Murder suspect has first appearance in county court

CHIPLEY Mo-
tive was still the
question as the
suspect in the
murder of his par-
ents in Washington
County is being
held without bond
following his first WHITE
appearance Thurs-
day morning. Gar-
rett Winford White was charged
with two counts of open murder in
the shooting deaths of his mother,
Angela Mitchell White, and his
father, Phillip Winford White, on
Tuesday evening.
County Judge Colby Peel or-
dered White to be held without
bond Thursday morning. White
was represented by Public De-
fender Floyd Griffith and the
State was represented by Assis-
tant State Attorney Megan White.
Washington County Sheriff
Bobby Haddock said Thursday
morning that the evidence sug-
gests the parents were prob-
ably murdered around 9 p.m. at
4431 Little Grassy Drive in south
WAshington County, off State 77 in
the Greenhead Community.
Haddock said .that White, 20,
confessed to the killings. White
was unemployed and lived with
his parents.
Angela White's father.discov-
ered the bodies. The grandfather
immediately called 911 "a little on
the hysterical side," WCSO Sgt.
Mark Collins told Florida Free-

been established so far, and that
the suspect had no apparent is-
sues with his parents. The sheriff
said that Garrett White had not
been in trouble with the law previ-
ously, as far as he knew.
A neighbor on nearby Grassy
Pond Road disputed the Sheriff's
Office account that Garrett White
had no trouble with the law, claim-

ing to Florida Freedom Newspa-
pers that she complained to an
officer in January about White
bothering her 10-year-old daugh-
ter at a nearby school bus stop.
"It was just creepy," she said of
the behavior. She also said White
frequently talked to children wait-
ing for the bus, often complain-
ing about his parents and life at
home.
At the shooting scene Wednes-
day, deputies found Phillip White
reclined in an office, chair at a
computer in the living room, cov-
ered in a quilt and bleeding from
a single gunshot wound to the
head. Angela White was lying on
the floor in the master bedroom,
shot below the armpit and under
her right eye.

Planning and Zoning Commission denies youth center request

CECILIA SPEARS

CHIPLEY City of Chi-
pley Planning and Zoning
Commission denied Living
Marshall's request to turn
the residence at 1218B
Cambellton Ave. into a
youth center during their
regularly scheduled meet-
ing on Thursday, Feb. 25.
"The on site building
has been used as a multi-
family unit and the build-
ing has been vacant for
the past eight years or so,"

Code Enforcement Officer
Jim Lassiter said. "The
building is located in a low-
density residential area
and now has gone through
an extensive renovation to
create a unique area for
youth to enjoy themselves
with games and activi-
ties."
According to the an-
nouncement that publi-
cized the hearing, "the
purpose of this hearing
is to review and consider
a variance. The purpose
of this variance is to al-
low a youth center to be

opened and ran at 1218B
Campbellton Ave., Chipley.
The center's hours of op-
eration would be.Monday
through Sunday 8 a.m.
to 10 p.m. The center will
provide refreshments and
arcade type games, pool
tables and areas that can
be used for all types of pos-
itive activities. Staff will
be on site to provide and
create a safe and positive
environment for youth of
all ages."
Marshall asked for a
variance to allow the youth
center to operate at the

location owned by Jimmy
and Martha Wilson.
A request to extend the
hours until midnight, for
those over the age of 16,
became an issue with the
commission.
Commission member
WR. Sloan inquired about
an age limit; at first Mar-
shall said that the maxi-
mum age limit would be
25.
Lassiter explained to
Marshall that the board

Click It or Ticket enforcement starts March 1

Special to The News

CHIPLEY The Chipley Police De-
partment has announced it is joining
with hundreds of other law enforce-
ment agencies across Florida in
renewing a pledge to save lives by
intensifying efforts to enforce seat
belt laws among all motorists and
around the clock during the Click
It or Ticket mobilization, which runs
March 1-15.
The information was provided in
a news release from the CPD.
According to 2008 data from the
Florida Department of Highway
Safety and Motor Vehicles, 2,983 in-
dividuals were killed in motor vehi-
cle-related crashes. Of these traffic

deaths, 1,795 individuals were either
drivers or passengers in safety belt-
equipped vehicles. Sixty percent
(1,085) of these people killed were
not wearing a safety belt.
In addition in 2008, 68 percent
(54 of 79) of the children ages 0 to 17
killed in traffic crashes were not us-
ing safety equipment.
"With 30 percent of traffic fa-
talities due to Floridians failing to
buckle up regularly, it's clear that
far too many people still don't take
the safety belt law seriously," Chief
Kevin Crews said. "The unbuckled
rate is especially high and the fa-
tal crash rate increases significantly
at night. So look for us to be out on
the streets both day and night in

