SFWMD web site
offers water info
Due to the extreme water
shortage situation in South
Florida, water restrictions
have been placed throughout
the region based on impact to
the resource and they vary
from one area to the next.
The South Florida Water
Management District
(SFWMDi recently' imple-
mented an interactive option
on their web site at
www.sfwmd.gov that allows
residents to enter their zip
code to find the water restric-
tions for their area.
As the web site was initially
being developed, some of the
links to the zip codes in the
Okeechobee area incorrectly
indicated that groundwater
wells in the area were also
under mandatory restrictions.
Although everyone is strongly
encouraged to conserve
water, the use of groundwater
wells is not restricted at this
time.

Code process change debated

City code officers
want more backing
from the Code Board

By ChaunaAguilar
Okeechobee News
The City Code Enforcement
Board held a workshop with code
enforcement staff to address con-
cerns about the code enforcement
process and ways to make it bet-
ter.

The board also discussed a
code violation case at their Tues-
day, May 9, meeting.
The only case on the agenda
was concerning property owners
Leon and Ulyssee Thomas with
property located at 911 N.W. 10th
St. where they have been cited for
disabled vehicles, general cleaning
and beautification.
In pictures taken by code
enforcement officer Fred Sterling,
there is a disabled vehicle with no
tag in the yard that has not been
moved according to Mr. Sterling

since January. There are also
building materials and tires pres-
ent in the yard. At the time of the
alleged violation, there was also a
trench dug in the yard which
posed a safety hazard.
Mr. Sterling testified to the
board that he has received no
feedback from the property owner
but they have signed both of the
certified letters for notice of viola-
tion and notice to appear.
The vehicle is still there and
there is a truck topper with tires on
it and other building materials in

Grove detailed to

county school board

By Pete Gawda
Okeechobee News
To keep abreast with current
developments, the Okeechobee
County School Board heard a
presentation Tuesday evening on
a new community to be built in
Okeechobee County.
The Grove is a 9-square mile
planned community with 1,500
homes that is scheduled to be
built in the northeastern part of
the county by the Barron Collier
Companies and Evans Properties,
said company representative
Katie Sproul. It will be a self-con-
tained community with every-
thing for the occupants' 'daily
needs including retail stores,
waste and sewer plants and a
turnpike exit.
Although The Grove will be
developed primarily for retire-
ment-age people, it will not be
age restricted and there should be
a significant number of younger

people who would be parents of
school-age children, -Ms. Sproul
told the board.
The legislature has approved a
special taxing district for The
Grove to provide for financing of
the infrastructure.
Construction should begin by
the end of 2008 and the first hous-
es should be ready for occupancy
by 2010. However, build-out will
take 10 or 15 years.
Ms. Spruel said Raulerson
Hospital is interested in providing
medical services for the commu-
nity, and they are partnering with
Indian River Community College
for a life-long learning center.
The May 8 meeting was also
one of recognition and appoint-
ments, as they recognized stu-
dents and staff.
The board recognized the

the back of the yard.
Board member Andrea Nelson
motioned to fine the property
owners $50 per day upon receipt
of the notice. The motion carried
unanimously.
The board then heard from
Chief Herb Smith in regard to the
recent issues that have come up
due to the City Council not choos-
ing to switch the code enforce-
ment process to the magistrate
system.
Chief Smith's said he views the
board as the code enforcement

officer's muscle to help them
make people come into compli-
ance when other avenues have
failed.
The code enforcement officers
go through a long process that
begins with a courtesy letter for
...every violation that is not an emi-
nent danger. This letter notifies the
property owner of a problem and
gives them time to contact the
code office to set up arrangements
to deal with the problem before

Improvements in the Dou-
glas Park area and road con-
struction were items of discus-
sion at the May 7 meeting of the
Okeechobee County Board of
County Commissioners.
Commissioners discussed
three items dealing with Com-
munity Development Block
Grants (CDBG) for housing in
Douglas Park. Part of the funds
received from these grants are
being used to purchase three
blocks of property for a

stormwater retention pond
required by the South Florida
Water Management District
(SFWMD).
The owner of one of the
blocks does not want to sell. The
owner of the second block,
Sylvester Butler, has asked
$150,000 for his lot. The
appraised value of the lot is
$75,000. The third owner is
requesting an even higher
amount.
The board voted to take Mr.

