Jordanian Judges Explore U.S
Legal System Details

A group of Jordanian
judges visited all of
Jacksonville' s
courthouses yesterday,
exploring the differences
between the two nations'
legal systems.
The group includes
several of Jordan's top
judges who are visiting
the United States on a 19-.
day tour that includes
stops in Washington and
New York.
During meetings with
Jacksonville judges and
court administration

personnel yesterday, the
Jordanian judges asked
basic questions about
how American courts
coordinate their docket,
while also touching on
more complicated issues.
"Doesn't being an
elected judge cause you a
conflict of interest in
some cases?" Judge
Yousef Hmoud, the head-
appellate judge in
Amman, asked County
Judge Roberto Arias
through an interpreter.
Arias said he and other

Vision Of The Gentiles Who
Are To Be Saved During The
Great Tribulation

After this I beheld,
and, lo, a great
multitude, which no
man could number, of
all nations, and
kindreds, and people,
and tongues, stood
before the throne, and
before the Lamb,
clothed with white
robes, and palms in
their hands; And cried
with a loud voice,
saying, Salvation to our
God which sitteth upon
the throne, and unto the
Lamb. And all the
angels stood round

Catechesis By Christmas Carol

A popular English
Christmas carol, one
which is known and sung
around the world,
embodies much more
than a catchy and
repetitious melody with
picturesque phrases
describing unusual gifts.
The Twelve Days of
Christmas is a carol that
is more hymn than
ordinary song. It includes
layers of meaning.
Recall that during the
severe persecution of the
Catholic Church in
England over three
centuries, Catholics were
forbidden to practice
their faith openly. From
1558 to 1329 the faithful
lived a clandestine life.
During this period
Catholic teachers
composed The Twelve

Eid-ul-Azha, also
called Eid-ul-Azhia, Eid-
ul-Adha or Eid of
'Sacrifice' is celebrated
throughout Muslim
countries,on the 10th of
Zul-Hajj of Muslim
calendar. Eid-ul-Azha is a
Muslim festival and is
commemorated to recall
the historical event of
Hazrat Ibrahim's
(Abraham's) readiness to
sacrifice his son Hazra
Ismael (Ishmael), who
had submitted himself too
to fulfill the Will of Allah.
As Hazrat Ibrahim was
ready to fulfill his vision
literally, Allah sent a lamb
in lieu of revealing that
his sacrifice had been
duly fulfilled and
accepted. Again, the
sacrifice of Hazrat
Ibrahim was fulfilled in
another way that he took

his minor son Hazrat
Ismael and his wife
Hazrat Hajira (Hagar) to a
far flung area in Arabian
desert and left them alone
under the protection of
Allah. Later Hazrat
Ibrahim along with
Hazrat Ismael rebuilt
'Kaba' in Macca, now in
Saudi Arabia, an ancient
'House of Worship'
originally built by Hazrat
Adam. It is now
obligatory upon every
Muslim male and female
at least once in life to visit
Macca and perform Hajj,

New Prospect for Peace in
Sudan?
After almost two decades of continuous
feuding there is now some hope Sudan's
main political factions will be able to
agree a peace.

Sudan has seen
almost nothing but
fighting between
K h a r t o u m
governments and the
south since
independence from
Britain in 1956. But
now peace talks
between the two sides
have offered a way
out, which could see
Africa's largest state
achieving political
harmony. The deal
offers southerners a

referendum on their
future after six years
of autonomy and a
"waiver on the Islamic
Shariah law applied in
the north which has
sharply drawn into
focus the cultural
differences between
Sudan's north and
south. A government

peace talks in early
September after the

Egyptian Ambassador Nabil
Fahmy Visits Los Angeles

H.E. Nabil Fahmy,
Ambassador of the Arab
Republic of Egypt to the
United States recently
was the guest speaker at
the Town Hall members
meeting. He discussed the
breakdown of the Middle
East Peace talks and the
ensuing period of
violence which has seen
yet another dramatic
escalation of abnormality
and the need for new
diplomatic agendas to
save the peace initiatives
in the Middle East.
He stressed that the
Egyptian-US relation will
not be effected by the
September 11 tragedy.
He noted the fact that
violence was present in
every civilization and
culture, adding that
violence was not directly
related to religion.
He also called for the
need of a world

cooperation to fight terror.
The event, which was
held at the UCLA faculty
center building in Los
Angeles, was sponsored
by the TownHall and co-
sponsored with the UCLA
,Burkle Center for
International Relations.
Following his
presentation and
answering, very calmly,
many questions, he met
with many Egyptian-
American leaders.
Ambassador Fahmy,
has been a career
diplomat since October
1999 and has played an
active role in the
numerous efforts to bring
peace to the Middle east.
Ambassador Fahmy
has served as Egypt's
Ambassador to Japan, and
as Political Advisor to the
Foreign Minister. He also

