City Clerk Margaret Riley told the council 49 of the citys customers used less than 1,000 gallons a month and 26 customers use between 1,500 and 2,000 gallons a month. The council was considering rolling back water fees to the 2011 rates for customers who use less than 1,000 gallons per month, with the understanding that using more water would increase the monthly bill rate. Councilman B.J. Phillips had asked at the November meeting if the town could look into lowering water bills for the elderly or for those who use less water. Can we do that? Mayor Roger Hagan asked, when the question of lower rates based on a customers age was voiced. Can we discriminate? Nowadays, I think were pretty much all on xed incomes. Hagan said that basing the rate reduction on usage would be the fairest way to handle the situation. I say if they use less than 1,000 gallons a month then we roll back to what it was last year, said Councilwoman Gail Culbreth. We would also need to send out a newsletter and let everyone know what were doing. We also want to make sure they understand that if they go over the 1,000 gallons they are going to pay more.Council discusses lower water ratesCustomers who use less than 1,000 gallons each month may see savings Special to the NewsCHIPLEY During the Thanksgiving holidays, a WHTC student from the Automotive Service Technology Program arrived home from a quick trip to Wal-Mart to nd his home engulfed in ames. Kenny Johnson stood with his three young children while re ghters tried to extinguish the re. Unfortunately, the family lost everything. The news spread through the campus the rst day everyone returned from their holiday break, and a much larger family to Kenny stepped up to help. The SkillsUSA Leadership Team (of cers of the combined SkillsUSA and SGA campus organizations) had some serious discussions earlier in the year about doing more community services and outreach. This was a great opportunity to serve others during a devastating event. They quickly called together representatives from every program with a plan to help Johnsons children, ages 7, 5 and 3. Some students collected slightly used clothing, and others collected money from students, teachers, faculty and others in the community to purchase new clothing and Christmas presents for the children. When the Kiwanians got news of the tragedy, they made a special collection during their Tuesday luncheon and presented Johnson with a cash donation. Terry Ellis, general manager of the local WestPoint Home factory, got wind of the loss and has offered to donate new bedding for the family.WHTC students spread Christmas spiritPHOTOS SPECIAL TO THE NEWSThe SkillsUSA Leadership Team presents Kenny Johnson gifts for his children. While in Chipley, they have been seen shopping for vegetables for the reindeer at several local stores. When making these visits to the area, Mr. and Mrs. Santa Claus always stop to visit the Washington County Public Library to read to the little ones during story time, have a picture made, and spread some Christmas Cheer. Again this year the folks at Community South Credit Union have made arrangements for the jolly couple to read to the children of Washington County. Do not forget to bring your camera for this special occasion.New Orange Christmas ProgramCHIPLEY New Orange Baptist Church will be holding their Christmas Program at 6 p.m. on Sunday, Dec. 23. BRIEF from page A1 WATER from page A1Hagan suggested the city attorney be tasked with coming up with a resolution for the council to consider again at the January meeting. You wont have to adopt it, but you can look at it and see what your thinking is then, Hagan said. Phillips also asked Riley about the increase in water bills that are 30 days and 90 days in arrears. Its the time of year, Riley said. Every year when the holidays come, people start getting behind. I thought we were doing better on this, Phillips said. People need to pay their water bill. Riley told the council that letters from the city attorney were also preparing to be mailed to residents who are in violation of city lawn maintenance codes, a project the city has also been pursuing. The Wausau Garden Club presented Councilman Phillips with the Yard of the Month award. I always win in the winter because you dont have to do anything to your lawn, Phillips joked. The WHTC students raised almost $300 and went on a buying spree at the Vanity Fair Outlet, Wal-Mart and the Dollar Tree. They shopped the sales and, in many cases, were given additional discounts. Each of Kennys children received 10 out ts, shoes, socks, underwear, pajamas, coats and an assortment of Christmas presents. When the leadership team presented Kenny with the gifts, he was overwhelmed. I really dont know what to say, he said. Ive never had anybody do something so nice like this for me. I was worried about the kids and their Christmas. I really appreciate this and I know my children will be so excited. The SkillsUSA Leadership Team and students of WHTC said helping the family was a good feeling. This is a terri c place to get an education, but its just as great to be a part of the WHTC family, said Jessi Collins, SkillsUSA team president. WHTC from page A1 SPECIAL TO THE NEWSCouncilwoman Gail Culbreth, second from right, was also honored at Thursdays Wausau Town Council meeting for her service to the community. The schools that competed were Chipley, Vernon, and Holmes County High Schools. A series of academic questions were asked and points were given for each correct answer. But in the end, Chipley pulled through with rst place. The