According to Kyle Holley, development director for United Way, the number comes from accumulation of data listing a number of household incomes within 200 percent range of the federal poverty level. What that means is 41 percent of the population of Santa Rosa County lives within these means of 200 percent of the poverty level, he said. One illness, one job loss can wreck a familys nances. What is poverty? Poverty is the extent to which an individual does without resources, said Director of Federal Programs for Santa Rosa County Dr. Karen Barber. She said half of the citizens of Santa Rosa County are at risk. A lot of the people within this 200 percent do not realize theyre in this category and how close missing one paycheck can lead to a catastrophic situation, Barber said. Poverty affects ones ability to protect oneself. One might not have the money to relocate, to have water, food. Along with skyrocketing health care cost, not understanding unemployment, no way to acquire transportation. Its about feeling hopeless and giving up easily. Not having people in your balcony. She also said in the United States, the federal poverty level for a family of four is $23,550. Holley emphasized the statistics as they stand. He said people need to reach out and realize the vulnerability of the majority of the countys residences. Local people need to call for outside investments to come here, he said. Her car, traveling east on Highway 4, crossed over into the westbound lane. Another vehicle driven by Larry M. Wiebel, 52, of Moline, Ill., tried to miss her by driving onto the north shoulder of the road. Reports said as they tried to miss each other, they collided and ended up in the concrete drainage ditch. FHP said Sherry Linn Hergert, 51, also of Moline, Illinois riding with Wiebel was taken to Santa Rosa Medical Center and was listed in serious condition. Reports say Wiebel had minor injuries. Gulf Power recommends the thermostat be set on 68 degrees Fahrenheit in the winter. Every degree above that will increase the typical bill 10 percent. However, even following the guidelines, the extreme temperatures will cause an increase in cost. Rogers said because of the storm reserves the company has for restoration efforts, the only thing customers will see on their bill is the additional electricity they purchased during the cold snap. Because of the unusual cold, theres bound to be surprises somewhere. We recommend to use blankets and portable heaters instead of turning up the heat, he said. Theres much more of a (temperature) difference than in the summer. In the summer time, we recommend setting your thermostat at 78 degrees Fahrenheit. In the local area, the hottest it gets is 98 degrees Fahrenheit. Thats a 20 degree difference for the air conditioner to make up. In this case, heaters are having to work harder and longer being that there is a 40 degree Fahrenheit difference in the temperature from outside to inside, so customers are buying more electricity than usual. Rogers also suggests checking out the new features on the Gulf Power website to help with budgeting your usage of electricity. POVERTY from page A1 or partially submerged. The crashs chain of events was not released by the FHP Wednesday evening. However, emergency radio transmissions revealed the challenges faced by rst responders. The original call of an accident on the bridge went out about 7 p.m. Tuesday. According to FHP, the crash occurred in the westbound lane of I-10. Authorities arrived to nd one 18-wheeler had traveled over the concrete bridge rail and into the Blackwater River. Another hung over the edge of the bridge, one had its cab in the water and another vehicle was on its side on the bridge when emergency of cials arrived. East Milton Fire Chief Bill Thompson said rst responders worked in cold and chaotic conditions. Upon arrival, one re department vehicle slid on the ice, scraping the truck on the side of the bridge. Ambulances were ordered off the bridge by a Lifeguard Ambulance supervisor after the 4-wheel-drive agency vehicle he was driving slid sideways on the icy bridge. The re department scene commander called for the Florida Department of Transportation to bring heavy equipment, including a crane, out to remove the larger vehicles. More than one extrication was necessary to free those involved in the accidents. Divers from the Escambia County Sheriffs Of ce and members o the U.S. Coast Guard, Florida Fish and Wildlife Conservation Commission and the Santa Rosa County Sheriffs Of ce were involved in the underwater search for Alexander and Skoedopole, whose bodies were missing Tuesday night. Icy conditions complicated the recovery efforts. There is debris from one end to another, Thompson said Wednesday. Emergency crews from Avalon and Bagdad also responded. According to the FHP, Alexanders body was recovered Wednesday; Skoedopoles was recovered Thursday. The other drivers involved suffered minor injuries. FHP said David Mattadeen, 56, of Palm Bay, was driving a 1988 Ford tractor trailer and had minor injuries. William