The subjects left on foot in an unknown direction of travel. The store manager was able to free himself and call 911, reports said. MPD has released the following descriptions of the subjects: Suspect one, witnesses say, is a black male, about 6 feet and 185 pounds wearing black clothing and a black mask. Suspect two, witnesses say, is a black male about 5 feet 8 inches to 10 inches and 200 pounds wearing a blue jacket and a blue mask. Anyone with information should call police at 983-5420. Milton men charged in 98 cold case By AARON LITTLE 623-2120 alittle@srpressgazette.com The Okaloosa County Sheriffs Of ce is charging two suspects, Michael McCombs and Steven Kimmons, both of Milton, in the 1998 homicide of Jewel Summerlin Melvin. Charges include rst degree murder and burglary with assault or battery. However, the OCSO says the investigation is not over. On May 15, 1998, the Okaloosa County Sheriffs Ofce and the Florida Department of Law Enforcement responded to the home of Jewel Summerlin Melvin at 2345 West James Lee Blvd. in Crestview according to reports. Melvins son Eddie had discovered her body, reports said, on her bedroom oor about 5:15 p.m. The 71-year-old victim was positioned between her bed and the doorway with the top mattress pulled off the bed to partially conceal her according to reports. In addition to OCSO and FDLE sworn personnel, OCSO and FDLE crime scene personnel were also sent to the scene. Reports said there was evidence of beating and strangulation. Several drawers were pulled open and the bedroom ransacked, reports said, and her blue fourdoor Mercury Marquis was missing from the driveway. Reports said the car turned up 7 miles from Melvins home in a rural area west of Crestview, abandoned near Highway 90 and Wilkerson Bluff Road in Holt. A realtor looking at property in the surrounding area discovered the car, reports said, appearing stuck in sand and timber debris. He said Waste Pro and Waste Management have already asked the county when they should have compressed natural gas trucks serving SRC. Blaylock said a year from now they might get the go-ahead. He said waste haulers nationally are replacing old diesel vehicles with CNG trucks as counties implement this technology. During the presentation, he explained how the technicians connect and expand the high-density polyethylene (HDPE) pipe using butt fusion. The blade, he said, cuts the pipe to expose clean plastic. Then the tech inserts a two-sided heater melting the ends of the pipe. Finally, he said the ends are butted together creating a bond so strong the original pipe fails stress tests before the bond. Another device, not pictured, uses HDPE couplings to connect pipe. The couplings, Szymoniak said, have copper wiring in them, which when heated, bind the pipe ends to the coupling. This is how techs raise the wells as the land ll itself rises. According to reports, a Gulf Breeze Wal-Mart Asset Protection Manager watched on surveillance video Qualls and another male, take two bottles of motor oil from the sales shelf. The APM then saw them go to the customer service area, leave the oil on the counter, return shortly thereafter, and request a refund. Qualls provided a Florida driver license number, reports said, and the clerk processed a refund to a Wal-Mart gift card for $82.59. This was the rst gift card. Theyre the team captains for American Poolplayer Asso ciation teams Safety First and Bazinga respectively. The seven-man Bazinga will depart Milton in the coming weeks to battle for the $25,000 rst place prize money at the 2014 APA 8-Ball National Team Champion ship-Open Division. Bazinga members are in the APA Pool League and participate in weekly league play at Oops Alley Family Entertainment Center in Pace. Were all very excited, Chastang said. She has been in the league since 2006 but said two players with Ba zinga have only been playing a year. Bazinga itself, she said, started last September. Teams in the local league, she said, compete in three sessions every year. Session winners compete in June to decide who is going to play in Sin City. One team member, Becky, she said sustained an injury to her foot and will be going to Vegas in a cast with a knee scooter. How often do you get to go to Vegas? Chastang said. Four-man team, Safety First, qualied for the Mas ters Championship joining hundreds of other APA play ers from throughout North America. They will be travel ing to the Riviera Hotel & Ca sino to compete in the event. The Masters Championship is in the MiniMania room in con junction with the APA National Team Championships, which also will include the Open 8-Ball and 9-Ball National Championship tournaments. Owner of the Santa Rosa County APA league, Matt Miley, said the league has 29 teams and is constantly grow ing. Upon