during Clifford's military tenure. When his fathers' ser-
vice time was through, they came to Lee, Fla. and bought
a farm. Then the family grew by one brother, Coye
Frank, and another sister, Juanita Fico.
John C. attended Lee school from the 1st grade thru
the 10th grade. Later, he would graduate from Madison
County High School. It was in his high school years
when he began farming. His father suffered from crip-
pling arthritis, and would later pass away at only 45
years of age. Since John C. was the oldest son, he had to
take over much of this responsibility Actually, John C.
was a tobacco sharecropper for his Uncle Frank at the
young age of 15.
In this time, all farms had a tobacco allotment and
the neighbors would swap out work. The families would
help each other plant and gather their crops. John C. was
working for his neighbor, Clyde and Marjorie Plain,
when he met telbir daughter Marlene. She was putting
plants in the tobacco setter when John C. first noticed
her. He figured she would be an asset to his farming and
she was quite pretty too! Later they would marry, and cdl-
ebrated their 45th wedding anniversary this past No-
vember.
As years went by they sold all the hogs and cattle arid
increased the tobacco acreage and planted corn, peas
and sweet potatoes.
Along with farming, John C. and Marlene also grew
a fine family They raised two sons and one daughter."
Paul is the oldest son and he married Diane Rogers
and they have a son 'Paul Jr. Their youngest son, Scott
married Tammy Tuten, and they have three sons, Troy,
Amon, and Chance. Their daughter Christi, married Bri-
an Annett, and they have a son, Drew, and a daughter,
Abi. Growing up, the Webb children were all involved in
keeping the farm running. As a result, they were chosen
as Madison County's Outstanding Farm Family in 1979.
John C. is a member of Midway Baptist church, and
serves on several church committees. He serves on the
Board of Directors for Madison County Farm Bureau,
and Farmers Co-Op of Madison and Live Oak. He is also
a member of the Florida Sheriffs Association, and the
Masonic Lodge #11. For many years he served on the
Farm Service Agency for the county. He volunteers time
at Lee Elementary School, and helps out anyone who
may need an extra hand. Although he would tell you that
he is retired from farming, he still loves to see things
grow. Every year he has a garden an4 always shares with
many in the community. John C. enjoys hunting and fish-
ing, and mostly watching his grandchildren grow up! ,

Out Of Crime
Want to help stop crime?' Take a lesson from my
grandson, one of the calmest people I've ever known.
:Evan, for 18 years has been a bridge tender on the
Main Street in Jacksonville and, during that time, has
talked several people from jumping.off the bridge, some
of whom still stop by to talk and thank him. Evan also
has been, epileptic since the age of six but, with med-
ication, has had only one seizure in 15 years. Now in his
late 40s, he also has little income after paying his bills.
So, when he walked down Atlantic boulevard to the
store and was confronted by a robber who pulled a gun
on him and demanded his money he asked, "what did
you say?" and the man repeated, "I said give me your
money!" Instead, Evan grabbed the gun and the aston-
ished robber said, "Man, you must be crazy!" then
turned and ran.
Evan was later interviewed on television (and is
also on the Internet). Where he said he couldn't see giv-
ing up his hard-earned money to someone who didn't
work for it, and, when asked, said he was proud of the
82-year-old woman who refused to give up her purse.
Bravery or foolhardiness-I think neither. It seems to
run in the family on both sides.
Once someone tried to rob me, also in Jacksonville,
in Five Points. I had pulled my car in between a restau-
rant and a newsstand and left it idling while waiting for
my daughter to go to another store. When a man
stepped to the passenger side and said, "Give me your
money or my partner will shoot you." I didn't see a part-
ner, although he said his partner across the street had a
gun aimed at me. I said, "You're not getting my money
(thinking how little it was anyway!) and stepped on the
gas so hard the car jumped out into Margaret Street and
then left thru the stop sign on Park Street to Wendy's
drive thru where I yelled, "Call the cops. Someone tried
to rob me!" I was certainly lucky no cars were in my
way And they caught the guy I went back to pick up my
bewildered daughter who didn't know what happened.
Two other incidents involved Joan, also in Jack-
sonville. She worked late evenings and had gone to bed
around midnight. Shortly after falling asleep, she was
awakened. by a man holding a wrench in one. hand and
saying, "Don't fight and I won't hurt you." She said,
"My eyes immediately went to that wrench and I
grabbed it." End result, she fought for the wrench and
won. He ran out and so did she, but couldn't find him in
the dark. The
next time she was getting dressed in the mid afternoon
to go to work when a man broke in and grabbed her. She
yelled at her 11-year old son to call the cops which he
had to go to a near by phone booth to do. Well, again she
fought until he gave up and ran out and so did she-in
her underwear-down the street after him, yelling,
"Come back here, you (censored)!"
This guy was well-known as the Riverside Rapist,
but was caught that same afternoon. Joan will never
live down trying to make the rapist come back!
Do you still want to stop crime the above way?
These are only four. I could give many more involving
this family!
PS. Evan's "robber" was caught. He had already
robbed four others in the area.

