Local law enforcement raided a suspected marijuana grow house on lot 253 in the Indian
Hammock subdivision Tuesday evening, April 14. A detective with the Okeechobee Narcot-
ics Task Force said 136 suspected marijuana plants were seized, and that the plants had an
estimated street value of $1,728,000.

It was a rainy and blustery
evening in Indian Hammock,
but for a former Miami man the
inclement weather was the least
of his worries.
As Alexander Ruiz Leon sat
with his head bowed Tuesday
evening he listened silently as
a black clad officer from the
Okeechobee County Sheriff's
Office (OCSO) Special Response
Team read the search warrant to
him shortly after 7 p.m. He was
also silent as personnel from the
sheriff's office and Okeechobee
City Police Department (OCPD)
opened the side door to his ga-
rage on Lot 253 of this gated


community
and found 136
suspected mar-
ijuana plants.

Inside the garage were both
large adult plants and small start-


er plants, said a detective with
the Okeechobee Narcotics Task
Force.
"Those plants had been
growing for a while six to
eight months, maybe," said the
detective. "They were some
large, large plants. He also had
two mini nurseries with starter
plants. He didn't get a chance to
get those potted, they were still
in cups."
As the rain-soaked officers
began the task of dismantling
the suspected grow house, they
seized 108 plants that had active
root systems. The total weight of
all the seized pot plants was 205
pounds, said OCSO Detective

The Okeechobee County
School Board voted Tuesday to re-
duce their job allocations by 68.5
positions. This, however, does not
mean that many people will lose
their jobs about half of those
positions are currently vacant.
According to information pro-
vided at the meeting 33.5 positions
are currently not filled.
This means 35 positions cur-
rently filled will not be filled for the
2009-2010 school year.
Superintendent of Schools, Dr.
Patricia Cooper, said the district
has been "allocation rich" over the
last few years as they were plan-
ning and gearing up for the class-
size reduction amendment. Due
to the current state of the budget,
the district is now forced to be re
alistic, she said. In addition to the
budget cuts, the district has seen a
decrease in enrollment of over 260
students, she said.
Allocations are directly affected
by enrollment and the district has
been operating over-staffed,

Magistrate to hear code violation cases

It should be a long afternoon Tuesday for
special magistrate Lois Nichols. She is sched-
uled to hear a total of 23 cases. Of those
cases, three involve requests for reduction
of fines and in nine other cases, fines could
be imposed.
The Vantage Development Corp. of S.E.
32nd Avenue was cited for overgrowth, ac-
cumulation of wood, tires, and tarps, and
damaged skirting.
According to code enforcement officer
Blanca Saucedo, Marcelo Garcia and Barba-
ra Wright do not have a proper enclosure for
the pool on their N.W. Fifth Street property.
Richard Thompson will have to answer
charges of having construction trailers, an
aluminum garage, a shed and recreational
vehicles used for storage as well as an un-
permitted structure on the front of his N.W
24th Street property.
John and Chloe Guarine were charged
with having mechanical parts, debris and
coolers as well as unregistered vehicles on
their S.E. 28th Street lot.

The board expressed their concern for
not renewing contracts but also explained
that the district has "to live within our means
like every one else does."
The Okeechobee County School District
is the largest single employer in the county
with approximately 900 employees.
Dr. Cooper went on to explain that princi-
pals and supervisors are currently complet-
ing evaluations and some employees with
annual contracts have not been renewed.
Due to the contractual agreement, it is not
required of the district to give cause for non-
renewal. When the contract is up, the dis-
trict and the teacher have legally completed
their obligations to one another.

if there are any vacancies, the open jobs will
be advertised. Those on annual contracts
who were non-renewed can re-apply to the
district for any position for which they quali-
fy, Dr. Cooper explained.
Board member India Riedel said losing
any teachers hurts the district, "but it's re-
quired by funds and enrollment."
School board leaders talked about "walk-
ing the walk" when it came to cutting ex-
penses-including cutting their own pay.
Board Chair Kelly Owens asked Dr. Coo-
per to initiate a reduction in salary of the
board members for the coming fiscal year.
This would be brought before the board in
June to be completed before the fiscal year
begins. Dr. Cooper has also submitted a let-
ter requesting a reduction in her own salary
for the coming year as well.