J. Smith Sr., Granbury, Texas, the 64year-old driver of the UHaul, was taken to Santa Rosa Medical Center along with his passenger, 85year-old Dorothy Smith. Both were listed with minor injuries. One of the tractor trailer drivers, Murry Goetting, 54, of Mountainburg Crawford, Ariz., was treated for minor injuries by emergency personnel responding to the scene. State Park ConcernsDear Editor, I read Mr. Dudleys opinion letter regarding Blackwater State Park and dirt bikes. I think he tells a one sided story. The acreage in question, Whiting Field Cir. which connects N. 87 to the Back Gate Rd. has been closed to the public with locked gates for private hunting clubs (members only) for many years with no complaint by him or others. The hunting clubs are located on the north side of the road across from the civilian parking lot for Whiting Field Golf Course. These woodlands have been harvested for pine and replanted with pine for many decades for paper products and the strip cutting is by design. The state of Alabama has had dirt bike parks within their state parks for years and all have a great family atmosphere. They are ran like a Pensacola boat launch, $5 in an envelope and a ticket stub on your vehicles dash and ride for a day on miles of marked trails and you dont have to be a member to do so. There are miles of burn breaks which you dont want vegetation growing and being able to collect money while keeping these marked areas cleaned off is a winwin situation. The trails (two parallel ruts) throughout Blackwater were created by hunters in trucks, but he fails to mention that aspect, blames all damages on dirt bikes, which arent allowed, and I have seen the results of irresponsible 4WD trucks. They do a lot of damage to vegetation, small trees and wetlands. Those dug out mud puddles were not created by dirt bikes but 4WD trucks, intentionally most times! As for noise, a dirt bike makes much less noise than a hunting truck or trucks running wide open chasing hunting dogs in pursuit of deer, not to mention the guns being shot or the planes and helicopters from Whiting Field. Why do they run dogs in the summer, practice for them and the wild life? He mentioned the fence located a 1/4 to a 1/2 mile farther east of which I have seen, that it separated the deer, is a very simple and cheapest type fence available and does need access points for small fawns to escape to the much safer hunting clubs. The property there has not been destroyed it looks like one or two passes of a bush hog to separate the woods from the fence and getting rid of the woods wouldnt make it trail riding any longer. There are thousands of fences where there are no dirt bikes, you didnt complain about a one of them. I have nothing against hunters and their right to do so responsibly and am more than willing to share (you should do the same) since the hunting season is as short as it is and in extreme cold people dont ride and hunters are hunting. Individuals being reasonable and responsible (for trash, dumping, vandalism and turning people in who are not) within our state parks no matter what they are used for is the true argument. Also as a veteran street rider and trail rider I have never seen a bike win out against a car or tree, that is not the place you want to be smashed against the bark of a tree!Steven KingBad IdeaDear Editor, The new plants in the median on Hwy 90 look cheap and ugly. Lisa McMullenMiltonThank you for your helpDear Editor, I would like to take this opportunity to commend Fire Chief Diamond and members of the Skyline Fire Department and Randy Black with the City of Milton Gas Department. My experience with these two departments began on a Friday evening in January. It began once my wife entered our home and detected a foul odor that can only be described as burning wires. I had detected the same odor a few days earlier but it dissipated within a few minutes. On both occasions our home was checked for smoke, shot spots on the receptacles, power boxes and walls but with negative results. Our concerns continued to grow when the odor did not dissipate and was mainly in the foyer area of the home. I then called the Skyline Fire Department and was connected with Fire Chief Diamond. My initial thought was he would not respond to our home, but I was hoping he could help me based on his experience. Fire Chief Diamond said the department would respond to our home and use their heat detection device which would reveal any hot spots in the walls, attic or ceiling. Fire Chief Diamond, along with his volunteer crew, arrived and immediately began their search to identify the origin of our problem. After diligently checking the interior and exterior of our home with their equipment, it was discovered that heat was being omitted from several ceiling vents, which was strange since the heat had not been on. A check around the heating unit revealed heat from a power supply lines which was not normal. Once the heater unit cover was removed they discovered melted wires. The melted wires had activated the heating