votion the two have demonstrated is no-

their work as leaders of the Hickory
Grove 4-H Club.
Recently, this reporter had the priv-
ilege of visiting the club as part of an
ongoing effort sponsored by Madison
County 4-H Agent Heather Johnson.
Johnson explains, "Annually, 4-H
holds an essay contest to promote and
support club activities. It also gives us a
chance to develop the very important


skill of writing among our members.
This year we are also including the Lee
Day Art and Essay Contest with our ac-
tivities, giving us an opportunity to con-
tribute to' the historic 100th anniversary
of the Town of Lee."
Since joining 4-H, Johnson has em-
phasized child enrichment activities in
a host of settings, all of which support
and reinforce home, agricultural and
educational responsibilities. Under
Moore and Williams' leadership, the
Hickory Grove Club certainly reflects
these important qualities.
From scientific experiments, to live-
stock care, to writing essays, to good cit-
izenship, 4-H continues the timeless tra-
dition captured in their motto: "To
make the best better."

Holly Stalvey, communications coordinator for the Suwannee River Water Man-
agement District, announced that property owners being affected by adoption of the
proposed Flood Insurance Rate Maps-which were made available for review at the
Extension Office on Jan. 26-have until April 14 to submit either a protest or an ap-
peal contesting the proposed maps.
'All protests and appeals must be received by the Madison County Planning and
Zoning Department no later than April 14.-Those citizens wishing to make an appeal
or submit a protest can download the necessary forms from the county's website at
www.madisoncountyfl.com, or obtain them directly from the Planning and Zoning
Department located at the Courthouse House Annex, Room 219, 229 SW Pinckney St.,
Madison," Stalvey explained.
Questions concerning the proposed flood zones may also be directed to the Plan-
ning and Zoning Department staff at (850) 973-3179. Previous protests and or appeals
'do not need to be resubmitted.
The objective of the new maps is to give local officials and residents a more accu-
rate representation of where flooding risks may occur and to assist the public in mak-
ing more informed property decisions.

Jury Duty Scam

According to a recent report released .from Florida Agriculture and Consumer
Services Commissioner Charles H. Bronson, consumers are being alerted to a grow-
ing identity theft scam in which con artists posing as courthouse workers claim that
the person being called has failed to report for jury duty The scam has been reported
in 11 states, although it is unclear whether it has surfaced in Florida, officials say.
"If you get such a call, hang up and avoid providing any personal or financial in-
formation over the phone," Bronson said. "Court workers don't call on the phone to
inform you that you've missed a jury duty summons."
The scam typically involves a call from a person claiming to be a jury coordinator
who informs the person being called that a warrant has been issued for his or her ar-
rest as a result of the person's failure to appear for jury duty When the intended vic-
tim protests and reports that he or she never received a summons to report for jury
duty, they are asked for a social security number, a date of birth and sometimes even
a bank account number.
Providing the information enables the scam artist to clean out the consumer's
bank account and open up other accounts, obtain credit cards and establish other
lines of credit in the victim's name, Bronson warned.
"This is a particularly insidious fraud because most people take jury duty seri-
ously and naturally would want to clear up any misunderstanding about whether
they failed to show up for it as quickly as possible," Bronson said. "Such a call would
understandably upset most people, especially with the threat of-arrest, and catch
them off guard."
The scam has reportedly surfaced in New York, Minnesota, Illinois, Colorado, Ok-
lahoma and other states in recent years, and authorities are fearful that it may be
spreading. It is yet another example of how con artists try to rip off consumers.
"People need to always remember to avoid giving any personal or financial infor-
mation over the telephone to anyone whose identity they have not verified," Bronson
said.

Although many scholars agree that Lupercalia was moved
from Feb. 15th to the 14th and was Christianized by asso-
ciating it with this St. Valentine character. it is still un-
clear just who the historical St. Valentine was. One school
of thought believes that he was a Roman martyred for re-
fusing to give up his Christian faith. According to church
tradition St. Valentine was a priest bishop of Rome in
about the year 270 AD.
At that time the Roman Emperor Clandius-11 who had
issued an edict forbidding marriage. This was around
when the heyday of Roman empire had almost come to an
end. Lack of quality administrators led to frequent civil
strife. Learning declined, taxation increased, and trade
slumped to a low, precarious level. And the Gauls, Slavs,
Huns, Turks and Mongolians from Northern Europe and
Asian increased their pressure on the empire's bound-
aries. The empire was grown too large to be shielded from
external aggression and internal chaos with existing
forces. Thus more of capable men were required to be re-
cruited as soldiers and officers. When Claudius became
the emperor, he felt that married men were more emotion-
ally attached to their families, and thus, will not make
good soldiers. He believed it made the men weak. So to as-
sure quality soldiers, he banned marriage.
Valentine. realized the injustice of the decree. Seeing
the trauma of young lovers, he met them in a secret place,
and joined them in the sacrament of matrimony. He defied
Claudius and continued to perform marriages for young
lovers in secret. But Claudius soon learned of this "friend
of lovers," and had him arrested.
While Valentine was in prison awaiting his fate. he
came in contact with his jailor, Asterius. The jailor had a
blind daughter. Asterius requested him to heal his daugh-
ter. The Catholic legend has it that through the vehicle of
his strong faith he miraculously restored the sight of As-
terius' daughter, a phenomenon refuted by the Protestant
version which agrees otherwise with the Catholic one.
Just before his execution, he asked for a pen and paper
from his jailor, and signed a farewell message to her
"From Your Valentine," a phrase that lived ever after. An-
other legend has it that Valentine. imprisoned by
Claudius, fell in love with the daughter of his jailer. How-
ever; this legend is not given much importance by histori-
ans. Probably the most

