CHIPLEY The results of an in-
vestigation of the Sunny Hills
Volunteer Fire Department (SH-
VFD) have been released by the
14th District State Attorney's Of-
fice. The results were released on
July 17.
The investigation was con-
ducted by Assistant State Attor-
ney Richard Carelton following

a request by Washington
County Administrator
Pete Herbert. Herbert re-
.quested an investigation of
alleged misuse of funds by
SHVFD. According to the
report, allegations were
brought forth by former
SHVFD Battalion Chief Al 6
Gothard and Sal Zurica of ZAI
the Sunny Hills Taxpayers
League.
The investigation looked at
several issues:

SPayments to then-Fire
Chief Glen Zanetic and fire-
fighter Chris Collins. The
SHVFD Board Chairman
Earl Stewart said Zanetic
was paid as administrator
and Collins was paid to fill
in when other firefighters

the Washington County
Board of County Commissioners
and the fire department, "as long
as fire service is being provided,

the Board of Directors could le-
gally spend the funds as they see
fit. I have found nothing illegal in
these actions," Carelton wrote.
*ATM withdrawals by Zanetic
cited by Gothard and Zurica were
approved by the Board.
*The SHVFD Board appeared
to have violated the Florida Sun-
shine Law at a meeting on April 5.
Gothard and Zurica said that the

Report orders fire
chief to reimburse
department; No
charges will be filed

By JON MILTIMORE
Florida Freedom Newspapers
WAUSAU Despite alleg-
edly spending more than
$6,000 of fire department
funds for personal use and
on family and friends, the
State Attorney's Office
determined not to pursue
charges against fire chief
Sam Rudd.
"He has been given an
opportunity to give the
money back," said Assis-
tant State Attorney Greg
Wilson, section chief of
Washington, Holmes and
Jackson counties.
Rudd used $6,170.09 in
Wausau Volunteer Fire
Depart-
ment funds
to pay for
cell phone
service
for friends
and family
members,
according SAM
to a State RUDD
Attorney's
Office (SAO)
investigation completed in
February.
Wilson said Rudd has
not been given special
treatment. He said the de-
cision'not to pursue charg-
es was based on the pos-
sibility funds were rnissing
because of "poor account-
ing" and the fact oversight
improvements had been
implemented by the city.
"He has until Labor
Day" to pay back the
money, Wilson said. "If he
doesn't pay it, charges (of
grand theft) will be filed."
The accusations of mis-
conduct originated from
Wausau resident Lynn Go-
thard, the report said, who
suspected members of the
fire department were us-
ing funds for personal use.
Gothard brought her alle-
gations to the Wausau City

PET TALK

Traveling with your pet

Vacation season is of-
ficially upon us. With the
kids out of school and the
temperature rising, it's
time to get in your car or
to the airport and go to
that tropical (or historic)
destination. While you '
may opt to board your
pets during your trip, if
you decide that you want
to include them in your
vacation, there are some
things to consider.
"If you are driving with
your pets it is great to
know ahead of time if they
get car sick," notes Dr.
Mark Stickney, Director of
General Surgery Services
at the Texas A&M Univer-
sity College of Veterinary
Medicine & Biomedical
Sciences. "Before your
trip, take short drives
around town to see how
your pet reacts."
If your pet does get
carsick or is very anxious
on car rides, your vet-
erinarian can prescribe a
sedative or an anti-nausea
medication such as Dra-
mamine.
"Although Dramamine
is an over-the-counter
medication it is still im-
portant to check with your
veterinarian on dosage,"
states Stickney. "I would
also take a couple of short

rides after giving them the
medication to make sure
that it is working."
Once you've estab-
lished that your pet can
comfortably ride in the
car, you will have to start
packing up their stuff to
take with you. Leashes,
collars, bowls, food, and
identification tags should
all be a part of any pet's
traveling bag.
"It's important to make
sure that your pet is on a
leash when you stop at a
gas station or rest stop.
These are high traffic
areas and there are a lot
of new smells that can
distract them," remarks
Stickney. "Even if your pet
is on a leash, make sure
that their identification
tags are on their collar
just in case. Microchips
are even better because
a collar or ID tag can get
lost."
If your pet is on any
kind of medication make
sure you stock up before
your trip in case you can-
not get it where you are
going.
While you may be able
to buy your pet's food at
your destination, it is a
good idea to make sure
so you don't have to feed
them an unfamiliar diet.

