awarded James Nichols,

to replace expansion
joints on bridges in

Monday, March 2,
crews will begin on the
Cypress Slough and
Sandy Creek bridges
on I-10. Once work is
complete on the east
and westbound bridges,
crews will continue to
the Choctawhatchee
River Bridge on State 20.
The project is expected
to take two weeks to
complete.,
Motorists are
reminded to watch
for construction
equipment and workers
entering and exiting
the construction zone
and to obey the posted
speed limit. Speeding

Stimulus package has small benefit to Washington County

CHIPLEY The U.S.. Congress
may' have passed President
Barack Obama's stimulus pack-
age, but theresis little benefit com-
ing to Washington County.
The good news is that several
roads will be striped.


County Administrator Pete
Herbert said Thursday that, the
County submitted "quite a wish
list" for road, bridge and other
work to the Florida Department
of Transportation, and County of-
ficials have met with FDOT.,
Things looked promising at
first, Herbert said.
"Originally we were supposed
to get $800-850,000, but that was
cut in half," Herbert said.


"Now we're not certain of the
dollar amount."
Herbert said the choice was
between State Park Road (where
work was about, to begin at the
time of the discussion) and strip-
ing.
"When it all came down to it,
we would get more money for the
striping and it would benefit more
areas of the county," Herbert
said.

CHIPLEY "I pretty
much ride everywhere,"
said Wayne Cagle of West-
Point Home.
Starting Monday morn-
ing at 8 a.m., Cagle heads
for San Diego on a fund-
raiser for the American
Cancer Society.
Cagle is a member of
the WPH Relay for Life
team and he hopes to raise
$50,000 for the ACS.
"I always wanted to do
it," he said, "Bike riders
always want to do some-
thing like that," r
He described his mo-
tivations to help the fight
against cancer on his Web
site.
"The money raised
will be used by the Ameri-
can Cancer Society in
their fight to alleviate the
disease of cancer that
has taken so many of our
relatives; friends and co-
workers," Cagle wrote.
"To battle the disease the
American Cancer Society
promotes education and
a healthy lifestyle. Also
great accomplishments
are being made through
research.
"We are all aware that
there are many survivors
of cancer, yet there are
also many that do not
make it. Let us do our part
to see that those in the

He has about eight
places to stay and is look-
ing for more.
His wife, Julia, will fol-
low with camping gear
just in case but he is hop-
ing to add places to stay
indoors.

Five Points gets its first brand-new fire truck

CHIPLEY Five Points Vol-
unteer Fire Department has
its first-ever new fire truck.
The 2009 Ford F350 attack
truck had. its baptism run
last week at a minor traffic
accident at the intersection
of State 79 and Douglass
Ferry Road.,
Chief Myron Pierce said
the new truck has an 18 hp
pump with foam capabilities
that puts out about 150 gal-


lons a minute. The pump is
served by a 300-gallon tank.
The truck is four-wheel-
drive, making it ideal for the
rough terrain that the rural
department often operates
in. The rig is a Super Duty
V-10.
Pierce thanked Commis-
sioner Donnie Strickland
and the Board of County
Commissioners for provid-
ing yearly funding for the de-
partment that went toward
buying the $36,000 vehicle.
"They saved their money
until it was paid for," said
Strickland.

paved roads would be first on the
list, including Rolling Pines Road,
Quail Hollow Boulevard, Clayton
Road, Corbin Road, Alford Road,
Piney Grove Road, Creek Road

"It depends on how far we can
spread it," Herbert said.
"We're hoping to come up with
something more but that's it for
now."

meeting Thursday night
at Vernon City Hall. The,
3BOCC voted 4-1, with only
Chairman Bill Howell vot-
ing yes, to shoot down a
proposed ordinance for a
new Sunny Hills Munici-
pal Services Benefits Unit
(MSBU) Advisory Commit-
tee.
The vote followed a pub-
lic hearing on an ordinance
amending Section 6 of
AGLE County Ordinance 2007-02

Every quilt tells a story


Holmes Valley Quilters met Feb.
19 with 41 members present.
During the meeting, president
Kathy Anderson asked each mem-
ber to do a show-n-tell about what
they had been working on during
the last month. Following show-
n-tell we moved into our time of
demonstrations. The first demon-
stration was of "Yo-Yos." the second
demonstration was given by club
president Kathy Anderson on next
months project "Lake Superior."
Other business:
Members were reminded to
pay their dues.
Guild members were remind-
ed of the quilting class next week-
end, Feb. 28.