reaching 42 teams, he said, the league will be able to send two eight-ball teams to the Vegas tourney. Last year, the APA Na tional Team Championships, along with the MiniMania events, paid out more than $1 Million in prize money with $10,000 going to the 1st Place winner of the Masters Championship. The APA, based in Lake Saint Louis, Mo., sanctions the worlds largest amateur pool league, known as the APA Pool League throughout the United States and as the Canadian Pool League in Can ada. About 265,000 members compete in weekly 8-Ball and 9-Ball League play. The APA generally is recognized as the Governing Body of Amateur Pool, having established the ofcial rules, championships, formats and handicap sys tems for the sport of amateur billiards. The APA produces three major tournaments each year: the APA National Team Championships, the APA National Singles Champion ships, and the U.S. Am ateur Championship together, paying out almost $1.5 million in cash and prizes annu ally. In 2010, Guinness World Records recog nized the APA National Team Championships as the worlds largest pool tournament. God already answered prayers concerning Ebola Dear Editor, With tearlled eyes, tears of joy, I am watching the motorcade to Emory. When we rst heard about the Ebola victims, my prayer pals and I immediately began praying for SIM and Samaritans Purse missionaries. Many, the world over, are praying. The Ebola virus has already taken many lives in West Africa, sad to say. Some of us believe physical healing as well as spiritual healing was included in the atonement. The sacri ce of our Lord and Savior Jesus Christ compels us to pray and praise God for total recovery. When God manifests it for His glory, well be shouting hallelujah. Hes already answered prayers with the miraculous maneuver, the doctor walking into the hospital. Indeed, Gods praises shall continually be in the mouths of His people. These are exciting times in which we live. As an employee of the CDC while my husband was working his residency at Emory, and an occasional supporter of Samaritans Purse, I thank God for them. By the way, Samaritans Purse was in Milton ministering to our community a few years ago. Thanks be unto God for protecting the airline crews and thanks to Fox News for covering this story. We need to lock the doors on anyone who has Ebola virus, no exceptions. Do not endanger our country because of your bad choice. When two people working in this unit contact Ebola virus at the same time something is not right. I believe someone could be lying about what happened. I would not put it past some of these missionaries to infect themselves to garner sympathy for the Ebola virus victims and get the USA to send billions of dollars to ght the disease. This is a way of getting an open door policy of bringing all these Ebola virus patients from other countries into this country so as to make themselves feel good. We (USA) are broke. Tell China to pay for it since thats where we get our money. Tell them they can have the Ebola patients. The liberal extremists were put in charge of the HIV/AIDS epidemic and caused it to explode and is responsible for killing hundreds of people. Safeguards were removed and that destroyed any chance of controlling the disease. I think someone is lying about the safety of transporting Ebola virus patients and how they can move from the safety containment unit on the plane to a containment suite. According to news programs there should be a second and third area for washing off and a changing room. Now we see the doctor is walking off the transport, not on the special containment gurney. He climbs down the steps of the medical transport unit and walks into the hospital. America is being experimented on. Build something in a place in Africa where you do not have a large population and work on them there. The hospitals today cannot protect us from certain infections of which hundreds die from each year but can protect us now from Ebola? And why arent they burning the bodies? It is just an opportunity for terrorists to get a hold of a bio weapon. We did not have Ebola in the United States and now we do. I am a senior and I go there on Mondays for line dancing and also was participating in volleyball, but the heat in the gym is so hot that it makes it unbearable. Ive made 4 verbal complaints to of ce staff to no avail. Ive also take my grandson up there to play basketball due to the fact that he is out for the summer and he has nowhere else to go around here and the heat is so bad we cant even enjoy him playing. This is Mary, a concerned senior citizen. I was seeing where Governor Scott is wanting the voters of Florida not to let Florida go to pot and telling all the dangers of marijuana. I wonder why the law enforcement and the medical