According to code enforcement officer
Saucedo, Joaquin D. Dominguez has unreg-
istered vehicles on two separate N.W First
Street properties.
In a case that was tabled from last month,
Robert W Skinner will have to answer
charges of having household goods, trash
and debris on his S.E. 59th Drive lot.
Turning to the imposition of fines, in nine
different cases individuals could be fined up
to $250 a day for various violations if they are
still in noncompliance.
Tony and Lawrence Steed of S.E. 128 Av-
enue were ordered last month to obtain the
necessary permits and pay the necessary
fees for a pole barn under construction on
their property.
Tersa Ledford Lightsey needs to have ei-
ther removed or registered a vehicle on her
N.W Second Street property.
Timothy and Jamie Pritchett were or-
dered to remove a burned structure from
their S.E. 26th Street property.
Maria and Zenon Anselmo must have re-
moved all remaining debris and unlicensed
vehicles from their S.W Second Way prop-
erty.

The Enoch Clark Trust was ordered to re-
move a derelict mobile home from N.E. 14th
Avenue.
James and Jessica Wilkerson could be
facing a fine if they have not obtained a
building permit for their N.W 95th Court
pole barn.
Last month Timmy and Melissa Sellers
were ordered to remove the unlicensed ve-
hicles, tires, vehicle parts, rubbish and trash
from their N.W 364th Road property.
ANDS Management LLC must have com-
pleted the wall around their recycling busi-
ness or face a fine,
Ronetta White was ordered last month to
remove the overgrowth, abandoned struc-
ture and all trash and debris from her N.w.
First Street property.
Bruce Wright has requested a reduction
of the fine on his late father's property. The
bank has taken possession of Elbert Kline's
property and has requested a reduction in
the code violation fine. Lennox Roland has
also requested a reduction in his fine.

that unit from doing their job.
"There are no boundaries on the reach of
the law," that detective said.
Also found in the garage were grow
lights, a plant watering system, Mylar reflec-
tive material, fertilizers, timers, thermostats
and air filtration devices. These devices are
all consistent with items commonly found
in a marijuana grow house, said Detective
Van Deman.
Detective Van Deman went on to say
that SRT members stopped Ruiz as he was
leaving his home Tuesday. After stopping
him they found unspecified evidence that
linked him to the suspected grow house, he
added.

Okeechobee woman sentenced for part in robbery

A woman was sentenced to six years in
prison earlier this week for her part in the
2007 armed robbery of an Okeechobee
business.
Erica Maria Ochoa, 20,
N.W. 11th Ave., Okeecho-
bee, entered into a plea
deal with the state Monday,
April 13, and was adjudi-
cated guilty by Circuit Court
Judge Lawrence Mirman.
Along with her stint in
prison, Ochoa will serve
10 years on probation and Erica Maria
must pay $545 in court Ochoa
costs and fees.
She will receive credit for the 611 days
she's already served in jail.
Assistant State Attorney Bernard Romero
recommended to Judge Mirman that Ochoa
receive a sentence of 30 years for her part in
the armed robbery of the La Mexicana Su
permarket, 3235 S.R. 70 W.
Although Ochoa stayed in the black Maz-
da four-door automobile while the store was
robbed on Aug. 13, 2007, Mr. Romero said
it was actually she who gave the all-clear to
Juan Meras, 24, and Guage John Gonzalez,
16, -the two men who carried out the rob-
bery.
Meras was arrested on charges of armed
robbery, armed burglary while masked, de-
priving a victim of communication and pos-
session of a firearm by a convicted felon.

Ochoa stayed in the car with Kholt Thom-
as Gopher, 19.
On June 23, 2008, Gopher entered a plea
of no contest to charges of robbery with a
deadly weapon while wearing a mask and
burglary of an occupied structure while
armed. He is awaiting sentencing.
Ochoa and Gonzalez were arrested by
Detective Rosemary Farless, of the Okeecho-
bee County Sheriff's Office (OCSO), on
charges of armed robbery, armed burglary
while masked and depriving a victim of
communication.
But, as part of her plea deal, she was only
adjudicated guilty on the charge of armed
robbery. The other charges were dropped
by the state.
"She went in to case the store," Mr.
Romero told Judge Mirman. "She asked the
clerk if she was the only one working then
left the store."
Ochoa transported the others from Brigh
ton Reservation to the store, Mr. Romero
said.
An arrest report by Detective Farless
states that Meras and Gonzalez entered the
store dressed in black hooded sweatshirts
and black sunglasses, and that both were
armed. The clerk reportedly told the detec-
tive that Meras yelled at her while Gonzalez
laughed.
The two men made off with an unspeci-
fied amount of cash, along with several
packs of cigarettes and watches.
Detective Farless said the watches were
thrown off a bridge and the cash was spent