Man charged when pills found in auto

By Eric Kopp
Okeechobee News
An Okeechobee man was
booked into the Okeechobee
County Jail Tuesday on a number
of charges following his arrest by a
wildlife officer and the Okee-
chobee Narcotics Task Force.
Derek Ross Boswell, 24, N.W.
32nd Ave., Okeechobee, was
charged with the felonies of pos-
session of cocaine, possession of a
controlled substance (Alprazo-
lam), possession of a controlled
substance (Oxycodone), posses-
sion of a controlled substance
(Clonazepam), possession of a
controlled substance (Tramadol),
possession of a firearm while in the
commission of a felony and carry-
ing a concealed weapon.
He was also charged with the
misdemeanors of possession of
drug paraphernalia, possession of
marijuana under 20 grams and
driving while license suspended
with knowledge.

Boswell's bond was set at
$61,500.
An Okeechobee County Sher-
iff's Office (OCSO) report states
Boswell was
stopped May 8
around 10:30
a.m. on U.S. 98
by Florida Fish
and Wildlife
Conservation
Commission
(FWC) Wildlife
Officer Jason
Godwin for a Derek
traffic violation. Derek
Boswell was Boswell
then placed
under arrest when Officer Godwin
found out the man's driver's license
was suspended.
While inventorying the vehicle,
Officer Godwin reportedly found a
pill bottle that contained two plastic
baggies. Inside the baggies the offi-
cer found a suspicious substance.
The substance was later field

tested and indicated a positive
result for the presence of marijua-
na.
At this point, Officer Godwin
radioed for assistance and OCSO
Deputy Donald Ellis and K-9 Ruby
responded. While sniffing the out-
side of Boswell's 1995 Cadillac,
Ruby alerted on the vehicle, which
was then searched.
During the search, an unloaded
9mm semi-automatic handgun
was found under the passenger
seat as well as a 14-round magazine
for the gun that was fully loaded,
stated the report.
The arrest report goes on to
state that two containers were
found in the car's trunk. Both con-
tainers, continued the report, had
false bottoms that twisted off.
Inside one container marked Ajax
were several suspected prescrip-
tion medications. Inside the other
can, which was marked Aqua Net,
were different substances. When
those substances were field tested
they indicated a positive result for

marijuana and cocaine, added the
report.
The containers can be easily
purchased and are normally used
as home security systems in
which small items such as jewelry
can be stored.
The Task Force took the sus-
pected prescription medicines to
a local pharmacy where they
were identified as Alprazolam,
Clonazepam, Cyclobenzaprine,
Naproxen, Oxycodone, Seroquel
and Tramadol. The report states
that 166 Cyclobenzaprine tablets
were found, as well as 56 Naprox-
en tablets.
Alprazolam, Oxycodone, Clon-
azepam and Tramadol are all con-
trolled substances. According to
the web site Drugs.com, Alprazo-
lam is a muscle relaxer; Clon-
azepam is an anti-depressant;
Cyclobenzaprine is a muscle relax-
er, Seroquel is an anti-psychotic;
and Naproxen, Oxycodone and
Tramadol are all pain killers.

rather than having to the cost of
going through condemnation pro-
ceedings to get the property. They
are hoping the other owners will
settle for that amount without the
county having to go to court.
In the second: matter dealing
with CDBG housing, the board will
be taking quotes for concrete drive-
ways for three CDBG houses.
The board also authorized a
$25,000 contract with Kimley-Horn
for a study of Douglas Park land use
issues.
Turning to road issues, the
county is eligible to submit up to
two projects to the Florida Depart-
ment of Transportation under the

which involves funding on 75/25

they are given a notice of violation.
If no response or action is taken
to correct the violation, a notice of
violation is sent by certified letter. If
there is no response or no action
taken by the property owner then
the code enforcement officer
sends them a notice to appear
before Code Enforcement
Board.
This process takes a couple
months to complete which forces
cases to go on a long time before
they come before the board to be
handled.
One issue between the board
and the code officers is that code
officers have felt that the board is
questioning their judgment on
each case as to whether there is
redlyh, even a violation.
He- \ ent on to say if the violator
doesn't want to work with the
code enforcement officer in a time-
ly manner then they will have to go
before the board, which should act
as the muscle for the officer in plac-
ing fines on the property according
to the violation.
Chief Smith, as well as other
board members, mentioned that

