The organization designs the yearly fair to make a positive impact on the community, according to Kyle Holley, volunteer and project manager. The fair serves as an educa-tional experience for children and adults to learn about agri-culture and livestock, as well as a place to have good, clean fun. The pro-gram has been successful, but is still in need of additional landlords.The Santa Rosa County School District, the Housing Finance Agency, the Milton Housing Authority andOpen-ing Doors, NWFL (formerly EscaRosa Coalition on the Homeless) together created the transitional housing program that started with a $750,000 grant from the Florida Hous-ing Finance Corporation. The grant period is Jan. 12, 2018 to Jan. 11, 2021.According to Karen Barber, director of federal programs for the school district, the program has housed eight families since its inception. The goal for the first year is 20-25 families.We feel terrific about [reaching our goal],Ž Barber said. We are having difficulty finding units that are affordable in the south end of our county.Ž Barber said the program has flooded the market with new potential tenants, and will con-tinue to cultivate getting new rental units. After a motion made last month to end the citys contract with Lindsay and Lindsay, the city is currently accepting bids for new legal representation.The council originally decided to search for new legal representation after Council-man Alan Lowery brought the item to the June 22, 2017 Exec-utive Committee meeting. On July 7, the council voted on the item and it failed, ending the search for an attorney.The item came to the council again at the Feb. 13 City Council meeting, this timefrom Councilman Jeff Snow.City Manager Brian Watkins provided the council with a draft request for proposal (RFP) at the March 22 Committee of the Whole meeting that outlines the criteria for a new attorney and how to submit a bid. Since the council did not have the opportunity to read the draft prior to the discussion, the item was moved forward to the April 2 Executive Committee meeting where the council will discuss the election process.According to Watkins, if the council comes to an agreement at the Executive Committee meeting on how to proceed with the selection procedure, he can issue the RFP the next day. Details: 995-7056.WHATS HAPPENING T. Garner Rosa County Fairgrounds, and $393,000 of that money has been allocated to building an event and exhibit hall on the 20-acre parcel of land. Construction is set to begin after this years fair ends.The 2017 fair was profitable, allowing the association to put aside $7,500 for awards and scholarships for the youth participating in the agricultural events this year.Now we are beginning to see we can raise money throughout the year,Ž Holley said.On March 20, the SRCFA donated $2,600 to community partners comprising Santa Rosa County 4H pro-gram; Vision of Hope; Second Chance Outreach; NAS Whit-ing Field Moral, Welfare and Recreation; and Boy Scout troop 427.According to Holley, the fair association runs on 100 percent volunteer efforts. The money made by the sale of tickets, food and beverages goes toward the community impact, while the grant from the state goes solely toward infrastructure.Recently, the Santa Rosa County Board of County Com-missioners gifted the SRCFA new animal pen equipment totaling $38,000 for youth agriculture programs that go on throughout the year. According to Holley, the equipment will be stored in the infrastructure built by the state grant, thereby depreciating at a slower rate.While most fairs are in the summer, the Santa Rosa County Fair celebrates agriculture by holding the fair in the spring „ the last frost and the time to plant.We are not losing sight of the work that needs to be done, and why it needs to be done,Ž Holley said. The fair is bloom-ing into a community impact role, and starting to bare fruit.ŽAccording to the fairs 2018 impact statement, various agriculture operations play a vital role in the local economy. The output of the operations represents $100 million of the local economy. But then the Houses last committee madelate changes to the bill. Those included removing all language from the feasibility study, man-dating a price certain of assets of Authority, arbitrarily re-set toll rates and required that the State offer cash for the purchase.The House leadership got nervous about the bonding and changed the bill,Ž Brox-son said Thursday afternoon.Because the budget had already been done, there was no money set for the provi-sions, according to Broxson. The bill died.The bridge has never been able to generate enough traffic to pay its debts. A projected 7,500 vehicles drive across everyday. The toll was originally $2 and has since risen to $3.75. Bondholders have discussed raising the toll to $5, which Brox-son addressed in his letter to Bloom.We respectfully request you continue tolls at their current price and not seek injunctive relief in forcing your proposed increase of $5. It is our intention to convene a conference between the parties to discuss proposals for resolving this issue,Ž the letter said.Broxson said he doesnt know what the price of the Garcon Point Bridge would be. According to a Daily News story from January, the bridge debt is at $135 million.No one knows,Ž he said about the bridge price tag. Im hoping to be away from setting a price. I believe thats the Department of Transpor-tations responsibility.