on liquor. She went on to say that those ar-
rested, as well as the guns allegedly used in
the hold up, were found in a home on the
Reservation.
Prior to the woman's sentencing, Mr.
Romero told Judge Mirman that at the time of


her arrest Ochoa had two other cases pend-
ing against her. Records at the Okeechobee
County Clerk of Courts office indicates that
those charges -interference with custody
and filing a false report to law enforcement
-were dropped by the state.

hid in a store until it closed and not only
helped himself to some
beer and a pasta dish, but
to over $500 also.

eo surveillance shows that after the store
closed the man appeared from his hiding
place.
Apparently suspecting that he was on
store video, the man was seen covering
most of his face with his T-shirt as he broke
open a door to the store's office, said the
officer's report.
Once inside the office, he took $582 in
cash and $50 in quarters, stated Sgt. Tarn-
er.
Sometime during the night the intruder
reportedly helped himself to three beers
and a shrimp pasta salad. Together, stated
the arrest report, these items had a value
of $12.
Sierra was discovered the next morning
when an employee opened the business at
5:15 a.m., the report stated. The employee
and the store's owner detained the man
until Sgt. Tarer arrived, added the OCPD
sergeant.

FHP The wheels of justice
I spoke to a friend of mine who
used to be a FHP about why it takes
so long for them to make their final
reports on accidents. He told me
that It Is because they have to use the
state lab to process the blood tests.
All blood tests taken by the FHP in
Florida go to the same lab and are
done on a first come, first served ba-
sis. The state lab has recently laid off
some of their staff and so the wait
has become longer. Anyone waiting
on the results of a blood test taken
by FHP Is just going to have to put up
their feet and chill but they will get
around to it and with these results
they will finalize their investigation.
Okeechobee is not like on CSI
where they can just run any test they
want and have the results in minutes.
I have heard it is not unusual to wait
six to eight weeks to get the results
of a blood alcohol test back.
Once all the tests are completed
and all the field notes are compiled,
everything is then turned over to the
State Attorney for their review and
only then will charges -- if any -- be
filed. It could be close to 3 months
before we hear the final outcome on
the recent traffic fatality.


WIC article
I was reading the paper this
morning and happened to read the
article on WIC Women Infants and
Children. It gave me warm fuzzy
feelings until I got to the part where
it said and I quote, "Undocumented
immigrants are qualified to apply."
Now wait a minute, I thought that
we are in a recession and laying off
teachers from our schools. From
what I understand to come to the
U.S. legally you have to show that you
wll be an asset to society not a hin-
drance. Stop rewarding these people
for sneaking into our country!
Undocumented immigrants are
also able to get welfare, food stamps
and medical for their children. We
also educate them In our school sys-
tem. How does that make you feel?
Bet it isn't warm and fuzzy.
SThey're human beings and de-
serve every right to have a halfway
decent life. Do I like paying for it? No,
but I don't believe in letting people
starve to death either and we might
as well help them try to learn some-
thing in the process.
I'm sure if I was in the middle
of the street in Mexico demanding
medical care, food stamps, WIC,
housing, school, etc., I would get it
-- a ride to the border. I don't want to
see starving folks either. Buy them a
ticket back home.
Take a look at the employers
that hire the Illegal aliens. They are
enabling them to be here. They are
paying them a meager wage for work
that no one else would work for.
These employers should be held ac-
countable for hiring them.

