida's business, education, government
and economic development leaders to help
update the plan for the state's economic
future by participating in strategic planning
workshops. Locally, the meeting will be held
at Bert J. Harris, Jr. Agricultural Center in
Sebring on July 15, from 1 to 4 p.m.
Ideas and recommendations from the
planning meeting will be used to enhance
the state's blueprint for economic develop-
ment-the Roadmap to Florida's Future: The
2007-2012 Strategic Plan for Economic De-
velopment. The Roadmap details Florida's
priorities for furthering economic expansion
and diversification.
"As we continue our progress in strength
ening the Heartland's economic outlook
and business opportunities, we call on our
local leadership to participate in this critical
strategic planning process," said Lynn Topel,
Executive Director for FHREDI ( Florida 's
Heartland Rural Economic Development Ini
tiative, Inc). "This is an ideal opportunity for


our six rural counties and adjacent four rural
communities to express ideas, concerns and
suggestions that will help shape Florida's
long-term economic development strategy."
FHREDI partners with the following ru-
ral areas in South Central Florida: DeSoto,
Glades, Hardee, Hendry, Highlands, and
Okeechobee counties; and the communi
ties of Belle Glade, Immokalee, Pahokee and
South Bay.
The half-day workshop will provide a fo-
rum for high-level Florida officials to work
with FHREDI business and community lead-
ers in identifying key economic priorities.
Topics will include creating, retaining and
attracting high value jobs; building a world


class workforce; enhancing infrastructure;
and protecting Floridians' quality of life.
In partnership with regional and local
economic development organizations, sev
en other workshops will be held throughout
the state to encourage participation and in-
volvement from all communities.
Other opportunities also are available
for public contributions to the Roadmap's
development. An Enterprise Florida micro-
site -www.eflorida.com/roadmap -will al-
low for feedback through several interactive
features including a Roadmap survey and
discussion board. Additionally, the site pro-
vides the current Roadmap, related progress
reports and "save the date" announcements


for each regional forum, and more.

Thirty children between 6 and 12, and
another 15 teenagers have taken part this
summer in the Okeechobee Communities
in Schools annual skate board camp at the
Okeechobee skate board park.
The Okeechobee Children's Services
Council funds the camp each year. The camp-
ers get to know the ropes of skate boarding
and then get to try out what they've learned
at one of the largest indoor skate parks in
the country.
Mike Davis with Communities in Schools
said he is very happy with the results so far
this summer, "They learn beginner skating,
safety, and get to learn from older skaters.
The kids love going to Vans skate park, it's a
big thing for them."
Staff members with Communities in
Schools supervise the morning camp each
day. Older skaters like Chad Coleman and
Josh Fraser help tutor the kids on the tricks
of the trade, so that they will be safe on their
skateboards.
The Okeechobee County Fire Rescue
Union Local 2918 also presented a check
of $250 to CIS. The donation will go toward


their summer camps. CIS Director Jill Rog-
ers said the donation is greatly appreciated.
She noted the union likes to give back to the
Okeechobee community.

"I think it's pretty good. I wanted to make


all state for two years. I made it this year and
I feel good about it," he said.
Jeune said he could have been second
team as he felt he was as talented as anyone
in the state in his schools classification. "You
don't always get what you want, but I'm hap-
py where I'm at."
Jeune is now a student at North Florida
University, a Division I program. He already is
enrolled in three classes and has begun con-
ditioning programs for his freshmen year.
"It is pretty good basketball. In college
everybody is at the same level. The kids are
great. It's pretty good so far," he stated.
Former Coach Jon Enrico said Jeune mak-

Stocking hatchery-reared bass helps fisheries

The Florida Fish and Wildlife Conserva-
tion Commission (FWC) may be close to a
breakthrough with stocking bass for better
fishing opportunities. We hear it all the time,
"Bass management is easy, just stock more
fish." Truth is it isn't that simple. FWC bi-
ologists, as well as other fishery research ex-
perts, have understood for years that merely
stocking fingerling bass rarely improves fish
ing.
Biologists at the FWC's Florida Bass Con-
servation Center (FBCC) in Sumter County
began pioneering research that enabled sci-
entists to produce larger advanced fingerling
bass (approximately 4 inches long).
The FBCC concentrated on specific con
editions where stocking fingerlings actually
works. For example, stocking fingerling bass
into a new reservoir or community pond
built for fishing, or stocking them into a lake
following a drought, after a fish kill, or after
completion of a habitat-restoration program
can restore a population more quickly than
natural reproduction alone.
The biologists understand that bass stock-
ing results in a more effective management
tool with a larger hatchery, so they can eat
a greater variety of prey. Being bigger also is
an advantage because fewer predators can
eat them.

