Last month a
Jacksonville man became
the head of his family.
His really big family.
David Bateh, 57,
became the ial president
of the American
Federation of Ramallah,
Palestine, at the group's
July convention in San
Jose, Calif. From his
home in Jacksonville he
will lead the federation's
roughly 30,000 members,
all of whom trace their
roots to the same family
in the 16th century.
Becoming a member
happens by bloodline.
"We are all
descendants of seven
brothers," Bateh said.
A group of men from
the family came to
America from Rarnallah,
near Jerusalem, seeking
an education in the
1940s. When they
arrived, they created the
federation so that the
family wouldn't lose
touch with each other or
their heritage.
That federation
remains today and has

grown. With 22 clubs
across the country, its
headquarters are in
Detroit. Jacksonville has
about 3,000 members and
is the fourth-largest in the
country. The federation
exists to preserve the
family's heritage and
promote the positive
image of Arab-
Americans.
But about 10 years ago
Bateh found that he had
distanced himself and his
family, wife Renee Bateh
and children Rana,
Ronald, Miranda and
Bradley' Bateh, from all'
of that.
1 found out my kids
are almost adults," said
Bateh, owner of Premier
Pharmacy in the.
Springfield area. "They
weren't interested in our
heritage."
Bom in Ramallah,
Bateh's parents brought

The present Code of
Canon Law, promulgated
in 1983, explains the
working relationship
between pope and bishops
at general councils
(canons 336-341). Vatican
II's Lumen Gentium (no.
22) uses almost the same
language. Canon Law 336
declares that the two
working together are the
final authority in the
church: "The college of
bishops, whose head is
the Supreme Pontiff, ...
together with it head and
never without this head, is
also the subject of
supreme and full power
over the universal
church." The pope is a
member of the college of
bishops as head of the
diocese of Rome, but the
emphasis is placed on the
.pope as head of the
college.
In regard to councils,
canon 337 states: "The
college of bishops-

By Brother John
Samaha, S.M.
exercises power over the
universal church in a
solemn manner 'in an
ecumenical council."
Canon 338 reserves to the
pope sole authority in
some matters: convoking
anecumenical council;
presiding over it
personally or through
others; transferring,
suspending, or dissolving
a council; approving its
decrees; setting the
agenda, and approving
items added to the
agenda

Islam strictly forbids
to backbite and to slander.
The two terms
'backbite' and 'slander'
need to be defined.
Backbite: To say mean
and spiteful things about
one absent. (Dictionary)
Slander : 1.To backbite a
person.
2.The utterance of
false charges or
misrepresentation to
defame or damage
anotherts reputation.
(Dictionary)
Backbitr is thus, a
mischievous and
malicious person and
he/she goes about
slandering.Whereas a
a slanderer is the one who
utters calumny and exites
discord in a harmonious
company or society.As
such backbiting is talking

Enumerating the faults

the absence of a person is
backbiting. A person who
listens to such backbiting
for enjoyment
himself/herself becomes
a part of the backbiting

guilty.

Noha Sinno. The show,
curated by Farzad Karimi,
features some strong,
colorful and elegant work,
a contemporary
expression of the political
situations in the Middle
East and the United
States, as well as
ecological conditions
seen through their
multiple identities.
Rheim Alkadhi, born in
1973 in Buffalo, New
York, to an Iraqi father
and an Anglo-American
mother, lived in Iraq
during the 1970s and
returned to the United
States at the onset of the
Iran-Iraq war. In 1991,
Rheim traveled to
Palestine/ Israel with the
Quaker Fellowship of
Reconciliation. She
received a.BFA and MFA
from CalArts and UC
Irvine and her work is
shown in the U.S. and
Canada. The two pieces in

this show relate to her
visit to Palestine. A sign,
"Dodd al Ihtilar (against
the occupation), is
combined with a bird
beak mask, a reminder of
women protesting with
this same sign written in
three languages Arabic,
English, and Hebrew. The
second is a stuffed
chicken with a yellow
McDonald's "W' around
its neck, as if it had been
removed from the ceiling
from which it was hung.
"Kalla-Shukran" (no,
thank you) is written in
Arabic on the fabric in
different sizes. Rheim
told me about a worker
being fired from
McDonald's in Israel for
speaking Arabic. Her
poetical way of
resistance, very clear and
full of humor, is from a
woman's and a
consumer's point of view.

