Archbishop Chacour
has a firm belief that
educating the young

his success in Ibillin has
gone far beyond his own
expectations.
Before the high
school was built,
Archbishop Chacour
founded the Myriam
Bawardi Kindergarten in
1970, which enrolls 220
students. Another
school, a technical
college founded in 1994,
has over 800 students. A
regional teacher-training
center founded in 1996
that works with teachers
of Arab children
throughout Galilee
enrolls 1,000. An
elementary school
started in 2001 adds one
class per year starting,
with grades one to four.
About 130 students were
initially enrolled. A
school for gifted
children was formed in
1998 with 120 students.

Turkey: A Major Growth
Market for Years to Come?

shows some underlying
strengths--as well as
some good preparations
by the country's investors.
However, Turkey is by no
means out of the woods,
with a year of political
uncertainty ahead as both
presidential and
parliamentary elections
loom.
As 2006 came to an


end, newspapers and TV
reports in Turkey and
around Europe were
dominated by predicting a
coming 'train crash' over
Turkey's EU accession
talks, which started back
in December 2004.
The major cause of this
widely expected disaster
was the old conundrum of
Cyprus. The argument
this time was that Turkey
had failed to open its
ports, and airports to
Greek Cypriot ships and
planes, despite this being
a condition of the talks
starting back in 2004.
Turkey claimed that it
was waiting for the EU to
deliver on its promises of
support for the Turkish
Cypriots before it would
open up. Such support has
been largely blocked by
the Greek Cypriots, who
fear it could lead to de

The blessing was

Priest, Fr. John Hamatie,

Orthodox Church,
Orlando. The evening's
entertainment was
provided by a band that
played Arabic and
American music. There
was also entertainment
by a beautiful belly
dancer. Unfortunately
for the dancer, she was
upstaged by Celine, the
daughter of Carlos and
Sonia. She put on so
many moves, the belly
dancer was taking notes.
Albert and Marielle's
children, Alex and
Christine, were in the act
as well. Who knows?-
they may be a team for
the future! Carlos, Jr.
watched with delight as
his sister danced.


The children gave
many warm tributes and
a movie clip recorded
the many years of
Carrnitta, especially
with her husband. The
most amazing part was
when the relatives,
mostly nieces and
nephews paid tribute in
the movie by sending
clips via e-mail to be
included in the movie.
There were so many
members of the family
that participated; the
Johary's could form a
huge club with just their
immediate family.
To the children, she is
Mom; to the
grandchildren, she is
Taita. The evening ended
with a Boo& night. It
also ended even better
for Carlos,Raymond
Gazil, and me, as the
Florida Gators beat
Tennessee.

patternmaking at the
New York School of
Fashion and Design, and
eventually opened his
own business, Siesta By
Jebaily. After leaving
the robe business, he
worked in New York
City for Wentworth
Manufacturing
Company, a
manufacturer of ladies
dresses. InAugust 1963,
John was transferred by
the firm to Florence, S.C
In addition to his


loving wife, Sylvia, to
whom he was married
for 66 years, John is
survived by five sons,
Ronald (Suzanne)
Jebaily; Gerard "Jerry"
Jebaily; Joseph
(Theresa) Jebaily; John
M. (Prissy) Jebaily, Jr.;
and George (Debbie)
Jebaily, all of Florence,
S.C.; and 13
grandchildren. He is
also survived by several
generations of beloved
nieces and nephews, on
both the Jebaily and
Lutfy sides of the
family, who live in other
parts of South Carolina,
and throughout the
United States.
A man of great faith
and trust in God, he
lived his life sharing
God's love with others.
There are many
"adopted" sons and
daughters, both near and
far, whom "Papa" deeply
loved and treasured as a
part of his family. He

