Tickets can be purchased by contacting Vickie Ebro discusses Enterprise Zone expansion Vernon council to decide on its zone on Monday By RANDAL SEYLER 638-0212 | @WCN_HCT rseyler@chipleypaper.co m EBRO The Ebro Town Council discussed expanding its Enterprise Zone Thursday night during a public hearing, while Vernon City Council is set to take up the topic again on Monday. The Vernon City Council will decide whether or not to allow expansion of its existing Enterprise Zone down Moss Hill Road in an attempt to make the city more attractive to industry. An Enterprise Zone is a state-created area for industrial or commercial development that offers incentives to businesses in order to create jobs. Those incentives include jobs creation tax credits, electrical energy tax credits, sales tax refunds for jobs creation and building materials, property tax credits for jobs creation and sales tax refunds for business equipment and machinery. Last year the state Legislature passed a new law allowing counties to expand their Enterprise Zones, and Washington County will be allowed to expand its areas by three miles, which Washington County Chamber of Commerce Executive Of cials cleared in ethics complaints From Staff Reports PANAMA CITY A state ethics panel has cleared Gulf and Washington County of cials of wrongdoing after ethics complaints were led against them. The Florida Commission on Ethics acted on 38 complaints during a closed-door session at its Sept. 13 meeting, including the three that affected area of cials, according to a news release Wednesday. Washington County commissioners Alan Bush and Patricia Gothard were exonerated in the meeting. The news release gave no details on the accusations against the two sitting commissioners, but said the complaints were dismissed due to a lack of legal suf ciency. Former Gulf County Commissioner Bill Williams was also cleared of two complaints. He was accused of selling wellness services to the county while he was a sitting commissioner, thus creating an inappropriate business relationship, the news release said. The state panel, however, found no probable cause that it was a prohibited business relationship. Williams also was accused of having an improper contract with the county while serving on the board, thereby creating a con ict of interest. The state panel found no probable cause for that complaint either. The nine-member ethics panel serves as the independent reviewer of possible con icts of interest for state and local ofcials. It was established in 1974. If the board nds the of cials in violation, it can suggest civil penalties, including removal from of ce or termination and nes up to $10,000 per violation, according to the news release. Chipley Garden Clubs third Annual Scarecrow Festival, which runs in con junction with Washington County Historical Societys Fall Into History Festival, will be held from 9 a.m. to 3 p.m. on Saturday, Oct. 19. Ken Naker (Washing ton County Tax Collec tor) was the winner of last years scarecrow contest, and I believe he also won the election, so there you go, Odom said jokingly. Cash prizes and ribbons will be awarded in four cate gories Adult, Youth, Peo ples Choice and Garden Club Special. A trophy and certicates will be awarded to the winner of the Busi ness/Club category. The museum is also planning a historic walking tour of Chipley, and is seek ing sponsors for the tours program. We havent had a walking tour here since 1986, she said. The Scarecrow Fes tival is a real feather in our cap as a community, Odom said. People pass ing through our community see the scarecrows and they know our community cares. There will be a free Scarecrow Building 101 classes will be offered to the public at 10 a.m. and 6:30 p.m. on Tuesday, Sept. 24, at the Farmers Market. Club members will be demonstrating scarecrow making from forms to nish. Several completed scarecrows will be on display and construction techniques will be demon strated. Handouts will be provided and light refresh ments will be served. The museum is a tour ist attraction for Chipley, more so than the average resident may realize, Odom said. Often we will show up to open the museum and there will be people waiting on us who have come from out of town and spent the night here, wanting to see the museum, do some ge nealogical research, or nd a grave. Odom said the museum also receives quite a bit of trafc through emails and phone calls. The Garden Club also presented the Yard of the Month to the City of Chipley for the sundial garden next to the chamber ofce. Ron Sharpe, resource development director for United Way of Northwest Florida, also gave the cham ber an update on the recov ery efforts being made in Washington County. As you know may know, the ooding on July 4 dam aged 90 homes in Wash ington County, Sharpe said. The United Way has formed a Long Term Re covery Effort committee, along with the United Meth odist Community Disaster Relief, West Florida Baptist Association and Catholic Charities to help with re pairs to these homes. Sharpe said the group, which is being chaired by Vernon Mayor Michelle Cook, has raised $10,000 so far and has opened an account with Capital City Bank. We expect the cost of repairs to be about $90,000, so we can use some help, Sharpe said. People are in vited to make donations to the relief fund and to volun teer to help with repairs. He noted that two weeks ago, the committee and United Way delivered a tractor-trailer load of food to the Vernon Community Center for distribution to the affected families. There are still people who cant get back into their homes without taking a boat, Sharpe said. The certicate was presented to Taylor by FADSS President Dan Boyd, FADSS Chief Ex ecutive Ofcer Bill Mont ford and Florida Educa tion Commissioner Pam Stewart on Sept. at the FADSS