ŽBroxson said discussions about the bridge will begin again this summer. The Senate is not in session again until March 2019. Broxson said his preference would be to purchase the bridge and work toward buying off the bonds.Its an area of contention,Ž he said. Certainly we want to pay off the indebtedness and get the toll cost down...maybe even free. Buying and maintaining flood insurance now will help protect Floridians financially from storm damage.Standard homeowners insurance policies do not cover flood damage. Flood damage is most often called an excluded peril, meaning its not covered.Floods are the most common and costly natural disasters in the United States, according to FEMA. A floodinsurance policy protects policyholders financially even when a presidential disaster is not declared or if they live in a county that was not designated for federal assistance.Roy Wright, who oversees FEMAs National Flood Insur-ance Program, spoke recently at an insurance conference in Miami. He said rather than trying to find the right flood zone map, people should check their drivers licenses.If it says Florida, you need flood insurance,Ž he said.NFIP has more policies in Florida than any other state. While there are currently more than 1.7 million NFIP policies in the state, only about half of Florida homeowners inside high-risk areas had insurance against flooding before Hurricane Irma made landfall on Sept. 10, 2017.As of March 15, 2018, nearly 33,000 NFIP claims for Irma damage had been filed. More than $993 million had been paid to policyholders, with an average closed claim payment of $46,099.Flooding can occur almost anywhere. Almost 25 percent of flood-insurance claims come from low-to-moderate risk areas and receive one-third of all federal disaster assistance for flooding.In high-risk areas, there is at least a one-in-four chance of flooding during a 30-year period.As long as their community participates in NFIP, Florid-ians are eligible to purchase an NFIP policy.The national average annual policy for home and business owners is about $700 for up to $250,000 in coverage. Proper-ties in moderate-to-low risk areas may qualify for lower-cost Preferred Risk Policy rates.In addition to coverage for structures, NFIP offers con-tent coverage as low as $48 per year in some areas for home and business owners and rent-ers. We came to Milton in 1963. His father, a physician, and the old-timers, urged the community to focus on getting a new hospital because they were getting older. It was impossible to attract more physicians without up-to-date facilities. While some might have come, their wives lacked the whither thou goestŽ commitment.Never having lived in a small town, the hospital issue introduced me to politicsŽ. I recall telling a commissioner (God rest his soul) if he didnt straighten up and fly rightŽ so-to-speak, Id have to run for commissioner, and I really didnt have time. That decade God blessed me with gifts, four sons.In 1969, God spared my life at SRMC through God-given gifts and skills of Drs. Thames and Holley. To make a long story short, I thank God again and Santa Rosa Medical Center for excellent care during my recent four-day stay. My son was impressed with the timely manner and comprehensive care in the ER.Speaking of politics, Ive learned through the years that shades of politics overshadow or infiltrate just about everything here. Varying degrees thereof impede or delay completion of endeavors beneficial to a progressive community. Example? The courthouse!Many refuse to discuss politics and religion. Since prioritizing my commitment full time to Jesus as our Lord and savior, I still believe religion (Christianity) and politics make the world go around. I love them both. Write a letter to the editor.LETTER TO THE EDITORThe gospels of Matthew and Mark identify the place where Jesus prayed shortly before his betrayal by Judas and then later his trial and crucifixion as Gethsemane. Jesus was accompanied by three of his followers, Peter, John and James, whom he asked to stay awake and pray. During his agony as he prayed, his sweat was as it were great drops of blood falling down upon the groundŽ (Luke 22:44). As much of the world will celebrate or at least recognize Holy Week, Good Friday and Easter a common ritual will take place at all the events prayer. Every Holy Week service will have at least one if not several prayers. The same will be true with all worship, Christian events on Good Friday and Easter. Prayer is always commonly associated with worship, church events, potluck dinners and almost any activity associated with Christianity. Prayer has been a point of focus for millions of Americans. Weve even battled over whether we should pray at school, ballgames and political gatherings. Unfortunately, many Americans may not be praying at home, which is where everyone has the complete freedom to do so without harassment or consternation from anyone else. Jesus knew he was facing more pain than any human being could withstand. What he would experience during his trial and crucifixion was evil and barbaric. Emotionally, spiritually and physically he tried to prepare himself for something that he or no one could really prepare for yet he realized how vital it was to pray with intensity never quite like anyone before. The scriptures say he prayed, His sweat was as it were great drops of blood falling down upon the ground.