"Grant Specialist" who,
with the help of some
others are trying to raise at
least a half million dollars
toward the endowment.
Hopefully the endowment
will reach somewhere


between one and two
million, so that Gibrans'
Memorial Garden will
remain healthy and
respectable indefinitely.
8. I have been in contact,
regularly, with Dr.
Mohammed Abusalem,
Assistant to the Director for
Public Relations of the
Royal Embassy of Saudi
Arabia. When I first spoke
to Dr. Abusalem a few
months back, he asked for
an estimate of what the
repairs would cost. At that
time, we were not
prepared, but as of this
writing, we are awaiting to
hear from Mary Ann Lasch
of Washinton D.C., who is
in touch with contractors to
prepare an estimate. When
we get it, Dr. Abusalem
will be the first person to
know. The Royal Embassy
of Saudi Arabia and The
Aramco .Magazine editors
are great enthusiasts of
Kahlil Gibran and his life's
work.

the true genius of the EU

economy was barely
affected by the dispute, as
businesses and investors
had factored it into their

they topped $86bn, with a
shift away from the
traditional textiles
underway. This has. seen
more value-added
commodities exported.
WVhite goods saw a 34%
increase in exnort
revenues last year, with
other consumer durables
and electronics also
showing good growth.
At the same time, the
country has reigned in its
once awesome inflation
rate, which often hit triple
figures in the late 1990s
but is now down to
around 10%. The
currency has stabilised,
psychologically assisted
by the introduction of the
new- lira at the start of
. 2005, and a raft of
" legislation has eased the
business environment.
There are downsides of


course. Imports are also
rising, particularly given
Turkey's dependency on
overseas oil and gas.
These two left a bill of
nearly $30bn in 2006.
This hasn't helped the
current account deficit,
which was worryingly
wide at just under $30bn
for the first 11 months of
2006. Inflation was also
higher than targeted at the
year end. There is also a
concern with consumer
confidence and spending,
which has been declining.
According to the Central
Bank, despite a slight
recovery in December,
consumer confidence
remained below par last
year, with durable goods
and motor vehicle sales
down, year-on-year. "The
same trend can be
confirmed by looking at
consumer loans," says
Ozgur Altug, chief
macroeconomist for
Raymond James
Securities in Istanbul.
"Housing and car loans


remained almost
unchanged in real terms
over the last two months."
This contrasts with
increases in 2005 and the
first half of 2006 of
almost 50%.
This reticence to spend
is put down by many to a
factor that will likely d o
m h e Turkey's economics
over the rest of the year -
political uncertainty.
In May, Turkey's
parliament will elect a
new president to replace
Ahmet Necdet Sezer,
whose seven-year term
comes to an end then.
There is considerable
debate over whether the
current prime minister,
Recip Tayip Erdogan, will
replace him, with this
strongly opposed by the
military, bureaucracy and
opposition. Then, in
November, there are
general elections
scheduled. The outcome
of those is hard to vredict
- as indeed is the date. as
somefeel the election may


be called earlier. Yet
manv think it likely that
the current single party
government will be
replaced by a coalition,
which may be less
capable of carrying out
changes.
As for the EU
accession dispute. it will
1 likely continue to
surface from time to time,
but few expect much from
this.
"It's a long lasting
issue," says Oztok.
"There will be progress
reports, and maybe some
steps on Cyprus, but in an
election vear, we don't
expect anything much."
While that may be
disappointing news for
some Cypriots, it may
well be fine for many
investors, as they
continue to view Turkey
as a major growth market
for the years ahead.

northern Beirut suburb. AJE's
coverage of this Lebanese
crisis was the event which
allowed the channel to really
start to distinguish itself from
its western rivals.
While BBC World and
CNN went with run-of-the-
mill coverage (especially of
Gemayel's funeral), the
analysis and depth of AJE's
thorough and thoughtful
coverage set the new Arab
channel apart. While western
channels focused largely on
the rift between Gemayel's
anti-Syrian faction and
Hizbullah, AJE offered
indepth insight into the
growing sectarianism in
Lebanon, especially divisions
within the Christian
community an issue which
was largely missing from the
mainstream news outlets.
AJE separated itself from
the pack by conducting a
comprehensive series of
interviews with some of the


