Chipley High School trains for seriouss situations'

CHIPLEY Chipley High
School was the scene
for fictitious shootouts,
as members of local law
enforcement, medical,,
school staff and students
set up several possible
scenarios involving a po-


tential school shooting,
Thursday, June 4.
"The Emergency. Op-
erations Center obtained
grant monies to conduct
this exercise," said Lynne
Jordan, Emergency Man-
agement Coordinator.
"We were cross training
in multi-jurisdictional sce-
narios involving an active
school shooting."


Design teams consist-
ed of representatives from
the Washington 'County
Sheriff's Department, Chi-
pley Police Department,
Emergency Management
Services, Chipley and Ver-
non Fire Departments,
SEmergency Management
and the Washington Coun-
ty School Board.
"All played in a very


active role in making this
as real as possible," she
said. "This is to assist the
. agencies in the cooidina-
tion and communication
* efforts needed should an
actual event occur."

Rex "Will" Holley faces al-
legations from a former stu-
dent in Marion County for
improper messaging. The
hearing is on June 11 in Tal-
lahassee.
The
complaint
is based on
actions Hol-
ley allegedly
committed
while em-
ployed in WILLIAM REX
Ocala. 'WILL'HOLLEY
"It is a
matter that
happened in Marion County
and is being handled by the
Department of Education,"
said Superintendent of
Washington County Schools
Dr. Sandra Cook "Wash-
ington County will take no
action for or against Holley
until the DOE has reached
its verdict."
S Cook stated that the Unit-
ed States of America has
a founding principle of due
process, "which means in-
nocent until proven guilty."
She said that Holley
had made the school board
aware of the circumstances.
"He has done an excel-
lent job of keeping us,in-
formed of every aspect of
this case," she said. "We
should know more about it
some time next week"
According to the com-
plaint filed by Commission-
er of Education Dr. Eric J.
Smith, in or about January
2008 Holley allegedly sent
"many text messages" to
a female student at Ocala
Vanguard High School,
where he was employed as
an athletic coach. "The text
messages were inappropri-
ate in their familiarity and
lack of professionalism,
frequency and content,"
according to the complaint.
According to the complaint
the messages included:
Can I trust you?"
"I'll take care of you"
"Am I wasting my
time?"
"How old ru?"
"Do you have a boy-
friend?"
"I think I love you"
According to the com-
.plaint the text messages
"adversely affected' the
student, causing her un-
necessary embarrassment,
worry and anxiety. Through
these text messages, the
Respondent (Holley) failed
to maintain the appropriate
boundaries in the student/
teacher relationship."
Holley is accused of two
statute violations, includ-
ing "guilty of gross immo-
rality or an act or an act
involving moral turpitude,"

Ruby Elizabeth White Brock was born August 17,1918, and spent her first two years in the little
community of High Hill which was located beside Big Blue Pond, secluded in the vast tract of land
4- that locals refer to as "the Moody pasture", the southern boundary of which is Highway 20. When
Ruby's father, Henry, became gravely ill with pneumonia, the family moved back to Henry's parents'
home in the Poplar Head community, located in the sandhills near Bonifay.

T sUpon the death of her 'mother from cancer, Ruby lived for a time with her aunt Jessie who was

named Henry, whose heart was taken by the vivacious young beauty who had come to stay at i
Shis)uncle's home. Young Henry's mother, Milbra, advised her son to marry Ruby, saying that he
needed a lively girl with a good sense of humor.

SRuby and Henry were married in the courthouse in Marianna, January 21, 1938, and embarked
on a life in Vernon, raising two children, Elizabeth. and Ernie. Ruby proved to be a wonderful and
dedicated mother who was devoted to creating a stable family in contrast to her own childhood
circumstances. The years of childrearing were filled with gardening, Henry's Standard Oil service
., station, cattle-farming, singing in the choir at the Baptist Church, and all the school activities
involving Libba and Ernie. Ruby was the mother who took all the kids to the games, the one who
never just stood and watched the children at the skating rink, instead lacing on her own skates and E b
joining in tle play.
If asked what her favorite hobbies were, Ruby would answer, "I like to hoe, mow and go." She did
a lot of that, and the flowers and vegetables of her garden were always shared with countless other
people. A compulsive neatnilm, Ruby could not tolerate the sight of trash on the roadsides of her
Home town, and for years she made a personal project of picking up trash when out on her daily
walk.

