Victor's hobbies were
coaching baseball and
basketball, golf,
bowling and serving as
a fourth degree member
of The Knight's of
Columbus. Most
importantly, he was
proud of his family and
treasured the times he
spent with them. He
touched the lives of
everyone he came
across while truly
caring for his
community, country
and heritage.

Victor will be sadly
missed, but fondly
remember by his loving
wife, Jeanette, 4

abundant: Tobacco

This fact is now
being demonstrated to
Arabs themselves, as
government data
collection becomes
more sophisticated.
Although only two
countries in the region-
-Egypt and Jordan--
now compile records of
all smoking-related
deaths, many countries

Africa are expected to
follow suit shortly.

Statistics on smoking
in the Middle East
make fascinating
reading. Consider this:
Although Arab


governments have long
applied double and.
triple digit import
duties on tobacco
products, tobacco in
those countries sells at
a fraction of what it
costs in London, New
York or Tokyo. This
cost factor may help
explain why, in general,
Arab men are 30%
more likely to smoke
than their brothers in
North America and
western Europe.

Collecting data is one
thing, but changing
habits is another. In
many countries in the
Middle East, smoking
remains a popular
social custom among
men. What cafe is
without its forest of

The offer of a cigarette
("please, take one") is a
mark of hospitality
throughout the region.

But the social costs
(often borne by state
health agencies) have
caused most
governments to re-
examine their tobacco-
related policies. This
reflects the
overwhelming
evidence that cigarette
smoking is a major
cause of various
preventable lung and
heart diseases.
Forecast rises in cancer
rates in the region
could bankrupt the
already strained state
health systems of a
dozen Arab states.

The changes now
being enacted include
general bans on
smoking on public
buses and trams,
segregated smoking in
restaurants and cafes,


bans on smoking in
department stores and
food shops, as well as
bans on smoking in
classrooms.

Virtually all
governments in the
region now mandate
health warnings on
cigarette packs; many
are now strictly
l i m i t i n g
advertisements.

Ironically, this is not
the first time the
Middle East has
witnessed an anti-
smoking jihad. Under
some early Ottoman
rulers, smoking was
banned on pain of
death.

In a less drastic way,
smoking has become
socially unfashionable
in some key population
segments in the Middle
East; most notably

Tobacco Divide

Many governments
in the region remain
torn between the sure
knowledge of the
enormous health costs
of smoking, and the
huge profits they earn
through import duties
and sales of cigarettes
made in state-owned
tobacco factories.

In many countries in
the Middle East the
tobacco growing and
cigarette manufacturing
industries employ a
significant number of
workers. This includes
approximately 50,000
in Turkey, a similar
number in Egypt, and
between 5,000 and
10,000 each in Algeria
and Iran.


Out of 20 countries
surveyed in the
Middle East region,
10 still have state
tobacco monopolies,
which control as
much as 94% of
cigarette sales in their
domestic markets.

For cigarette
smokers in the
Middle East,
globalization has
long been a reality.
Phillip Morris, the
US-based giant,
dominates the region
in terms of sales
volume, although it
only holds top market
share in three of those
countries. Other key
international players
in Middle East
markets include BAT
(British American
Tobacco), RJR
(Reynolds Tobacco),
and Rothmah's
International. The
other two major
European players
(Germany's Reemsta
and Spain's Altadis)

There are some
notable local brands,
which have loyal--if
addicted--followers.
These include
Cleopatra (Egypt),
Casa Sports
(Morocco), Time
(Israel) and Tekel
(Turkey). None
enjoy a significant
export market, except
to local workers
based overseas.

The trend to limit if
not eliminate
smoking has gained
support throughout
the region. In May of
this year, the World
Health Organization
(WHO) presented its
International Award
for Combating
Smoking to Jordan's
Quen Rania,
acknowledging her


efforts to globalize
smoking-related
court suits.

The award
underscores another
aspect of smoking in
the Middle East: It
remains primarily a
man's' habit. In
virtually all Arab
countries, women do
not currently
constitute more than
5% of the smoking
population. This is
borne out in what
statistics are available
on cancer and other
smoking-related
diseases.

However, there are
disturbing signs that
among teenagers, the
number of girls
starting to smoke is
rising sharply,
according to a major
report on tobacco use
released by the WHO
earlier this year.

Lebanon, for example,
recently staged a
"Tobacco Free Films"
festival. Qatar's
Ministry of Public
Health has launched a
series of competitions
and other information
campaigns to
encourage a "tobacco-
free" lifestyle.

Middle Eastern
countries have played a
prominent role this
year, in advancing tlme
WHO;s Framework


Convention on Tobacco
Control, which lays out
initial steps to curb if
not eliminate tobacco
use. Among the first to
sign were delegates
from Algeria, Egypt,
Iran, Israel, Kuwait,
Qatar and Yemen.

