Coordinator Lin Gray with the Perry Police Department thanked Chief Jamie Cruse for allowing me to be a part of it. I would also like to thank Leslie Sunderland, Special Olympics Taylor County director; Lauren Collins, state director of Florida Law Enforcement Torch Run for Special Olympics; and our Special Olympics volunteer coaches as well as agencies that participated: the Perry Police Department, Third Judicial Circuit State Attorneys Ofce, Florida Department of Corrections and the Federal Bureau of ATF. Vehicles were provided by Taylor County Fire-Rescue, the City of Perry Fire Department, the Division of Forestry and Smokey the Bear, Doctors Memorial Hospital Emergency Medical Services, Florida Highway Patrol and Taylor County Sheriffs Ofce. After months of anxiety, en ALL IS WELL for the Blanco familyAlmost exactly one year after spending nearly three months in an ICE detention facility and coming within hours of being deported, Perry businessman Rudy Blanco and his family could nally breathe a deep sigh of relief Tuesday, when a federal immigration judge terminated his deportation order and granted the Cuban native permanent residency. Flashing his familiar huge, infectious smile as he exited the judges chambers, Blanco exclaimed, Thank you Jesus. I am the luckiest man alive! I feel like I just won the lottery! As she received a big hug and thank you from each member of the Blanco family, immigration attorney Gisela Rodriguez clutched a signed order in her hand and stated, Today is a good day. This right here is a miracle! This does not happen every day. Nearly one year ago Blanco was placed in cuffs and shackles and whisked away to the Krome Service Processing Center in Miami the nal stop before being own back to Cuba after spending several months in a Wakulla County holding cell. Not long after receiving news that his deportation ight back to Cuba had been scheduled after his appeal for a stay of deportation had been denied, Blanco received a reprieve in late August 2017 when a Munroe County judge ofcially vacated his sentence from when he pled no contest to drug charges dating back to a 1997 arrest as a young man in the Keys. Since that time Rodriguez has been working tirelessly to have Blancos deportation order terminated. That nally happened April 10 in Orlando when Rudy Blanco, a Perry businessman and Cuban native who was nearly deported last year, hugs his lawyer, Gisela Rodriguez, after an immigration Please see page 10 Stating that the prescription drug addiction epidemic has affected at least one member of every family in Taylor County, county commissioners voted 4-0 in favor of joining a proposed class action lawsuit against the opioid manufacturing and distribution industry last week. After hearing emotional personal testimony from two board members, the Taylor County Commission became the latest governmental entity to join a nationwide movement to address the growing burden of opioid dependence. Opioids are narcotic pain relievers that work by blocking the pathway of pain messages to the brain. They are historically known to be highly-addictive and are used for acute postoperative pain or cancer and end-of-life care. I know a lot about this issue, Chairwoman Pam Feagle said. Over 6,000 people died from opioid overdose in 2016. It is time we send a message to those who are pushing this stuff and to the doctors who are overprescribing it. It is very hard to get off of once you are addicted, Feagle stated. I am one thousand percent in favor of this. People I love have passed away from this, Feagle added. Although many people need medical narcotics for legitimate reasons, the National Survey on Drug Use and Health has reported that regular Garbage. Vegetative debris. Trash. Over the past several months, city residents have received a crash course in vocabulary as far as what each of those terms means in relation to garbage collection services within the city limits. On Tuesday, the Perry City Council drove home the point by unanimously approving a comprehensive re-write of its garbage and trash ordinance that slashed archaic language (such as provisions requiring houses to provide their own cans) and added designated Trash Pickup Zones for the collection of items generally known as white goods. The ordinance will go into effect in June, with the rst collection date set for Monday, June 4. The intent of the changes is to make the city look better, but still provide the same level of service, City Manager Bob Brown said. Council members adopted the updated ordinance without discussion after no one from the public was in attendance to speak. The lack of discussion and public input was in stark contrast to earlier discussions regarding garbage/trash collection when the council looked at ending its long-standing practice of picking up white goods left in city right-of-ways. At that time, there was a groundswell of vocal opposition to the proposal. City staff went back to the drawing board and came back with a recommendation to divide the city into collection zones and have specic pickup days for the items. Under this plan, residents will