ministers from 88
countries, met in Cairo for
the 16th Global Summit for
Women, an annual
conference dedicated to
advancing women's roles in
business and government.

stereotypes of Arab women

As members of the
National Federation, it is
important to give you
information about the
National Federation of
Syrian Lebanese
American Clubs.
After the Great World
War II, which was to end
all wars, our Lebanese
and Syrian boys came
home from the war to
great rejoicing that they
were alive and our
American way of life was
preserved. Our people
celebrated by coming
together in droves to
Federation conventions
and celebrating together.
Some Federations had
been formed before the
war, but the big
conventions came after
that. For example, the
Midwest Federation
Convention of 1949 in
Cleveland boasted over


10,000 people in
attendance!
There were four
Federations: the Midwest,
the Southern, the Eastern,
and the Western
Federations. It was
decided, as a form of
unity, to form a National
Federation with delegates
from all four Federations,
so that we all would know
what the Federations were
doing and do some things
in conjunction with one
another. Some of the
projects done in
cooperation with one
another were sending a
shipload of medicine
during a time of bad
disease and sending food
during a famine. I recall
as a young girl hearing the
old timers talk about
helping .the homeland.
The Federations also

Lacoste. "We look
forward to continuing
our allegiance to the

Jude Children's Research

One highlight of the
night, however, had
nothing to do with food.
Karina Hurtado
presented the Chris
Burress Hero Award to
David Scanlan III, a
former St. Jude patient
who is now a doctor.
Now in its. fourth year,
the Chris Burress Hero
Award, named in
memory of St. Jude
patient Chris Burress,
honors area patients who
excel in life after
receiving life-saving
treatment at St. Jude.
In addition to the three
chef dinners, which
raised $20,000, this
year's live auction also
featured dynamic items
including a "Wicked
Weekend in New York"

our heritage came from
all over the United States
to go on these
conventions. We were
considered unofficial
liaisons between the
government of the United
States and the
governments of the
nations we visited. The
leaders of the Federations
met with officials of the
governments of Lebanon,
Syria, Jordan, and Egypt.
All those at the
Convention were guests
at many social gatherings
of the leaders and
officials of those
governments. They met
them and often
exchanged opinions and
ideas. The United States
Embassies also took part
in receiving and
entertaining. Tourist sites
visited, as were

refugee


camps.
Due to tensions in the
Middle East, including
the Lebanese Civil War
and 9/11, it was necessary
to discontinue these
conventions. The Eastern
and Western Federations
no longer exist. However,
the Midwest and
Southern Federations
have continued. The
National has also
continued, and serves as a
joining agent between
these two Federations.
The National Federation
is now engaged in two
special projects: the
refurbishing and
maintenance of the Kahlil
Gibran Memorial Garden
in Washington, D.C., and
the promotion of the
issuance of a U.S. postage
stamp to honor Kahlil
Gibran. These project
goals can not be
completed overnight, but
we believe we must make

entrepreneurs and CEOs,
did indeed challenge the
stereotypes.
Egyptian women hold a
quarter of the managerial
positions in today's private
sector, a major increase
over 1988's 8%. Suzanne
Mubarak, Egypt's first lady,
addressed the summit, as
did the secretary general of
the National Woman's
Council (NWC),
Farkhanda Hassan. Mrs
Mubarak presides over the
NWC, established by
presidential decree in 2000
as an "autonomous body
responsible for the
empowerment of the
Egyptian woman."
Egypt made an
impressive showing at the
summit, dubbed 'Davos for
Womenn, but how much
was it a matter of putting its
best femme forward? What
is the real status of average
Egyptian women in their
society, 50 years after they
earned the right to vote?
The short answer is that
despite progress, women's
role in development is still
marginal. Egypt was at the
forefront of women's rights
movements in. the early