March making sure that everyone is
buckled up."
Research has shown that lap/
shoulder belts, when used proper-
ly, reduce the risk of fatal injury to
front-seat passenger car occupants
by 45 percent and the risk of moder-
ate to critical injury by 50 percent.
For light-truck occupants, safety
belts reduce the risk of fatal injury
by 60 percent and moderate to criti-
cal injury by 65 percent.
Safety belts are 80 percent ef-
fective in reducing fatalities in light
trucks (including sport utility vehi-
cles) during rollover crashes. They
also help prevent people from being
totally ejected during a crash, thus
reducing the risk of fatal injury.

Kentucky Speedway

could end squabble

Speedway Motorsports
Chairman and CEO Bruton
Smith told Sirius NASCAR
Radio's Sirius Speedway
with Dave Moody Monday
that he does not believe the
former own-
ers of
Kentucky
Speedway
will exercise
their right to
appeal a
recent ruling
-in their
antitrust
la w s u i t Smith
against
International Speedway
Corporation and NASCAR.
The U.S. Sixth District
Court of Appeals recently
refused to reconsider an ear-
lier court ruling, leaving
them with 90 days to file
their final possible appeal to
the U.S. Supreme Court. "I
have spoken to the person
that is empowered to make
that decision," said Smith,.
"and Jerry Carroll has
assured me that there will be
no further appeal."
Reminded that Carroll made
similar assurances before
the most recent appeal was

filed, Smith said, "I think it's
over. There will be no more
appeals."
On Feb. 18, a three-judge
panel for the 6th U.S.
Circuit Court of Appeals
denied a petition, for a
rehearing.
The very same panel
upheld a lower court's sum-
mary judgment for
NASCAR and International
Speedway Corp. in the
antitrust lawsuit,
Smith is also said to have
talked about his own lawsuit
, against the former owners of
Kentucky Speedway if the
legal squabbling does not
' come to an end.
When talking to Moody
on his Sirius show Smith
said, "I have business inter-
ests in 24 states around this
country, and I employ prob-
ably 250 lawyers in those
states," said Smith. "I can
tell you that some of those
lawyers might be busy right
now investigating the possi-
bility of filing a lawsuit or
two of our own to try and
get this straightened out. We
fully intend on a having a
Sprint Cup race at Kentucky
Speedway in 2011."

crown Johnson

as the next King
By BILL GAMBLING -
sports@srpressgazette.com

The question many in
NASCAR need to ponder is
not how Jimmie Johnson is,
but how good the ElCahon,
Calif., driver will be.
Sunday's: win at Auto
Club Speedway was the 48th
win of his career for the
driver who has won four
consecutive Sprint Cup
Series Championships.
Not bad for the son of a
motorcycle racer who start-
ed in the deserts and off-road
racing in a Chevy Truck.
The. sky seems to be the
limit for Johnson as he is
definitely the man to watch
anytime the Lowe's Chevy
gets unloaded at a track.
"We were lucky today,
but you don't get lucky and
win four championships and
48 races," said Johnson fol-
lowing'the Auto Club 500
Sunday. "Things went our
way today with the pit stop.
But I had to go out there and
hold Kevin off, (Jeff
Burton), all that kind of
thing.
"I'm not discrediting the
fact we were handed a huge
gift when we were on pit
road and the caution came
out. It is what it is, and
we've had plenty of races go
the other way on us. From
how consistent we've been
from the first races we've
been'in from eight seasons
ago till now, its 'cause we're

YOUTH CENTER from poe Al

At this time, officials
say that the handcuffed
female occupant, Jessica
Paramore, jumped into the
driver's side of the car, and
attempted to start it. Yates
stopped the woman from
starting the engine. As Yates
managed to get the suspect
out, officials say that the
26-year-old Troy resident
kicked the deputy in the jaw.
Yates was not seriously in-,
jured, and Paramore was
subdued and placed in the
back of the Sheriff's Office
patrol vehicle.
The third occupant of
the vehicle, a male, was not
charged with any crime.
Officials believe Howards
stole a 2004 White GMC pick-
up truck from a residence.
With the assistance of the
Walton County Sheriff's
Helicopter (Air Tvo), pilot
Scott Thompson was able to
constantly relay the location
of the truck to pursuing pa-
trol vehicles..Howards took
Walton County Road 280 to
State Road 81 and proceed-.
ed to the Bruce Community