elements forcing the heat and odor of the burnt wires into the duct system. Since our home has a gas replace, Fire Chief Diamond wanting to be thorough requested assistance from the City of Milton gas department. Randy Black arrived and was able to determine no gas leak in the house or around the exterior tank. I want to commend the Skyline Volunteer Fire Department and the City of Milton for providing such excellent service and working together to resolve my problem which gave my wife and me peace of mind.Sincerely, Dennis Nordstrom Tuesdays State of the Union dressdown was another divisive, arrogant and partisan lecture by a failed president. I am glad four of the Supreme Court Justices stopped coming since Obama rudely attacked them. During the Statist of the Union speech, Joe Biden dutifully sat behind the President and clapped on cue to his liberal laundry list. The highly excitable Plugs Biden has not been that happy since he heard Viagra will soon go generic. Milton Friedman, the best economist of modern times, said, A society that puts equality before freedom will get neither. A society that puts freedom before equality will get a high degree of both. Ironically, Friedman was from the Chicago school of economic thought, whose intellectual heft must battle the class-envydriven Chicago school of politics practiced by Professor Barack Obama. Freedom plays to the best of us, and it was the foundation of our country. Envy, forbidden in the Ten Commandments and one of the Seven Deadly Sins, plays to the worst in us. Obama rails against the productive members of society, implying that their success comes at the expense of others. This is divisive and worthy of contempt. Did Google expand its free search engine to the advantage or the detriment of those who didnt? Did Dr. Jonas Salk develop the polio vaccine to the detriment or advantage of someone who did not? What Obama and the Democrats do not understand about business, since they almost all came up only through the political ranks and not the private sector, is that economics is not a zero-sum game. One persons success multiplies jobs and opportunity for many others. Obama thinks that if Apple succeeds, the company must have screwed someone over to do so. This plays to the worst in us, not the best. It is easy and cheap politics to divide our country so that the unproductive 51% resent the productive 49% -so you can get elected. Obama does it well. I hope Americans who work hard for a living are tiring of being taken advantage of by those Americans who vote for a living. In a recent Gallup Poll, two-thirds of Americans said the federal government is too big and powerful. Yet Obama wants to unilaterally circumvent the Constitution to make it bigger. With sixty-nine different government handout programs tied to means testing (costing taxpayers about $1 trillion a year), the dependent class has little incentive to work. If they earn some money, it puts them above the income levels where they can rake in all those government goodies from food, housing and health care to Obama-phones. Why work? They can sit at home watching Judge Judy and Dr. Phil, make some nefarious and non-reportable cash on the side, and be better off. Obama even raised Medicaid eligibility to 133% of the poverty line, adding 30 million to the dole by 2022 and making his failed ObamaCare look like it insures more people. The incentive not to work has never been stronger. A school program in D.C. paid kids $6 an hour to work at summer school, but it back red on the Democrats. Once the kids got their W-2s and realized how much in taxes was taken out, they joined the Young Conservatives Club. Obamas latest focus group on income equality has to be called what it is: the Socialist redistribution of income that grows government to the detriment of the economy. What Obama does not say is that the top 20% of income earners is not a static group of monocled, top hat-clad, Monopoly-guy types. It is an everchanging group of people. What he should talk about is economic mobility, not equality. We have just fallen out of the top ten countries in the Index of Economic Freedom for the rst time. Economic equality is code for redistribution. The real problem is broken families, the poverty they create, and the lack of economic opportunity. Washington has made it so that Home Depots Bernie Marcus, Papa Johns founder John Schnatter, and just recently Erik Prince, ex-Navy SEAL security entrepreneur, have said they could not have started their businesses today. Mr. Price, who has moved his business to Hong Kong, said I would rather deal with the vagaries of investing in Africa than in guring out what the hell else Washington is going to do to the entrepreneur next. It is easy to lavish other peoples tax money on people in order to stay in power. Its much harder to stand on principle and make the hard decisions that are best for the country in the long-term. KEEPING IT SIMPLEDuring our iceapocalypse, I noticed my animals all had something to prove of themselves at Holt Homestead. All of the