VERNON The City of Ver-
non Code Enforcement Board
held their first official meeting
on May 11 at the Vernon City
Hall.
"This is more of a judicial
hearing than a public meet-
ing," Secretary of Code En-
forcement Cheryl Withrow
explained.
Mayor Al Mani said that
the Code Enforcement Board
for Vernon was first started in
1998, but was disbanded short-
ly afterwards, then in 2008 the
means of reviving the Code
Enforcement Board was again
underway with a revision and
update of codes through the
City Council.
"In February of 2009 we re-
did the policy and procedures
to get it approved," Mani said.
"From there we tried to get an
actual board together with five
or seven members."
With the board assembled
they appointed Charlie With-
row as Code Enforcement In-
spector.
"His has a very thankless
job as he has to go by and in-
spect properties for violations,
which varies," he said. "Every-
thing is documented and put
into a file."
If there is a violation, a let-
ter is sent to the owner of the
property and they are given 30
days to comply or show efforts
of compliance.
If within 30 days there has
been no signs of improvement
a second letter is sent out giv-
ing 30 more days to comply.
It is after this has failed that
the City of Vernon Code En-
forcement Board steps in and
requests that the owner show
up to provide their case as to
why they are still in violation.
The Code Enforcement In-
spector will then present the
evidence compiled over the
course of his investigation and
then the violator will have a
chance to present their case.
"There may be extenuating
circumstances that we don't
know about and this is the
chance for them to plead their
case," Mani said. "It's then
the Enforcement Board will
decide whither or not to grant
them an extension and make
efforts to assist in any way nec-
essary."
He said that even though
there are possible fines associ-
ated with enforcing the codes,
they rarely have to fine be-
cause most are very coopera-
tive with complying or showing
efforts to comply.
"It's all about voluntary
compliance," he said. "Work-
ing together to make our city
look better."
The first action taken by the
Board involved case number
2009-01, where the property
owner had been granted mul-
tiple extensions and still was in
code violation and the property
owner failed to appear for the
hearing.
The Board approved to
clean the property to the
ground for $3,000 and put a
lean on the property.
The next was case number
2009-03, which was tabled af-
ter the Board couldn't reach a
vote and the meeting was ad-
journed.

Kiwanis Club donates to the Relay for Life

CHIPLEY The Chipley
Kiwanis Club met for its
weekly luncheon at Pattillo's
Restaurant at the Washing-
ton-Holmes County Tech-
nical Center. Lunch was
provided by the staff of the
Washington-Homes County
Technical Center.
Before the guest speak-
ers were introduced, the Ki-
wanis Club's Relay for Life
Team donated a check to
Relay for Life.
Accepting the check was
Connie Wheeler.
The Kiwanis Club Team
and other members plan to
participate in this year's Re-
lay for Life at Pals Park on
May 14 15.
The guest speaker's for
the Tuesday meeting were
Bryan Craven, director of
Public Relations for Chipola
College, and Allison Ellis,
a native of Chipley and a
recent graduate of Chipola
College.


After humorous remarks
about several club members,
Craven informed the Kiwan-
ians that Chipola College
now offers, in addition to its
two-year associates in srts
degrees, eight different four-
year bachelors degrees.
The bachelor degrees of-
fered include bachelors of
science in mathematics and
science, elementary educa-
tion, exceptional student
education, nursing and a
bachelor of applied science
in business management.
At recent commence-
ment ceremonies, 75 stu-
dents received their bach-
elors degrees.
The Kiwanis Club learned
that during each fall and
spring semester, Chipola
College has about 2,000 stu-
dents enrolled; and during
the summer sessions, about
1,000 students are enrolled.
Craven thanked the Ki-
wanis Club for its support of
its Scholarship Endowment
Find at Chipola College.

