Recyclable material has still been col lected curbside primarily in the two franchise areas in the south part of the county, but, quite frankly, that has been placed in the landll, Hunter Walker, county administrator, said dur ing Mondays Santa Rosa County Commission meeting. Walker said the county has inter est from three rms regarding transporting and processing those recyclables: Waste Pro, Waste Management and Emerald Coast Utili ties Authority (ECUA). Walker said Waste Pro ultimately declined to bid on handling the countys recycling, and Waste Managements proposal cost too much. Pace man charged with stalking, battery By PAMELA HOLT 623-2120 | @pamelaholtpg pholt@srpressgazette.com A Pace man was arrested Tuesday on charges of battery, intimidation, stalking and third-degree obstructing justice, harassing. The Santa Rosa County Sheriffs Ofce reports William Cody Langham, 29, grabbed a minor by the throat and lifted him off his feet, carrying him several steps before slamming him to the ground. Reports said the minor landed on a tree root. The minor told depu ties he blacked out during the incident. Another witness took the minor to West Florida Hospital for treatment. Gary was preceded in death by this father, Robert McCalister and mother Ruby McCalister, and sisters Judy Jordan and Diane Jones. He was a member of Milton High School class of 1982. After high school, Gary joined the U.S. Navy. He retired as Yeoman First Class. While in the Navy, he matriculated at Southern Illinois University, Carbondale, Ill., where he earned a degree in Human Resources and Development Training. He also studied as Florida Community College at Jacksonville, Central Texas College and locally at Pensacola State College and the University of West Florida. Rachel Godwin dis cussed the services of Hartmann, Blackmon & Kilgore, P. C., an account ing, taxes and consulting rm. They are celebrating the chambers 20th year in service. The Military Communi ty update meeting and Mil itary Appreciation Break fast was May 30 in Sikes Hall, NAS Whiting Field. Walt Reese, Navy League, introduced the Sailors of the Quarter and its com manding ofcers. Three received the Sailors of the Quarter awards. Each received a letter of com mendation from U.S. Rep. Jeff Miller and State Rep. Doug Broxson. The City of Milton, Okaloosa Gas and Navarre Chamber gave gift certicates. Pete Gandy, Santa Rosa County military liaison, stated the military is a great boost to our economy by their spending on homes, gro ceries, vehicles, clothes and taxes. Their families attend our schools, men tor in our schools and clean up our rivers. Fifty civic leaders from Santa Rosa County vis ited Washington, D. C., recently to discuss BRAC and the future of Whiting Field. Gandy said Whiting Field will not be affected by size reduction in the immediate future, accord ing to Sen. Bill Nelson, Sen. Marco Rubio, and U. S. Rep. Jeff Miller. There will be a Fourth of July celebration. Sara Ellis of My Fathers Ar row will take charge of the event. The celebration will take place in BrayHendricks City Park, Jay. Volunteers are needed. The Town of Jay will hold their famous re works at dark. Florida State Rep. Mike Hill will speak at the July 7 meet ing of the Jay Chamber. The Santa Rosa Coun ty Chamber of Commerce donated $750 to the North west Florida Ministe rial Association. OBITUARIES Phyllis Ann Allen Hembree Jan. 26, 1931 June 9, 2014 Phyllis Ann Allen Hembree, 83, of Madison, passed away Monday. Phyllis Ann was a very special mother, grandmother, great-grandmother and teacher. Her children were her proudest accomplishments. She enjoyed playing the piano and was an avid reader, especially of mysteries. She grew up in Milton, Fla., and attended FSU and the University of Alabama in Tuscaloosa where she earned her teaching degree and masters. Carroll Patrick Rabon 1949 2014 Carroll Patrick Rabon, age 65, was born March 9, 1949, in Orlando, Fla., to Cleveland Adolph and Shirley Jean Gustafson Rabon. Pat was a special blessing to all, having a special purpose here on Earth for 65 years. He always had a smile on his face and could make you laugh. Pat had an appetite for life as big as his appetite for food. He loved the military and anything to do with it. Pat was a member of Faith Baptist Church, Milton and loved his Savior, Jesus Christ. His favorite song to sing was Standing on the Promises. When he sang, the words were always clear. Pat volunteered for several years at Pace Helping Hand Mission until his health prevented him from doing so. He always enjoyed the company of others and loved being helpful. Darcy Olsen, president of the Arizona-based Goldwater Institute, and Richard Garr, president of Neuralstem, a biotech company, wrote Right to Try experimental drugs in USA Today (5/28/2014). They pointed out that this year, more than 5,000 Americans will lose their battle with ALS, commonly known as Lou Gehrigs disease. Up until recently, there was no medicine on the market that signicantly improved the lives of ALS patients. But now there is one in clinical trials that holds considerable promise, but it has not been granted Food and Drug Administration approval. The average