DNC Passes Civil Rights
Resolutions, Calls for an end to

Americans

During an annual
meeting of the
Democratic National
Committee's executive
body, the DNC passed
several resolutions
promoting civil liberties
and defending immigrant
rights in the wake of the
September 11 terrorist
attacks.
Three of the
resolutions were
introduced by Arab-
American DNC
Executive Committee
Member Dr. James
Zogby and included
significant passages
regarding Arab American
and Muslim American
civil rights. The first
resolution referred to
official law enforcement
profiling and
discrimination against

Arab Americans and
American Muslims. The
DNC stated "the war on
terrorism can be waged,
and our homeland
security defended,
without trampling on the
personal freedoms of
Arab Americans, Muslim
Americans and any other
American community. "
The DNC also resolved to
"celebrate American
diversity and strongly

Outlining the DNC's
position on immigration,

Maghreb Power Trading
The countries of the Maghreb are
poised to upgrade their power
trading arrangements by linking up
with producers in the Middle East,
Europe and possibly, right across
Africa.

While efforts to
create power pools in
southern and West
Africa have attracted all
the big headlines, a
similar scheme in North
Africa continues to
make impressive
progress. Transmission
lines are being
constructed between the
countries of the
Maghreb, Libya and
Egypt, with the eventual

aim of joining up with
even bigger power pools
in the Middle East,
Europe and possibly
right across Africa.
The necessary
infrastructure is already
being put in place, so
that existing small scale
bilateral power trading
can be re-placed by a
genuine power pool.
This will encourage the

Judges
(continued from page 2)
judges are careful to
decide issues based on
evidence and law, and in
cases where conflicts
exist, they remove
themselves from the case.
The Jordanian judges
arrived in Jacksonville on
Sunday and will leave for
New York tomorrow.
During their stay, which is
being coordinated by the
International Resource
Center of Jacksonville,
the judges have
participated in a panel
discussion at the Florida
Coastal School of Law
and attended a workshop
on small claims court.
While visiting the
current federal courthouse
yesterday, the Jordanian
judges posed for pictures
in one of the larger
courtrooms, which they
said were far more ornate
than most Jordanian
courtrooms.
Judge Mohammad
Samid Al Raqqad, the
head of Jordan's Judicial
Council and delegation

leader, said in an
interview that American
and Jordanian legal
systems also have a
number of fundamental
differences.
For example, Jordanian
cases are decided only by
judges, not juries. And
judges are appointed by a
judicial council, which
comprises high-ranking
members of the legal
system such as the top
prosecutor and
investigator.
Al Raqqad also said the
news media is forbidden
from reporting on court
proceedings, though those
proceedings are open to
the public.
"The media can have
an inflammatory effect on
the public,. and we do not
want that influencing a
judge's decision," he said
through an interpreter.
And the Jordanian
judges said there are a
number of more subtle
variations between the
two legal systems. For
example the American

Amen. And one of the
elders answered, saying
unto me, What are these
which are arrayed in
white robes? and
whence came they? And
I said unto him, Sir,
thou knowest. And he
said to me, These are
they which came out of
great tribulation, and
have washed their
robes, and made them

white in the blood of
the Lamb. Therefore
are they before the
throne of God, and
serve him day and night
in his temple: and he
that sitteth on the
throne shall dwell
among them. They shall
hunger no more, neither
thirst any more; neither
shall the sun light on
them, nor any heat. For
the Lamb which is in
the midst of the throne
shall feed them, and
shall lead them unto