"Ms. Ruby" who traveled extensively in her later years, departed on her final trip on May 28, 2009,
having made plans to rejoin her daughter, Elizabeth, and husband, Henry who had already gone
V ahead of her to the destination they had booked for a long and wonderful


.n' vacation. Her son and daughter-in-law, Ernie and Becky, will join them at a later date.
Out of respectfor Ms. Ruby's lon-standing request, there will be
.7) nofuneral or memorial service. To honor her memory, donations to
the charity ofyour choice would be appreciated. ,

Jet engine draws attention in Chipley

sent us this story:
"This is a story about
my son's visit to Chipley
on June 1 and 2. My name
is Joe Arnold, III and my
son's name is Joe Arnold,
IV He is an A/C contractor
and entrepreneur in Fort
Lauderdale. His latest and
quite successful venture
is the construction of, and
exhibition bf, a 2-ton 2006
Ford F-650 pickup, 7000
Horsepower Jet Truck. The
jet engine is from a retired
F-5 fighter plane.
"He performed a three-
day show in LaPorte, In.
over the weekend and
stopped here to visit me
on his way home. Know-
ing he'd be here, I told all
my friends, people on the
street and Ted Everett
of the Chamber of Com-
merce.
"He arrived here at 8
p.m., later than expected,
so we were invited to do a
"demo" at Josh Rudd's (of
Panhandle 4X4, on Jack-
son Avenue) property on
Candy Kitchen Road, east
of town, so as not to dis-
turb too many people. The
neighbors were alerted to
the noise and commotion
to follow. There were about
40 people attending.
"Commotion isn't quite
descriptive of what fol-
lowed. Glenn and Helen
McEntyre, who live two
miles away, heard the
noise and Glenn came to
see what was going on.
Helen thought a plane had
crashed.
"Shortly after Glenn ar-
rived, four sheriff's depu-
ties came, followed by an
EMS ambulance. Evidently,
we hadn't alerted enough
people from a big enough
area. All went well, we were
forgiven, and we spent
Tuesday apologizing to ev-
eryone, including Chipley
Fire Chief Floyd Aycock."

Watermelon Festival lineup announced


CHIPLEY The 53rd Annual Panhan-
dle Watermelon Festival 2009 enter-
tainment lineup:
Friday, June 26, Daryle Single-
tary will be live in concert starting at
6 p.m. at PALS Park Be sure to take
your lawn chair.
Saturday, June 27, festivities in-
clude the Downtown Street Fair,
Watermelon parade, sidewalk sale,
great shopping opportunities, clas-
sic car show, horseshoe tournament,
seed spitting contest, and other en-
tertainment for the whole family.
Saturday in the Ag Center: Big
River Bluegrass Band will play from
11 a.m. to 1 p.m. with the Watermelon
Queen recognition at 11:45 a.m.


The watermelon auction will be-
gin at 1 p.m.
Earl Thomas Conley will take the
stage at 2 p.m. Conley started as a
songwriter in Nashville and had his
first No. 1 hit as a performer, "Fire
and Smoke," in 1979.
Art Show and Sale from 10 a.m.
until 4 p.m.
Ten food vendors will be selling a
variety of food from popcorn and cot-
ton candy to steak sandwiches and
oriental fare.
The Washington County 4-H will be
selling all the beverages; water, sodas,
tea, coffee lemonade and juices. Free
admission to all events and plenty of
free watermelon will be available.

which meant they were
preparing for the "shoot-
er" to come into the hall
area.
Shots would ring out
from the special guns
used, the students would
scatter, going into class-
rooms, the bathrooms
or ducking into corners,
while the shooter would
try to evade law enforce-
ment.
The guns used were
real guns, but were
made to fire either
blanks or paint capsules
that would give law en-
forcement the simula-
tion of working with the
equipment they were
used to to make .these
scenarios as realistic as
possible.
At the same time,
teachers practiced get-
ting students to safety as
well as testing the effi-
ciency of plans to secure
their areas and establish
contact with emergency
services and 9-1-1.
From 7 a.m. to 1:30
p.m. these scenarios
were played out over
and over, with various
details changed to find
strengths and weak-
nesses in every aspect
possible, from response
time to what tactical
advantage the layout
of each building would
have.
This included hos-
tage situations and ef-
fective emergency evac-
uation routs.
CHS principal Pat
Dickson said that this
was a much-needed ex-
ercise for the school's
staff.
"I think this has
been a very realistic
exercise for a very se-
rious situation," said
Dickson.

