Former mayor Marvin Engram dies at 98

CHIPLEY - Community leader
Marvin Engram, 98, of Chipley,
died Tuesday, Sept. 22, at his
Engram was born Feb. 6, 1911,
in Ashford, Ala., to Edward T. and
Annie Moore Engram and was a
resident of Chipley since 1937.
Engram's service to Chipley
began as far back as World War
II, when he was chairman of the
Ration Board for Washington
Engram was also a member of
the Masonic Lodge Orion No. 40,
the Washington County School
Board, the local hospital board
of trustees, Literacy Volunteers

of Washington County, the Cham-
ber of Commerce in Washington
County, the original Spanish Trial-
Playhouse board and the Panhan-
dle Promenaders square dance
He served two terms as mayor
of the City of Chipley and was also
a council member and chairman
of the welfare board.
He also helped restart the old
Falling Waters Country Golf Club
and was a member of First Unit-
ed Methodist Church in Chipley,
serving as treasurer and chair-
man of the administrative coun-
He retired after 43 years from
Gulf Power as an appliance ser-

He had 35 years of service with
the Chipley Kiwanis Club, where
he served as treasurer for 32
years and had perfect attendance
until his recent illness.
Engram and his wife, Elaine,
celebrated their 70th wedding an-
niversary in February.
Funeral services were to be
held at First United Methodist
Church in Chipley, Saturday, Sept.
26, at 11 a.m. Burial was to follow
in Glenwood Cemetery; with Ob-
ert Funeral Home of Chipley di-

Two Chipley graduates become attorneys

CHIPLEY - County Judge Colby Peel swore in two Chi-
pley High School graduates who recently passed the
Florida bar exam. Emily Barrentine Shilts and Michelle
Blankenship Tagert now enter their careers as attor-
"It's an honor and a privilege," Peel said.
Tagert graduated from CHS in 2001 and earned both
a Bachelor of Science in psychology and a Juris Doctor
degree from Florida State University.

She is the daughter of Mary Lee and the late Michael
Blankenship of Chipley. Grandparents are June and the
late Marion Johns and the late Gene Blankenship of
Chipley, and the late Mary Lois and Horace Patterson
of Graceville.
Tagert is married to Shaun Tagert of Chipley, and
they have a child, Lucas Michael. Tagert is employed as
an associate attorney with the Florida Department of
Corrections in Tallahassee.
Tagert said she was very glad the long path to pass-
ing the bar was over.

in traffic stop

BONIFAY - Bonifay Police re-
cently arrested two men, Ren-
ford Denson Sr. and Billy Mike
Nettles, who were named in the
Washington County Sheriff's
Office Ten Most Wanted list, re-
leased Sept. 15.
On Sept. 15, Denson, 60,
wanted on failure to pay child
support, was arrested at a
residence on Indiana Avenue.
Denson was taken into custody
without incident and transport-
ed to the Holmes County Jail on
outstanding warrants from Hol-

mes and Washington County.
A traffic stop in the early
morning hours of Sept. 20 led
to the arrest of and addition-
al charges for Nettles, 35, of
Caryville. Nettles was the pas-
senger in a vehicle stopped for
no taillights. According to po-
lice, Nettles initially provided a
false name to the investigating
officer. A consensual search of
the vehicle led to the discovery
of drug paraphernalia where
Nettles had been sitting. When
the officer asked a deputy sher-
iff. who had arrived as backup,
to place Nettles into custody.
Nettles attempted to flee on
foot. After a brief foot pursuit.
Nettles was apprehended.
Nettles. who was wanted
on charges of dealing in stolen

property and two counts of re-
sisting arrest without violence,
is now facing additional charges
of possession of drug parapher-
nalia, providing false informa-
tion to law enforcement, resist-
ing arrest with violence and
The driver of the vehicle,
identified as Samuel Phillips,
43, of Bonifay, was arrested on
felony driving while license sus-
pended or revoked. Both Phil-
lips and Nettles were booked
into the Holmes County Jail.

the regularly scheduled
meeting for the Wash-
ington County Board of
County Commissioners
on Thursday afternoon
after a heated discussion
over the Sunny Hills Fire
Discussion began
when Commissioner
Donnie Strickland mo-
tioned to "do away with
the agreement with Sun-
ny Hills" and dissolve the
Sunny Hills Fire Depart-
ment, putting it under
new management. The
county has a contract
with the Sunny Hills Fire
Department that is up
for renewal.
Commissioner Joel
Pate said dissolving the
department would be dif-
ficult because there were
"a lot of different people"
involved in the fire de-
partment's existence.
"We don't have enough
facts to do anything about
the fire department at
this time," Chairman Bill
Howell said. "As far as
I can see, they haven't
done anything to war-
rant action; they haven't
violated any contract
agreements, etc."
After someone in the
audience burst out with a
comment while a person
recognized by the chair-
man was speaking, How-
ell warned that if there
were another outburst,
someone would be asked
to leave.

