Algeria's biggest stars.
Thousands of mostly

Festival Hall, situated on
the banks of the River
Thames to see Cheb
Mami, a superstar in his
own country and
continental Europe.
Born Ahmad Khelifati
on I I July 1966 in
western Algeria, Mami,


which is named in his
memory. George has
promoted our heritage not
only in his hometown but
also throughout the State
of Louisiana and has
always had the *es

Federation in mind.

John Hamra was 81
when he passed away on
Tuesday July 3, 2001 at
12:30 am at St. Luke's
Plaza Hospital. He is
survived by his daughter,
Johyne Reek, his
granddaughter JaHana
Reek, his sister Lorraine
Noffel, of Portageville,
Missouri, several
nephews, nieces, a step
grandson, a step
granddaughter and three
step great grandsons.
His wife, Bernice, in
1987, a sister, Sally
Shibley and a brother,
Sam Hamra, preceded
him in death.
John was born in
Ridgley, Tennessee and
grew up in Portageville,
Missouri, where at age 15

The draft law, which
went to parliament on 12
September, would give
the central bank greater
powers and flexibility to
regulate the operations of
the new private banks,
which must have a capital
of at least 1.5 billion
Syrian pounds ($30
million) and should be at
least 51 per cent owned
by Syrian private
investors. It also allows
for joint-venture banks
between the private sector
and the State sector, as
long as the State has a
minimum 25 per cent
stake. Economists
estimate that $80 to $100


billion of Syrian money is
invested abroad, with
some $6 billion of that in
neighboring Lebanon.
One of the main
aims of this draft law,
which will be matched by
a law allowing Syria's
first stock exchange, will
be to entice that money
back into Syria.
The plans may be over-
ambitious. Government


officials claim that 50
banks, largely from other
Arab countries, have
expressed interest in
operating in Syria, but the
banking system is still
dependent on manual
labour, with few
computers available and
Internet connection still
problematic.
Syria has a low number
of Internet lines, and the


government maintains a
heavy presence,
attempting to police the
cyberworld. Foreign
money transfers are
strictly controlled and
foreign currency accounts
do not exist, though the
Commercial Bank of
Syria announced in
September that it would
join the Visa International

arrested in August and
September, on charges
including seeking to
change the constitution
and defaming the
presidency.
After Bashar came to
power political forums, or
'salons,' sprung up around
the country and engaged
in unprecedented dis
cussion of the state of
the nation. The forums
called for free elections,
the suspension of martial
law which has been in
force since the 1963
military coup, the release
of all political prisoners
and the end of the Baath
party's monopoly on
power. The forums, which
were accompanied by the
release of around 600
political prisoners,
seemed to unnerve the old
guard that surrounded
Bashar's father. In March
most of them were closed
down. The authorities
accused the activists of
overstepping the mark by
trying to portray Syria's
recent past in a bad light
and encouraging sectarian
rifts. "To those who want
to participate in the
development and
modernisation process,
the door is open. But
those who want to block
the process will be
prevented by the.

private agencies are now

Multi nationals are also
getting in on the act.
"Multi nationals came in
1999 probably because of
the peace process, which at
that time was going well,"
says Walid Sabki, general
manager of advertising
statistics keeper IpsosStat.
"Also, Arab countries at
that time agreed to import
between each other at low
customs rates. That's why
Proctor & Gamble started
importing goods like
Pampers, Head and
Shoulders and Pantene
shampoo from Egypt and
Saudi Arabia to Syria.
Before they would have to
bring them from England,
which was prohibitively
expensive."


The potential is huge,
and though the Middle
East peace process has
gone into reverse in the
last year, companies are
positioning themselves
for a certain boom in
Syria. "Some of our
studies show that the
annual spending on
advertising by companies
in Syria, with a population
of 17 million, represents
less than 70 cents per
person. Lebanon, with a
population of 4.5 million,
records $2.70 per person.
There are two local
television stations, which
are governmentrun, and
this is not helping
advertisers spend money.
Outdoor advertising is
currently the biggest
sector because it is
private," Sabki says. But
he adds: "Everyone now
knows that Syria is a huge
potential market and
people want to be here.
Everyone is preparing and
waiting for the right time,
for the boom to come."
Syrians in many walks of
life are hoping their new
president can make it
sooner rather than later.

