In the early morning hours every
weekday, Donna lemonimo boards
the public bus and heads to CREST
School.
The 40-year-old volunteer spends
the entire school day at the Citrus
Resources for Exceptional Stu-
dents in Transit ion School a Cit-
rus County School District
Lecanto-based educational facility
for children wcith disabilities.
"1bou ready? Now you gotta open.
Ah~hhh," lemonimo said, demon-
strating a ready-to-eat open mouth.
As she scooped a spoonfill ofear-
rots into the mouth of a CREST stu-
dent, she reminded hirri carrots
'were good for his eyes.
Her work is challenging, leron-
i mo said. She dedicates hours to
tasks such as assisting teachers and
their special-needs students, prep-
ping meals and cutting out clip-
pings for arts and cr~afs projects.

Through the program, the volun-
teers have the opportunity to bje the
givers of sedrvices, rather than the
receivers. They're investing their
time to benefit children.
"I think they're feeling so
needled, so important," Boggs said.
'"They've been loving it."

like they can be somebody," Casto-

leave her home on a regular basis,
she said.

leronimo is one of 57 disabled
volunteers in Citrus County and
one of a handful at CREST School.
She is part of the Disabi lity~ Out-
reach Offering Resources through
''Service (DOORS) program. The
Program is fimded by a grant, spon-
sored by the Points of Light Insti-


tute in Washington, D.C., and the -
Hands on National Network in At-
lanta, Ga.; the grant was obtained
by' the Nature Coast Volunteer Cen-
ter,

"For us, it was a Godsend," said
Susan Castorina, CREST volun-
teer coordinator.
It's difficult maintaining volun-
teers, Castorina explained. Work-
ing with special-needs students is
exhaustive and labor intensive,
she said.
Yet the DOORS volunteers are
faithful. They show up day in and

hospital and its medical

downtown Inverness.
The bus will go by each
of those stops about every
two hours. The route be-
gins at the county transit of-
fice in Lecanto and .

north on C.R. 491 to make
its first stop at the Beverly
Hills Winn-Dixie. The next
stop is a little further north
in Beverly Hills in front of
: Sal's Restaurant at the next
shopping center. Then the
bus proceeds to the Citrus
Springs Community Center.
Then, it's back to Sal's, the
SWinn Dixie, and then south
down C.IC491. to Gitus~~ .
County Resource
Center/Veterans Clinic and
then to the transit office.
The bus continues down
C.R. 491 to the Lecanto gov-
ernment complex and
Health Department,
then to


CFCC's Lecanto campus,
where it turns around, goes
back up to S.R. 44 and
heads east on S.R. 44 to the
Lowes and Walmart stores
just outside Inverness.
Proceeding east, the next
stop is Withlacoochee Tech,
then the Citrus Memorial
hospital and health system
complex and then the
county fairgrounds down
U.S. 41. Heading back to-
ward Inverness, it will stop
at the intersection ofMossy
Oak and Old Floral City
Road before going to the
county courthouse. The bus
goes back to Walmart and
Lowes and finally back to
thle transit office in Lecanto
to start~ the loop again 1

Some of the patrons in the
current para-transit, or ap-
pointment-
based, service are ex-
pected to use the new bus
service, lessening the need
for those two buses in para-
transit system.
The success of the route
will be monitored by
weekly reports on the num-
her of patrons, patrons per
stop, consistency of stop
times, overall use and cus-
tomer surveys. Lon Fr~ye,

ices County Transportation
supervisor, said it is an ex-
periment, but he thinks the
pilot program will be suc-
cessfull. He knows there
w~ill be bugs to be worked
out, but he s confident that

mission has authorized a
six-month pilot program for
a fixed bus route serving
~the Central Ridge and In-
verness areas beginning
April 6. The route will go
from Citrus Springs south
on County goad 491 to the
Lecanto campusof Central
Floridla Community Col-
lege (CECC) and east on .
State Road 44 to Inverness,
including a stop at the Cit-
rus Cou nty Fai rgrou nds on
U.S. 41.