County qualifies for a wavier of the
25 percent match.
After considering a list of possi-
bilities submitted by deputy county
administrator Jim Threewits, com-
missioners settled on 10.31 miles
on N.W. 160th Street as the first
project. The second project sub-
mitted was 1.07 miles of S.E 28th
Street and 0.15 miles of S.E. 43rd
Avenue.
Projects will include such things
as increasing lane width, adding
shoulders, adding or replacing
guard railing, replacing, upgrading
or installing culvert crossing, storm
drain improvements and overlay.
Turning to another matter, com-
missioners heard the second quar-
ter report from Okeechobee Main
Street delivered by Maureen Bur-
roughs.
Among future projects, Mrs.
Burroughs told of her organiza-
tion's plans to stage a cattle drive to
celebrate the National Day of the

Okeechobee High School varsity
softball team who are playing in
the state championships this week
in Plant City. Members of that team
include: Kelci Breaux, 12th grade;
Alisha Claxton, 12th grade; Rachel
Lowe, 12th grade; Kristina McCul-
lough, 12th grade; Kristina Mellette,
12th grade; Kelley Smiley, 12th

dan Nealis, 11th grade; Elia Suarez,
1lth grade; Lauren Throop, 1lth
grade; Randi Barnes, 10th grade;
Megan Clements, ninth grade; and,
Brittany Herndon, ninth grade.
The team is coached by Kim
Hargraves.
Edna Howard was honored for
coming in first place in the DuPuis
Earth Day Poetry Contest.
The board also recognized Tier-
ra Allen for receiving a full athletic
scholarship to Broward Communi-
ty College.
Sharlene Avant was honored
upon her retirement after 23 years
with the school district.

the lowering of fines takes some of
the enforcement ability away from
the board.
Chairman Mack Worley has
stated many times: "Don't impose
a fine that you can't live with."
Chief Smith agreed with that
statement in that if the board fre-
quently reduces fines, then citizens
will automatically think that their
fine will be reduced when they go
before the board.
The board also unanimously
agreed to instruct city staff to write
a resolution to enact the citation
process which would empower
code enforcement officers to write
code citations for certain violations
according to Florida statutes.
The courtesy letter policy will
remain in effect even before cita-
tions are given since 164 such let-
ters have been written in 2007, and
only seven violations have had to
come before the board.
Board members will review a
copy of the resolution and applica-
ble statutes prior to their next meet-
ing, at which time they will consid-
er a recommendation to the City
Council that the citation process be
enacted.

Remember
0
We live in a mechanized world,
everyone agrees to this.
Just forty years ago, when the
farm was beginning to become
mechanized, the farmers made this
statement,
"They may get
S mall kinds of
new-fangled
e a s farm machin-
ery, but there
will always be
the need for a
mule." Well,
time has
By Paul proven them
wrong. The
Buxton mule has been
replaced and
has all but left the American scene.
There are some things, howev-
er, that time doesn't change. These
are honesty, integrity, sincerity,
love, devotion and a hundred other
qualities that are essential to happi-
ness. Our world may change
beyond our wildest dreams, but
these basic truths will always be
necessary.
To live contented and happy,
these ingredients must be in abun-
dance in all our lives. These cannot
be replaced.
Thought to Remember:
All foundations have one
thing in common: they begin
at the ground.

fanities, please). You can also make a comment by calling our Speak

ing e-mail to okeenews@newszap.com. You can also mail submis-
sions to Okeechobee News, P.O. Box 639, Okeechobee, Fla. 34973.
Comments will be published in the newspaper as space permits.