School system
I am devastated to hear of the
cuts in our school system. My chil-
dren are in first and second grade
at Central Elementary. I absolutely
love Central Elementary's principal,
staff and teachers. To think that my
child's teacher may not return for
next year is unthinkable. What can
we do as parents? There is always
different ways to do things, alterna-
tive routes so to speak. We can not
mess with education.
I am afraid the damage is already
done as the teachers have already
been told they will not be hired back
in the fall. The ones they let go were
on annual contract, so when this
year's contract is up, they are out of
work. What can parents do now? Get
involved. Attend the school board
meetings. Volunteer to help with your
child's class. Join the PTO and help
with fundraisers. Collect Boxtops for
Education and Campbells Soup la-
bels and turn them in to the schools.
Do anything and everything you can
to help. The situation is bad, but if
all of the parents pitch in to help, we
can make it a little better.
You can thank all the Floridians
who voted for the tax reductions
for homeowners and the wonderful
Charlie Crist with his great wisdom
for coming up with such a stupid
idea. How much did people really
save and at what cost? I voted for
Crist and regret it every day.
I learned yesterday that two
teacherswho taught mychildren have
been told they will not be rehired for
next year. Both are energetic people
with lots of creativity and ideas -- the
kind of teachers who can really grab
the children's attention and get them
excited about the classroom lessons.
Both had excellent evaluations. But
they are from out of state with no lo-
cal ties so apparently it does not so
much matter that they are excellent
teachers. They are casualties of the
economy. As a parent, I would prefer
a system that weeds out the medio-
cre teachers rather than just cuts the
newer ones who are not protected
by tenure.

Climate change
threatens Florida
Changing climatic conditions pose an un-
precedented threat to U.S. coastlines, where
the majority of Florida's residents live and
many of our economic activity occurs. Sea
level rise, temperature increases, changes in
the severity and strengthening of storms and
other climate-related changes are expected
to occur over the coming decades. The need
to adapt to these climate-driven changes
and to better manage existing coastal risks
is obvious and immediate.
According to the United States Commis-


sion on Ocean Policy, insured property val-
ues along the Gulf and Atlantic coasts have
roughly doubled every decade. By the end of
2007, the Gulf and Atlantic coasts had more
than $9 trillion of insured coastal property.
Florida's share of that is certain to exceed
many billions of dollars. We need to have
Florida property insurance prices reflect the
real risk of hurricanes. If we don't do this
then insurance will be subsidizing coastal
development.
As coastal development is intensifying, so
are coastal property losses. The higher wind
speeds, storm surge, flooding and erosion
hazards intrinsic to coastal regions increase
the likelihood of property damage, degrada-


tion of coastal ecosystems and subsequent Blood drive

FWC to host annual
J.A.K.E.S. Day event
Florida Fish and Wildlife Conservation
will host the seventh annual JAKES Day -(Ju
niors Acquiring Knowledge, Ethics & Sports
manship), a fun, outdoor event for the entire
family on Saturday, April 18, at Fisheating
Creek Wildlife Management Area, 1937
Banana Grove Road, Moore Haven. Kids
will learn about the great outdoors though
swamp buggy rides, fly-fishing lessons, hunt
simulations, turkey calling, canoeing and
kayaking, muzzleloading and skeet shoot
ing. FWC staff, including biologists and law
enforcement officers, will be on hand.
The FWC's aviation and K-9 units also will
be represented. Last year, over 100 youth,
ages 5-17, attended the event. An additional
189 parents and volunteers also attended.
The event is free.

The Library bricks are back!
Once again, the Okeechobee County
Public Library is offering Memorial Bricks for
sale to be permanently placed in the Library
entryway.

Honor your veteran relatives
The American Legion Post 64 is taking ap
plications for names to be engraved into the
"Wall of Honor" at Veteran's Park. Submit-
ted names will be added before Memorial
Day with a cut off date of April 18. The Wall
of Honor is for veterans discharged under
honorable conditions, living or deceased.