The service will run
about 12 hours a day, from
6 a.miito 6;40 p.m. Monday
through Fl-iday. The cost
will be $1.25 per trip or
$2.50 all day.
The county tried a fixed
route about a decade ago,
but the ridership did not
support the route. This

The "Certificate of Achievement for
Excellence in Financial Reporting" has
been awarded to Citrus County by the
Government Finance Officers Associa-
tion of the United States and Canada
(GFOA), for its Comprehensive Annual
Financial Report (CAFR) for the fiscal
year ended Sept. 30, 2007.
The "Award of Financial Reporting
Achievement" has been awarded to
Betty Striffer, clerk to the Board of
County Commissioners, Citrus County.
The clerk''s finance department is re-
sponsible for preparing the award-win-
ning CAFR.
The Certificate of Achievemnent is the


highest form of recognition in the area
of governmental accounting and finan-
cial reporting, and its attainment repre-
sents a significant accomplishment by a
government and its management. This
reflects the professionalism, commit-
ment, and cooperative effort of numer-
ous individuals, as well as many hours
of hard work. It also reflects a high de-
gree of dedication and leadership on
the part ofStrifler, Sarah Koser, finance
director, and Susan Sullivan, assistant
finance director.
The CAFR has been judged by an im-
partial panel to meet the high standards
of the program, including demonstrat-
ing a constructive "spirit of full disclo-
sure" to clearly communicate its


financial story and motivate potential
users and user groups to read the
CAFR. ~The CAFR is now available for
viewing on the clerk's Web site at
www.clerk~citrus~fl.us (go to "Finance).
These awards will be formally pre-
sented at the Citrus County Board of
County Commissioners meeting 2:10
p.m. Tuesday by Linda Howard, direc-
tor of Fiscal Services, Orlando Utilities
Commission, and Central Florida Re-
gion Representative of the Florida Gov-
ernment Finance Officers Association.

association serving approximately
17,000 government finance profession-
als, with offices in Chicago and Wash-
ingtoil, D.C-

tend a special summer school fb~r lead-
ers and has very little time to raise
$4,395 so she can get there.
Kimber Clhewning, a 17-year-old jun-
ior at Crystal River High School, found
out recently that she has been selected
to attend the 2009 session of the Junior
Statesmen Summer School at Yale Uni-
versity in New Haven, Conn. While she
received a $1,000 scholarship, she Deeds
community support to raise the balance.

The 69th annual session of the Junior
Statesmen Summer School will be June
28 to July 19. While there, students take

meetings with a high-level group of
leaders from government, business and

1, using special transparent

He aided the student in a coloring activ-
ity involving the differentiation of conso-
nants and vowels.
"It's an enriching experience," Castorina
said of his volunteer work.
Castorina is volunteering as he rehabs
from a recent illness. A few months ago, he
suffered a brain bleed, similar to a stroke.
Prior to the illness, he was designing mili-
tary field gear in Virginia.
Susan Castorina said when she became
involved with the DOORS program, she
never imagined her son would become
handicapped and benefit from the pro-
gram.
John Castorina, leronimo and Dilworth
are three of five DOORS volunteers at
CREST; Ken Hogan and John Fox round
out the group.
Fox has done such an excellent job on
custodial and cafeteria duties, he might
have an opportunity to be paid substitute
facilities worker. Bill Dexter, CREST head
custodian, said Fox is a hard worker and
he would like to see him obtain employ-
ment.


Some of the DOORS volunteers were
born with special needs; others became
handicapped through incident, illness and
accidents even acts of violence. Their
disabilities range from mild to severe,
mental to physical.
Although they face obstacles in their own
lives, the DOORS volunteers have con-
quered them to form a connection with the
CREST students one that is beyond
words.
"We're hoping to get more volunteers,"
Susan Castorina said.
Despite the success of the program, the
grant funding for the DOORS program will
no longerbe available as ofJune, according
to Heidi Blanchette, Nature Coast Volun-
teer Center supervisor
Although the money will not be there to
support the concept, Blanchette hopes dis-
abled volunteers' involvement does not
end. She encourages disabled adults to
stop by the Nature Coast Volun~teer Center
to see what opportunities are available and
hopes organizations keep their doors open
to disabled volunteers.