been significant. First, largemouth bass
are typically spawned naturally in hatchery
ponds, because they don't respond well to
hormones, such as those used to spawn
striped bass. In addition, small bass are can-
nibals, and they don't like artificial foods,
which are used in hatcheries for catfish
and trout. Therefore, bass were historically
grown in fertilized outdoor ponds with lots
of zooplankton (tiny floating animals such
as insect larvae). Predators, including min-
nows, insects and frogs, ate the eggs and
baby fish. As the survivors grew larger, other
predators such as birds began feasting on

the young bass where they concentrated in
outdoor ponds.
Consequently, the FBCC was designed to
intensively culture largemouth bass indoors
using state-of-the-art technology. The FBCC
has the potential to produce more than 1
million advanced fingerling largemouths an-
nually.
Through research, scientists found a way
to trick bass fry into eating artificial food.
It was discovered that by crowding fry to-
gether and feeding them live brine shrimp
(the size of a gnat) they'd go into a feeding
frenzy and be less choosy in what they ate.

That allowed researchers to mix in artificial
food that was about the size and color of the
brine shrimp. Once the bass fry began eat
ing the artificial food, it was easier to pro-
gressively train them to take bigger pellets as
the bass grew in size.
Other research has improved culture con-
ditions, fish health management, handling
and hauling protocols. To be completely suc-
cessful, the FWC is dedicated to maintaining
healthy habitats to stock the fish, as well as
making sure anglers follow the necessary
rules to ensure safe, sustainable, quality rec-
reational fishing for everyone.

Health Dept. official earns Associate Emergency Manager Certification


The Okeechobee County Health Depart-
ment announced July 6, that O. Mitchell
Smeykal, Preparedness and Response Co-
ordinator, has been certified by the Interna-
tional Association of Emergency Managers
(IAEM) as an Associate Emergency Manager
(AEM.)
Policy decisions and judgements are
made by a commission of 19 respected pro-
fessionals in the field. The commission met
June 4-6, and approved applicants who suc-
cessfully completed an extensive credentials
package to include references, emergency
management training, a management essay
and a written examination. The manage-
ment essay requires respondents to submit


a response to a scenario they might face
while fulfilling emergency management re-
sponsibilities. To maintain certification, AEM
recipients must submit additional training
and contributions to the profession every
five years.
The International Association of Emer
agency Managers (IAEM) has members in 58
countries, is a non-profit educational organi-
zation dedicated to promoting the goals of
saving lives and protecting property during
emergencies and disasters. There have been
1358 other Emergency Managers worldwide
who have been recognized for certification
since January 1993.
Earlier this year, Mr. Smeykal received


a certification as a Florida Professional
Emergency Manager (FPEM) by the Florida
Emergency Preparedness Association. The
Florida Emergency Preparedness Associa-
tion (FEPA) is an organization of Emergency
Management professionals created for the
purpose of advancing the Emergency Man


agement programs of the State of Florida
and its 67 counties in an effort to preserve
and protect the quality of life for 16 million
Florida residents. There are currently 162
Certified Florida Professional Emergency
Managers in the State of Florida.


Hurricane preparedness should include financial plans

a recent Red Cross Hurricane seminar. He
said there is no need to rush to the bank
and withdraw large amounts of cash. Sim-
ply withdraw enough to get you through 3-5
days.
You can minimize the amount of cash
you will need by having a fully stocked
emergency kit including food, water, gas,
etc. Banks are required to have compre-
hensive disaster preparedness and recovery
plans. These plans include the ability to op-
erate data processing at a remote location,
provide emergency power through genera-
tors and bringing in remote staff if existing
staff cannot travel.


He said there is a built in generator at
Seacoast's south branch. The branch will be
fully operational as soon as it is declared safe
to travel.
In addition to cash, most disaster plans
suggest that you gather important financial
documents, check books, car and home
owners insurance documents, etc. These
documents will assist you in filing a claim if
you have damage from the storm.
"Banks are sensitive to the fact that we
provide a critical service to customers," he
said. "For this reason we always stay open as
long as possible when a storm is coming and
open as quickly as possible when the storm
is over. Employee safety is the determining
factor as to when we close or reopen."
