Fog floods out visibility


Drivers urged

to be careful

Thick layers of sea fog
blanketed the county Monday
morning keeping visibility
near zero.
Similar conditions clamped
down again this morning, with
reports of radiation fog a
more common, less persistent
fog.
: National Weather Center
officials issued a dense fog
advisory until 10 a.m.
Monday for Citrus County,
noting the thickest fog will be
along Nature Coast areas. A
second advisory was unlikely
today, officials said.
Meteorologist Russell
Henes believes the heavy sea
fog is from a dissipating cold
F. front that moved down the
peninsula Sunday, creating,
calm winds combined with
high dewpoints.

Alan Winfield reported areas
in western Citrus County had
patches of fog lingering as
late as 1:30 p.m. Monday.
The fog returned to the
West side of the county
Monday evening.
Winfield noted a tempera-
ture contrast Monday after-
noon from the upper 70s
weather felt in eastern parts
of the county and the 60-
degree weather felt along the
county's coastal areas.
But, chances are Citrus
won't be the core of the fog
today.
"The odds of it hanging
around as long (today) are
slim," Winfield said.
Whatever the weather,
Florida Highway Patrol offi-
cials urge drivers to stay safe
when weather weakens visi-
bility.

for motorists when driving in
foggy weather.
Reduce speed. Fog
reduces vision, making speed-
ing even more dangerous.
Always use low-beam
headlights. Water molecules
in the air cause high beams
to reflect back at drivers.

Shellfish harvest

has had a run

ofbad luck

For scallops -and those who
:savor the meat of the small
delectable shellfish 2004
,was not a good year.
Bay scallop experts, citing
preliminary surveys early last
:summer, had feared it would
:not be a productive year for
harvesting the popular shell-
fish. While there are no hard
numbers on the 2004 recre-
ational harvest, by all accounts
the predictions turned out to


be accurate.
One of the leading state
experts on the subject,
William Arnold, will discuss
the situation at a meeting in
Citrus County on Wednesday
evening. Arnold is the head of
Molluscan Fisheries Research
at the Florida Fish and
Wildlife Commission Re-
search Institute, and he will
speak at the Wednesday meet-
ing of The Homosassa River
Alliance.
Arnold has been involved in
research and restoration
efforts regarding the scallop
since the late 1980s and was
part of the team that began the
reseeding program for scallops
off the Citrus Coast in the latter
half of the 1990s.
Although there is only anec-
dotal data on the recreational
harvest (commercial harvest-


ing of bay scallops is not-
allowed), Arnold said in an
interview Monday that 2004
was reported to be "a very poor
season" all down the Gulf
Coast, even in areas such as off
Steinhatchee, which has tradi-
tionally had strong popula-
tions.
Fish and Wildlife Comm-
ission biologist Steve Geiger
told the Chronicle last year
that preseason surveys showed
the lowest number of scallops
since 1998
In 1994, after the scallops
had virtually disappeared in
some areas, scallop harvesting
was banned, including off the
Citrus County Coast It was not
reopened until 2002 after a
reseeding program that went
until 2000.

Bartell to propose funding plan


Proposal would pay for

water, sewer projects

County Commissioner Gary Bartell will float a
plan today that would have the county and
Inverness applying for $13.5 million in state
sewer and water grants from the Florida
Legislature, .and using $3.3 million in local tax
dollars as matching money for the grants.
If the plan wins approval, much of the money
would be spent continuing to build a regional
sewer collection system for Homosassa and
Chassahowitzka on Citrus County's western
coast, with the remainder being used to upgrade
the Inverness sewer treatment plant
The city has agreed to provide $1.65 million of
the city funds to match a proposed $4.95 million
state grant to upgrade the Inverness sewer plant
at the proposed Inverness Industrial Park
Bartell has spearheaded the county's effort to
build a regional water and sewer system along
the county's western coast The county has
received millions of dollars in state and federal

grant funding, but the state funding is about to
dry up.
State Sen. Nancy Argenziano said the
Legislature has decided that submitting water
and sewer bills to the governor's
office without local matching
funds will invite a veto. The gov-
ernor wants local governments
to pay a share of the project
costs.
"We can pass them, and he
can veto them," she said.
She said one alternative is for
Gary the county to obtain low-interest
Bartell loans from the state's revolving
loan fund. The base rate for
most loans is currently 2.7 percent
But if Bartell is to follow through with his
plan, the challenge will be to find matching
funds in the county budget for the other three

The Crystal Square
Shopping Center has been the
site of a branch office for Citrus
County government for more
than a decade, but the county's
lease will expire in 18 months
and some county officials won-
der if it should be renewed.