The endowment has
helped numerous Chipola
students and has awarded
more than $70,000 in schol-
arships. Craven then intro-
duced Allison Ellis.
Ellis, an alumnus of
Chipley High School, re-
cently graduated from


Chipola College.
As a student, Ellis gar-
nered more awards than
any other student in Chipola
College's history.
Many of her academic ac-
complishments and honors
were previously published
by the Washington County


News in its April 21 edition.
Ellis recently was hon-
ored in Seattle Washington
as one of the top 20 commu-
nity college students in the
nation.
While in Washington, the
students met with Melinda
Gates, wife of Bill Gates.
Gates wanted to know
why so many community
college students fail to finish
their academic program.
The answer Gates re-
ceived was that many of the
students were not prepared
for college-level academics
by their high schools.
Ellis assured the Kiwanis
Club that she was excep-
tionally well prepared after
graduating from Chipley
High School.
Ellis is currently working
on a project to provide mos-
quito netting to two orphan-
ages in Haiti.
She plans begin again
this summer with her favor-
ite project Mission Back-
pack.


Mission Backpack pro-
vides backpacks filled with
school supplies to poor chil-
dren both here and in other
countries.
Mission Backpack is a
Florida Baptist Children's
home initiative.
Ellis will next enter Flor-
ida State University where
she plans to eventually be-
come a medical doctor.
She shared with the club
that she has been selected to
be on the FSU cheerleading
squad.
She is active in the First
Baptist Church of Chipley
and is the daughter of Terry
and Paula Ellis.
The Chipley Kiwanis Club
meets Tuesdays at Patillo's
Restaurant at noon.

ing with inmates.
"This was mostly for
security reasons,' Pless-
inger said. "He was alone
holding hands with the
inmates while they were
praying.
"Plus, not all the in-
mates are Christians, and
we don't want an inmate
not wanting to go to a doc-
tor for religious reasons.
"Dr. Collins was
hired to do medicine. He
could always have volun-
teered in his off hours to
help with the chaplain's
service."

Community Hospital celebrated
Hospital and Nurses Week during
the week of May 10 14.
Monday the Wound Healing
Institute, NFCH new hyperbaric
wound therapy program, was in-
troduced to the staff and commu-
nity.
On Wednesday, to celebrate her
retirement, registered nurse Glen-
da Bowers was awarded Nurse of
the Year and was honored for her
34 years of service,
Thursday was NFCH Spirit Day
and lunch was served to all of the
hospital's associates in honor of Registered Nurse Glenda Bowers Photos by CECILIA SPEARS TheNews

Local artists showcased at the Chamber of Commerce


SPECIAL TO THE NEWS
Partnering with the Washington
County Chamber of Commerce, the
Washington County Arts Council
showcases the talent of local artists
at a permanent gallery space in the
lobby and hallway of the historic
Chamber of Commerce building at
5th and Church in Chipley. The fol-
lowing five artists are featured this
quarter:
Dale Estka has won numer-
ous awards for her beautiful por-
traits and landscapes and designed
the Washington County Arts Coun-
cil logo. Her work at the Chamber
also features a watercolor of the


brick Chamber building and a land-
scape painting of one of the beauti-
ful springs in Washington County
and several portraits and a still-life.
Her oil paintings portray a classic
realism and she is currently work-
ing on a "Florida Cowboys" project.
She has a website where her work
is on display at www.dale-estka-art.
com, gives weekly lessons at Coun-
cil on Aging and is available for por-
trait commissions. Dale resides in
Sunny Hills.
Martha Nebel, of Chipley, has
won several awards for her paint-
ings. Working in either oils or wa-
tercolors, she portrays people and
still-lifes, especially florals, as Mar-


tha is an avid gardener. She has a
floral watercolor on display in the
lobby and has studied with Dale
Estka. She also does commission
work.
Marian Oswald is known for
her acrylic landscapes of rural
times past such as her painting
of Two Egg, Florida, in Jackson
County. Working from memory
and old photographs, Marion has
recreated many forgotten places in
old Florida, preserving these visual
treasures for future generations.
Marian belongs to the Northwest
Florida Artists Guild.
Karen Roland heads up the
Washington County Arts Coun-


cil and belongs to the Northwest
Florida Artists Guild and Panama
City Artists. Karen enjoys paint-
ing Plein Air (Open Air) and joined
with other artists from Plein Air
Tallahassee, recently painting at
Legends and Lore Festival at Fall-
ing Waters State Park, to capture
times past. Karen also has work on
display at the current show at the
Visual Arts Center and the Marina
Civic Center in Panama City, the
Jackson County Hospital and the
Jackson County Library in Mari-
anna. Karen lives south of Chipley.
Raymond Walden specializes
in painting water and boats and has
received honorable mention for his