son said, "Fine, make
us leave," and Howell
ordered everyone on the

Presented plaques for
special recognition were
Pat Brown of the Choco-
late Gallery and Henry
Stone of Chipley Packing
Company, both Chipley-
based businesses. Kiwan-
ian Stone was the primary
food caterer for the event
while Brown provided a
special green bean dish
and a door prize. Both
worked long hours before
and during the event to
ensure that all attending
enjoyed a great meal, and
their enthusiasm for the
event inspired all'the vol-
unteer workers.
The Kiwanis Club of
Chipley has been pro-
viding support to youth
oriented events and pro-
grams for 68 years and
last year supported 36
organizations throughout
the county.

taurant in the middle of

County Technical Center

4-H'er Jessie Owen has a heart for
children in need. For the second
year in a row, Jessie has created a
quilt for the Hancock Fabrics Quilt
of Dreams program.
The Quilt of Dreams program
began for children being treated
by St: Jude's Children's Hospital
who are battling life-threatening
childhood diseases who still dream
of becoming teachers, pilots and
doctors. While their diseases often
overshadow those dreams, these
children still have dreams for their

Owen's quilt, titled "Flying High"

Woman's Club begins New Year-

CHIPLEY - The Wom-
an's Club of Chipley held
its first meeting of the
club year Sept. 9, with
President Dorothy Clarke
presiding. She welcomed
everyone back after the
summer off and encour-
aged each member to get
ready for a busy and ex-
citing year. The board of
directors served a salad
buffet. Because this was
a workshop-type meet-
ing, each department co-
ordinator had prepared a
table for her members to
be able to sit together and
talk about plans for their
various projects, and these
plans were shared with the

other departments.

Pursuantto Florida Statutes, the Washington County
Board of County Commissions will conduct a con-
tinuation public workshop on Tuesday, September 29,
2009, at 9:00 a.m., or as soon as possible thereafter,
in the Commissioners' meeting room located at 1331
South Boulevard, Chipley, Florida, to review and to
solicit public comment on the proposed EAR-Based
Amendments to the Washington County Compre-
hensive Plan for Planning Horizon 2010-2020. This
includes unincorporated Washington County and
the municipalities of Caryville, Ebro, Vernon, and
Wausau. Individual workshops will not be.held for the
municipalities as they are included in this workshop.
The intention of this public workshop is to describe
the requirements of the EAR-based amendments to
the Comprehensive Plan to the general public, provide
documents for review, and to receive public input to
be considered as part of the EAR-based amendments
for the Washington County Comprehensive Plan, to
include the municipalities.of Caryville, Ebro, Vernon,
and Wausau.
The purpose of the Public Workshop is to receive
comments and make decisions regarding the above
matter. This workshop is not to transmit or adopt. All
interested members of the public are encouraged to at-
tend. Public workshops may be continued from time
to time as may be necessary.

law school at Mercer Uni-

and will begin military
training in January 2010.

Knauer gave his report on
the progress of construc-
tion projects, which includ-
ed the completion of paving
Old Bonifay Road.
Public Safety Director
Roger Hagan reported that
Vernon Fire Department
was selling a water tanker
for $2,500.
Strickland motioned
that if the county had the
money for the tanker, they
should get it, and the board
approved the motion.

CHIPLEY - Wednesday, Sept.
23, was national See You At the
Pole Day.
See You At the Pole started
in 1994 as a day for Christian
students to meet at flagpoles at
schools across the country to
pray. The program is designed
and led by students. Roulhac
Middle School Bible Club hosted
a program at the school's
flagpole. Many students and
guests, including teachers,
parents and local pastors,
attended the event.

Chairman Howell did the
right thing by clearing the
room. Outbursts and rude
behavior at a Commission
meeting should not be toler-
ated, period. It clearly shows
a lack of respect for the
commissioners, county staff
and other citizens attend-
ing the meeting. Why do
these residents think they can
bully the BOCC? Most likely
because they have done so
in the past. So here's to our
commissioners for standing
up for . hai's right! Again!

Only two people were speak-
ing out of turn at that meeting,
and the law says you can
only eject those who are dis-
rupting the meeting. Were the
county employees disrupting
the meeting? No. The whole
story has been told, and that's
why there is so much support
for what's going on.