Bomb explodes in
Inverness mailbox
A bomb containing a liquid
chemical detonated inside a
mailbox outside an Inverness
home Sunday night, according
to Sheriff's reports.
Sheriff deputies received a
call from a homeowner on East
Fort Co6per Road that a bomb
exploded Inside his mailbox
sometime between 10 p.m. and
4:34 a.m.
Sheriff spokeswoman Gall
Tierney said the owner told
deputies he heard a loud noise
around 10 p.m. But he didn't
make the connection that a
bomb took the mailbox out until
Monday morning when he found
it lying in the street.
No injuries were reported.
State Fire Marshall officials
are conducting a follow-up
investigation.

Wreck slows traffic
on State Road 44
A Crystal River man was cited
for careless driving Monday
afternoon for starting a chain-
reaction crash that sent a
Hemando woman to the hospital
and backed up State Road 44
traffic for more than an hour, a
sheriff's deputy said.
Jan B. Fisher, 57, was west-
bound on S.R. 44 in the right
lane when he noticed traffic
backed up near the
Independence Highway inter-
section, Sheriff's deputy Michael
Cirone said.
Fisher switched into the left
lane but that traffic also had
backed up. His pickup rear-
ended a Lincoln, which then
struck the rear of another vehi-
cle that then struck the rear of
another one.
The driver of the Lincoln, Sue
L. Sampson, 70, was taken by
ambulance to Citrus Memorial,
Hospital. Cirpne said he didn't,
think the: injuries were life threat-
ening. ' : v,
The 4 p.m. accident blocked
both westbound lanes for nearly
an hour, backing up traffic about
a mile, nearly to County Road
581.
Fisher also was cited for hav-
ing expired tags, Cirone said.
Elementary project
to be discussed
The Citrus County School
Board meets at 2 p.m. today
and the agenda once again fea-
tures updates on the
Homosassa Elementary School
project.
Support Services Director Jim
Hughes will make his presenta-
tion shortly after the meeting
begins. A report on the Blue
Ribbon Committee is also
scheduled.
The board at 4 p.m. also will
recognize 19 teachers who are
recipients of the National Board
Certification program.
The board meets at the dis-
trict administrative offices on the
comer of Montgomery Avenue
and State Road 44 in Inverness.
County airs senior
program Friday
The county will air its newest
informational program, 'The
Senior Club," at 9 a.m. Friday,
on WYKE (Channel 49 by
antenna or Channel 17 on
Bright House Network).
The program is one hour long
and will air weekly.
The show will have guests
and offer interactive events.

SCALLOPS

The 2004 scallop harvest,
which runs from July 1 to Sept.
10, was poor, Arnold specu-
lates, because of the large
amount of rainfall in the previ-
ous fall and early winter.
Because scallops live only a
year, the preceding breeding
season is critical for the follow-
ing season's population.
A large amount of freshwa-
ter from the rains in fall and
winter, the usual dry season in
the region, reduces coastal
salinity and can affect the scal-
lops. Pollution in coastal
runoff can also affect the scal-
lop population at the critical
time when the shellfish are
reproducing.


The recreational scallop har-
vest has been estimated to
pump as much as $1.5 million
into the Citrus County econo-
my during the season. Boaters
take the scallops by hand in the
shallow waters just off the
coast.
Geiger said Monday that the
season didn't look good and
then showed sparse results at
the beginning. The latter part
of the season was for all practi-
cal purposes lost to the
extremely active hurricane
season, he said. Though it
exacerbated a bad season, it
might have been better for the
resource that a lot of boaters
weren't out there harvesting,
he said.
Arnold said the cause of the
poor season could possibly
have come from something
else, but the widespread poor