have the ability to plan ahead. They can know when items are going to be collected, and Zoned trash collection starts June 4 Please see page 4Prescription drug abuse hits close to home for two commissionersPlease see page 4The spring head at Folsom Park on Center Street has loomed large in Perry lore for well over a century. Legend has it that the very rst pioneer settlers camped at the spring, and that the abundance of wild roses found there led to Perrys rst namesake, Rosehead. As decades passed, the springs were used for baptisms by churches throughout the area. A set of concrete steps used by countless faithful Christians remains at the site. While the waters have been used to wash clean the sins of many, time has taken a toll on the spring head and surrounding habitat. The City of Perry is looking to turn back the clock and return the springs to a more natural state with help from a grant through the Suwannee River Water Management District (SRWMD). This week, City Manager Bob Brown announced that the citys grant application for the spring head project was one of 17 approved by SRWMD and sent to the state for funding. They received 69 applications. They have grouped our application with other spring-related projects and we hope that will give us a better chance at getting funded, Brown said. We should know something by late summer or early fall. Under the proposal, the spring head would be cleaned out, which would increase the ow of water to a more natural level. Rosehead Lake (which is connected to the creek that ows from the spring) was designed to handle a heavier ow than what it receives now, so there would not be any issues with ooding, Brown said. We had a professional diver dive the spring and Downtown spring head a step closer to restorationPlease see page 3

TEACHER OF THE YEAR HONOREDTaylor County School District Teacher of the Year, Anne Williams of Gladys Morse Elementary School, was honored by the Taylor County District School Board. Williams, who set up the successful Community Resource and volunteer programs at the school besides her regular teaching and administrative duties, was named as the districts nominee for state Teacher of the Year honors. Also recognized by the school board were the districts nominees for state volunteer honors. Mary Lou Whiteld and Richard and Sherrie Davis were honored for their volunteer service to the Gladys Morse School, while Robbin Whiddon was honored for her hours as a volunteer at the Perry Primary School. HOMER J. SMITH AVENUESuwannee Avenue in Perry was to be renamed Homer J. Smith Avenue before the end of April 1983. Smith, a leading educator in Taylor County who served as principal of the Jerkins School for many years, died in March 1983. He had received many honors for his work with both churches and the schools, and was a prominent leader in the black community. TWO ESCAPED INJURY IN PLANE CRASHA Cessna 310 aircraft crashed about six miles from Shady Grove in the early morning of April 11, 1983, after both engines failed, but neither of the two men aboard the craft was injured. The twin-engine plane was piloted by Gary Snyder, 40, of Deland and was en route from Daytona Beach to Brownsville, Texas. A passenger in the plane, John H. Rivera, 33, also of Deland, said that the trip to Texas was for a business meeting and that the two men planned to return to Florida the following Monday. The plans for the business meeting were scrapped when both engines failed as Snyder attempted to switch fuel tanks at about 6:18 a.m. Rivera said that the last thing he remembered after the engines quit was the pilot saying I dont like this at all. Next thing I know, Im upside down in the water, and still strapped into the seat, Rivera said. TCHS NEWSPAPER WON NATIONAL AWARDThe staff members of the Taylor County High School (TCHS) Orange Blueprint, the school newspaper, won national recognition from the American Scholastic Press Association and won one of only 11 top awards in the nation. Newspaper sponsor Marge Woodell said that the TCHS publication improved dramatically during the year, earning 90 more points in the evaluation. We were real pleased to have come up that much, Woodell said. It was the improvement in the content coverage that did it. The Orange Blueprint earned a total of 945 points out of a possible 1,000 and won a rst place with special merit award from the association. NEW RULES SET FOR FESTIVAL PAGEANTThe winner of the 1983 Forest Festival Pageant was to get more than just a crown and a scholarship, according to pageant ofcials. The pageant, which was afliated with the Miss Florida pageant up until two years prior, was changed to be sanctioned by the American Junior Miss program. Several changes were made in the format and eligibility of the pageant in order to comply with the Junior Miss rules. The talent portion was changed to be only 90 seconds long, as opposed to three minutes in years past. The personal interview with judges was changed to 10 minutes instead of three to ve minutes. The contestants community involvement would also be considered in the judging. BIRTHSPhilip Kirk Parker Mr. and