The Florida Fish and
Wildlife Conservation
Commission (FWC) pro-
posed a draft rule last
month that would estab-
lish six regional closed
seasons to the harvest of
blue crabs with traps.
These closures would ex-
tend for a period of up to
10 days each to help ef-
forts to identify and re-
trieve lost and aban-
doned blue crab traps
from Flotida waters.
Lost and abandoned
blue crab traps have been
cited as a problem in the
blue crab fishery because
they sometimes interfere
with other fishing activi-
ties and can continue to
trap crabs and fish when

they are not maintained.
They are also unsightly
in the marine environ-
ment, can damage sensi-
tive habitats and pose
navigational hazards to
boaters.
It is illegal to tamper
with properly licensed
and maintained blue
crab traps, and lost .and
abandoned traps cannot
easily be distinguished
from legal traps, so they
often remain in the water
indefinitely. Regional clo-
sures of up to 10 days
would allow authorized
groups to collect lost and
abandoned blue crab
traps that remain in the
water after fishermen re-
move their working traps
during the closed peri-
ods.

Sport Season Change


The Florida Fish and
Wildlife Conservation Com-
mission (FWC) proposed a
draft rule in December to
change the recreational
harvest season for red snap-

waters. A final public hear-
ing on this proposed action
will take place during the
FWC's Fbbruary meeting in
Destin.
The FWC proposal
would change the recre-
ational red snapper harvest
season in Gulf state waters
from April 15 through Oct.


31 to June 1 through Sept.
30. This proposed action
would be consistent with
the red snapper closed sea-
son in Gulf federal waters.
Red snapper are con-
sidered to be overfished
and undergoing overfish-
ing in the Gulf. Shortening
the fishing season in state
waters will reduce the har-


vest of Gulf 'red snapper
and help rebuild the fish-
ery's population.
The FWC also believes
that adopting the same
closed red snapper recre-
ational season that exists
in Gulf federal waters
could reduce the need for
further restrictions in the
future.

gered, and sea turtle
hatchlings have an esti-
mated survival rate of one.

uniquely adapted to both
marine and terrestrial en-
vironments. They begin
their life cycles on dark,
sandy beaches, but spend
most of their adult lives
traveling the world's
oceans, sometimes cover-
ing more than 12,000 miles
between their nesting
beaches and their feeding
grounds. These character-
istics make sea turtle con-
servation especially chal-
lenging as initiatives to


save these ancient
mariners must encompass
many regions, countries
and ecosystems to be truly
effective.

odds for survival,
Caribbean Conservation
Corporation has worked to
protect sea turtles for al-
most 50 years. Decades of
conservation efforts show
that reducing threats

During my college years, I worked in sales for The
Southwestern Company of Nashville, Tenn. The compa-
ny, would assign us to work in a different part of the
country each summer, calling on families in their homes.
.' During the summer of 1987, I was calling on families
-i -the northern Alabama town of Tuscumbia when I

minute about the coon dog cemetery
S., This part of the story comes from first-hand knowl-
edge. When I drove out to the coon dog cemetery one day,
saw tombstones and memorials such as, "To my beloved
log, Butch." As you drive in to the main entrance to the
cemetery (actually, there's only one entrance), you will
see a statue of a coon dog with its front paws placed
against a tree in which a raccoon is hiding.
Now, back to our story .
In 1880, Helen Keller was born as a healthy baby, but,
at.19 months, she contracted an illness which left her
Ai4nd and deaf. In 1887, the Keller's doctor referred them


to a Scottish immigrant who taught speech to the deaf in
Boston. He was also a pretty successful inventor; in fact,
he invented a product in 1876 that is still widely used to-
day. By the way, this man's wife, the former Mabel Hub-
bard, was deaf, too.
It was his father-in-law who delivered the patent ap-
plication to the U.S. patent office. He arrived a mere two
hours before another inventor arrived to take out a
patent on a different version of the exact same product.
The first inventor (the one who would later meet with He-
len Keller) actually used some of the second inventor's
technology in his patent application, but hardly anyone
has ever heard of the second inventor. The case went all
the way to the Supreme Court, which ruled in favor of