profession are not saying a word because this is a dangerous drug and itll be sold in stores. That means our children and young people and old people can get it. And nobody wants it. He said it would cause a lot of wrecks on the road because they cant see where theyre going. I dont understand. Even the churches need to warn their people not to for marijuana to become legalized. Thats something we dont need in Florida. Thank you. Navi Pillay, U.N. high commissioner for human rights, has accused both Israel and Hamas militants of committing war crimes in the Gaza con ict. Her harshest criticism, as well as that of most nations, has been reserved for the Israeli government, charging that it has committed war crimes in direct violation of the Geneva Conventions. In the wake of the huge difference in casualties and property destruction, many in the West have accused the Israeli government of making a grossly disproportionate response to terrorist rocket attacks. A New York Times (July 23, 2014) article titled As Much of the World Frowns on Israel, Americans Hold Out Support says that a number of world leaders and demonstrators pointed to the lopsided number of Palestinian casualties more than 650, most of them civilians versus 35 on the Israeli side, 32 of them soldiers. By now, those numbers have tripled, but lets think about some of the arguments being made. First, lets take a historical look at proportionality in response to an attack. In February 1945, in Dresden, Germany, 25,000 lives were lost in one night and the city was reduced to rubble as a result of British and U.S. bombers rebombing. In March 1945, 300 U.S. B-29 planes dropped incendiary bombs on Tokyo, killing more than 100,000 people, with millions injured and made homeless. Later, atomic bombs were dropped on Hiroshima and Nagasaki, leading to even greater loss of life and property destruction. Whos willing to criticize the Allies for lack of proportionality in response to Germanys and Japans attacks? Though the Allies brought about a horrible loss of life and massive destruction, one thing is very clear and indisputable: Neither country has attacked ever since. Anti-Semitic attacks have skyrocketed in Europe in the wake of the Israeli-Palestinian con ict. Its not just a criticism of Israels foreign policy; its an attack on Jews. Synagogues have faced Molotov cocktails, bomb threats and vandalism. Several European cities have seen slogans such as Dirty Jews, Jews your end is near, Out with Zionists, Israel executioner and Save Gaza! Hitler, you were right! According to RT, over the past month there has been a 50 percent increase in hate crimes against Jews in Britain. The Western antiSemitic and anti-Israel response is amazing and somewhat disconcerting. Israel is the only democratic nation in the Middle East. It has respect for relatively free markets, personal liberty and private property rights. Many Westerners give their moral support to Muslims who, as a matter of religion, practice brutal control of women that includes honor killings. Many Muslims consider homosexuality to be not only a sin but a crime under Islamic law punishable by death. What Westerners consider basic human rights are often outlawed in Islamic nations. The Quran is the religious guide of Islam, and Muslims believe it to be a revelation from God. It contains more than 100 verses that call Muslims to war with nonbelievers for the sake of Islamic rule. Westerners who condemn Israel and support the recent anti-Semitic attacks or remain silent in the face of them are by no means spared from Islamic condemnation as in dels. It has to be heartrending to any decent person to witness the suffering of the Palestinians, who are experiencing a major tragedy both in casualties and in property destruction. Though it is Hamas ring rockets into Israel, the ordinary Palestinian is not to be held blameless. Palestinians know that Hamas is storing rockets and building tunnels in civilian areas and that if Israel tries to take out these rockets and tunnels, civilian casualties will be part of the collateral damage. Their silence and acceptance implies support for the tactics of Hamas. Gen. William T. Sherman told the 1879 graduating class of the Michigan Military Academy, War is hell. Theres no nice war, and thats why war should be a last alternative. Those Westerners who criticize Israels response to close to 3,000 rocket attacks might tell us what Israel should do in response just take the rockets, surrender or leave the Middle East? Walter E. Local A6 | Santa Rosas Press Gazette Saturday, August 9, 2014 Beginning about May 28, 1998, reports said, Mc Combs became a person of interest in this investi gation based on a witness who placed McCombs in the Baker community shortly after the discovery of