Autism group to show film
The Okeechobee Autism Support Group
will present the lifetime movie "Miracle Run"

Carol Mae Glassburn, 92
OKEECHOBEE Carol Mae Glassburn, of
Okeechobee, died Tuesday, April 14, 2009, in
her residence. She was 92.
Born July 16, 1916, in Cass County, Ind., she
had been a resident of Okeechobee since 1950.
Mrs. Glassburn owned and operated Doc's Auto
Service with her husband.
She was preceded in death by a daughter,
Carolyn Blount.
She is survived by her husband of 77 years,
Doc Glassburn of Okeechobee; son, Kim Glass-
burn (Janet) of Okeechobee; daughter, Beverly
Fulwider (Gene) of Okeechobee; 11 grandchil-
dren and 22 great-grandchildren, and 11 great
great-grandchildren.
The family will receive friends on Monday,
April 20, from 10 a.m. until service time of 11
a.m. in the Buxton Funeral Home Chapel. Inter-
ment will follow in Evergreen Cemetery.

City code violators could face citations

As a means of sending a message to re
peat violators and speeding up the process,
code violators in the city may soon be receiv-
ing citations instead of notices to appear be
fore the code board.
At their meeting on Tuesday evening,
April 14 the City of Okeechobee Code En-
forcement Board held a workshop to dis-
cuss the issue. At the conclusion of a thor-
ough discussion they voted to recommend
that the city council approve the citation
system. Board chairman Jamie Gamiotea
urged board members to appear before the
city council to express their opinions.
Under the current system a code enforce-
ment officer issues a warning letter to prop-
erty owners who have violated code. If the
warning letter does not work, the property
owners are issued a notice to appear before
the code enforcement board. If the code en-
forcement officer informs the board that the
person is still in violation, the board can set a
daily fine to be imposed if the property is not


cleaned up by a certain date. This fine con-
tinues until the property is in compliance.
Under the citation method, an offender
would be issued a citation which is similar
to a traffic ticket. The person then would
have the option of paying a fine or appear-
ing before the county judge.
"In my opinion, some things don't need
to come before the board," stated city at-
torney John Cook. As an example he men-
tioned an unregistered vehicle.
He said the clerk of the court would
process the citation and set a court date.
The attorney predicted that not many cita-
tions would be issued and that most people
would pay the fines. He said that while the
current process could be speeded up, the ci-
tation method was still a quicker method to
deal with violators.
Mr. Cook called the current process
"more neighborly," saying that the citation
process would not be that friendly.
"The citation process is another tool in
my tool box," stated fire chief Herb Smith,
adding "I have mixed emotions abut cita
tions."


While Board member Les McCreary was
not completely against the citation method,
he felt the board should exercise more au-
thority over offenders.
Under the current process if a property
comes into compliance before the board
meeting date, the property owner does not
pay a fine. Board member Penny Revels felt
that in that case the property owner should
pay an administrative fee to cover the city's
cost in processing the violation.
One of the problems noted with the pres-
ent system is that some people repeatedly
commit the same violation. They come into
compliance before the board meeting date
and do not have to pay a fine. Then they
violate the same code at a later date and,
after receiving a notice to appear before
the board, come into compliance by board
meeting time. The citation process might
help in a situation like that.

Coquina board awards contract for drainage

Residents of the Viking area might see
some relief from flooding when the next
heavy rains come, thanks to action taken
Wednesday, April 15 by the Coquina Water
Control District Board of Supervisors.
After Tropical Storm Fay, the Coquina
board located 14 of the worst flooded spots.
On Wednesday they awarded a contract to
Durwin Tiner to redo the culverts and ditch-


es in those areas. He hoped to be able to
start the middle of next week. Mr. Tiner was
asked to put in the culverts first so that in the
event of heavy rains, the ditches would drain
to some degree. The engineer was asked to
set the elevations required for the culverts.
Mr. Tiner was also requested to save as
many trees as possible as he deepened and
widened the ditches.

Since the building of the first house for Habitat for Humanity, workers from
First United Methodist Church have continued to help in the building. To
honor that commitment, the United Methodist Women contributed a $300
check to the ongoing work. Accepting the check are Habitat President Jude
Fischer, Cheryl Little, whose Habitat house is currently under construction,
and Doc Thrift, Methodist Church member.

Habitat for Humanity plans
'Restore' fundraising shop
Habitat for Humanity, a non profit orga-
nization dedicated to building affordable
housing for the needy is in the process of
opening a "ReStore" at the Trading Post Flea
Market. The store will open as soon as time
permits. In the meantime, they are collect-
ing household items for resale. They are ask-
ing for anything for a house, except cloth-
ing. They cannot take clothing. Anyone who
has items to donate should contact Habitat

They are also looking for donations of such
things as a cash register, display cases, hang-
ing racks, storage bins and display tables for
their ReStore.