those responsible for the

September 11 must not be
used as an excuse to
harass or intimidate
innocent immigrants."
The Resolution also states
that "the United States of
America is a nation of
immigrants, a multiracial
melting pot that derives
its strength from the
talents of people who
have come from all
comers of the globe."
Finally, the DNC
encouraged its members
to support civil liberties
and protect the freedoms
of the Constitution.
"Democratic Party elected
officials at local, state and
national levels are not to
be intimidated by public
support for extreme
measures, and to speak
out continuously and
fearlessly to protect our
constitutionally
guaranteed freedoms and
against selecting one
group of people as less
deserving of
internationally agreed
upon civil rights than
others of as suspect

merely because of a
shared nationality or
religion with terrorists."
In addition to
introducing these
resolutions on civil rights,
Zogby addressed national
delegates of the DNC's
Young Democrats.
Zogby's presentation
encouraged students to
build ethnic coalitions
and specifically to reach
out to Arab-American
students.
"The DNC forcefully
restated its commitment
to civil liberties
regardless of race,
ethinicity, religion or
country of origin. During
this sensitive time, when
some have been targeted
for defending civil
liberties and basic
American ideals, it is
more important than ever
that our political
institutions speak out in
support of our freedoms
and of American
democracy," said Zogby.

The campaign,

In late October the

merchants, journalists,
members of the Shura

The Prime Minister,
after shaking hands

questions and spoke
frankly to his guests in
the time honoured way.
Though traditions
remain, Sheikh
Hamad's commitment
to a modern

absolute. A number of
women stood in the
elections, marking an
important step towards
political equality.

Bahrain

make a vital
contribution to the
country's economy in
all walks of life.
During the
campaign, Islamists
leaders, unhappy about
the notion of women
voting in the first
place, declared
publicly that 'voting
for an unveiled woman
is a sin in Islamic
teaching'; this led to
five of the eight female
candidates appearing
with scarves round
their hair in subsequent
election rallies. The
first ever public debate
of women candidates
to be held in the Gulf
was organized by
Sheikha Sabieka, the

University before the
election took place.
Until Bahrain's First

Queen decided to
become involved,
women candidates
were still shy of
entering the political
fray. Some did a bit of
talking in shopping
malls. But the main
breakthrough came
when Sheikha Sabieka
called the meeting at
the university and
suggested each female
candidate prepare a
manifesto to be
included in the

program. Acting as
chairperson, Sheikha
Sabieka encouraged
female members of the
audience who
outnumbered men at
the meeting to press
the women candidates
for answers tp their
political questions,
thereby encouraging
their participation in
the new political
process. Many remain
unconvinced that
politics is a suitable
job for a woman but
eventually such
opposition is likely to
erode.
The perceived threat
today comes not from
women candidates but
from the Islamists. One
candidate had a

encompassing 46
points all designed to
reshape Bahrain in the
mould of a. Taliban-
style theocracy. The
implementation of his
program, a Bahraini
businessman said,
would dismantle and
ruin the economy of
this traditionally open
and liberal island.
Local mullahs,
especially among the
majority Shia
population, urged a
boycott of the election.
Just 36 hours before
polls opened,

but the talks
continued. Pressure
for them to keep going
remains strong in
late October President
Bush signed the Sudan
Peace Act, which
means Washington
will block
international loans
and seek a UN arms
embargo on Sudan if
the government is
deemed less than
100% committed to
peace.
The euphoria felt by
northerners and
southerners in
Khartoum has given
way to deep concern
about where it all went
wrong in a country
that, on paper,
possesses all the
ingredients for an
affluent future. Sudan
boasts water, oil and
fertile land, as well as
a population that has
not expanded beyond
the country's
capabilities.
The war has been,
to a great degree, a
war over Sudan's

identity. Muslim, Arab
and Arabic elites in
the north Nubian and
Arab tribes living
along the River Nile
from the north down
to the Khartoum area -
have formed the
politically dominant
cultural group in the
multi-ethnic country
since independence.
People of the east and
west complain, as do
the southerners, of
political and economic
marginalisation. But
unlike the southerners
they have been part of
the Arab-Islamic
cultural system
dominated by
northerners for
centuries. For the
north, then, Arab-
Islamic identity has
been essential to the
complicated process
of Statebuilding in a
country with over 500
tribes and 150
languages.
There is a cultural
price to pay for this.
Many argue that the
Islamist government,

