Campaign begins for wet-dry referendum

JAY FELSBERG
Managing Editor
afelsberg@chipleypaper.com
EBRO Proponents of changes
to the Washington County wet-
dry laws opened .their campaign
Thursday night at the Ebro Dog
Track, with opponents planning a
rally next week.
The Washington County Citi-
zens for Economic Opportunity
held a fund-raiser to open their
campaign. The organization is

working toward a referendum
that would change county wet-dry
laws to make it easier to sell liquor
by the drink, thereby attracting
major restaurants and other ele-
ments of the hospitality industry
to the county.
"This is a logical first step,"
said WCCEO Chairwoman Sher-
an Whitaker. "We want business
to come to the area, and we want
to have open arms and say come
on in. We want to adopt a business
friendly atmosphere and say we

are open for business."
Whitaker and the other sup-
porters said that bringing new
restaurants and other hospitality
businesses into the area would
provide more tax revenue to the
county. They note that as a result
of their recent poll that most Wash-
ington Countians go outside the
county to dine and shop, and that
changing the alcohol laws would
make it more attractive to stay in
the county and do business.
Chuck Pohlman was one of the

leaders in the effort to make Santa
Rosa County "wet." The county
was dry for 73 years and organiz-
ers there also believed that chang-
ing wet-dry laws would grow the
local economy.
"It helped the economy of San-
ta Rosa County and it brought new
business to the county," Pohlman
said. He also said that the rate of
DUI arrests dropped ,"notably"
when the county went wet.

a boost from a new promo-
tional video. The video was
part of a presentation on
the scholarship program
at the Washington County
Chamber of Commerce's
Third Thursday monthly
breakfast.
TSIC is administered
in the county by the Wash-
ington County Scholarship
Foundation, and President
and Program Coordinator
David Solger presented
the program. TSIC started
in Lakeland in 1995 and 62
Florida, counties partici-
pate in the program. Over
17,000, scholarships have
been awarded. The state-
wide graduation rate is 94
percent.
InI Washington County
there were seven gradu-
ates this year and 18 this
coming year.
TSIC scholarships are
part of the STARS section
of the Florida Prepaid Tu-
ition program. Under this
program students could
earn 50 percent of a full
scholarship to a college or
vo-tech school.
Students can apply in'
sixth grade through ninth
grade and scholarships are
awarded when they gradu-
ate from high school. The
students and parents sign
an agreement that calls for
no grades lower than a C
and that the student stays
out of trouble. To help that
process each student is
assigned an adult mentor.
Students have mentors all
the way through to gradu-
ation. The mentor fills sev-
eral roles, including offer-

Pot-bellied pigs as pets get differing opinions

CECILIA SPEARS
StaffWriter
'cspears@chipleypaper.com

CHIPLEY The recent incident
involving a pot-bellied pig on the
run from the local police raises
the question of the practicality of
owning a pot-bellied pig as a pet.
The pig, apprehended on Mon-
day, remains unclaimed at Wash-
ington County Animal Control.
"Actually, pot-bellies do make
very good pets for some people
but they are not for everybody.
which is why so many are aban-
doned," said Jennifer Sackett
with HCA Health Care, an ani-
mal rescue organization that has

several pot-bellies in their care.
Sackett said that a pot-bellied
pig's mannerisms are similar to
cats than dogs.
"Cats being more aloof and
less affectionate than dogs who
enthusiastically greet you like it
is Christmas every day, but ev-
ery pig is different and all of the
ones I've been around are sensi-
tive, gentle, and will make you
laugh with their antics."
There are people she knows
of that have pot-bellied pigs in
their homes, though she doesn't
recommend it personally.
"Pot-bellies are smart and
can be housebroken," she said.
"They live a while (10-20 years),

average about 150 pounds de-
pending on the sex (don't believe
the articles about mini-pigs -
these are untrue), and have rela-
tively few health problems if you
provide good food (they do not
eat much), clean water, and get
them vaccinated regularly."
She said they need regular
hoof and tusk trimming and reg-
ular vaccinations.
"They are mostly neat and
only shed once a year when all of
their bristles fall out and new ones
come in," she said. "That said,
however, I cannot imagine having
them in the house as they seem
much more suited for outdoors."
She described them as being

"more like a farm animal than a
domesticated pet." "
"In addition, all of the pot-bel-
lies I've been around seem hap-
piest outside rooting in the dirt,
chewing on grass, lying in the
sun, eating acorns, playing in
mud holes, etc.," she said.
Describing a pot-bellied pig's
attitude as needing to be the
center of attention.
"They want what they want
when they want it and don't say
no or stand in their way," she
said. "Mine sing and make all
sorts of noises to show me how
irritated they are with me when
I don't feed them fast enough, or
try and medically treat them."

