Hariri is Right

Politics in America is
like a game, a deadly
serious game with very
real consequences.
There are rules to the
game and there are things.
you must do to play. The
stakes are high and the
rewards are great. If you
win, you have the ability
to shape policy and
priorities-you can bend
them to meet your needs.
Those who don't
understand the realities of
U.S. politics, falsely
assume that policy and
politics are unrelated.
They see policy purely as
a function of interests.
In fact, policy is shaped
by both interests and
politics. Our elections
are about power-the
power to define the policy
agenda. And the reason
why special interest

groups- spend so. much
money and do so much
work is precisely because
they want to influence the
policies and priorities of
those whom their money
and work helped to elect.
With regard to the
Middle East, for more

Advent, Season
The Season of Advent
has a twofold character, a
double meaning. Advent
prepares us for
Christmas, the
celebration of Christ's
first coming to us, and it
also reminds us to direct
our minds and hearts to
be prepared.
In Christian usage the
word "advent" (adventus)
has a special liturgical
significance, but the
origin of the word is
pagan.
At the time of Jesus'
birth the pagans observed
a manifestation of their
divinity that came to
dwell in its temple at a
certain time each year.
This pagan feast was
called advent, and it
marked an anniversary of
the return of their pagan
god to the temple. During
this special time, the

temple was open.
Ordinarily the temple was

The Roman empire,
advent also celebrated the
coming of the emperor.
The word "advent"
was suitable to describe
the coming of the Son of
God in the temple of his
flesh. Gradually the use
of this word was limited
to describe the coming of
the Lord. This advent, the
coming of the Lord and

On an early winter
morning, while I was
eating my breakfast near a
window overlooking a
pond formed by heavy
rain, I noticed a big dog
trying to catch a duck that
was enjoying floating on
the water. It's feathers
were covering the pond.
The dog almost got hold
of the duck with his paws
and teeth. I jumped from
my seat, chased the dog
away, and rescued the
poor duck from certain
death. Then I went back
inside to finish my
breakfast. The next
morning, to our
amazement, we found a
duck's egg near our
kitchen door, right there
on the cement. However,
there was no duck in
sight. The next morning
we found another egg and

the third day yet another.
This made us think that
God sees everything and
rewards every good deed.
It also showed us that if
this duck showed its
thankfulness by
rewarding us with three
big eggs just because we
saved its short life, how
much mote we should be
thankful to God, the giver
of life and light.

Ramazan, also
pronounced as
Ramadan,or Ramadhan is
the Muslim month of
Fasting for 29 or 30 days
of the month of Ramazan.
Ramazan is the name of
ninth month of the
Muslim calendar. As the
lunar year is shorter by
about eleven days of the
solar all the seasons of the
year, the month of
Ramazan rotates, turn by
turn, throughout all the
seasons of the year.
It appears that the
Ramazan moon will be
sighted on November 5th
and the -Fasting should
commence next day. The
fast, then, will be kept on
November 6, 2002
coinciding with the 1423
year of the Hijri
(Muslam) calendar.
Fasting is an old
universal institution.
(Holy Quran 2:184). All

"It is one thing to allow

Hariri
(continued from page 10)
Americans first began to
play in U.S. politics as an
organized team. The
political parties did not
want to recognize us.
Some candidates returned-
our contributions; some
sought to silence, isolate
and exclude us.
At an especially dark
moment in the early part
of this struggle Jesse
Jackson said to me "Don't
ever quit, that's what they
want you to do. The
biggest threat you pose is
not the threat to walk
away, it's the threat to stay
and fight."
We did stay and fight,
winning friends and little
victories along the way.
During the past two
decades we've defined our
community, empowered it
and seen it become
recognized and respected

in the U.S. political
process. And we've done
it on our own terms.
We're playing now.
We still lose some, but
we've also shown that we
can win. The challenges
we face are enormous and
growing, especially after
September 11, 2001. But
Arab Americans can point
with pride to what we've
been able to accomplish
and, because the process
is now more open and
inclusive, we can see how
it is possible to win even
more significant victories
in the future.
Politics is also like a
business. The
competition is severe.
But if you continue to
invest time, capital and
intelligence, you can
compete in the
marketplace and reap
long-term profits. There
is no instant success.