Howards then headed
east through the town of
Ebro in Washington County
and fled north on State Road
79 into the New Hope Com-
munity.
The pursuit involved
units with the Walton Coun-
ty Sheriff's Office, the Wash-
ington County Sheriff's Of-
fice and the Florida High-
way Patrol. A WCSO spike
strip managed to flatten two

of the suspect's tires. How-
ever, Howards managed
to continue to drive on the
vehicle's rims until running
off the highway and through
a fence of a home in the New
Hope community.
Howard eventually
stopped in an open field
and attempted to run. Law
enforcement officers had to,
tase him before he surren-
dered.
Howards was trans-

gency room for observation,

Washington County Jail
in Chipley, where he had a
hold placed on him for Wal-
ton County. Howards' Wal-
ton County charges include
grand theft auto, fleeing and
attempting to elude, crimi-
nal mischief and reckless
driving.
In Washington County,
Howards will face charges
of fleeing and attempting to
elude along with criminal
mischief. The Department
of Environmental Protec-
tion officer who made the
initial stop is charging How-
ards with reckless driving,
escape and petty theft.
Paramore is at the Wal-
ton County Jail, where she
faces charges of resisting
arrest, battery on a law en-
forcement officer, posses-
sion of meth, possession of
paraphernalia and traffick-
ing in Loritabs. The Troy
woman had her first appear-
ance Wednesday morning in
DeFtniak Springs.

keep the age limit within
the iange of youth, and
set at 18 as the maximum
age.
"I was under the im-
pression that this was go-
ing a youth focused center;
and the way you describe
it, it's looking more and
more like just a pool hall,"
Commission Member Ray
Gustason said. "We aren't
comfortable with the idea
that children will be min-
gling with what are con-
sidered young adults."
Marshall said that the
maximum age allowed
would be 18 and restated
the request to stay open
until midnight.
"If this is a place truly
meant for children, open-
ing till midnight isn't go-
ing to fly," Gustason said.
"That's why we've got a
curfew set in place.",
When the Commission
inquired about the pool ta-
bles and the refreshments
being provided, Marshall
explained that both would
be available for purchase,

Several citizens were
concerned about the
center's hours of opera-
tion being during school
hours and there being
very little parking avail-
able for those children be-
tween the ages of 16 and
18 who had their driver's
licenses.
Marshall also was
asked about the afford-
ability of the upkeep. He
responded that there
were several churches
and members of the com-
munity willing to support
him financially.
"In light of having poor
support of the community
you're in and the poor
planning we will have to
decline your request,"
Chairman Dutch Swart
said. "This doesn't mean
that you can not reapply,
it just means we've got
to have all of these ques-
tions answered and I sug-
gest you get the support
of the community before
presenting this to us once
again."

MURDER from page Al

White surprised his father, then
advanced to kill his mother and
had to struggle with her some-
time Tuesday night.
Family members told investi-
gators a vehicle was missing from
the scene and the son was gone,
too.
Angela White was the accoun-
tant at Vernon Elementary School
since January, and when she did
not report to work Wednesday
morning, the school began check-
ing. That was when the bodies
were discovered at about 10:30
a.m.
Phillip White worked at
Arizona Chemical.

Haddock .aid that Garret
White was sought for questioning,
and it was discovered that he was
living in a tent at Brunson's Boat
Landing near Vernon. When of-
ficers were sent to question Gar-
rett White he fled into the nearby
woods. Haddock said that tracker
dogs from Northwest Florida In-
take Center in Greenhead assist-
ed in the search and that Garrett
White was arrested and taken to
the ,Washington County Jail for
questioning.
Two more longarms were found
in the tent at Brunson's Landing.
The WCSO report indicated Gar-
rett admitted to first shooting his

father with a .22-caliber rifle and
-then shooting his mother twice
with a 20-gauge shotgun.
Washington County School Su-
perintendent Dr. Sandra Cook said
that Vernon Elementary School
"is doing pretty well under the
circumstances." Cook said that
school district staff has been to
the school and counseling is avail-
able.
Cook was a longtime educator
in Vernon prior to being elected
superintendent in 2008 and taught
the entire White family, includ-
ing both parents and children.
"They're all mine," she said Thurs-
day morning.' Both parents are

lifelong Vernon natives and were
educated in the Vernon schools.
"She was building relationships
with everyone at the school and
she was a great employee," Cook
said of Angela White. "She was
going to be a great asset to the
schools and she had come home
to Vernon."
Angela White had Worked at a
local bank before coming to VES,
Cook said.