ve cadets that competed for Chipley High School JROTC were Quiz Bowl commander C/2LT Brittney Sanders, C/CPT Regan Walls, C/ LTC Jack Daniels, C/ PFC Brandon Loriaux, and C/SFC Michael Laurie. Great job to the ve cadets who competed and did their best. Special to the N N ewsCHIPLEY The Washington County Public Library was pleased to receive a $500 check from the Wal-Mart Foundation for a grant to improve services within the library. The gift will be used to stimulate childrens interest in the fundamentals of reading and how books can make lifes situations come alive. To understand why Mom goes food shopping, or why Dad requires the car to be serviced, holds wonder to children when the every day is placed in terms that they can understand. The Wal-Mart monies will bring the marketplace to the learning place and exhibit to area youth that life challenges really are exciting when the world of reading transforms those obstacles into opportunities. The paper for Wednesday, Dec. 26 is set to be delivered on that date. The Prattler is once again using the Setting It Straight heading to correctly state that Thanksgiving Day is ofcially on the Fourth Thursday in November, not the one mistakenly stated in the Nov. 21 issue of Perrys Prattle. Thanks to my friend Wayne Carey of Bonifay, a faithful reader of my column, for pointing out this error to me. Our son, Gordon, detected it also and relayed his message to me through his mother. He knows Papa wants to be factually accurate on all his writings, especially the date for Thanksgiving, as it has been grossly maligned with date changes throughout its long history. As Christmastime is at hand, I continue to have the question asked Are your ready for Christmas? To simplify things, my answer is always yes, knowing full well that I never know how to fully get ready or to prepare for the joyous day to the fullest extent. During my many years of broadcasting Bluegrass Express on Chipleys now inactive radio station WBGC, it was my happy privilege to play a variety of Christmas Songs, written and sung in the traditional style of bluegrass. I still recall that Beautiful Star of Bethlehem either by The Stanley Brothers or Emmy Lou Harris, was among the top songs most requested during the holiday season. The Last Christmas Tree by Bill Grant and Delia Bell of Hugo, Okla., came in as a close second in songs requested. Both of those classics have denite spiritual connotations and continue to have special meaning to me each and every time they are heard. Since I no longer have the privilege of selecting Christmas songs for the radio program, I simply meditate on some of the most uplifting ones and nd an opportunity to pull that particular CD or LP from my massive collection, slip it into the machine and have myself a private session of listening to the stirring lyrics. Patty Loveless is one of my favorite artists and her CD, Patty Loveless Bluegrass & White Snow, was one often played for the radio listeners. It is a full album with all 13 songs associated with Christmas. Song number one is Away in The Manger and concludes with Bluegrass, White Snow, the album title. Song number 11 on Pattys album is entitled Christmas Day at My House appears to have been written by the artist and her husband, Emory Gordy Jr., who is also her producer and manager. The lyrics are as follows: Its Christmas Day At My House, There Smells of Cloves and Spice, Yonder Stands Momma and Stove Fixing Pumpkin Pie, With a Twinkle in Her Eye, Its Christmas Day At My House, And Underneath The Tree, Yonder Stands a Pretty Little Doll Smilin Up At Me, As Pretty As Can Be. Admittedly, this song is more traditional than biblical, but it has a peppy ring to it and has a realistic message. The actual happenings mentioned in the song are being played out in many homes at this time of year. Some serious cooking is in progress and the Christmas tree already loaded with the gifts for the anxious recipients, whose vivid imaginations and low degree of patience is apparent. Applying this message in song by Patty Loveless to my early life, I can envision my mother in her humble kitchen, cooking on a wood burning range where the aroma of cloves and spice would be coming from her famous cinnamon pudding. This was always a must included in the desserts for her Christmas dinner. Other pronounced inviting aromas coming from the modest kitchen would be other seasonings, garlic, onions and the host of other pleasurable additions to her one of a kind, a massive cooking pan lled with her home made Dressing. Even if she had cooked a turkey or a hen for the dressing and dumplings. Mama was not opposed to also add some of the juices from the fresh ham, which she usually baked in the oven at Christmastime. In grooming for the big day of Christmas, your writer has already attending the annual 14th Circuit Judges Christmas Party, held at St. Andrews Bay Yacht Club on Bunkers Cove Road in Panama City. It was my pleasure to sit at the table with retired county judge, Tom Ellinor, who served in Bay County during my time. He was kind enough to listen to some of my old stories and actually told me that he never knew that Hester and I spent the rst 17 years of our marriage in Panama City. Then he told me that his father was the general contractor in the building of the mammoth numbers of brick homes on West 11th Street, near Lisenby Hospital, which obviously gave the name Lisenby Project to the homes. He was equally surprised to know the rst home of newlyweds Perry and Hester was a new asbestos, frame house located on the corner of Fairland Avenue