Ž Many of us have prayed fervently. Many years ago I held my dead stillborn son for over two hours and wept without ceasing. I prayed as I wept that I would wake from this nightmare. I prayed that our little boy would awaken and cry as other newborn babies do but while I prayed with everything in me that little baby would not come to life and would later be buried in a grave where I still visit today. There have been many other times I have prayed in agony. I prayed for the healing of my wife of 27 years who died from a long illness of multiple sclerosis. I have prayed for other people and in other scenarios. The prayers did not stop death from coming to my wife nor has prayer necessarily changed a lot of other stuff that I prayed for or about along the way. When Jesus prayed it did not alleviate the cruelty of the cross nor make his treatment from evil people any easier or better. His treatment could not have been any worse. Why did Jesus even bother to pray? Why do you even bother to pray? Prayer is a spiritual event of the heart and mind. Prayer often prepares you mentally and enables you to deal with what is going on. Prayer is about something that is beyond us. Prayer is about the unseen. Its about the spiritual and is all about bringing God into the scenario. Jesus did not in any way fail in his prayer life. The intensity of his prayer was truly answered as Jesus accomplished what he set out to do and that was to take the sins of the world on him as he suffered, bled and died on a rugged cross. The ultimate victory is seen in that God empowered Him to come back to life conquering the grave, death and sin for all of mankind. Nothing was more beautiful to the followers of Jesus than seeing a risen, living Jesus. Thomas, a follower, exclaimed in marvel upon seeing the risen Jesus and the nail prints in his hands, My Lord and my God.Ž We need prayer in America. We need it bad. Our federal and state governments are in bad shape financially. Mismanagement, selfishness and chaos abound all around. Our schools need prayer. Our young adults in America are more lost than ever before. Families are suffering and torn apart. Homelessness continues to grow. We have become a nation that believes our only hope is to legalize more drugs, build more casinos, enact more taxes yet all the while we need more mental health workers than ever. We cannot hire enough security guards and arm them fast enough for our schools and other public places because our country is becoming scarier than what our soldiers are facing in Iraq and Afghanistan. All the while little unborn babies are not safe in America and the aged in America continue to increasingly work out the rest of their lives in order to survive. Are we a happy people in America? Happiness comes and goes based on the events of the day it seems but overall there is a sense of emptiness and struggle in many Americans. While you are buying Easter candy this week take time to pray. Prayer doesnt always bring about what you specifically pray for. Sometimes it does and many times it does not. Just remember thatin His hour of greatest struggle, thats what Jesus did He prayed. More than ever, we need to pray for others, our country and ourselves. To a progressive,Ž any protest, no matter the thoughtlessness of it, is a good protest. The Resist!Ž movement, NFLers kneeling for the National Anthem, and now high school kids demanding we get rid of all guns are the latest simplistic, feel-good examples.The self-proclaimed leader-in-exile of the resistanceŽ movement is the demure and enchanting Hillary Clinton. She recently made more angry news in India. Just when you wonder why we elected Donald Trump, Hillary resurfaces and reminds us. The latest was her slip and falls trip to India. She was propped up like a corrupt Middle Eastern regime by Americans. It is unclear who funded the speaking trip, maybe Life Alert. I would not mind us funding trips to faraway countries for our politicians, but the problem is that they always come back. Presumably bankrolled by lots of Clinton Cash talkin money, Hillary trashed the American voters whom she called deplorablesŽ and irredeemableŽ in India. It was another bitter tirade on why she did not get elected. She said women voted for Trump because their sexist husbands told them to. SexistŽ is what liberals call opponents when they cant call them racist.Ž Trump touches all the bases and is called both. Winning! Hillary fractured her wrist in another accident while in the bathtub at her 5-star Mumbai luxury hotel. Indian doctors, who are almost all in America now, have told her that because of this wrist injury, she cannot wag her finger at the female American electorate for at least two weeks. And more karma in India (I think it was invented there). We saw on film that Hillary twice slipped and fell down stairs at the ancient ruins of Mandu. Her handlers had to prop her up, Weekend at BerniesŽ-style, after her angry speech. She was taken to the hospital. No word on where alley cat-Mandu Bill Clinton was at the time; he was probably his usual four times zones away. I bet he felt her pain.Ž Maybe I am being callous. At this trying time, our thoughts and prayers should go out to her male handlers, ambulance drivers and paramedics. I hope they are OK. Not reported was that, when fossils were found at the ancient burial ground at Mandu, archaeologists first thought theyd stumbled upon the set of The View. For the record, there was scant coverage about all this in the mainstream media. They were focusing on the tabloid trash accusations of Stormy Daniels against Trump from twelve years ago. It wasnt great timing or optics when Bill Clinton was alone when his wife was injured in India while the media moralized about adultery and Trump. Sadly, they never see their own hypocrisy. And of course the media covered Hillarys trip to India differently. Fox News called it another setbackŽ for Clinton, while CNN and MSNBC called it more evidence of Trump collusion with Russia. Unless libs manufacture victims, the key Democrat voting demographic, they do not get elected. Hillary said about Republicans, You didnt like black people getting rights, you dont like women getting, you know, getting jobs.Ž And really playing to the Indian crowd she said, You dont want, you know, to see that IndianAmerican succeeding more than you are.