crisis' major figures, including
a Hizbullah spokesman -
whom the BBC and CNN,
notably failed to land.
Furthermore, the channel
refused to fall into the trap of
assuming Syria was
responsible for Gemayel's
death by noting that plenty of
other factions and individuals
in the region could stand to
benefit
Since the Gemayel
assassination, AJE's standards
appear to have strengthened
further and its corresoondents
in Gaza Israel and Iraq have
come up with several reports
to put them up at the front of
the competition. Add sterling
coverage of the recent pro-
Hizbullah rally in Beirut and
extensive live coverage of the
Pope's controversial visit to
Turkey and you realise that
AJE is doing what it set out to.
However, some of AJE's
biggest potential audiences -
including Arab-Americans -
were not among the 80m
homes that could "receive the

an increase in salaries or
some other form of financial
payments to citizens.
However, the plan makes it
easier for the government to
strike a balance between
investing for the future and
providing Kuwaitis with
some financial return.
Moreover, Finance Minister
MishariAl Humaidhi argues
that more than $5bn has
already been returned to
Kuwaitis over the last two
years in the form of wage
increases and cash payments.
Kuwaitis -could benefit
from a bill currently under
consideration that would
entitle the lm Kuwaiti
nationals to an equal share of
25% of all profits from state-
owned companies. In
addition, the national
legislature is examining a
plan to cancel many loans
owned by citizens to Kuwaiti
banks. With a strong welfare
system, no income tax and


subsidized electricity and
other services, Kuwaiti
citizens already benefit
massively from the country's
burgeoning oil sector but the
government seems keen to
ensure that the bulk of the
population benefits from the
oil boom in one way or
another.
The three projects in
question are the development
of Bubiyan Island; a new
company that will invest in
health projects and other
sectors; plus a $1.7bn
development fund. A total of
$4.1bn will be invested in
projects on Bubiyan centred
around a new container
terminal and harbor that it is
hoped will become a major
transhipment facility for the
entire region. According to
Ahmed Baqer, the chairman
of the financial and
economic affairs committee,
the new company will be
established with capital of
$3.5bn.

it can also be streamed
through broadband internet
from Al Jazeera's website.
Time Warner, Cablevision,
Comcast and Cox
Communications whose
parent company also owns
the American-statesman -
have decided against carrying
the channel though a deal is
rumoured to be in the pipeline
with Dish Network. That,
however, has yet to be
confirmed.
The reason for Al Jazeera's
Aw, difficulty in finding space in
already crowded cable and


satellite line-ups is simple,
according to media analysts.
"Al Jazeera has been
pilloried in the press -for the
past five years, and ifs seen by
an overwhelming majority of
Americans as the 'terrorist
wire service'. Ifs a radioactive
brand," says Matthew Felling,
media director of the Centre
for Media and Public Affairs
in Washington.

assets that can support the
region's economies during
periods of low oil prices.
Kuwait is currently believed
to hold assets worth $70bn in
the United States and a
further $96bn in other
western economies. Other
Gulf economies have already
started to invest more of their
surplus oil revenuesin non-
oil projects closer to home,
within the Gulf or further
afield in North Africa and the
Middle East, but the Kuwaiti
government has yet to
publish plans along similar
lines.
While the boom in oil
income is more than


welcome, the core problem
in the Kuwaiti economy.
remains overdependence on
oil revenues. Around 95% of
government revenue will
come from oil income this
year, indicating that oil
dependence has actually
increased over the past
decade. However, Qatar's
success in developing a
liquefied natural gas (LNG)
sector and associated
industrial enterprises has
been closely monitored in
Kuwait. The Qatari strategy,
which has not only enabled
the country to make use of its
gas resources but also
represents a step on the road
to diversification, should also
provide a winning formula
for its Gulf neighbor.
Kuwait has been much
slower in developing a gas
industry but significant

likes of CNN, BBC, Sky
News and Fox News. "Our
goal is to revolutionise viewer
choice and set out a different
news agenda, said Parsons, a
30-year veteran of BBC
Radio and Associated Press
Television News.
The network boasts some
20 news bureaus, including
broadcast centres in Kuala
Lumpur, London and
Washington that will share
anchoring duties with Doha.
AJE has also lured some of
the biggest names in
television journalism to its
fledgling English language
network. Sir David Frost the
silky-voiced ex-BBC
interviewer, tops a line-up of
over 200 journalists that AJE
has lured away from every
major broadcaster in the
world, including ex-CNN
anchor Riz Khan, renowned
British news anchor Shiulie