Melvins body. The Baker community is relevant to this homicide investigation, according to reports, be cause of the short distance between where the victims vehicle was recovered and the location of where Mi chael McCombs was seen. On Jan. 29, 1999, addi tional information impli cated McCombs and the Kimmons brothers, as suspects involved with the murder. The information also identied the Kim mons brothers as being Steven and Timothy Kim mons, residents of East Milton. During the course of a 16-year investigation, the OCSO reported, nu merous witnesses were located and subsequently interviewed. The informa tion provided by witnesses further implicated and or identied McCombs and Steven Earl Kimmons as the persons responsible for the murder of Jewel Melvin. The information provided also coincided with the crime scene and the methodology leading to Mrs. Melvins death. Beginning July 30 of this year, information, devel oped as a result of this in vestigation, was presented to a grand jury in and for Okaloosa County. Aug. 1, a true bill indictment was returned for McCombs and Kimmons for rst degree murder and burglary of dwelling with person as saulted resulting in death. Currently, 50-year-old Kimmons is being held in the Santa Rosa County jail by the Milton Police Depart ment on a sexual assault charge with a victim 12 years of age or older with out bond. McCombs, also 50, was transferred from the Santa Rosa County jail to Okaloosa County Jail Tuesday. MURDER from page A1 MAN ARRESTED from page A1 in the same parking lot. The card was used for $5 in gas and $5.36 for other items. At 5:40 p.m., Qualls tried to reload the card from Gulf Breeze by returning two bottles of motor oil at a Pensacola Wal-Mart on Creighton Road, an attempt of $81.64. According to reports, it failed, and Qualls left the store with the oil he never purchased. At the same time, the other man returned what appeared to be two halogen light bulbs he brought into the store for $53.69, which the service clerk loaded on to the second gift card. The next transaction on the rst card, according to reports, was a purchase of a cell phone and phone card at 6:29 p.m. at the Pace Wal-Mart. A photo lineup was generated including Qualls, according to reports. The lineup was presented to the customer service clerk who completed the original transaction at the Gulf Breeze Wal-Mart. The clerk, reports said, positively identied Qualls as the white mail who provided the Florida drivers license and completed the fraudulent refund. Reports do not indicate any sort of charges for his accomplice. Qualls is currently being held at the Santa Rosa County jail with $41,000 bond. JONATHAN QUALLS of the six seats for Milton City Council were being decided in this election were without an incumbent, I thought of the abbreviated version of this saying, If not me, then who and if not now, then when. City governments essential functions are to provide for its residents public health, safety and welfare. Not their personal health, safety and welfare. It must protect the public health by providing clean water, effective garbage and sewer disposal and have laws and ordinances to prevent unsanitary conditions to exist. It must have effective police and re departments to provide for public safety. And, it must provide for public welfare by creating an environment in which the citizens can thrive economically. With the means at their disposal, I believe past administrations have achieved those goals. However, with the change coming to the city council, I am concerned about an agenda of a certain group trying to take control of our city government. If this takes place, I fear the change will resound much like the hope and change taken place in Washington, DC over the past six years. Some other issues shes interested in include better evacuation routes during emergency conditions, urban renewal for older city subdivisions, continued infrastructure improvements and economic development. We need more industry. We need those industries to stay, she said. Lunsford said she is proud of her 18-year record with the city council. Weve done so much within the past 20 years. We have a continued vision from where weve come from to where were going. We need jobs to keep our children local. We need to keep the integrity of our city family friendly and stay on the path of growth, beautication and economic development, she said. She said the city has continued to keep all city employees working even through the recent tough recession. I work hard to spend city dollars wisely, she said. By AARON LITTLE 623-2120 alittle@srpressgazette.com Hawkins Park, about a mile down the road from Carpenters Park, is gaining some attention, according to Ann Smith, director of the Arc of Santa Rosa. The Hawkins family deeded