Advent
(continued from page 12)
advent underlies the
prayers of advent that call
forth the coming of the
Lord, often with the same
image of the temple.
Generally Advent
signals a time to prepare
for Christmas, the
celebration of the first
coming of the Lord. But
the prayer texts and
Scripture readings of the
Sunday Masses and the
Liturgy of the Hours give
ample attention to the
second coming of the
Lord to which we look
forward.
In reality the three
distinct accents of the
liturgy of the Advent

season are defined by the
three comings of the
Lord: yesterday, at
Bethlehem, when the Son
of God was born of the
Virgini Mary; today, in
our world, where he is
always incarnate in the
Church, in the
sacraments, and in the
faithful baptized into
grace; tomorrow, when he
returns in glory.
This, then, is the rich
meaning of Advent. From
the beginning of the
liturgical year we
celebrate the whole
panorama of the mystery
of salvation history.
The variety of this
season is not only
desirable,- it is- truly

to complete the number of
the -days missed. Aged
and those unable to Fast
due to medical, reasons,
should feed the poor
every day of the missed
day of the Fast.
During the sacred
month of Fasting a
Muslim abstains from all
kinds of vices; frequently
observes charity; and
looking after the needy. In
fact Ramazan is training
for Muslims to love piety
and shun evil through
their life.
The Holy Quran was
revealed in piece-meal,
during the month of
Ramazan. So a Muslim
goes through the
recitation of the whole of
the Holy Quran
individually and in
congregation.
There is a 'Blessed
Night' LailatulQadr,
which should be sought
during the odd nights of
last ten nights of the
Ramazan. Angels descend
from Heaven and there is
peace and tranquility till
dawn. All prayers are

right hand of the Majesty
in Heaven and He
promised to come back to
take us to be with Him
forever.
In these days, God is
asking us to turn to Him
and believe in His Son,
that everyone may be
saved from wrath to
come. Rev. 19:11-16,
"And I saw heaven
opened, and behold a
white horse; and be that
sat upon him was called
Faithful and True, and in
righteousness he doth
judge and make war. His
eyes were as a flame of
fire, and on his head were
many crowns; and he had
a name written, that no
man knew, but he himself.
And he was clothed with a
vesture dipped in blood:

accepted and sins
forgiven and an individual
is transformed into a
devout Muslim.
The purpose of
Ramazan is to assimilate
the Attributes of Almighty
Allah. Simply staying
hungry or thirsty is of no
use. (Bukhari)
The Holy Prophet of
Islam is reported to have
said that:
"Ramazan is blissful
month. In it gates of
Heaven are opened; devil
and accursed are chained.
In it there is a Night,
'LailatulQadr' (Ch.97)
which is better than
thousand months.
(Ahmad.)
During the month of
Ramazan the Muslim,
male and female,
undergoes rigorous
religious discipline and
on its successful
completion is spiritually
born again.

)

and his name is called The
Word of God. And the
armies which were in
heaven followed him
upon white horses,
clothed in fine linen,
white and clean. And out
of his mouth goeth a sharp
sword, that with it he
should smite the nations:
and he shall rule them
with a rod of iron: and he
treadeth the winepress of
the fierceness and wrath
of Ah-nighty God. and he
hath on his vesture and on
his thigh a name written,
KING OF KINGS, AND
LORD OF LORDS." We
read in Isaiah 17:1 about
the destruction of
Damascus and in chapter
19:14 about the
destruction of Egypt by
the nuclear weapon. Are

you ready to meet God? If
you want to go to Heaven
and escape this time of
great tribulation, pray this
prayer from all your heart.
Dear God, I believe in
your Son, Jesus who paid
for all my sins on the
cross. Forgive me, 0 Lord.
Enter my heart, Lord
Jesus. By your Holy Spirit
change my life. Help me
to read the New
Testament and live it that
your name maybe
glorified through mylife.
Thank you, Lord, for
saving my soul, In thy
name, Lord Jesus, I pray.
Amen.
His faithful servant,
Rev. Fred Massabni

potential wealth, its huge
oil reserves and 100
trillion cubic feet of gas
rank it among the world's
top 12 potential energy
producers. It is also a
country where one man
rule is unquestioned,
where no government
minister or official will

ever

make

independent decision,
and where the treasury's
foreign debt is $23
billion, despite yearly oil
revenues of $3 billion
plus.
So where does all the
money go? President
Niyazov is the sole
controller of
Turkmenistan's offshore
'presidential fund', from
which sums are
dispensed at his
direction. As part of the
modernisation of the
country, he has spent
billions on a new inner-
core city in the capital,

