Value Engineering differs from other cost reduction efforts in that it
defines the requirements of a service or hardware item and develops a
proposal for merging these requirements at minimum cost to the

station facilities,including quarters.The only catch is that they don't

couldn't be tolerated in its dilapidated condition. After contacting the