Ž I guess she doesnt see Republicans like governors of Southern states Bobby Jindal and Nikki Haley (now Trumps UN Ambassador). Can you name higher ranking Indian-Americans in Democrat administrations? There is no smarter or stronger leader than Nikki Haley. Democrats have virtually no Indian leaders -unless, of course, you count Elizabeth PocahontasŽ Warren. Nor does Hillary remember that Republicans passed the 19th Amendment (after it was defeated four times by a Democrat-controlled Senate), that blacks were freed by Republican Abraham Lincoln, and that Civil Rights legislation was passed by Republicans over Democrats objections in the 1960s. I guess they dont teach that at Wellesley and Yale. Democrats have to keep their followers outraged so their lot in life never gets better and so they do not lose interest in protesting and resisting.Ž Over a year ago, they were all outraged at Chick-fil-As owners religious beliefs and turned their mighty disruptive ire toward the chain. All measures are meant to provide nesting shorebirds and their chicks, some species of which are threatened, the best chance to survive through the nesting and fledgling process.Adult birds and their tiny chicks are sometimes struck by vehicles as they look for food near or on the far side of roadways. In order to decrease the number of road kills, posted speed limits will be temporarily reduced to 25 mph near nesting areas. By observing posted speed limits and watching carefully for birds flying across or feeding along the roadway, drivers can help to protect the nesting colonies. By Septem-ber, nesting is complete and normal use of the roads will resume.Each year, beginning in late February and ending in late summer, the seashore pro-vides some of the only nesting habitat for several species of ground-nesting shorebirds including least terns, snowy plovers, Wilsons plovers, and black skimmers. Least terns come from as far away as Central and South America to raise their young on these beaches.In addition to roadway changes, small portions of the seashore are closed to all visitors. If visitors find them-selves besieged by birds, it means that you are near an unmarked nesting area or young chicks. Please leave the area by back-tracking. Eggs are very small, well camou-flaged and hard to see.Intrusion into the nest-ing areas will cause the birds to take flight, leaving their nests vulnerable to heat and predators. The adult birds will often dive at intruders in an effort to drive them away from the colony. Golden at 850-8737020 or Crime Stoppers at 1-866-689-8477 with information.Hit and run suspect soughtBy Press Gazette contributorMILTON „ The Florida Fish and Wildlife Conservation Commission filed these cases between March 2 and 8 in Santa Rosa County:Officer Hutchinson was patrolling in Black-water State Forest when he observed a campsite where a man and woman were packing up. As he pulled up, the man threw items under a log. A quick look revealed drug para-phernalia. A closer look revealed numerous items of drug paraphernalia and several containers with cocaine in various forms. The subjects were also in possession of methamphetamine. The woman admitted to making crack cocaine in the campsite and smok-ing methamphetamine. Both subjects were charged with manufacturing crack cocaine, possession of methamphetamine, and possession of drug para-phernalia and booked in the Santa Rosa County Jail.Lieutenant Hahr was patrolling in Blackwater State Forest when he observed a campsite where some of the people were drinking alcoholic beverages. As he approached them, the five subjects passed around a cannabis pipe and each of them smoked from it. Lieutenant Hahr identified himself and seized the pipe, a bag of cannabis, and numerous items of drug paraphernalia. Authorities charged all five subjects with pos-session of not more than 20 grams of cannabis and possession of drug paraphernalia. Officers Ramos, Lugg, Wilkerson, Clark, Long, Cushing and Land participated in targeted enforcement of pompano regulations along Okaloosa, Santa Rosa and Escambia County beaches. The officers checked more than 200 anglers in a two-week span resulting in five citations and 12 warnings for various violations.Officer Ramos was patrolling the Santa Rosa Sound and observed a vessel operating in the Quietwater Beach area. He conducted a routine boating safety inspection and the operator could not produce two required safety items or the required registration. He stated he bought the boat two years ago but could not produce a bill of sale or any type of reg-istration. Officer Ramos followed the vessel to a nearby boat ramp where the operator recovered the vessel from the water. The truck used to pull the boat did not have a registration tag on it nor the vessel trailer. After a thorough investigation, the operator was deemed to have pur-chased the out-of-state vessel in 2013 and failed to transfer the title. The truck he was driving had an expired registration of 2016. The owner was issued a criminal citation for failing to record an out of state vessel, a traf-fic citation for expired vehicle registration greater than 6 months, a boating citation for failing to carry required safety equipment, as well as multiple warnings for other violations.Officer Ramos observed two men return from a fishing trip and followed them to a local boat ramp. The vessel was pushing a wake in an idle speed zone until they saw the officer approach. After a boating safety inspection, Officer Ramos asked if the men had caught any fish. The men showed him ten gray snapper and several unregulated fish in a cooler. Upon measur-ing the snapper, seven of the ten were undersized. The captain of the vessel admitted he should have measured the fish and took responsibility for the seven undersized fish.
