CRYSTAL VILLAGE A preliminary report has
been issued on a June 19 plane crash in Crys-
tal Village in south Washington County. The
National Transportation Safety Board issued
the report this week.
The report states that on June 19, at about
7:41 p.m., a Luscombe 8A, N41915 flown by
Jim Luther, was substantially damaged fol-
lowing a loss of engine power and a subse-
quent forced landing. The student pilot/.own-
er was seriously injured.
According to information provided by
eyewitnesses and the Federal Aviation Ad-
ministration inspector, who responded to the
accident, Luther had performed two or three
takeoffs from the Crystal Village Airport over
the course of the afternoon. After the last
takeoff, the engine appeared to lose power,
and Luther attempted a forced landing about
a quarter mile northeast of the airport.
The airplane contacted the ground on its
landing gear, bounced, and nosed over invert-
ed and hit the ground. The fuselage aft of the
firewall sustained damage, and the vertical
stabilizer and outbpard leading edge of the
left wing sustained damage.
According to the FAA inspector, the spin-
ner was crushed, but the propeller and en-
gine appeared completely undamaged. In
addition, the propeller did not exhibit any ro-
tational scoring or scuffing:
The cap from the left fuel tank was found
under the left wing, and there was only a
"light smell- of automotive gasoline" at the
site, according to the FAA.

hangar there. Friends of Luther transported
the airplane to his hangar, where it was se-
cured in an inverted position.
FAA records indicated that Luther held
a student pilot certificate that was issued in

recommendation of Superinten-
dent Dr. Sandra Cook and hired
two new principals at its special
meeting Monday night.
Former Holmes County Super-
intendent Steve Griffin is the new
principal at Chipley High School,

School.

TALLAHASSEE The state
recently released unemploy-
ment rates, and both Holmes
and Washington counties saw
a slight increase from the pre-
vious month. Both counties,
along with the State of Florida,
have seen a substantial in-
crease in unemployment since
this time last year.
According to Florida's
Agency for Workforce, Innova-
tion Florida's seasonally ad-
justed unemployment rate for
May 2009 is 10.2 percent. This
represents 943,000 jobless out
of a labor force of 9,232,000.
The unemployment rate is half
a percentage point higher than
the revised April rate of 9.7
percent and is up 4.4 per-
centage points from the


May 2008 rate.
The state's unemployment
rate is 0.8 percentage point
higher than the national unem-
ployment rate of 9.4 percent.
The last time the unemploy-
ment rate was higher than May
2009 was October 1975 when it
was 11.0 percent.
Florida's total nonagricul-
tural employment in May 2009
is 7,389,100, representing a job
loss of 417,500, or -5.3 percent
compared to May 2008. This is
steeper than the national rate
of decline for May which is -3.9
percent over the year.
The May2009job loss contin-
ues the trend of annual declines
that began in August 2007. The
downturn started with declines
in construction jobs, but has
now spread to most all other
major industries.

New seat belt law in effect


TALLAHASSEE Tuesday,
June 30, a new law went
into effect concerning seat
belts. According to the Flor-
ida Highway Patrol this law
will allow law enforcement
officers to stop and cite
drivers when they observe
violations of Florida Safety
belt law.
All front seat passen-
gers must be buckled-up


and any passenger young-
er that 18 years of age must
wear them no matter where
they are sitting in the ve-
hicle. Children age three
and younger must be in a
federally approved child
restraint device, while chil-
dren age four and five must
be in a seatbelt, separate
carrier or integrated child
seat.


Drivers are also remind-
ed that they are respon-
sible for the safety of their
passengers under thd age
of 18 and may be cited for
each seat belt violation.
The Florida Highway
Patrol says it will continue
its policy of 'zero tolerance'
for violators. The FHP does
not give warnings for safety
belt violations.

that this program is for

getting a citation or hav-
ing to pay a fine," Heming
said. There will be no fees
or fines for this service
and it will be provided to

done.

RMS hosts reading and math summer camp

Sl CHIPLEY Roulhac Middle-School is hosting a summer
redding and math camp to help students brush up on their
skills with fun and exciting activities. There are no textbooks
or typical "school" assignments this summer! The students
are involved solving crimes with reading and Crime Scene
Investigation skills. The students are also practicing math skills
through a variety of games and hands on activities.