"While you can test
your pet on new foods at
home, you really don't
want to change their food
on a trip," warns Stick-
ney. "This could upset
their stomach and cause
diarrhea- something you
really wouldn't want to
happen on the road or in a
plane."
Proof of vaccinations
and medical records are
good things to have on
any trip with your pet in
case of an emergency, but
might be necessary if you
are flying with them.
"Most, if not all, air-
lines will require proof of
vaccination and a health
certificate in order to put
them on the airplane,"
explains Stickney.
"You have to get the
health certificate from
your veterinarian 10-15
days prior to a trip so
make sure you leave your-
self enough time to do
this."
Checking with an air-
line on their rules and
procedures can help make
sure that all the paper-
work is in order and can
also give you a chance
to ask any questions you
may need to in order to
make sure you have peace
of mind.

COUNTY from page Al

of new distribution net-
works along 1-10 corridor,"
said Herbert. "The Board
of County Commission-
ers of Washington County
requests a waiver from
the local financial support
requirement because it
is a Rural Area of Critical
Economic Concern and in
need of new, quality em-
ployment opportunities."
Emergency Manage-
ment was awarded Federal
funding of $27,708.
Herbert read the award
letter stating this in-
creases the county's total
amount of funding under
the agreement to $126,434.
The Board approved of
the amending of ordinance
2004-6, which increases
the mandatory surcharge
on each non-criminal or
criminal traffic violation
from $15 to $30, which be-
came effective July, 1.
"It's going to help pro-
vide the court system with
funding," said Commis-
sioner Charles Brock.
Herbert presented
a letter from Governor
Charlie Crist encouraging
participation with the 2010
Census.
"The people of Florida
represent a rich ,legacy
of diverse cultures, back-
grounds and experiences,"
said Crist in the letter. "In
fact, the diversity of our
people is quite possibly our

state's greatest strength."
He said that it is be-
cause of this that every-
one should do their best to
"ensure the complete and
accurate count of every
Florida resident during
the 2010 Census."
"The Census, which
takes place every 10 years,
offers the Sunshine State
a unique opportunity to
ensure Floridians receive
their fair share of represen-
tation in Washington, D.C.,
during the next decade,"
he said. "I encourage you
to get involved in reach-
ing every person in your
community and in this way
we can ensure a brighter
Florida, both today and for
years to come."
County Engineer Cliff
Knauer gave updates,
including reporting that
the St. Mary's bridge was
fully funded and that he
met with FEMA for all the
parks..
The repairs to River
Road are ready to get un-
derway, he said, and the
phone company has agreed
to oversee on site just in
case there are any issues
with the phone cables.
Erosion on Piney Grove
and Washington Boulevard
is scheduled for work and
Old Bonifay Road is being
resurfaced.
The retention pond is
completed at the commu-

nity center in Sunny Hills,
he said, and now crews are
working on grading the
parking lot.
"We're preparing it as if
we were going to pave it,"
he said. "That way when
we do decide to pave it, it'll
be ready to go."
He also said that the
new Emergency Opera-
tions Center foundation
should be ready to pour by
next Thursday.
The Board also ap-
proved of Vernon's offer
of giving the county one
of Vernon's fire/service
trucks. The Board is con-
sidering using this service
vehicle in Greenhead.
The Board approved
changing the speed limit
on Vickery Road to 25
miles per hour at the re-
quest of Brock.
The Board also ap-
proved of Love in Action's
request to waver the fees
to use the Washington
County's Ag Center for two
days of Thanksgiving din-
ner, which will be provided
to the county's needy fami-
lies. More details about the
event will be provided at a
meeting Love in Action
will be holding at the Ag
Center, August 11 at 7 p.m.
The next scheduled
BOCC workshop meeting
is set for August 20, 6 p.m.
at the Washington County
Annex.