The Okeechobee Autism Support Group
will hold its First Okeechobee Walk on
April 25. Meeting at the pier at 9 a.m. The
walk is simply to raise awareness of au-

Muck may be new cash crop F

One man offered to buy 33,000 yards of
Lakeport muck for $2 per yard this week.
Glades County decided that's not enough.
Commissioners turned down a bid from
an unnamed party to purchase muck from
the County that could have brought them
$66,000. The muck was dredged from Har-
ney Pond Canal.
"I believe it's worth more than two dol-
lars per yard," County Manager Wendell
Taylor noted as he recommended Commis-
sioners turn down the offer. His opinion was
shared by other County officials.
Commissioner Paul Beck said muck is
actually very valuable. He noted the average
rate is $6.10 per yard. He made a motion to
deny the request.
The county figures to have their hands
full with muck if the Moore Haven canal
is dredged and cleaned up, as planned, in
the next year. There also would be muck
in Buckhead Ridge if a canal were dredged
there this year. The Harney Pond muck is
also a large amount.
Glades County could set a price or go out
to competitive bid, Attorney Richard Pringle
said.
"It's such a large amount it would gen-
erate pretty significant dollars to the county.
In that situation I think you would need to
try the competitive bid process. If no one
responds you could go to the other route,"
he noted.

Chairman Russell Echols said if the coun-
tywere to sell muck, they'd have to do it on
a large basis. He suggested a minimum of
30,000 yards. He said they shouldn't sell the
muck by the pickup truck or the wheel bar
row load.
"I think we should set a minimum bid
price and sell the stuff," he said.
Road Superintendent Avant Brown said
the County should set a minimum price to
simplify matters for the staff. He noted it
would speed things up, and prevent people
from trying to nickel and dime the County.
Mr. Taylor agreed that the demands on
manpower would necessitate the material
be sold in bulk. "We just don't have the peo-
ple so everyone gets a load for their garden.
It would get expensive."
Commissioners voted unanimously to re
ject the offer for the muck. Commissioners
urged the staff to try and set up proper pa
rameters of a deal and bring it back to them
for consideration at a future meeting.
In other actions, County Attorney Richard
Pringle said a contract on the Pearce Canal
dredging work in Buckhead Ridge should be
ready for approval by May 1.
A contract for engineering work on the
Moore Haven canal project should be ready
for board consideration on April 27.
$471,240 in grants will come to Glades
County for public health needs from the eco-
nomic stimulus packages approved by Con-
gress. Mr. Taylor suggested the money be
spent to improve the existing public health
unit. He noted the building will be used for


at least two years. An effort is still underway
to build a new public health unit. $1.94 mil
lion will be received to resurface portions of
County Road 720 in south eastern Glades
County. Mr. Taylor said the road was poorly
constructed originally.

Brush fires pick up

No homes were damaged after two
brush fires threatened residential areas on
NW 21st Avenue Monday and Indian Ham
mock on Saturday, Okeechobee County Fire
Rescue reported.
In Monday's fire, six units and 10 firemen
responded around 5 p.m. to the report of a
brush fire near residences.
Lt. Arthur Borgstrom reported that they
found a privacy fence near a residence and
about a half acre of brush burning at 3500
NW 21st Avenue.
The occupants of the nearby homes had
evacuated before firemen arrived. City fire
crews provided mutual aid and stopped the
advance of the fire onto NW 20th Avenue.

Saturday, four units and eight firemen
and volunteers responded to 32801 US 441
north for a large brush fire. Close to 20 acres
eventually burned in the blaze that firemen
fought for about three hours.
The fire report from paramedic Ricky
Jones said the Indian Hammock volunteer
Fire Department and the Division of For-
estry provided mutual aid in putting out the
flames. The DOF brought in a helicopter that
dropped water several times on the flames.
The only damage reported was to a 150
foot long fire rescue hose. There were no
injuries.
Jones said the cause of the fire remained
under investigation.