20th century, but today its
gender indicators mirror
those of the Arab world at
large. According to
Egyptian economist Heba
Handoussa, the average
amount of education an
Arab woman receives
increased from 0.5 years in
1960 to just -4.5 years in
1999. While country-to-
country wages differ, the
Arab region has the world's
lowest rate of women's
participation in the
workforce and politics.
Egyptian women
comprised 24% of the
workforce in 2004,
according to an
International Finance
Corporation (IFC) study.
By comparison, Tunisia's
working women total 36%,
still behind worldwide
averages of 40% to 50%.
IFC's Egypt study also
showed that women's
workforce participation
levels have risen by 6.5%
since 1994, at a rate five
times faster than that of
men. The fact that more
women are working,
however, doesn't
necessarily mean they're
better off.
In Egypt, women
generally provide unskilled
labour, often in agriculture.
They are also active in
small, family-owned

remain historically high. As a
result, attention is turning to
how surplus oil revenues can
best be spent. The main
choices concern the share of
expenditure to be allocated to
oil sector investment,
economic diversification and
setting aside some money for
a rainy day. Yet Kuwait has
now added another element
to the mix, with its plans to
return some of the bumper
income to its citizens.
Figures vary, but Kuwait
has certainly earned many
billions of dollars more than
expected over the past two
years as a result of the oil
windfall. The emir, Sheikh
Sabah Al Ahmed Al Sabah,
has now agreed a series of
major investment projects,
while parliament is drawing
up its budget for next year.
While investment is high on
the list of priorities, the
government has surprised
many by agreeing to return


all profits from three jumbo
projects to Kuwaiti nationals.
Given that over 90% of all
employed Kuwaitis work for
the state in one form or
another, many had expected
an increase in salaries or
some other form of financial
payments to citizens.
However, the plan makes it
easier for the government to
strike a balance between
investing for the future and
providing Kuwaitis with
some financial return.
Moreover, Finance Minister
Mishari Al Humaidhi argues
that more than $5bn has
already been returned to
Kuwaitis over the last two
years in the form of wage
increases and cash payments.
Kuwaitis could benefit
from a bill currently under
consideration that would
entitle the lm Kuwaiti
nationals to an equal share of
25% of all profits from state-
owned companies. In
addition, the national
legislature is examining a

later becoming an ardent
supporter of Syrian
independence. Al-Haffar
Kuzbari enjoyed her father's
support throughout her
personal and public life, thus
affording her the opportunity
to push the proverbial
envelope in women's
liberation.
Bom in 1923, during an
age when it was a violation of
social norms for women to
attend school, al-Haffar
Kuzbari received an elite
education in Arabic and
English at a prominent
Franciscan school, and even
studied under the renowned
Damascene publisher Mary
Ajami. Al-Haffar Kuzbari

was first published in 1940 in
the Damascus-based Al
Ahad magazine, but created
the majority of her work in
her later years. Her first book,
an autobiography titled
"Hala's Diaries," was
published in 1950, and was
eventually followed by
another autobiographical
work, "Amber and Ashes."
As a defender of women's
rights, al-Haffar Kuzbari
made her first foray into
challenging the status quo
when just a young girl by
refusing to wear the
traditional black hijab, or veil,
preferring, instead, a white
head scarf Later in life, she
spearheaded a number of
social movements and
involved herself in many
Syrian women's
organizations. In 1945, she
and a group of friends
founded Mabarat al Taleem
wa al-Muwasaat, a charity
organization providing
shelter for abandoned

Jesus Christ is unified,
the Church certainly is
not uniform in all
aspects.

Understandings
To understand clearly
the situation it is
important to establish
basic understanding of
some fundamental
points.
In the context of
studying the Church, a
rite refers to a local
Church or specific
tradition, not to
ceremony or ritual.
A particular Church
means a style or way of.
living Christianity, a
cultural mentality
toward practicing the
Gospel, a community of
faith with a distinct,
ancient tradition.
A Church, or
particular body of the
Universal Church,
includes a distinct
approach to theology,
spirituality, liturgy, and
church law. It is
characterized by its own
cultural and linguistic
influences.


A particular Church
enjoys autonomy and
independence.
All Eastern Catholic
Churches (Rites) are
united in the same
profession of faith, in
the same celebration of
the Mysteries
(Sacranlents), and in the
same hierarchical unity.
The Pentarchy
The different
Churches evolved
historically and
culturally from several
ancient centers of
Christianity where
various expressions of
Jesus Christ's Gospel
message developed.
Those centers were the
ancient patriarchal sees
of the Pentarchy:
Antioch, Alexandria,
Constantinople,
Jerusalem, and Rome.
Until the schism of
the East, which
occurred after more
than a millennium of
Christianity, the Church
of Christ was organized
on a kind of federal
basis. There were
flexible groupings
which included a
particular seographical
area and Christians of
similar background and
heritage. There were
five distinct areas, each
with a chief bishop
called a patriarch.
The five
patriarchates were
named for their see
cities: Jerusalen-,
Antioch, Alexandria,
Constantinople, Rome.
Rome was referred to as
the Patriarchate of the
West. The other
patriarchates were in
the East.