Commission, but report-
edly received "little or no
response."
Records show Rudd
paid a total of $8,203.08 to-
ward cell phone use in 2007,
but bank records reveal
only $2,095.99 had been
paid by users of the ser-
vice. The fire department
picked up the remainder
of the tab, the report said,
noting "all cell phone ac-
counts were being used by
only Chief Rudd's family
members and friends."
According to the report,
Rudd admitted to Florida
Ethics Commission in-
vestigators to knowingly
making the payments with
fire department funds, and
said he did not pursue col-
lection from service users
because he did not want to
bother people who might
be, having financial prob-
lems.
Rudd also claims to
have deposited some cash
payments into the general
volunteer fund, Wilson

said.
"The bottom line is this:
There was extremely poor
accounting at the fire de-
partment and a general
lack of oversight," Wilson
said.
The cell phone alle-
gations are not the lone
instance of questionable
spending or "poor account-
ing" at the fire depart-
ment. The investigation
also found fire department
personnel were using fuel
for purposes other than of-
ficial business.
"It is obvious that Fire
Department personnel
have been purchasing fuel
for reasons not related to
consumption of Fire De-
partment vehicles.
However, due to the pro-
tocol in place at the time of
the purchases, it is impos-
sible to identify the specific
person or persons making
the fuel purchases," Inves-
tigator Rick Carleton of the
14th Judicial Circuit State
Attorney's Office said in

his official report.
Wilson acknowledged
the public could perceive
the SAO's decision not to
pursue charges as a public
official receiving favorit-
ism, but said the course
taken is in the public's in-
terest.
He added the city has
instituted book-keeping
reforms to help prevent
future spending transgres-
sions.
"When utilizing tax-
payer money you have to
be able to account for that
money. To Ms. Gothard's
credit, she has brought
this issue to the public's
attention," Wilson said.
Wausau Mayor Roger
Hagen confirmed Rudd re-
mains chief of the Wausau
Volunteer Fire Depart-
ment.
Hagan told the Wash-
ington County News that
the city attorney would re-
view the findings and bring
a report to city council.

Trespassing leads to

CHIPLEY An Alford woman's attempt
at "house-sitting" led to charges of tres-
passing and assorted drug charges. The
information was provided by the Wash-
ington County Sheriff's Office.
On July 9 a resident on Gator Pond
Road contacted the WCSO with informa-
tion someone was using her property,
possibly to cook methamphetamine.
Deputy Charles Williams made contact
with a woman driving a pickup 'truck
from the property that could not tell the
deputy who gave her permission to be
there. Her truck matched the descrip-
tion of one reported on the property.
Three 6ther people were encoun-
tered at the scene and after they were
taken outside the house, the deputy ran
their histories. The property owner not

CHIPLEY- An alert dep-

also made a drug bust in
the Country Oaks area.
Information was pro-
vided by the Washington
County Sheriff's Office.
The deputy was on
patrol on July 17 when
he spotted a car head-
ing north on Orange Hill
Highway that was turn-
ing onto Quail Hollow
Boulevard.
The officer pulled the
driver, Johnny Vickers
of Vernon, over because
a brake light was not
working. A county drug

only wanted them charged but also gave
permission to search the property.
The search turned up drug parapher-
nalia, a small bag of meth, and a syringe.
There were also eight prescription bot-
tles under different names. Evidence
was also gather that indicated that one
of .those detained, Jennifer Land, had
been living at the home. A search of a
motor home on the property turned up
prescribed chemicals used to manufac-
ture meth, a gas generator and other
paraphernalia.
The evidence and statements at the
scene led to trespassing charges against
Land, and on July 17 she was also
charged with possession of parapher-
nalia, possession of meth, possession of
listed chemicals, and possession of new
legend drug without prescription.
The property has previously been
used as a meth lab by another suspect,
according to the WCSO.

they did not know the meet-

Capt. James Strick-

that DEA Haz-Mat had

RMS wraps up summer program

Roulhac Middle School wrapped up
its summer reading and math camp
with a trip to Kindel Lanes in Marianna.
Campers enjoyed a few hours of fun
bowling, golfing and playing games after
working hard for four weeks brushing up
on their reading and math skills.
The camp provided students an oppor-

tunity to practice 'reading and math skills
in fun and unusual ways through crime-
scene investigation and games. Wash-
ington County Health Department, in
conjunction with the Students Working
Against Tobacco, helped sponsor the trip
to Kindel Lanes and provided the students
with tobacco use prevention information.