Animal-assisted therapy: What pets can do for our health


Depression, loneliness,
stress and anxiety threaten
the health of our society.
Oftentimes, old age and
rehabilitation foster the
negative, emotional,
psychological and physical
ailments that can take
a damaging, toll on our
well-being. Prescription
medications and
psychiatrists work hard
to provide the suffering
with help, but sometimes
a sloppy, wet kiss from a
furry friend makes for good
medicine as well.
While not considered to
be a conventional healing
method, animal-assisted
therapy has proven to
'increase the health of those
in agony and bring comfort
to those in need.
"The Delta Society
defines animal-assisted
therapy as a goal-directed
intervention in which an
animal meets specific
criteria as an integral
part of the treatment
process," says Kit Darling,
the Infection Control
Coordinator for the Texas
A&M College of Veterinary
Medicine & Biomedical
Sciences and owner of a


certified therapy dog.
"Animal-assisted
therapy provides multiple
benefits including fine
and gross motor skills;
verbal, tactile, and auditory
stimulation; ambulation
and equilibrium; decision
making and instruction
following; memory
recall; and extended and
concentrated attention
span."
With all of their abilities,
it is clear that animals
can provide an excellent
service to humans. But'
how are these services
positively affecting our
health?
"People can benefit from
human-animal interaction
socially, psychologically
and physically," elaborates
Darling. "Animals
encourage social
interaction with others,
increase activity levels,
strengthen motivation, and
restore a sense of well-
being. They also have the
ability to decrease stress,
anxiety and blood pressure
levels."
Animals are used in
many settings and with
many different people to


better the health of hurting
individuals. Kit Darling
describes exactly how pets
provide encouragement.
"Animal-assisted
activities and animal-
assisted therapy may
be used in physical,
occupational, recreational,
and speech therapy
settings," explains Darling.
'"Animals do not judge
people by their looks or
disabilities. They simply
want our attention. The
pets that perform animal-
assisted activities and
therapy are anxious to
meet people and bring a
smile to someone's face.
Their attempts to please
help create a sense of well-
being in humans."
Pets in these programs
often relieve loneliness for
the elderly who have lost a
spouse or whose children
have moved away.
"Pets can help
the elderly by being
companions," comments
Darling. "Caring for a pet
may help one feel a sense
of purpose and increase
activity, oftentimes helping
with loneliness. Receiving a
visit from a pet can support


social contact, not only with
the animal, but also with
the person bringing the pet
for a visit."
But these furry
companions are helping
more than just the elderly.
Animals can encourage
the terminally ill and those
recovering from extensive
surgeries and rehabilitation
programs.
"Pets can be comforting
and calming, decreasing
loneliness that may be
felt throughout these
difficult situations," notes,
Darling. "Animal-assisted
therapy is useful in
increasing fine and gross
motor skills, verbal and
tactile stimulation and
ambulation, aiding the
rehabilitation process.
Sometimes, patients
will respond to animals,
even when they are not
responding to humans."
The miracles of
pet therapy on human
health are evident and
real. Perhaps this is why
Darling and her own pet
actively participate in her
local animal-assistance
non-profit organization,
Aggieland Pets with a


Purpose.
"I have been a volunteer
since the organization's
formation and my dog,"
Dexter, was in the
first group of animals
evaluated," boasts Darling.
"Dexter is a long-haired
dachshund that has
touched many lives through
animal-assisted therapy.
He has helped school
children, autistic children,
the elderly and those
recovering from strokes
and trauma. I have seen
several children talk to him
about their problems and
both adults and children
talk to him when they were
not talking very much to
other humans. I thank
Dexter that he allows me


to go along and watch him
work."
Animal-assisted
therapy and activity
programs are providing
support and increasing
the health of those in need.
Pets like Dexter provide
unconditional love that
can better our lives when
it seems like nothing else
can.

Local 4-H Club earns statewide recognition


PC 4-H Club took third place
honors in the University of
Florida/Institute of Food and
Agricultural Sciences School
Garden Competition. Under the
direction of 4-H Club Leader
Jennifer Sapp and UF/IFAS
Washington County Extension
Staff-4-H Youth Development
Agent Julie Pigott Dillard and
Horticulture Agent Collin Adcock,
the students completed a nine-
month-long study of landscape
design, plant selection and
gardening techniques to create a
Learning Garden. Club members
began the project as part of the
4-H Chevron Community Pride
grant, in which they earned
$500 to begin the garden.
With the award money from
the School Garden Competition,
the club plans to purchase
more plants and tools. They
also received a trophy from the
Epcot International Flower and
Garden Festival, a sponsor of the
program.
Students working to create the


garden included Madison Bau,
Daltoni Canipe, Kendal Daniels,
Ethan Draayom, Whit Pettis,
Nathan Spencer, YeidAnna
Hopkins, Ashlyn Jeffries, Billy
Bradley, McKenzie Faison,
Caitlin Hogue, Ben Bridges,
Sarah Gilbert, Hunter Harden,
Robin Harr, Stephen Kauffman,
Mysti Sasser, Codi Smith, Casey
Strickland, Morgan McKenzie
and Kyle Middlemass. The
students are in the Project
Challenge Program for Gifted
Students in the Washington
County School District and
formed a'4-H Club two years ago.
Club members are also
being recognized at State 4-H
Congress in the top five vying
for top honors in the Chevron
Community Pride Grant
Competition. Dillard, Sapp
and two PC 4-H Club students
will travel to Gainesville at
the end of July to deliver
a presentation about their
program and compete in 4-H
state competition.