Arab Identity
(continued from page 1)
Americans, many of whom
are the result of marriages of
diverse cultures and
edinicities, is a mistake and
an unfortunate example of
academic and political
shortsightedness.
Years before my Syrian
(now considered Lebanese)
relatives arrived in the U.S.,
white Americans went to
great lengths to document the
genetic make-up ofeveryone,
by stating in slave papers and
on birth.certificates the exact
proportion of "black" blood
to "white." Half-breed,
quadroon, octoroon, mulatto
were classifications used to
define individuals .and
determine their acceptability
in white society. Men and
women with as little as 1/3
2nd of"black" blood could be
stripped .of all rights,
including the right to vote; or
to own land, or to be counted
as a person for the purpose of
the census.
In the wake of September

UIth and facing the subsequent
erosion of civil liberties and
human rights in this country,
we would be unwise to fall
into the trap of racial
constructs when thinking
about, studying, writing
about, or advocating for
Arabs and Arab Americans.
Whether in legal, academic,-
or in loose semantic terms,
we typically recognize as
Arab American only those
with the "purest" Arab blood,
those who retain knowledge
ofArabic, and possess typical
Arab looks, and dress in
traditional Arab garb. In so
doing, we legitimize those
who use the same criteria to
exclude particular
populations from lands or
rights, and reject our own
future generations and the
inevitable evolution of our
culture.
I am one quarter
Lebanese, three-
quarters southern white
American. My boyfriend is
the inverse. We joke that

him to Jacksonville when
he was 6. The idea of the
federation had been to
keep the Palestinian
heritage alive for families
like his, and Bateh had
not been making time for
it.
After his wake-up call,
Bateh and other members
of the club who had not
been involved in the
organization, including
club manager John
Rukab, decided -to
breathe new life into
Jacksonville's federation.
"We've brought it back
to a point where we never
even imagined it would
have gone to," Rukab
said. "It just kept
spreading and
spreading."
Rukab, who served
three years as vice
president, two of which
were while Bateh was
president, said they and
the other leaders were
able to set a national
example for other clubs
that were trying to get
started again. Now, with
Bateh as the national

president, he said
Jacksonville can really
lead.
"We feel we're the
most progressive and
successful club in
relation to the other
clubs," Rukab said.
This will be Bateh's
second year in a national
leadership role. Last year
he became the national
deputy president.
The role as a national
leader of the organization
has given him the chance
to meet statesmen from
across the world. He has
met with former
Palestinian Prime
Minister Mahmoud
Abbas, and he and his
wife keep pictures of him
and former Queen Noor
of Jordan in one of their
family photo albums.
Now as president,
there are other leaders
Bateh would like to meet.
This weekend, for
example, he will meet
with Harrizah bin al
Hussein, the crown
prince of Jordan, in
Detroit.
"I'd like to meet one-
on-one with John Kerry,"

Church Law
(continued from page 3)
states that an ecumenical
council cannot come into
play without papal
authority. But history
shows exceptions in the
first millennium when
emperors and one
empress called and
sometimes preside- dover
councils, usually with the
knowledge and blessing
of the popes. Nor did
popes always attend
general councils in
person. In such a case
they would send a legate
to speak for them.
The decrees of a

general council are valid
and binding only after the'
pope approves them and
orders them published.
Canon 341: "The decrees
of an ecumenical council
do not have obligatory
force unless they have
been approved by the
Roman Pontiff with the
council fathers, confirmed
by him, and promulgated
at his order." Only at the
behest of the pope are the
results then shared with
the universal church.
Bishops are the main
participants, and canon
law gives them alone the

Backbiting
(continued from page 3)
prohibits backbiting and
slandering.
"Backbiter, one who
,goes about slandering."
(68:12)
"0 ye who believe! ...
And spy not one another
neither backbite one
another;Would any of you
like to eat the flxsh of
his/her dead
brother/sister, certainly
you would loath- it.."
(49:13) ttWoe to every
backbiter,slanderer"
(104:2) Two Arabic
words used in the verse
104:2 need explanation.
'Humza' means: tone
who finds fault with
others behind their backs;
and 'Lumazalis one who
finds faults with people
behind their -backs or
before their eyes.'
(Aqrab)
Backbiting and
slandering are therefore,
two bad qualities which
cut at the root of all social

peace mentioned in verse
104:2.
Backbiting and slander
-mongering are two main
evils from which the so-
called civilized society
siffers these days.
(Ghulam Farid, Holy
Quran J.N, 3431,P.1401)
The vices of
'backbiting' and
'slandering' are
condemned in
the strongest terms in
the verse 104:2 of the
Holy Quran.
1. Scandal-
mongering,talking or
suggesting evil of men or
women by word, hint,
insinuation, behavior
mimicry, sarcasm, insults
strictly prohibited in
Islam.
2. Detractin I from
their character behind
their backs even if the
thing suggested are true
but the motive is clearly
evil, is forbidden in
Islam.