reported, that he was a
sponsor or co-sponsor of

Farmer and rancher candidate nomi-
nations are underway for local Farm
Service Agency (FSA) county commit-
tees. The nomination period continues
through Aug. Elections take place this
fall.
To be eligible to serve on an FSA

ticipate or cooperate in a program ad-
ministered by FSA, be eligible to vote in
a county committee election and reside
in the local administrative area in which
the person is a candidate.
Producers may also nominate them-
selves, and organizations representing
minority and women may also nominate
candidates. To become a nominee, eligi-
ble individuals must sign form FSA-669A.
The form and other valuable information

about FSA county committee elections
are available online at: http://www./fsa.
usda.gov/FSA/webapp?areanewsroom&
subjectlanding&topiccce
Nomination forms for the 2009 elec-
tion must be postmarked or received in
the local USDA Service Center by close
of business on Aug. 3, 2009.
FSA county committee members
make decisions on disaster and conser-
vation programs, emergency programs,
commodity price support loan programs
and other important agricultural issues.
FSA will mail ballots to producers be-
ginning Nov. 6. The voted ballots are due
back to the local county office either via
mail or in person by Dec. 7, 2009.
Newly elected committee members
and alternates take office Jan. 1, 2010.

Two injured in recent wrecks

CHIPLEY Two local drivers were in-
jured in recent automobile accidents. On
Friday, July 17, Florida Highway Patrol
reported that Trish Brock (top) went off
of Falling Waters Road headed toward
Chipley. She was taken to Northwest Flor-
ida Community Hospital for treatment by
Washington County EMS.

On Sunday, July 19, FHP reported that
Childon Chirea of Bonifay was headed
toward Chipley on State 90 when he at-
tempted to pass another vehicle. He lost
control of his car and rolled off the road
into the treeline. Chirea was taken to Doc-
tors Memorial Hospital for treatment by
Holmes County EMS.

NASCAR has some

making up to do

Column by Monte Dutton
mdutton@gastongazette.com

SPEEDWAY, Ind. Ap-
parently, the crowd is
going to be off at the All-
state 400, which isn't too
surprising since crowds
have been off almost
everywhere in this the
economy's year of living
dangerously.
There's more to it at
Indianapolis Motor Speed-
way, though, where last
year NASCAR held one
of its more embarrassing
and humiliating spec-
tacles. Use whatever term
you want: debacle, trav-
esty, parody, disaster, etc.
Hundreds of thousands
of fans left the Brickyard
feeling disgusted. Some
vowed "never more," and
some meant it.
That's probably as
it should be. Someone
should pay for that never-
ending series of 12-lap
heat races, punctuated by
crashes and concluded by
arrogance on the part of
NASCAR and Goodyear
officials that is more com-
monly experienced by
those well versed in the
arts of politics and busi-
ness.
NASCAR is a business.
Maybe that's a small part
of the problem. Fans often
come out hoping to see a
sport.
Goodyear's representa-
tive on site, Greg Stucker,
said, memorably, that

it was "nobody's fault."
NASCAR's Robin Pember-
ton joined him in passing
bucks like a counterfeiter.
NASCAR memorably is-
sued a press release with
one of the all-time great
headline slugs at the top:
CHALLENGING
CIRCUMSTANCES
AT BRICKYARD BAL-
ANCED BY INCREASE
IN GREEN-FLAG PASS-
ING
It would be the same if,
after a quarterback threw
seven interceptions, a
flack passed out a release
that began:
FEW OF FAVRE'S
PASSES WERE
DROPPED
The Allstate 400 at the
Brickyard might as well
have been AIG or Enron
in 2008. Now it seems
that fans are leery of the
stimulus package, while
NASCAR officials are
saying, well, in effect, it
really isn't "a bailout." It's
"a recovery." Last year's.
race didn't stink. It was
"competitionally chal-
lenged."
By all accounts, this
year the tires aren't going
to be likened to balloons,
based on the ease with
which they pop. That prob-
ably won't do much for
this year's attendance. It
won't be just Missourians
who say "show me" to
NASCAR this year.
"I think, certainly, a lot
of damage was done," said

Jeff Gordon. "It might not
take one race. It might
take more than one race.
"I think, with India-
napolis, a lot of it is what
happened last year....
It might take a couple of
races.i.. to really win back
those fans who were very
disappointed. And they
should've been. We were
all pretty disappointed in
what happened."
Gordon took it easy on
Goodyear, which is appro-
priate since the tire manu-
facturer, having been im-
mersed in something akin
to a scandal based on last
year's efforts, has tried
lavishly to make amends.
In a year in which what
used to be called testing
has been banned, Good-,
year has held tire testing
that was practically man-
datory.
"It took longer than
I think they (Goodyear)
expected," said Gordon,
"but they did get it. That's
what I'm happy about.
They have found it."
If Gordon's not right
about that ... well, don't
even think it.
Not even ocean liners
can sink two years in a
row. Of course, boats get
mired in watery graves.
Here's hoping the NAS-
CAR Titanic can rise
again.