Plans were made to hold an
all day long quilting in honor of Na-
tional Quilting Day in March. Mem-
bers will work on quilts to be given
to various charities in the area.
Linda Little, Gerry Sterverson
and Carol Kelly were in charge of
the refreshments.
Holmes Valley Quilters is a not-
for-profit quilting guild located in
the Holmes Valley area of th6 Flori-
da panhandle. It was established in
January 2008 to encompass the ru-
ral counties.of Holmes, Washington,
Jackson, and Walton.

ing Advisory Committee.
The new ordinance provid-
ed for a new advisory com-
mittee that would serve
for three months per year
and make funding recom-
mendations to the BOCC.
Most, if not all of the funds
would be applied to debt
retirement. Membership
would be seven property
owners and/or Sunny Hills
residents.
Proposed members of
the new committee were
Diane Ward, John Gold-
en Karen Kardaminski,
Karen Schoen, Jim Tpwn,
Lou Tracy and Sal Zurica.
EMA Director Roger Dale
Hagan was proposed as
MSBU coordinator, with
a small salary of $100 a
month.
There were a number
of public criticisms of the
proposed ordinance. Ray-
mond Moran said there
had not been public hear-
ings or meetings about the
proposal until Thursday
night, and had done noth-
ing to contact property
owners.
Sharon Kirk said that
the current committee had
balanced the budget and
was meeting on a monthly
basis, so why change?
Howell said that there
was too much animosity
among various factions in
Sunny Hills and "this is
something we want to try."
Commissioner Joel Pate
described "a contentious
parade of people com-
ing up bellyaching at this
board meeting" from Sun-
nyHills.
"Get incorporated and
then you won't have to fool
with us."
Kirk joined others in
asking why Hagan would
get any salary rather than
serving as an unpaid vol-
unteer like other MSBUs
in Florida.
Sal Zurica soid "the
M"o


MSBU was created for
the benefit of the property
owners, not the County,"
and that the County had
been using MSBU money
for its own needs "since
the beginning." Zurica
said the BOCC wanted to
change "so the county can
take control of this." Zurica
said the issue was only ad-
vertised in the Sunny Hills
Newsletter, not the Wash-
ington County News, and
was therefore not legally.

off that debt and abolish
the MSBU."

ordinance or the public
hearing for several issues
of the WCN prior to the
meeting.
The BOCC then ap-
proved denying the pro-
posed ordinance.. Howell
said he believed that a new
proposal could be ham-
mered out.
The BOCC also heard
from Nan Thompson, who
said she was a member
of "the watchdog group."
Thompson claimed that
over $17,000 was "need-
lessly spent" on two
driveways,. in particular
$15',629.04 on Gainey Road,
which she said was a pri-
vate drive.
Commissioner Charles
Brock said the road had
been maintained for 14-16
years because a school bus
used it, and County Admin-
istrator Pete Herbert said
the had been maintained
since 1997.
This led to discussion
about whether the roads
were properly identified,
with Herbert presenting
a list of roads added and
removed from the mhinte-
nance list. It was decided
to have a future workshop
or possibly even a called


