Eid is an Arabic word
which means 'happiness
that comes again and
again.' The word 'Fitr'
refers to 'Fitrana', a
compulsary charity,
which is a fixed amount
on behalf of each member
of the family, and must be
paid at least, before the
Eid congregational
prayers are- offered. The
Fitrana collected is
distributed under the
administrative set up
among the poor for them
to take part in the Eid
festivities. In addition to
Fitrana another
contribution called' Eid
Fund' is also expected
from each family. Eid
ulFitr is also a day of
thankfulness after the

In the past six months,
the US has invited the
Gadaffi regime to establish
an Interests section in
Washington and has
authorised US companies
with pre-sanctions
holdings in Libya to
negotiate the terms of their
re-establishment in that
country.
That set the stage for
last month's visit to Libya
by a 15-member US
business delegation the
first nonoil group of its
kind to travel to Libya in
more than 17 years.
The delegation flew into
Tripoli's old Wheelus Air
Force Base, which was
nationalised in 1970 and

the truth as Mrs Assail
revealed in an interview
with The Observer
newspaper. The first
weeks of her marriage,
she confirmed, were spent
travelling around the rural
areas of Syria in jeans and
a tee shirt. "I wanted to
meet ordinary Syrians
before they met me.
Before the world met me.
I was able to spend the
first couple of months
wandering around
meeting other Syrian
people- It was my crash
course. I would just
tagalong with one of the
many programmes being
run in rural areas. Because
people had no idea who I
was, I was able to see
them completely honestly,
I was able to see what
their problems were on
the ground, what people
are complaining about,


what the issues are; what
their hopes and,
aspirations are. And,
seeing it first hand means
you are not seeing it
through someone else's
eyes."
As a result of her

new clothes; new shoes;

every member of the
family is insisted upon. In

you'.
Breakfast of Eid Day is
compulsory so as to
signify that the Fasting of
Ramazan is over.
Generally, the Eid
Breakfast consists of the
popular dish 'Swayyan'
that is vermicelli prepared
in a simple way or in a
sophisticated way called


'Sheer Khurma.' The
breakfast dishes, however
are prepared differently
according to local
customs. It is reported that
Hazrat Ahmad once,
prepared "Zarda," .that is
'Sweet Rice,' for every
one who came to offer
congregational Eid
Prayers. (Malfoozat,
Vdl.4, p.336)
According to the
Tradition, people proceed
to the 'Eid Gah' an open
place designated to offer
Eid prayers, from one
direction and return from
another, to exhibit their
unity and pomp and show.
Congregational prayers
are offered men under
different tent and women
close by, under different
tent. After the prayers are
over, a scene of happiness
prevails. People stand up
and embrace one another
and exchange greeting of
salutations, as well as
Shower Blessings of Eid
on one another saying
'Eid Mubarak.' Women
who have offered Eid
prayers close by, have
similar scene of happiness
together with the noise of
children. The whole


atmosphere is filled with
cheerfulness, enjoyment,
noises of gaiety and
laughter.
After the Eid Prayers,
people return -to their
homes. Often, people visit
on another's home with
greetings, gifts,
salutations, and utterance
of 'Eid Mubarak' that is
'Blessings of Eid be upon
you.' Friends and relatives
are visited. Gardens and
Parks are filled with
people. Children eagerly
go to to their special Fair.
Educational and
Government institutions
are closed somewhere for
three days..
The Muslim Festival of
Eid-ul-Fitr is an occasion
of enjoyment and
happiness. It s not an
occasion to indulge in any
sort of frivolity. All sorts
of alcoholic drinks, illegal
drugs, gambling etc are-
prohibited. Muslims are
urged to .spend the Eid
Days in righteousness,
piety, Praising and

Africa (CCA), a non-profit
trade association
headquartered in
Washington. It included
representatives of large
conglomerates such as

companies such as Seattle-
based Freightliner, Dallas-
based Bell Helicopter and
J.D. Stark & Associates, a
US agricultural company
based in Panama, also
participated.
Parris, who 0 chairs the
CCA's working group on

to the country before, said
he didn't feel he was in a
police state.
"I didn't get any sense
of oppressiveness," he told
The Middle East. "I've
lived in the Soviet Union,
so I know how that can

meet Gadaffi himself, they
did hold talks with key
Libyan ministers, and each

Businessmen's Council.

among a restive younger

Private business must be
the engine of economic
growth in Libya, as it is in
the rest of the world."
Hayes has been to Libya
eight times, and has met
Gadaffi on four of those


visits. Although some
products still cannot be
sold to Libya until all US
sanctions are lifted, he
said, huge opportunities
exist for US business,
especially for small and
medium-sized companies.