Dutton at mdutton@gas-

Ren gets fined for rear end

Rick Ren, crew chief for
driver Ron Homaday and the
No. 33 team in the Camping
World Truck Series, has been
fined and placed on probation for
rule infractions committed this
past weekend at Kentucky
Speedway.
The No. 33 truck was found
to be in violation of Sections 12-
1 (actions detrimental to stock car
racing); 12-4-1 (any determina-
tion by NASCAR Officials that
the race equipment used in the

event does not conform to
NASCAR rules); and 20B-12A
(mounting points on the axle
housing must be evenly spaced
and welded to prevent move-
ment; mounting points were not
evenly spaced) of the 2009
NASCAR Camping World
Truck Series rule book. The
infractions occurred during open-
ing day inspection on July 17.
Ren has been fined $5,000
and placed on NASCAR proba-
tion until Dec. 31.

McGriff shows there is no limits

Ever the gentleman,
Hershel McGriff was good-
natured about finishing
13th in a NASCAR-sanc-
tioned race at age 81.
"My competition was
faster," he deadpanned.
Although he certainly
would have taken a victory,
McGriff seemed neverthe-
less pleased with his show-
ing on the road course .at
Portland International
Raceway, part of the
NASCAR Camping World
West Series.

race, which featured a late
caution for a green-white-

Pursley.
McGriff was the defend-

The odds were against

Will it be a 'Goodyear'?

NASCAR drivers have logged several miles in tire testing

By BILL GAMBLING
sports@srpressgazette.com

NASCAR and Goodyear
have logged a lot of miles in
hopes the events surrounding
the 2008 Brickyard 400
never happen again.
The final answer will
remain completely unknown
until the green flag flies this
weekend above the famous
yard of bricks with yelling
fans on both sides.
Since last year's Allstate
400 at the Brickyard 30
teams have logged more than
13,000 miles in seven ses-
sion with the last test coming
back on June 16.
Goodyear even has one of
their harshest critics in their
corner this weekend.
"I think they've come
back with a combination that
not only is durable, but also
made it where it should be
better racing at that time,
too," Stewart said, who is a
two-time Indy champion and
current Sprint Cup Series
points leader.
His view was enhanced
by a trip to Goodyear's
Akron, Ohio headquarters,
where he learned about the
race tire assembly process.
"It's a process that makes
you shake your head because
you just don't realize what
goes into making a tire,"
Stewart said. "And the good
thing is it's not done by a
machine, it's done by a phys-
ical person that actually puts
that tire together.
"There's a lot of
machines that assist in that
process, but some of the key
components are still done by
a Goodyear engineer that sits

there and makes sure it's as
perfect as it can be."
The last time a tire issue
like this occurred was during,
the U.S. Grand Prix at
Indianapolis as the Formula
1 cars were featured at the
speedway.
When they returned the
following year the drivers
and Michelin did a great deal
to make it up to the fans at
the race.-Is NASCAR look-
ing at doing something spe-
cial for the fans?
"I feel like, you know, we
already have a series that's
built around that. We do so
much for the fans, whether it
be autograph sessions and
different types of meets and
greets at the track or away
from the track during the
week for our sponsors," said
four-time Indy winner Jeff

Gordon. "I mean, I don't
think any sport is more
accessible than ours is. I
think just this year in general
the economy the way it is
and really trying to show our
appreciation for how much
we do appreciate our fans
and how loyal they are and
avid they are and we are still
getting great crowds.
"We have been doing it
all year. But I know that we
are scheduled to do more at
Indy this weekend. I know
there is an autograph session,
I think, Friday and Saturday
but don't quote me on that.
But I know I'm involved
with, I believe, the one onf
Friday."
NASCAR Vice President
for Competition Robin
Pemberton is excited about
the attention to detail and

unique outside resources
called upon by Goodyear.
"The last two tests,'
Goodyear really honed in on
different constructions, dif-
ferent tire compounds and
things that would add life to
the tire but also add a lot of
grip," Pemberton said. "It's
tough to get both and I think
they've done a great job in
doing just that. It's amazing
to see what's been accom-
plished in the last 10 months
or so.
"There will be a lot of
good information that comes
out of these tests that we will
be able to take to other race
tracks, such as different
compounds and construc-
tions. Things that will help
the grip and help make the
racing better all the way
around."