and 12th Street, where for some reason, no brick homes were built. Our Christmas travels have also included attending the Sears Retirees annual Christmas Party, held at the West End Mens Clubhouse in the Drummond Park area of Panama City. It is always a joy and pleasure to be with those we knew and worked with at Sears, Roebuck and Company so many years ago. Even though neither Hester nor I continued employment with Sears until retirement, the group still receives and welcomes us as if we were full edged retirees. Since shopping for the Wells Family was in Bonifay, a trip into that town at this time of the year is bound to bring back thoughts of long ago when that town was as big to us as Pensacola or Dothan would appear today. Adding to the nostalgia of Bonifay was the opportunity of writing two weeks ago on the 120th Anniversary of the Holmes County Advertiser-Times. Maybe I will feel impressed at a future date to write more on my experiences and early recollections of Bonifay and many of its colorful citizens of the past. Being able to place numerous Heritage of Washington County Books since their arrival in midAugust, has proven to heart warming experience here at Christmas time. If you missed yours, you still have time to call me at 638-1016 or email perry1000@bellsouth. net and get one in time of Christmas. Merry Christmas to all, and we hope to see you again next week.PERRYS p PRaA TTLEPerry Wells SpSP Ec C Ia A L TO TT HE NEWSPatty Loveless, Bluegrass and White Snow by JAHAZA Records, 2002.Prattler readies himself for ChristmastimeLast school year when Bonifay Garden Club began an Intermediate Garden Club with Bonifay Middle School sixth grade science class, I realized Holmes County Educational system had a jewel in teacher Dawn Barone. As I have come to know her better, I am more and more impressed that her life experiences bring a rich background to her classroom. When the students enter it is obvious they are entering an environment where there is excitement in discovery, where there is mutual respect between teacher and students. Mrs. Barone grew up in Cleveland, Ohio, and graduated from Ohio State University in 1998 with a degree in wildlife biology. She followed a dream that shed had since as child when she listened to the words of President John F. Kennedy as he urged the aspect of serving our fellow man. As a Peace Corps volunteer, she spent two years living among the Pulaar people in Senegal West Africa. As the only white person in this tribal community, and the rst one most had ever seen, she learned to speak the language and live without any electricity or plumbing. Her home was a primitive hut with a hole in the ground for a bathroom and a stone urn with a lter that she lled daily from a common well for her water supply Her main assignment was being an agricultural volunteer, where she developed community gardens, taught the women about nutrition and hygiene and worked closely with UNICEF, sought to improve the life of the children. At rst, they feared her and often brought small gifts to appease her so that she would not harm them. To prepare for the experience, she and other volunteers spent three months with a Senegal family adapted to the culture. They were frequently sick as they became accustomed to the changes in diet and living conditions. After that, they were in the villages with little contact, but strong ties were formed by infrequent visits to the closest town two hours away where the hunger to hear a word in American English was satiated. Communication with the outside world was nil except by letters that could be sent by walking or riding an assigned bicycle to a public road several miles away to wait for and agging a passing vehicle to carry it to the city. Returning to the states two years later was as much of a culture shock as arriving in the Pulaar village. Her rst paying job after returning to the U.S. was working as a marine biologist in Manseld, Ohios Natures Classroom. Then, she worked with the Hawaii National Fisheries Service. Her one-year contract required her to spend two and three week periods aboard large shing vessels doing surveys on ocean sh in the Pacic. She met her husband, Frank Barone Jr., who was captain on one of the boats, in Hawaii. He had served in the U.S. Navy and remains in the Naval Reserve. He has served one deployment in Afghanistan. After her contract with Hawaii ended, she came to Florida to work as environmental educator with the Audubon Society in Polk County. When she and Frank married 10 years ago, they decided to settle in Holmes County near his father, Frank Sr. Their intention was to begin a commercial organic hydroponic farming operation, but that did not pan out except on a small home garden scale, so she found a job teaching sixththrough 12th-grade students at West Florida Wilderness Institute before coming to Bonifay Middle School as sixth grade science teacher. She and Frank Jr. live in the small town of Westville, and while fullling his duties offshore, she keeps plenty busy with her beekeeping, her creative photography and jewelrymaking, biking, kayaking and other volunteer activities. She volunteers as preservation manager for the Audubon Societys Beulah Laidlaw Nature Preserve in Washington County. Though it is not open to the public yet, except by special arrangements, they have regular work days for clearing trails and other upkeep. I met up with Dawn and fellow middle school teacher, Pam Alford, while volunteering at the Holmes County Fair in the spring and at Twin Oaks Organics open house in the summer. She and Frank