Catching one would be exces-
sively difficult, she said.
"As you know from first hand
experience, God help you if your
potbelly gets loose and you have
to catch him," she said. "Talk
about difficult."
Since her pigs were rescued
pigs, 'she. explained that they
were less affectionate than the
one she raised since birth.
"If you hand raised them,
from what I've seen, they would
be more affectionate and loving,"
she said. "All in all, I find them
a really neat pet, but again, not
for everybody." For more infor-
mation on pot-bellied pigs visit

WRECK TAKES DOWN TREES. MAILBOXES

JAY FELSBERG I The Washington County News
Chipley Police Department, Washington County Sheriff's Office and Washington
County EMS were on the scene Friday morning when a pickup truck driven by
Sarah Balthazar, heading north, went out of control in front of the House of
Flowers on Main Street (State 77). Balthazar's passenger said he got control of
the vehicle before it came to rest against a small tree. He and a child passenger
were unharmed. Balthazar was taken to Northwest Florida Community Hospital.

School Principal Pat Williamssaid
he became involved when he was
principal. "I began to see kids were
really being helped," he said. "It's a
team process between the mentor,
teacher and the kid."
Williams noted that one role of
the mentor is to identify problems
"even before the grades come out."
He noted that mentors are properly
screened like school personnel.
"The key to it is continuing gener-
osity," said board member Jim Town,
"and every dollar we raise is matched
on the state level." WCSF is a 501c
3 foundation and donations can be
given a number of ways, including a
$2,500 donation that leads to match-
ing funds (several donors do this ev-
ery year), donations for operation of
the program, and memorial endow-
ments.

night in Ebro.

"It brought in additional revenue,"
he said. "Instead of laying people off
businesses were able to keep people on
the job."
After seven tries to go wet the Santa
Rosa measure passed by about 8,600
votes, Pohlman said. "The main opposi-
tion here is the same church leaders
and old timers that really don't want to
see change. It comes d6wn to the will of
the people."
Pohlman said $40,000-50,000 would
need to be raised for the campaign in
Washington County. $154,000 was raised
in Santa Rosa County.

Ray Green of the Florida Restaurant
and Lodging Association was involved
in the campaign to make Port St. Joe
wet on Sunday, a measure he said was
designed to improve economic growth.
"This was about earning, not alcohol,"
Green said. "You have a choice remain
on the course you are on or chart your
own course. There is as much upside in
the hospitality business in this area as
in any part of Florida."

Development will hold a public meet-
ing at the Possum Palace in Wausau on

Litter Ha ens

Do Your Part. Don't Litter.
Do Your Part, Don't Litter,

With one of the hottest
summers on record in
years, nearly 60 local 4-
Hers from Holmes and
Washington County
considered themselves
lucky enough to spend a
week camping along the
shores of Destin Bay, deep
in the legendary Camp
Timpoochee tradition
that dates back as far as
the early 1930's. From
June 15-19, campers spent
days engaged in hands-on
learning about Florida's
marine life from above
and below the waterlines
through kayaking,
swimming, snorkeling, and
Timpoochee's own marine
lab. In addition, youth
enjoyed other activities to
promote leadership and
positive decision making
by engaging in team-
building exercises, archery,
campfire skits, and healthy
nutrition classes.
Of course, the youth
are never disappointed
when the annual "Water
Wars" activity begins on
Wednesday afternoon. The
camp became a palette of
rainbow colors as teams
of youth participated in
the art of marshmallow
paintball war, tug-of-war,
oatmeal pass, and other
water inspired activities.
The traditional slip and
slide made its appearance
late in the day as laughter,
smiles, and silly side steps
made their way across
the marshmallow painted
campgrounds.
A unique and inspiring
component of Camp
Timpoochee's camping
tradition is the recruitment
and training of older teens
to assist younger youth
during the camp week.
From nurturing to basic
first-aid, the local county
camp counselors provided
positive leadership and
promoted a sense- of
confidence and community
pride that is still at the heart