School board considers health insurance options

The Okeechobee County School Board
received their mid year review regarding
their group health insurance at their board
meeting on Tuesday, April 14. Group Insur
ance Solutions, Inc. Steve Barden explained
their past negotiating over the years with
Blue Cross Blue Shield of Florida.
Insurance costs affect the district's bud-
get greatly and it was recommended by
committee formed by a Memorandum of
Understanding between the district and the
Okeechobee County Education Association
(OCEA) that the district's health insurance
and cafeteria plan be put out for bid for the
coming year. The board approved the ser-
vices of Lester J. Morales, Willis of Florida,
as the broker of record in matters regarding
the proposals for this process.


The board will hear from Mr. Morales at
their coming workshop on Tuesday, May 5,
at 6 p.m. at the district office in the board
room, regarding the insurance costs after
they have the six month review amounts to
send out for insurance companies for the
bidding process.
Over the last few years the district has
chosen to add options to their insurance
plan to lower costs to the district and to the
employees. In October 2006, their old triple
option was consolidated to a single BlueOp-
tions PPO and in October 2007, the original
BlueOptions PPO plan was continued and
one lower cost BlueOptions PPO plan was
added.
Last year they replaced the lower cost
BlueOptions PPO plans with two options
that have been more well received by the
employees. This included a plan that is paid


100 percent by the district which is espe-
cially popular with new teachers who could
otherwise not afford insurance.
Enrollment in original BlueOptions plan
81 percent and 19 percent in new BlueOp-
tions plans. The average monthly enrollment
increased from 768 last year to 780 this year
according to the current monthly enrollment
for March 2009. Dependent enrollment has
decreased from 145 to 138.
Factors which will affect costs of bids
due to risks include the year-to-date (YTD)
claims costs, which have increased 11.9 per-
cent over last year as of March.
So far, analysis of the YTD experience
projects an increase in the required premi-
um effective Oct. 1.

OCSB approves upgrades for energy management system

The Okeechobee County School Board
approved bids for the energy management
system upgrades for Osceola Middle School
and the district office, and for utility ease
ments for the Okeechobee Utility Authority
at their meeting on Tuesday, April 14.
Director of Operations, Dale Barrett, pre-
sented bids in the amount of $111,550 for
Osceola Middle School and $42,440 for the
district offices energy management system
upgrades submitted by ESSI, Electronic
Systems Services, Inc. These two sites have
identical HVAC operating systems and the
upgrades were advertised as one bid with a
base amount for each site.
According to Mr. Barrett, the ice storage
system at OMS requires an updated com-
puter operating system in order for the dis-
trict to maximize the cost savings. This new
system will bring the operating system up
to date with internet-based state of the art
operations.
OUA utility easements were approved at
S.W. Seventh Avenue and S.W. 28th Street;
and at the Okeechobee High School. These


easements will allow the OUA to go into the
property in the event any repairs are needed.
The county was also granted an easement at
S.W Seventh Avenue and S.W 28th Street,
where drainage work will be done to im-
prove the swale near New Endeavor High
School. The easement at OHS will correct
easements that became apparent with the
purchase of the Aldridge property adjacent
to the high school.
The board also approved professional
development agreements with Kagan Pro-
fessional Development in the amount of
$35,360 for staff training at Everglades Ele-
mentary School for the 2009-10 school year.
This training was recommended by the state
regional director as well as the Department
of Education's Differentiated Accountability
program specialist, Dr. Joseph Burke. Fund
ing for this program will come from Title I
School Improvement Initiative Grant and
Title I, Part A.
The district will also begin the Advance-
ment via Individual Determination (AVID)
planning. AVID is a program designed to
increase schoolwide/districtwide learning
and performance by focusing on providing
academic instruction and support for historic

who enroll in a college preparatory path in
high school.
Each participating school, Yearling Middle
School, Osceola Middle School, Okeecho-
bee Freshman Campus, and the Okeecho-
bee High School will have an AVID site team
which will work collaboratively to enhance
the success of the AVID students. The middle
schools will have 50 students, half in seventh
and half in eighth grade; OFC will have 25
students and OHS will have 25 students in
the AVID program.
Assistant Superintendent for Instruction,
Mary Hurley will be in charge of the AVID
program which is paid for by the Florida
Partnership of College Board. This program
teaches organizational skills, notetaking,
etc. to assist these students in succeeding
and continuing to college when they other
wise wouldn't have gone on to secondary
school.