fall conference. The Special Certica tion Program is an ex tensive training program designed specically for Florida Superintendents that includes training in School Law, School Finance, Collective Bargaining, the Superin tendents Leadership Role in Improving Student Achieve ment and Core Concepts of Leadership. In addition, the superintendent is required to satisfactorily complete the Florida Superintendents Examination to demonstrate a rm understanding of the information and knowledge presented through the training course. Superintendent Joseph Taylor should be commend ed for his efforts to expand and build upon the skills and knowledge necessary to lead the school system in todays challenging and complex society, states Montford. Washington County School District is fortunate to have a leader like Superintendent Joseph Taylor who is com mitted to public education and to the continuous growth and enhancement of their own leadership skills in order to better serve their school system, adds Montford. The schools that partici pated were Chipley, Vernon, Holmes County, and Baker High School. The teams competed in various activi ties such as Physical Train ing which consisted of push ups and sit-ups, a mile run, rope tying, one Rope Bridge, and also an academic test. Each School competed let level against let level. Everett visited the Vernon coun cils workshop on Monday to discuss possible expansion plans for Ver nons Enterprise Zone as well. Currently the city has its Enter prise Zone located mainly along State Road 79. Everett suggested the city council consider extending the zone an additional 1 mile, the amount by which he hopes to expand the zone, along Mossy Hill Road to ward the high school. Councilman Tray Hawkins said the school district owns property behind the schools campus, which could potentially be purchased by the city and used as an industrial site. We are the only community along the north-south corridor that isnt bridge limited, Hawkins said. We have great potential as an in dustrial site, and we already have water utilities in place, which gives us a great advantage. The Vernon City Council will meet at 7 p.m. Monday at City Hall. Thursday, Everett was in Ebro, discussing possible Enterprise Zone expansion with members of the town council, who seemed less certain about the benets of an expanded Enterprise Zone than their Vernon counterparts. In Ebro, Everett suggested the expansion be made east along State Road 20, but council members voiced concerns about the many waterways in and around Ebro and the negative impact development could have on the environment. Because of the waterways and Karst formations, there are a lot of places here industry couldnt build, Everett said. Besides, the state De partment of Evironmental Protection wouldnt let them build there. Everett told both councils he had an engineering rm prepared to do the initial studies at no cost to the towns. So this will be no cost to the city? asked Councilman Charles Scott. No sir, it wont cost the city a dime, Everett said. Just because we designate an Enterprise Zone, doesnt even mean there will be any thing built on it. Its just something we have to have if we expect to grow in the future. Everett said the Enterprise Zone does not change the current zoning of a property, but does allow for com mercial or industrial usage in the future. Were not going to come out and change your zoning, and your taxes arent going to go up, he said. The town council decided to meet again at 5:30 p.m. Oct. 7 to further dis cuss possible ways of expanding the Enterprise Zone with Everett and the engineers. Sure, it can be embarrassing to be proven wrong, but its something we all deal with eventually. Its not a question of whether or not youll ever be wrong. You will. The important issue is how to cope with it when it happens. Poor sportsmanship isnt merely reserved for athletic events. The world is brimming with poor sports who cant handle losing. Unfortunately, they often end up in leadership positions. Theres nothing as frustrating as working for someone who cant admit hes wrong. Its even worse when such people are voted into political of ce. Failure to admit ones errors and shortcomings can be dangerous, whether in governments, schools, workplaces or religious settings. The failure to acknowledge errors can hold dire consequences. Some people remain in spiritually abusive groups for years because theyre ashamed to admit theyre wrong. They cant bear to tell their families especially children theyve dragged into the situation that they made a mistake. So they stick around year after year, even in the face of spiritual, physical, sexual, emotional and nancial abuse. Theres a difference in being secure in ones faith and being a fool. If you suspect that youre in a spiritually abusive situation, you probably are. If youre capable of reading these words, youre old enough to say No. Leaders have exactly as much power as you give them. That includes spiritual leaders. If people are abusing you, its because youve given them the power to do so. Never be ashamed to admit that you were wrong about a person, group or situation. Wake up, wise up, and walk away. Weve all met people obsessed with being right. Dont become one of them. If youre wrong, its not the end of the world. Life is about learning. Admitting your mistakes is part of the learning process. If youve made a mistake about a relationship, career, belief, viewpoint or anything else, you can change it. Three of the most powerful words, aside from I love you, are I was wrong. Dont kick yourself for making mistakes. Youre in good company, because everybody on this planet has done it at one time or another. Just admit your error, try to undo as much damage as possible, and resolve to avoid repeating the same mistake in the future.
