Body of prisoner transport van driver found in river

the body of a prisoner transport van
driver from the Choctawhatchee
River after he was killed in a wreck
on a bridge at the Walton-Washing-
ton County line early Tuesday, and
investigation continues into the
cause of the accident.
The body of Lislie Jacques, 58,
of Harmony, was found in the river
about 2:30 p.m. Wednesday just
south of the Olan Rex Ferguson
Bridge on State Road 20.
Jacques was driving a van owned
by United States Group 7 Protec-
tion Services when he crashed into
a Ford F-350 pickup truck about 5:30
a.m. Tuesday, according to the Flor-


ida Highway Patrol.
Jacques, who wasn't wearing a
seat belt, was thrown from the van,
over a guardrail and into the river.
Jacques was driving two prison-
ers to Bay County and Hernando
County to face charges. Jacques'
wife, 58-year-old Pauline Jacques,
was sitting in the van's passenger
seat, according to an FHP news re-
lease.
Divers searched for the body
from 6 a.m. to 4:30 p.m. Tuesday
and resumed the search at 8 a.m.
Wednesday.
The Walton County Sheriff's
Office used its helicopter to help
search for the body. The Florida

County Board of County Commis-
sioners approved of the repealing
of Ordinance 2002-3, which pro-
vided a user's fee for fire depart-
ment services in unincorporated
Washington County, during their


regularly scheduled meeting Aug.
26. There will no longer be fees for
fire service in the unincorporated
parts of the county.
The BOCC also approved of the
consent agenda, which includes a
request for the clerk to pay vouch-
ers; Inmate Medical Invoice pay-
ments in the amounts of $12,629.85
and $27,559.45; payment of a Life
Management Center Baker Act


Invoice in the amount of $14,869.18;
the reappointment of Panhandle
Public Library Cooperative System
(PPLCS) Member Belva Stith for a
term of two years, 2011-2013; the
State Aid to Libraries Agreement;
recommendation for reappointed
members Mary Richmond and
Sherri Taylor to the Tourist De-
velopment Council (TDC) to serve
the term prescribed for Seat 6 ef-


fective Oct. 1; and an annual con-
tract with the Florida Department
of Health for Continual Environ-
mental Health Services, Commu-
nicable Disease Control Services
and Primary Care Services.
The BOCC also approved of ad-
vertising for a county attorney.
Cliff Knauer of Preble-Rish Inc.,
was approved of for another year
as county engineer.

BONIFAY- Mark Beasley,
an 11-time Golden Gloves
boxer from Georgia, has
opened a boxing school in
Holmes County.
Beasley fought as a wel-
terweight at 147 pounds
staring at age 18, with 325
total amateur fights, just 12
losses and 98 knockouts.
Beasley sees boxing and
young people as a winning
combination.
"Boxing changes kids'


lives," he said. "It shows
that hard work always pays
off and teaches respect for
other people. I want them
to go to Golden Gloves be-
cause it changes you in so
many ways."
Safety is paramount in
amateur boxing, Beasley
said. Boxers wear more
heavily padded gloves and
stout headgear and lower
body protection when in
the ring. Fighters also wear
a thick mouthpiece.
"Amateur boxing is


probably the safest sport,"
he said.
Heavyweight Brandon
Beasley and middleweight
Josh Carnley were on hand
with Mark Beasley. Both
have shown good progress,
according to their instruc-
tor.
"I like it," Carnley said.
"It's challenging, you work
hard and it gets you into
shape."

Baptist College of Florida in Graceville
might be a little out of the ordinary Aug.
30 through Sept. 1 as BCF President
Thomas A. Kinchen has invited evange-
list Doug Whitley to share his unique tal-
ent with the faculty, staff and students.
This year marks Whitley's 20th anni-
versary in full-time drama ministry. Tak-
ing his entire family from coast to coast
and around the world, Whitley trans-
forms himself into a plethora of charac-
ters, allowing audiences a glimpse into
the lives of some influential Christian
leaders through a presentation called
"Preachers of the Past."
According to Kinchen, the week's
chapel services might include appear-
ances from patrons of the faith, such as
D.L. Moody, Charles Spurgeon and E.M.
Bounds. Services will begin at 10 a.m. and
are open to the public, free of charge.


Whitley grew up in eastern North
Carolina and at the age of 4 gave his life
to Christ. He dedicated his life to service
of the Lord at the young age of 11. His
experience with Christian drama began
in high school and led to three years of
traveling with a Christian drama team.
It was during this time that the im-
pact of drama became evident to him
in its ability to reach souls and change
hearts as he witnessed its effect on
congregations.
He holds a bachelor's degree in speech
and a master's degree in dramatic pro-
duction. He has been a college speech
department chair and director of special
programs for Southside Christian School.
Whitley has appeared in three Christian
films, various TV and radio programs
and authored eight Christian plays.

On Tuesday, October 5, 2010, a General Election will be
held for the Town of Caryville at Caryville Town Hall, 4436
Old Spanish Trail, Caryville, Florida. Term of office expires
for the following positions: Council Member Seat 1 and
Council Member Seat 4. These offices will be opened to
qualified candidates. Qualifying for these offices will begin
at 8:00 a.m., Monday, September 13, 2010, and end at
12:00 p.m., Thursday, September 16, 2010. The qualifying

Restoring Gulf Communities

Restoring The Economy
BP is here in Gulf communities with shrimpers, fishermen, hotel and

More than 120,000 claim payments totaling over $375 million have
already gone to people affected by the spill. We have committed a
$20 billion independent fund to pay all legitimate claims, including lost
incomes until people impacted can go back to work. And none of this
will be paid by taxpayers.

BP has also given grants of $87 million to the states to help tourism
recover and bring people back to the Gulf beaches.

Commission also assisted, as did the Washington County
Sheriff's Office.
The FHP said soon after the wreck that the driver was
presumed dead but did not release his name until after
his body was found. Lt. Steven Preston said that is stan-
dard policy.
The two prisoners in the van, who also weren't wear-
ing seat belts, suffered minor injuries. None of the three
people in the pickup truck was wearing a seat belt, but
none of them were hurt.
It is not yet known whether Jacques was under the
influence of alcohol.
Two passengers who were identified as prisoners had
minor injuries. Alisha L. Jackson, who is 20, had been
headed to the Bay County Jail Annex when the wreck
happened. She was released from the hospital and had
been taken to the jail by midday, said Ruth Corley, public
affairs specialist with Bay County Sheriff's Office.
Jackson was en route from Tift County, Ga., to Bay
County Jail on charges of failure to appear on criminal
use of personal identification and violation of pretrial in-
tervention on dealing in stolen property charges, Corley
said.
The other female inmate, Angela D. Goddard, 33, was
headed for Hernando County, Corley said.
Rolando Brown, 22, was a rear passenger in the van.
He was uninjured.
Boris Peterson, 41, of Vernon, who was driving the
pickup truck, and his passenger, 31-year-old Ariane An-
drews, also of Vernon, were uninjured.