Archbishop of the
Melkite-Greek Catholic
Church in the Holy
Land.
Planting Peace
Through Schools
As a newly ordained
priest for the St. George
Melkite Catholic Church
in 1965, Elias Chacour
was sent to Ibillin, a
small Arab village in
Galilee where Christians
and Muslims have lived
together peacefully for
many generations. He
was supposed to stay in
Ibillin only a month, but
"bishops have short
memories, and mine
forgot that he put me
there" he said.
As his first task he
chose to repair the
mosque in town. Now,
42 years later, his work
has evolved into
planting untold orchards
of peace and justice by
educating the children of
the Galilee region,
where 50 percent of the
Arab population are
under 14 years of age
and 75 percent below


28. "My life's meaning
has been to give hope to
my people," said the
Archbishop, whose
flock affectionately calls
him "Abuna" (our
Father).
The Archbishop's
ministry in the field of
education began with
collecting and
distributing old books.
He found that books
helped the children
"leave" their poor
environment for a little
while. Eventually this
project led him to build
the town's first public
library. He also sought
to make the children's
lives a little better by
sponsoring summer
camps. In the first year
5,000 children registered
from 30 villages all over
Galilee. The archbishop
finds that he can never
reject anyone, even
though he is not always
sure how he can
accommodate everyone.
"When I pray and
abandon myself to God's
hands, I give inspiration
to others." He invited 10
mothers from among the
campers of 30 villages
to help prepare
sandwiches and drinks
for the children and
ended up with 300
mothers most of them
Muslims.
"It was a beautiful
community," he said.
"We Christians don't
have a monopoly on
doing good. We don't
have exclusive control
of the Holy Spirit." And
then he added: "Even
God is not a Christian."

kind of labour unskilled,
underpaid and underground
may serve to reinforce

While the government
employed as many women
as men in the 1960s-early-


1970s, the former constitute
only a third of state
employees today. The state
guarantees maternity leave,
which is why women
favored jobs as civil
servants. As the state
privatises, women are
losing both jobs and
opportunities. They
constitute only 16% of all
private sector workers,
partly because employers
are unwilling to shoulder
maternity-related costs.

are less equitable in the

system, no income tax and
subsidized electricity and
other services, Kuwaiti
citizens already benefit
massively from the country's
burgeoning oil sector but the
government seems keen to
ensure that the bulk of the
population benefits from the
oil boom in one way or
another.
The three projects in
question are the development
of Bubiyan Island; a new
company that will invest in
health projects and other
sectors; plus a $1.7bn
development fund. A total of
$4.1bn will be invested in
projects on Bubiyan centred
around a new container
terminal and harbor that it is
hoped will become a major
transhipment facility for the
entire region. According to
Ahmed Baqer, the chairman
of the financial and


economic affairs committee,
the new company will be
established with capital of
$3.5bn.
It is not yet clear how
much will be invested
overseas. Gulf oil exporters
have traditionally invested in
North America and western
Europe during previous oil
booms, in order to secure
assets that can support the
region's economies during
periods of low oil prices.
Kuwait is currently believed
to hold assets worth $70bn in
the United States and a
further $96bn in other
western economies. Other
Gulf economies have already
started to invest more of their
surplus oil revenuesin non-
oil projects closer to home,
within the Gulf or further
afield in North Africa and the
Middle East, but the Kuwaiti

women's consciousness -no
small feat given that Arab
literature at the time tended to
neglect this topic. One poetry
collection, titled "Stranger,"
dealt with themes of
alienation, a motif apparent in
many of her short story

It was al-Haffar Kuzbari's
interest in women's issues
that eventually led to a
discovery of her passion for
Mai Ziadeh. Ziadeh was-
famous for her Al Nahda
literary salon in Cairo. Al-
Haffar Kuzbari discovered
previously unpublished
documents, letters, and
manuscripts from Ziadeh,
including her two-decade
correspondence with Kahlil
Gibran. Her works on Ziadeh
include "Mai Ziadeh and the