Internet is still short. The
Ministry of
Communications puts
registered Internet
subscribers in Egypt at

population. The low
number belies phenomenal
growth rates over the past
several years, yet the
dismal figure for home
computers at 12 per 1,000
inhabitants may imply that
much of that strong growth
comes from the increase in

few. Affordability barriers,

costs and education levels

however, can be addressed
in the short term, and the
government and Internet
service providers (ISPs)
understand that making the
Internet affordable to more
people is the quickest way

boost growth. Several
ISPs began offering "free"
Internet service in May
2001, and many industry
sources believe that most
ISPs will offer some form
of free service by 2002.
As of mid-2001, there
were 60 Internet service
providers (ISPs) in 18
governorates. Cairo with
just over 13 per cent of

Egypt's population was
home to almost half of the
country's ISPs (exclusive
of Internet cafes). It is only
in Cairo and, to a lesser
extent, Alexandria that
anything resembling full
ISP competition can be
found. Egypt's remaining
cities have little choice of
ISPs, particularly given the
high costs of domestic
long-distance calls. Even
fairly large cities such as
Luxor and Aswan can
claim at most two local
ISPs.
It is logical for the
country's commercial,
cultural and political
capital to be the centre of


Internet activity. Cairo
residents tend to have
higher education and
income levels than the
national averages, and the
city represents the largest
pool of demand .for
Internet services in the
country. Competition in
Cairo and Alexandria,
coupled with lower
demand for Internet
services in other cities, has
exerted downward
pressure on Internet access
charges in those cities.
Most ISPs were offering
unlimited dial-up price
plans at an average of $30
in 2001. The relatively low

effective monopoly, is not
only the chief operator in
Egypt but also a
heavyweight in the wider
Middle East and Africa.
The stateowned operator
has the largest fixed-line
network in the Arab world.
It also accounts for 28 per
cent of the total number of
installed main lines in
Africa, making it -the
largest operator on the
continent, well ahead of
South Africa's Telkom,
according to Pyramid
Research.
Privatisation of Telecom
Egypt (TE) would
represent a key ingredient
for Egypt' potential
Internet boom.
Nonetheless, by the
standards of state-owned
monopolies in developing
counties, the company
operates with a degree of
efficiency. TE's
competence is one of the
most important forces for
the future of the Internet,
and subsequently e-
commerce, although a
successful privatization
would no doubt move


things along even more
quickly. In contrast,
Nigeria's telecom
monopoly is as much a
hindrance to the
development of that
country's telephony
services as it is a help,
showing how important the
national provider is.
Although beyond the reach
of most Egyptians, TE has
made ISDN and DSL
services available just in
the last couple of years.
The cost of these
highspeed connections are
still prohibitive, but as
more fixed lines are
installed connection
charges will come down.
However, costs. are not
expected to. be within reach
of the average Egyptian for
at least another five years,
although the affluent will
have access (at a price). At
present, ISDN and DSL
connections are used.
almost exclusively by large
corporate users.
Of all the obstacles to-
the development of the
Internet in Egypt, totally
widespread poverty is the
most serious. Even free
Internet connection is
meaningless if the majority
of Egyptians cannot afford
a home computer. No
serious discussion of e-
commerce is plausible
until incomes rise and the
economic malaise that has
blighted .the country for
years is brought under
control. Nevertheless,


there are encouraging signs
of life. Hundreds of local
sites exist to support a
number of industries:

countries, banking has led
the charge in offering on
line services. Arab Bank
operates a successful e-
banking site and virtually
all the major players in
banking offer at least a
modicum of on line
account management.
Citibank established a
EYE 15 million joint
venture in 2000 with Raya
Holding Company of
Egypt, called Ciranet.com,
to provide a virtual
business-to-business
marketplace. Though


Ciranet is designed to serve
a number of disparate
markets, its focus is on the
pharmaceutical industry.
Suppliers pay an annual
subscription fee;
pharmacies pay nothing,
and Ciranet receives a
commission on each
transaction. To date, 80
pharmacies in Cairo have
signed on.
The dot.com lifestyle of
the roaring 1990s is not
just around the comer for
Cairo and it is doubtful that
it ever will be. But Cairo is
the only Arab capital with
the wherewithal to fully
bring the Internet to
fruition in the region.
Manama in Bahrain and
Doha in Qatar can boast of
affluent populations, a kind
regulatory environment
and an established
infrastructure. However,
what they lack along with
almost every other city in
the region is Cairo's
personality, and
personality goes a long
way.
