considers PC SO offer

By Cindy Monk
Following the Public Forum
meeting held Thursday, Aug. 3, in
the City Auditorium, the Frost-
proof City Council and the Frost-
proof Police Department (FPPD)
officers were given a lot to think
about by Polk County's Sheriff
Grady Judd.
The topic of the Forum was
'The possibility of the Polk Coun-
ty Sheriff's Department (PCSO)
providing the Frostproof City lim-

its with County Sheriff services
and protection.'
If the City council decides to
move forward with the proposed
merger the city would stand to
cut their current cost of $842,950
of operating the FPPD to an
approximate cost of $437,491 by
contracting with the PCSO.
Polk County Sheriff Grady
Judd said he would make every
attempt to hire any Frostproof
Police Officer who is currently
employed by the City to his staff

pending a basic background
check and drug test. He went on
to say there would be no pay cuts
and most would receive a sub-
stantial raise since the Sheriff's
Office starting pay is higher than
the FPPD. He added that Frost-
proof's Police officers would be-
able to transfer their accumulat-
ed sick time, vacation time and
maintain their city retirement
plan or move it to the Florida
Retirement System.
Judd said that the cost differ-

ence between the city and the
county is based on the
economies of scale explaining
that the county purchases in bulk
and the city expenses are signifi-
cantly higher due to a much less
demand.
Putting residents mind at ease
Judd said "The call response
time in the city limits would be
the same if not better. This would
be one of many areas that the
PCSO would continually seek to
improve."

After completing the presen-
tation of the proposal, Sheriff
Judd welcomed questions from
the public. About a handful of
local residents had questions.
Amy Polk asked "Would the
Frostproof Middle Senior High
School (FMSHS) Resource Offi-
cer remain on staff at the high
school?" Judd replied, "If she
was happy, the Principal was

Polk County's Emergency
Food and Shelter Program.
Polk County's Community
Health and Social Services

and/or utilities.
"The Emergency Food and
Shelter Program provides

assistance for individuals who
have had a recent reduction in
income and are behind on
their housing or utility pay-
ments," said Wilma Daniels,
Program Manager for Social
Services. "It's geared to help
those who started a new job
and need help to get back on
track."
The individual must be able
to demonstrate that their situa-
tion is now stabilized and that
they will be able to meet next

Groundbreaking ceremony set

Public is invited to
break ground for
WHAT terminal
Bartow, Fl. -"Get the Dirt
on Transit."
The public is encouraged to
get all the dirt at the unique
groundbreaking ceremony for
the Winter Haven Area Transit
terminal.
The event, scheduled for
Tuesday, Aug. 15 at 9:30 a.m.,
will be interactive as all in
attendance will be able to
make their mark on the con-
struction site at the same time
as the federal, state and local
dignitaries.
The BYOS (Bring Your Own
Shovel) groundbreaking, a
first for Polk County, will be
held at the corner of 5th Street

and Avenue E NW in Winter

Haven.
"This is a monumental
event for the residents of Polk
County," said Sandra Winegar,
Director of Polk County Transit
Services. "We want as many
people to be a part of it as pos-
sible.
"I am glad that we can have
our groundbreaking in a fun
way that encourages all our
riders to join with us to dig in
and help start construction."
The $3.1 million project is
being federally funded
through the efforts of Con-
gressman Adam Putnam with
the Federal Transit Administra-
tion.
"We are indebted to Con-
gressman Putnam for all his
hard work in getting funding
for the new transit terminal,"
Winegar, said. "The new ter-

minal will provide a beautiful
addition to the downtown
area of Winter Haven and will
be a great convenience for the
half million riders we serve
.each year."
As Polk County experiences
unprecedented growth, Put-
nam stressed that public tran-
sit in Polk County is a vital
component in easing
increased congestion on Polk
County roadways.
"As more and more people
relocate to Central Florida, it is
important that our transporta-
tion infrastructure continue to
improve," Putnam said. "The
new transit terminal is a vital
part of ongoing efforts at the
local, state and federal level to
improve the business climate
in Polk County and help peo-
ple who live, work and shop
here."