Alan Ray Grant
Alan Ray Grant, 51, went home to Heaven on May
20, 2009, while in Seattle, Washington. He was horn in
Marianna, FL and went to school in Bonifay, FL, until he
moved to Nashville, TN where he lived most of his life.
He worked for Teledyne as the Chief Engineer and Man-
ager for 22 years. He had also achieved his Bachelor'and
Masters Degrees at Cumberland University in Lebanon,
TN. He was also an Associate Pastor for Gladstone Church
of Christ in Nashville, TN for some years. Then, later in
life, he became a Probation Officer for the State of Tennes-
see, where he finally retired to travel the west and upper
northwest sections of this United States of America.
He was preceded in death by his mother Joyce Smullen
and Grandparents, Carlton and Ruby Grant and Willie and
Evelyn Davidson, all of Bonifay, FL. He is survived by his
son, J.D. Crisp-Grant and parents, Ray and Mary Jeanne
Grant, all of Nashville, TN. He is also survived by a sister,
Debby Foster of Bonifay, FL, a niece, Brieanna Weidman,
also of Bonifay and a nephew, James Shanks and wife
Nina, of Golden Valley, AZ, as well as 3 great-nieces and
many cousins.
He will be laid to rest in a private Ceremony at Pond
Town Cemetery.
In memory of Alan, the family requests that you donate
to the homeless shelter or any rescue mission of your
choice.

Media services, production of promotional materials,
advertising plans, production of radio and TV commercials,

arrangements to maximize bulk purchasing power of the annual
events cycle, and public relations counsel.
Separate sealed BIDS for TDC MEDIA & PUBLIC RELATIONS
CONSULTANT will be received by the Washington County Tourist
Development Council at the Washington County Administrative
Office, ATTENTION: County Manager; at 1331 South Blvd.,
Chipley, FL 32428 until 3:00 p.m. (CDT) Tune 19. 2009. The
bids will be opened immediately after the bid submission closing,
analyzed by a subcommittee of the TDC, and presented for award at
the next scheduled TDC meeting on June 22, 2009, or a subsequent
scheduled meeting if necessary.
Bids must address the SCOPE OF WORK and the fee structure
appropriate for delivery of all services in total or by Scope of Work
segments, as follows:
A. Develop marketing strategies and budget estimates for the annual
TDC marketing plan to promote tourism in Washington County;
B. Develop processes to measure the effectiveness of the marketing
strategy and promotional activities;
C. Advise and assist with negotiation of all media placement
arrangements to maximize bulk purchase discounts considering the
annual promotional cycle for TDC sponsored events;
D. Arrange for materials production as necessary for events and
the TDC that includes all advertisements, posters, brochures, press
releases,TV and radio commercials, and review all event promotional
materials to insure compliance with TDC guidelines;
E. Provide research and creative advice regarding event planning
timelines, methods and media proposed, and potential public
relations impacts on tourism in the County;
F. Using historic data, advise the TDC on the geographic
effectiveness of media used and develop recommendations about the
geographic and media distribution of advertising dollars using TDC
grants for events;
G. Provide advice on public relations issues related to TDC functions
as requested;
H. If providing advertising agency and public relations services for
TDC sponsored events, provide copies of all media billings and
promotional costs meeting TDC guidelines for the use of TDC grant
funds in a summary report approved by the client not later than 45
calendar days after the event.
A copy of the proposed engagement agreement must accompany
the BID, as well as a list of customers/clients who can attest to the
effectiveness of the services received that would be comparable to
the above Scope of Work.
The TDC, as a subordinate activity of the Board of County
Commissioners, reserves the right to waive formalities in any bid, to
accept and/or reject any or all bids on the whole or in part with just
cause, and to accept the bid that in their judgment will be in the best
interests of Washington County and within the budget capabilities
of the TDC.

The driver many wondered about
making the switch from Indy cars to
NASCAR seems to be primed to notch
his first points win.
After making his Second consecu-
tive Sprint All-Star Race by winning
the NASCAR Sprint Showdown, Sam
Hornish is proving he is not just one of
those other drivers.
"We're still trying to get everything
all figured out," said Hornish. "I have
said for a long time, if I would have
jumped into the No. 2 or the No. 12
car, things probably would have been a
little bit easier for.me."
This past Sunday things were plen-
-- ty hard for Homish after falling down
low- two laps when a tire went bad at the
Monster Mile in Dover.
SHe made those two laps up and
made a push at the end of the day.

two laps down because we had to pit
early for a tire coming apart. It took us
until 30 laps from the end to be able to
get back on the lead lap. Once we did,
we came from 21st or 22nd to 13th in
30 laps."
Looking ahead, Homish, a former
Indy 500 winner and owner of three
Indy car championships, is being
looked at to get his first win soon.
Even though he is being watched
closely, his first trip to the Pocono
Mountains of Pennsylvania was not
very. memorable.
"I kind of have a love/hate relation-
ship with it," said Hornish. "Ran there
twice. First time w4 went there last
year we qualified 41st and finished I
think 41st.
"I absolutely hated it. I felt like I
was never going to figure it out. The
next time we came back after five or
six races and went in there with some
confidence."