animals at our home are loved and cared for. However, they all have a job to do. One of our young roosters refused to be caught and put away to be snug and warm during the ice storm. Tired and irritated after housing 24 chickens, I found myself slipping and sliding in the cold, icy mud to catch him. Much to my dismay, he made a grand escape, nding a place to hide. Tossing and turning, I stayed awake most of the night, worrying whether or not he would make it, stubborn as he tends to be. Just before daybreak, I was up before any crowing began, wearing my robe and slippers, I crunched my way to the chicken yard only to nd him perched on top of the fence. If hed had a st, he would have shaken it at me. His crow, in rooster language meant, Im tough, he said to me in southern twang. I showed you. My German Shepherd dog Chief had to stay inside the laundry room during the icy evening. He had something to prove with the gift he left for me after my early morning trip outside to see if the rooster made it through. Chief told me he couldnt do his job suf ciently on the inside of the house; his job for the house is patrol chief, keeping us safe from whatever goes bump in the night. He left me a smelly reminder to deter me from boarding him again. After cleaning up after him, I just may take him up on it. Our trio of felines had something to prove but it wasnt towards me. Of the three, only one isnt a rescue pet. Bronte (named after Charlotte), was a gift from my eldest daughter. Bronte came to us at 5 weeks old and she considers herself queen of the house. The other two rescues, Jane and Klaus (my daughter Kates rescue), have sweeter dispositions. However, Bronte is the huntress of the three. She earns her keep while the other two are freeloaders. The circus began when I brought the three inside to stay warm but they each had to contend with each other. They all voiced their distaste with wailing and gnashing of teeth. Most of the evening was breaking up feline battles of wits and threats of violence. But I digress. It is always fun for me to tend my animals and I learn lessons as I go about my business of keeping them fed, safe and happy. This time it was Oliver and Louis, the pair of goats who are excellent at their job of clearing our acreage. When I arrived home from work in the late afternoon to enclosed them in their barn and out of harms way of the weather, they had already made their way inside, were cozy and happy to see me. Two local pastors in the area, Pastor Carl Gallups of Hickory Hammock Baptist Church, and Pastor Fred Rogers of Milton First Assembly of God have studied a rare celestial event which consist of four lunar eclipses within a certain time frame, without a partial eclipse in between, causes the moon to look red, thus naming them blood moon tetrads. A new tetrad falls between this year and next. The signi cance of these lunar eclipses, as both Gallups and Rogers agree, is the pattern coincided not only with Jewish Holy Feast days, which are even more of a rarity, but also in the past when speci c, historic incidences occurred regarding Israel. Gallups said in recent history two blood moon tetrads happened within the years of 1949 and 1950, when Israel took back their land and in 1967 and 1968 when Israel took back their city of Jerusalem. Rogers, who has recently began a study on the phenomenon, says he believes something major may happen with Israel within the next year or so. I think well see something, perhaps a war. They could get their temple back, he said. Scholars say something is going to happen. Im not sure how dogmatic we can be with this. However, God told Daniel certain things will be hidden until the time of the end. Maybe He is giving a warning of things going to happen. Rogers said God is a God of order and pattern. Because of that, he said, I know He speaks through order and the tetrads are a sign of order and pattern. Gallups said the Holy Feasts days are signi cant to watch over the next year. The rst of the tetrads falls on April 15 at Passover. The second is October 8 at the Feast of the Tabernacles. In 2015, April 4 on Passover and September 13, the Feast of Trumpets. This Omnibus bill, which passed the House by a strong bipartisan vote of 359 67, funds our government for the remainder of scal year 2014, and it represents the fourth consecutive year that House Republicans have cut discretionary spending. While I believe we must go much further to reduce spending and balance our budget, the passage of H.R. 3547 by such a wide margin demonstrates that Republicans have begun to change the tax-andspend culture that was pervasive in Washington for far too long. Overall, the Consolidated Appropriations Act cuts spending by $21.4 billion, while also buying back one year of harmful defense sequestration cuts, eliminating any need to furlough civilian employees in scal year 2014, increasing Congressional oversight of the Executive Branch, and reducing the excessive regulatory burdens that are hampering economic growth. H.R. 3547 includes a number of policies aimed