Mrs. Mike Parker of Perry were proud to announce the birth of a son, Philip Kirk, born April 6 in Doctors Memorial Hospital. Philip Kirk weighed seven pounds, three ounces and was 20.25 inches in length at birth. The mother was the former Brenda Hilson. COUNCIL DETERRED ITINERANTSThe Perry City Council approved an ordinance making it necessary for traveling salesmen, itinerant merchants and other mobile businesses to buy business licenses and be regulated by the city. Approved on a 4-1 vote at a public hearing, the ordinance was to go into effect immediately. Councilman Byrum Whiteld was the only dissenting vote. I think the law does a lot of good things, he said later. I just think it may do them too well. The law prohibited salesmen from setting up truckload sales without rst being approved by City Hall. COSMETOLOGY COMPETITION WINNERSCompetition for the 1983 Cosmetology Department was held March 29 at the Taylor County Vocational School under the direction of Don Jones. Winners included: First place winner, Ruth Bethea; second place winner, Bonnie Luther; and third place winner, Mae Grifn. rst place winner, Mae Grifn; second place winner, Herbert Clayton; and third place winner, Eileen Murray. Judges for the event were Gail Wisenbaker of Bazlyns Hairstyles, Sherry Glass of Novellas and Viola Woodfaulk of Woodfaulks Beauty Salon and also a member of the State Board. A reception followed the competition, hosted by the Culinary Arts Department under the direction of Oscar Howard Sr. A-2 Perry News-Herald April 13-14, 2018 April 13-14, 2018 Looking Back A glance at the past THE PERRY NEWS-HERALD April 14, 1983 Remember when... By ANTHONY L. WHITE anthonylamarwhite@yahoo.comWater from a pocketknife Just call me Chicken Little. As an eight-year-old, I didnt believe the world was going to end, at least not before I grew up and grew old. But I had no problem believing one day the sky was going to fall or all the water on earth would dry up. Because I had a way-too-vivid imagination and because there was no internet or personal computers to readily verify these ominous forecasts, whenever someone, especially a grown-up, warned of an impending disaster, I began planning for the worst. If someone said the sky was going to fall, I envisioned whirling tornados playing hopscotch down Highway 19 and Jefferson Street or the whole town being covered by a blanket of clouds and fog so cottony soft that wed have to dig our way out with knitting needles. My grandmother and mother tried their best to be understanding whenever one of these dire predictions sent me into panic mode. Whats wrong with you today? they would routinely ask. Did you know were having a drought? Id answer with a question. Yes, would be their response. We havent gotten any rain in almost two months. And, youre not worried? Id ask. No, theyd answer. Dog Days are coming and well get more rain than we need. They thought this would satisfy me, but all it did was make me worry what would happen if Dog Days didnt show up. That was until I asked one of my neighbors the same question: Did you know were having a drought? I never saw anyone squeeze blood from a turnip, but my neighbor could squeeze water from a pocketknife. His name was Mr. Scott. Mr. Scott was my friend Johnals grandfather. When I asked Mr. Scott if he knew about the drought, he shook his head yes, then said he wasnt worried because as long as he had his pocketknife, he could make water. How? I asked. I can squeeze water out my knife, he answered and proceeded to demonstrate. Mr. Scott showed me his pocketknife, opened it so I could see it was dry, and closed it. Then he wrapped his hand around the knife and squeezed. Lo and behold, water started dripping from his hand. Now, you try it, he said and gave me the knife. I squeezed. I grunted. Then I used two hands and squeezed some more. But not one drop of water came out of the knife. My hands werent even sweaty. So, I asked, begged and offered to rake Mr. Scotts yard for him to show me how he did it, but he said he couldnt teach me until I was old enough to understand the principles behind it. I was disappointed I couldnt learn this life-saving skill, but at least Chicken Little knew where to pack his suitcase and go if all the earths water dried up. Orange Blueprint wins natl award Not forgotten

A-3 Perry News-Herald April 13-14, 2018 Special Olympics: Be a Fan he found that there is four to ve feet of muck in the bottom. We would be able to clean all that out. Freeing up the ow would also clean up the water and help return the area to swimmable levels. Under the plan, swimmers would have access to the spring in one spot. The citys matching portion of the project would include putting in restrooms and picnic areas. We would also move the parking area closer to Center Street and away from the spring itself. As far as we can tell, this is, and would be, the only spring in Florida serving an area in a downtown, Brown said. Street, athletes and supporters gathered on the back steps of the courthouse Thursday morning for a few words of encouragement from local Torch Run coordinator Lin Gray.