meeting on a variety of
transportation-related
subjects, including keep-
ing the special crew, main-
tenande versus road build-
ing, and other issues.
Skyler Carter and
Carly Bachelor were also
on hand to criticize work
done on private driveways
instead of maintenance on
public roads, while Pastor
Shane Hardesty of Oakie
Ridge Baptist Church
thanked the BOCC, partic-
ularly Holman, for helping
with cleanup on Pike Pond
Road.
The BOCC also ap-
proved the new contract
with Waste Management
$15.33 a month and $46.49 a
quarter. The contract now
includes a residential fee
chart and an agreement to
increase fees based on the
Consumer Price Index,
but for no more than three
percent, with fees to be re-
viewed Oct. 1, 2009,
In other business, the
BOCC:
Approved a bid of
$25,825.50 for heating and
air for the Sunny Hills
county annex from Hi-
Temp Gas.
Heard a report from
Circuit Court Clerk Linda
Cook qnd approved resolu-
tion of a civil suit against
the tax collector, property
appraiser and clerk of
court on property sold of
tax deeds in Sunny Hills.
Approved "putting
to rest" any question of a
conflict of interest regard-
ing Tourist Development
Committee Chairman
Paul Goulding, who is also
owner of an advertising
and public relations agen-
cy that has dealings with
organizations that receive
TDC funding. BOCC mem-
bers praised Goulding for
the work he has done with
TDC.

Pfizer presented the chapter with a donation based off a percentage of sales of

for the chapter to use on our show projects.

Drake calls for fiscal responsibility

CHIPLEY "Fiscal re-
sponsibility" is a favorite
term of State Rep. Brad
Drake. The Walton County
Republican used it often
and pointedly Saturday
as he discussed the re-
cent special session of the
State Legislature and the
upcoming regular session
March 3.
"The budget is the king
issue," the first-term rep-
resentative said at Hard
Labor Creek Plantation
south of Chipley. "It's
one of the most exciting
times."
Drake said one thing
that could be done to ease
the current budget crunch
is to cutback on the amount
of work being done by the
state. "We're overworking
our state agencies, and it
appears that the state has
too many burdensome reg-
ulations on people making
a living."
One example Drake
gave is a simple farm pond.
"We have way too many en-
vironmental regulations,"
he said. "It's ridiculous
when normal, hard-work-
ing property owners who
want to use their property
to enhance their business
or family recreation can't
do so. Some bureaucrat
thinks he knows how best
to use a property owner's
land.
"It almost takes an act
of Congress to get a farm
pond or a fishing pond in."
Drake noted the effect
the budget cuts are having
on public education, and
he said past mistakes are
contributing to the current
situation:
"It's a shared respon-
sibility," Drake said about
the cuts in education. "The

pen shows is just bad be-
havior and shows a lack
of responsibility. We would
not be in this situation if we
had been acting responsi-
bly. During the good times
it was too easy to spend.".
Drake also used the
word "reality" freely, as in
government recognizing
economic reality.
"The economic crisis
gives every agency of gov-
ernment a chance to get
back to a realistic world,"
Drake said.


"The budget is the
king issue.

back to what it was, at the
federal level and the state

Drake made it clear he
does not support any tax
increase, but wants to see


better fiscal management
of government.
"Somebody a govern-
ment official came into
my office on the issue. of a
sales tax increase," Drake
said.
"I am not in favor of it.
The best way to solve Our
problems is not to expend
money to fill gaps where
we have overspent, but to
use better fiscal manage-
ment."
Drake even opposes in-
creasing tobacco taxes. "I
don't care what you call it
a tax increase is a tax in-
crease," he said.

The Florida Department of Transportation (FDOT) will host a Public Information Meeting to present
proposed improvements for State Road 79 from north of CR 284 (Miller's Ferry Road) to Court Street in
the Sity of Vernon.
The meeting will be held Thursday, March 12, 2009, from 5:30 p.m. until 6:30 p.m. CST at the Vernon
Community Center, located at 2808 Yellow Jacket Drive, Vernon, FL 32462.
The purpose of the meeting is to afford persons an opportunity to express their views concerning the
proposed widening design of SR 79. The meeting will be conducted in an open house format (no
formal presentation is scheduled). Proposed design plans for the project and other project
information will be on display. FDOOT representatives will be available to discuss the project, answer
questions and receive comments. All interested persons are invited and encouraged to attend to
review and discuss the proposed improvements.
Public participation is solicited without regard to race, color, national origin, age, sex, religion, disability
