The discussion centered not on the grant request, which was from Chipley Auto Parts and was for the painting of three sides of their building at 1220 Jackson Ave. The discussion was about what happens when a projects amount changes after the initial grant funds are approved. If they make changes to the grant and dont notify us, I dont think we should pay for those changes, CRA Director Ted Everett said. He noted that in some cases, projects had been approved for a certain amount, then the work would be completed for more than the initial grant request and the grant recipients would expect the CRA to pay the difference. From Staff Reports CHIPLEY Washington County resident Milton Brown announced his candidacy for the School Board District 3 seat on Thursday. The District 3 seat is currently held by Pam Cates, who is seeking re-election. Brown was born and raised in Washington County and graduated from Vernon High School. He graduated from Alabama Southern College with several academic awards, according to a news release. Ive been married for 27 years to Genevelyn Brown, who is a former employee of the Washington County School system and was former Teen Court executive director. I have four children: two are graduates of Vernon High School, and two are currently attending there. Brown has 26 years of public service as a Florida Highway Patrol of cer and retired as a sergeant in 2011. He is a two-time Medal of Valor winner for life-saving incidents and was the Florida Highway Patrols Trooper of the Year in 2005. From Staff Reports CHIPLEY Malcolm Gainey has announced his intention to campaign for the county of ce of Clerk of Court of Washington County. Gainey, a longtime resident of Washington County, is running as a member of the Republican Party, according to a news release. He lists several reasons for his candidacy, including his experience in information technology, his passion for Washington County and his desire to help Washington County government embrace the newest technologies, with an eye on costeffective management. The Of ce of the Clerk, a complex organization that performs a wide variety of record keeping, information management and nancial management for the judicial system and county government, is also responsible for the security and privacy of this information. They left Vernon High School at 8 in the morning, arriving at Lakeland around 5 in the afternoon. They had a nice dinner at Golden Corral and then topped off the night with a swim in the hotel pool. Saturday morning started bright and early with all cadets dressed and ready for the State Drill Meet. The Yellow Jacket Battalion Team competed in eight different events against 95 schools from all over Florida. They participated in Female Armed Squad, Female Unarmed Squad, Unarmed Platoon and Armed Platoon before stopping for lunch. Afterward, they nished up their part of the competition by participating in Male Unarmed Squad, Male Armed Squad, Male/ Mix Armed Squad Exhibition and Female Color Guard. Our cadets practiced long and hard for this competition and put their best foot forward. We are very proud of all their success this year and wish them all the luck for next year. We also thank our chaperone, Ms. Laura Sheehan, for all of her help and support in this event. A special congratulations goes out to Paige Pope, Kody Carromero, and Seth Ward, our 9th grade Let 1s, for their outstanding job in commanding at this drill competition. From Staff Reports CHIPLEY The Washington County Drug Task Force, consisting of the Chipley Police Department and the Washington County Sheriffs Of ce, with assistance by probation of cers with Department of Corrections, has reported multiple arrests as narcotics investigations that have spanned several months have concluded. According to the report, the investigation included the sale of marijuana, crack cocaine and controlled substances as well as a collaborative effort between task force investigators and the Department of Children and Families that resulted in the arrest of two following evidence that children in both cases had tested positive for the presence of methamphetamines after expected exposure to methamphetamine labs. The success of this roundup is due, in large part, to the extensive, cooperative effort of three agencies, said Washington County Sheriff Bobby Haddock. We have consistently made it a priority to utilize these relationships to ensure both the safety of our community and speci cally the protection of our children. Arrested were: Gregory Alexander Creamer, 19, of Chipley, charged with sale of a controlled substance (prescription drugs) Ellen Ussery Flemming, 51, of Chipley, charged with sale of crack cocaine Angela Denise Barkley, 24, of Chipley, charged with sale of crack cocaine Mario Anteze Keith, 32, of Chipley, charged with sale of crack cocaine Tony Edward Peterson Jr., 33, of Caryville, charged with sale of crack cocaine (two counts) Derek James Dearman, 27, Chipley, charged with sale of marijuana and violation of state probation (sale of marijuana) Tracey L. The illegal drug network, even in rural areas, is complex, and our narcotics ofcers work tirelessly to not only affect lower level dealers, but ultimately cut it off at the head. From Staff Reports CHIPLEY Floridas seasonally adjusted unemployment rate was 9.0 percent in March 2012, the lowest since January 2009, according to a report from Chipola Regional Workforce. There were 836,000 jobless Floridians out of a labor force of 9,282,000. The March 2012 rate fell 0.4 percentage points from the month ago rate of 9.4 percent; this was the largest over-the-month decline in the states jobless rate since October 1992. The March 2012 rate was 1.7 percentage points lower than the year ago rate of 10.7 percent. The U.S. unemployment rate was 8.2 percent for March. Floridas seasonally adjusted total nonagricultural employment was 7,328,700 in March 2012, an increase of 10,800 jobs over the month. The number of jobs in the state was up 89,000 over the year. The counties that make up the Chipola Regional Workforce region all showed a decline in unemployment, with Washington County showing the largest decrease of 0.6 percentage points. the technology. These are all compelling reasons for the county records to be kept secure, with identity theft and fraud very large risks in the process, Gainey said. Gainey said he has kept abreast of the technology so vitally necessary to keep these records and transactions secure, and he has a thorough understanding of the management necessary to facilitate running the clerks of ce. The Clerk of Court enjoys a seasoned, competent staff, Gainey said, and I look forward to be able to work with that group of people in accomplishing what the department needs over the next several years. I have been an instructor for over 20 years, teaching for the Highway Patrol and also teaching law enforcement classes for North Florida College in Fort Walton Beach. Brown has served on the Washington County School District Advisory Council, as well as on individual school advisory councils. I have been a mentor to students in Washington County for several years and am currently mentoring for the Take Stock in Children program. I have also been a volunteer coach for many years. I am presently an instructor for the Washington County Health Department, where I am teaching classes to all levels of students in Washington, Holmes and Jackson counties, Brown said. Brown is a board member of the Washington County Council on Aging and the Family Community Outreach Committee. He and his family attend Shepherds Gate Church in Sunny Hills, where Brown serves as an Elder. If allowed to serve as your board member, I will ensure a quality and equitable education for all children, Brown said. I will value community input and improve transparency in the district. I will address budget challenges equitably, and I will be proactive in planning all aspects of the school district. Our children are our greatest and most important resource, Brown said. Everett said when a projects cost changes, it still can be covered by the grant if the board approves the changes, but he reiterated that the CRA should be kept apprised of the situation. That is all I am saying, if things change, they should come to us and let us know, Everett said. Because the grants are paid with tax dollars, Everett said he wanted the board to be the best possible gatekeepers of the publics money.