The Second Coming
of Christ in Glory
And I saw heaven
opened, and behold a
white horse; and he that
sat upon him was called
Faithful and True, and
in righteousness he
doth judge and make
war. His eyes were as a
flame of fire, and on his
head were many
crowns; and he had a
name written, that no
man knew, but he
himself. And he' was
clothed with a vesture
dipped in blood: and his

name is called The
Word of God. And the
armies which were in
heaven followed him
upon white horses,
clothed in fine linen,
white and clean. And
out of his mouth goeth
a sharp sword, that with
it he should smite the
nations: and he shall
rule them with a rod of
iron: and he treadeth
the winepress of the
fierceness and wrath of
Almighty God. And he
hath on his vesture and
on his thigh a name
written, KING OF

of a writing off of
some of its huge

Southerners will want
to see their people
given serious
positions of power,
not simply deputy
positions in key
government ministries
and a few token top
jobs. SPLA leader
John Garang is
understood to be
arguing for a rotating
presidency with Omar
Bashir. One of the
biggest fears among
civil rights activists is
that the peace being
carved out now will

leave President Omar
Bashir in place to rule
the roost over the
north. President
Bashir came to power
in a 1989 military
coup, then allied
himself with Islamist
radicals led by
ideologue Hassan Al
Turabi. Bashir's main
strength is his military
background, while
Sudan's other main
politicians, including
Garang, now under
house arrest, the
Turabi, and Sadeq Al
Mahdi the prime
minister Basbir ousted
in 1989, are
charismatic leaders
with large followings.
"Bashir is interested
in power, whether it's
Islamic or secular.
He's planning to stay
for another six years
on the back of the
Americans," s-ays civil
society activist Ghazi
Suleiman, who has
been detained many
times in the past for
his pro-democracy
activities. "The

Sudan
(continued from page 28)
disturbed many in the
north. Northern
opposition figures see
in Shari'ah law a
means for Bashir's
regime to continue
governing the country,
while Southerners -
Khartoum contains
some four million of
them, mostly
internally displaced
by the war see in it a
continuation of the
Arab-Islamic desire to
dominate. Reports
from the talks in
Machakos in Kenya
before they broke up
had the government
vehemently opposing
an SPLA demand that
Khartoum, as the
national capital,
should be a Shari'ah-
free zone. For

Khartoum, built nearly
200 years ago by
Eg y ptian-British
colonial authorities,.
has always
represented a State
they never felt was
theirs. Khartoum
today isn't half the

city it used to be.
"Jumhouriya Street
here used to have
dancehalls and bars.
Now it's dusty and
empty and beggars fill
the streets," says
Mustafa, an ageing
communist sitting in a
cafe he ruefully notes
was once a bar.
The southern
intellectuals doing the.
round of Khartoum's
foreign diplomatic
parties say the most
likely scenario is
perhaps the worst of
all: enough carrots are
dangled in the face of
Garang's SPLA to
persuade the south to
vote to remain part of
Sudan. But, despite all
the time and effort, in
the long run the
fundamental cultural
and geographical
differences between
the south, with its one
third of Sudan's 31
million population,
and the rest of the
country will make
holding the whole
together a delicate
balancing act to
maintain.

The tender for the

EMAAR is currently
marketing the
development both
locally and regionally.
According to Ron
Hinchey, resident
partner of Cluttons
estate agents in the
UAE: "Phase one of
Dubai Marina, as we
understand it, was
purchased by a mix of
locals from the
Emirates, GCC
nationals, Asians and
westerners, but all
having one thing in

common a base of
some sort in Dubai."
The first three
towers have been
named after precious
stones, to emphasize
the rare opportunity the
development offers to
prospective buyers.
Murjan (Arabic for
coral) measures 37
storeys, while Al Mass
(diamond) and Fairouz
(turquoise) are 28 and
20 storeys respectively.
The other three
towers derive their
names from Arabic

respectively. The

said CAIR Executive
Director Nihad Awad.
Awad added that Muslims
revere Jesus as a prophet
of God and called on
Christian leaders to join
in his defense.
Awad quoted the
Quran, Islam's revealed
text, which states:
"Behold! The angels said
"0 Mary! God giveth thee
glad tidings of a Word
from Him: his name will
be Christ Jesus the son of
Mary, held in honor in
this world and the
Hereafter and of (the
company of) those nearest
to God." (Chapter 3,
Verse 45)
In another verse, the