Championship to be held

ship will be held on Sunday, April 26 at the
Okeechobee Golf and Country Club.

Jensen takes top seed in baseball

Josh Ziemba scattered six hits and struck
out seven, as he came back from a rough first
inning to lead Jensen Beach High School,
(14-8) to a 6-3 victory over Okeechobee High
School in boy's baseball action Wednesday
night in Okeechobee.
Ziemba allowed two runs in the bottom
of the first, and a run in the seventh, but was
brilliant in the middle of the game as Jens-
en took advantage of a couple of Brahman
fielding errors to clinch the too seed in the


district tournament.
Brahman Coach Dylan Tedders said he
knew Jensen's pitcher would be a tough
challenge for his hitters, "That guy's good.
That's why he's 9-0. He goes out there and
keeps pitching. We had him rattled early but
didn't do anything else at the plate."
Tedders was also discouraged because
his team lost focus in the field and allowed
Jensen three unearned runs, which was the
difference in the game.
"We're not going to cry in our soup. It's
our own fault. We put ourselves in a tough
situation at districts," he added.
Okeechobee will have to play two games
now to reach the district final. They will
match up with Glades Central in the open-
ing game, and then play the winner of Sun-
coast and Lincoln Park. Tedders said if the
Brahmans can reach the final game, they
can beat Jensen.

Boys' tennis reaches regional

Seniors led the way as the Okeechobee
High School boy's tennis team finished sec-
ond at the District 14-3A tennis tournament
at South Fork High School on Wednesday.
Martin County took the championship
with 21 points and Okeechobee finished as
the runners up with 11 points. Okeechobee
will travel next Tuesday, most likely to Titus-
ville, in the tennis regional.
Brahman Coach Bryan Van Camp said
his team got a good draw in the first round
and were able to stay focused and play win-
ning tennis, "Our goal was to make as many
finals as possible. I don't think we really
planned to beat Martin County. We realized
that coming in second was a real possibility.
We made five of seven finals and it wasn't
easy getting there," he said.
Senior Alex Nielson won a four hour
match in the first round in number three
singles. The match went to two tie breaks.
He finally prevailed 3-6, 7-6 (7-4), 7-6, (7-5).
He rallied from a 5-1 deficit in the third set
to give Okeechobee some very big points.
"That was huge for us because it gave us two
points and took away two points for TC,"
Van Camp noted. Nielson still had enough
left to defeat Sebastian River, 6-1, and 6-2.
Wednesday Nielson lost in the finals to Matt
O'Neil 6-1, and 6-2.
In number two singles Zach Fowler rolled
through his bracket with a shutout win over
Port St. Lucie, and a straight set win over


South Fork on Tuesday. Fowler lost in the fi-
nals to Will Davenport of Martin County 6-0
and 6-2.
In number one singles, Corey White de-
feated Sebastian River in the first round and
then beat the #2 seed in the districts Joe Ba-
ciak of PSL, 6-4, 5-7, and 6-1. White lost in
the championship match to Michael Rinaldi
of Martin County 6-0, and 6-2.
Kyle Lunt made the finals in the fifth seed
singles. Van Camp said that was another big
reason the team made the regional, "That
was a pleasant surprise. He beat a good kid
from South Fork in the second round. He
lost the first set and came back and won the
next two."
Lunt defeated Fort Pierce Central in the
first round 6-3, and 6-0, and defeated South
Fork 6-7 (3-7), 6-4, and 6-1.
The Brahmans also made the final in the
number one doubles bracket behind Fowler
and White. They lost to Martin County 6-2,
and 6-2.
"I feel really good about it. The team is re-
ally excited. I'm really happy for the seniors.

ment of Agriculture
(USDA) released its
April orange crop
forecast for the 2008-
2009 season slightly
reducing the total
orange estimate by
400,000 boxes to
157.6 million boxes.
"This is a manage
able crop and that's
important because
we need to start mov-
ing out excess juice
inventories," said
Michael W Sparks,
executive VP/CEO of
Florida Citrus Mutual.
"The USDA has taken
off several million
boxes since its initial
estimate in October
so we are anticipat-
ing this should have
a positive effect on
grower returns."
