By ANTONIA ROBINSON

The City of Lake City's 2010 fiscal year
budget and millage rate is officially and
legally set.
"It's final," City Manager Wendell
Johnson said Monday night.
City council mem-
bers voted 4 to 1, with .
Councilman Jake Hill dis-
senting, to rescind pre-
vious votes for the mill-
age rate and budget on
Monday night. Council
members then voted 4 to Hill
1, with Hill again dissent-
ing, to set the millage rate at 3.7741 and to
approve the 2010 fiscal year budget.
The council originally voted 3 to 1 on
a final millage rate and budget adoption
Sept 21, with Hill voting against the adoption.
Councilman George Ward was absent during
the Sept 21 meeting due to an illness.
That vote would have been approved under
normal circumstances, said City Attorney
Herbert Darby. However, Florida law requires
a millage vote be approved by a two-thirds
majority if the proposed rate exceeds the
rollback rate. The rollback rate is the number

autopsy Friday after sher-
iff's office officials got help
from the FDLE in conduct-
ing an investigation into
Picklo's death.
Picklo was initially
brought to the Columbia
County Detention Facility
around 3 a.m. Friday by a
prisoner transport contrac-
tor from Parker County,
Texas. Picklo, who was
arrested in Texas, was
arrested on warrants from
Columbia County for viola-
tion of probation charges.
After going through the
booking process, Picklo
was placed in a holding cell
around 5:45 a.m.
After suffering an appar-
ent medical issue, detention
facility personnel attempted
to revive Picklo utilizing an
automatic electronic defibril-
lator and CPR.
However, Picklo could not
be revived.

was the first director.
The library moved to its
present location on NW
Columbia Avenue in an
8,000 square foot facility in
1978.
That facility was only half
of the current library build-
ing, as they added on in the
years following.,
Having progressed since
its humble beginnings, the
library now has a collec-
tion of 130,000 books, is
open seven days a week
and opened the Fort White
branch in 1988 and the West
Branch in 2004. Paulson
has been director for four
years.
"We've grown from the
main library to two branch-
es," Paulson said. "We've
expanded due. to our con-
tinuous desire to provided
quality library services."
The community is invited
to the open house to not
only see what services the
library can offer, but have
fun celebrating 50 years as
well, Paulson said.
"If you haven't been to
the library in a long time,
we want you to come see
how things have changed
over the years," she said.

that would bring in the same
amount of money from the
previous year.
The approved millage rate
is 5.16 percent more than
the rollback rate of 3.5889
mills. One mill equals $1
for every $1,000 of taxable
property value.
. Rescinding the millage
vote, conveniently indicates
in .records that the original
resolution passed was inef-
fective, Darby said.
Thebudgetis$32,989,050,
and the fiscal year is from
Oct 1 until Sept 20, 2010.
, It was properly adopted,
but because the millage rate
provides a stream of rev-
enue for the budget, the
previous vote needed to be
rescinded, Darby said.
No one had any public
comments about the budget
at the hearing.

The victim told authori-

the suspects allegedly then
threw a beer bottle and
broke out the back window
of his Nissan truck.
Reports indicate the vic-
tim only received minor
injuries during the robbery
and no medical attention
was needed.
Authorities responded to
the scene but were unable
to find the suspects, how-
ever; the investigation
is on-going. Anyone with

Wheeler said. "The event is
for everyone in the county
who has an interest in
public baptisms."
. The event is designed to
meet the needs for people
who are being baptized for
the first-time as well as for.
people who want to
reaffirm their baptismal
'vows.
"Many churches, coming
from different traditions,
baptize in subtly differ-

ent ways," Wheeler said.
"Many churches baptize
and emphasize water bap-
tisms when the first deci-
sion for Christ is made.
Other churches will use
water baptisms as a reaffir-
mation. In this event we try
to emphasize water bap-
tism for first-time believers
and then we'll have some
responsive readings and
have some other special
things for folks that want to
reaffirm their faith."

The ceremony is sched-
uled to begin with old-time
Gospel songs, followed
by the baptisms in the
springs, a responsive read-
ing by all the. denomina-
tions and then the dessert
social.
"Everyone that loves
the Ichetucknee Springs,
please come. And every-
body that loves Jesus
please come," Wheeler
said. "All churches and
citizens are welcome."

Even a tiny crack in a
water line inside your

to lose more than 250
gallons of water a day.
And if the main line to

leave you with a high