Quran states: "Say ye:
"We believe in God and
the revelation given to us
and to Abraham, Ismail,
Issac, Jacob, and the
Tribes, and that given to
Moses and Jesus, and that
given to (all) Prophets
from their Lord. We
make no distinction
between any of them, and
it is unto Him that we
surrender ourselves."
(Chapter 2, Verse 136)
He also quoted the
Prophet Muhammad who
said: "Both in this world
and in the Hereafter, I am
the nearest of all people to
Jesus, the son of Mary.
The prophets are paternal
brothers, their mothers are
different, but their
religion is one." (Sahih
Al-Bukhari, Volume 4,
Hadith 652)

Video telephony,

video-on-demand will
be possible. An
Internet-enabled

who truly like to feel

optional extra.
The technology
provider is Salim

have sub-contracted
some of the work to

Adjacent to Dubai

However, does the
'build it and they will
come' attitude make
commercial sense and
where will the future
home owners come
from?
Dubai itself, with a
fairly modest
population of one
million, has around
400,000 residents,
across all nationalities,
with reasonable levels
of disposable income.
The other 600,000 or
so are mainly low paid
manual and seasonal
workers from Asia and
the Indian sub-
continent, who often
live in company
accommodation and
send home the majority
of their income every
month. So the local
pool of potential
buyers is small in

major cities
worldwide. EMAAR

spread its net a little
wider. "An

Dubai
(continued from page 35)
drive could be very
fruitful, especially if
they tap into the right
sort of market. If you
buy an EMAAR
property they will
sponsor you for a
three-year residency
visa, which is
automatically renewed
after the term expires.
This would be very
attractive to a lot of
Europeans, especially
retired people who
want .to buy a home in
the sun and in a tax
haven. This is still a
market they have not
tapped into yet, but
they will do once they
see the local demand
drying up," commented
Hinchey.
The Dubai logic
does seem to be
working. "In most
economies you build to
satisfy demand. In
Dubai, they build in
the hope of creating a
demand, but you have
to admit they are very
good at doing so just
look at the fully
occupied Dubai
Internet City. They are
aspiring to quality, in a
very pleasant
environment with
water frontage, and

this is proving to be a
very successful
combination," added
Hinchey. There have
been a number of legal
changes aimed at
encouraging more
residential buyers from
abroad. The most
obvious is the ability to
now buy on a freehold
basis; previously, all
villas and flats were
sold to expatriates on
99-year leases.
EMAAR has also just
launched the UAE's
first mortgage
company, Amlak
Finance, which
provides financing not
just for their own
properties but for any
residential property in
Dubai.
A new property law
is also in the making.
"The government is
holding workshops
with the local business
community, not just on
real estate law but on
other laws relating to
visas and business as
well. They want to find
the best way forward
and are acting very
.transparently, which is
a major shift in attitude
and one that separates
them from their
neighbours," added
Hinchey.

A good example of
this transparency drive
is the website launched

election process.
There were some
fears expressed,
especially by women,
that an Islamist-

might move to restrict
personal freedom. But
after the count, 19
seats in the 40-seat
parliament went to
Islamist candidates,
while the last 21 went
to e independents.
Despite their best
efforts, none of the
women candidates
made it to Bahrain's

disappointed. When it
comes to making the

Morocco has taken
the most ambitious step
as a power trader,
exporting electricity to
Spain, while the
Algerian government
and Sonelgaz are both
eager to develop a
power export industry.
GRTN, the Italian

a line to connect Spain
and Algeria.
Given political
stresses in the region,
such levels of
cooperation are
encouraging. Although
regulatory and legal
changes need to be
introduced, the creation
of a regional power
market seems to be
merely a question of
time, given the political
will that lies behind the
initiative. Algeria took
the first step this
February, when
legislation was passed
to open up its domestic
power market, forcing
State-owned company
Sonelgaz to compete
with IPPs and other
regional generators.
The other states of the
region are. expected to
follow suit, providing a
boost to market
liberalization in North
Africa.