attend Westville Community Church, and she went with Holmes Baptist Association on a mission trip to Peru a few summers ago. Her grandparents instilled in her a love of traveling and exploring new places. She has traveled to Japan, Thailand, Italy and Nepal. Dawn loves culture and language and hopes to return for another stint with the Peace Corps when she retires. I am glad the Barones have chosen Holmes County as their permanent home. She loves the people here and the feeling of community, which you dont nd in a large city. I am enriched by my acquaintance with Mrs. Barone, as are the students who are privileged to be in her sixth grade science classroom at Bonifay Middle School. (NOTE: The Templetons, whom I wrote about last week, live on Moss Road off Bethlehem Church Road that is off Highway 177 (Bethlehem School Road, not 277. Sorry for the error.) Weve been getting complaints about our city. Ive got a copy of the code enforcement from another city for the attorney to review and bring back to the next meeting, Cloud said. One of the owners of the Merchants parking lot said they were interested in the city paving the parking lot, however the parking lot is owned by three people and two, according to the council, arent interested in relinquishing that portion of land to the city. We were ready and willing to pave that parking lot, maintain it and put up lights, said Councilman Roger Brooks. The other two owners just arent willing to deed that small bit of land to the city for maintenance. They could have a very nice, well lit parking lot but theres nothing we can do. Resident Ray Brooks once again came before the council with concerns about the streets and water and sewer lines of Bonifay. Brooks said that he had seen unmarked trucks coming in on the street of his residence to do patchwork on the intended areas of the road. He said that he was concerned because he thought it could be due to a separation of sewer line joints. He said that he had a similar experience some time ago when his toilet kept backing up and advised the council that if similar occurrences should happen to the residents on that street then it could be the pipes. The council members thanked Brooks for his concern and participation. City Attorney Lucas Taylor updated the council on their recent lawsuit with the owner of the old truck stop on State Road 90 in regards to an easement with a water line. Taylor advised that as long as the water line wasnt in use and was cut off from the main line, then the council should perform a quick claim deed back to the owner and back out of the case. The council approved of doing so. Council also approved of cancelling the meeting on Monday, Dec. 24 due to it being Christmas Eve. The next regularly scheduled meeting is set for 6 p.m. on Jan. 14 at Bonifay City Hall.Bonifay mayor announces plans for code enforcement

On Sunday two weeks ago, for some unforeseen reason, I decided to go to the deep woods to do a little deer watching. I had gone on the previous Saturday and saw quite a few deer (all girls of course). On this Saturday, it was kind of cool with a small breeze and absolutely no mosquitoes. The following day was like the light switch had been pulled. On Sunday I waded into the primitive weapons area on the WMA located just north of Millers Ferry Bridge and the mosquitoes must have smelled me coming. I sat on the ground in a chair and was kept busy from one in the afternoon until dark knocking mosquitoes. They were everywhere. Knowing a person cant swat at mosquitoes and expect anything to come into ri e range I cut myself a small twig with some leaves on the end. This way when I heard the familiar whining of a mosquito up around my ears I would take the switch and brush her away without moving my arms or hands. I thought it was a pretty clever way to stay concealed but the deer didnt think it was very clever. The mosquitoes werent very amused either. This Sunday I thought I would pull a switcha-rue and sh in the morning and hunt in the evening. At least the mosquitoes werent bad out in the Gulf and the ounder bit about as well as I thought they would. Well, you see these guys on television spraying on some sort of stuff on them so as the deer cant smell them. I always thought they were just trading one smell for another. I suppose if you kill one it works and if you dont, it doesnt. I opted to roll the dice and take my Thermo-cell along. I had no idea if a big old buck was going to come down the trail but I was pretty sure those mosquitoes were. I can think of plenty of hunts that I didnt see a big buck and I didnt have my Thermo-cell along so I gured if I took it and didnt see one at least I wouldnt get eaten up by mosquitoes. I, of course, didnt get knocked out of my chair by a big buck, but I also didnt get carried off by mosquitoes. Moral of the story you probably arent going to see a trophy deer any way so why get eaten alive by mosquitoes while you wait.Hooked on Outdoors Outdoor LifeScott Lindseycaptainlindsey@ knology.netBy MLADEN RUDMAN654-8442 mrudman@thedestinlog.com Captains operating charter, scuba diving and snorkeling, or dolphin cruise boats now have to comply with a federal regulation that bases passenger capacity on the statistic that an average fare now weighs 185 pounds rather than 160. The result is lower maximum passenger capacity for vessels small to big and, maybe, less profit for the businesses. Party boat American Spirit owned by Capt. Jim Westbrook saw its stability rating drop by almost 18 percent. Originally legally able to carry 304 people, the vessel is now