the park to the county for citizens with disabilities and their families, Smith said. Four years ago, the park received $50,000 in renovations, according to the Agency for Persons with Disabilities, but Smith said with lack of funding, the Arc has been unable to keep up maintenance. Water has been shut off at the park for about a year, she said. Until last weekend, nature clearly was the only user of the park with weeds growing in the cracks of asphalt in the parking lot and cement sidewalks, showing neglect. The Blue Knights Florida XXXI, Blackwater Chapter, a law enforcement motorcycle club, Smith said, came to the Arc to help clean up the park. They wouldnt take no for an answer. There were ve people on riding lawnmowers. They did everything. Smith said the Blue Knights also offered to solicit businesses for help and supplies with larger needs. She also said the MOMS (Moms Offering Moms Support) club of Pace/Milton expressed interest in helping clean up the park. Smith said she was contacted by Santa Rosa County Commissioner District 2 Bob Cole who met with her and Cody Covert from 901st Special Operations Aircraft Maintenance Squadron at the park. Cole said Coverts group does yard work for deployed service members and offered to help at the park as well. Cole said he also reached out to Representative Doug Broxson to nd out two things: getting the park under county control, and nding out how exactly the $50,000 was spent and will bring the subject up in the next county commissioner meeting. Both Smith and Cole said the biggest problem getting attention to the park is marketing. If marketed properly, Smith said, the park will get use. After months of wishing to cross a fence and see what its like on the other side, Louie Houdini has found an odd friend in our dog. Louies an expert escape Nubian goat. Whenever we think we have replaced and repaired the fence, Louie Houdini sits back, thinks about it all day and escapes. He has the patience of Job. He will continue to stay at it until hes successful. He leaves his partner, Ollie, to nd his own way out of the pen. Its not like they dont have plenty of space they have about a half acre to themselves. But Im sure its enticing to think what it would be like beyond the fence spending time with our dog and savoring the unreachable oak trees. Chief, our German Shepherd, lives his life mostly in the yard, herding the goats from across the chain link fencing, pacing, keeping watch over the goats, and making sure the three evil house cats dont cross the line into either goat pen or back yard fencing. Chief is our watch dog, and he is very good at what he does watch and herd. Well, lately Louie Houdini has found his way into Chiefs territory and has found a friend. Louie Houdini and Chief play chase: chase the goat with a ball, chase the goat with a stick and chase the goat just because. When we take Louie Houdini out of the back yard after play time, his back and neck are wet and he seems like hes just plain worn out. I would like to think Louie feels sore from the workout hes received. Chief is convinced his new friend is a goat-dog. Logically thinking dogs must consider: he walks on four legs like a dog, has a wagging tail and oppy ears like some other dogs, but he has no upper teeth and can poop while he walks. Chief is enamored with the relationship, while Louie Houdini simply enjoys the time with Chief and the plethora of foliage only available in the back yard. I was warned, (and believed), when I brought the goats home, German Shepherds and goats will not be a happy family. If Chief ever brought blood, he would kill the goat and eat him. But after months of herding, watching and playing through the fence, Chief has proved me wrong. The workout station almost is inaccessible because of natures overgrowth. The bathroom facilities, Smith said, are accessible for persons with disabilities, but right now the water is shut off, screen windows have been broken, the storage closet vandalized, wood paneling is coming off, and Smith said only recently a water pipe was reset into the earth. Like the pier, the handrail at the bathroom needs work. Currently, people could be exposed to splinters and sharp pieces of wood. The roofs over the picnic areas need work. They may only seem cosmetic necessities, but heavily rusted sections could fall. This is one of two shing piers at the park. The boards need reinforcement, according to Smith, and the rail presents a risk to those who rely on it for walking assistance. They are viewed by others as role-models in their school, communities and athletic elds. Great students are idolized as well. They are viewed by others as intelligent, organized, involved and respectful. They too are viewed as role-models in their school and communities. These