painting at the Bay County Fair last
year. He uses acrylic paints with
great precision in an almost photo-
graphic realism that evokes a quiet
solitude in his work. Raymond lives
in the Sand Hills region and also
belongs to the Northwest Florida
artists Guild.
Washington County is a com-
munity rich in history, tradition and
natural beauty luring visual artists,
inspired by this rural flavor, to live,
work and paint here. By increasing
the awareness of the Arts in Wash-
ington County, the Arts Council
strives to enhance the quality and
enjoyment of life in our commu-
nity.

CHIPLEY SOCIAL EVENTS
reports the marriage of Juanita
Squires to George Urlin Myers, Jr.
The impressive ceremony, in the
presence of the immediate fam-
ily, was conducted by Rev. A. L.
McDuffie, former pastor of Chipley
Presbyterian Church. The bride's
parents are Mr. and Mrs. George
Squires. Parents of the groom are
Mr. and Mrs. G. U. Myers, Sr. The
couple will reside on Forrest Av-
enue in the Farrior Apartments.
ROCHE VERNON NEWS re-
ports VHS seniors take a train ride.
Upon noting that 90% of the class
had never ridden a train, arrange-
ments were made for them to trav-
el to Cottondale, board the west
bound passenger train and ride to
Bonifay. The event was chaperoned
by Mrs. Lottie Dykes and I. Roche
and concluded with a skating party
and Weiner roast in Bonifay.
A HOMECOMING PROGRAM
is set at Pleasant Grove Method-
ist Church, located in the Hinson
Cross Roads community, south of
Caryville. The current masonry
building is replacing the 62 year
old frame structure. This church
and cemetery is one of the oldest
in western Washington County.
30 Years Ago-1980
COGGIN HONORED: Reedus
Coggin,, a graduate of Chipley
High School, has been named the
"Most Improved Offensive Player,"
during Spring practice at Florida
State University where is a stu-
dent.
Pvt. Wille E. Hudson, son of Ma-
bel Hudson of Caryville, recently
completed advanced individual
training at the U. S. Army Infan-
try School at Fort Benning, Geor-
gia. Hudson attended Tallahassee
Community College and Florida A
& M prior to entering the Army.

AHEAD: The $1 Million new 10,000
square feet library structure is
moving forward to soon alleviate
the over crowding at the current
facility on North 5th. Street in Chi-
pley (old City Hall), according to
Marge Sangaree, chair person of
the Building Committee.
Vernon Athlete, Marla Harrell
stands with Vernon High School
Principal, Bill Lee, and displays
the coveted Trophy, representing
the Earl Sellers Award, presented
to her at the recent Athletic Ban-
quet in Vernon. Marla is the daugh-
ter of Marcus and Ozeal Harrell.
The Chipley City Council has
placed its final seal of approval on
a new Fire House and Police Sta-
tion complex to be placed on the
grounds of City Hall located on
West Highway 90 in Chipley.

Woman's Club of Chipley introduces new officers

CHIPLEY Woman's Club of Chipley
introduced their new president, vice-pres-
ident and officers during their regularly
scheduled meeting on May 12.
The new officers are: President Mike
Lee, President Elect Donna Gunter, Vice
President/Membership Carolyn Heath,
Recording Secretary Glenda Grice,
Corresponding Secretary Kathleen Rog-
ers and Treasurer Becky Yates.
"I would like to tell you all how much of
an honor it is," Lee said. "You who work
hard within the community and do so with-
out the need of recognition, I want to thank
you for being the mentors and role models
you've become for me and the young girls
of this community."
Also recognized was Marjorie Sanga-
ree for her 35-millimeter photo of Falling
Waters, which won second place in the
state competition for the Art Festival.

and Blue Festival will be
held today, May 15. There
will be many exciting events

Pancake Breakfast from
6 a.m. 8 a.m. at the Ver-
non Community Center.
Cost $5. A canoe race will
begin at 8:30 a.m. at High-
way 79 (park at the Holmes
Creek Bridge) and will end
at Two Creek Landing. The
entry fee is $20 per person,
with two people per canoe.