amount of time it takes to get a drug through the FDA approval process is 10 years. Thats time that terminal patients dont have. Legislators in Colorado, Louisiana and Missouri recently approved Right to Try legislation, and Arizona voters will vote on the measure this November. Right to Try is an initiative designed by the Goldwater Institute. It would give terminal patients access to investigational drugs that have completed basic safety testing. Under a doctors supervision, people would be given the chance to try promising experimental drugs before theyre given nal FDA approval. Theres no denying that theres risk in taking a drug or medical procedure that hasnt completed clinical trials. The question is: Who has the right to decide how much risk a person will take he or some faceless Washington bureaucrat? In my opinion, the answer depends upon the answer to the question: Who owns you? If one owns himself, then it is he who decides how much risk he takes. If government owns you, then you dont have the right to unilaterally decide how much risk youll take. The FDAs mission is to ensure the safety and effectiveness of pharmaceuticals. In doing so, FDA ofcials can make two types of errors. They can approve a drug that has unanticipated dangerous side effects, or they can disapprove or delay a drug that is both safe and effective. FDA ofcials have unequal incentives to avoid these two types of errors. If the FDA ofcial errs on the side of under-caution approving a dangerous drug the victims are visible, and he is held directly accountable. If he errs on the side of over-caution holding up approval of a safe and effective drug whos to know? The cost and the victims are invisible. Politicians and bureaucrats prefer invisible victims. There is self-correction when a drug that has unanticipated dangerous side effects has been marketed. The drug is removed. But theres no self-correction when a safe, effective lifesaving drug is not approved or is delayed. Those 5,000 ALS patients who will die of their disease this year are invisible, and FDA ofcials are unaccountable. Right to Try legislation is a step in the right direction to remedy that. Walter E. I wonder if anybody else has felt this way? It seems like yesterday that my two beautiful sons Jared and Zachary were only small children. What happened to those days when we played in the yard, swam, or just spent time together? The days of telling silly nighttime stories, tucking them in bed and just hanging out ew by faster than a breath of air on a frosty day. If I could reach back and pull a few of those days back to the present I would stop the clock and savor every moment of those beautiful childhood years. Ive heard that fathers on their deathbeds do not wish they had spent more time at the ofce. Most fathers do regret not spending more time with their families. We get preoccupied as dads. Ive heard great spiritual leaders like Billy Graham and Charles Stanley talk about being totally preoccupied and consumed with their speaking, writing and vocational interests to the point that they knew they had neglected their families. Its not easy being a dad. We know we have to bring payroll into the house, keep a roof over the family and try to keep the family fed. In and around those daily duties there are the desires to give to your children. We want them to do well in school and enjoy music and sports. Dads want to provide vacations, an occasional fun weekend, and comforts to the family. Often the stresses of work, personal goals and lifes problems make dads life a juggling act. Most every dad feels the pride of fatherhood. I was right there when both of my sons were born. I leaped for joy on both of those occasions. I have leaped many times since. My two sons are now in the military. My oldest has served almost 11 years and my youngest is starting his fourth year. I am very proud of them both. While I cant go back and try to be all that I wish I had been for my kids, I can keep trying today. I never miss a chance to hug and kiss them and tell them how much I love them. More than ever, I want to spend quality time with them but now the time is relegated to a few days a year. In the remaining years of my fatherhood I want them to know I am on their side. I am their father regardless of what comes their way. I am here to help if I possibly can but will always encourage their independence and personal goal setting. I want them to be happy and fullled. I know time is passing. My dad passed on several years ago. He lived to be eighty-ve. However, life was quick and the time we had together seems like a vapor, here for a moment and then gone. Kings letter published today on June 11, 2014 (Energy only the rich can afford does no good). I think we both agree that not all climate change is manmade and Id hope Mr. King agrees man does have a responsible role to play in not only keeping the cost of power generation down but also to the environment in which we live. On the news we can see people in China walking around with masks on because of dirty air due to humanproduced pollution, mostly from fossil fuel burning plants with little or no governmental regulations. In Japan