Ashgabat. The city is
made up of ,a vast
collection of white
marble structures. These
buildings include the
presidential residence, a
new national museum, 30
new multi-storey hotels
that house almost no
visitors and row upon
row of spanking new
apartment houses, all
standing empty because
so few of the local $30-
amonth average wage
earners can afford to buy
one.
This magnificent
infrastructure is floodlit'
at night Las Vegas-style,
the centrepiece being a
200-foot-tall arch topped
with a gold-plated statue
of Turmenbashi-the-
Great himself. Rotating
through 360 degrees
every 24 hours, the statue
of Turmenbashi follows

late afternoon, and finally

Turkmenistan is a
country of few assets,

188,456 square miles,
four-fifths is desert.
Some 4.6 million (77%)
of the population speak
Turkmenri, Russian (12%),
Uzbek (9%) and Kazakh

one great physical asset,
the 650-mile Kara Kum
Canal. By diverting
water from the Amu
Darya, one of the two
great central Asian rivers,
the canal was bequeathed
to the nation when the
Soviets left in the early
1990s. However, the
waterway is leaking at a
rate that is raising
concern among
environmentalists and

Uzbekistan. Unless repair
work is undertaken

southern Turkmenistan

to be cut off from any
major source of water.

Niyazov I s presence
permeates every aspect of
Turkmenistan life. His

constantly invokes the
memory of Turkmen's
glorious past. Switching
rapidly from subject to
subject the president-for-

appreciate Turkmen
traditions. The book is

Hariri
(continued from page 18)
Success requires
understanding the market,
developing a strategic
approach and making a
long-term commitment.
There are lessons Arab
Americans are learning.
Too many Arabs in the
Middle East on the other
hand still don't get it.
Out of their own sense of
frustration and
powerlessness, or out of a
lack of understanding,
they have mystified U.S.
politics and policy.
Failing to understand
how policy in the U.S. is
shaped by politics, they
project that policy as
immutable and
impervious to change.
This, in turn, only serves
to reinforce their sense of
passivity and
powerlessness. It even
justifies it. One way this

view is expressed is that
U.S. policy is what it is
and, therefore can't
change. A dangerous
corollary to this view is
that the only recourse is to
violently confront the
U.S. Following that
course has led to tragic
violence with deadly
consequences.
Passivity and surrender
are not an answer, nor is
foolish anger. There is
no short way to victory or
change. Success and
change will' only come
through a clear-headed
understanding of the
political processes at play
and a commitment to hard
work over the long-term.
Politics is not won
through whining or self-
pity, nor is it won by a
temper tantrum. The
game of politics will also
not be won by standing on

no match for Saddam
Hussein's tanks and
helicopters. And if the
Iraqi leader decides to
invade Kurdistan again,
they will have no choice
but to flee for their lives to
the borders of Turkey and
Iran, as they did during
the tragic exodus of 1991.
Conflicts between
Kurdish factions also play
an important role in
stoking the fires of
discontent. Relations
between the two main
Kurdish parties, Massoud
Barzani's KDP and jalal
Talabani's PUK, have
recently improved but
Kurdistan is still defacto
partitioned into two
zones, three if one
includes the area
controlled by Islamists.
"Due to the partition of
Kurdistan, my life is in
the hands of anybody and
everybody', says young
Kurd from Halabja, who
wants out. "One day there
is a skirmish between the
Islamists and PUK,
another time, between
PUK and KDP or even

between PUK and PKK
(Abdullah Ocalan~s party,
now called KNDEK). It is

support, even as Arab
countries, feel more
pressure to adopt to a
'globalised' economy.
Torbey and others,
including the noted
economist Henry Azzam,
have pointed out that
efforts to repatriate
capital and build
stronger regional links
are crucial for Arab
economies to survive in
the new global economy.
Torbey points out that,
compared to other
regional blocs, inter-
Arab trading remains
very low despite
attempts to set up an
Arab free trade zone,
reflecting the low rates
of investment in the
region.
In this light, Arab
financial institutions are
feeling pressure to
redirect client's
investments away from