The Citrus "Be the Wall"
campaign includes four phases.
The first is reaching out to par-
ents through advertising. Begin-
ning in April, local
theaters will fea- ON TH
ture commercials.
There will also be wwwN\.betl
radio ads and some
businesses will have posters. Of-
ficials will also provide infor-
mation about how to "Be the
Wall" at various community
events and public buildings.
Next, student groups will cre-


ate a booklet that teaches their
peers about drug and alcohol
laws. Eighth- and ninth-graders
will receive the booklets and
learn about the
E WEB laws during classes.

address teenage drinking,
The Citrus County Sheriff's
Office has also agreed to train-
ings for deputies to better ad-
dress the issue.


The initiative is being funded
by a$60,000 state grant.
Officials wanted to remind
the public that while some
teens are drinking, the majority
chooses notto. Survey of teens
in Citrus shows that 66 percent
choose not to drink.
These students are more
likely to regularly attend school
and perform better academi-
cally, Jablonskis said.
"Instead of glossing over the
issues," Jablonskis said, "par-
ents need to know the facts."

people know about it," said Linda Perry,

The equipment ranges from phones that
increase volume and tone to; specialty
phones that aid those with both hearing
and visual or hearing and speech impair-
ment.
Test phones are available to determine
which one suits a person best.


"For a lot of people, it's the tone they
can't hear," Perrysaid.
The equipment is on permanent loan as
long as a person lives in Florida. If equip-
ment needs repair, it can be brought back
to the distribution site and exchanged for
another; also, if a hearing impairment
worsens, a person can exchange current
equipment for another that's better suited.
FTRI, a not-for-profit organization, has
been distributing specialized telephone
equipment to Florida residents forthe past
18 years. More than 300,000 Floridians cur-
rently use an FTRI phone.

run more smoothly," Grimm said.
Volunteers lessen the student-teacher

tion, Grimm said, especially students with
special needs.

lion in retention bonuses after
receiving more than a $170 bil-
lion in ta x player money created
a tsunam i of outrage that has en-
gulfed: our nation's capital.
Struggling to stem the! rising tor-
rent of outrage, AIG executives,
members of Congress and ad-
ministration officials have re-
sorted to hypocrisy.
Defending the retentionn
bonuses as necessary to r~etaining
the best and brightest talent, AIG
Chairman Edward .Liddy
brushed aside the fact that a ma-
jority of the bonuses went to ex-
ecutives 'at AIG's financial
products division, the very unit
responsible for trillions of ddl-
lars in credit default swaps
backed by subprime mortgages.
While arguing the bonus con-
tracts were inviolate, he also
overlooked his firing of 6,000
contracted Allstate agents for re-
fusing conversion to independ-
ent agent status while CEO of
A9llstate.
In spite of being enablers for
the nation's financial meltdown,
members of Congress have be-
haved as innocents. Dperying tie
bonuses for AIG's derivatives
unit, they conveniently forgot the
Commodity Futures Mloderniza-
tion Act of 2000 that opened the


door for unregulated credit de-
fault swap derivatives. Evading
culpability for the last minute
provision-inserted in the recently
passed economic stimulus bill
that explicitly exempted previ-
ously agreed to bonuses from
compensation limits, they are
now hastily rewrit-
ing it,

Given the incompetent due
diligence of AIG, Congress and
both the Bush and Obama ad-
ministrations that's akin to
malfeasance, there is plenty of
culpability to go around. And,
with hypocrisy reigning on Wall
Street, Capitol Hill and Pennsyl-
brania Avenue, there is also
plenty of disingenuous finger- -
pointing in every direction.

pointing over the legalized bilk-
ing of the American taxpayer

greed and Washington's political