temporarily licensed a nal stability letter is pending to allow 250 passengers. Though American Spirit is currently used as a party boat licensed to carry fewer than 250 fishermen because the weight of their gear and other conditions have to be considered to minimize the risk of capsizing, Westbrook said the new maximum capacity was expensive to determine and could affect his bottom line if he had to re-purpose the boat or sell it. It lost a substantial amount of capacity, he said. I dont know what the future of my vessel will be. You want to maintain the largest stability letter possible. Westbrook had engineers test American Spirits stability in Panama City. The cost was $15,000. Party boat Destinys passenger capacity was recalibrated using another option, a math formula. Its capacity dropped by nine people, which Capt. Chris McConnell said might have a noticeable impact on ticket sales during Spring Break and mid-summers red snapper shing season. Theres always people standing (at the ticket booth), whether the boat is full or not, he said. Emerald Coast Scuba Inc., which operates boats Aquanaut and Down Under saw passenger capacity drop from 22 to 19 and 49 to 41, respectively. We kind of got a double whammy because they also reduced our occupancy based on the gear that divers use, said the scuba shops Anna Schmitz. Typically, a diver brings two tanks, each weighing about 45 pounds, and a divers bag that might be loaded with as much as 50 pounds of gear. During June, July and August, according to Schmitz, there were often enough scuba diving fares to fill her boats when they could carry the pre-185 pounds per person capacity. Instead, the shop would opt to carry fewer people but offer more trips. Schmitz added that boat Down Under also is used for snorkeling and fireworks cruises, which are popular. As a result, losing capacity to carry eight more people will likely pinch the bottom line during the busiest stretch of tourist season.BIGGER WAISTLINES PINCH BOTTOM LINE TINA HARBUCK | Halifax Media GroupThe party boat American Spirit is seen here earlier in July with a full vessel of passengers. Jim WestbrookAmerican SpiritWell-known bear killed by car while crossing streetBy STAN KIRKLANDFWC For 18 and a half years bear No. 20 lived on Eglin Air Force Base in an area basically north of General Bond Avenue. Unfortunately, she got out on the busy highway last Sunday night, Dec. 9, and was struck by a car and died. Andrew Jernigan, a wildlife technician with the Florida Fish and Wildlife Conservation Commission, arrived at the scene to pick up the 150-pound bear and discovered a small metal tag with the No. 20 in one ear. While Jernigan wasnt familiar with the type of tag, it turns out the old bear with a graying muzzle was part of a bear study on Eglin that began in the mid 1990s. The study participants involved the Department of Defense, University of Florida, University of Tennessee and the then-Florida Game and Fresh Water Fish Commission. Enter David Alden, who was a UF student in the 90s studying wildlife ecology. Now, Alden is an FWC wildlife biologist. Alden said No. 20 was captured, tagged and tted with a radio-tracking collar on June 20, 1995. When No. 20 was rst captured, she was 1 and a half years old. No. 20 never got into garbage or caused any problems, Alden said. The biggest issue with her is when she started having cubs, she would stand at the edge of the woods and everyone would stop and look at her and her cubs. However, No. 20 wasnt the only interesting bear of the study group of 28 bears. Another bear, a 325-pound male known as X3, was originally captured in the Apalachicola National Forest in 1991 as a nuisance bear, tagged and then released. X3 was again captured on Tyndall Air Force Base on May 26, 1996, as an 11-year-old bear moved to Eglin and tted with a radio-tracking collar. X3 spent two days on Eglin and then began a westward trek that ended slightly more than a month later when he was captured by the Louisiana Department of Wildlife and Fisheries in the Baton Rouge business district. Amazingly, X3 had made it across at least four interstate highways, 16 two-lane divided highways and more than 100 other paved and unpaved roads in his journey. On a straight line, he had traveled more than 315 miles before being trapped inside Baton Rouge. X3 was returned to the Apalachicola National Forest on July 2, 1996, hung around a day or two and then began a westward trip. The last reported contact with X3 was on July 13 near Wewahitchka in Gulf County. Alden said the Eglin study ended in 1999.

None of them generated the hype of Holmes Countys Chris Walker. A 6-foot-10 forward, Walker already has committed to Billy Donovans program at the University of Florida and will join the Gators next year. Hes the 10th-best recruit in the nation according to ESPN. com. Rivals.com gives Walker even more respect, naming him the No. 8 recruit nationally. His length and athleticism make him an intriguing player, and Walker told The News Herald in August that he expects to play at UF for just one season before entering the NBA Draft. Words would not properly convey the difference in competition between Holmes County a rural Class 1A program and NCAA Division I basketball, but Walker has been competing in elite AAU tournaments and showcases against the nations best teenagers in cities such as Las Vegas and Atlanta. He teamed with Kasey Hill, another highly touted UF commit for 2013, on his AAU team. ESPN.com summarized his skills as such: Walker is very talented with tremendous upside. He has room to improve