efforts required of student athletes are worthy to be noticed. As the 2014-2015 school term and sports season soon resume the challenges placed on student-athletes can be overwhelming. They must balance their academics as well as practice and game time providing equal dedication and maximum effort to both areas. Many also are expected to be community volunteers and give back to those who support them in order to earn service hours that many scholarships require. Grade point averages must be maintained in order to participate in sports. Homework must be done, projects and reports completed on time, all while spending endless hours perfecting athletic skills. The Florida High School Athletic Association mandates that in order to participate in extra-curricular sports and or activities a 2.0 grade point average must be maintained. For all students to graduate in the State of Florida a cumulative 2.0 grade point average is also required. The Florida High School Athletic Association has provided tips for the student-athletic to encourage all student-athletes to have a successful academic school year: Form study groups with teammates If you have the bene t of study hall use it wisely, completing assignments and preparing for exams Pay attention during class. Clayton Webb Mapoles, 49, was arrested on charges of threatening and pushing his grandmother. Reports said Mapoles was angry with his grandmother for helping his younger brother. Of cers said Mapoles said he was yelling at his grandmother because she was taking care of his brother who lies in his bed all day and does nothing, while I work, clean and make supper every night, reports said. Mapoles also said his grandmother is paying his brothers bills, according to reports. Milton Police Department said Mapoles shoved his grandmother while holding a photo of his daughter to his grandmothers face. After speaking to his grandmother, MPD said she told them she wanted Mapoles out of the house. According to reports, Mapoles also had a Domestic Violence Injunction Protection to protect his grandmother. He is being charged with contempt of court violating injunction of protection domestic violence, battery, and crimes against person abuse elderly or disabled without great harm and currently being held at Santa Rosa County Jail with $4,500 bond. CLAYTON MAPOLES FHP: Accident leaves 1 fatality, 2-year-old in critical condition From staff reports According to the Florida Highway Patrol, Tuesday, an accident between a Ford Mustang and a Mack truck resulted in a fatality. Reports said Alexis Penton was driving the Mustang north on State Road 87 with passengers, Ronni Stone and 2-year-old Payton Lee Stone. Mark Williams driving the Mack was coming south. Penton lost control of the Mustang, according to reports, and crossed the center line of the roadway. The front left of the Mack struck the right side of the Mustang spinning the car counter-clockwise to its nal rest facing south on the east shoulder of the road according to reports. The Mack went off the road and struck a standing pine tree where it remained. Reports indicated all persons were wearing seatbelts, but Ronni Stone did not survive. Reports said Payton Lee Stone is in critical condition at Sacred Heart Hospital. Eric Daniel Spradlin, 37, was in the midst of an argument on the back porch of the residence when deputies arrived, reports said. Reports said Spradlin responded negatively when asked to discuss what was happening with deputies and step off of the porch, told everyone he was going inside to get his stuff. Deputies report he turned and walked toward the victim. Reports said a deputy placed his hand on Spradlins right forearm and wrist and Spradlin turned away, attempting to pull his arm away. The deputy placed Spradlin against the porch column with his right arm behind his back, although Spradlin continued to pull away, reports said. Another deputy arrived on the scene and Spradlin was placed under arrest. After a search of Spradlins pocket, a red and white contact lens case was found containing a white, aky substance. Reports said Spradlin raised his hands and slapped the deputys wrist with his hands from behind his back and knocked the container out of the deputys hands. Field presumptive test came back positive for methamphetamine on the white, aky substance, reports said. The victim told deputies Spradlin pulled her hair and knocked her to the ground next to the garden outside, reports said. Deputies reported seeing two bruises and scratches on the victim and collected photographs. Spradlin was taken to Santa Rosa County Jail without incident and is being held on $17,500 bond on two counts of battery, resisting of cer, drugspossess drug equipmentpossess, and evidence destroying, tamper with or fabricate physical.