In 1981 he realized
that only 18 girls were
enrolled in high school,
so he decided to erect a
building and encourage
more girls and boys -
to go to school. The
Israeli government,
however, denied him a
building permit, so he
decided to build the
school anyway.
Three months later
the police tried to stop
him from continuing his
building project and he
subsequently went to
court. The judge
scheduled his hearing
for Sunday at 10 a.m.,
but the Archbishop said
that as a Catholic priest
he did not go to court on
Sunday. The judge
postponed the case for


six months. Then the
Archbishop received
another letter
announcing a new court
date for Sunday at 10
a.m. Again he refused to
appear, and the judge
again postponed the
hearing for another six
months. This went on six
more times and the high
school was completed -
and never touched by the
Israeli military.
Established in 1982 with
80 students, the high
school now has over
1,100 students.

government revenue will
come from oil income this
year, indicating that oil
dependence has actually
increased over the past
decade. However, Qatar's
success in developing a
liquefied natural gas (LNG)
sector and associated
industrial enterprises has
been closely monitored in
Kuwait. The Qatari strategy,
which has not only enabled
the country to make use of its
gas resources but also
represents a step on the road
to diversification, should also
provide a winning formula
for its Gulf neighbor.
Kuwait has been much
slower in developing a gas


industry but significant
domestic production is
expected to begin by the end
of 2007, at around 180m
cubic feet a day (cfld),
increasing to 600m cfld by
2011 and the Kuwait Oil
Company hopes that this
figure can be pushed up to
Ibn cf/d in the longer term.
Kuwait has been forced to
sign gas import deals with
Iraq, Iran and Qatar in order
to supply domestic power
and desalination plants, but it
is hoped domestic reserves
can be used as a substitute.
Huge new investment in
the oil sector has already
been announced but this will
be spread over many years.
The managing director and
chairman of the Kuwait Oil
Company, FaroukAl Zanki,
commented: "We have a
strategy over 2004 to 2020 to

Al-Haffar Kuzbari was
twice married, first in 1941 to
Mohammed Karameh, the
brother of Abdel Hamid
Karameh, a hero of the 1943
Lebanese independence
movement. She was
widowed only one month
after the birth of their first and
only son when her husband


was killed. She was
remarried in 1948 to Nader
al-Kuzbari, a Syrian diplomat
and ambassador to Spain
with whom she had two
daughters. The couple
embarked on a nomadic
lifestyle, moving through
different countries
throughout Latin America
and Europe, including Spain.
The time she spent there
gave rise to a new direction in
her work, and she began
focusing on the Andalusian
legacy of the Golden Age.
Her most well-received
novel, "The Two Eyes of
Seville," explores this era.
The title of the novel came at
the suggestion of her late

establish their own
businesses, meanwhile,
face a far higher rejection
rate by banks for loans, and

more collateral than men.
Nevertheless, Amany
Asfour, doctor,
entrepreneur and" director
of the Egyptian
Businesswomen's
Association, feels that
women have made
significant gains in the
workplace, especially since
she was a youngster.
"Change takes time. You
can't just press a button. But
the awareness [of the need
for equitable treatment} is
there, and growing."


Although the state
officially fosters women's
participation in
development, it has
nevertheless denied them
the political representation
they need to secure their
rights. A recent effort to
restore the quota system
that once ensured women's
seats in parliament, has
failed. Morocco has a 10%
quota, Jordan 5%, and
women comprise 10% of
the Syrian parliament.
Egypt's previous quota,
guaranteeing women 7%,
was abolished in 1986, and
numbers have since
dwindled to an all-time low
of 2%.
In November 2006,
Egypt's ruling National
Democratic Party, which
holds a majority in
parliament, rejected the call
to restore the quota on the
egregious grounds that men
and women should be
equal before the law. Aside

elections are not until 2010.
The good news is that
women's role in civil
society has grown in
strength and numbers, to
respond to needs
unanswered by
government. Egypt has
around 16,000 NGOs,
dedicated to women's
health, education and
awareness-raising about
religious and legal rights.
The voice of civil society
leaders in press, media and
local communities was
provided an unexpected


impetus last year, as a result
of the so-called 'Eid
assaults '