treatment of the
Palestinians. He cancelled
a meeting with US
President George W Bush
in April after the US
backed Israeli plans to
retain settlements in the

The King is eager to
see a peaceful settlement
of the Israeli-Palestinian
conflict and the creation
of a Palestinian state that
could welcome home a
section of the 1.7m

unlike some Arab states in
the region he has
attempted to bring this
about by consolidating
relations with Israel.
Following talks at the
World Economic Forum,
the two governments

The new Qualified

agreement maintains the

Jordan, where Israeli
firms have set up a range
of enterprises, primarily
within the export
orientated textile industry.
However, it also makes
provision for free trade in
some goods across the
Jordanian-Israeli border.
In addition, the two
countries have agreed to
set up a science park in
their common Rift Valley
borderlands. While the
Bridging the Rift centre,
which is due to open in
2009, is designed to be a
symbol of cooperation
between the two
countries, its desert
location has been

Although Bateh said
the federation is not
pushing for one

November election,
"We're very unhappy
with [President] Bush's

if we're hearing enough

No matter who favors
whom, Bateh said one of
his first goals will to.be
help bring out the Arab-
American vote in the
general election. Once
that is over, he will turn
to other things, such as
planning next -year's
convention in New York
The next convention, in
2006, will be in
Jacksonville. The local
chapter also is about to
celebrate its 50th
anniversary with a party
in November.
There also are local
leaders who would like to
meet with the -new
president of one of the

nation's largest Arab-
American organizations.
Marilyn McAfee,
president of the World
Affairs Council of
Jacksonville, shares
Bateh's interest in
exposing the positive
side of Palestinian
culture.
"It is not a question of
one side being all right
and one side being all
wrong," McAfee said. I
think that a balanced look
at the issue, any issue, is
always very important."
To this end, Bateh
wants to bring more
young ArabAmericans
into the fold during his
term as president. A new
national handbook has
been distributed to
members of the
federation filled with
names of young
ArabAmerican
professionals, how they
are employed and where
they went to school.
Bateh said it's a way to
help young members of
the federation get

the questions that I wish

"I didn't think you younger

Jordan
(continued from page 10)
2002. All eight, some
closely linked to Al
Qaeda, were sentenced to
death, although some
were sentenced in
absentia.
In May, three men were
sentenced by a Jordanian
military court to three
years imprisonment for
planning attacks on
foreign tourists, Jordanian
intelligence operatives
and shops selling alcohol.
The following month
another Jordanian court
convicted nine men of
setting up an A] Qaeda
cell in the country and.
conspiring to carry out
acts of terror against both
foreigners and Jordanians.
The nine were sentenced
to 15 years each, although
somewhat unusually the
leader of the group had
his sentence immediately
halved. Those arrested in
each incidence include
citizens of 6ther-countries,

although the majority
were Jordanians.
ECONOMIC
RECOVERY
Despite the terrorist
threat, economic growth
has begun to pick up. Not
only did GDP grow by 3%
last year but the
annualised figure for the
first quarter of 2004 stood
at 7% well above
expectations. Jordan
finally seems to have
emerged from the 1988
crisis, when the budget
deficit- and currency
devaluation forced the
government .into the arms
of the IMF. Under the
Fund's directions, the
country embarked upon a
long period of economic
restructuring, cutting
expenditure and
attempting to rein in
public debt. The lack of
valuable natural resources
has also contributed to the
willingness to reform:
While even neighboring
Syria can rely on sizeable
oil revenues, Jordan does

not benefit from such a
ready source of income.
A number of loss
making state owned
enterprises were sold off,
the regulatory structure
was redrafted to make it
more attractive to
investors and subsidies on
basic goods have
gradually been reduced.
The progress that has
been made was
highlighted by the
different ways in which
the Gulf War of 1991 and
the Iraq War of 2003
affected the country.
While the former
provided a major setback
to Jordan's recovery,
affecting both regional
trade and investment in
Jordan by non-Middle
Eastern companies, the
latter had relatively little
impact, although this may
have had much to do with
the increased level of
western support.
With most of the
reforms now complete,
the government has tried

to encourage foreign
investment in the country
but has been thwarted by
the poor perception of
political stability in the
wider region.
Nevertheless, Jordan