Provisions of the

192 nations--
dramatically raise
tobacco taxes, prohibit
tobacco ads and ban
smoking in public

Kuwait Goes To the Polls

'shadow' poll organised
by the Kuwaiti
Journalists Association.
Kuwaiti women are not
allowed to participate
in their country's
electoral process and
the 'shadow' poll votes
were not valid. Yet
their contribution to the
latest electoral process
was historic and
fascinating in what it
revealed when the
'shadow' votes were
counted.

The 'real' counting that


went on overnight in
Kuwait returned
gloomy news for
liberals and
modernizers. However,
it was swiftly noted that
including the 'mock'
votes of the women
poll would have
returned the. opposite
result.

The largest block of
'mock' votes---nearly
75% of the total
number of women
living in the affluent
constituencies of
central Kuwait City ---
were given to
modernizers such as

Information Dr. Sa'ad
Al Ajmy, contesting his
second unsuccessful
election, and writer and
political activist Dr
Ahmad Al Rubie, who
lost his once secure
seat.

A pre-election poll
showed only 35.6%
support for giving
women full political
rights among the 246

50 seats in 25
constituencies.

The liberals' loss of
four of their main icons
bitterly disappointed
women at the end of
what has been a long
campaign for female


suffrage in this oil-rich
state. Liberals made up
less than 18% of
candidates forming a
healthy parliamentary
opposition to the
Islamists and
supporters of the ruling
Al Sabah family.

In the last parliament
these 'conservative'
elements presented
what they considered a
liberal, democratic
modernization
programme. The new
scheme called for
lowering the voting age
from 21 to 18 and
enfranchising
servicemen, members
of the police force and

Ironically, the Shi'a --
who make up 9.3% of
candidates and are
traditionally opponents
of the ruling family --

large Islamist Sunni
groups, the 'Muslim
brothers' and the anti-
western Salafis,
declared women 'unfit
to hold political
position.'

However, in the Middle
East with its
evershifting political
sands, things are never

Hussein, which as a
comfort to all freedom
and democracy loving
liberals, also
contributed to their

threat to Kuwait,

removed a unifying

Eastern Studies, has
republished the 1930
"Arab Music" with a
new introduction by
musicologist Christian
Poche. According to
Myra Prince, who
directed the project, the
book permitted
theoretical music
composition to cross
the Mashreq and to
reach the Maghreb after
its translation into
French language.

The book's author is the
baron Rodolphe
d'Erlanger, a wealthy
French painter and
musician who spent
most of his life in Sidi
Bou Said, Tunisia. It
was published
posthumously, edited
according to
d' Erlanger' s
instructions by his
secretary, Mohammed
Tannosi. D'Erlanger
had personally
translated the 9th

century writings of Al-
Farabi (hitherto
untranslated) and
included 15th century
studies such as Safi
Eddine's "Al-Qal-
Qrafia" portions of
f A v e r .o e s
Mathematics," and a
section entitled "Setting
the Common Laws in
Contemporary Arab
Music." Thus the work
is both a formal
compilation of rules
and practices as well as
a history of Arab music.
Arab music has a
fascinating past,
particularly in the polar
roles it has played. In
the 9th century, music
was far more than
entertainment; it was
considered one of the
four pillars of learning
along .0ith cosmnolog.,
astrology, and
mathematics. Carra de
Vaux, orientalist and
musician, wrote a
preface for the first
edition in which he
suggest a reconciliation
between divergent
philosophies, unifying-
their opposing views on
the subject of music.
He presents the study
as an inseparable part
of a consistent
intellectual system. He
speaks of the work as
"synthetic and

Iconoclasti c
Controversy (726-843),
which objected that
pictures and statues of
sacred figures in
churches led to heretical
idolatry, influenced
Byzantine artists to seek
spiritual representation.
What some characterize
as the sameness of
Eastern icons is actually
a stylistic convention
consciously
perpetuated. The
Byzantine art tradition is
conservative by nature.

Byzantine icons are
symbolic expressions of


orthodox Christian
belief. These artistic
renditions represent the
truth which that society
upheld. Since the truths
of faith are unchanging,
so icons are basically
traditional in their form
and subject. Yet within
this tradition artists
found room for change
and personal artistic
expression. Especially
is this evident in the
three known icons of El
Greco.

As the first and
wealthiest Christian
empire, Byzantium
lavished its finest art on
the Church, especially
on holy images. Of that
era only a small number
of icons have survived
the vicissitudes of
history. Of these, only a
spare handful are found
in American collections.