GOOD MILEAGE: I don't know what all this fuss is about on the
mileage we're getting and the cost of fuel. I was studying up on this
the other day and this is what I found. One of those college studies
found that the average American walks about 900 miles a year.
Another study found that Americans drink an average of 22 gallons
of beer a year. Now that means, on average, we Americans are get-
ting about 41 miles per gallon. That's not too bad.

READY: Thanks to Bill Stegkemper for the letter to the editor, I
joined NRA today. Knock on my door and I'll invite you in sneak
in my window and I'm ready. Also, I very much enjoy the Today in
History column.

PROUD: I want to say that I am very, very proud of my heritage.
My parents and aunt and uncle came to the United States in 1908
from what is now the Czech Republic. They first went to Detroit
where my dad worked in a factory just long enough to save enough
money to buy a 40-acre farm in Ohio. Within a few short weeks my
mother and aunt had learned enough English that they were able to
go to the train station and ask for a ticket to another town. It also
didn't take them long to become American citizens. They never
bought a car or a machine unless they could pay cash for it. The last
220-acre farm they bought was paid off quickly. They never got a
nickel or anything else from the government. Everything was
earned by the sweat of their brow and believe me, I helped from
the time I was 12 years old.

RECYCLING: You see it all the time in commercials solid
waste encouraging everybody to recycle. But they will not provide
multiple-dwelling areas, such as RV parks or apartments, with recy-
cling bins. If they want us to recycle so much why don't they pro-
vide the bins?

GRASSHOPPERS: I wonder if anyone knows anything that kills
these grasshoppers. They are black with a little yellow and some are
big yellow ones. I haven't found anything that will kill them. They
are eating everything in sight even fruit trees.
Editor's Note: Tiy calling the Cooperative Extension office at
(863) 763-6469.

STINKS: I know Okeechobee is no longer the safe, little town it
once was and we can no longer leave our doors unlocked. But it
stinks that some low life can take some tools from someone who
needs them to make a living.

HOMESTEAD EXEMPTION: Can a homeowner who lives in
another county rent out their home on a full-time basis and still
claim homestead for that property?
Editor's Note: We contacted the Okeechobee County Property
Appraiser's office and were told that you cannot do that in Okee-
chobee County. To qualify for homestead exemption it must be
your primary residence.

NAVIGATION LOCKS: I see where they have closed the locks.
Those people that are messing that lake up should have closed
those locks five or six months ago. Why close them now? There is
no water to leave the lake.
Editor's Note: The South Florida Water Management District
closed the locks for a couple of reasons. One, the approaches to
the locks from the lake side are too shallow and there was con-
cern that boaters would hit the concrete fill at the lock entrance
and damage their boats. At a couple of the locks Lakeport and
I&S -- the lake side approaches were already dry. Second, the
locks were closed because the water inside the locks was so low
there was concern that boats would hit the manatee protection
devices that are raised above the floor of the lock.

MADAM PRESIDENT: I was rolling over from laughing so hard at
the call from the creature who said a woman president would be
disastrous. I'm surprised he could even spell. Even though I'm not a
fan of H. Clinton, I know she was smarter than this fellow when she
was 12 years old than he is now. Maybe he misunderstood about
the man "being the boss" as to "being a bully." I love your newspa-
per hometown at its best.
Editor's Note: The call to which you refer was made by a
woman, not a man.

FDA warning
is wake up call
The pharmaceutical industry
salivates over suicide prevention
programs, such as the very con-
troversial and unscientific Teen-
Screen program, whose advisory
board has major pharmaceutical
ties (Google "TeenScreen"). Teen-
Screen admits a percentage of
kids screened will wind up on
psychiatric drugs that can
increase suicide risk.
The tax records of the backers
of another suicide prevention pro-
gram called Signs of Suicide
reveal millions in pharmaceutical
funding.
The National Alliance for Men-
tal Illness (NAMI) pushes suicide
screening of children nationwide