"Libyan citizens arc
hungry for US products,
from agriculture to
automobiles," he said.
"The sooner all US
business can enter into
the Libyan marketplace, lie

is the best time to engage
the Libyan economy.
The CCA whose 200
member companies
represent 80% of all US
private investment in
Africa worked very closely
with the State Late
Department as well as the
Department of Commerce
in preparing for the
groundbreaking trip.
"I think Libya right now
is very open to the United
States, and we need to take
advantage of that for
several reasons," Hayes
said. "Economically, it
provides an opportunity for
contracts which employ a
lot of American workers. It
is also in our interest, both
domestic and
internationally, to look at a
new relationship with
Libya. You can't forget the
past, but how long can you
hold Onto it?"
Especially when you're
talking about a country
with oil reserves of 36
billion barrels, roughly the
same as Nigeria's. Once
full diplomatic and
business ties are restored,
say experts, Libya could
easily rank as the fifth or
sixth-largest oil supplier to
the US, after Saudi Arabia,
Venezuela, Mexico and


Nigeria.
"Volumes are
significant, Libya has
highquality oil and there is
also enormous potential in
terms of gas exports," said
Parris. "So for all of these
reasons, it would be a
mistake to suggest that
Libya is a minor energy
-player."
Despite the sanctions,
US oil companies have
been able to monitor their
investments in Libya
through foreign
subsidiaries, and the
Libyan government never
revoked their licences. At
the same time, Libya has
freely -traded with Europe,
and in 2003 the country's
oil export revenues came
to $13.4bn more than
93% of Libya's local
$14.32bn in export
earnings.
The sanctions kept
Libya from modernising its
oil sector for many years,
reducing their oil output",
said Parris. "When you go
to Libya, you see the price
they've paid in terms of
development. Now Libya
is essentially free of
sanctions, and because it
does have oil and gas
wealth, you will see a big
boost."
Parris, a senior foreign-
policy advisor at the
Washington law firm of
Baker Donelson, was US


-ambassador to Turkey
from 1997 to 2000. lie was
also director of Soviet
affairs during the Reagan
administration, principal
deputy assistant secretary
for Near Eastern affairs at
the State Department, and
senior director at the
National Security Council
under the Clinton
administration.
The former diplomat
says Washington's change
of heart toward Gadaffi has
a lot to do with the L ib\ an
'president's- announced
decision to dismantle
weapons of mass
destruction (\NID). "My
own view is that Iraq
wasn't the only factor, but
it clearly convinced
everyone who's paying
attention that the US is
serious about WMD," said
Parris. "There seems to be


little question that Gadaffi
had such programmes and
that he is working with the
US and international
community to definitively
and.verifiably end them."
In March, Assistant
Secretary of State William
Bums gave Gadaffi a letter
from President Bush
commending Libya's
progress in eliminating
WMD. It marked the
highest-level 'meeting
between the United States
and Libya in decades.
How much was Gadaffi
really influenced by the US
invasion of Iraq? It is hard
to say, though Parris
suspects that recent events
in the Middle East had a
major impact on Gadaffi's
thinking.
One thing I've learned
in 30 years of diplomacy is

Bush administration -
looking at the record on
terrorism and weapons of
mass destruction- has
concluded that Gadaffi is
serious."
Parris added:
"Sanctions are what
countries do when they
don't have better options.
It's pretty clear that Libya
has an economy where
there are limitations oil
expressions. It has been a
command economy for
many years, but recently
Gadaffi has brought in a
team that has advocated a
more private-enterprise,
entrepreneur-friendly
approach."
In addition to oil, other
promising sectors include
agriculture, tourism and
telecommunications.
Commodities giant Cargill,
for example, recently sold
750,000 tons of wheat to
Libya; the country also
represents a large market
for meat and poultry


exporters,
"Libya today is buying
$100m worth of corn oil
annually from European
suppliers. Americans can
probably provide that
cheaper. We do corn real
well," said Parris. "That is
just one.concrete example.