as an elite player, but has the physical gifts to get there. He has the potential to be a defensive stopper as his length creates problems for opponents. With continued progress to his game Walker should become one of the more sought-after small forwards in this class. Walker added his thoughts. I can shoot 3s now, Walker said in August. I can nesse you. I can dunk on you. I can guard anything, and Im rebounding better. When I block shots I catch the ball. I can post you up with my back to the basket and hit you with a post move. Or I can face you up and use my quickness to blow by you. Walker led Holmes County to the Region 1-1A semi nals last year. He often found himself tripleteamed when he caught the ball in the paint, but his enhanced versatility and the improvement of teammates around him make Holmes County a threat to advance deeper into this years tournament.Chris Walker struts his stuff PHOTOS BY ANDREW P JOHNSON | Halifax Media Group SP O RTS www.bonifaynow.com | www.chipleypaper.comWednesday, December 19, 2012 APage 7Section Prep ROUNDUP

Special to The News/Times-AdvertiserGREENHEAD Twelve inmates out of fourteen inmates who took the General Educational Development from the Northwest Florida Reception Center Annex received their GED diplomas this quarter. Patti Paul, teachers aide from education at the Annex, said it is outstanding to have such a large number of graduates in one quarter. Last year, the number of inmates to receive their diploma from the Annex was 14 over the course of a year. This increase in numbers of inmates is due to many factors. A large part of this success is because of an alteration in the approach of Florida Department of Corrections toward education. Inmates are less likely to come back to prison if they earn their GED and/or Vocational Certi cate while incarcerated. The inmates at the Annex are receiving one-on-one tutoring to assist in the areas in which they have dif culty. Classi cation works with job assignments so that they can work and be on call out for education. Inmate tutors are assigned to help with those working towards their GED. Coach Keith Lee is a security of cer who is a valuable member of our team that helps with the younger inmates that are at NWFRC that have been housed separately from general population due to nutrition and maturity. He had two young inmates out of the twelve this quarter who earn their GED. Katherine Moat is the Placement and Transition Specialist at NWFRC and also plays a role in the inmates success. She is responsible for performing testing and background research for enrollment in the program. Joe Tripp is one of the many personnel from Classi cation who have an integral part of the success rate that the inmates from the Annex earn the goal of getting their GEDs. They provide backup for testing, placement and support. We would like to announce the birth and arrival if our little angel, Haley Ann Graham. LocalWednesday, December 19, 2012 Hypothermia, occurring in both humans and pets, is a condition characterized by abnormally low body temperatures. There are three phases of hypothermia: mild, classied as a body temperature of 90-99 degrees Fahrenheit; moderate, classied as a body temperature of 82-90 degrees Fahrenheit; and severe, classied as a body temperature of less than 82 degrees Fahrenheit. With hypothermia, the dog is no longer able to control a normal body temperature resulting in an abnormal heartbeat and difculties breathing. Generally, hypothermia results from spending too much time outside in the cold. Although there is not a specic time limit for a given temperature a dog should be left outside, Dr. Stacy Eckman, lecturer at the Texas A&M College of Veterinary Medicine & Biomedical Sciences, said time spent outside in the cold should be restricted. The amount of time a pet should spend outside varies based on how acclimated the pet is to cooler temperatures, Eckman said. Typically, we do not recommend indoor pets to spend considerable amounts of time outdoors in cold temperatures without supervision. Hypothermia should be considered when taking any pet into the cold for long periods of time, but some are more susceptible to the illness than others. Smaller, younger dogs, for example, are likely to lose their body heat faster resulting in hypothermia, Eckman said. Geriatric patients may take medications that alter their ability to regulate their temperature and blood ow making them also more susceptible, she said. She added that Arctic breeds such as Huskies or Malamutes can be less prone to hypothermia than other breeds because of their thicker coats. If a dog is left in the cold for an extended period of times, signs of hypothermia to look for are shivering, lethargy, weakness, and shallow breathing. The more severe the case of hypothermia, the worse the signs will appear. After a period of time, the shivering stops and they become more neurologically affected, Eckman said. Their heart rates may drop to dangerous levels, and it can be fatal. It is important to take the pet to the veterinarian or seek a veterinarians advice if hypothermia is suspected. Once there, the veterinarian can monitor the pets heartbeat, breathing, and temperature. If the temperature falls below 98 degrees Fahrenheit, Eckman said the veterinarian will start active warming on the pet. Active warming includes placing warm blankets or heating pads on the animal and feeding it warmed oats or rice. Eckman cautioned that owners should not perform these methods of treatment before consulting a veterinarian. Items such as heating pads should never