and receives millions in drug
money. Eli Lilly gave NAMI
$544,500 in the first quarter of this
year alone. NAMI is on the "coor-
dinating council" named in Sen-
ate Bill 224.
The Office of Drug Control is
tasked with limiting the devasta-
tion of substance abuse in Flori-
da. Ironically, the Office of Drug
Control has vigorously pushed
TeenScreen in various parts of
Florida but so far has failed. The
Office of Drug Control even lists
TeenScreen on their Web site. The
former head of the Florida Office
of Drug Control, James McDo-
nough, is listed on TeenScreen's
national advisory board.
In Florida's Senate Bill 2800,
The Florida Mental Health Insti-
tute is slated to receive $400,000
for a statewide suicide prevention

program. FMHI estimates they
will need an additional $11.8 mil-
lion. They are intent on imple-
menting unproven child suicide
screening, despite the fact that
they've already failed to imple-
ment TeenScreen in Florida
schools including Pinellas and
Hillsborough because of the
concerns of parents and school
officials.
I analyzed every autopsy and
toxicology report on every single
child suicide in the state of Florida
from 2000 to 2004. The majority
had already received psychiatric
treatment consistent with FDA
warnings that these drugs can
cause mania, suicide, psychosis,
worsening depression and even
homicidal thoughts.
Cho Seung-Hui at Virginia
Tech is no surprise.

Everyone should get educated
at the very least on the FDA black
box warning: "Antidepressants
increase the risk of suicidal think-
ing and behavior in children and
adolescents." This FDA warning
alone should be a wake-up call
for any true suicide prevention
effort.
I, along with countless others,
oppose the mass drugging of chil-
dren.

Pregnancy Center to re-open

The Pregnancy Resource Cen-
ter located at 1505 S. Parrott Ave.
closed its doors in December
2006, leaving a huge need in
Okeechobee. However, there is
good news. A new center, Preg-
nancy Center of Okeechobee
(PCO) is planning to open its
doors very soon.
PCO will be located at the
same address, with the same
commitment to meeting the
needs of pregnant women in
Okeechobee.

More 2 Life church has been
instrumental in donating time and
talents in redesigning the center
to be more efficient, increasing
the number of client rooms to
three. Eventually one of those
rooms will be an ultrasound
room.
Members of the Key Club of
Okeechobee High School have
been involved in the decorating of
the new facility.
If you are interested in this
community service, there is much

that can be done. There are finan-
cial start-up needs, for baby items,
office furniture, waiting room
chairs and decorations. Training
for those interested in volunteer-
ing will be scheduled soon.
If you are in need of a pregnan-
cy test in this period of restructure
at the center, please call (772)
871-2211.
If you have questions or a
desire to join us in this service,
please call Laurie Garner, center
director at (863) 467-6988.

nor Charlie Crist declaring a state
of emergency due to the ongoing
drought and danger of wildfires.
"This reduction in the burning
of yard waste should emphasize
to everyone the seriousness of
the drought conditions in our
state," Bronson said. "Until we
are well into a regular pattern of
afternoon thundershowers, we
cannot risk allowing a small yard
fire to escape and cause a disas-
ter."
Unless prohibited by the local
city or county, homeowners liv-
ing in single- or two-family
dwellings are normally allowed

to burn yard waste (grass clip-
pings, brush, leaves, tree limbs,
palm fronds, etc.) on the premis-
es in a non-combustible contain-
er, or pile less than 8 feet in diam-
eter,. without any specific
authorization from Bronson's
Division of Forestry. It is that activ-
ity that is being temporarily halt-
ed.
"Yard waste can be used as
mulch, left for curb-side pickup if
that is available, or simply piled
for burning when weather condi-
tions improve," Bronson said.
In Florida, the Division of
Forestry regulates all outdoor

burning, including burning of
agriculture crop residue, silvicul-
ture burning and pile burning.
Authorizations for those activities
already have been drastically cur-
tailed due to the dry conditions.
In a typical year, Florida has
about 5,000 wildfires that burn
approximately 200,000 acres.
Since January I of this year, 1,875
wildfires have burned 166,247
acres.
For more information on Flori-
da's outdoor burning laws, home-
owners should contact the local
office of the Division of Forestry or
the local fire department.
