City eyes unfunded mandates


Council compiles
priority list for
state lawmakers.

City officials are con-
cerned with unfunded man-
dates that are often levied
by state officials and then
trickle down to the local
level where local tax dollars


are used as funding sources
of the orders.
During Monday night's
Lake City City Council meet-
ing, city officials compiled a
listing of priorities they felt
needed to be addressed by
legislators; and unfunded
mandates topped the list.
The list was compiled for
the Suwannee League of
Cities, which requested the'
priority listing. That orga-
nization will forward the


information to state offi-
cials, along with priorities
listed by other cities in the
organization.
The priorities city offi-
cials deemed necessary
included unfunded man-
dates, continued funding
for the State Revolving
Loan fund and protection
of home rule and land use
changes to be voted on by
the general population.
"We'll send the list over


to the Suwannee League
and then that list will be for-
warded on probably within
the next month or two," said
Lake City Mayor Stephen
Witt. 'We want it sent cer-
tainly before the legislature
session this spring. They'll
probably be getting it out
this fall."

A four-vehicle collision
snarled traffic at the Baya
Avenue and Main Boulevard
intersection Monday after-
noon for more than an hour,
and resulted in traffic being
rerouted onto secondary
streets.
The wreck occurred
around 3 p.m. with units


from the Lake City Police
Department and Lake City
Fire Department respond-
ing to the scene. No injuries
were reported.
According to information
from the Lake City. Police
Department, a black pickup
truck traveling east on Baya
Avenue ran the traffic sig-
nal and collided with a gray
Mazda 626, which then
struck a yellow Chevrolet
Cavalier which in turn
struck a Chevrolet Lumina.
The pickup truck driv-
er, whose name was not
released, was cited fora vio-
lation of the right of way.

Lenoris K. Owens, who
was involved in aWednesday
night shooting, died at 2:57
p.m: Saturday, according to
information from the Lake
City Police Department.
Owens, 25, died from
the gunshot wound he suf-
fered to the head area on

northeast Lake City in the
area .of Congress and St.
Clair streets.
According to reports,
Owens was with another
unknown black man at the.
time he was shot.
"Preliminary investiga-
tion indicates that there was
some type of struggle that
took place before Owens
was shot," said Lake City

information from the pre-
liminary investigation and
statements from various
sources, Owens and anoth-
er man attempted to rob
Oteger Greene.
Greene reportedly


told authorities he was
approached by Owens, who
was armed with a .38mm
handgun, and the other
man and was involvedin a
scuffle with them.
Greene, who shot Owens
in what authorities have
labeled a botched robbery,
has been interviewed by
authorities.
"A report will be sent to
the State's Attorney Office
asking them to review this
case," Davis said.
Authorities continue
their search for the other
man allegedly involved in
the incident

OBITUARIES

Lola Mae Lewis
Mrs. Lola Mae Lewis, 91, of
Lake City, FL, died at Suwannee
Valley Care Center, after a lengthy
illness. She was the daughter of
the late Jesse James Callahan and
Ida Viola Ash. She was a member
of the North Lake City Church
of God. She enjoyed reading her
bible, and working puzzle.books.
She is preceded in death by her
husband Ernest Edward Lewis,
and one sister. She is survived by
her three daughters, Shirley Ann
Moore (Bobby) of Orange Park,
Fl; Betty Jean Owens (Rusty) of
Middleburg, FI,& Wanda Gale
Odom (Gene) of Lake City, FI,
one brother, Howard Callahan of
Lake City, Fl; Five grandchildren,
six great-grandchildren and two
great-great grandchildren also
survive. Funeral services will
be conducted at Gateway-Forest
Lawn Funeral Home ,Wednesday
August 19, 2009 at 4:00 P.M.
with Reverend Doyle L. Williams
officiating. Visitation with the
family will be Wednesday, August

Columbia High football
kept the core of head coach
Craig Howard's staff, but
several replacements are
on board for 2009.
"It is part of building a
program," Howard said.
"You seek continuity and
never want to lose a coach.
Putting this together is part


of the process. When we
get it established, we want
the same coaches for a
player's four years."
Offensive Coordinator
Ken Fasnacht Jr. is back
with the Tigers, as is
running back coach
Quinton Callum, defen-
sive backs coach Vernon
Amerson and Dennis
Dotson, who has taken over
as defensive coordinator.
Fasnacht, an Orange
Park High graduate, also
coached with Howard at
Nease High and has had a
couple of stints at his alma


mater.
Callum graduated from
Columbia in 1998 and has
coached for the Tigers since
2004. Amerson played for
Howard at West Alabama.
Dotson, who played
at Purdue, coached at
Columbia from 2000-02 and
returned last year.
Columbia 2000 gradu-
ate J.T. Clark is coaching
the defensive line. Clark
has coached football at
Hamilton County High and
is assistant baseball coach
at CHS.
Former CHS. players


Timmy Jernigan (1980
graduate), Carlos Brown
(1985) and Jeremiah Fulton
(2005) are back, coach-
ing the Freshman Tigers.
They are joined by Doug
Peeler (2004) who recently
finished his playing days at
Florida A&M.
Bringing in decades of
coaching experience are
Tom Clark, Ed Stults and
Greg Gillman. Vincent
Woodbury recently retired
from the Marjnes and is
adding that discipline to the

City Community College
baseball program from 1995
until sports were dropped
at the school in 2008. Clark
has football coaching expe-
rience from his high school
days in Georgia. He will
coach the linebackers.
Stults is entering his
29th year of coaching since
graduating from Bluffton.
College in 1980. He was
assistant head coach at Ball
State, where he recruited
Columbia's Rene Perry. He
was head coach at Defiance
College for 2'/2 years in the
mid-1990s.
The Ball State head coach
left for San Diego State and
Stults was not retained.
"Coach Howard took pity
on a poor soul," Stults said.

"I was close to a couple of
college jobs, but came in
second. Coach Howard and
I talked a couple of times.
You take whatever you can
to keep you coaching..
Stults said athleticism
and maturity are the main
difference between college
and high school levels.
"Older college kids
understand the sense of
urgency," Stults said. "You
have to have accountability
and know you have to play
for each other. It is still a
challenge to put a great unit
out there and have them
execute at a high level."
Gillman played baseball at
St Johns River Community
College and graduated from
Florida. Gillman's wife,
Nancy, taught at Columbia
in the mid-1970s, so he


knows the "Purple and
Gold" tradition.
"In one way, shape or
form from 1966 to the past
year (including attending
as a student), I have been
at Santa Fe," Gillman said.
"I have been head base-
ball coach and head soft-
ball coach and served any
capacity in football."
Gillman comes to CHS to
work with a new program
for autistic children.
"I have a genuine love of
coaching and being part of
the game," Gillman said. "I
am totally as happy, person-
ally, as I have been in years,
and a lot has to do with
how this staff made me
feel when I came in. I am
part of a tremendous and
knowledgeable staff and it
is exciting."