Cairo or other urban
centres, to window shop or
catch a movie, some of the
few entertainments left
under Egypt's longstanding
-martial law. In October
2006, however, the crowd
got ugly. Women of all
ages, including those
wearing headscarves and/or
totally veiled, were targeted
for harassment by hordes of
aimless men and boys. The
women were attacked; in
some cases their clothes
were torn from their bodies.
Shopkeepers who gave
them refuge had their
windows and doors
smashed. In the midst of the
melee, and cries for help,


the
passiv


police remained

The incidents were first
reported online by
Egyptian bloggers, then
picked up by the wider
press. The security
apparatus responded to the
scandal by denying it had
happened, vilifying the
witnesses, and attempting
to destroy the proof. But for
the growing number of
women who suffer sexual
harassment, the Eid
assaults offered the chance
to speak out. Harassment is
a relatively new
phenomenon here, but in as
little as four or five years, it
has become pervasive,
cutting across age, class
and gender barriers.
Reasons range from
economic pressures, the
stress of overcrowding, to
the arrogance of the elite on


the one hand, and the
illusion of power that
abusive behavior affords-a
freedom-deprived p&, on
the other. What is sure is
that state
security,'increasingly
absorbed in protecting the
regime, has shown little
interest in -curbing the
assaults. While crime
generally appears to be on
the rise, security is more
concerned with corralling
suspected extremists,
violently dispersing
opposition demonstrations,
and arresting activists
-whenever it sees fit.
Dr Mariz Tadros,
political science professor
at the American University
in Cairo, points to "the
failure of state feminism"
in defending women's
constitutional rights, since

implement khul cases,
however, forcing women to
wait over a year and
overlooking unpaid child
support. As Tahani El
Gabali, Egypt's first
woman judge, wryly
commented in the Al
Ahram weekly magazine in
2003, "some [male] judges
are resistant to the spirit of
the law". It is a long and
painstaking process to
change both legislation and
. deeply entrenched
attitudes, as women
activists are aware. The
latest Arab Human
Development Report
(2006), entitled 'Towards
the Rise of Women in the
Arab World', concludes that
without affirmative action
to redress gender
inequities, Arab countries
will suffer further
economic and
developmental setbacks.
Yet the idea that women's
participation is crucial to
national development, in


Egypt at least is nothing
new.
"I call on every lover of
truth to examine the status
of women in Egyptian
society.. ." These words
might have been written
today, but they appeared in
1899, in a book entitled
The Liberation of Women,
by Egyptian lawyer Qasim
Amin. Amin (1863-1908)
argued that women's
political participation was
needed to overcome the
British occupation. Indeed,
Egyptian feminism arose,
not in direct response to
socio-religious restrictions,
but in parallel with the
nationalist movement. In
the 1920s and 1930s, men
and women joined forces to
negotiate the rights of
citizenship denied by the
British.
Qasim Amin believed
that Egypt's development
relied on women. He used
Islamic tenets to justify his
call for gender equality.

Such deals are useful but
will not be enough to achieve
the targets of Project Kuwait,
a long-term development
plan. Restrictions on foreign
investment have already
caused slippage in the target
of boosting oil production
capacity to 3m bld from
2005 and 2010. The
government remains
committed to further rises to
3.5m bld and 4m bld by 2015
and 2020 but more attractive
terms of investment will be
required if such figures are to
become anything other than
an aspiration. Without
Project Kuwait, the northern
oilfields will remain
undeveloped and there are no
other sources of generating
such a step in production
capacity.


Determining the success
of the Kuwaiti economy
depends on the standpoint
taken. GDP is rising and
government finances are
strong, while an already
wealthy population is set to
benefit from a variety of
financial handouts. Throw
comprehensive health,
education and social security
systems into the mix and it is
hard to fault government
policy. Yet an economy that
remains so massively under
state control and dependent
on a single source of income
cannot be seen as healthy. It
would be far easier for the
government to introduce the
kind of political, economic
and social changes that are
required to create a broader
economic base, while it
continues to benefit from
high oil income. It is easy to
understand why Kuwait opts
for the path of least resistance
- to stick with what it knows
- but the financial analysts
argue it is short-term thinking
that could prove expensive in
years to come.

matters increasingly into
their own hands. While a
largely misinformed
international public laments
'the plight of the Muslim
women', they are, in fact, at
the vanguard of
accelerating demands for
political and religious
reform.