be applied directly to pets as this can cause thermal burns, she said. For severe cases, the veterinarian may give warmed IV uids or warm water enemas to the pet. Another result from leaving a dog in the cold for long periods of time is frostbite. Frostbite occurs on areas least covered by fur such as ears and tails. Signs of frostbite include red, swollen areas or pale, white areas. As with hypothermia, it is important to consult a veterinarian if frostbite is suspected. To prevent hypothermia and frostbite, it is recommended that pets, particularly smaller, younger or older pets, are not in the cold for extended periods of time. Eckman also recommended putting sweaters or booties on the pet to keep them warm. Dogs with coats and booties may look cute, but this fashion statement may protect from hypothermia, she said. This winter, whether staying in Texas or traveling to Colorado, remember to monitor the temperature if your pet is spending extended periods of time in the cold.ABOUT PET TALKPet Talk is a service of the College of Veterinary Medicine & Biomedical Sciences, Texas A&M University. Students voluntarily help sew and put together these quilts. The quilts will soon be donated to a Childrens Miracle Network Hospital. The project gives students an opportunity to learn and use their talents and abilities in a rewarding way. The hospital that these quilts are going to be donated to allows direct delivery. This means that Rhodes is allowed to take the quilts made and place them directly into the hands of the child. When speaking with Donna Rhodes, BMS home economics teacher, she expresses, it is very rewarding to see the smiles on their faces. Its hard on your heart, but you know that youre giving comfort to a child in need as well as their parents. The emotions with each delivery can be overwhelming. However, I nd good with each visit. Its a calling, once you go into a hospital and hand out this kind of love, it changes your life. Receiving a quilt makes these children very happy. The third Quilt Shoe the Home Economics class has had was held on Dec. 10. Students, parents, siblings, and grandparents were invited to our quilt show. Around 75 people attended the show. During the quilt show Pastor Chris Nelson blessed the quilts. He asked for there to be comfort and healing for the children receiving the quilts. He also asked for blessings on the children who gave of themselves while making these quilts for others. During the quilt viewing, a slide show was shown featuring students working on their quilts as well as a picture of them holding their nished product proudly. Students were given a certicate and a picture of themselves with their quilt. We here a Bonifay Middle School will accept donations of new, brightly colored, kid friendly cotton fabrics. We will also accept polyester, low loft batting to complete the quilts. If interested in donating, you may bring items to Bonifay Middle School. Perhaps we are looking forward to a long-deserved vacation, or maybe an upcoming sporting event, or some other special occasion that is important to us. However, the joy and pleasure that are received from most of these events are all so short-lived, that why we were so involved with them. Surely, there is nothing wrong with looking forward to special occasions, since it is important to have events in our lives that give us a break from our daily routine. And, God wants us to be a joyful people, but we should keep in mind that Gods love is the only thing in this world that is constant. The Bible tells us that Gods love is everlasting, and with loving kindness He has drawn us (Jeremiah 31.3). So many of the things that seem so important to us today and mean little to us later; however, our returning Gods love will assure us of a friendship with Him that will last forever.BROWN FUNERAL HOME1068 Main Street, Chipley638-4010 Washington County News Holmes County Times-Advertiser This Message Courtesy ofMost assuredly, I say to you, he who believes in Me has everlasting life. New K.J.V. John 6:47 By DR. JAMES L. SNYDER Since the election, there has been a lot of jibber-jabber by the kings and queens of jibber-jabber about some nancial cliff we are facing. I have no idea what they are talking about, and I have a suspicion they do not either, but if I am to guess I would say, it is not a great leap of faith. The great thing about being a jibber-jabber is you do not have to know what you are jibberjabbering about. In fact, the less you know the more you can jabber your jib. As one great American consumer, and I only speak for myself, I am tired of all of this nonsense. In the light of this, I bring good news concerning this ominous nancial cliff. I am always happy to bring a little bit of good news in the midst of all of the twaddle and idiotic jibber-jabbing that goes on in our country. I know good news does not make the front page but I think it helps those of us who are tired of the bad news. The good news concerning this nancial cliff is that we do not have to worry about it at all, thanks to the Mayans calendar. Wherever they are, somebody needs to congratulate them on saving not only our world but also our country from a nancial disaster. If we had the time, I would recommend that they be nominated for the Nobel Peace Prize. According to the Mayans calendar, the end of the world, whatever that means, is to take place on Dec. 21. How they had the foresight to come to our rescue at such a portentous time we will never know. Thanks to them, we do not have to worry about any nancial cliff that might be looming ahead of