we have and will continue to see the results of manmade pollution with the meltdown of several nuclear reactors at Fukushima. We can even watch this pollution migrate to our west coast for years to come. The point is humans do impact our environment with our habits and technologies and not all climate changes are naturally occurring, long-term, changes. As far as cost go, Google and look up Grid Parity on Wikipedia. This is the point in which a generating power source, such as solar, becomes competitive with other forms of power generation without any outside subsidies. In other words, clean pollution free energy doesnt cost any more now than other forms of energy generation. This renewable safe energy generation will only get more cost effective in the future, with the addition of innovative energy storage technologies (batteries) and more efcient solar panels. Spain achieved Grid Parity last year with its solar generation and many other countries will follow. We are behind in this country on clean renewable energy sources, mainly because of the abundance of fossil fuels, which Europe has little of. In fact, were 20th on the list of, solar megawatt capacity per one million people, and Germany leads the way. Germany has retired half of their nuclear plants and plans to retire the remaining plants by 2022. What are we doing here in Florida? Why of course, our governor just approved the construction of two more nuclear plants south of Miami! All we need now is another hurricane like Andrew, which wiped that region clean down there a few years ago. As little sun as Germany gets and as much sun as Florida gets, it just doesnt add up that we cant produce safe, pollution-free, energy longterm, cheaper than we currently are. No individuals will be forced to convert to renewable energy, if thats what Mr. King is concerned about; however, as costs continue to drop converting to renewals should at least be an available option for individuals and/or power companies. In the future I see a hybrid mix of energy supply, where individuals and generating companies will have a choice as to what the percentage of renewals will be. Micro grids are locally produced power networks or non-centralized power sources. These Micro Grids are already being used. According to the Dept. of Energy, who presented at a recent Energy Expo I attended on Pensacola Beach, the military is currently moving in this direction. The plan is to not only increase clean renewable energy sources, but also to limit potential centralized cyberattacks against our country in times of war. Also at this Energy Expo, it was pointed out that coal generating plants convert about 33% of its energy to usable power. With solar panels on homes there are no moving parts, dangerous chemicals, transmission line costs, or EMF (electromotive force) line losses. It was also pointed out that lighting is at the top of our energy consumption list. With LED (light emitting diodes) lighting taking off and soon to be more available in homes, coupled with solar and other renewals, there will be little loss in transporting or converting from one energy source to another. I dont know what solar Mr. King is talking about when using an example of tubes with hazard materials inside, but the solar panels which Europe uses and were presented at this Expo have no hazard materials within, no moving parts, and have a 25+ year life-span. No, this is not about the Left vs. Right, nor is it about the Rich vs. Poor, when it comes to keeping up with the times. He also thanked the task force he appointed, charged with determining the viability and potential costs of keeping the courthouse downtown. The group is led by attorneys Brad Johnson and Matthew Hargraves. Commissioner Bob Cole moved to add language placing the downtown Milton location and the comprehensive cost citizens expect to pay for its construction on the November ballot. Commissioner Don Salter advised against approving anything until design firm HOK finishes a study at the downtown location. Cole moved to place the downtown location on the ballot, which passed without objection. Im very excited, Hargraves said. This is a great step forward. He also said hes looking forward to working with HOK to be involved with any questions they raise around the downtown location. COURTHOUSE from page A1 RECYCLING from page A1 Waste Management submitted an alternate proposal that was extremely pricey, he said. They would essentially charge us per pull. The total cost for service by Waste Management, according to cost comparison material provided by the county, would be almost $1.1 million. ECUA, Walker said, had two options for the county: They would use our central land ll as their transfer station and send the material, process the material, and ultimately take it to Montgomery (Ala.), and there would be no cost for that. The second option involved opening the previously closed sites to be serviced by ECUA. They made a proposal to do that at $200,000 a year, Walker said. He nished his report saying, I think this will be a short-term proposal. Overall, theres going to have to be a regional approach taken, or I think well have to continue to look