traditional US and
European havens back to
their homelands. But the
past record of Arab
investors shows a
shocking aversion to
select home markets.
Torbey told the Beirut
bankers' summit that
total Arab investments in
the region over the past
five years did not exceed
$2.5 billion at a time
when more than $1
trillion of Arab assets
were sitting in banks
outside the region.
According to reported
figures, total assets of
Arab banks reached
$577 billion at the end of
last year while deposits
totalled $385 billion.
Repatriation of a small
percentage of Arab funds
now held in the US could
have a radical and
beneficial impact on
domestic Arab
economies.

station itself is kept in
mothballs. It may be
that the project can be
revived under new
ownership, but there is
no guarantee new
owners would choose to
take advantage of
Enron's gas supply
agreements.
One reason the
agreements may be
abandoned is that
OLNG's output is priced
significantly above
competitors, notably.
Qatar. With Saudi
Arabia expected to enter
the market by 2005, this
problem is unlikely to
ease.
While further long-
term deals may prove
hard to find, the
government of Oman
appears to "be
anticipating the problem
by developing its ability
to sell LNG on the spot
market. In January the
government acquired
Enron's 40% stake in
the Lakshmi, a tanker
built to transport gas to
Dabhol. The other
owners are Mitsui OSK
lines and SCI. At a time
of world shortage of
large ships, and a
particularly acute lack

of LNG tankers, this
seems an astute move.
Spot deals tend to be
less price-sensitive than
long-term deals,
depending more on
factors such as
availability, proximity
to user and access to
tankers. If the Omani
government owns
tankers, it will greatly
bolster OLNG's position
in the world spot market
by. bundling the product
and delivery.
Industry watchers
expect further vessel
purchases, essentially as
an insurance against
failing to find enough
long-term buyers.
Conventional wisdom
has it that LNG
projects, with their
hefty capital costs, must
rely on fixed contracts.
Ownership of tankers
may be a way of
increasing security of
income, when fixed
contracts are hard to
come by, and this may
be especially true at a
time of growing demand
for natural gas.
A further risk for
OLNG is that current
known recoverable gas
reserves are inadequate
to feed three trains; the
oil ministry claims 25

Petroleum Development
Oman's Central Oman
Gasfield project aims to
make up the shortfall at
a cost of $500 million.
Local experts are
confident this can be
achieved in the next
three to four years, but
some uncertainty in the
market remains over
how frank the Omani
government has been on
this matter.
The oil ministry is
also pressuring PDO to

coffers. Current total
production, according to
industry sources, is
about 815,000
barrels/day (b/d),
against a target of one.
million b/d. As PDO
produces 85-90% of the
country's oil, it is facing
most of the pressure to
increase production.
However, the oil
situation only serves to
emphasise how

important natural gas
will be in Oman's
future; whereas the
average lifting cost of a
barrel of oil in Saudi
Arabia is $ 1, in Oman it
is closer to $4. To make
matters worse, many of
the larger fields are
mature, with declining
pro d u c t i o n,
necessitating investment
over the coming five
years in production-
boosting techniques
such as flooding.
Whether PDO has the
heart to plough large
sums of money into
what are already
relatively unrewarding
fields remains to be
seen.
The saviour may well
be exploration by
independent oil
companies like
Anadarko, Triton and
Maersk, several of
whom are optimistic
about reserves in their
concession blocks, and
who are happy to take
capital risks and returns
on equity the oil majors
are increasingly shy of.
The oil ministry
hopes, that recent
exploration will bear
fruit in the next few
years and bolster PDO's

shaky production. There
are still several
concessions on offer and
generating considerable
interest from oil
companies. In April, for
example, a delegation of
Chinese diplomats and
executives from
Petrochina. made a low-
profile trip to Oman to
discuss the possibility
of taking on Blocks 3

and 4 in eastern Oman.
The government's
response to the Chinese
overture has yet to
come, but whatever the
outcome, it seems likely
that such exploration
blocks will not be
vacant for long.