us. I think this should be enough to silence all of this political jibber-jabber the rest of us are tired of hearing. As grateful as I am to the Mayan calendar, I do have a little bone to pick with them. I do not mind people predicting the end of the world. Really, they have nothing on me. For years I have predicted the end of the world at the end of every month. Believe me, some months I really came close to the end of the world. At least the end of my world. Now the bone I have to pick is simply this. Why did they pick December 21, which is four days before Christmas? This is very frustrating to me. If they would have consulted with me, I would have suggested maybe the end of the month. After all, give everybody a few days to enjoy his or her last Christmas. Personally, I do not mind missing New Years Eve. In my opinion, it is all hype and nothing else. After all, Dick Clark is gone, so what is the use of celebrating New Years Eve? In my lifetime, I have seen enough people drop the ball; I do not need to stay up to midnight to watch everybody drop the ball. But, Christmas Day, thats a whole different ballgame. The problem I face is simply this, if I buy a Christmas present and the world actually does end on Dec. 21, I have wasted my money. Being a tightwad such as I am, that is a most blasphemous thing to do. On the other hand, if I do not buy Christmas presents assuming that the world will end on December 21, I am going to be redder in the face on Christmas day than Santas suit. The Gracious Mistress of the Parsonage will not accept some lame excuse that I thought the world was going to end on Dec. 21. This whole thing has put me in quite a quandary. I know there have been hundreds of people down through the years predicting the end of the world. The problem I have is, what day is going to be right, and who is to say when? Many people are putting a lot of credence on this Mayan calendar. Some are pointing out how brilliant these people were. However, I have one simple question to ask is. If the Mayans were so smart, where in the world are they now? I am rather suspicious of their disappearance, especially, when we come to the end of the world according to their prediction. If they can predict the end of our world, why were they not able to predict the end of their world? So, let us say Dec. 21 is the end of the world. What I am doing to prepare myself for that is stockpiling Apple Fritters. I do not know what the end of the world means, I do not know the condition I am going to be in, but I do know that an Apple Fritter is the panacea for all ailments. If I just have enough Apple Fritters, I know I can face anything, even the end of the world. It would be nice that the last thing I do before the world ends is savor a delicious Apple Fritter. Actually, I have something much better. But the word of the Lord endureth for ever. And this is the word which by the gospel is preached unto you (1 Peter 1:25 KJV). I do not know how the world is going to end, but I do know who is really in charge. Rev. James L. Snyder is pastor of the Family of God Fellowship, PO Box 831313, Ocala, FL 34483. LocalWednesday, December 19, 2012Special to The News/Times-AdvertiserIn January 2013, the Dear Prudence Foundation will travel to India to lm a documentary about the ancient Kumbh Mela Festival, a gathering of saints, yogis and people seeking enlightenment or merely the company of the enlightened. Occurring once every 12 years during a three-week period from late January to midFebruary, about 70 million to 90 million people from every background make the journey from throughout India and the world. More than 1 million are expected to come from the West alone. Prudence Farrow Bruns, Ph.D., famed muse for The Beatles song Dear Prudence and Seagrove Beach resident, has established the Dear Prudence Foundation, a 501(c)(3) organization, to provide enlightened education and to promote awareness about ancient Vedic teachings. Currently, the Foundation consists of a few like-minded individuals, with limited resources, who share the goal of creating a better world through education and by expanding ones individual awareness so as to make better personal choices and informed decisions that affect others and the planet positively. DPF will capture the undaunting human spirit that compels people to travel great distances through much hardship to share collectively and venerate the sacredness of human life. Prudence Farrow Bruns, Mia Farrows sister and daughter of actress Maureen OSullivan and Oscarwinning director John Farrow, inspired John Lennon to write Dear Prudence in 1968 in Rishikesh, India, at the foot of the Himalayas, where Farrow was already in residence when The Beatles came to study with Maharishi Mahesh Yogi. Farrow took so intensely to the yogic study of Transcendental Mediation with the Maharishi that Lennon was sent to check on her. Dear Prudence was recorded and released later that year on the double album The Beatles, more commonly known as the White Album. Farrow, her name at the time, has said about being the inspiration for the song, I would always rush straight back to my room after lectures and meals so I could meditate. John, George and Paul would all want to sit around jamming and having a good time and Id be ying into my room. They were all serious about what they were doing, but they just werent as fanatical as me. Bruns founded The Dear Prudence Foundation in July 2012 to foster awareness about and educate those interested in all facets of the yogic tradition. Upload your Legacy guest book photos now for FREE!