at standing up our recycling site again. Commissioners Lane Lynchard, Bob Cole and Don Salter all spoke in approval of further discussions with ECUA. I think this is a good solution to our short-term problem right now, Lynchard said. It doesnt cost the county anything and assures our residents what they put in the recycling bin is being recycled and not land lled. Cole, who said hes been chairman of the Bay Area Resource Council for ve years, said, Even if we look at the $200,000 (option) annually, thats still a signi cant savings over what we had when we ran our own program. Salter said, Once we get into franchising the north end of the county, a lot of the recycling issues will go away. Though the commissioners recognized a plan involving ECUA as short-term, Commissioner Jim Melvin offered the only voice of dissent of working with them. Im very reluctant to enter into an agreement with ECUA, much less a two-year agreement, Melvin said. Im not impressed with their record. All I know about them is what I read in the newspaper, and Im not comfortable with it. Thats the bottom line with me. If we have to do it shortterm, I would say one year is the absolute maximum. I know ECUA is transporting to Montgomery, but my understanding is that thats costing them; theyre incurring heavy losses. Theyre doing that because theyre contractually obligated, not because its economically feasible. Melvin also said part of West Florida Recyclings problem was hindering actions on ECUAs part. On Thursday, the commissioners made a decision. Melvin said he was not comfortable with a two-year agreement with ECUA. Im not sure these folks are the answer to our problem, he said. Lynchard said two years would allow room to maneuver, and a single-year agreement would mean putting out another Request for Proposal in six months. Melvin came up with a compromise, a 90-day optout, if the county nds a better resolution to the problem a year-and-a-half out. Walker agreed, saying ECUA also may seek an opt-out ability. Lynchard moved to enter into the proposed agreement for a period of two years, provided the county has the ability to terminate the contract with a 90-day notice, which passed without objection. What was agreed upon was the rst, free option. Cole later said the county might look into reopening the sites, and franchising in the north end would allow home pick-up. Cole said the deal is not in stone yet, but the motion allows county staff to hammer out a deal with ECUA by the caveats agreed upon Thursday. Perry will travel to Maine and start the hike at Mt. Katahdin in Baxter State Park. Little said he plans to be on foot from August to December, ending his journey at the top of Springer Mountain in Georgias Chattahoochee National Forest. My family traces its roots back to the Appalachian highlands, Little said. In fact, my great-great-grandparents homestead, in Virginia, sits just a stones throw away from the trail itself. Little said hes camped for a month before but has never been on this long of a hike. Little, who also works with For the Children helping to make the homeless youth shelter ready for residents, said hes looking to raise between $4,000 and $6,000 for the trip. The Appalachian Trail Conservancy recommends taking $1,000 for every month youll be gone, but I dont think Ill need that much, he said. Part-time landscaping work has already come his way to help pay for the trip, but Little said he would be interested in nding odd jobs in the area. Im looking forward to connecting with nature and my familys heritage by exploring the great American wilderness, which, in my opinion, is our nations greatest treasure, he said. Pippin, who is a Mil ton High Alumni, cheered for the Panthers her four years of high school. She takes the helm of the 20142015 squad with previous coaching as well as cheer experience. Cheering in London as an All-American, repre senting the State of Florida in the Down Under Bowl held in Australia and also volunteering to coach Little League has prepared Pip pin for the new adventure ahead of her. I am excited about the possibilities. I see strong leadership in my squad this year with a desire to bring and add excitement to the campus at Milton High School, Pippin said. The new squad for next academic school year was selected before the end of this school term to pre pare for next school term and athletic season. The Panther Cheerleaders will practice during the sum mer months an average of three to four days a week for several hours per day. We have to prepare for things like camp, Little League Clinic, upcom ing pep rallies, and foot ball games, Pippin said. The squad is scheduled to learn more than 100 cheers and 15 band dances this summer. Cheering is considered a FHSAA sport and is not a low-cost sport. The ex pense of $1,200 to $1,500 is absorbed by the individual families and also by squad fundraising. Pippin and her squad will be attending cheer camp in Panama City this summer. We attend camp during the summer in or der to build team unity and learn new material for next year, Pippin said. They will also be hosting a cheer clin ic for Little League in July. Pippin, who was select ed as the new