Ghosh and former ABC
News correspondent Dave
Marash a renowned Jewish
media figure.
Marash has said he feels
comfortable working for a
news organisation that has
been condemned for the anti-
Jewish and anti-Israeli tirades
of some of its chat-show
guests.
"I did my due diligence on
Al Jazeera," he told the US
press last month. "And as a
Jew, I believe in the possibility
of reconciliation between
Israel and its adversaries. I
believe that Al Jazeera is a
force for peace."
Things seem to be moving
along nicely for AJE after a
turbulent start. But what do
the channels' rivals think of it?
In London, BBC Global news
director, Richard Sambrook
believes it may take away
some of his network's
viewers, but he is confident
that the new channel's reach
stands far below BBC World's
270m homes.

increasing to 600m cfld by
2011 and the Kuwait Oil
Company -hopes that this
figure can be pushed up to
Ibn cf/d in the longer term.
Kuwait has been forced to
sign gas import deals with
Iraq, Iran and Qatar in order
to supply domestic power
and desalination plants, but it
is hoped domestic reserves
can be used as a substitute.
Huge new investment in
the oil sector has already
been announced but this will
be spread over many years.
The managing director and
chairman of the Kuwait Oil
Company, FaroukAl Zanki,
commented: "We have a
strategy over 2004 to 2020 to
increase our oil production to
4m barrels a day (bld). We
anticipate spending $26bn
over the next 20 years -for
drilling and enhanced oil


recovery. Most investments
will be made in the upstream
sector by the company" He
added: "External assistance
is needed but we have
cleared with outsiders that
they will be bringing in only
technology and cannot book
reserves and they have
agreed. The $20-30 price per
barrel is gone. We must now
be looking at $40 a barrel or
above."
Production could also be
buoyed by the conclusion of
a joint development deal
with Iran in September.
Rather than pursuing
separate development of the
Arash field on each side of
their common border, state-
owned companies from the
two countries will cooperate:
Mahmud Zirakchian, the
managing director of the
Iranian Offshore Oil
Company, commented:
"Appropriate measures have
been taken to encourage
preserving the oilfield
instead of promoting
competitive productions."

world focus could backfire,
according to Sambrook.
"They clearly want to
differentiate themselves from

representing developing

take some time to see whether


they can do that and still keep
broad appeal. That may limit
their audience."
Despite Sambrook's
scepticism, it seems the
Middle East is set to witness
an explosion in news outlets
reporting directly from the
region both on television and
online. A French
international news channel,
France 24, started
broadcasting on the intemet in
French, English and Arabic
recently and is expected to

Such deals are useful but
will not be enough to achieve
the targets of Project Kuwait,
a long-term development
plan. Restrictions on foreign


investment have already
caused slippage in the target
of boosting oil production
capacity to 3m bld from
2005 and 2010. The
government remains
committed to further rises to
3.5m bld and 4m bld by 2015
and 2020 but more attractive
terms of investment will be
required if such figures are to
become anything other than
an aspiration. Without
Project Kuwait, the northern
oilfields will remain

other sources of generating
such a step in production
capacity.
Determining the success
of the Kuwaiti economy
depends on the standpoint
taken. GDP is rising and
government finances are
strong, while an already
wealthy population is set to
benefit from a variety of
financial handouts. Throw
comprehensive health,
education and social security
systems into the mix and it is
hard to fault government
policy. Yet an economy that
remains so massively under


state control and dependent
on a single source of income
cannot be seen as healthy. It
would be far easier for the
government to introduce the
kind of political, economic
and social changes that are
required to create a broader
economic base, while it
continues to benefit from
high oil income. It is easy to
understand why Kuwait opts
for the path of least resistance
- to stick with what it knows
- but the financial analysts
argue it is short-term
thinking that. could prove
expensive in years to come.