Variety workshop on July
10 from 9-11 a.m. at NWN
Nursery, 1365 Watford Cir-
cle, Chipley. This workshop
will show participants 28
different varieties of crape


myrtles suitable for use in
Florida landscaping. The
workshop will teach par-
ticipants cultural require-
ments along with disease-
resistance trees, tree form,
bloom timing and color for


each variety. There is no
cost for this program.

Council on Aging-AARP
driving course planned
Washington County Council on
Aging and AARP will co-sponsor a
mature driving class for individuals
age 50 and over on Saturday, July
25, from 8 a.m. until 4 p.m. at the
Shriners Club in Chipley on.Brick-
yard Road.
This eight-hour course is de-
veloped especially for the senior
driver and reviews basic driving
knowledge and new traffic laws
and introduces techniques to help
offset the effects of aging on driver
performance. It is geared to safety
needs and helping to compensate
for age-related changes. This ma-
ture driving course is approved by
the DHSMV for a three-year insur-
ance premium reduction.
There is no testing and only
a minimum course fee of $12 for
AARP members and $14 for non-
AARP members. Please enroll by
calling Debra at the Washington
County Council on Aging at 638-
6217.


Senior Day planned
at Shivers Park-
Washington County Council on
'Aging is coordinating the second
annual Washington County Senior
Day. Seniors from all over Washing-
ton County are invited to celebrate
at Shivers Park in Chipley, from 9
a.m. to noon Oct. 6, 2009. Business-
es all over Washington County are
coming together to make this day
special for our seniors. There will
be a variety of entertainment, i.e.,
dancing, music, free food, games,
door prizes, etc.
Donations will be greatly ap-
preciated for Washington County
Senior Day. The donations will go
directly to the Washington County
Council on Aging (501-c3 tax ex-
empt) for items needed for seniors
in our community. Sponsors who
donate will reserve space for an Ex-
hibit Booth and the sponsor's name
will be included in our program.

TALLAHASSEE The Area Agency
on Aging for North Florida an-
nounced that funds are available to
assist the elderly with their home
energy crisis.
To be considered eligible for
this program, the applicant must
be at least.age 60,with a household
income within 150 percent of the
poverty level ($16,245 per year for
a single-person household), and the
applicant's utility bill must indicate
a past due or immediate threat of
disconnection.
Other assistance may be pro-
vided, according to the program
guidelines,,such as fans, air-condi-
tioning repair and connections fees/
deposits. For more information,
call the Elder Helpline at 800-963-
5337.

Mildred G. Kimbrough,
84, died June 26, 2009 at '
Magnolia House in Quincy.
She was born June 17,
1925 in Wausau, a life-
long resident of Chipley
and member of the First
United Methodist Church
of Chipley. After 35 years
of service in the traffic
department of Southern
Bell, she retired in 1980
and dedicated ten years
of volunteer service as
president to the Tri-County
Community Council Care
and Share Food Pantry.
She was preceded in
death by sisters; Lois,
Cora and Nora, and a
brother, James.
She is survived by two
daughters, Debbie Par-
rado and husband Peter
of Valrico and Phalecia
Birge of Tallahassee and
one grandson; two sisters,
Merle Ward, formerly of
Chipley and now a resident
of Magnolia House and
Lorene Brock of St. Pe-
tersburg; a brother, Louie
Gray of Ocala and many
friends in Chipley, at the
Magnolia House and Big
Bend Hospice.

service July 9 at 11:30 a.m.

centage of students with disabili-

The board also heard a report
from outgoing CHS Principal Pat
Dickson. Dickson reported the fol-
lowing accomplishments over the
past two years at CHS:
Implemented Project Lead

students and three musical pro-

*Improved landscaping in the
courtyard.
*Established the Ninth Grade
Academy to ease the transition
from middle school to high school.
* -Earned the highest mean de-
velopment scale score ever in 10th
grade reading.
*The graduation rate increase
from 76 percent in 2006 to 87 per-
cent in 2008, with the graduation
rate for economically disadvan-
taged students increasing from
63 percent in 2006 to 83 percent in
2008.