varsity coach after an interview process, will continue the strong system of expectations for her squad. Academics and discipline is expected to be kept to a high standard. Poor behavior or grades will not be tolerated, she said. This years group is a fun group and responds well to correction. The girls are ready to try new stunts and cre ate some new traditions to leave as a legacy, Pippin said. Milton High has a reputation of strong squads with tight motions. This may be my last time on the eld, he said. In high school, I focused more on base ball. I loved football, but I concentrated on my high school baseball career. The Pensacola Ravens entered the rst round of the XSFL championships Saturday night, June 7. Coach Rustin Peck only had a squad of 18 players who traveled to Montgomery, Ala., to take on the South Alabama Seminoles. Eighteen players was all Peck needed to domi nate 30-0 in the rst night of the 2014 wildcard cham pionship. It was quite a way to open the rst night of the playoffs, he stated. It seemed that the Ravens would be at the mercy of the stacked South Ala bama team. Peck had to rely on using his small ros ter both ways, offensively and defensively. Pace High Schools Trey Daniels stepped up to the challenge in the Sat urdays night game. The former Patriot had never been ask to be the quarter back for the Ravens. He stepped in where he was needed and exploded in the shutout. He connected on a pass for a touchdown and also ran for a touch down himself. Special to the Press Gazette Agriculture Secretary Tom Vilsack announced Thursday the selection of 48 communitybased organizations in 26 states, the District of Columbia and the Commonwealth of Puerto Rico for grants to promote economic growth, support rural business development and create jobs. These grants will bring increased economic opportunities to rural residents and communities by strengthening the capacity of regional organizations to help small and emerging businesses, Vilsack said. They also will help organizations experienced in economic development create more job opportunities for rural residents across the country. USDA is making the investments through the Rural Community Development Initiative Program. It helps community-based development organizations, federally recognized Indian tribes and other groups promote economic growth in low-income, rural communities. Recipients are required to obtain matching funds, which increase the value of the grants. USDA does not provide the grants directly to businesses or individuals. Instead, the agency awards the money to public or nonprot intermediaries. Much of the RCDI funding is regional in nature and underscores USDAs support of locally based development strategies. Here are some ways these grants will help rural communities. In Sacramento, Calif., the Rural Community Assistance Corporation will use a $152,492 grant to help local leaders implement community development initiatives. It also will teach community developers how to leverage resources to increase the supply of Tribal housing. The Champaign County Regional Planning Commission, in Urbana, Ill., will receive a $71,375 grant to build the capacity of 23 municipal government boards in Champaign, Douglas, Ford, Iroquois, Piatt and Vermillion counties in east central Illinois. Board members will receive training in governing, planning and economic development. In Concord, N.H., the Northern Forest Center Inc. will use a $107,956 grant to provide workforce development and business training services to tourism businesses in the Maine Woods region. Under Thursdays announcement, USDA is providing $6.7 million to strengthen local and regional economic development enterprises. Funding for announced recipients is contingent upon the grantee meeting the terms of the grant agreement. The Rural Community Development Initiative program has a proven history of bringing economic benets to rural communities. In 2012, the Iowa Economic Development Authority used a $200,000 RCDI grant to help more than 50 nonprot recipients develop marketing and branding strategies for community assets. Local groups learned how to collect and review demographic data, and to identify business retention, expansion and recruitment strategies. The southeastern American kestrel, the burrowing owl and the painted bunting are rare and declining species that are often overlooked by traditional monitoring programs such as the North American Breeding Bird Survey. People are encouraged to use the FWCs new Rare Bird Registry to quickly map locations where they observe these species, with the option to upload photos and additional comments. Its quick and easy to use. Data submitted will be used by FWC scientists to identify important breeding areas for these species as well as estimate the size of their populations. The Rare Bird Registry is an excellent opportunity for the public to participate in research, said Karl Miller, a biologist at the FWCs Fish and Wildlife Research Institute. Sightings will provide the FWC with valuable data to help us study and conserve some of Floridas most unique and interesting species. This new website provides a great way to get involved.