at strengthening our national security. The bill forbids the transfer or release Guantanamo Bay prisoners into the U.S. and prohibits construction or acquisition of facilities in the U.S. to detain prisoners from Guantanamo Bay. The bill also prioritizes essential readiness programs, including preparing our troops for combat and peacetime missions, training, and base operations, and fully funds the one percent pay increase for military and civilians. H.R. 3547 also includes funding for VA medical services, providing for approximately 6.5 million patients. It also includes funding to target the VA disability claims backlog, and it ensures that the VA and DoD are working together to develop an electronic health records system to seamlessly transfer medical information between the two agencies. H.R. 3547 protects Second Amendment rights including prohibitions on various import/export criteria to rearms. The bill also includes safeguards to prevent another Fast and Furious type program and requires extensive reporting requirements for DHSs procurement and usage of ammunition. The Consolidated Appropriations Act places restrictions on the use of funds provided to the Department of State, including payment for contributions to international organizations. The bill includes a number of policy provisions to provide regulatory relief for consumers and businesses. It exempts livestock producers from EPA greenhouse gas regulations, requires EPA to resolve differences with states and industry on regional haze issue, and enhances Congressional oversight of EPAs review of mining permits. The bill also prohibits the Administration from using funds to carry out their ban on incandescent light bulbs or change the de nition of ll material. Troy, 6-6 for the past season, nished third in the Sun Belt Conference. Flakes has a great attitude, good character, just a great young man. This closure was removed at the September 2013 meeting of the Florida Fish and Wildlife Conservation Commission. A similar closure was also removed in federal waters shoreward of the 20 fathom line, or about 120 feet (excluding waters off Monroe County). Special to the Press GazetteThe Blackwater River State Forest has increased in size and biodiversity over the last two years with the help of an ongoing reforestation project conducted by the Florida Department of Agriculture and Consumer Services Florida Forest Service. Longleaf pines the native backbone of the Southern forest are rebounding after a reforestation project restored nearly 2,400 acres in the Blackwater State Forest ecosystem in Okaloosa and Santa Rosa counties. Florida Forest Service conducted the Longleaf Reforestation Project on the Blackwater State Forest from 2011 to 2013. This work was made possible by a $300,000 grant from the Longleaf Stewardship Fund a partnership between the National Fish and Wildlife Foundation and Gulf Power Company through Southern Company. The objective of the Blackwater State Forest Project focused on Blackwater State Forest, Eglin Air Force Base and Conecuh National Forest. The Florida Department of Agriculture and Consumer Services and Florida Forest Service worked to restore longleaf pine ecosystems in areas that had been planted previously with sand and slash pine and used for industrial ber production. By reforesting with longleaf pine, the restoration process will return the forest to its natural state as a dominantly native longleaf pine ecosystem. Thanks to partnerships like this, our agency has been able to conduct reforestation projects that bring value and biodiversity to Floridas forests, said Jim Karels, State Forester. This project has helped to augment the Florida Forest Services healthy forest management practices. The Blackwater State Forest project is just part of a massive restoration effort with more partnerships in the Longleaf Stewardship Fund. In 2012, Southern Company and NFWF announced $2.88 million for 16 grants to restore longleaf pine forests in the Florida Panhandle and six other southeastern states, including Georgia, Alabama, Mississippi, North Carolina, South Carolina and Louisiana. The Longleaf Stewardship Fund expands on the progress made with the Longleaf Legacy program. This new expanded Longleaf Stewardship Fund partnership extends stewardship efforts throughout the Southeast. Restoring a native forest requires partnerships, hard work and a long-term strategy, said Stan Connally, Gulf Power President and CEO. We support these efforts because it makes our communities a better place to live, work, and play. The progress made at Blackwater and other areas shows the difference we all can make by staying committed to a good cause. For the past 10 years, Longleaf Legacy-funded projects in Florida have helped restore more than 17,700 acres of longleaf forests, planting close to 10.2 million seedlings, and enhancing more than 122,000 acres of critical habitat in Northwest Florida in areas such as Blackwater River State Forest, Apalachicola National Forest, Eglin Air Force Base and on private and public lands.