showing leads him to believe
weather is the primary cause.
What concerns him the most is
that it appears the seeding of
the scallops in the late 1990s -
which did help each subse-
quent year's harvest did not
result in stronger populations
a few years later
That could mean reseeding
efforts would have to continue
at those original levels to have
such positive effects on the
population the following
spring. The federal govern-
ment, which funded those
intense efforts in the 90s, has
continued with some funding,
Arnold said, but not near the
original levels.
If the population remains
low, and it turns out seeding is
needed each year for a good
harvest, he said, the manage-
ment program will likely have


to be assessed. That will be
something for the seven mem-
bers of the Florida Fish and
Wildlife Commission to decide,
he said.
Arnold's discussion of scal-
lop ecology on the Florida
West Coast as the basis of a
restoration program will
begin at 7 p.m. and will be at
the Homosassa Springs
Wildlife State Park. on U.S. 19.
All interested persons are
invited, and Arnold hopes for
a good turnout, including
elected officials, he said,
because the more attention
the better.
"It's a delicate resource," he
said.
The Homosassa River
Alliance is a citizen's group
dedicated to restoration and
preservation of the river and
the area's natural resources.

ment During his tenure, he
testified extensively before
state legislatures and state and
federal insurance regulators.
He served on numerous advi-
sory committees appointed by
various state insurance regula-
tors and by the National
Association of Insurance
Commissioners. Mr. Jones
retired from CUNA Mutual
Insurance Group as vice presi-
dent of government and indus-
try relations in 1983 after 35
years of service.
He was a member of the
Inverness Elks Lodge 2522 of
Hernando, the Moose Lodge
2112 of Lecanto and a life mem-
ber of the VFW Post 4252 of
Hernando. He was a starter at
the Citrus Hills Golf and
Country Club for 10 years.
During that time he helped
establish the Oakies. He
arranged many golf excursions
for the Oakies and the Sunday
League and was awarded a
plaque of appreciation from
them.

Rumnsfeld deserves
respect for taking action
Recently, the Chronicle has pub-
lished a number of letters demeaning
and criticizing Secretary of Defense
Donald Rumsfeld. Months ago,
Maureen Dowd began referring to him
as "Rummy" (Is she, then, "Dowdy?")
and our resident mockingbirds have
picked up on it Their disrespect is bad
form and their criticism ignores his
accomplishments.
In 2000 Secretary Rumsfeld inherit-
ed a military establishment that'had
suffered under Bill Clinton who, it will
be remembered, openly stated that he
"loathed the military" "The Military
Balance," published by The
International Institute for Strategic
Studies, lists the following military cuts
made between 1992 and 2000.

Number of Naval ships reduced by
20 percent
During the Clinton years, the num-
ber of active duty military personnel
declined 30 percent and military fund-
ing decreased 16 percent
At the same time, the number and
diversity of missions increased. In 2000,
the military was serving as peacekeep-
ers in 50 nations on four continents.
In September 2000, research by The
Heritage Foundation .examined the
impact of those cuts. The study
acknowledged that, in 1991, George
Herbert Walker Bush had made some
force reductions to reflect the end of
the Cold War.

lated too rapidly at the same time that
U.S. forces were deployed too often
with too little funding. The result was
decreased readiness as personnel,
equipment, training and location suf-
fered."
The report concluded that, "The
strain on the armed forces shows clear-
ly, now, as the reduced forces deploy
for too long with insufficient and anti-
quated equipment The result is indis-
putable: Readiness is in decline."
When George Bush took over four
years ago, two divisions were rated not
ready for combat Today we have the
most modem and effective military
establishment in history
Whatever his faults, Rumsfeld (not
"Rummy") deserves respect and credit
for a job well done.

Sheriff is trustworthy,
attacks are unwarranted
The attack on Sheriff Dawsy by
Jack Quinn is uncalled for. I notice
this right-winger mentions Democrat
and that is his real motive.
I know Jeff Dawsy and I would
vouch for his integrity and honesty
and that he is a sheriff we can trust
As for the radical Republicans in
this area, every dog catcher, garbage
man, teacher, principal, politician,
etc., should be Republican. The
Republicans are now drunk with
power and are becoming a danger to
the rest of us. Just look at their
leader.
We will never have a better sheriff
and staff than what we have now.
